##VIDEO ID:pgHnYeAuU-Q## and this meeting is being recorded and and you already Cliff already notified me is there anybody else recording the meeting besides CLI Clark and the zoom hearing none seeing none okay do the attendance from the list dorm Trever here Mike kums here uh Malcolm debay here Mike de here dick Ran's here Scotty Graves I don't think he's gonna make it he said he might uh Deb is not here I know not yet uh Eric meller NOP and Paul Murphy here and Ellen C you're here yes okay never ask me all right so we are ready to go first thing is minutes from December 12th meeting I have a comment or a question so whenever we get a chance to read it if they haven't read the number nine about halfway through it it says there should produce the possibility of a no wake Stone within 150 feet from Shore when he talked about that and showed us the you know the diagram the map and everything I thought he was talking no wake boats be doing surfing stuff within 150 ft of Shore and no wake zone means no wake at all well like you have in the canals that's a different thing but there's actually um part of that is also there's one that's I think 150 remember he talked about 150 feet from a swimmer not a swim area but a swimmer yeah that's Coast Guard rule too right right and that's a again that's a no wake you're supposed to be 150 feet from a person swimming Okay the reason I asked the question is because if we're talking wake boats doing that near shore that's one thing but if you're saying no wake zone that means no wake at all which means you got to basically be in Headway speed and I didn't think we were if we were my mistake I misunderstood what we were talking about at the time we didn't make any decisions on it but I just want to make sure that notes are accurate um I wish Eric were yeah that because that doesn't make any sense 150 feet from Shore I mean you're gonna be basically shutting down the whole lake from anybody going around yeah going that's just ridiculous that's what I thought but read I wasn't at the meeting last time but that doesn't make any sense at all to me no we'll get that from as soon as we get Eric on that's fine we could make it subject to well no we didn't that was just something was talked about did you guys vote on that no we didn't vote on talked about okay good I just want to make sure the notes are accurate what we did I could say that way and then we'll have our discussion when Eric's on and and we could correct it in tonight's meeting okay okay all right anything else no other questions or comments all right I'll take a motion to accept as written and subject to I'll make a motion Norm all in favor abstain unanimous so I'll go of run down the roster Norm CH hi Mike kums hi Malcolm debay hi Mike debay hi Gran's ey uh ER Eric's not here Paul Murphy hi okay affirmed all right first question yeah when I put this on your repord it said report to this computer which I um put on but also underneath it I noticed as I puted on it it said Cloud does this need to be recorded to Cloud that's what it goes to they save it at goes to the cloud so they just yeah it's fine yeah they're just saving it on cloud and then when they can use it for everybody in town can listen to it I thought I needed to click on it that's all I don't know I don't know or CL it sounded like you did it right because it said it was recording on that and that would be so you should be fine but usually cloud is your backup and it just keeps it so it's in the computer and then it just automatically goes to Cloud okay so cloud is just the backup of your run over but I'm not positive on R I'm not a expert in that okay okay um so minutes we're done and any public comment nope hearing none saying none let's move on no popup comment next we have the concom update nor yes Mike you'll be interested in this one okay you got an R requests from May 170 mayow Lane for permission to cut and remove R pads from conoman Lake I did see that one y that's the one that's in the corner right in in the little Cove Turtle Cove yeah okay yeah so we we had a lot of discussion the first two commenters said oh we can't do that we can't do that and uh then I had read up on bararan or uh loral rights that says that the homeowner has to have access has rights to access to the lake for swimming boating fishing docks interesting okay boats and uh and I said I and also we had an input from from Mark Stinson from the the state d m ep the chief Comm Mission conservation guy in the state who said he thought it could be done with an RDA so in concept we have agreed that we will allow in this particular case because it's almost 100% infested okay that will'll come up with some sort of agreement that he can do x amount of square feet or linear feet across the across the water yeah so this would not apply to the almost all the houses on the lake today it's particular site that particular site but if other sites that are not have housing today are now future developed they would be able to have some rights to come in and and accept it so we're not cost blanks saying you can cut weeds this is for cutting and removing only you cannot pull the pull the roots you can cut oh I see okay okay no pull Roots no pull Roots no dredging okay okay and is it located off of where turt yeah you know where the where that dock has been for for years in the corner and it stayed through the winter and we can never find out who owned it well somebody bought the right uh when you go into Turtle Cove yeah it's kind of rightish if you had D East you'd head into it yeah right straight in the back almost the back right in the back but so you're going to it has it really grown in over there that has been like that for 50 years how bad is it now I haven't looked in the last year well he had started to cut him and I stopped him okay and uh told him he had to try and do an RDA because that whole area was Weeds and mock free for years shallow yeah it's that's where Turtles go in that whole area to go it's shallow and goo yeah so you got to wonder I mean that's amazing to me that they're going to let them anyone's going to let them do that because that could start a fire storm of other guys doing it but whatever that's sure but again almost 100% of his property is is covered with Ru and it has been it has been for 50 years but it's always been like that well I know but now he's building a house there yeah he's GNA live there yeah no I get it but it's always been like that so he kind of knew that when he started building the house okay no update on the one 29 North Lake Avenue 1800 s ft docks the lp with the state no update do have an update on the Suffield lpp contract first of all the request that we made to the state to have several of the conservation Commissioners voted rather than appointed failed at the end of the year in uh at the St I saw that yeah okay uh they are going to reput it in but that was going to be the trump card to to do the new lpp agreement with suffia with suffia yeah okay but that was tied up because the legislation didn't right because he wanted proof that we couldn't have we couldn't have an out of state on the committee so I Jason was had a meeting with Jason or he was at the meeting actually and we talked and I told him that February 3rd it which start our next meeting for the Conservation Commission is the deadline do we or don't we have a contract because that's when we got to decide whether we're going to charge everybody individuals yeah yeah okay so that's interesting and the update from Southfield Conservation Commission