sir thank you I have an agenda update I'd like to present to the council for consideration I would like to ask for a continuance of public hearing ordinance number public art be continued to a future date to be determined by our staff uh so many questions have been asked and we appreciate the input from so many people from our uh community that are interested and concerned about this item we feel like we just need to do some more work on it at least I do and I'd like to hopefully have a consensus from our Council to ask that to go back to staff for continuance at a date to be determined by them in the future I have a consensus I second there any objections I have one go ahead um I would like to be continued to the next meeting because this has been seven years to get to this point I would I would like not to be like some date in the future like you know because it took months for it to come back I mean I'd like it to be at the next meeting well I'd like to just I'd like to for the counsel or for the staff to have whatever time they need but hopefully facilitate as quickly as possible without having to F the pre the pressure that you got to get back to the very next my personal preference so uh I'd like to make a motion that it be continued and that the staff be given the opportunity to bring it back as soon as possible uh at a future date when you have done your America was founded on the principles of religious faith and freedom and throughout the history of our state and Nation we have humbly prayed for guidance and comfort where needed and have given thanks for the many blessings which God has graciously bestowed upon this nation since its Inception and whereas prayer is regarded by millions as the most important utterance for mankind for its benefit and the National Day of Prayer is a day set aside by Congress for all Americans to pray and reaffirm the spiritual principles upon which this nation was founded and whereas in every state Across America the observance of the National Day of Prayer will be held on Thursday May the 2nd 2024 with the theme lift up the word light up the world based on the verse found in 2 Samuel 22: 29-31 which says you for for you are my lamp O Lord and my God lightens my darkness this God his way is perfect the word of the Lord proves true he is a shield for all those who take refuge in him and whereas across our nation and the world on May the 2nd 2024 Americans will unite at specific times in prayer to acknowledge our dependence upon God and to ask for forgiveness Mercy Grace peace and direct our paths in the days and years ahead Randy law is the coordinator for oilla County National Day of Prayer and I'll give you the opportunity to say a brief word yeah we would like to invite everyone from 12: to 1: uh they will be praying here in St Cloud at the Basin Pavilion uh there will be Brenda's going to be over that area she's going to have they're going to have music and prayer different pastors just come and just be with Brothers and Sisters in Christ together this nation was founded on Christian principles anyone who's lived in GMI and St Cloud for a long time we've seen a lot of changes and not for the good and it's not these councilman's fault it's called a lack of prayer it's called the lack of honoring Our God we got comfortable God blessed in the United States got comfortable and we've forgotten where our blessings came have you ever had a a friend that you helped a lot and you helped them Reach what they wanted and then when they got to the top they forgot all about you because now they were in the crowd it's kind of what I feel like America has done so we need to get back to our Basics so I encourage you to come and pray ask the Lord to forgive us to have mercy and Grace because there's a lot of crazy things happening in the United States that I never thought would happen so I know that what's happening in the Columbia University I thought it was happening in Columbia the country when I just saw real quick yesterday it's like that's not my America that's not not my United States thank you it's be a weir picture thank you at this time we'll have a presentation by The Economic Development Division regarding the quarterly Economic Development report good evening antronette Forbes economic development director I intend to provide the corly report which reflects June excuse me January through uh April it's been some time since I've given the report um because I did not give it at the beginning of the year I wanted to let you know that these first couple slides will give you a reflective of year toe and how we've changed um so for our business tax receipts you'll see that we have increased from originally 1,300 to over 21100 registered businesses in the city which reflects a 40% growth in 4 years you will note that there was a decrease from um 2022 to 2023 um some of that could be attributed to a lot of the companies were uh requiring people to no longer work remote and brought them back into the office so people who had homebased jobs are now returning back full-time it also reflects the fact that we had about 78 um delinquent btrs that are now reflected in that number our certified reg um excuse me our certified business registrations which are businesses that are registered participate in state or federal contracts one of our goals in our business plan is to increase those numbers so we have been steadily increasing throughout the year so you'll see in 2020 we start with 19 we now have 29 dbes which stands for disadvantaged businesses that would be women owned businesses veteran owned businesses V minority owned businesses and the 299 would be certified businesses those are businesses that can now qualify for those state and federal contracts that is a huge um increase we've had from 2022 to 2023 which means our message is getting out there how important it is for our local businesses to make sure that they qualify and are available for all Contracting opportunities not just um with St Cloud's a vendor but also at a federal level our homebased businesses we have now um at 694 as you see when I talked about um business excuse me individuals returning back to the workforce and therefore um not necessarily having homebased businesses as much this is reflective of that number our commercial development in total we have almost 700,000 square feet with a um a value or an assumed value of over 1297 million our CRA tax flow value has also increased 29% Over The Last 5 Years um which equates to 124 m81 18,9 $60 since 2005 for our employer overview and I want to be clear that this represents the five ZIP codes of St Cloud so a portion of this will also include unincorporated but you'll see that the Region's population increased by 20 excuse me a little bit over 23% since 2018 and that it increased 133% 13.5 between or expected to increase 13.5 between 2023 and 2028 also jobs in increased over 18% for those zip codes and that outpaced the national growth rate by almost 15% our top three Industries remain restaurants and eating places education and hospital and of course local government which reflects uh the city the average earning per job is 58,300 which is unfortunately below um the national average we also completed our biannual uh Business Report it's by anual because now we do it every 2 years so that we don't get survey fatigue from our businesses so we sent a survey out to all the businesses that we had registered email addresses for um which represented a 2% sample size so that was only about maybe 48 or so businesses participated we did try to Danga carrot and offer them a $5 gift card to one of our local coffee shops to participate in it and so uh part of that we noticed that there was a a trend in terms of um the overall perception of businesses from the city of St Cloud is that the perception is increasing on um the ability to do business with the city however they did note that lack of access to Capital still remained their top challenge to growth uh it's also worth noting that unemployment had reduced um from 5.8 to 3% since last year uh and that we were ranked the again the top 100 best place to start a small business for the third year in the row by wallet hub under financial assistance we offered um small business grants through our cdbg programming so we awarded a total of $3 28,100 in cdbg funds which went out to 17 businesses they went out in um increments of two so they got the first half UPF front and then they got the second half once they proved they retained at least one full-time uh full-time equivalent job by a low-income person we also under technical assist assistance expanded our Outreach and we partner with prospera which is a SP Spanish language version of the Small Business Development Center they offer technical assistance one-on-one training to businesses to help them start a business business planning seccession planning what does that look like um to get access to Capital how do you register your business and we hosted it at the marina in terms of business attraction we also partner with the national entrepreneurship Center which host is the central Florida International Trade office they have a new program manager by the name of Roger cologne he is instrumental in helping the SI City connect with our export um countries he also is instrumental in helping businesses learn how to become certified so that they can then export we also um partner with the Hispanic chamber and with their ignite luncheon which highlighted Hispanic owned businesses for the year that proved to be exceptional and then through our business tax receipt Grant we also gave out three last year that Grant reimburses new businesses in the CRA area or there are participants in the monthly market for their BTR and um City fees as well as County fees up to $100 under business attraction we also took our show on the road so we had speaking engagements both at Florida Main Street Spring quarterly meeting at the Oola realtor's government staff breakfast and at the ccim Florida Central District commercial realtor estate update um last week I think it was we did our how to do business in St Cloud Expo we made sure to call it how to do business in St Cloud and not with St Cloud because we invited Our Community Partners to be participants in that Expo so there were almost 30 um participants including City internal departments but also resource providers such as um Career Source growth Florida OU um Hispanic chamber African American chamber the veterans entrepreneurship initiative um the central Florida tourism oversight District which is formerly Rey Creek also participated in it so it was a really great opportunity for people who had businesses or thought about starting businesses to learn and see exactly who's the point person to help them get over the hump and get their business started we also hosted the uh Hispanic chamber with Cafe with members event in our lobby um there was a about 50 55 or so businesses that came and uh actually saw our lobby for the first time and didn't know City Hall