all right so this is the Board of Health meeting Thursday May 2nd 2024 6m in the land use room plus present at the meeting is subasa oh sorry sorry Terry um and I'm not quite sure if McKenzie's gonna come on or not so I guess we'll do public comment because we have we have people joining us Terry okay great do you want to say anything or so I guess so so everybody hears I guess your name and your address okay Andrea bugby 77 Tanner Road and Debbie Rano 228 CL Anderson okay so we are here tonight to tell you about the Southwick spif up which is going to be you want to come up even though it's public comment we're kind of um which is going you want to have a seat if you can oh you want us to sit down yes sure how are you more comfortable if you're more comfortable back there well thank you very much you interest me because it's Tanner Road Tanner no I've got a couple Lots in that new development oh yeah oh good so I live I just happen to live on Tanner Road but this is the Southwick spiff up it's an it's a town wi cleanup event we're hoping it will be an annual event it's going to be on May 18th at 9:00 a.m. we invite anyone who's available um to meet at The Daily Grind where they are donating free coffee and Murphy's is donating free donuts we'll get you organized um where your high is um bring a pair of gloves we'll get you organized and give you a bag and an assignment and our wonderful DPW has a so you'll go out people will go out pick up garbage clean up the town and DPW will pick up the bags later so we have their cooperation so thank you to DPW thank you to the Daily Grind thank you to Murphy and we also oh and we're partnering with the Rotary Club and we want to um tell you about the Southwick Land Trust which is a brand new non-governmental um non-profit volunteer organization we're started by volunteers run by volunteers and our whole goal is to have just another way to protect land um locally uh for agricultural reasons for um I'm getting nervous just relax just to protect the the the community um most of us love the scenic Vistas you know from calibri Co Hill all those places that are so beautiful and so important to us yeah and we we're hoping to preserve and protect land to cooperate with land owners we're not taking any anybody's land but we will'll be doing some fundraising you'll be hearing about some of our projects we have our grand opening on June 23rd at The Brass Rail well people can come and learn more about what we're doing but um we want to work with land owners to find the best way for them to many of them are farmers and as we all know it doesn't pay to be a farm much these days so but they want to save that land and so we want to try to work with them and protecting some of the land and it's it's for the community I mean you're the Board of Health healthier communities have Open Spaces they have hiking trails they have you know clean water clean air and so we're hoping to contribute to the health of our entire Community by working on land preservation y you try to get donations and grants and things like that right and Parcels of land right right yeah an example might be like when the parcel near North Pond came up and you know if we had had a land trust then maybe that would have been helpful um I don't know um but it's just one more Avenue for when these Parcels come up they're so beneficial for a community and I second what Debby said you know as far as health goes it's it's clean water it's clean air it's healthier people it's better mental health it's heat mitigation going into the future so we are really um you know we want to be there for when these opportunities come up so how does it work is there like a board yeah we have a board currently nine members okay um all of us coming from a variety of of avenues with interest in land preservation um and we'll be we'll be finding ways to to raise money and looking for members we will be listing memberships um anybody can become a member um we'll need people volunteers to to help maintain the land to build the trails to all that kind website it's southw land trust. org.org and we have um this is the information about the spiff up but it's got um our all of our contact information and the details and as far as a as a board in town we probably won't be you know we'll be working with the Historical Society because we're trying to protect some historical properties as well um remember this came to the Historical Society meeting last meeting we had and talk so so we probably won't have so much direct interaction with you as a board unless maybe it's permitting for events or something like that um but we just we want the boards and everybody in town to be aware of what we're doing we're not we don't want to come in through the back door and S sneaking around behind people's beds so and the the new Master Plan has doesn't have us in it but it it talks about trying to preserve the the nature of the town so and and look for positive growth and we're not against growth we're you know we're not trying prevent growth that it's inevitable we need it in this town but the fact is that open land is good business I mean it's it's good for the town's economy right so if we can preserve some open land we'll bring people in just like the rail trail is doing now so ter you have anything you want to ask or for everything you do for the town so thank you for that yes I don't know if I'll be at the spip up I'm always cleaning up Hillside and Coast Hill thank you we must do that every every couple weeks yep Tanner Road Yep this town Isles built on volunteers like yourselves I'm from Westfield my daughter lives in Southwood and she was from West and it's beautiful I love South Lake yeah it's a beautiful town you got that you got that open space land that they're trying to sell for 200 and something thousand on Tannery yeah yeah you trying to grab that or well we need some donors so why don't you think about that we think that great place to start so is that where there was Athletic Club or something or which you talking about it's I believe the owner is John lambella it's the Farmland behind the lambella farm oh there's there's a lot of wetlands back there it wouldn't make any sense to put up a a development that's it was originally a development and you know between Wells and septics and there's little Brooks that you'd have to make bridges over it is it wasn't it's not worth it it's right behind the rail trail though and it is a beautiful piece of property so I'm not saying and so for nature it's beautiful yeah but for for a developer it's not worth it yeah it's nice of here it's nice where you live too s area yeah but that's that is the kind of property that we would be looking to yeah that's nice yeah yeah that's nice animal habitats oh yeah bird migration flyovers I had a camera because someone was dumping garbage on that lot I got behind the new dollar store and you wouldn't believe the Bobcats a bobcat this big you know we got them on camera yeah that's cool yeah yeah I've never seen a bat around here but they were big oh they're here yeah beautiful all right thank you very much time and attention yeah thanks for coming first Thursday of the month we're here okay so now if you see our signs up around town you'll know what's going on you'll know what what it's about okay thanks a lot thank you very much oh uh do you anything yeah I've got a lot 14 on Saw Grass and it's the uh the soil is beautiful it's all nice sand and the perk's a little old yeah is that on our agenda we can talk about it yeah we can jump ahead for it um so yeah so he saw grass it's yeah it's uh I mean there's absolutely no water at all it's it's what's the yeah and there's houses all around it I mean it's it was in 2018 so it's technically expired but it's really not that old and what how many uh so it's five they expired five years so this one is like six what was the um less than two minute perk rate all sand um and Terry I don't think I don't know if we've done an old so technically by our by our Southwick regulation not by the state code our per tests uh expire after 5 years uh but it also says Val validity of a soil suitability assessment after expiration shall be reviewed on an individual basis verification of the assessment results the precise location of the assessment tests and any change in topography or drainage at or near the assessment sites shall be provided in the Board of Health Board of Health at any time may require additional perk tests or soil evaluation tests to be performed for confirmation of previous test at the expense of the owners so so are they marked the spots marked yeah yeah I I've got the sheftic tank plan and it's it's beautiful soil yeah yeah all right you don't have a problem with it Tom no no how about you Carrie no no I I I think going forward we might want to set you know a limit as to figured just get rid of it and that's it I'm retired and I just do one at a time and I don't have any hobbies so um Tom is always looking for people to run their for offices oh i' I'd love to but I I'm not from West I'm from Westfield my daughter my daughter is here we you know I'm considering moving here I've got a couple got four building lots and I'm GNA I'm considering taking one for myself all right and it was actually the one behind the dollar storees oh yeah but I'm waiting wait to see what they do yeah all right so you signed in the book right I did not okay yes sign in so we have a record of that do you want me to do it right now whenever you have okay okay okay yeah