meeting next meeting is next Tuesday where I'll get the response on the their reaction to endorsing the dos and don'ts of oh of on the lake I expect it'll be negative but hopefully be wrong and that's my Kong up okay and I'll send something yeah send it to both of us yeah and any update on mspc mic M mic yes we we're off and running we mpsc yeah will be sending out in the next two or three days the list of of uh action items for 52 organizations I had to generate 50 new two 52 new spreadsheets Excel spreadsheets approximately 200 worksheets inside those 52 spreadsheets but I'm done been cutting down a lot of trees for for paper yeah so it's ready to go and then officially every every committee will have their action items where individual individual action item and also included in that will be you'll be getting an email because we've done our our prioritization of the lead ones but we also have a bunch of support ones yeah we're gonna ask us to prioritize that so we can do that our next meeting yeah and that's the update from that okay and you'll send us something on that yeah uh CRC update from Michelle still on yes she's on can you unmute Michelle I'm here yep hi y we we haven't been meeting so we don't really have anything much for an update um I'm G to be talking to the board about the Fourth of July Boat Parade which is usually the Saturday closest to the 4th but since the fourth is on a Friday this year which I presume the vast majority of people would have off from work um I'm going to be asking the board to have it on the Friday because that's that's the big day and that's the big celebration um that's that would be something that I would think would be the most sensible Saturday could be your alternate day if it rains exactly y yeah that make more sense yeah so besides that that's uh about all we have okay great um um I got to ask a question all here anybody know of any docks that are still in the water besides the ones that we have you know we're working on uh what you call I do not I don't but I had that same thing I'm written on mine are there in any in the water with a question mark they' be fro they'd be frozen in by now the only only one that may still I don't know if that one is gone now the end of Eagle Street that we saw it's next door to the one yeah I don't know if they I haven't checked that one yeah so maybe you can check it out you know see if it's look at the land the docks crossed for me Arena are we controlling that or is that chapter 91 that's chapter 91 only way I could check that out was to go to North Pawn property uh you could ask Ken plumbley where we went down because he's got the um he's the one where you and I went down to go check out his doc his is in now he's leaving it in because yeah he's leaving but he's had that for like 30 years there hasn't he yeah that has that has not moved so you could always uh give Ken a call if you don't have his number I do okay okay I think you can see it from the end of Eagle Street but if not Ken is is certainly very willing to oh I haven't been in North Pine for a while yeah okay is it frozen it's got to be completely Frozen right at the channel yeah well that's because of the water yeah because the moving water yeah I would think it's got to be close cold is froze yeah go go out around I I don't think it's very and they and I will say that middle Pond uh from the The Sandbar South it's open water as far as you can see because guys were fishing out there two weeks ago yeah I saw him fishing out in front of Saunders two weeks ago where we are it's open to the north diagonally across um all the way to the Connecticut Shore and it's it's open probably two 300 feet wide and growing from the wind yeah it's the wind the wind got under the ice and and it was thin and it just it's piled it up everywhere wow interesting okay yeah people really need to understand that the difference in the thicknesses of the ice very so dramatically depending on whatever's happened with the weather because in we were thinking of having something here on Saturday for people to skate and then the entire section of ice blew because of the Winds coming out of the Northwest blew all the way down and then it became open right in front of our homes and then as dick is mentioning that whole section so that's really scary once it freezes over people need to realize that vary device yeah yeah very dangerous okay um the next one they I gave you copies of the U oh before I forget the 16 bab Road variance uh that paperwork was finalized he had to send in the actual variance application he' send in a letter he sent in the actual application um which you got and that is being signed uh the Harbor Master has the original right now as soon as he's done I'll sign it because we already agreed the last meeting okay so that one gets signed off uh the water quality report it's it's some really good reading by the way that one from Solitude the entire thing to you and I gave you paper give us paper copy good reading uh lot of information I think I sent the color version when I emailed it you did I did yeah that's a really good report um that's water qu we don't have to talk about that just a lot of good um and and we sent that got sent to U Ken Wagner too so you know he'll as he his time he'll read that and and comment on it just a note Wagner got it note to self um okay the canal and and uh let's see I think we down there water quality so then the next thing was the canal and uh Great Brook dredging good news I just I was on the phone at length with uh nrcs with Darren and so the they have obligated the funds to do the all the design work this is boots on the ground design okay assessment and they've actually he told me the number is something in the order of 800k that they have put aside for the for the design it's a a whole year at least of of work huge huge uh and and that's obligated so that that funding is there they are ready to Ink the contract uh they what they have to do is they the consultant is already on board um he's the consultant for the Northeast so they all he has to do is provide basically a road map of what he's going to do so he's he's they don't have to choose anybody he's he's there already so and then as soon as that's done and he figures that'll be a matter of a few weeks then he will schedule a session with us so they'll be the town you know be concom Lake management Harbor Master the uh CAO somebody from the select board you know we'll have a good good showing same thing that we did when we met with them the last time and and we'll have it'll be probably a hybrid Zoom if I had to guest so we can bring people in from you know the outside so that's I thought that's really and that was I spoke to him at uh 3:55 pm today that's good though very good very current information that's good okay hope they stick to pleased um 81 point gr road if you look in your in your package towards the end I took a couple of photos and let me just get to the stage is that thing out first photo yeah first photo where is it2 22 beautiful now the funny part about that is look at the size of that mound that's what replaced what used to be there so the beavers have been kind of busy that's that's kind of yeah they're everywhere a lot of condos Y and I think they're renting out the B&B B&B the other thing is is poor lady that's in the corner you you can't really see it because they engulf well yes you can look to the left see that dock yeah that dock is consumed by the by the uh Beaver Lodge she couldn't take her docks out so she she had called and she