was here so that was a really good opportunity for us to connect with some of our businesses and then we're also partnering with VII on their veteran business Summit which is an opportunity for our veteran owned businesses or veterans who are thinking about starting a business to learn what connections they need to get started including uh connecting them on federal contracts also under business attra fraction we have our newsletter so our newsletter which currently has over 4,000 contacts have has increased since last year by over 2700 new users um as you can see our open rate is 52% which is phenomenal because on average last year it was about 23% also um we have our website Center place for business which we found out last week won an award with the fedc which is the Florida Economic Development Council it is our first fedc award and it was in the category of marketing and Innovation for our website Center place for business oh and that's it so that concludes your quarterly update I'm available for any questions well we certainly appreciate all the work that you and your staff have done to uh impact our city with economic growth and we know you've done an excellent job does anyone of the council have any comments or questions you'd like to ask councilman Gilbert uh we appreciate all your hard work those numbers are staggering when you look at the growth uh and seems to be they're keeping up with that also right absolutely we are we are growing exponentially and our business numbers reflect that as well thank you for all you do thank you thank you Mr Harmony yet um he is parking at this time so maybe we could have the citizens Forum first yeah let's go ahe and do that uh we will have the legislative update the record and we will ask that you limit your comments to 3 minutes Douglas berghorn very good my name is Douglas berghorn I live at 301 Connecticut Avenue and been a resident of St Cloud for 35 plus years uh about 20 years ago my daughters and I stood before the council when recycling was unceremoniously cut and showed statistically how Not only was it a financial Break Even it was a profitable for the city those in that information although it's 20 years old is still viable except it's tenfold greater so I found out by other means that we pay somebody to hollow away our Recycling and they make tens of millions of dollars based on statistics from our recycling we stopped recycling glass glass is 100% recycling recyclable when it goes to the dump are you ready for this it takes up to 4,000 years to break down so we dump in the landfill we don't think any more of it but it takes up to 4,000 years they're still uncovering biblical glass that's in perfect condition 3 4,000 years ago we don't recycle roofing materials 100% recyclable takes 3 to 400 years to break it down it turns into new shingles turns into new asphalt paving turns into roof coatings it turns into Foundation Coatings we don't recycle drywall and plaster 100% recyclable why don't we do this because we don't styrofoam oh it's not recyclable nonsense it's 100% recyclable but it's not convenient Lumber 100% recyclable but we put it in the ground and not only does it take 40 to 100 years to break down it attracts these little bugs called termites and they grow in Faster carpet 100% recyclable we don't do that carpet padding we don't recycle that tires we don't recycle that in the state right now every university has a degree in recycling and it's not that it's just profitable it's not only profitable financially it's profitable for this Earth that we all live on not for us we'll be long gone before this stuff even starts breaking down it's for our children and our children's children and our children's children's children and some and the if you do the process right you may not make money from recycling but it'll cost the city nothing to recycle we won't be sending out a million to to have it picked up we will be breaking even and in breaking even we're making money so I suggest to the council to set up a committee to check the liability of doing just what I said having a committee we don't have somebody in this count in this Council in this city that handles recycling it's just thrown off Toto somebody else so I suggest we put together a committee to see the viability of what I've just talked about thank you thank you very much that's something you you could help us work take a look at um I volunteer to be on it if the city council would like us to create a committee or I could have our Public Works director give you an update at the next meeting about how our program currently Works um right now I know that what has been an ongoing issue we don't have the infrastructure set up to separate the different Commodities we don't have contracts for the sale of it that that we're not set up to do a business like that if the city council wanted us to do that at times there are people who are willing to buy the different Commodities um that's why we work with the um group in Orange County we do ship it to them they have the system to separate it and it helps offset our costs years ago we used to make money off Recycling and then we started losing money on um certain Commodities such as glass um and and so that's why I think countywide there is no recycling on on glass um but I think it would certainly be helpful if you could bring back a report of the process so that we can better understand that whole process and the challenges that you face and uh why or why not uh recycling the kind of items that he talked about is not a viable issue for our city thank you are there any objections to that thank you very much Katie ramban or you help me out that young lady okay did I did I get close you did good evening it's k ramban ramban um my name is ktie Raman I 2691 Meadow Edge Loop and I'm here tonight just to inquire about um the current status of the waterport rental companies at East Lake too um I know that the Riverboat is over there um with their agreement and I know you previously had one in the last year with another jety rental company that I believe is no longer in business and I just wanted to see the status of what that looked like now and if you guys were going to renew if you were open to renewing with a new business or anything like that so I was just here to inquire about that like to ask our city manager to address that yes thank you uh we had a workshop recently with the city council and we did discuss whether or not we wanted to pursue additional franchise agreements or renew any of the agreements that we did previously have the two that you mentioned at the time the direction we received was to not renew the franchise agreements that we had and to not move forward again with the jet ski franchise okay do you know was there a reason why or anything I'm inquiring because I am a business owner in in the city of St Cloud or uh Oola County and I was just interested in I I had reached out to some of the uh Recreation uh supervisors directors and they had told me to come here you know obviously and address it to you guys just to see you know if there was any you know way to get it reconsidered or anything like that so CU I know you had only did it for one year year so you know I've been in business for four years 800 almost 800 almost five star reviews uh maintained our five stars uh over four years which is very hard in this industry I'll say that um it's a very hard industry to maintain we know that ski rentals are not or jet skis are uh hated upon unfortunately in in a lot of places um however um as a rental company we are super super safe um and we pride ourselves in that that's why we made maintain our five stars and typically we are the ones who I I know I've partnered with uh I've actually been in different cities as well with the police and things like that and we actually go out there with our rentals um and and we knew the company beforeand as well and I know they did the same thing but we um typically are kind of like another eye on the lake as well so and where we don't want to cause any Havoc or anything like that and haven't so we just wanted to kind of show my face and say hello and see if there was any reconsideration possible since it's new well we'll run that back to the council I mean to the city staff and uh if you could have staff get with her on that yeah I I'll have the Parks and Recreation director explain to you all the reasons why staff did not recommend pursuing this yeah I would love that yeah just to have a little bit more insight would be great so y thank you very much thank you appreciate it have a great night is there anyone else to talk about a legislative update good evening uh thanks for your patience uh for some reason the GPS took me through Lake Nona and the minute I told someone I walked in they said well that was your first mistake um um a lot of traffic on the way there so thank you for your patience and by the way members and Veronica I have my assistant wanted me to not leave these These are little directories that you can use uh if you need to contact I know you know how to reach our locals but just FY I leave those so um we had another good session and I'm here to to go over that and talk through some of the things that occurred um and of course answer any questions so I'll move through these slides quickly and then do my best to answer any questions and if I don't have an answer I'll make a note and we'll look it up and get you the answer soon um so Wrap Up Normally that'd be a picture of me but you can see me that's that's who I am Chris Cary meet the players good those are the photos that are more important so it's always helpful for for y'all and maybe the folks in the audience and anyone watching on TV uh to just know who's in the room making decisions that kind of helps guide what occurs in Tallahassee so I'm pretty sure um regardless of your politics everyone knows that top left there that's the governor of the state of Florida Ronda sanis um the other fa may not be as well known so we'll go through those jamesm excuse me uh Chief of Staff um for a while there he was not on the chief of staff role he was actually chief of Governor desantis's presidential campaign um he left around September of last year to help on the campaign and then came back when uh the governor suspended his campaign in the interim Alex Kelly who's now Department of Commerce Secretary was the interim Chief of Staff so he he was sort of um well I don't think he was running things from behind the scenes but but like the governor was certainly keeping a pulse of what was happening in Tallahassee even if they were in Iowa for most of the time Peter cutterman legislative affairs director uh the person previous in that role that you probably remember was Stephanie calois you probably recognize that name if you've been reading the paper she's now the head of the cftd Central Florida tourism oversight District formerly known as REI Creek um she's got a County Manager background a DOT secretary probably a perfect fit for that role running that