but if you're all set we're going to move on anything else want no no do I need anything signed or nope I'll let thank you yeah thanks take it easy um so while we're on this topic we have another wait a minute we should is um Trisha is still on maybe Trisha want Trisha why don't you give you a report so all right sure so uh it was a busy month for both of us um maryan and I we've been doing a lot of meetings um and different things we did some Naran training with tapestry Health on last week I think it was um that went well and we were able to get some Naran for our town hall so uh in Southwick I gave it to the clerk because they're right there with the public and they were happy to have it uh we also bought some first aid kits with our grant money and those were distributed and are still being distributed to our towns uh so I gave one to the uh custodial staff and one again um to the assessors because they have the most contact with the public and town clerk already had one so kind of distributed them where I thought they would be used and of course we have one in the Board of Health so um if we should need it um we had the Wellness on Wheels bus at the food pantry on April 9th that's the Bay State bus that went over really well people actually showed up just for the bus they weren't just food pantry patrons so we were I was pretty happy about that so we're going to do it um every other month at the senior at the uh food pantry so not in May but in June and then I guess August um October in December and they're hoping that they'll be able to do like flu shots so we're crossing our fingers that that can happen because that would be huge I think for Southwick and um we also asked them if they would consider going to the Huntington food pantry because that serves our other three towns and they are going to do that so another win so we're we're really happy with everything that's been happening we're able to get more and more services out to our folks so um we did distribute all the diapers that we purchased with the grant money and they were very happy to receive everything I mean so appreciative and excited so that people will be able to have these items so where did they go to the food pantries to the food pantries and then do you know it takes a village they're up in Huntington they serve all our towns and and they really they give out so much free items to people that you know children babies children so so no adult diapers they went to the food pantries they don't do a it takes a village it's all kids it's all for kids yeah but uh the food pantries have the uh briefs and I have some in the office I kept some we just don't have you as you know we don't have the storage space so we had to really get them out um and the elm students last day at Southwick was on April 7 1th and that went really well they were really really great and this year I took them to the food pantry on I think twice and they loved it they loved that opportunity Elms was thrilled that I did that and we're going to have them go to the Huntington Food Pantry in the spring of 25 so they'll come I'll get a group and MaryAnn will get a group so that's great so and Elms was like really happy that we were able to offer something else for them to see because and even the nurses said to me n nursing students we're so happy to have this opportunity because they do so much you know um Hospital work that they want to see other avenues and different things that go on so and they're I mean they're accelerated students they all have prior degrees and that's their last year this is their last year before they graduate so they like having that a different opportunity and they really enjoyed it and Southwick loves having them they're like thrilled and this they get along so well with the seniors it's just a wonderful collaboration so we'll definitely keep doing it um yeah and so as far as communica bles um there really isn't much it's mostly tick of course or I mean some flu but not a lot I'm not seeing a lot and then of course as you know the h5n1 affecting dairy farms right now um we haven't seen it yet in Mass chusetts I'm sure it'll be here um I did notify uh Granville because they have a dairy farm so I let them um know what's going on and what the guidance is from the CDC I emailed the Town Administrator one of the select board uh people and the health agent what to watch out for what to educate on so and talin doesn't have one so um but we we'll just have to keep our eye on that and make make sure we're catching it if anything happens if people start getting sick more so workers at The Farms than people but it's definitely going directly it's not going through the chickens to the cows it's going directly from the cow the milk to the human right but but but the cows don't have to get it from the chickens they can get it from other Wildlife right the other birds is that I think so yes right yeah it's poultry so live poultry so we'll see how that plays out but I guess the closest state to us would probably be Ohio yeah um but like they're seeing it in North Carolina like The Dakotas Kansas Michigan so it's it's definitely wasn't there anything in P nothing in Pennsylvania nothing not yet no no but they definitely put out a the CDC did put out a warning so so so I think they're expecting it wow okay hey um not to change the subject but naram M what are the directions for administering that so it's a nasal spray now so basically you just press it into the nostril press it up and then it's distributed and they usually give packages with two doses so that after three minutes if the person doesn't start coming around then you would administer a second dose but hopefully the first one works and also it depends on if it's a if it's something that Naran reverses so if they took something that Naran doesn't reverse then it's not going to work but you would have called 911 by then and but does naram only reverse like opioids yeah that's okay reverses all right Trish yeah do the EMS and the police already have Naran yeah okay yeah I figured they did yeah yeah this is I think for us like our remote towns you know Granville talland and of course further up it takes EMS so long to get there sometimes you're talking 30 minutes that that's kind of where we why we wanted to do it more for those towns but definitely in southw I mean in police and fire carry so in EMS I mean people are dead within 30 minutes so it's awful right yeah thank you for that yes um I think that's all I have unless you have any more questions almost set how about you Terry no I'm good very thorough thank you thank you You' been busy did you want to mention our meeting with umn oh yes um so Caitlyn Pettingill she's the chief nurse for our local and regional health so basically our grant she visited us last uh this week right Wednesday time flies yeah um and it was a really good meeting she wanted to know what we were doing and um we you know told her all the education that we're out there doing on chronic disease and about the Naran um about all our programs and presentations that we're doing and she was extremely thrilled about everything and you know was really happy with what is going on in Southwick in our town so so that was a wonderful meeting she was just checking in to see what we do yeah it's a new position um that they created at the state and so she's just started I don't know within the past six months and it's a across the state it's totally what the public health nurses do or don't do in each town is probably you know 351 different ways of doing things so she's going around to every Community seeing what they do and then I think they're going to try to put together some um guidin some more guidance and guidelines to kind of help um kind along the same lines as what our our grant is to try and make things more uh consistent across the state so w good yeah and they're looking for nurses um to do like Outreach and training and different things so and I don't know if you remember but we have like what's called The Blueprint and that's what we're supposed to do as far as with the Grant and there's certain requirements that have to be met and certain things nursing staff should be doing um and some of the things that came up I kind of had prior knowledge of and I kind of gave her a heads up of how it might not work in some towns especially those it's a lot to do with like maternal and and infants and and doing Outreach to moms coming home from the hospital but I said but where not a birthing we don't have a hospital so we rely on the birthing centers to send the records to the town hall where the birth occurs and then they then send it to the towns where the person lives in but um it takes time where sometimes you don't see those for weeks so there's not that that won't work we have to come up with different ways so she was like I really would love you to be on the committee since you have some you know background on that so I said yeah okay you know would definitely do that so it's just her getting you know her feelers out she's gone everywhere she's gone all over the state to all the shared service districts and um and like Tom said trying to figure out what we all do but it's all different because you do what is based on what your community needs and we're not Springfield so we have different needs and we're you know we're and even our infectious diseases are different from what they do on a daily basis so you have to tweak it to your your town so it but I I said she asked if we would be willing to