first aid squad for responding and uh a lot of comments on there I was one of them and oh boy you don't realize you don't realize what's happening until you need somebody and next thing you know it's 11:30 at night and I got an issue at my house you're just you know you guys show up instantly I mean within minutes and you took a situation at my house that could have been boy could have been pretty bad and you turned it into literally a routine call where nobody was was even really thinking much about it after a few minutes transport to the hospital everybody's okay that could have changed my entire Dynamic of my family it's a big deal now um we don't know how to thank you guys truthfully because what you do is is as a volunteer work you see a lot of stuff um some really bad some not so bad you take get home with you every night you got to compartmentalize it you got to put it somewhere you got to go do your daily functions and then get back to work the next day and do it all over again so um from the township we we we just thank you if there's anything that we can ever do for you we will do because we can't function without you um and we know that you are the most valuable service to our residents because um keep them healthy keep them happy and uh we can't thank you enough so thank you for what you [Applause] do thank you mayor thank you honorable so first I want to say congratulations to our 2024 offic inad volunte answer calls so thank you all help res reallys Anders just like the rest of us so I want to say special group of people we a special organization cting 75 years5 you know and support us again I amble and proud serve as the president May our yes ma'am Chris budet cut announ that anybody up that m is just unless you directly into what's the matter now ly into the microphone just before anybody uh yeah goes congratulations to everybody I I'll keep it short tonight but thank you for all your service um to to to president uh and your officers you know it's certainly a lot of responsibility and a lot of work um but you guys keep the the the team running over there and you have a a pretty robust uh uh Squad and uh that's much appreciated for our angle and compared to other communities um it's a great asset so thank you all for you know the work to the new MTS good luck uh a lot of us in the community will rely on you and you're certainly not doing it for money or Glory but out of a a sense of service to your fellow uh uh neighbors so thank you uh I'll go uh I was a pleasure to uh be at your annual uh Gala it was a pleasure to do round one of the swearing Inn um it was uh it was truly humbling to see what you guys are all about you guys are a family um and it was it is it's comforting knowing that you guys are the family watching Springfield and thank you for all you do and uh whatever you guys need I'm here for you appreciate every everything you guys do yes I would like to also Echo uh my colleagues up here congratulations to our new members and our new officers um also uh for the families that are in attendance tonight thank you for allowing your significant others to uh take time away from home to serve others uh it is definitely appreciated we enjoy working with the first aid Squad you always have our support and welcome to the family and it's also nice to know that through the years uh people in this town being First Responders have met each other and been partners for life so that is I think we have two occasions at least since I've been here where uh First Responders have have uh decided to be partners for life and that's a great thing and that's just to your efforts and it speaks to the uh family and the commitment that you show not only to each other but to the township of Springfield and we're very very much appreciative of all your efforts thank you Echo what my colleague said up here but I've known Liz a long time a lot of years Liz I newer mother um this year I was part of a call and they were very professional they came to my house they very professional they very good and I can never thank them enough but any support you need you know I'm here been I'm around right right no not not the not you people up here I'm going to rescue everybody in the audience right there we've got some really exciting stuff coming about um Motorola and swimming pools and stuff um we're working on the mors Avenue sewer repair up by the Wine Library uh we've changed contractors to actually repair the pipe we found somebody else that is less money than uh the one that we had originally thought um our Township attorney has worked on an agreement with jcpnl which after tonight I will sign and send over to them after we pass a resolution on it uh that's the last step and then we should start getting scheduling to get that repair done uh you might have noticed there's a contractor in town called DAV resource is digging around a lot of utility polls they're coding them to try to stop some of the Decay and in some cases they're adding a brace above the ground and these are mainly on some of the older poles but again that's just maintenance uh between the weather and the weather events that we've had our DPW crew is out still cleaning and repairing storm basins as a mayor pointed out we're still removing Christmas tree if anybody has any puddle repairs and removing blockages from the streams we had a interesting that the couple of storms that we did have they were unique in that the temperature was so cold and there was no sun that salting the roads did absolutely nothing the salt just couldn't react so I don't know if anybody noticed it but we actually mix mixed sand and grit and applied that to the road to try to get some traction we're now going to have to go out with the street sweeper and clean it up but it was a safety issue it was the only way we could try to get the roads in a in a condition that it was safety wise it was pass so that's what we decided to do we're working on our pumping stations uh we've got some uh quotes coming in on those and we do have money set aside for that which is going to be significant we're probably looking at Diane what we get a grand for 1.8 yes so we're going to use that money to to fix a pumping stations that has to be done uh touching on our Redevelopment on our goms project the court has issued an order that we to hire a independent construction manager this is a a gentlemen that what we did is that