District but she used to be the legislative Fair director for the governor before she left to help on the campaign and now Peter's in that role Chris Spencer office of policy and budget director that's the governor's right-hand man when it comes to both policy issues and budget overall and working with the plaza level former Alum of our firm as I always like to joke he went to help on the transition team and he just never came back uh so he's been with the governor five years and now he's recently appointed to the SBA which is um the the state's pension fund if you will so he's going to be overseeing all those Investments I think you know the cabinet um uh Wilton Simpson Ashley Moody Jimmy Patronis um when these folks wake up in the morning and get dressed in the mirror they all see future Governors that kind of lets you into the politics of of how session will go um and there's other folks that see future Governors when they look in the mirror in the morning in the state so that's the fun part of this job uh but they they had various priorities that they pushed and they were part of what we were doing in Tallahassee Florida house Paul rener speaker of the house um out of the Palm Coast Area as veteran lawyer Tom leak budget chair out of uchia County not too far from here other person of note at least for this session and going forward Danny Perez rules chair but more importantly probably speaker designate he's out of Miami Florida um and he'll be taking over November assuming the Republicans maintain control of the house which would just be 61 votes they need to do that and the Senate Kathleen pasido Senate President uh also an attorney she's out of Naples Florida uh interestingly uh when you think of pass presiding officers usually they're done at the end of their uh two-year stent but in the Senate sometimes they get 10 years instead of eight because the way that it works with redistricting and if they get fouryear seats she was one of those that got a fouryear seat during the last run so she's actually got two more years and she said she said she intends to stay which will be interesting because a lot of her priorities some of which we'll talk about today will probably be even stronger going forward because she's got one of the 40 votes in the Senate going forward uh Dennis Baxley out of Lake County not too far from here was the proem uh and then the last person on that top column uh of probably the most importance for this conversation has been all Britain majority leader at a PO County Highland area uh but also president designate so he'll take over in November as well assuming the Republicans have at least 21 members after the November election all right Future Leaders just to put on your radar we already mentioned two but Jim boy Jay Trumble in that order are Future Leaders in the Senate Jim is out of uh Manatee Sarasota County area uh Jay Trumble is out of the Panhandle area in the house you have uh Sam Garrison who's out of Clay County and then Jennifer Kennedy uh out of P County making history in two ways right first time P County for uh for the grand history of Imperial PK never had a presiding officer interestingly enough at either chamber had some budget shares but also uh and many of you know this first female Speaker of the House assuming that stays the course and this is because of term limits and it it seems as if Florida is strongly Republican I mean that could change in any election cycle uh they tend to project out who are the leaders going to be because they know they're only going to be there eight years in the house or Senate so that's how they know some of these elections going forward just like the folks running for the house now and the Senate now to be freshman members of both Chambers are already kind of quietly trying to figure out who's going to be the leader of that class so this is who some of the Future Leaders are you know these faces so I won't go through them uh and and by the way for y'all and members of the audience this this these slides are available and just ask for them uh if you want to read some of those names but um I will point out the um at least in Kristen Arrington seat she's running to replace Victor Torres so that seat's going to open up and then uh Victor Torres is Turing out so seat will have a new face next cycle for sure and then of course the magic of Elections you never know who who's going to win so could be all new faces for all we know we'll see um all right the budget well let me go back real quick I will also want to point out um and we'll talk about Appropriations and others you we have a great delegation right and it's a mixed Republican Democrat they work really hard anytime me and members of my team darken their doorstep and ask for help on issues of importance um from the Ula County St Cloud basis um what do you need when can we get going they're always excited to get working on issues of importance so I just when you see them around town in the grocery stores at the restaurants be sure to thank them because they are working hard on your behalf it's not easy uh to do that job over there regardless of which party you're involved in it's supposedly a part-time job but don't tell them they feel like it's full-time you guys I think know the know the feeling all right so the one thing they're constitutionally required to pass every year uh in Tallahassee is a budget so we'll go into that quickly um here's some of the bill actions uh that kind of relate to that they 1900 bills only 325 passed as you know one of those is the budget got this is I need to update it more recently uh Governor's approved about 70 plus now and he's vetoed a few and we'll talk about one of those but that's kind of give you a snapshot of session and here's the budget it was 11746 the rumors were that they were going to send it to the governor at the end of this week and he need to have 15 days to act um there's also rumors that there may be a special session around immigration and a few other issues this year and that is a dirty word with legislators they don't want to go back to they're all either on the ballot or they're done either way they don't want to have to make that Trek back up there but there's talk of a special session coming and so as a result we're hearing the budget will be delayed till after the special session that's an obvious reason you can't take the politics out of politics votes are easier to whip and and and leverage if the budget's still hanging out there um on these issues so but let's take a look about what that budget looks like now before the governor gets a hold of it trust funds 681 billion uh to sum that up essentially these are some of these funds are already spent right their Federal draw down or trust funds that are come through the state legislators don't have a whole lot of authority of what to do with those unless they're going to break federal laws or what have you gen revenue is where they have the more flexibility and that's that's Topline revenue from our sales tax and other areas about 50 billion and then this year they put reserves in 10 billion or they up to 10 billion so a lot of that is from unallocated they could have had a budget as big as 130 billion but they chose not to um this is in pie chart who don't love a pie chart so there you can see no surprise in Florida Health and Human Services one of our largest of expenses with our population education which includes k12 and highed um transportation tourism Economic Development the biggest chunk of that with 18% is that it's the road fund which is about 13 billion now and I'm sure you'll have questions or ask me in future years to work on some of that not just because I had to go through Lake Nona but we have that Turnpike over there that we'd love to expand and we could talk about that but then those are the rest silos quick highlights from the Health and Human Services one you can see that or this is actually yeah live healthy the big one on that was 7 717 million some of the cool things in that was residency slots we've got these great Med schools in the state including one down the road but it's hard to keep them in the state because we don't have enough residency slots and once they leave the state they don't usually come back this will now keep them in the state some more expansion of tella health and some other things criminal Civil Justice that's about normal for their budget the big thing is they put 100 million in Correctional Facilities they want to um a lot of them and are very much in Decline um and they need to make some updates there education um really record spending across the board um so you can see those numbers there um and then Transportation tourism Economic Development I don't know why that slide cut off but 20.4 billion like I said Road funds A big one other things to point out visit Florida fully funded at 80 million and that's all in recurring dollars which is Big so they they're more likely to stay in future years obviously tourism is important in this area as well uh job growth Grant fund funded again for 75 million that's the governor slush fund if he wants to do an infrastructure project so if we're trying to recruit a big business here but we know we need some uh some some some fiber optics laid or some a road built or some sewer into that area to make the property more useful those are things we can go apply to the state and they'll take a look at it how many jobs we're going to bring and what have you and we can get those funds agen General government you can see those um water water water water this Governor has been the water Governor he's put his money where his mouth is um that bill you see to the right 1638 uh those numbers there this is a fun one I don't know if anyone you or anyone in the audience likes that hard rock app where you can place a bet on the magic to win tonight I hope we win um the uh so here's what that bill does 1638 it says 96% of the revenue the state gets from the gaming compact that includes the blackjack tables in Tampa and Hollywood or on the phone app when if you make a bet um 96% 96% of that's going to go to the state and it's going to be broken down like that those are hard numbers it's actually percentages it's about 26% for those first three bullets and then the leftover goes to water quality but it's an up two on those first three as well so those will Max at 100 million land acquisition uh Land Management and resiliency the water quality one will continue to grow because it has no cap on its percentage so that because my guess is gambling in our state as we grow with tourism everything else will continue to grow in Revenue so pay attention to that uh if anything that just completely marries it up to the state and will make this C compact as rock solid as it can possibly be going forward because no one's going to want to mess with the water funding all right local projects you're aware of this uh I've been spending more time than pretty much other projects and you're like I bet you say that to all your clients but