has talked to Sabrina and she and she told she should uh put in for variance to leave it in she can't take it out you can't physically move it what are they going to do with the beaver hun I have no idea who's who's on charge of that Sabrina that would be it would have to come no it have to come request would have to come from the landowner there yeah well if she says she wants it out though she wants to do it again yeah first time but the other thing is look at look at how close that is to his do yeah I mean it's G to it's going to cut off everything that's on that side yeah so we're back where we started basically well let's hope he doesn't have any dogs there they pull him into the water and drown them the Beavers will pull the dogs in and drown them oh my god oh yeah they don't want anybody hassling them what do you think they do they grab him by the leg and pull the dog and a small dog all right that's gonna be fun for her so at any rate um it's and the other thing the next picture you can see that they're using for their construction coming from cross the way at the North ramp they ate one tree they they're taking bites out of two more and it's actually a third one not in this picture that that uh they've already started eating K did you guys give them a permit for that we didn't get the request you I didn't see you should you should find those guys get down there he's gonna wait and find for taking them down cuz they're going to die at this point they bringing you in a matter time trees are going to die yeah but that I don't think we're going to have to take them down the way they the speed that they're eating them I think they'll be over in that that condo that they built across the way I think they're adding a fourth story to it all right so that kind of summarizes 81 point Grove um 141 Kuman road which was the that found out about that kind of by accident um the notice of public hearing came with the planning board's uh what he called agendas that they put out I think there were three I gave you all them were in the package anyway and this was one of them and the only way one would know that is if one read their agendas because this started back in November as you can see from the paperwork and we were not informed not asked to comment or anything and and what what he wants to do is put the end back on the docks and four more boats so and the the Harbor Master already approved it didn't come to us even and our Charter is very clear that it's uh Lake water quality water safety and managing the two boat ramps it's our Charter and yet we had no even knowledge that this was going on he can actually resend his endorsement on that yes and he should I guess but he's not I believe he's on vacation right now because I I checked yeah I checked and his his vehicle is still there it's but I don't think he's working 247 um so what are we going to do about it so we want we want to meet with him that's what it proposed in here but as soon as we can and then it's nothing for us to do really ask right now them to resend that yeah we just got to leave it alone the only they put these docks in that those were left that end was left off it was left off on a safety reason because it was so close to the brid correct Now where's the new buoy we put in as compared to the lines on this print should be straight out from that that's what I think it is I'm just try straight out from that one right there I I know it is cuz that we would water ski down there and it's you see it out there you're like what the heck yeah and what it call still there the moing yeah oh yeah you know um hey dick I think Michelle has a question she's raised your hand a couple of times yeah sorry um not to interrupt dick sorry just as a point of clarification I was on that meeting and um I don't they're not they're adding another he's adding another section to the end of that doc that's correct but he's not adding in his description additional slips what he's saying is he can't get the rental slips down at the end closest to shore it's too shallow so he's moving those rental slips to the end of the transient dock so he's not technically adding more slips he's adding length to the he's adding length to the dock but he's not adding more slips in his words just absolutely agree but he's what he's doing is it it was cut back by four slips right ones that were on the end now he's putting those four slips back right and that was done in the cutback was done with Lake management the Harbor Master and the select board yes but now it's been undone by the Harbor Master without confirming with anyone else right yeah conservation just got notified on our our Monday meeting okay we found out so wouldn't this be a chapter 91 issue well the problem is is that the what was recorded is the one that has all of the docks there right out to in other words what he wants to add back what was agreed upon at the final meeting with like Michelle said was select board concom uh Lake management Harbor Harbor Master was he was going to remove and the and the owner that he would remove those that outboard uh set of fingers and the boats associated with those fingers because remember there's boats on both sides of those fingers so there's outboard boats so that's another really another 15 feet by the time you take a full width of a of a pontoon and it's moving a little bit in and out so that's that's significant so we've so we've added the additional length so that's uh let's see those spaces between them are are 25 feet between so we've added 25 about 35 40 feet out into the lake into the lake yeah so it's right near the buoy yeah right near the buoy they're coming out to the buoy now yeah gotta be pretty close well that that'll be the next thing they ask for next summer is to move the buoy again yeah oh yeah because it's supposed to be x amount of feet from the from the marina yeah so we we'll have to move yeah yeah the buoy is out pretty far already guys yeah so you're gonna have to go further with the buoy well if you move the docks out you're GNA everything's coming out yeah I would think you would think but talking 40 feet that's ridiculous that's gonna be out in the middle of the lake yeah well that was our argument when we started this whole thing this whole thing okay all right so realize that the planning boards on record for saying that they're lamb based only yeah I know I heard that okay so they put in the water already by by saying well it's okay okay so nothing we can do on that right now no not there nothing you can do right now so I will let you know if I hear the chief Harbor Master gets back to um do we want to take a position on that here do you want to wait to see what happens well we can also say we can also say that we are against or for you know we either concur or don't yeah in aemotion I think we wait and let him put it in we'll never get anywhere we're wasting our time after that well that's why op I think we should I think I I recommend or make a motion we take the stand that we're against putting more docks sticking further out into the lake and adding whether he's moving Shore out there or whatever because it was a safety reason it was a safety reason before it's still a safety reason our original agreement back to our original agreement our original agreement all right so we have a motion Mike de b and a second from somebody okay and we have from Paul all in favor again please yeah wa we're against putting more docs putting back I guess is what we're putting back more docks or just docks further into the water in further