do that like Outreach with the new moms and I'm like absolutely we would love to do that we just had to figure out a way to how do we get that information that quick because if you want to reach out as soon as they're coming home from the hospital how do we get that right so we have to work on it but um it sounds great I mean she's I think she's going to be a wonderful asset and and then once we get the shared service coordinator on board she's going to help out a lot too so because I'm sure she'll have new ideas new ways of doing things and we're we're definitely excited for that good okay and I want to bring this up which we brought up before when we're at the finance committee meeting um someone asked about uh what did they teach in the high in the high school they have a health class I believe do do you know whether they have a health class class I don't know I can ask I find out what they teach in that class okay because she wanted people to be taught more about um public health things like a lot of the the kids work in restaurants and and uh you know don't touch the top of the glass and wear your hair back and and she was also talking about you know teaching CNA classes which is not which is not what we could do but just to I just want to follow through you okay to what they do teach in Heth classes sure I can find out for sure thank you okay thank you have a great night everyone see I I don't remember from from then from then to now but I nothing struck nothing uh jumped out at me I had I had one edit on this one you uh so the state's voluntary standards and it's FDA standards so just all right that was my one were you able to change it did I see I didn't change it yet I just noticed after I print it out but um all right um okay you just made a change we were talking about about uh increasing the fees yes and I had said the state's voluntary standards but it's fda's voluntary standards so I'll make that change do you want to make a motion to accept the minutes from April 4th 2024 with the change yep I I so move that we accept the minutes from from uh uh April the April meeting with the with the edit that was just brought up okay um I second that all in favor I'm good UMC tobacco tobacco Rags so um we had talked about the need to update these at our last no not at our last meeting the one before that in a hearing with the uh with the two sales that we had so um so the good new I think I sent you was it last week I sent you all an email um so the good news is the state um well not this officially the state but the mass health Officers Association they have a tobacco control program and um the the woman who runs that program her named Sarah Mogan um and she I was asking her about the the model regs and if I could get a copy and she said that they actually have this checklist and we can go through and say what things that we want to incorporate um and these are all regulations that have been legally reviewed put into place in other towns um so it's a lot more efficient than writing something new and than potentially having an issue so um we can go through this checklist and say we want this this we don't want to do that and she will take that incorporate it into our existing regs and have a document prepared for us that will be our our you know our official proposed um regulation go through them quickly yeah so I I was thinking we would just kind of go through go through quickly and then we can um I can reach out to her and at next next meeting or future one she's also willing to come to a meeting and talk about it um and then also would probably not be a bad idea to reach out to Northampton because they are under their Grant is the ones that do the um the tobacco inspections for us so if there's anything else that you know they would want to see we can take that into consideration but um but I I thought that first thing would be just kind of go through ourselves and familiarize ourselves with it so um the first one is no permit renewal if outstanding fines exist um I think that is kind of a no-brainer and it might it might even already be in our regulations um quite sure but yeah okay but either way I think that's a good one yeah um no permit renewal if three sales to persons under 21 again I think that's a within what period of time uh within the probably within 36 months I think would be consistent with the so we would say that they can't sell they can't yeah they can't renew their license so then it would for how many years uh example s section E7 let me see might it might be that we could decide b e tobacco per product sales permit will not be renewed if the permit holder has sold a tobacco product to a person under the age of 21 three times within the previous permit year and the time period to appeal has expired okay well the permit years that is so within that that one year 12 months and they only do two inspections right right so uh the Violator May request a hearing in accordance with subsection six of the violations that doesn't really make sense so yeah so we maybe know on that because there's also further down um you know someone did three violations on sales especially um where is it in the finding section here it says in the case of four violations or repeated egregious violations of any section of this regulation as determined by the Board of Health within a 36-month period the Board of Health shall hold a hearing in accordance with this regulation and after such hearing May permanently revoke a tobacco product sales permit so I think that kind of meets the same purpose let's get rid of that um so we'll say no to that um C which one are we saying no to that one or the one that we discussed previously no to uh no permit renewal if three sales to persons under 21 it's kind of already covered okay um cap and or reduce number of permits what does that mean that so that would I don't know I think we have like 12 oh no permits I don't think we have I don't think there's a big demand for new permits I don't think we've had a new on um and then no new permits within 500 ft of a school no new permits within a set amount of feet uh from an existing permit I don't think I don't think there's a need for that in Southwick I don't we're not a big city um I think you know I don't I'd be surprised if we got even one or two more tobacco vendors um and then I don't all the schools are right next to each other there's even it's all residential there's not even anywhere tobacco could go I don't think this I don't think those ones are necessary for our Our Town um band smoking bars um I can read the section of that we don't allow smoking bars do we I don't think we have banded yet I think we allow um in the in the clubs in the clubs yeah but that's not a that's not a smokey bar that's not a SMY bar so the definition of smoking bar an establishment that one exclusively occupies an enclosed indoor space and is primarily engaged in the retail sale of tobacco products for consumption by customers on the premise derives revenue from the sale of food alcohol or other beverages that is incidental to the sale of tobacco product and prohibits entry to persons under 21 um prohibits a food or beverage not sold directly by The Establishment from being consumed on the premise maintains a valid permit um smoking bar sh I skipped a little bit because it just about the permit uh smoking bar shall include but not be limited to those establishments that are commonly known as cigar bars hookah bars and vape bars what does um Westfield have they Westfield has ban smoking bars they've had that and I don't see see it anywhere in our regulations that we talk about it do no I don't think it's in our our current right and then the actual Banning languages just smoking bars are prohibited in South prohibited enclosed areas of membership are also known as um smoking prohibited smoking is prohibited in enclosed areas of membership associations also known as private gloves to be UNL to [Music] open and what do you think um Terry our regs don't have address that well you know I I I would I would it's interesting that Westfield bans it I I would that being our our nearest you know large town we probably want to kind of mirror in in most instances what they're doing but I also encourage us to think you know we might not have anything now but what's the likelihood that somebody's going to come in and want to start something because right you know that the town population is changing um you know I I I I I don't really have any DRS you know the thing that kind of perked my interest was the the the smoking uh being you know cigarettes and and Vapes being sold within 500 feet of a school I think that's pretty standard but you're right the location of our school at this point our school system at this point doesn't doesn't make that really really possible um right but but this other you know we may we while we don't have one now I mean I certainly don't want to spend a lot of time on it but but I would encourage us to to to think as we read the others you know we might not have it now but what's the likelihood of it come uh you know being something we have to address again later all right so we can include that then in the rags because the SM bar to ban them or to not ban them do you want to well ban them I mean this is just he's going to put it together a draft and then we can we can we can always review it or change it so well I think of that was they smoking in different in different kinds of um uh did you also mention something about smoking in clubs and things