the meeting is subasa let you introduce yourselves Thomas Hibert Cherry plam okay Samantha grundon hen simonsen um we don't have Trisha said Alo and we don't have Dr Linc unless she gets out of work and able to join us so there's no public comment the minutes so Terry um we got the December 5th minutes and the November 7th minutes Samantha made some changes on the November 7th minutes but she accidentally sent out the other minutes um the changes for the November minutes was um at the very end it said that I both motioned and seconded the adjournment which Samantha corrected and the other part was our food regulations um they were not sent to the state and to the town clerk's office Tom notified those two offices to tell them that we weren't using those reg the food RS anymore we were going to go buy the food code so those are the two edits which Samantha made um do you have any other questions or comments on the two sets of minutes no I'm looking at those now as we speak and I with with those corrections I I move that we accept those so so the November 7th and December 5th okay I second that um I second that all in favor Terry putam subasa yes okay um next we don't have Trisha set a for our nursing report um but Tom will email that to us oh you did I have that all right so that um we can look at that and Samantha will include that with the minutes BC calling in yep that's meish welcome Terry just joined too we just started the minutes the meeting excuse me we just reviewed the minutes the nurse report we don't have um Tom sent that out C Trisha Trisha's not here in person to give it so we'll just include that with uh the minutes all right discussion and vote oh do you have any questions um well we already went through the minutes we already approved them so all right okay no questions all right so discussion and vote on take it over time yeah all right so for the renewals I'll just kind of give you guys the rundown um of everything we've done so we did all of our annual renewals on the new e permitting system um so I sent out a couple PDFs just for so you can kind of see some of the stuff um one it t has tallied up all the fees that we've pulled in and then one with the numbers of all the all the different types of permits that we have um we have issued so I am pretty pleased so i' I've it was a little tough this year because next year should be easier because now all of these will be renewals within the system um whereas I had to keep track we always used to keep track of everything on Excel um so I was keeping track on Excel as people renewed to make sure everyone who was supposed to renew did um so technically what the rule is just to refresh everyone's m um technically the application should have all been submitted by December 1st um which because we got a late start on our end we knew that wasn't going to happen um so my goal was to hope at least everyone was able to submit their application um by the end of the year um which with all but one establishment uh we we succeeded so um we as of I think I printed this out the other day um we have received 90 applications and issued 67 permits there are 23 permits that are still pending um some of them are pending because if someone owes taxes or hasn't paid a water bill um we can issue the permit by the town bylaw um some of them if it's a restaurant we need their Serve Safe um we've also been having some issues with the software as far as payments um it's been sometimes when applicants go into to pay they click the link and it takes them to unipe which is the bank that the town uh works with and somewhere along the line it doubles the fee so if their fee was 150 it just says oh you're paying 300 and there's no way for them to to change it um so we have the we've no IFI the company they're working on it it's been a little while that they've been working on it but um some people are able to pay fine they don't have that problem and have paid online without any issues um anyone who calls us and has been like hey why is my why is my fee so much what's going on um we still can accept checks or cash so um everyone who's run into that has been happy to write a check and drop it off or put it in the mail um so we have some a few that are you know technically haven't been issued yet but um mostly is due to kind of issues with this the software that we're kind of working out in our our adjustment period here um so we did have we did have one one establishment that wasn't able to do their application until they I think they finally did it on like the third or the fourth um one of the tanning salons so um um but I'm glad they they did it and they had they were I think they were confused about something on the application but they had made an account and they were working on it so um other than other than pestering them every day I didn't uh didn't give them too much of a hard time um so I just so and I would say for um for Terry and Trish um who haven't been through as many renewal years um as Sue would know we've always had stragglers with with the late fee and everything that sometimes go well into late January or even February um Midsummer that that still haven't renewed so um there are some few a few that I took out of the the count that are seasonal establishments so um like the F the only one that comes to mind off the top of my head is Edgewood their restaurant's not open now so they just malicious malicious he he applied already but um but Tech technically any of those seasonal establishments they don't have to apply until 30 days before they're going to reopen