this is true uh because we know how important this is we've been working with the governor's office I've had more conversations with Brian Mims Cody Ferell go down the list of some of the governor's top lieutenants when it comes to the dot side to make sure this is safe um and we'll continue to have conversations because again we kept hearing the budget would get sent to the governor later this week which meant we'd be on the 15-day countdown um sounds like that's going to be delayed so we're going to keep working on that uh I I'll do my best to make sure those members I showed you earlier all vote where they need to vote on immigration whatever that means to help us get our budget through bottom line is we continue to make calls because we know this is supremely important to the community um and to y'all as we go forward so but for now we'll celebrate it's in the budget not every this was a tough year for budget for local projects because the governor wanted toll relief and other things and so we're very grateful this got in and again like I said Thank your members especially representative Stark and Senator Torres who helped get those cross the finish line um tax package I apologize that one bullet at the top is incorrect it's actually down to 2% but the rest are all correct we're having another hurricane preparedness we're we're actually breaking it up into two um because you know hurricane season seems to keep going in our state back to school sales tax holiday Tool Time sales tax holiday uh and then people confused the toll relief that got talked about in the tax package is actually was just in the regular budget in the back of the bill the reason it got mentioned with the tax package is because they funded the toll Relief by taking some of the stuff out of the TA P tax package that they wanted to do here's some leadership priorities just to put on your radar and then we'll get into some local governments one you probably heard about this social media the first version hp1 was vetoed hp3 ended up passing well ultimately pass put a ban on social media in the state for um 13y olds and then for 14 and 15 year olds only with parental consent um the original version had a ban on anyone under the age of 16 the governor wasn't comfortable with that he thought the pral engagement and the other thing that the first Bill did that the second one didn't is there's no age verification on that um the governor had a lot of concerns if the first version of the bill would have passed all of you all of you would have had to somehow verify your age the next time you wanted to get on Instagram Facebook or anything that's considered social media that didn't sit well with the governor as you recall during the presidential campaign he even called out Nikki Haley one of his opponents because she wanted to verify people on social media so that got vetoed um what they ultimately sent him is what I told you 145 parental consent 13 can't do it uh no age verification needed it still will get sued federal law says 13 is age of consent for for those kind of apps um and so they will some groups will probably sue and say that that doesn't stand up to First Amendment but that's where it is now we'll have to see where it goes going forward uh presidential priorities live healthy package you heard of live local I know you heard of that one um this year she broke it up into live healthy and learn local the big thing on live healthy and I kind of touched on it earlier with the 700 million and funding is um a lot of residency slots it helped our free and charitable clinics by changing their threshold of who they can share serve it created an innovation fund uh with 50 million uh essenti tied excuse me 500 million tied to it which is like a revolving Loan program so if any of you got a great idea in healthcare or someone else you can go to the state now and get a loan that would be very interest favorable such that you can monetize and and go build out this health Innovation um the whole idea to make access better and then this one the slides aren't loaded but yeah I'll go back this was the learn local so they there's as you all know there's been a lot of conversations over the last 10 years in Tallahassee that has moved towards supporting Charter Schools or supporting private schools with vouchers last session they had hb1 which was the vouch Universal voucher bill that allowed pretty much anyone to qualify for vouchers for any Private School uh with only a few exceptions um president pasido and others asked the question out loud of we we always say our traditional Public Schools can compete for the students what we don't need to worry about them but if you ever looked at the size of our state statute books for um for for education I heard I was watching the meeting or listening to it as I was driving here and we talked about prayer and and the Bible the Bible's about this thick with most you know uh versions of it that's about how thick our statute books are with smaller font for Education it is a thick book that has tells you what you can or cannot do on just about everything the president asked the question out loud of if it's not required of the privates or the charters why requirement of the Public's and they took a lens of is it unless there's a safety issue or some other Federal funding issue that we can't control maybe we should remove some of this so they did a lot with that bill a lot of it was around curriculum testing so you'll probably see less testing going forward if a school district does so um it also did it around financing right there's some funds that are capital only some are only operating they're allowed those to marry up a little bit and also some more flexibility on how they deal with unions and negotiations what they pay their bus drivers we know those are hard jobs to hire these days all in all I'll tell you it was seemingly well received by everyone I think the long and short of it will be though is across the State of Florida our school districts actually look pretty similar right the students might be different depending on the part of State you're from um but the the the curriculum everything's the same I think you're going to now start to see a little more difference between school districts because they'll have the freedom to do what they think is important within their school district to some degree so we'll have to see where that goes but that's where that's going now Municipal utility good news Bill died but I thought i' put on your radar had a lot of conversations with your very competent attorney to my left about this issue in Veronica as well because obviously there this could have had some impact on some of your relationships with your power providers so I say it died to just let you know but it will be back some some legislators have sunk their teeth into this and the names up there they not going anywhere Jason broer and representative Demi busat Cabrera we'll continue to work with them to make sure that if and when it does pass it's a it's a it's at a posture that doesn't have much of any effect on us or or at least minimal effect right so we'll keep you in the loop on that but just more for situational awareness there's another one tangentially related dealing with water sewer utility rates and fees and charges that also died but again same story um as the other one they're they're coming after search charges they're coming after transfers and and that will have impact on people that are in cooperatives or collaborative agreements with other power providers so on your radar environment this one just to to point out I know a lot of you when you're walking to your car late at night you may hear some footsteps and you're wondering is a bear following me um I have good news you can stand your ground now to that bear um so there I got my laugh uh so this is a real thing probably more in in areas that borderline think oala national forest and others this is a real thing in Florida bears as you know will break into your garbage they break into houses if they can smell food and they're hungry it's actually illegal to shoot them even if they're in your house because they're protected species so this bill through through a lot of interesting debates and people using puns uh and Partyline votes in some cases did ultimately pass there's there's a lot of rules around it right you can't just leave a bunch of raw meat outside your house and go the bear showed up I decided to shoot it obviously that's not allowed but this is now passed signed there you go um just thought I'd let you know issues with impact affordable housing this was a live local tweak so something to pay attention to and I mentioned president pasido is coming back for two more years I think you're going to see more and more tweaks on this uh they recognized that it wasn't perfect and there was you know this this put a lot of burden on local governments counties and cities so what they ultimately passed this year was minimal but they did do some tweaks in there for example um they they realized it the height restrictions right some developers were getting clever and if you gave an exception to someone for height but no one else they were using that exception as the new height that they could build up to hope I don't know if that's happened here but that was happening in other places so they made it clear that no no no the exceptions aren't the rule it's it's your traditional height is that's the rule of where you go to little things like not within certain distance of military bases not within certain distance of airports one thing that almost got to the finish line but didn't get there was they were going to remove industrial from the classification of areas that they that you guys Veronica and team would have to just give them authority to go build into without any questions there was some push back from some interest from South Florida and others but I do know president pasido or soon to be immediate past president has hinted that she's going to continue to look into the industrial side or try to come up with Creative Solutions because I don't I haven't looked at your map in a while but most cities only have so much for industrial most counties only have so much for industrial and that's very much in high demand as Florida grows its its manufacturing base and others um and it threw the market out of whack right uh because it's it's a lot cheaper for an affordable housing developer to go buy an industrial lot than it is in a prime residential or you know the right zoning uh for affordable housing so they're looking to do more of that but this is what passed um and was signed it also put some more money into Hometown HERO program which is down payment assistance for um first-time home buyers so um died will be back we'll put it on your radar Pro sovereign immunity this is one um under rener and pasido they were um very yeah I'll just say anti-t Trial Bar they were very much into tort reform and you saw that last session with a lot of measures going