like that I mean some of we probably get closer to being to being club and that's prohibited yeah smoking in clubs in membership associations also known as private clubs yeah yeah if that goes along with that I would encourage that we do that yeah yeah I think I I I hope that the I don't see the um I can't remember what it's called is it the collaborative who does the Pioneer Valley tobacco collaborative collaborative whatever whatever it is it might be control control or collaborative um they do all the inspections for us but I know when I was in Westfield uh there's like there's different rules for the smoking bars especially with the flavor band I think the the smoking bars are allowed to have some flavors um so when I was in Westfield as as the inspector um I was always very grateful that I could just say oh thank God that's banned I don't have to I don't have to deal with that yeah um because when it's when it's okay for one you know then they you know people always are looking for that loophole trying to find um find a way to you know sell as much as they can do as much as they can um and then I so I that was one where I was just like you know maybe there's a a safe way to do it but it's I think it's good you know we don't have any smoking bars right now so we're not we're not putting anyone out of business we're not hurting anyone so I think I think ban it but um with your comment about the schools uh do we want to put that in anyway Within not within 500 feet of the school I mean it it doesn't hurt anybody right yeah so I'll put I mean Sue I would I would ask for your opinion on that I mean it doesn't we're not we're not like it like Tom just said we're not upsetting anybody not we can put it in yeah because we're GNA review them all yeah okay um include minimum cigar package size slash price no no okay the nicotine pouches that one I don't think they fully drafted that one yet so but that's um those are those are like these it's called Zin is the main one and they're just like little pouches with like extracted nicotine so it's not like um not like dip where it's actual tobacco it's just like kind of a synthetic thing with nicotine in it that had like a minty but wouldn't that help people right I think I think people I think people do use it to try to stop so U but there there is a they're working on a regulation for that and uh but it's not finalized so um Banning blunt wraps what what are blunt wraps blunt wraps are um I can read the definition but it's they used for Stuff other than cigarette yeah it's um It's Made of tobacco um and they used to be flavored uh but they're not flavored because the flavor band um but it's made out of tobacco and people would usually uh theoretically could put tobacco in it but often would be marijuana that they put in a blunt wrap and then they would be like smoking like a uh a blunt I think right so U but blunt wrap is any product made wholly or in part from a tobacco product manufactured or packaged with loose and removable leaves or section of a leaf or as a hollow tube that may be used by the consumer to wrap or contain loose tobacco or other fillers so um I don't know I don't have a problem with that one I don't what do you think you know um people roll their own yeah so marijuana is legal right and that that's kind of hypothetic hypothetically speaking for a friend that's what you know I I I saw in college haha and um the so we're Banning that product that can do something that's legal right right right so let's not ban it let's yeah let's not include it I think part of I think part of the problem with the blunt reps and I don't know if I don't know if the state will eventually take that one off the recommendations but um before there was the flavor band I could see that being an an issue because then it's flavored tobacco but now that it's not flavored tobacco I don't I don't see it as much so we yeah we don't have to include that one are there flavored blunts you know I I it's been a long time since there there were um but not since they in 2019 when they when they banned because the the blunts are made are tobacco product um so when they ban the flavors now they can only have unflavored blunt wraps and can they only sell those to people that are over age 21 yep okay okay yeah all right that helps me similar to the um the the nicotine pouches and they I don't think they've drafted anything for it but there's another product uh which is a workaround to the regulation um and they there are um basically blunt wraps that are made of hemp so it's not a tobacco product and it's not it doesn't have THC so it's not cannabis so it's not regular it doesn't have to be sold at a um at a dispensary but though some of the the hemp wraps are flavored uh but I don't think I don't think this ban would yeah this this definition the way it's currently written wouldn't address those so I I think that's something else the state is working on but maybe they're a little further out on that okay but that's another one of those loopholes they always find so I think for now we'll we like you guys said we'll leave the blunt blunt wraps off um ban free distribution of tobacco products yeah yeah I think I agree I'm surprised that's maybe it is in the state law and it's just redundant but I'm surprised it's not already banned um and then ban Redemption of coupons I think that's kind of in the same the same vein as the fre distribution coupon for p maror is that what you're saying I gu yeah I think so let me read the where would you even get those nowadays yeah I don't I think if you're gonna smoke you need to pay for it yeah um no person this is there it's one section uh section k no person shall distribute or cause to be distributed any free samples of tobacco products as defined here in uh no person shall accept or redeem offer to accept or redeem or cause or hire any person to accept or redeem or offer to accept or redeem any coupon that provides any tobacco product as defined here in without charge of less than the listed or non-d discounted price okay that and then also not in not having a multi multi pack discount like a buy two get one free yes so um okay ban uh Self Service displays I think we already have that um well let me say I thought I think we ban them yeah we do okay we do um ban tobacco product sales and educational institutions um that one when I was in Westfield we put that one into place and um you give the university because the university um but obviously uh Public Schools aren't aren't selling tobacco um I don't think even the University was at the time um but I don't think there's anywhere in Southwick that would even be would even qualify as an educational institution that might actually want to sell tobacco so I don't know if that's one we want to throw in just because it's not hurting anyone but I I don't think there's any I don't see anyone at like I don't see a college opening in Southwick put it in it's not gonna hurt anyone yeah what do you think Terry I I think that's fine I think we're we're probably more more likely to get a smoking Lounge than we are to get yeah to get a university yeah but no I I agree if it's not causing anybody any any you know that this is most of the laws that we see have so many things in it that aren't that won't be applicable but they're in there anyway right okay okay what else do we have so the next one is the um the fining structure so if you recall from our violations um it feels doesn't feel like it's May yet from in March two months ago I was about to say last month um we had the we did the state fine because it was a violation to the state regulation um so there are certain things that would be a violation of our regulation but not the state regulation so we can have a a separate state and local finding structure where if it's the state law we find you based on the state law $1,000 $2,000 $55,000 and then if it's a local violation uh it'd be could do like one 100 200 300 based on a minor violation they didn't post um no tobacco sales under 21 or right so they they actually have it all listed out the ones that are subject to state law fines and policy subject to local regulation so um if someone sold blunt wraps or if they had a smoking bar um cigar sales if they didn't do the minimum prices which we weren't I don't think we said we were going to do do that one um tobacco sales and Healthcare institutions which is in the state law um tobacco sales and educational institutions non-residential rooll your own machine ban and that that's actually the residential rooll your own machine that is one that wasn't on the list but that's one I think we should add in as well um unless maybe the state law Incorporated that um so those are things that are either minor violations or if it's the if someone was selling blunt wraps we'd say okay here's a $100 fine and but we're allowing them and and you have to stop selling them but we're allowing them right uh so uh what's one that would well the coupons we're not letting anybody give out coupons right right so but then it's it's every time they do it is the violation so even though it's a smaller fine it it could add up um or we could stop them from from doing it so I think that um that makes sense um to do the separate to do the separate violations um whereas the the unified finding structure is the other option and that would mean everything any violation the minimum fine is going to be $1,000 yeah no and and you know my way of thinking is maybe these small violations will will help people understand