our side supplied three ref three guys that we picked the Gomes people picked three guys and the judge picked somebody that he felt was was capable so they're going to be starting very very shortly and they will review the project they want to review the drawings they're going to see where we are at this stage from the time of we we demoed the building so he's going to assess to see if the the um the progress that they made has been reasonable and the the way that they're handling it are we going in the proper direction are we doing the right things in the right sequence so hopefully that's going to help us move the project along I think as everybody's seen he has made some significant progress we just want to make sure we keep it going other than that that was about it for the moment I think the weather really kind of took Center Stage for us question on the polls is that is that a cost that we are uh taking on or is that a cost of the utilities we're right we're having that discussion argument at the moment jcpnl says it's ours we say it's not maintain the polls no not to maintain them this is the ones that they drove through oh that that that you uh no that one I know sear no that's on them that's on them the the contractor I was just wonder yes I'm sorry no no but but the other one we are still we're still arguing that yes and we've put notes in the agreement with them that that reserves our right and I don't Craig do you want to comment on that at all yes sure there's one of the resolutions tonight is to um authorize payment for the reloc the temporary well the relocation of of the polls um the poll that went through the sewer line and but we've we're insisting on having provision in that agreement that allows us to you know as we assert and and and process the claim that we've made against jcpnl we're reserving the right to have that have that payment be reimbursed to us along with all of our other cost fees expenses any questions or comments I'd be happy to answer none for it nope all right thank you uh or we have uh reports submitted by department heads minutes and reports to uh there are none as of right now new business ordinances second reading there are none we will move on to First readings okay ordinance 20241 this ordinance amends the existing ordinances governing certain employment positions and establishes salary ranges and compensation levels for such positions within the township of Springfield uh I will make a motion to uh uh uh adopt ordinance 2024 d01 on first reading with publication in the local Source on February 1st 2024 with a final hearing on February 13th 2024 I will second that okay discussion any um discussion on this or any uh John can you give us some uh information on what is happening with this yeah these are these are nothing but ranges it doesn't mean that that's a salary that anyone is getting that still comes before the committee for vote before any salaries change it just allows us several years before we have to do this again when we make it too narrow we're doing it over and over and that costs us money to be able to do so that's all it is it's just ranges it doesn't mean anything other than than that so if we at some point if there's a raise to be given you guys still got the most uh inquiries to the township committee our Recreation uh and finance TC's decided to form a resident review board for each of them we are looking for seven members to join each Review Board and they'll be able to give input to areas such as the budget and sports programs we do ask that for finance you be a verifiable property owner in Springfield for recreation you only need to be a resident if you have interest in being a part of this please forward your letter of interest to resident review at Springfield nj. us the email address is res presid review at Springfield nj. us um uh can I ask a question yes why are we limiting the one to only property owners for finance yeah because they're the ones paying the taxes on it a renter pays taxes equally just through their rent I agree with they they they they have there's 30 something more than 30 plus appointment buildings and more coming I think they they equally pay taxes just in a different way and have and have a voice and might be a contributor and honestly might be a young person that serves in a financial Avenue maybe in the city and might commute that might have expertise so I I would look to amend that uh I well let's talk about it down real quick because the way the way I was looking at it was um you know apartments are rank controlled that's no we do not have rent tax paying they don't pay taxes to the township if you pay $200 rent mhm some of your rent $10 $20 $50 I don't know whatever a month goes to you're landlord who pays the taxes who pay the taxes so landlord isn't here I don't I don't live in Springfield yeah but I'm collecting I'm collecting they they collect taxes they receive services from the town they they're they're not excluded from the township right I think the easiest way is we evaluate the people that come in on these boards and well go yeah but we shouldn't be yeah we shouldn't be excluding a large segment of the population right I don't I don't disagree but I think we go through them and and we evaluate on a Case by case but we there was an announcement that is excluding individuals we shouldn't put that exclusion everybody's going to get evaluated if we have 20 something people interested we're going to eval valuate it on a Case by case basis we shouldn't be excluding it from the Geto just my thought hear that we'll think about it and you know re right I mean I agree with I agree with him when I when I read it I said wait a second I mean they they are taxpayers they suppose you rent a house you rent a house and say it's costing you 2,000 a month the land the owner of the house still pays the tax increase but that that doesn't mean that they don't get a say in in the operation of the township we have a lot of houses in and and and second of all through property tax uh uh savings programs that the state recognize that renters get assistance and have uh a portion given back to them for paying taxes if the taxes default they don't go after the rental they go after the property owner but they don't go after the rent town if the taxes default they don't go after the renter they go after the property owner sure but that's not what we're but if