so there's some will have to keep track throughout the year but um but EV as far as I can tell everyone who is currently in operation uh has a year- round business has at least applied um psia tiia yep she did it she did it with a few days left to spare even good um so so still the I think these last few are we're going to have more issues with um you know making sure we have everything we need and um so it's mostly the certifications certifications are just the payment okay so um so we've been kind of plucking away a few a few every day um now how are you doing this once they pay and you have all the paperwork then you issue the permit yes so the way they they submit the application online and then we send it for sign off through the system to the clerk's off or the treasur collector's office and they once they sign off um then we send um and if as long as I don't have any issues um I would tell if I need attachments I would tell them they need to submit their certifications or whatever else it may be um and then once I'm satisfied with everything I would send them a link and they would go in and pay um or they could or they could send a check and then once we get the payment then I would issue the permit um and you issue the permit electronically too yep and they print it out yep so there's a few people who have been like I don't have a printer um or come whatever so I've I've we can always print it for people and they can come in or we can mail it um how does it look I mean does it look official what you print out yeah for a permit yeah I went I think I've emailed one to someone recently um so right right now we for our septic um our perk tests are septic um Disposal system construction permits and all that and Wells um I haven't notified all of those people yet because I figured let's get our annual renewals done and it's kind of a slow time for new builds for septic and and Wells and everything so um here's the permit it's a little small on my my phone but but you can and it do we have a color printer yep well yeah I do if uh I don't know see it that's not the best view on my phone but that's what the permit looks like if you're curious and they all um set up the same way where the expiration dates here the date of issues here the permits number here okay yeah okay um so so I'm working on a letter to send out to all the septic people and how we're going to do that um we have had one or two applications that have come in um a paper application for a perk test actually no we got that guy to do it online and he he did that today um and then a paper application for a debox replacement so um if someone does it paper we can enter it into the system so we've been we're going to be doing that just so it's all tracked in the system so just a debox replacement is now considered an emergency y so it would be this only the 75 for just that so um so so we're still working on that and there was a few things I I with the septic I didn't like how it was set up um and with some of our payment issues and we've had a few other questions we're have a meeting scheduled with um full circle Technologies our permitting vendor on Monday so hopefully they'll be able to fix the the payment issues and um and any answer any other questions we have so so who will be at that meeting probably me and samanth and then whoever from um the company okay so um because the other payment issue it's been there was a little while where people made payments and they went through but it wasn't reflecting it in the system it was showing up in the Treasure collector system so the town could see that we got the money but when we went into our permitting system it looked like they hadn't paid um that I think they fixed the double payment thing is still happening and also a lot of people have been when they submit their application it's not supposed to let them pay until I like confirm they selected all the right options and like approve them for payment but um is it I think it's still doing that the pay so they the way it's set up right now is the second they submit their application they can pay even if even if theyve selected you know some sometimes the the food establishments if they they don't know which to pick if they're retail or a food establishment and it's based on seats so sometimes people check their wrong thing um we haven't had any issues with that but it's just easier if they don't pay until we're we tell them it's okay to pay so um so hope I think we'll be able to get that stuff sorted out um so the reason I wanted to and despite the issues overall I do like it I think it is better than how we did it before um and I hope once we get all this stuff figured out that next year will be even even more enjoyable um but the reason I wanted to have a vote and discussion um is how would you want to handle um say we had someone who didn't apply uh now that we don't have the the finding regulation um because we always have the option to call people in for a hearing um if they haven't renewed or operating without a license um and I was kind of thinking that if if someone didn't do a license um we could just even before doing a hearing we could just C invite them to come to a board meeting what does the code say the code would say we could U deny issue a cease and assist uh deny a license um call them in for a hearing um so I I think maybe we could kind of in like February if there's anyone still straggling or luckily at least everyone's applied this year so I don't I don't think it will it'll come to it this year um but maybe one of these