through meant to cut our cost on property insurance we'll wait and see on that one but on torts and other things um and as a result sovereign immunity which the drum beat was getting louder and louder if they wanted to raise the caps on that It ultimately died this year because I don't think rener or pasido had an appetite for something like that some of their leadership speaker designate Perez and um president designate Al I wouldn't call him trar friendly I wouldn't call them tort reform Advocates either I think they're a little more neutral on those grounds as far as how they're going to approach this so I point that out and it will be back and it'll probably have a little more momentum going into the next two years of passing and it's then the question question is what version passes the more reasonable 10year CPI increase from the last time they did this which would raise the Caps to around 3 400,000 or 4 500,000 or what some have suggested raise it to one and two million which would be really drastic I don't obviously I'm preaching in the choir here and would also probably create a new market uh for trial lawyers that advertise So It's Tricky there but something we're paying attention to property tax exemption increase that didn't make it term limits for County Commissioners just put on your radar because you're in a county that has ter no term limits that that what the thing that killed that bill was just the fact that they couldn't agree whether it was 12 or eight and they they got into a fight between the House and Senate and then whether to do a compromise which would allow a referendum to the citizens to say do you want term limits and if so would you write want 8 or 12 it was getting a little convoluted but that's going to be back and then finally tdt revisions there was a lot of discussion of things to do with tourist development tax um and they ultimately scuttled it but in favor of next two years we know the house is going to take a very um start from scratch look at tourist development tax I don't think they're going to get rid of it but I've heard such things as they would allow it to be spent regionally um or potentially um still county by county but have it be a gubernatorial appointed board that would make those decisions uh that scares some people right uh not that they have problem with the governor but just more like it takes some of the local control out of it so we'll have to see where this ultimately lands but they are going to have conversations about that um key dates you're you're familiar with these were wrapping up this week on qualifying for congress there's been a few surprises uh around there um as but as well State Attorneys public defenders also qualify this week then June uh if anyone's on the ballot here or County they know that's coming up for qualifying and then um the primaries August 20th elections generals November 5th reminder it's presidential year there's also two uh citizen driven ballot initiatives on the ballot that's going to drive turnout and then of course there's a couple from the legislature that'll be on there uh with that questions or I can get out of your hair counc morinii thank you thank you for the update um I wanted to ask you there's two items I think floating around one of them was almost $3 million for East Lake too and the other one was I think 1.26 million for North Lake the north lobe of West Lake too and down do you have any updates on that I think the 1.26 million got cut to like 640,000 is um but I didn't know if anything had happened beyond that I will get those two I think I think they both made it into the budget I think the three million might have been at the full amount I got to double check that you're right about the other one I'm pretty sure that got one trimmed down a little bit the water so a little bit into the the the the Intrigue of session there were so on that 1.5 million sometimes it's better to be lucky than good that we got the house really jened up on it and they were they put a lot of money up front um there was this expect as the end of session would come that there would be the sprinkle pot that's what they call like when all the budgets negotiated they throw more money in some projects that were half funded can get raised up others that weren't funded at all can just magically you know come back um but when the governor asked for $450 million for toll relief some of that got eaten out of the tax package and then some of it got eaten out of um that sprinkle list and the water list because the water list is the one thing that they released last in conference so it's sort of a you find out if you're alive or dead at the same time because there is no like begging later to to bump it it's just you're alive or not um and that's the amount and it it seemed and I didn't do a full like compare and contrast but a lot of those projects came in at half amounts um or or somewhat less or maybe slightly more if they were presidential priorities or the budgetary priorities those were obviously funded more that's just how that goes but a lot of those got cut and because it was the when the governor asked for the 450 million it was well after allocations had been established and they had already started negotiating the budget so it wasn't you know a lot of times it's funny money they can just come up with something they had already agreed of what they were going to spend how much they were going to leave in reserve so they they didn't get to just oh we'll just spend another 450 million it was no we got to find a way to cut that from other areas so the tax package took a hit so did the sprinkle list and it would appear I don't have any facts I didn't hear the president speaker go that's where it came from but it sure looks like the water list is the one that took the most effect and so instead of cutting projects they just cut meaning the the number of projects they just cut those projects amounts um the good news is water projects by this Governor typically are approved it's not 100% approved rate over the last five years but typically he's been more hesitant to veto those than others so if they're in on the water list more likely than not that they're going to make it through and the other good news and I would say this just for the city um and as we partner with the county on things I mentioned that slide about all those water funds that are going to get funded through the the gaming compact um de is going to push for a lot more emphasis to come through the grants because they've got so much money I mean I you just saw almost 500 million there Al loone that's just sitting in their Department based on grants any projects that we think we can work on whether it's resiliency or others highly recommend we look at it and apply and some of those deadlines are later this summer um because we can go work behind the scenes working with you and the team here to go get those funded through the grant side or make sure that we're ranked High um you know some of it's just how it scor out right but it never hurts to go visit in with d and make sure we meet with some of the grant reviewers to make sure they they fully understand the importance of some of those project because D no pun intended is swimming in money right now um and they have a lot of control over it right like there's there's guard rails over resiliency or water quality and that but other than that they can they can reward award them where they want to so okay thank you any other comment we certainly appreciate all the work that you're doing and keeping on top of things for us and uh we appreciate going to B for the things that we certainly need for our city and especially we hope the you know the SE plane base certainly gets through they prob you work on that from your y'all and I know I speak for my federal team that sometimes comes through they they love working with you I met with Blair a couple weeks ago and and DC and and she was talking about some of the stuff gasoline and there's also specific locations we can go to with the fleet cards and even get a lower uh rate not specifically uh gas station but a Fleet Station uh does that apply with these Fleet cards may I ask yes thank you um it is part we're part of a Consortium so we do have specific gas stations that we're able to use um is there anything more more I should add to that Miss deelo good what if that's what that means and there wasn't a map but I read the streets and everything and it sounds like it's the land land that borders sunlight court and Starline um drive that section of land on the North West section of Center Lake Ranch so I wanted to confirm or see a map if that is the area so I have the understanding there's actually within the agenda package the the plat showing the location is in okay see I didn't understand how to look that up so if I go on the agenda on your SL I click on the plat and then the map pops up is that what you're saying yes I don't know do you have questions um the only thing I have to say is um I'm looking at an average of two cars per household so you know I go and I multiply that out and I think about how many more cars are going to be on community that's why the acreage is so big um the applicant is for the6 I sorry 67 detached residential acres and the and the 164 acres is for the entire the buildout in this depiction right here this is just the phase one of that entirety the lot sizes are going to and just forgive me I just taking a quick look here um they range from 120 by 90 and 122 by 90 so those are the dimensions I don't I if matini can help me with the math I appreciate um but yeah this is just a phase one of multiple phases with this is a mixed use uh development and it's going to have a different types of products at this time this pH is only for detach single family residents um this the preliminary subdivision plan was approved uh La uh late last year and the constructions plan are currently uh are were approved early this year and this is the final stage for the plan Dr Maria I believe you said 90 by 102 but I I'm looking at lots that are on average 50 foot wide 50 foot sorry yeah I was looking at there probably at theor the dimensions of the it's it's on average about 50 50 some are more so later in the year you were going to receive leave uh we're going to be then present they're going to be submitting for other subdivisions within that 163 acreage yes all right and we'll be more than happy to uh clarifi any additional questions to this for the citizen thank you cini thank you dagar I was going to clarify what you just said like on that plat is there a way to zoom in to show because I think it says future development for all the other area so the 163 how many was is like the overall the perimeter uh with the smaller lots and the larger lots are 75 ft the smaller lots are 62 and 1/2t lots which in today's development world are considered larger Lots um and then the other things that were changed since the last time you did see it there are 25t buffers uh along the existing areas