I'm paying rent and if you don't pay the rent the house gets defaulted on they're not going after you they're going after the property owner if I'm paying rent I'm voting in town on on for this Township you're you're an equal resident and you might have something to contribute and I I just do not think that we should be excluding a large portion of our residencies and especially as more Apartments coming in these are people that contribute to this community have expertise in the matter so they should be able to serve on on on boards I they can the recreation in my opinion Recreation is open because that is an open area to every single resident in the township so is finance they may contribute in other ways there's there's there's certain fees in town that people pay I I just do not understand it and that that's just not the direction that I would take all right so and I think the the there's three individuals on this committee that also agree with that you all three agree with it and we'll change it I agree with I agree with him Alex what do you want to do I think if there's any controversy I need to change it I don't I don't I mean I'll park it for right now but I'm not changing it right now so then let's park it all right I'll park it for right now we'll talk about a little more uh we have a little bit of a diff uh disagreement into who can go on to this finance committee um we'll settle that one out but if you still have interest in it send your a letter of interest to the resident review at the uh email address I just gave you and we'll take a look at it and we'll have an answer for you within a week or like the recreation board we used to have a recreation committee yes I I don't know what happened to it it was done away with with the previous Rec director when he left really yeah Mike yeah thought there m it was but his last year he got rid of it was gotten rid of but yeah I was like I was on it with you actually yeah and the only suggestion that I would have moving forward in terms of the process and procedure for these committees I think as you know as as the rec uh the rec committee the members on the township committee that are on bothe the rec committee and budget committee respectively I think should meet to um EST Lish some goals and establish uh some process and procedure for running those meetings for sure I would like to I think this is a great idea but I also believe that they do need some direction about what the topics are going to be discussed and what are the goals of the Committees are and I think those goals should be established by those said committees finance and Recreation so they can introduce the goals and move forward in a direction that was previously discussed by those heads of the Committees agreed completely agree completely agree with that I another question yes I'm sorry no let me to put you on the spot no this is what it's for go ahead um who's the rec committee is it's me and me you yes but suppose I want to be on the rec committee I can't go I can't be on it because have two members right correct correct I just want to make sure all right you know I just want to make like jny signing up for the committee yeah listen this is not something and I I'll tell you straight up this is not something where I'm looking to pad this thing as some kind of political thing or whatever I don't even have access to this email address the only two people have access to it are Linda and John so what's going to end up happening is that we're going to sit down at a meeting Linda and John are going to present us with all of the people who have a letter of interest in it and we're going to sit down and talk about it um I'll tell you that you know I I really would like a diverse group I see somebody in here already who I'm interested in putting into it Hopey he submits a letter of interest for for it I'm going to keep staring at him he's we're looking at each other um I I will it is he knows you he knows so you know but but that's what I want we're looking for something we're not looking for a bunch of people to come up there and do us a favor and nod their head and go yeah this looks good we are looking for V differences of opinions on this stuff and Mr Mayor on the contrary I I I believe and speaking for me and I'm I'm sure everybody agrees up here that this is certainly a viable endeavor based off of feedback that we've received from the residents both on the financial side and Recreation side and I think these are both proactive motions on your part to be more transparent and communicative with the residents absolutely so so while we're at it then I I would like to one because you know due to the rules here we can't get together and talk about this thing right privately right so I I will tell you that and and that's why I said give it a week yeah no no my opinion on this right now for finance is that like I said if the taxes aren't paid they don't go after the renter they go after the homeowner my opinion is if it's going to be finan which affects your taxes and so on I would like it to be like it to be property owners in Township also I would like to start with you rich what is your opinion and then go all the way down to Alex and then we can talk about it you know think about opinion is I really think that the reeners have should have a voice side may take two reeners you know out of the six just take I'm not saying six renters or eight seven whatever you said I mean take two this way you can get their opinion also because they're part of this town just as much as you Chris everybody is you know okay I mean that's the way I feel okay I I would like to quite honestly to leave it to the chair and co-chair to decide along with the appropriate Township Personnel be that the CFO on the on the finance side on the or the rec director uh on the recreation side again as part of their plan moving forward as far as their goals and direction of which they want to take it oh I don't think it's fair of us to pick them up and hold no that's fine I Town Hall can you please hold I think the decision would be most appropriately made with the corresponding Township with input from the corresponding Township employes who run those specific okay I tend to agree with Mr Huber I think is good policy um and I think I would encourage everybody to apply housing status IND I think a proportion of renters is good and Alex your St yeah I