people who hasn't submit their certifications or anything yet um that could be an issue but um a um well that's Terry and Trisha but I think a cease and desist would really get their attention yeah as opposed to inviting them in for a hearing and we only meet once a month right yeah you think yeah that that would be my concern that if we do you know wait for a meeting they could go you know yeah up to 30 days without without having what they need okay what do you think Trish agree and how often do you think this is happening in your experience over the years it happened quite a bit in the past yeah there there was like uh for examp I can't remember last year how many it wasn't as bad last year but um the year I started my my start date was February 1st in 20233 and was like five people that still hadn't uh hadn't applied and they eventually do do it or what and I'm just curious they eventually do um but it's just a matter of a lot of nagging nagging them chasing down so um yeah I agree with the cease and assist yeah and that is in Z that's in the food code that we're going by the code it's in the code so you can site that yep so and also next year um what because the food code says that applications should be due 30 days before the expiration of the permit that would put it at December 1st all the applications are due so next year we'll be able to get the renewals out earlier because we won't be in the middle of transitioning to the new software um can give them ample notice and ample time and then if they're late and they don't do their application until December 14th they're not operating without a permit because it's not January 1st yet so um so that kind of gives it some some leeway it's when they do their application on the 31st and their permit expires the next day that doesn't give us enough time to review it and do everything we need to do to issue it so so that should help refresh my memory Tom are we are do they incur fines if they don't renew I know going to be easy this this uh uh this time because everybody's getting used to the system but are there no finds for not renewing their license got rid of that no find we could find them um through a hearing so we would have to call them in for a hearing um we could if they operate without a license and then and then apply for the renewal the board could say no we're not going to give you your license and essentially put them out of business um which would be the worst yeah yeah no the worst scario but if someone was doing something you know egregious and year after year and you know said screw you town I'm not doing it then you could say Okay We're not gonna give you a permit and good luck good luck opening are we are we treating Safe Serve or Serve Safe the same way yep so that's part of that to okay okay are there late fees so if they've gone a month or two months that might be something to consider we just voted them down yeah we got we just got rid of the late fees a few months ago so we could we could come up the that regulation was kind of flawed in some ways so we could we could come up with a new late fee regulation if we wanted to um but we could also if someone you know was a month without we would do the cease and assist and hopefully they would not continue to operate if they did continue to operate then we could call them in for a hearing we could find them uh we could bring them to court um but we don't have like a we got rid of that regulation so we don't have a like a if you do this it's this much sort of thing set up um but we could we could do that and some some departments because technically it's due December 1st some departments would have a late fee even if they do it in you know say it's December 7th when they submit it and that would even though it's before their permits expired they're not operating without a permit they still charge a late fee so um so that's something we could look into for the for the future um so this for this year specifically I guess what what are you comfortable with um for kind of our grace period for these these 20 or so um stragglers I'm I'm kind of thinking unless unless there's something else that happens on our end that's holding things up um I would say the the month of January um and then if by by February 1 if there's anyone that's still unable to give us a Serve Safe unable to pay uh or unwilling or whatever at that point um kind of start to put some pressure on and give him a cease and assist at that point does that sound fair I think I think so before you issue it they'll contact them yeah let them know that that's that's the deadline yeah so they can do that yeah and if if someone has something you know some circumstance or something legitimate that uh is a a a hardship or something like that I would I probably wouldn't uh go right into the cease and assist but um as long as they were making a good faith effort I'm gonna push back a little bit because if they had a driver's license yeah that's true and they didn't renew they couldn't continue driving or shouldn't continue driving I mean this is people die of food born illnesses you know every day uh I just I you know I think we lay it out and and Define what cease and assist means but I'm okay with the grace period but if we consistently have stragglers you know every time it just straggles a little bit further and further I you know I'm I'm good with that but but you know you can't tell a patrolman I had I had a hardship so I couldn't I couldn't get my car inspected and I couldn't do I mean that that you go to the court you argue your