for a residential uh and then the 10-ft trail goes all the way around the development now and back out to nusi as well as Chisum so um that was done the there is still the split R fencing we agree with all of the conditions that staff um presented there's also no parking on Albany um there was uh street parking and we heard that you all would rather have no parking along Albany and so that was also removed and what I'd like to do is just reserve some time I know there's some residents here that would like to present to you i' like the opportunity to speak to you after they have presented and hopefully um we can all get on the same page thank you thank you m Zer just I want have public comment um Emil zebron is that correct very good it's close no let me get the first name right hi my name is Amel zebrin um I'm an architect I also live on 4703 Saddle Court um Chism Estates there I just had a couple things I just wanted to mention um I apologize if these things already talked about this is my first time in the public hearing for this particular project um as an architect um and my wife and I just bought the house a little over a year ago in there we've driven around a lot of subdivisions I mean literally 40 50 houses subdivisions and some of the planned um Urban Development homes are very cookie cutter very blah as an architect I I I'd like to see something that looks nice we drive around some of them actually look very very nice and other ones kind of really just look like a stuckle facade windows I don't know if there's an Architectural Review Board or if there's plans uh elevations developed yet um I don't know what that next step is because I know I didn't see anything like that yet um so that's my my first concern I want it to be something nice I'm not against the project i' just be nice to have something next door that actually very U aesthetically pleasing uh second thing was I know there's a landscaping buffers and stuff like that is there a landscaping plan that's okay so very extensive plant okay that's good to know too and then the only other thing is I'm concerned about is um Construction access during construction I don't know if that's ever been addressed yet um I'd be rooting for I know there's possibly access off of nusy Road um as opposed to construction materials contractors trucks going up and down Chisum um Park Trail um if there's if that's something that could be considered or put in a resolution for kind of an approval or something like that um pretty much that's all my concern I just want something nice to to be there not against the project so thank you very much okay for your input all right thank you Sandra Jennings 11:35 Albany Avenue St Cloud Florida 34771 uh I wanted to again I've spoken before the city council previously and uh made my request uh one of my major concerns is I would like to have no through traffic on albony Avenue um the amount of traffic that is going to be generated from this neighborhood is going to be very significant and um the the property itself has direct access to Chism Park Trail they can do an entrance right across from chis States and it's got direct access to nusi road so um you know sidewalk access would be great um for kids walking to the park walking to the bus stops just not any through traffic du due to the volume of cars that would be coming in and out and the speeds that those cars um other than during during rush hour traffic it's probably going to backup cars um in front of my driveway to the point that I will not be able to get out of my driveway on the Alon Avenue um another request um just requests the minimum lot size 85 ft or greater um that doesn't seem to have been addressed that we've asked for this over and over during previous meetings um I don't see any significant changes in the Pud that is before the city council tonight um so I would uh request that the city council denied the Pud as it stands thank you thank you Mr Brian benett Brian Bennett 1125 Albany Avenue um I wanted to thank you guys um for rejecting the Pud last time um part of my concern really comes down to um safety for my son and and you guys have met him at at least seen him here in the in the room um you know when we talk about the number of homes there we're going to bring in 310 cars going back and forth during peak times so that's going to be two to two to three trips a day plus we're going to have deliveries plus we're going to have trash plus we're going to have uh recycling um Amazon's going to come to all of those homes multiple times I know they come to my house multiple times a day um but uh it's going to put a lot of a lot of noise and it's going to uh it's going to put a lot of traffic there on Albany um you know we're we're um blessed right now to just have Sandy and Ice homes on um on Albany and um it would it would uh definitely put a uh an impact on us to uh to have that traffic backed up I'm about four car lengths um from from Chisum um and with my son we we often have to take him uh emergent to the uh to the emergency room because of epilepsy and seizures um I I really don't want to have to get into a position where I can't get out of my driveway and we've got a bunch of cars backed in when I've got to get out um but uh I I really do appreciate you guys and your consideration on this and I appreciate last time when you when you rejected this thank you thank you Mr Ben Kristen new good evening my name is Kristen nezo I'm 100% disabled veteran of the United States Army and I'm the president of the chisa states HOA uh I have heard the developer speak of minor changes uh that have been made to the Pud and while it is a step in the right direction it is not taking into consideration the request from the current members of the community American Author ketta Scott King said it best the greatness of a community is most accurately measured by by the compassionate actions of its members the members of this community voted you into the current positions because they trusted that you would make the best decision and put their needs and interests first the Builder has one interest and that is making the maximum money possible they have little interest in what this community looks like in 20 years uh the community asked for minimum 85 foot lot lines to be comparable to the community I live in Chism Estates has 59 homes of varying sizes between quarter acre and Halfacre Lots the lot sizes of the current PUD is 37 Homes at 62 A2 um which is17 acres and 32 Homes at 75t lot lines which is .20 Acres nowhere comparable to the current homes in chisa States the current PUD is literally comparing apples to oranges the community submitted a petition ition of residents requesting comparable homes with minimum 85 ft Lots I implore you to decide in the best interest of this community as a city council member this community is part of your legacy I leave you with the words of American Military leader Douglas MacArthur a true leader has the confidence to stand alone the courage to make tough decisions and the compassion to listen to the needs of others he does not set out to be a leader but becomes one by the the equality of his actions and the Integrity of his an entrance from Highway 15 we know that they have to go to the county and be approved for this in the event that it is not approved we would like to see that a mandated entrance off of Chisum Park Trail rather than Albany Road is instigated Albany for those of you that been out there you know it is it isn't even a city block long and it's the others have said tonight the traffic backup is going to be ferocious now if they get the entrance from 15 great that solves the problem if not we would like an entrance off of Chism Park Trail and either way whether it be from 15 or Chism Park that all construction infrastructure Etc traffic go from those two not Albany Road and then of course they've talked about the Lots we're we're asking for a Min minimum of 85 to 100 foot Lots other than that I'll leave it to the rest of them thank you I do have uh emails that were sent to me from the county backing at the statement about what's required for the entrance thank you Gary baggot I'm Gary bagot 4825 old look Trail our uh concern is like it was from the beginning the Lots proposed are way too small 85 ft to 100 is what we what really it should be um 100 ft is little enough you've got a 60ft wide house that gives you 20 foot W 20 ft on each side which would be enough to get a concrete truck TR or whatever you might need get you know in there and uh another concern is we're going to need to our property is on the southern boundary and we're going to need to get a a tree truck in there just some of the trees I can't cut myself and they're going to fall over on the development side I just wanted to have permission where I can get a tree uh company in there and you know cut those trees and also when is this going to start when are they going to break ground on this this development when it going to happen I'll let her answer that later if that's a question you have yeah yeah that's right I just wonder when it's going to start and like the lot sizes are proposed are way too small you know so we've all been asking from the beginning you know for an 85 to you know 100 foot wide so that's what that's what we're all been pushing for from the beginning so uh that's this PUD that is brought back to you tonight is not consistent with the current Land Development that's been established in this area previously the established lot sizes from rumel road to Chism Park are 100t wide and up this Builder continues to refuse to bring his development up to the current established lot sizes in this area Planning Commission did deny this entire PUD in January for the lot size the current Zoning for this property is re which is kind of funny because in the very beginning of this battle we asked the previous Council and current Council for the re zoning now it is zoned re 100t wide Lots we request that you implement that tonight and deny this PUD of 62 1/2 ft and 75 ft lots for this reason we ask that any future development of this property will follow with the current zoning of re the ingresses and egresses have been addressed tonight by previous residents of Chism Park Trail and nusi Road only with no through traffic as we have stated before at the very beginning of this battle we are not asking this Builder to do anything he's not capable of doing Hartwood PUD that was established in Orange County the models are now open on on Lake Picket Road I took a drive you can access it from your phone all lots are 100t wide the residents in that Community just as Chisum Park running me Chisum Estates are all 100t wide Lots up to 5 and 20 acre Parcels so the home sites out there are 100 ft wide and the homes are starting at $ 899,000 nicer models than they have submitted with this PUD more upscale estate homes Chisum Park is an area that Demands a higher scale Community we are one of the fastest growing cities in St Cloud and we do not have any new upscale estate home