wouldn't I I don't think that we should be limiting it it should be based off of expertise and then Review It ultimately like committee M capid said so we shouldn't limit it we should evaluate the applicants who uh who come forward and based off of their expertise what they have uh to give should then make a determination okay so um I want before you it's funny you should mention this at this meeting I was at my grandson's basketball on Sunday and I was there there I wife kicked me cuz she didn't want me to say anything and there were people there saying what does the town do what is this no oh there are no Volunteers in town and I my tongue's bleeding as I left there my wife won't let me say a word but I I think this is a good idea great idea you know I think it's a very good idea because people in this town don't know right and I want them to know I mean you know I was really to say you want to volunteer I have five committees I'll put you on you know I could put you know apply for and nobody applies and that's the problem in this town right nobody wants to they complain they don't want to apply okay so the way this whole uh form of government works is right now it's 4 to one so um I'm going to back out of it I I actually think that the idea that Chris had was was fantastic and leave it up to the chair and co-chairs of Finance which is is Kaiser and laer yeah leave it up to them submit your letters we will all sit down and and go through it again but uh I will I will change that and um anybody who's a resident of of the township submit your letter of interest and we'll just go forward with that okay can you hear us louder Mr bartash can you hear us yes I can excellent all right hello Mr bartash who am I speaking with this is Mayor Chris Weber how are you sir very good first of all uh before we get off the topic I have to agree with Mr Kaiser uh that I hello still on are you okay we we lost to agree with Mr kaer I have to a tendency to agree Mr Kaiser uh I'm glad brought it up I am a renter and my rent a portion of it goes towards the taxes so I don't think that rental should be uh left out of that okay I I actually bowed out of it I I I I will I will defer to the other ones okay we're we're good with that um it is open to anyone now okay I have other question go ahead uh committe C and I back in 2023 uh the early part I'm wondering if the players uh that are in the raway River Basin have gotten with Senator MZ and also the engineers to rectify the flooding in those particular SS Mr Bartos can you repeat that he's inquiring on the rway river flood uh uh committee uh the the the committee has been ongoing for my understanding of in between me and mayor capes last year I think we covered pertinent meetings that we had to be at there's not necessarily much of an update at this time but going forward uh mayor uh Weber is taking our positions on that uh given that he specifically probably most notably lives in a uh uh the flood zone of town and and has taken on on that issue at times and has been personally affected so going forward I think he's been in contact with the uh the township of Milburn which takes the uh day-to-day lead uh through their uh Administration in in coordinating that effort were you talking to me or you talking to well that was enough update to you and to everybody um so if if you couldn't hear because you're necessarily on the phone I I'm on rewatch and replay it'll yeah we've not we don't have any new information on it no I'm I'm just trying to find out whether or not the mayors of the towns that are uh in the rway River Basin have gotten together within the last year with the arm Corps of Engineers to resolve the flooding in the Basin not with the Army Corps necessarily yes or no the the the yes the towns are coordinating together it's a no on have they had had a meeting specifically with the Army Corps because the Army Corps at as my understanding the last time that we've talked with them they are in the middle of doing further analysis and report I think it's going to be at one point it was a and and I really don't want anybody to quote me but it it wasn't within a year they were getting that to us and that was at the beginning of last year so there's still going to be some time before again this specific body meets again with the Army Corps uh my second question is uh when do they plan on continuing the streetcape on Mountain Avenue if that's a if that's a once again I'm on on Tech um that that that effort has been undertaken by uh the business improvement district I really don't know who I'm speaking with right now because committee man Kaiser you're speaking to committee man Kaiser so as as the board liaison uh to the business improvement district which in past years has taken on that effort to do the street scaping uh uh as of now I don't believe there is plans uh to continue that I think everybody is in agreement between the business improvement district and the township committee that presently uh uh the money spent to improve Mountain Avenue all the way down to choffies and up until about uh you want to say TD Pizza in the bagel store has complet it and to undertake a uh uh more of Mountain Avenue which is not in disrepair by any stretch in imagination and I think it is in pretty good shape and where there is not much foot traffic uh uh between say the firehouse uh uh and the high school it just wouldn't be financially prudent to do that now hey in coming years and there is a current budget process that will start in the next few weeks between the township and the business improvement district could further conversations happen that that that and and and maybe we change our opinion maybe but I think presently they're not going to focus on that and I think they're going to focus other efforts on helping businesses with marketing and and and and driving business rather than improving in front because I think those projects have already been completed I I I I think the next time that I call in and I think it was a very good idea uh the you started the Callins once again uh but my questions are not being answered at the meeting you you gentlemen are talking about renters reference the taxes Etc and uh I'm asking a question or two questions and it's not being heard uh over the meeting thank you for your input M thank you for your input we hear you yeah but the rest of the public don't hear me no it it it is