hardship there and and maybe that's what it is if they have a hardship they have to come to the board um but otherwise they they have to follow the rules like like three quarters or or seven8 of of the rest of the town does right okay all right so just see what we have so we'll go until the end of January February 1 everything needs to be in okay sounds good all right any other um comments or questions you have anything Trish anything else Terry on that no I like the license and analogy same thing with professional licenses you know you would work you know yep okay okay the budget has to be in by when January 24th and so I they want it level funded they they had us fill out level funded and 5% decrease for operations only for operations um and obviously we can't do that with salary because I have a contra right Samantha has a contract I'm sorry does there need to be an official vote for the what you're going to be doing for that process I don't think so it's under the state food code right in vote and just yeah it wouldn't hurt probably just to say it might be tidy tidier if we do yeah you want to make a motion Terry or Trish I don't I don't mind uh um uh I move that we establish uh a deadline of January 31st so that February February 31st February 1 uh folks are late uh and at that point um the the potential is to offer a cease and assist and uh if it pursues then we're looking at um further uh further consequences do we want to say what that is uh including a board hearing or what whatever but but main mainly it's the 31st I think that we need to so I I I move that January 31st is the deadline um for all applications to be submitted and paid for okay and I second the motion before we vote NOP before you issue a cease and assist do you have to have a hearing nope no okay the cease and assist so the way it works is the ceas and assist would have the language for a hearing so if they if they felt the C assist was onjust they would have seven days um I don't remember the exact Me Maybe it's 48 hours or a certain amount of time to request a hearing with the board okay so all in favor one I just want to um just for clarification purposes this February or January 31st deadline would be for this calendar year only and not to set the precedent for next year because we're going to we're working slowly towards being more compliant with food code and next year we're pushing it up to December 1st for understood and we can say that we can put that in the motion that we move that for calendar year and and is it past calendar year this is for 2025 right y yep so we move for 2025 food applications and payments to be in by um uh 131 okay perfect and then Trish you going to second that again yeah sure I second that motion all right all in favor g putam i CH benc yes I subasa yes right okay great all right so now we go to the the budget the budget yeah so think you were sent the budget and the email everyone yep so I mean honestly our our operations budget is $8,000 there's not a lot to work with um dues I left for both the decrease and level funded I left at 300 um education conference and travel I left that at 5,000 so wait minute we we expended did we have anything in Du total that that year we didn't I think I think they um in FY 24 it wasn't a separate line we Paid Dues out of Education conference and travel okay and they didn't like that so they they created created dues okay so we took it out of educ all right yeah so um so if we go down to 5% decrease are we overextended no no no I I worked I did a 5% decrease of the total and I worked around the amounts a little bit minor equipment yeah so I I yeah I put minor equipment up a little bit supplies and supplies um the consultant we we haven't spent anything in consultant this year um because we just haven't haven't needed it and that was more for that right when Tom Fitzgerald was part-time he was only three days a week there was more need for a little extra yeah plus also when you first came we didn't know whether you're right whether um Alex Alex was gonna have to help with the uh um we we do have a I do have a backup inspector um Crystal from she works in Westfield use that um so I I don't I wouldn't want to cut too much money from consultant because if something happened to me if I broke my leg and couldn't work and we needed someone to do inspections or I couldn't work in the field and do inspections um we might need to call upon Crystal um and that could you know depending on how long I was unavailable that could drain that fund pretty quickly um also if we had a housing court case that we needed to hire the attorney um I think that would drain it even quicker um I think the attorney fee is probably like six times what we would pay Crystal for the hourly rate um so so the thing so you just decreased supplies a little bit I decreased um consultant y those are the only to decreased yep so um I figured Consulting because we we generally have extra in that account um but so I figured that's where we would take it from but um you know what I wouldn't want them to take I'd rather be level funded because it's yeah you know what I wouldn't even submit a 5% decrease okay I if we have the option I can do that but I don't know if they'll give us the option I wouldn't submit that okay um you would or would not Sue you would or I I would just submit the level funded yeah because the only thing Tom changed a little bit was the consultant and supplies right that's it yeah um and yeah consultant you don't know you might have another right pmic or something might need I mean even