into the water to late and it's uh it was a safety issue for our original agreement yep that's why they were removed and we don't want to we want to stay with stay with the original stay with the original agreement was agreed upon by everybody yeah did your plan board take action Tuesday night no they did not they postponed it till the 21st so we have to 121 so I got to get that out all right so we have a motion a second all in favor abstain NOP unanimous okay let me pull everybody just gotta do my thing okay Norm chever hi Mike kums hi Malcolm debay I Mike debay I dick Gran I uh Eric's not here Paul Murphy hi okay that is affirmed unanimous okay um now the annual report is next which is Page and report is 38 39 and 40 Michelle you're not on mute anymore that's actually Mike kums not me oh Mike kums you're not on mute all right so we're on pages 38 39 and 40 38 38 is just the the requirement to submit by feary 3D since we don't meet uh again we need to do that today everybody get a chance to read it and any any comments any good I mean I don't what we need to do we just have to vote on it fix that yeah I gotta fix one thing I'm glad you just that Ellen herd is secretary all right fix got it okay um so do we have a motion to accept the draft as written yes I make the motion all right so that's welcome a second I'll Mike oh here's Eric hi Eric with helping my wife with something I yeah can you hop on or okay okay all right thank you come on um and and so now I got to do the poll again so that who seconded I did maybe I made motion motion Mike D okay and all in favor I opposed unanimous got a poll Norm CH hi Mike kums hi Malcolm de Bay hi Mike de Bay hi Dick ranold hi um Paul Murphy hi okay affirm all right next the next thing is the uh FY 26 budget package and so I spent a lot of time on that um you can see it's probably just as easy to kind of quickly look through like page 44 so we're all on the same page yeah and you can see what the numbers were last year um what we're requesting and where they're looking for a 5% decrease and some I did not we don't put in anything on on uh clerical we just leave it the way it is you just show it and then they that number comes from uh the between select board and uh accounting but anyway and fincom yeah but I bumped up electricity well got stayed with 1300 you can see what we we've uh expended in 24 we're running pretty good pretty close to that so you know we may have may or may not have a problem telephone uh you can see we're you know we're by the time we get done with the end of the year will be at that number MH and water that's a fixed number anyway yeah the supplies keeping it at 700 Eric's trying to come in yeah Eric's coming in yeah and the uh boys and Waring want to keep it at 2600 okay and we're doing pretty well with this new company uh and they I think those are going to last a lot longer by the way there no seams in them which is good sport um and replacing bvr and so on got got all that stuff in there and security cameras one item on suppli yes I understand that depart now have to pay for copy Pap you I didn't hear that yeah we don't use much right but it's still it's by the time we look at it we might use a box of it in a year okay may be sending letters out all right I'm sorry I didn't I didn't hear that what was that those was on supplies um Norm just brought up that they they've changed the way you've got to spend more money on copy paper so it's not a big deal I don't think no we're not okay we're not a big user do we have to pay DPW when we use them clear stuff at that just sucked up into their budget yeah okay um and Suffield does the same thing you know it's I know first thing they always say is we don't have the money allocated for this they haven't been doing much though they did it once in the last year and a half yeah once and they cut their trees most of it was their trees yeah um and and the issue that's still outstanding is that that uh drain that's coming out into Mass property which is private property because they installed it in the wrong place one coming from Griffin Road Griffin Road I know I was thinking about that and and that's installed by Suffield on private property oh I didn't know Suffield installed that yeah without an easement because I think they thought that they were putting it on public land but it's it's that actually that Association Beach and without conservation right where the drive where the driveway comes in no conservation from on the house that's next to it to the the first house in uh Connecticut yeah so there's part of it on that and the rest of it's if you look at how it came out at the marker yeah it's you know came to the east west side of the morning yeah yeah yeah so at any rate that's that's a a problem one um then the next thing is uh let's see page 45 I just carried the same numbers for buise and damers let me Circle something here I just saw gota go check that just got verify the number Circle right there question mark okay um and then again uh fiveyear projection did the same thing we always do replacing buoys and and the DVRs every every five years plus and the reason we have to replace them is not they do poop out they do die but the other thing is is they the capacity is um not enough to maintain at least six weeks we really try and keep two months worth of data or PD uh because sometimes people call up and they say you know they don't call up on something happen they wait and we've gotten caught before where the data is not there so we we just doubled the one in the north ramp and we doubled the one in the south in this last year so we may wind up if nothing else we probably have to add uh additional St you know uh memory to them but generally speaking you can buy a new one cheaper than you can add memory it's amazing yeah all right and then the next thing is and I think page 47 interesting reading um the hydrilla surveys and whatnot so Lake management gift account we have $361 been sitting there forever yeah uh the hydrilla thing and note see my note there note $250,000 for a three-year DCR Grant yeah so um and I just reaffirmed that I I got a uh a text back from the DCR administrator says it's 250k for three years so say5 a year so and the first year that's for for treating the hyd monitoring and treating yes y so at any rate that what that did is you'll see uh I was able to eliminate some of the operations the additional 12K that we were looking for to treat hydrilla so we don't have to use Town funds at all to treat hydrilla so I took that off but we still have to do the treating of eurasion water milk foil and all the other stuff and then the the uh boat ramp detail that's just our revolving account that's the first year I've had to put that in information on there so we have uh about six just short of $16,000 in the kitty to carry over okay I would uh like to make one recommendation yeah we add a new line item yeah we're taking out beavers try for it I would love it great move let's do it move beavers what number do you want you think we there it's expensive they're typically 100 bucks a piece well it's going to have to be $1,000 $1,000 no well how long are you g to do three years oh this is for one year for one year I would think yeah you're not going to need to do more than I would think a, to, 1500 bucks for one year that's only that's only 15 of the suckers well it's 15 of them but where are you going to take them out of you're G to take them right out of down in that one area and the other problem is going to be you're going to have to well that's