sites coming into the area especially the city we are demanding the larger Lots we request that your decisions tonight on this PUD as previously are based on everything the residents have brought to you the petitions we have submitted to you and we are asking you to do the right thing for the right reason and not to make a decision based on whether the city or the Builder the city is threatening the build the Builder is threatening the city with lawsuits if not approved we believe you will do the right thing thank you ma'am is there anyone else that would like to speak to this item if not miss stacker thank you first of all I would like to address the architectural standards um we did agree even though we wouldn't have to under State zoning to uh meet the um upgraded residential architectural design standards that the city has and we put that in our application uh the landscape plan has also included the high buffer um the extra mounds and things like that that will help protect the existing residents um from this development the other thing on Albany Road it's a platted Road and so your Land Development code says that the developer must improve it up to standards um so that's that's why it's in there the way it is and so it really it it's required to be through um so um absolutely U Mr bagot can go get trees cleared not a problem and the developer would like to start if if it could get approved as soon as possible um what I'd like to to remind um is that staff recommended approval staff's gone through the Pud they've given you the extra conditions um they've said that this meets your 16 item standards of of what your code says um it would create a nice new community near your wonderful amenity um it's going to be be walking distance to Center Lake which you just approved um earlier tonight a plat in Center Lake um there's a lot of development that's going on they want it to be a nice Community they want instead of straight zoning they want to give you the plan the PD that gives you what we hope will be something the city can be really proud of um so I am happy to answer any questions that you all may have um I do have the planner here tonight with me as well this time we'll have discussion or motion my Council council member Gilbert yes uh could you stay here I'm sorry just so you have jump absolutely uh the some the resident says they petitioned uh for some items do you know how many petitions that were submitted to for changes for youall I do not know uh a guess five50 um of signatures of petitions to uh for the lot sizes for the entry ways for that there's been mentioned of petitions that they've submitted I just want to know how many petitions were submitted I can't if you don't that's fine we look at I just want to see how many they petition how many you you've actually looked at like the issues yeah I looked at the uh entrance in aruzzi that was one of their big issues and I see on the new plot that the entry weight is there it is there and as well as a a 10 foot uh Pathway to nusi along that as well okay thank you thank thank you council member Fletcher um this question is uh for for uh the City attorney U maybe staff um on the the the the conditions um that staff has provided says provide written approval from M County transportation and Transit on secondary access to from nusi Road um if oil County did not provide approval would they still be able to continue not the way that condition is that the staff is proposing that is a condition precedent to the development continuing so they'd have to get that approval and the way the staff is presenting the condition so they so they would have to get approval from the county prior to building yes that's correct so so it could not be built unless there was access under that's the way that's the staff's recommendation yes okay thank you do we have any other discussion my Council any other question council member Gilbert I'm sorry problem had some notes and I forgot uh how many times have you met with community and when's the last time you met with the community I know you have had meetings with the community I'd just like to know how how many times you've you spoken to them and it and I know you had Community meetings I was not attendant there but I I I knew that that happened yes there were a couple of community meetings for this um then there have been conversations with uh different members of the the residential area uh we did we did not meet with um C different homeowners associations but we asked them to come to the community meetings many of the people that spoke here tonight were present at those meetings thank you we have any other discussion from councel any questions what's the pleasure of the council you have a motion are we going to die for lack of a motion so what if we don't have a motion what does that do the project well the project wouldn't have an approval but I think uh the applicant would ask for some sort of motion either way so they can decide how they're going to proceed so if you don't want if there's more information that you need in order to make um a motion I'm happy to give you that if you want to continue it until the next meeting I'm I'm here to ask you what are your concerns so we can address them Council gilber you know I I've been listening to this and we've been involved with this for months uh and I've been talking to you all and also to the citizens and it looks like we're so close to getting you know I don't think anybody in life gets everything they want my kids think they do but they don't my grandkids do but my kids don't right but but but I I I think we're so close to getting this thing complete I just don't know I'm in a quagmire here because you talked about the entrance that's been done you talked about different things Alban Road it doesn't it's not going to be a main thoroughfare but through our our city uh uh standards you have to address that right right so I I I I look at Council and ask for any kind of help here we're this close to getting this uh thing done and I just don't I don't want to belabor it and push it down the road and kick the can down the road but I don't know if we do a community meeting and say listen you know we'll do one more meeting and and go on I I just I'm I'm at is we're we're there this is a negotiation it looks like we're really close and I want to get there for both parties involved so I need some help Council on that I I just it feels like the only thing that may be an an issue are the lot sizes but but what I'd like to say is you know most of what you're approving right now are 50s and 60s everywhere these are 62s but on the outside they're 75s you don't have that very in in very many places in the city in fact I'm not sure that you've approved any recently in the last few years um where we did the PD so we could give you the architectural uh design standards that we could give you the high buffer that we could give you the the um extra Trail um you know I'm I I feel like um they this developer is trying to give the city a really good project um and I you know I understand the concerns of the community um the community is different than it was was it it is growing and we do have um we we have to provide homes for the people that are moving here um so I feel like we we are trying to give you what you want I I've I've seen that I I really have um you know it's it's taking steps towards the positive for both the for the community and and and developer I'm just I need council's help on this because we're we're there do if we do push it to the next one I would you know will'll get done can they meet can the community meet can we get this done with staff till we get this done because we're there and we don't want to I know the cost involved with what you do every time there's an ask I get that and I understand what they want so nobody ever gets everything they want but sometimes we negotiate and we get what we need sure there's Rolling Stones song like that we get what you need so that's all I got to councel uh and to to you and I I I really need some assistance on this councilman Irving yeah know I I I think I lost count how many times this has come back to us um and we didn't get nobody got everything they want um that's unfortunately life that's the the um the rule of compromise we have to work together and and and and work out things I feel like they have worked with us to to be flexible and bring a much better product to us so um you know I I hate to keep kicking this this can down the road it's just um it's this is definitely a lot better than what was originally brought to us but um Mr Gilbert makes a good point I'd like to know what the rest of the council thinks as well to me has been very frustrating you know that this thing has gone on and on and on and every time the developer has come back they have made concessions and here we are again with additional concession uh you know I don't think 100 foot Lots is going to make that huge of a difference I think what's going to be the difference is the quality of the homes and the products that you put on these lots and the Landscaping you know those are the things that really ultimately determine the difference there and so I find it frustrating uh like you guys uh you know they they've made a lot of changes up to this point this was on the verge of being approved in our last council meeting and now they come back with additional changes to trying and and meet that so I I'm just find it very frustrating I think we're I don't know what else you deputy director um so you heard about Leaf local earlier today by um our representative in the state and um so this is a an amendment to the Land Development code to comply with the such act and uh late last year uh you uh passed resolution 23 uh 204 and directed staff to create a city code provisions of the Land Development code to create um standards to meet the ACT um we uh staff engaged with rvi a consultant um that help us with that LDC update related to the ACT and this request modified the sections of the Land Development code to add multifam dwellings in zoning districts as allowed under the Florida statue so in summary the proposed ordinance recommends a site development plan process review for this type of developments it adds that multifam is allowed in commercial districts and Industrial zoning districts it also provides for parking reductions and minimum landscape requirements it also add development standards uh terms and definitions and a monitoring process to meet with the act the Le local Act was created by Senate building 102 to increase the availability of Workforce housing as a strategy to increase the number of affordable housing options in Florida it prevents local governments from restricting eligible projects from the highest available density within a jurisdiction and restricts the highest limits of an elig eligible project permits uh permits live leave local X price within commercial zoning industrial and mixed use zoning and it requires administrative approval by the local