with even with only the 2000 if we if we needed someone you know steadily for a few weeks we we'd be going to the select board and asking for more money anyway yeah um that's enough for like couple weeks a hold over um Li I guess depending on how many hours we needed a week but um so okay I would keep it level funded and then we have to go in front of them anyways and they we can just say we want it level funded we want the money in there case an emergency right okay um and then I the one other thing I did put um on our fiveyear projection I did put for a part-time inspector um I know there's a good chance we might not get that there's also a good chance we could get some inspection help through our shared service Grant um that's something kaen and I have talked about um and and that so that would be someone who could inspect for all six towns but we would be able to use so there might not be a need for um for hiring an inspector exclusively for Southwick but um I did want to let the select board and finance committee know that that is a possibility um down the road um if for some reason it it didn't uh didn't work out to add some inspectional help through the grant so okay can I um so let's go back this First Column this total FYI 24 budget is this what the amount are into those line items yep that's what we had in the line items and that's toal that's what they allocated to us y okay this is okay and that's what we spent and then this so as it is okay so we are decreasing education conference and travel well the that's the that's two years ago so this is this year this was this year's budget right well this is right this is last year's yeah okay okay so they took 3 we're at the end of fy2 now so we did decrease consultant to 2,000 instead of yeah okay so I took I took the 56 extra and allocated it between minor equipment and supplies why don't we just um keep minor equipment as 225 and supplies as 922 put put the 56 back in so we'll just get rid of we'll give no we'll give the town the 56 we don't need if we're going level funded I'm not I don't want to give them anything back yeah all they can do is not approve it right and you have to come back and cut yeah okay so all right so supplies we needed more supplies but we didn't do anything with minor equipment so we don't need to put more money in minor equipment well this this year we've spent yeah how recent is this one that's that's last that's a whole year ago so that ended in this yeah in that ended in last June so this year out of minor equipment we've already spent 109 and we're halfway through the year okay what does minor equipment entail is that like copy pens paper notebooks is that no minor equipment would be like uh more like like tools something that would a printer um something that you would buy that's usually a little more expensive that would last a few years it's under a certain amount of yeah money and then supplies supplies is like the pens papers Staples things like that the thing is that minor equipment has to be over a certain amount say if it has to be over $200 right and if we only have two right the the other thing that to consider is we can like a file cabinet would be minor equipment right if it was over 225 right or 200 so we we can we can spend we can offset so if if minor equipment is out or we need to spend buy something and minor equipment that's 500 $100 we can offset from like this year we're going to have a surplus in consultant or or in supplies or education so we can pull from that so I this I'm thinking of doing that this year because we have a couple file cabinets that are like the drawers are get stuck and are kind of on their last legs is everything really tight does everything have to be moved in the file cabin yeah so I I was thinking of um you know waiting a little bit to make sure we don't need any of the money for something um more directly related to Public Health but if at as it gets a little closer to the end of the year I was thinking of replacing a file cabinet or two um just to just to keep up with it and to use use some of the funds so um so if if we if minor equipment seems low if we actually need anything bigger out of that we we're not tied to that as long we don't go over our total amount for the year um that's kind of their main their main concern so as long as where do e permitting come in here e permitting so that was a capital expense um so that was in our budget for FY 25 the current fiscal year um but we that was in our budget just for the like building the software and the contract and everything the annual fees will be out of the it budget um so I'll just have to coordinate with Jim to make sure he he and I already talked to him about it just to make sure he so he has to put it in his budget yeah we don't put it in our we don't put it in our budget so but I'll I'll verify with him that it's accounted for and um is is in there [Music] um so for the for the fiveyear projection the the um I just wanted to put that we uh may may down the road need a need a part-time inspector um just so they know that's a possibility um like I said it's probably unlikely I think we it's unlikely since you just went full-time right as opposed to parttime yeah but um but I I do want to let them know that you know they're it's it's difficult to keep up with all the inspection um I think my goal is this year to get to get them all done so based on how this coming year goes um we'll have a better idea of what the need is but um I think we'd be more likely to get that help through through our grant so um so that's just