going to be a whole another issue they got to get in Connecticut yeah that's the problem trying we're trying to get started you know say put in put in 1500 I I think put in 1500 to get started somebody's talking in the background yeah 1500 great I think they said that that was um that they said that was Mike goms yeah somebody else was talking for a while I think 1500 Deck is I don't think 5,000 I had a guy come in the package story he was talking about tra beavers and he was telling me so cost Le yes for for them to trap now yeah they don't do it they don't want to do it no one will do them I've got turned out we Chris and I hired a guy for this committee some years back he did two beavers and he quit but now we were giving him a $100 a beaver at time I talk to four guys last year killed it we believed them I talked to Four Guys those four guys you gave me and they don't want to do it they're all out of the business they're not doing it and they have too many issues with the concom and they have too many issues with getting type of trap from the state well the the other thing is it's called a smart trap now yeah and what they do is these things they catch them a lot yeah but that so that that's that's if we trap in Massachusetts if we trap in Connecticut you're allowed to use kill traps in Connecticut okay so it's I think is light to be honest well then put more in because if we're going to get the money from the town who cares right we can carry it over right yeah my my thought is start with a number that's small enough that they won't cancel it but also you know I agree it'll ultimately cost more than that but we're starting from nothing right yeah you know so my thought is and maybe I'm wrong my thought is to start with a number that's small enough that they won't cancel it and we actually have a chance of spending it because we're I think we're going to we're going to have an uphill battle finding the person to do it right all right do you want to put it in for um say 2,000 then yeah that's fine that's good there was one other thing I wanted to ask under the water sample testing can we bump that to 8,000 because I I this year I probably want to do one more month than I did last year and that would that would run us over 7500 all right and that uh let me find that one that line item it's 542 408 not find it it's on page 50 oh that's that's in restoration that's why I don't see any like matter thank you yep so if we can if we could do 8,000 like I said I this year I want to try and do one more sample than we did last than I did last year actually I bued it up to the 9,000 yeah it is oh oh I didn't see that says level funded yeah yeah oh oh oh I see it I'm sorry yeah 9,000 is fine yeah I had seen reason budget fiscal 25 budget says 7500 yeah right and and that wasn't enough yeah well so we ran 7154 but that's because I did one less sample than I would like to do right if I done one more sample I would have run us over the 7500 yeah and the the charge now is just a couple bucks short of $1,100 each time we take them really yeah yeah so I so I yeah so I mean if we can get 9,000 I that would be comfortable okay all right so you agree with that number yes okay um yeah anything else on we yes one more item yeah uh has to do with the wear Gates yeah we need to be able to operate those up and down as needed is it going to cost anything to get to that point it's my question well there's nothing wrong down perfectly right now and they always have been the problem is the wegat the problem is the beavers and the mud filling in in the canal okay right we have to do anything yeah you have to get DPW down there put a temporary Dam in and go in and dig it out and clean it but that's dredging and that's what the that's what the nrcs program is about exactly but that's years away still but even if we clean it out it fills in immediately that's what I'm saying you have to you have to clear all the canal is so shallow that and and they build so fast that all that mud and crap goes up against the wear Gates and so it's a Continuum it's not you don't can't do it one time okay maybe I could help by explaining how they work there's two gates yeah and the two gates are set up like this bottom gate and you got the top gate the top gate goes down like this behind the bottom gate the water level right now is right above about here yeah now if you want to get the bottom gate open you got to go up with it yeah and then this one you bring this one up the water goes underneath you'll never be able to close it again once the mud gets in there M is so deep we thought we would have enough flow to flush all that out like they do guess how they're set up and they we bought that kind for that we don't have that kind of flow because the vertical height difference in the canal the bottom of the canal the dirt from the lake all the way to Phelps Road is the two feet or less yeah so you got remember that Canal was built in a flat area with no elevation changes for a reason right back then they only had you know they only put Gates every you know so many they had to the two drop right that's all it is yeah the problem is that when we clear that out which we do all the time yeah within a day it's back they're back they're already pulling long sticks and wrapping them in there inside of it You' be basically down there with epw every day clearing it out yeah right after they cleared it out the last time they they blocked it again so we don't open the bottom on purpose because we don't want it works fine there's nothing wrong with well the issue is we can't use it we it's working fine I don't know what you mean we can't use it the water's theate use it for what what you mean by using controlling lake level the water's above the gate you can't get the can't drop the lake level because the what's on the other side of the lake is higher than the lake it doesn't exactly it doesn't matter picking it up you can't lower it you need to be dredged it's like turning up the electricity and trying to get to 75 but you got to pass 65 first right so so if I if I understand what you're saying right now the water is above the top of the wear gate we already have the wear gate lowered and if the wear gate some could magically go even lower which it can't but even if it could go lower what you're saying is that wouldn't help because the canal basically is full and right has no against it so so even if we went in with a saw and cut cut the top foot off the Weir gate to drop it another foot no more water would go out anywh matter we Gates the we Gates can be dropped a foot below the the nominal level of the lake now yeah but there's no place for the water to go you got to go dredge all of the the beaver dams out then you need to dredge out down the other area and hope hope it goes quicker and the the whole thing with dredging is that beavers don't like to build in deep water they won't bother deep water if that goes back to the original design of the canal was 9 feet deep minimum and 15 feet wide minimum yeah but I think I think Norm's point is that we're years away from that dredging happening and and you know what can we do I mean the Lake's high right now we can't but what I'm hearing you guys say is it wouldn't matter what we did to the wear Gates we can't we can't drop it any faster than it's dropping because the limit right now is not the wear gate it's the canal is that exactly it's the beaver dams you got three beaver dams if we had someone down there ripping out the beaver dams every other day or once every two weeks I mean I