they probably need to follow the law so maybe they avoid those thousand $2,000 right right yeah so um so I think the we would want to do the separate finding structure it says here like for example they don't put the signage up right yeah and that's to be a fine and now who enforces that would that be you Tom yes it would be me uh with the just like just like this last one so the um the the Pioneer Valley collaborative they will still do the inspections and then when there's violations they report them to to me and then I would issue the violation and bring it to bring it to you guys also they have to have um Mass General law posted too y shall be conspicuous so that if that wasn't posted right right that sign there so yeah it's like oh your your signage isn't right you owe us a thousand bucks minor right yeah so so that way if so keep those keep that keep that separate um and then for local violations uh the tolling period I think we can still do 36 months to be consistent with the state law for that okay um suspension periods we already discussed that so I just I already circled that on my sheet and I said yes we had done three days for the uh first violation seven for the second and 10 for the third it wasn't three five and seven it was 3 seven and [Music] 10 I don't remember I remember that three and I we had a seven somewhere you have to go back to the minutes minutes I have the minutes here maybe I don't find on my phone I sent I mean we could agree that we that we use the same um yeah dates days that we we already agreed to if we want to okay yeah that sounds good because I I can always um I can always pull that pull that up and confirm so yeah I don't have the minutes here I just looked I looked on the computer I might have um might have wrote it down wrong cuz cuz I wrote seven here but um so yeah we'll confirm we'll confirm that was yes so there was 3 five and seven put a note to confirm that um and then the last thing is shall versus May language for suspensions um so shall I'm trying to find a section here so yeah in the suspension language it says you know in the case of a second violation um fine of $2,000 shall be issued and the tobacco product sales permit shall be suspended or may be suspended um and I guess this would only apply to to for our local Rags because the state the state ones I think the state law says shall um so in that case I guess I could go either way because if it's sh would be the language for the state law um so that means you you know when someone does a violation we have to do the suspension um but if it's for the local um the local violations I think may maybe May because you know depending on what it is we but you know what the local violations would be the little minor violations right would we even do a suspension right so then we would put May because we might say may you know what you you moved your signs again and forgot to put one back up you're banned you can't sell for a week yeah so I I think we would do we would do uh May and I just want to confirm that it's still shall for State because because I think when someone makes a sale to a minor yeah we don't want to have that option Avail we want to say no the law says we must do this and the sorry so but I I think May would just be for local local ones um and then so I'm going to add one uh to get your opinion on and it is the it was mentioned in the list of possible um violations um but is the the nonresidential roll your own machines um and a ban on them so we actually had one in Westfield um and it was a I wish I could remember all the details it was probably in 2015 or 16 it was like right after I started there that we were dealing with this one and they um so they they had this this big I mean it's it's a manufacturing machine the whole the whole thing is almost the size of um this table probably um and maybe the smaller table over there um but it you put in you you buy you go in the store and you buy um tube cigarette tubes with a filter in them and you buy loose tobacco and then you use their machine um I think they kind of had it as like a club um you use their machine to roll all of the all of the cigarettes um so you're I I think it kind of gets around a lot paying a lot of the uh the state taxes um because you're you know rolling them yourself theoretically um but it's this it's like a fullon you know manufacturing machine um and so we had some enforcement there and I I'm I will ask uh the state because maybe it's been banned Statewide and that maybe that's why it's not on this list anymore um but I would think that that might be be a good one to because that kind of like the smoking bars that was another one where they are kind of skirting around so many different laws that it was just very complicated to do you know everyone knew it wasn't right um but it was just very complicated to enforce everything there so um that's kind of another one of those ones it's like you know what we don't have it now we're not hurting anyone by saying you know this is banned um so what do you think yeah have yeah is that the the the sale from non-residents why would we want residents to to to sell those as well oh so that no that would be um the the type of machine as non-residential so the you can you can buy a um you know it's like a small handheld machine um and and you can you can buy bulk loose tobacco and you can buy those filters and there's like a small machine you can make that you can roll your own but but this thing uh would would do you know it's it's non-residential because no one would have it in their house it's it's a huge machine and it it probably does you know hundreds of cigarettes in yeah it R it like rolls a whole carton in a matter of minutes yeah so it was like they were really cheap and the taxes weren't right and um so okay so we'll say We'll add that so that's everything on here and they're going to type this up and they're going to give it to us in Word document I believe so yeah so that we can so she and uh Sarah from M she's she'll probably come to our next whenever this is done uh whether it's our next meeting or later um she'll come she'll come to the meeting too over zoom and she if we were just kind of yeah fog I haven't done it once again I haven't done anything with that renal updates renewal updates I think um I didn't have a chance to this has been a as I get to when I get to the septic uh busy busy week lately so I haven't been in the office much um so I wasn't able to cross paths with Cindy who has been helping out a couple days a week um to verify I think those things came in but I'll I'll check with her and if not I will um keep keep pestering the uh the businesses okay so while we're on this says regulations for the food establishment permit application payment and reinspection fees where we have in here fines for if they don't pay for their permit um I added certificates Al there certificates also okay great because we have no way to and if they don't have a serve save certificate and if something happens and then comes back on us said Gee you gave them a permit or you don't you right they didn't have their permit yet right right right so um I just so they have to do a Serve Safe and there should be a person every shift who surf safe certified Y and with the surf safe is the choking or the allergy what comes with the Serve Safe um the Serve Safe uh usually um sometimes you don't get it if you take it online um but they'll do that allergen awareness at the same time as the Serb safe so it's allergen yeah and then um if if you take surf safe online or if someone took it out of state the allergen awareness is mass specific um the the you can take just the allergen course um I think it's on like the mass Restaurant Association website it's like 10 bucks 15 bucks and it's it's really just watching a video it's it doesn't um doesn't take long and it's it's fairly cheap so and then chokings only if there's more than 25 seats or or 25 seats greater than or equal to 25 seats greater than or equal to 25 seats which is crazy it should be and so that's something we can add as Westfield has that and they have a a food rig that if there's any consumption on site there has to be someone that has droke saving yeah they should I mean what do you think about that to I agree I agree so that would mean that every shift there has to be a serve save and a choking yep yeah so usually they would do the the managers um or like senior employees but um and what is the choking certificate what is it called um it is uh I think the way the code puts it is they have to have someone who is uh trained in the sequence of obstructed Airways I think is like the official wording um but there are do we have a copy of the code in the office or is it online that's online could pull it up I can so I can look it up yeah yeah okay yeah we can pull it up I'll send it to you s it yeah um and we can we can even look at West I know Westfield's regulation is online so we can look at that okay and just so that it would be very minor right we have to yeah but that that course so CPR is above and beyond the food code requirements uh because you know the Heim lick and choking is a part of CPR uh but there's also there's a few different vendors that teach just a choking course um one of them is online and it's uh like that's pretty cheap um it's like an hourong course um and then there's a few that are that are in person and every once in a while um like the people that do Serve Safe will will put together a course um a lot of them are out