kind of as our backup plan um just to let them know and yeah that's pretty much that's pretty much yet for the budget um they didn't give us a date yet did they it's the that it's due or the for the hearing for both it's due on the 24th of January and the hearing is usually I think like the first and second weekend in March is three you took 300 out and you put it into dues that cover yeah oh that covers um education education conference and travel um yeah that that a big chunk of that is my mileage stien and then there's still enough left over for some conferences and things um we have save some on that because I'm on the board for western Mass Public Health Association so we haven't had to pay for any of those trainings cuz I'm on the board um and then also the the mhaa conference was in Springfield um so we didn't I didn't need to get it used to always be on the cape so if I had done that we would have needed to get a hotel and um and all that so that we saved a little bit there too so um there might be some extra in that but not not too much all right we don't have to vote on this or anything no just I don't think so yeah I'll I'll submit it and uh if you go to the hearing would you say we'd like to keep it level funded yeah period not extra we're not asking for anything right no not not asking for anything down the line we might get up we might want an inspector but we could probably get it through the shared yeah Grant yep okay any question Terry or Trish nope no thank you all right next on the agenda so I added a new section we I realized we doubled up on the nursing report um but I added a section for the for the grant um so we already covered the nursing report and then General updates Ken do you do you have any uh Any Grant business to share um honestly December was a little slow but we were able to get out our new parent program uh invitations to around 17 new parents in Southwick which is exciting we haven't had any one answer to it yet but that was to be expected due to the holidays and the new year so we're hopeful that we will still get some responses soon um right now we're looking and working towards the review we have a large review process that's starting in the middle of this month so that should be fun and that's mostly what we've been focused on our next steps now in within the work plan is working on the opioid abatement fund so trying to pull that with our district um which is still kind of in the works but overall that's mostly what we been we've been working on this month any questions oh that's exciting you probably haven't heard back because the new parents are kind of busy I know yeah rightfully so so we're trying yeah and um we are Ken reached out to Dr Wong and we have a meeting scheduled with him next Friday yes next Friday we're gonna um update standing orders and the nurses we're going to go over all our standing orders and um Zoom or what no in person oh wow um and then also um we can talk about anything with the the um parent program with him so all right and also start sending the nurser the nursing port to yes so we'll talk that's on the agenda to get yep talk to him about so and then um what' you find out about the stien did we do anything for 2024 for him I no we haven't paid him yet for this this fiscal year so we'll have to we paid him in the previous fiscal year so we'll have to uh but we're still in that payment period so we can still still 24 to 25 yep so we can still um we can still pay that so um so we'll talk to him we'll probably what we'll do so he can do minimal work is we can prepare an invoice for him and then he can just sign it and then say here's my invoice and then we can pay him okay good and that's gonna be a week from tomorrow a week from tomorrow yep you got that Ken yes make an invoice what time maybe I'll go to that noted uh is at 9:00 a.m. and where's it being held here here this this this room did we make it did we pick a room yet no but most likely conference room too guess you'll know that where that is yeah yeah I told him to meet at the health department so perfect y okay so fog rigs yeah nothing they're still fogging nothing there y okay okay your report yes all right so uh couple perk tests in December uh 19 Silver Grass and 49 Foster Road uh Foster Road one is act it's a huge blot uh other than like a long narrow driveway it's mostly landlocked but the the driveway is off of Lexington so when that whenever they finally build there um I think I think the person who owns it now just wanted to do the perk so they could sell a lot so it'll probably be some time before anyone um actually builds but I I think if if someone ever does build there uh it would be a Lexington Road Lexington Circle I think it's Lexington Circle right Lexington whatever it is Lexington Circle Road I think it is circle circle um it would be a Lexington Circle address um but those were both Sandy area so both good perks um did a in final inspection of eight Patriot Way and 89 Mort Vining Road those are both repairs um and then houses wow so 256 College Highway this uh this is an interesting one it is um if you're driving down College Highway uh towards South uh towards like Big Y um you pass Jared Lane on your left and then there is a property and there's a house that I think is abandoned that house isn't actually part of this property but it looks like it is um and there's a driveway right before the house that you can see a bunch of abandoned cars and that property goes way back did you pull the file yes it's thick is it yeah it's it's like six inches thick probably