was in the water last Friday with with him down there so we're talking you got to rip the beaver dams out the water is going through the wear Gates and then it gets stopped by a series a series of dams slows it down all right so we get the if we solve the Dam's problem yeah just separate problem then we got to figure out how we can use the wear gates gates work they're fine all you the level and move it up and down that's what we're trying to explain soon as you get rid of the dams we you can't take the bottom one up doesn't matter you can't the water's is already going out how you gonna make it go any better yeah I mean if you the bot up you'd initially get a rusher flow through it and then it would be stopped and then it start pushing down I mean water's the gates now Norm I I think the point you're trying to make tell me if I've got it right is if if we can get rid of the dams then at some point the wear Gates would become a limit but but with okay it won't be a limit Eric because we can already go a foot down below lake level now there's no place for the water to go period got it got it okay so so the so the intent of the wear gate design was to be able to raise the bottom and have water go out the bottom and we thought there would be enough flow to clear the mud but that doesn't work that's correct when we bought it we thought that and we were wrong so the so it was bought with the intent that eventually this thing is gonna get because we were working on dredging back then right work dredging for 20 years yeah 20 years so so that portion of the wear gate functionality doesn't function but it doesn't matter that it doesn't function because the upper portion is already able to go one foot below nominal so the we gate the wear gates are able to function the way we need them to is what clog know who's not on mute who's not on mute I hear you I think we got two people on the line you want me to mute somebody's not on mute there's a lot of chatter in the background yeah I don't I don't know where that chatter is coming from because I'm looking uh the other two people are on mute yeah no Mike just muted okay okay we're good all right okay so I've got I'm gonna add for Beaver control U removal Y and everything else I guess is all right then do we have an issue with being in a Massachusetts LMC doing you know work down in Connecticut no they have they they made they've given us card blanch in the yeah okay yeah they made it real de DPW guy the engineer whatever his title he's the director he said we could do anything we wanted out but he was basically telling us he didn't want to spend his money because he didn't budget for it go at it have them ball have your town DBW take it out and we can't you know we can't take Town equipment over right so we're going to need to get you talking to the um concom over there because they're going to need permits and stuff to do that well eventually yeah yeah it's gonna be a while if they need if they do need I don't know what the Connecticut thing is on that you know whether they do or don't I have no idea because they I know they operate differently yeah well I'm in Conant communication with so there you go because they're going to have issues with putting any kind of so are we are we set on the budget part because I want to one more question yeah go ahead okay we have uh what page well no it's on our LMC priority that we're going to talk about next yeah number fourth priority right now is consider putting the contract out to bid for monitoring and remov of beaver dams throughout the year that's not free right that was what I said we put in $2,000 that's no that was for catching beavers and what do you want to do what's the what he wants to take out beaver dams take out you know right now we're doing it ourselves yeah okay but we can't spend the we've got money to remove them in Massachusetts we can't spend Mass money to move remove Dam's in Connecticut and they're all in Connecticut usually well the only one that we that we have had that's been pesky is the one North about a th000 feet North that we took out two years ago was huge was three north of the Weir gate there man I know believe yeah yeah but that's been we got money to do that I actually bumped up that um okay but we're talking a ton right below oh yeah yeah and and so we gotta get seld to put that in their bud so I'm just trying to understand we're a Lake management committee the Lake onethird of the lake the shore is Connecticut trying to manage the lake the whole lake you're saying we can't use any funds to do something in Connecticut even though no we can do work on the on the water because the water's all mass yeah once the water goes into Connecticut it's not ours yeah belongs to Connecticut DP water it's DPW has never gone past the Border no no no no I I understand but how do we how do we get Connecticut we need Suffield DPW if you're put it in their budget right and they and they're kind of not going to do that can we have it in our budget and have that money given to the to the town of subfield to do the job no we can work to work between the towns to get them to put money in the budget but one of the things they have to resolve is this whole issue about that drain because that's holding up everything everything yeah what Eric was just asking can we do that if we're not using DPW private contractor they suffs used the private contractor with their money right not money can't use our money we can't use our money with a private contractor no no okay no okay so all right all right that said um we need to vote on the budget and we can do it one vote for both Lake restoration and Lake management if you want y uh yeah let's just do once just do once okay so I'm gonna change my thing here and I'll do budget period plural and the LMC and Lake restoration one vote okay so we'll add 2,000 in for um the beaver removal and and uh I already added in the extra money for the the water testing is there any I think that was it those two items so if if that's everybody's happy with that I'll entertain a motion to accept the budget as we just as I just said add 2000 okay that motion all right norm and a second Mike D all right all right we I since I think uh Eric got it up first Eric fine and all in favor I opposed abstain unanimous all right now I got to go down the names my she sheet Norm Cher hi mik kums hi Malcolm debay hi Mike debay hi Dick rolds I Eric Mueller hi Paul Murphy hi okay unanimous affirm all right I have I have one question uh Michelle's on the line um CRC you know CRC often offers to try and help where they can so one question I might ask Michelle is could CRC potentially fund some or would they be willing to fund some beaver dam removal in Connecticut that's a really good question and I would be more than happy to ask about that if it's the beaver dam removal um I think that we could definitely get a lot of folks behind that if it's uh removing and killing beavers I think that gets stickier situation with people you know um but in terms of the dam removal yeah yeah I think well it because it because it sounds like our hands are tied with regard to using um you know Massachusetts funds over the Border in Connecticut yeah correct and it seems to be hard to get and I understand why to get subfield to put it in their budget and so they're left in this hole where most of what's backing up the canal preventing us from controlling the water level most of those dams are in Connecticut right right right yeah so we don't have have any difficulty with um one state or another in terms