east um so I don't I don't love the online one but it's it's easy for people to get so I think that it's kind of a a tradeoff that is worth it I'd rather rather have people have some experience than people always say oh I can never find a course I I'm not going to drive out to Worcester right you know so um all right so I'll I'm try to incorporate that but I want the right wording okay well well what if you know if we're asking restaurants to do this I mean this may be way out and I I know how busy Trish is what if the nursing staff did a a choke class yeah we could that's something we could to attend because it be you know it could be complimentary it could be however however you wanted to tailor it but it's not that's not a difficult class that I mean that's not you don't have to do a whole lot of prep ahead of that right is that something that they would be allowed to do it's it's not invasive but that would be you know that that would totally be up to you Tom I don't know what that what what public health nurses are allowed to do that's something in the health class at high school they teach that I don't know that'd be something that yeah that is something that other health departments do um um or have at least have done I don't know if there's I don't know if there's many around here that do it regularly but I've I've heard of Health departments offering that course um that's a really good idea to I don't know if I don't know if that would mean if as a nurse they can just teach it because it's not full CPR um but I don't I don't know if they would have to become a CPR trainer in order to you know legally offer that something look so that would be something to look into and then I know they're I see I think this would just be more of a good for public health thing in general but um but I know there was an exemption for the grant that like you can't spend money to host Ser safe classes for for restaurants um but I think this would be a little different than that um because it's you know you know teaching choke saving isn't necessarily just for restaurants anyone anyone could take it um so I I think I think that would probably be allowed by the grant but that's another thing I would want to check but that's a um that's a great idea so that's something I will look into okay so Cindy's been helping us out yeah good and what's going on with our secretary the posting at any I believe I believe it's posted I think there's been some applicants um I don't know if they've gotten to the point of selecting for interviews but um unfortunately there's a lot of vacant positions right now so it's uh it's hard for them to find find the to do all of that and everything else so uh but I know nen's working on it I talked to her days about it so lady yes she is yes she is so all right for the fee schedule I am oh is it okay move on um I went through it and pretty much yeah raised it by by 25 except for a few of them okay and we did we talked about for this septic permits we talked about the emergency uh permit repair permit talked about that we talked about what are we talking about um the home residential uh Cottage Cottage food residential kitchen residential kitchen I don't think that's on here well I didn't really do much with the restaurants yeah because restaurant's tough right now yeah I don't really want to raise their permits I don't their fees I don't know how you feel about that Terry but I think restaurants are kind of tough business right now I guess not raise their fees but but the the first part of our discussion was if they don't get their certificate so we actually are if we start enforcing that then then that's that's essentially might be raising in some in some respect so I'm I'm fine with that all right so we don't have a residential yeah so that would be that' be one to add okay so if when I have time or whatever I'll um yeah this this is one I think you know can you send that to me so then I can just yeah yeah I think it might be worth um so as as far as I know the E permitting has not been cut from the budget um I think the warrants for town meeting are we're getting finalized tonight so um we'll know officially if it's on the budget and then it won't officially be approved until town meeting but um but last I heard it had not been cut so which is good um so I think it it might be worth waiting to formally update our fee schedule until we're in the process of working with the um full circle Technologies when we're setting that up because I don't know exactly I don't know exactly how they're going to have the licenses set up on their platform So based on based on the way that program works like if we're you know they might have you know different categories than we do um so or something like that so I think it might be worth instead of changing making a change now which wouldn't be in effect until the next year anyway um if there's something funky with the program we can just do it all at once okay um so but I'll just but yeah it's worth it to worth it to have it because because it it might we might go through get the program and go through and say perfect we don't need to change anything but um but as far as finalizing it I think that would be good to to wait um so on septic um so we had the the gentleman come in earlier uh for lot 14 Saw Grass I had another one I didn't get a formal request you know we didn't have him um introduce himself I mean luckily he wrote it in the book not the book but he he didn't introduce himself yeah it's bad on my part that's all right go ahead um so I didn't get a formal request but I did uh get a question about it so I think it would be worth [Music] um nipping it in the bud and just approving it now so um I had a question from an installer about 130 this was just today actually um that the question came in so this this wasn't on the agenda this would be unanticipated item um but it's uh 134 Feeding Hills Road the perk was done in 2019 um they actually did a plan the plan was approved um so the the installer was questioning if the plan is still good two years um three years so Tech technically the application needs to be resubmitted um but the plan doesn't really need to change uh the other thing is that the perk was done in 2019 which is now 5 years so cuz it was was in March so um so we let that go that's only a couple months right yeah so if you want to make a motion on I'll if we accept this perk then I will um I will tell the installer that we just need the plan to be resubmitted and re reviewed um okay so this per this is um where's 134 it's a repair or new yep it's a repair and 134 feeding Road why it take him so long to do a repair I don't know maybe the I don't know if it was s through the cracks yeah I don't know if it was um backing into the house or or you know some I don't know this I don't know the specifics here but I know sometimes you know if people don't have the money they'll wait or if it's if it's not that bad they'll wait even though you know technically they should the perk right the it was a where is it here less than 2 minute an inch sand uh yeah it they were going to use the existing septic tank um so I'll just make sure they evaluate the tank because it's been five years so it could be yeah it's the right it's 1500 gallons it's the right size but depending on how old the tank is um you know maybe it's maybe it was in good shape five years ago when they did this plan and maybe now it should be replaced so so who will decide that Barry um yeah Barry or the um the installer okay because it's um the installer who called about it is Ed um Ed Gallas um from Westfield and he's he's a Title Five inspector as well he's very um very knowledgeable so okay um so that and did you vote on that yes yes did we all in favor yes vot did yeah and then so with these two um that we are allowing the old perks I just wanted to get your opinion on these um so we say we're the perks are valid for five years from the date of the the soil site assessment um the in Title 5 there's the the perks are good indefinitely um provided that nothing has changed on site this is basically the same thing we're saying but we're saying five years so is that something that we would want to um remove the five-year requirement I would say no you say no if the title five says they're good forever providing there's no problem you could have one that's 10 years old they don't go to the Board of Health well it still get reviewed by it would still have to get the plan would have to get reviewed so it would if there were issues it would come up during the and I'm surp usually we don't have right like we've had maybe like three or four of them since in the tenure have any I think um when because when Alex was here you updated the reg right yeah but that was always that was the same oh I see I thought they at that time that's when you added they they could be reviewed on an individual basis no that was oh that was always there okay yeah so um so yeah okay so we'll leave that as is but um all right so it's been a busy month um okay in the septic World um 16 and 21 Foster Road were both repair perks uh or no I did the repair perks last month I was I approved the plans um 12 metal Lane so there were there plan approvals for repairs okay uh 75 Hillside Road plan approval and um final inspection and that was a I didn't note it but that was a repair 234 sheet pasture that was a repair um the just to the tank they the tank was um leaking at the seam so they resealed it nine Overlook Lane that was the uh violation um