um we received a summons from the housing court um and it just came to town hall and uh christe was like oh it's housing for it's probably health and uh I looked it up and it was actually um art Lawler had filed this in court but there had been Health violations in the past um going dating back to I think 2007 was the first one um and then Tom Fitzgerald had written it up a few times um art Lawler had filed it in housing court in 2017 and that dragged out there was extensions and hearings and uh then it got continued right before covid and then nothing happened with it uh art retired Tom retired and Kyle who's there now and Tom myself uh didn't know there was a housing court case open or anything about this property so we didn't do anything with it because we didn't know about it and the court just sent us the summons and they basically they had it up for hearing because they were going to dismiss it um but we showed up to court uh the hearing was last Friday did you do an before we didn't walk the whole property but just from what you can see Frome plane view um and because there's a there's a gate so um Kyle and I went together and uh parked in the driveway and walked up to the gate and there's two dilapitated barns um and from standing from the gate beyond the gate and there's some cars outside the gate as well I counted there's at least 30 vehicles that are all in varying degrees of shape some look like maybe they could run with with limited work and some definitely couldn't um none of some had Vermont plates none were registered in Mass um and the the zoning allows you to have two unregistered vehicles um so I don't think any of them were registered but maybe some of them are I don't know um but anyway so we checked it out and it was very obviously still uh violation and so we went to court um Kyle and Nicole and I went um with the attorney was um mark mcgain from bacon and Wilson um and the property owner and uh his daughter who is a trustee for the property they also went to court and they were working on a a plan um we'll be doing an inspection next week um that we coordinated or he called us to schedule it so um to see the whole property and see what's out there um and then he has a month um to come up with a plan for how he's going to get rid of all the vehicles um and then there's a follow-up court date in February so um so that one is in progress um 38 air in circle I think that used to be a dairy way back did it I yeah I think I saw that in the files y okay um 38 air in circle um I had went out to do an inspection and and no one was home but um the the gentleman who lives there doesn't have a phone um so I haven't actually been able to like schedule with him um but I did speak to Highland Valley and I think he usually has someone helping him on Fridays um so I'm gonna try to swing by tomorrow um and he was like the Clutter yeah there was a lot of clutter um it was a small small unit and I I don't think uh I I'm pretty confident they were able to get everything cleaned up but he's been getting regular help um so I'm I'm not expecting any issues there but I still need to see it for myself to dismiss the case um so hopefully I will be able to catch someone there tomorrow and uh and get that tied up air and circle snow um so we had a resident um resident call about when it snows I guess they used to consistently always always do a path behind the buildings um so and the rear side of all the buildings is just grass they have a like a small patio and a door to the patio um every each each each unit and around the whole complex um but the patio doesn't go to like a sidewalk or anything in the on the rear side of the apartments there's just the sidewalk in the front um but so they even though there's no sidewalk they always use to snow blow a path um um and up to each door and then behind each building um and I we haven't had any major snow storms but the those two two or three smaller storms we have they didn't do anything in the back side of the building so we had a tenant Call to um to complain about that and I because there was no sidewalk I wasn't sure what the code would say um but I did reach out to the state to get confirmation and the the code says um they have to each each unit has generally has to provide two egresses um and the definition of egress would be a path from the dwelling unit to a public way um so their interpretation was even though there is no sidewalk there when it snows they should they should plow back there because if if it's blocked off by snow then that's that's not a path of egress and then they only have the one path out the front so um it I never saw it because we only got an inch of snow I could tell they didn't do a path but it there wasn't so much snow that it would actually restrict someone's egress um but I did send them an email um just to make sure they knew what the code was and what was expected so does the code specify how many inches of snow no no but yeah so that's that's a kind of a grade area if there's 2 in of snow um you know I could walk through that for to get out in an emergency but um but it is a senior senior living and you know people could have walkers and that's true um things like that so um so hopefully that they they know what's expected and hopefully that won't be an issue this year uh I just wanted to kind of nip that in the bud um 80 Bungalow Street um I got a really good report last week uh the heat has been completely replaced uh Waters everything whereas the last repair was kind of iffy uh they they kind of replaced everything so um