of that so um if LMC would like to put a request to us just a really simple it doesn't even have to be a letter on letterhead just an email um for an amount and like what it would be for then I can put it to the board great okay did everybody like that idea yeah yeah anybody got a gut feel what I I think they that they had spent if I remember and and I'm not sure they really did it the right way because you really have to remove them you can't all the way to the bottom and they build got right to the bottom otherwise they build back immediately and I don't think they did that I think they topped them and that's kind of useless because they can rebuild overnight so you know what we you know I let's let's get enough time to figure out roughly what is a good number yeah and and then you know and then let's send that to Michelle yeah yep okay because we're not going to put it in our budget so you know we've got time and you can't do anything until you meet again anyway yeah but that's a really good use of um of well we can call a special meeting but that's a very good uh you know funding issue for us because when it's not something that is part of anybody's regular budget you know we can jump in on things like that for you know for special uses so so we just kind of want to know you know how much it would be what it what it would entail so it sounds like is this this is something like a company like I know they've had Crest View do that kind of thing before but they have to Michelle Steve a used to do it for us for 10 years and Jason did it for like the next five yeah and they did it they did it for free but you probably have a ton of people that are members of CRC that have back um back need like a regular excavator guy that has back go down and do it and I bet you anybody over on Griffin Road could do it Michelle they could drive right down there and they could do that each one of those in about 20 minutes so here's here's something maybe you can ask while we're figuring out dollars can you pull your members and see if somebody in CRC has that equipment and would be willing to either for free or for pay to do it cuz he need extend a ho you can't do it with a a short stick but they they could do a good deal they'll give you probably a much better price oh yeah then we could figure out here guys yeah we get a guy in there that's profession we have to go to like the farmer that they used to last time he lives down quy road going towards yeah grany Center here he's a he's got a farm or something up there all I remember him telling me is up my farm the water comes right by me all the time he he did it the last time for him but he likes the water see they have a pumping station down there yeah let it go fill it fill it up down there he made a square off I saw that and he puts a pump in there and pumps it out so he'll come up and clear dams pretty cheap so there's a guy maybe knock on his door if you haven't talked to him I don't know yeah I don't know his name I Who would know it but but crc's probably got a lot of people that could go down and do it so I would imagine yeah and then where do they put the material because what I understand is if the material is put back near where the structures are they're just going to grab it and reuse it they don't reuse it they don't reuse that's really weird yeah it sits there they're piles everywhere okay that's they consider that crap they won't use it love it it's amazing picking this could uh be a benefit for us want take new you know no they they have they have building standards and that doesn't meet the standards anymore does not me reduce reuse recycle for them huh all righty thank you sure so Michelle you and I will work on that sounds good okay um now next thing is erosion and I'm not sure how far we can get on that what we got it's already it's after eight yeah yeah um we also didn't get a lot of responses you can see the ones that that I filled in on page where yeah I did mind about two or three weeks prior this was the second one because we rewrote it we changed it and I then I sent an email on it the second time yeah yeah or did I send it to you yeah but I need I need I got you the numbers I got you but I mean I had done it already and I was my suggestion is that we do it at the next one where we get everybody's scores well here's what I propose yeah get the numbers in yeah and that'll give us what the overall ranking is or the priority is I would like approval to change that that letter to the to to the priority after it comes in yes okay and get that moving to the next step yes I agree best way to because it's got to go to concom and everybody in uncle has to approve yeah okay so I would like you know let's finish this already but don't wait so I'll send it out again we got to get people to respond oh yeah and if he's sending it in and I gotta make sure that they send it on I want the form filled out the problem with that form yeah some of these can't print them did you have a problem with that I had a problem printing but you can't even read them they're so small and there's missing words and stuff well I took care of the missing words it was number 13 for some reason that bottom line well there were a couple others too that I realized that they weren't there I yeah we Gates is spelled um differently than you spell it okay did you notice that no we Gates yeah you spelled it wrong that's all I'm saying I didn't oh here's another line that's screwed up in eight there is it you got wi right w it's Weir so you might want to change them all on that for that one okay yeah all right but I see between seven and eight there something I should emailed now the one that I sent you with my rating yeah has that fixed okay okay which is this one here all right so if you're gonna send one send out just send send out send out that one Norms then everybody can cough up their ratings against that one spelling I'll fix the spelling spell all right then you can resend it to me okay and which ones are you designating as the priority ones so we're all on the same page with this because if we don't get to see it before you send out a letters no's sending it back to us again we're getting it again everybody gets to prioritize well you already got your numbers in I got I did I put them in three times now yeah okay so once we get everybody's in whatever the priority is that's what I'm going to put into the letter okay well there's a couple on here well they I got to rethink the word we're going to go through it the next because some of the ones I disagree with tohe heartedly I'd say I wouldn't I wouldn't vote for it nor support it well I did the same thing on the email I sent to you I said that as far as changing speeds on the lake and all of that stuff yeah we took we took that out we took that out yeah no that was number three and four right around there yeah but those have been Rewritten well I know it but the one I got on the Rewritten even had missing words and you couldn't up different okay so send the new one out and that's we send a new one out but the the when we had reviewed this as a as a group there were some specific ones that people like yeah I you know I don't want to rate it I I don't agree with it at all those are gone Norman I reworked the wording those those ones that were particularly objectionable are gone so I I I think the 13 that are there are probably ratable okay all right we just have to make sure the lines are complete yeah and the problem is you can see what happens you know if you send it in Excel I don't know if everybody