with the it was only Siz for three bedrooms but it was a five bedom so considering that new construction they added on yep they added on so it's considered new construction uh approval I it's all done I yep they they I approved the plan they did the final um and they were scrambling for the COC on the day of the closing but they got everything all the sign offs into me um so the the one additional thing with that and um you I doesn't need to be on the agenda but they're at dur as part of the closing they were they did a deed restriction on the number of bedrooms mentioned that last time so they'll they'll get me a copy of that at the end um but so that's restricted to five bedrooms there because there was there was a lot of open space and there was one room that was an office and was kind of in that gray area um of if it was a bedroom or not um but but the code allows for the deed you know when you have you know bigger houses like that they do allow for the the deed restrictions so um so that's you know anyone who buys the house knows they it's only a five bedroom even though there's this other room um 272 Granville Road that one um is I just got the plan this week um there unfortunately some delay there but uh that's the one that's breaking out um they are as far as I know they are staying on top of of pumping it as much as possible um but hopefully I should have that plan reviewed uh tomorrow and hopefully they will quickly um be able to get someone out there to put in a new system 34 burnwood um that was a perk test repair perk test uh I think all of these are perk tests um 55 Foster was new construction but eight Tammy Lane 24 will Palmer 51 Co Hill 44 Conan 56 Sunny Side 176 South longard and 465 oh no that one was a final inspection but all those ones were repair perks um been there was like not much in March or early April but I've been doing like two or three a week um there's just been a lot of lot of uh lot of perks building up I think when the real estate picks up the perks pick up so um and then 46 these are all failed failed setic system yeah failed based on Title Five inspection not all of them I think some of them um sometimes people just know like yeah I I'm not going to be able to sell the house with this system um so sometimes they just know and they were like well I'm not going to pay for uh inspection I'll just replace it okay U but most of these probably um are there was an inspection so um Terry do you have the agenda in front of you yes or no okay I do okay um and then this last one uh 465 North Lumis that is the one um where they had the bootleg system um from from Bruce Cooper um they had they had a uh um two seepage pits from the 80s which were failing and then he put in that the trench uh and so we we um no he didn't even have a license so um but we we we did approve the we did approve the plan so they did and they ended up not using him to put in the system they they hired someone else so the the people that were selling the house um I don't know what how they worked out the deal but they sold the house and now the buyer is the one putting in the the new system so um So the plan was approved when they sold it and then the buyers taking care of it so final inspection did the final inspection today actually and um and it it looked good so um so that that Saga is is over um and then is 8 Bungalow street over NOP no I haven't got out there I've haven't been able to get in touch with the guy from Highland Valley I have talked to the owner i i as far as I can tell things are pretty good there um but there's still still some work to be done um with the with the septic and with when you're questioning about the all of the um title fives so in something that was added to the regulation um before I started um and I I didn't even know about it right away but it is in there that um the title 5 inspectors are supposed to notify the board uh five days prior to doing a Title 5 inspection um and that's I actually asked um one of the inspectors um and he didn't even know about it um so I don't know if I think that was put into place right when Alex was leaving and then I started three four months later I think it was like November that you guys did that October November but um so I don't know if I don't know if anyone was you know what I'm thinking um that was probably pretty much always been in the rig that they would notify oh okay Alex wanted to witness witness everyone okay and we've said no yeah but I think the notification that was always part of it I think might might have been always part of it I don't know if we had how many days or whatever okay in case you wanted to right right there was a problem yeah so that's something that is not um not happening getting the notifications um and I think that would be helpful because you know they are required to submit the reports within 30 days um and there's not really when someone uh Sue was actually in the office last week and we had someone um who had recently bought their house and was having problems and we didn't have a copy of the title 5 from when they bought the house last year um so I was asking if there's phone records yeah call in yeah um so there's no the I mean the punishment really when someone doesn't turn it in uh technically the state the code says it creates the reasonable presumption that the inspection never happened um but there was a record of it it was provided to the bank the bank reviewed it and closed they closed the deal so um you know at this point it's give us the give us the uh Title Five report but so I think if we start to enforce the notifications um then we'll know even if I don't go out to witness it then we'll know hey you did this on you told us you were doing on this date we didn't get the report yet um so that will make it so do we keep a phone record uh like how do how do they how do they notify us no when a call comes in and Karen takes it or he takes it or um Kyle takes it yeah we'd have to keep that record right right so um so that's when I'm so I I I would been thinking about different ways of starting to infor because I mean right now no one's done it for years I I don't think it's fair to throw the book at someone and say hey you're supposed to do this um so I think we have to do some sort of notification a letter to all of the inspectors and say Hey you know this this is on the books um and we're going to start holding you to it um but I'm with the e per and once again with the e- permiting coming I don't know if that's something we don't even necessarily have to charge as a permit we can it can be a free permit um but that might be the easiest way for them to notify us is to say you know go on and pull pull a permit and say when you're going to do the inspection um and then charge then yeah we we could no charge for it so um so that's been something in the past like since that person came in um last week that I've kind of been tossing around the best way to do it um or we could require them to notify in writing um and send send an email but I think the permit I think maybe we kind of hold off oh yeah sending you an email would be right sending an email or I could even talk to Jim and uh you know some some towns have like a we could have like Title 5 at Southwick ma.gov and Karen and I could both have access to it and we could uh something make it easy them though right because a lot of them a lot of times they will already email Karen for for records They Don't say I'm doing the inspection on this day but usually when they say oh do you have any records for this property they are usually doing the inspection within within a few days of that might be easier for them um so that's something once we uh once we get a little closer with the E permitting see if that's a viable option or um or maybe we'll just do it an email thing um but I don't I don't want to do an email thing now and then right and in three months four months say oh now do it this way because then people don't like that but that's right um so 80 Bungalow we already covered that uh 82 North Lake that was a exterior um exterior complaint and um trash I'm trash and junk I probably should have I think that was actually in March that I sent the letter so I think I forgot to put it on the agenda for La last meeting but so you sent it enforcement letter yeah I sent an enforcement letter it came back undelivered and then I looked up the deed again and the house was auctioned um so I got in touch with the new owner they're cleaning it up um I haven't been by but I think it's probably already done if not um if not it will be soon but they were they're flipping the house um the people that that bought it so um they or maybe it'll be a rent it's a someone who does both flipping and and rentals so um and they have a good reputation so uh Food Service there's been a few food trucks and um then also Blackboard on conoman so that is the old um I always mix those two up Louis be's it's on point Grove Louis right Prime Steakhouse walk- on water so now it's Blackboard on con Blackboard on Conan and are they open they're not open yet um they're they have their lease and everything they're working in the what what kind of restaurant is it um kind of pub food kind of um they are they have a location I think in Windsor loocks um Blackboard Cafe Blackboard on yeah um so that that seemed pretty good they were going to um do some minor updates to the the kitchen nothing um nothing too crazy but they we did a walk through with um building and fire um just to we could all you know