I have an inspection scheduled there next week um there still might be some kind of of the lingering violations on the outside um which they're sounds like they have a good plan to take care of everything but um so that one might not be closed out completely um but even some of the mold in the basement the the contractors who were there working on the heat um they were able to cut out all of the drywall that was in really bad shape so um you know the homeowner might want to refinish the basement or make it better at some point but um that's not really Our concern Our concern is that it's clean and dry and the mold's gone so um so I have I'm have a sneaking hopeful suspicion that uh when I do the reinspection I'll be good with everything inside the house and it'll just be the the um kind of junken junken debris on the outside and then Island Pond Road uh that inspection was today um and I took Ken CU she she's been doing some uh housing trainings um so I took her so she could get experience with housing inspections and it um the the tenants concern was um mold and and moisture um it sounds like there had been a leak uh months ago in the the end of summer early fall um and they were still experiencing some odor um but kaen and I went we didn't smell anything um I had a I have a moisture meter um and I tested the areas where the leak had been everything was dry um I have an infrared camera um and that can kind of help to see areas of moisture as well um didn't see anything there we went it's um there's like a Coss not a finished basement but a cross bace underneath um and it looked like there was there had been insulation underneath um the house but that all the insation had been removed um so I think there had been some sort of uh some sort of issue down there but even under there um I think the issue was with the insulation was probably wet or something um but it it didn't smell under there it was dry I didn't see any you know major areas of rot or anything like that so um but that being said it's freezing cold it's dry this time of year uh so I we told them you know there's not really anything at this time but if the issue persists if it comes back you know it might be abundantly clear in March or April if we have some rainy weather that oh yeah this is the leak and that they need to fix that but um as far as today there was nothing that we could find out of what what the issue was so um so no violation to send out on that but um but maybe down the road um and I made sure she had my phone number and and information so if if it does return um she knows knows what to do okay Roma restaurant uh we did the inspection um I went with Brian from the fire department um and he did his final inspection and um they were probably 95% ready to go in the kitchen they had a little more work to do um needed to put up some of the signage in the kitchen um was I think my only my only main concerns um they are planning to open the takeout they're still doing some work in the dining room so that that'll be I don't know when their plan is to open that but um their initial goal they said was for today actually but they um I think they're waiting on the their point of sale system so um it sounds like within the next few days or next week um they're hoping to be open um and I just I told I gave them their permit um but I told them let me know before you open and I just want to do one final walk through because they had a couple little um I gave him a couple little checklist items so just want to confirm that gets done um but but it looked it looked good in there they added a hand sync and I think that was the only thing the kitchen really needed was a hand sink um another hand sink so because it's such a big kitchen and meetings we had a um hamton County Health Coalition meeting today um and they are they are working with a um consulting company and they're G they're going to be doing a big um survey of kind of where all all the to are at with our emergency preparedness plans and um emergency dispensing site and all that so um which will be good because I I know tamy worked on a lot of that stuff um when she was here and I I haven't done much with it so um so that'll be good for me to to kind of re-evaluate where that that is all at and see if anything needs to be updated um and other than that I don't have any I don't have anything else I have a question um with this cold weather does the town have any facilities or anything heating centers or anything for people um I think I remember talking to Russ about that and I can't remember if it was a heating heating Center or cooling center in the summer um but they with those sorts of things they when the past when they set set them up no one comes um so I I think the the time that we would do that would be as if there was going to be um you know major weather and power outages and uh and things like that where um you know right now people kind of hunker down on their houses and try to keep warm um but if if there was you know a WID spread thing where a large number of people might not have heat um then that's when we would we would set up some sort of uh warming warming Center we also don't like Springfield will do it but they have a larger um transient population of you know people that don't necessarily have a have a home to go to so um I don't think we have much of that around here that right we're aware of at least so Trish or Terry do you have any comments or questions or anything you need to want to say no I'm good thank you no I don't either okay so any unanticipated no no I