has Excel if you send it in Excel it's no problem but like you can see like number eight because of the way it's formatted you lost most of it you know most of it disappeared because formatted that's why you you had the Excel file you'd just open it up and you'd see it but I will make just do a regular PDF to me an Excel and that way well you've got to fix a couple other things so all right I'll send you are you send yeah okay all right okay cool okay anything else uh yeah one other thing we got one other input for it was a last minute for oh I saw that on on sloana or whatever for [Music] uh Mountain Road anyway and I looked at that by the way um I actually went back 15 years on on Google Earth and that sucker's been there at least 15 years didn't didn't we give him an even or we had once before but last year the year before right but what we what concom needs to do on these is some of them need to be permanent unless the thing gets destroyed so they need repply every year there you go you know that I to me that should be the option because if they got to rebuild you build any dock you want that can't be taken out after right that's what happened here this thing was built not to be taken out on purpose right so and it's still in good shape yeah and they got lights on like I say it's been there forever yeah and I and I think what we should we should vote on it um and then if everybody agrees I'll just sign the the uh paperwork when it comes in so I'll entertain a motion I'll make the motion I'll make the motion yeah and a second Norm Norm all in favor stain unanimous okay let me poll everybody one more time one more time with feeling Norm jber hi Mike kums hi Malcolm Deb hi Mike Deb hi Dick ran I Eric Mueller hi uh Paul Murphy hi all right affirm and and I think that's it unless somebody else has anything no yeah I want to ask Eric about that number nine in the not yeah Eric you still on the line yes number nine in the notes from the last meeting when you propos that 150 foot 150 foot uh ring no wake did you mean no no let me just note I wasn't proposing what I was doing was I was saying if what would it look like if you said that boats that were making wake needed to stay 150 ft away from Shore I is it any boat making a wake or W right no well however you want to do it all I was doing was showing a line of what would what would the lake look like if you said some boat had to stay 150 fet away from Shore whatever boat you want that's look like the reason I'm asking the question is only to make sure our notes are accurate from the last meeting because a sentence in the notes say Eric also introduced the possibility of a no wake zone within 150 feet of shore there's a difference between a no wake zone right and not making wakes you know a wake big enough to surf on right right absolutely absolutely and and again my intention was not to suggest a no wake zone 15 ft from Shore it was just to show people if you said boats whatever boats needed to stay 150 ft away from Shore what would that look like on the lake that was the only objective of that drawing all right so it's all right the way it's written well no it is not no it's not ACC how you want it to how do you want it to read he didn't he didn't want a no wake zone within 150 ft of shore so no weight creation within 150 ft Shore I think solves the problem take the zone out and make it creation yeah but he was only in saying he was only talking about it it was just right an idea right I wasn't proposing it I was just showing this is what it would look like yeah people lose their mind it was more like you know no no that means only right you got change it that's all all right creation do we agree yeah you could say that but I mean he was talking about it you might want to I mean should be right just something you know so not to get in a rat hole the reason why I was bringing it up is one thing that's clear and there's data I can there papers now that I've looked up is that when you look at boats that make large wakes waves whatever those boats are when you get further away from them those waves disperse or get smaller pretty quickly because they uh because of dispersion different different shaped waves propagate at different speeds and so are they called are they called or are they what would you call those are they ballasted well no what I'm saying is any boat any boat that's making a weight any boat all boats make weight okay yes yes so any boat that's making a wake which is any boat moving fast enough to be making a wake the further you get away from that wake the lower the Wake the the lower the Wake the less energy it has to to do damage what have you and so so with that in mind part of the part of my thinking I'm not saying I'm proposing part of my thinking was hey you know our Lakes you know we can't we couldn't say well let's just make it 400 feet well because then you're not going to be able to do anything you know our leges just aren't that big but my my question I just sat down and Drew and said hey if you made it 150 would that be possible would it be possible to do that doable right not I'm not saying you definitely want to do it and the thing to understand is when you start looking at if you start looking about worrying about wave energy from boats and you you then start to realize there's a lot of other activities that generate a lot of wave energy for example tubing because tubing involves a lot of high-speed turns and you know abrupt turns all the way around and changing speed constantly and so those things close to shore also create erosion issues yeah so so when if if you look at this and you go okay what's the one thing that's known to to decrease this aside from not making any waves the other thing that's known to decrease it is getting further away yeah and and so what I looked and I said you know is 150 feet of possibility and it looks to me that it's a possibility is 400 feet a possibility for us not really um and so my thing was you know how far do I think you could go and actually make it workable and enforcable yeah all right so I think if we change the word zones of creation Let It Go with that that's fine it's fine don't worry about it it's an idea yeah it's an idea that's the bottom line on this it's got nothing else that right I'm not proposing it it was wasn't the word introducing it says who's putting that out thought process throw some ideas on all these things we just got to think before we start making new rules here because R rules that aren't enforced already we don't need right right right I I wasn't proposing a new rule it was just here what would happen if you wanted to do this y yeah and I kind of looked the other point of that drawing was to show 150 feet is probably about the max you could practically do on our Lakes right because they're right in other words if you imagine saying oh our solution to the to the erosion from waves is to make boats stay further away from the shore the question is well how far away from Shore is practical and I kind of draw it and go I think 150 feet you know maybe it's 200 but it's not 300 yeah probably about 150 feet is about as far as we can go and have it be practical okay all right I think we we killed it we killed it let's go anything else because otherwise we got a motion to to adjourn I'll make the motion and a second Norm Norm all in favor oppos same unanimous they don't have to P okay and we are at 8:15 817 8177 all right thanks we're done see you good night all what we need is a guy that can come in and teach those viewers the rest of the