flag anything there are some minor things that they're going to fix but nothing um nothing too crazy I think they want to open um sometime this month good um Saucy Mama Food Truck uh did their annual inspection and another food truck called um who cooks for you um I think they're both I think who cooks for you was going to be uh setting up on Bonny View um and they did get permission from the police department but the the food truck was good they are licensed in other towns and they just so these food trucks can just go anywhere I mean I thought they had go to an event usually they go to an event but I think they can um so there's like that with the Hawkers and Peddlers license so if they're if they're just doing events like say the the Motocross or the um the a lot of them go to the West Westfield River Brewing um I don't think they need the Hawkers and Peddlers for that I think they need the Hawkers and Peddlers when they're kind of going around so they have their Hawkers and Peddlers license and um and they got Bas basically wherever you go you just need to have permission to be there um like in in bigger city like it's we didn't see it a lot even in Westfield but in in like Springfield and Worcester and Boston like there's areas where the food trucks just park on the street so um so he asked me about that and I was like I don't think you can just park on the street but check with the police department and they said uh well according to I didn't haven't talked to the police uh I haven't confirmed with them but uh the the food truck operator said he had talked to them and and they were good with it so um and I'm I'm not 100 he could wherever he's setting up maybe he's on private property um and not on the street so um but but that's their you know their their responsibility to make sure they have permission to operate where they are and um if they're if they don't then it would wouldn't be me saying they kick them out of there it' be the police kicking him out of there so um the Crepes tea house they had their um their outdoor cooking which we talked about uh I probably told you guys about it in our February or March meeting um and they they got permission from planning uh temporary I think for like one year um to kind of test it out um one day a week um this is to grill outside grill yep so they have um well I had heard that they they posted on Instagram that they were going to be grilling two weeks ago um and I called I called the owner and [Music] um I said we haven't given you permission yet so um he I think he got a little confused between health and planning and Fire um so he got the permission from from planning um and thought that was everything um but but he hadn't submitted anything official to to us um or the fire department so he didn't end up grilling that weekend um and then by on like Thursday Friday he had uh find he got me a plan um I reviewed it and had a couple um couple additions to his plan and um and accepted it uh on Friday but they didn't have they didn't have enough time to to get order and get everything together so uh this this Saturday will be their first day um out there they have um they have three different grills um one is like one of the it's a different uh manufacturer but it looks like one of those big green eggs um that is kind of like a smoker wood smoker grill um they have another one which is a um like a ceramic um I think it's like a tan Tandoor Tandoori um something like that and um there's another one which was called a Kazan and that is actually it has like a pot in it so that is for soup actually um but they processed they everything is going to be prepped they're not going to be chopping or doing any of that outside um they're just going to have everything's going to be prepped inside they'll bring it out on trays put it on the grill and um and then bring the dirty trays in and then bring everything back inside on on clean trays so um it's kind of a rudimentary setup but given that they're only doing it one day a week um I was okay with it they had uh I asked them to have a trash out there um to make sure they have enough utensils because if you drop something and it's a bit of a walk to the kitchen so um make sure they have enough of everything out there that they'll have uh be able to have clean uh clean supplies if if something gets dirty um and then also they don't have a hand sink out there um but there's going to be back and forth so they can wash in the the kitchen um but I also required them to get the um hand sanitizer wipes those are better than just liquid hand sanitizer because you can if you do it like you're actually washing your hands and rub the wipe for 20 seconds on your hands you're similar to washing you're getting the soils off um and it's a little more effective um and it is allowed by the food code for temporary um temporary cooking which this pretty much is um so so so they planning approval is for a year and um is kind of temporary so I did tell them you know if this is successful it's something you're going to look into doing more days then this the way your setup isn't going to fly um you'll have to you know they might want to put cover which then fire would require them to get an anel system and uh it it would turn into a whole thing but I I did make sure that he he knew that part of the reason this is okay is because it's it's limited um but if if they were going to be doing it every day then they would need more of a an outdoor cooking you you know they would need an actual hand sync out there and um things like that but um but it's kind of a trial run so they'll see how it goes and um and I'll I'll keep an eye I I did I told him I might even come to an in ction on the on an actual come in on a Saturday and do it just to see make sure they are following the you know don't have a bunch of food sitting out on the prep table out there or anything and make sure they're following their their plan that they submitted so um but it but it looked it looked nice it it was it was good so I I have um I have some faith that they'll do a good job with it the shared service coordinator we are um we have offered the position um I think we're in the process of we got the Corey back um in the process of doing the background check and I think um she'll have to do her physical um once that's all cleared then we can we can uh sign the contract um so that's very promising it's for three years for three years and will begin on uh tentatively June 3rd we be the start date so um so that will be that will be great looking forward to that um pH Grant meeting we met a couple weeks ago I don't remember the exact date but [Music] um the we're gonna have one for May yes it's on the 14th um second Tuesday let me confirm that yeah the 14th and the next one would be with our coordin and that would be on June 11th um we talked about well we selected the candidate during the meeting and then we talked about some more um uh ex things we can buy um that we're working on because we do have some Surplus money in that grant that we've been trying to trying to use and I think doing a pretty good job I we've um I just things I just did the the quarter um quarter 3 reporting for that it was due on Tuesday um but they they gave us a new for I I spent like all day Tuesday on Excel um they gave us a new form to use and so I had to re-enter some stuff but It ultimately the new version was a lot more userfriendly so I was able to put in all like all of our purchases and all the plan stuff to see exact L what we have spent and um and what were the planned expenses I put all those in as well so I I think out of the 300,000 that we got we so far and unless we come up with more ideas I think we'll end up spending about 190 185,000 um which is pretty good considering a good chunk of that was meant to be for salary um and uh and we didn't you know for 11 12ths of the year we didn't have that position filled so um so I think that's pretty good but we'll we're still working if if we think of anything else that we are allowed to buy with the grant uh or allowed to spend it on we will but um the closer you get to the end of the fiscal year it's harder to harder to do that but um and then I don't think we'll have that issue next year because we'll have the shared service coordinator so our salary budget is a little higher and um and that the grant will be the sh Serge service coordinator sole Focus so they can throughout the year make sure that we're you know spending on money and on track and everything um Hampton County Health Coalition there was a meeting today I actually wasn't able to make it um but I will follow up and see if I missed anything budget hearing was in March but I forgot to take that off um and next meeting is I didn't update that either I did tell you guys in my email I said I'm I rushed the agenda I might have missed something and I was right June what uh June June 6th 6 you're gonna be here Terry uh in one way shape or form okay and the town elections are second Tuesday in May May 14th and we don't know Board of Health um she's not running her Jim got his ballot her name is not on the ballot so there's nobody for Board of Health somebody running unopposed a republican oh there is a person running for Board of Hell y well that's good who that is do do you remember the name on a second I'll tell you because Jim sent it to me in an email give me just a second um Patricia Le Lean l a b i n i e c nobody huh LEC yeah I guess yeah I think I don't know who that is no hasn't come to any of our