government um the new sections of the code provides for an applicant for applicants detail information for submitt of such projects it provides a time frame and expedite time frames frame and provides for an annual report and that requires for a 30-year time period to ensure compliance with the Land Development code um as I stated previously um this Pro this type of projects will be allowed in all commercial districts and Industrial districts and it it would allow for a reduction as as far as they as long as they meet the specific requirements from The Acts they will be they will qualify for some reductions and parking as well um article8 um uh makes Provisions for the buffer yards Article 15 creates development standards and article two provides definitions and um and it is the staff recommendation of approval the Planning Commission heard this request on February 22nd of recommended approval and is requesting for this cancel to approve ordinance 202 24-22 I'll be happy to answer any questions thank you would anyone in the audience like to speak to this item if not we'll have discussion and or motion by Council Council M thank you um it's probably more of a question for our attorney I mean do we have to adopt this I mean is this matching what the state has done to us or are we adding things in here because we're well I like the way you put it the way the state has done to us uh the uh the the act that was adopted includes a requirement that the that the government adopt a process related to reviewing these live local act applications so yes we have to adopt have to adopt something but the content isn't set well yeah it has been set but this you the this is pretty consistent with what other other entities are doing with regard to the review process for these applications well it's not the review process that concerns me it's that that if you go back a few slides we say that multif family is allowed in any commercial or industrial zoning which our lobbyist just talked about it when he was up there we have very limited industrial zoning and then so but unfortunately the live local act provides it that's a requirement it it says specifically zoning categories of industrial commercial and mixed use so we have no wiggle room on that one that's yes that's correct and then what about the reduction in parking that's another part of the live local act that you have to accommodate parking for the these projects what does accommodate parking mean it's going to be specific to the particular project so essentially the way way we interpreted that parking for the most part cannot be an obstacle to the project being moving forward so we can say okay you don't have enough parking for this and and if I may address the so we create what we could what were we oh my God I apologize what we were able to do is create standards that they will have to be met in order to acquire those reductions in parking and in landscape so they will have to develop in a specific um way as in and we in the uh Provisions we included some design stand ERS so in order for them the ACT asked us to allow those reductions if they are in in main um access to um uh I apologize um what is the main roads that has public transportation so that's what they act says so what we're adding is that in in addition to that you will need to design the project in a particular way with with the parking in the back with the front edge closer to the road make it a more appealing look to it so that's what we were able to do with this or ordinance create some design standards that will mitigate those impacts I would argue we don't have any public transportation but that's another conversation and if they don't meet that criteria then they will not be able to request the reduction do you have any other discussion from program providing for conflict and providing an effective date good evening good evening anet Forbes economic development director this is the uh public hearing for the action plan amendments for 2223 for the um uh cdbg program so under the Consolidated plan which is a 5-year plan IT addresses our priorities and how we plan to spend our annual action plans as how we intend to use our um annual allocation throughout the year and so so the change would look as follows for 2022 resources we were going to in um increase the amount for housing to $237,600 our Roofing program with Habitat for Humanity so that additional amount that you see the 237 697 will go all to the Habitat for Humanity um agreement which is uh later on furthering your agenda under a Count Council action item and then under Public Services the 30,000 will go towards the Career Source summer youth program where they um hire out stcloud students to work um at stcloud businesses for the summer for a period of eight weeks and they get a a a small uh stien under 2023 resources we are reducing the amount of housing to $154,800 and increasing public services to um 42,000 and this is basically we're just um reallocating funding in the way that we are allowed to spend it um under Public Services you can't spend more than 15% per year which is why we had to increase it in one year and decrease it another year um with the housing we have more flexibility however again based on the way that the budget is handled we're basically shuffling in order to maximize our resources so that 154 um 840 will go to the roofing program and also part of the weatherization program the weatherization program will be um in conjunction with Council on Aging um they will use a portion of that funding towards the Tracy Manor project and then they will use the other portion towards doing some other low income um housing as part of the annual action plans we have to do a citizen participation citizen participation process um which allows citizens to uh review our annual action plan and make comments um we advertised it and that public comment was between March 7th and April 7th where we had a draft of the annual action plans available we had no comments whether verbal or written and so upon approval of this item we will submit both action plans to HUD for final approval um so staff recommends approval our city manager Miss smer I want to be illustrious also you are our Dynamic thank you dynamic city manager thank you um earlier tonight during uh the economic development update we had um Miss Forbes mentioned that the Hispanic chamber came to St Cloud and it was the event that we had downstairs I just wanted to comment on it how nice it was uh they had Vanessa's coffee shop come and she came and explained why she picked St Cloud for her first location um talked about expansion into a total of she I guess she has three businesses um throughout Central Florida now and that now she's selling franchises so it was just it was such a great success story of a small business that started in St Cloud so I wanted to share that with you um yesterday marks one month um since we started having some um cyber issues I just wanted to give the council a quick update that at this point um it Network and most of our software is up and running there are still things that we're having to work out um our Solid Waste Department has been going to Toho Water Authority I think every day for about 2 weeks trying to catch up on some of the solid waste billing but um there's a lot of data entry in several departments so um but we are we are coming back strong so U I just wanted to give you an update on that we had a very nice employee Memorial yesterday um thank you several City Council Members came and that meant a lot to the employees to have you there um we appreciate that it was later followed by our administrat Professional Day lunch in which was really nice it was a a lot of emotions yesterday starting starting sad and and then ending up um uh with a different luncheon but um was a hit and I know all the Administrative Professionals really appreciated the support that they got so that's all I have excellent we will now hear from the fabulous Mr Fletcher um thank you mayor um I wanted to bring up um uh uh some an item regarding too riverboats down at the the lakefront I know that we're in the process of working out a permanent contract um with them and I know we've brought it up at a strategic planning session um I would like to see if we have or can give direction um to staff regarding permanently parking it at the the lakefront and assisting him or them um giving the city support in any efforts that he needs to get proper D permitting um to to move that process along so that um that can be a permanent fixture down at the down at the lakefront um and I just wanted to see what council's take was was on that um I personally would like to include it um or to provide space for for something that large um in our master plan but I'd want to see where Council was at on that Mr Urban are you wanting to speak to that yeah I was actually going to bring up the same thing I I spoke to the captain uh last week and actually met down at the Marena with staff with our city manager and City attorney a couple of days ago this in my opinion is one of the coolest things uh Economic Development wise that I think has come to our city it was like 2:00 on a Monday and there were Group after Group after group coming to cruise and they were coming from our local restaurants and Shops and and it was just amazing to see that so I would like to work with him to accommodate any way possible because I know his current situation is tough and they're when they're drawing the Lakes down as they do every year before a rainy season uh where he's currently parking at um isn't really tenable so I would 100% support uh what council member Fletcher said and giving staff direction to to work with him and finding a solution for him Mr attorney Mr monzer so so the current temporary agreement with too Riverboat Adventures is to uh has allows them to use the designated location and they're allowed to use it two hours before any cruise and one hour Afters otherwise the the the vessel can't be kept there U we are working on the permanent agreement we intended we to have it on your agenda for your next council meeting uh it's obviously from a future term in that agreement we could work on some language that would address a more um more permanent presence of the boat there in that area so I guess the question is is this something that you as councelor want to give the city manager direction to allow to occur immediately or do you want to wait till the next council meeting and work through the agreement and we can work on some of that language that or for me I would want that direction now I think the legal on it has been taking way too long it should have been completed it's it's taken too long and there's been like a lot of going back and forth um I think it's an economic development project for the city um I think the council um the majority of the council is in support of it um and I think we we need to step up and and help a business that's inves in a lot of money in our city and you know I I talked about it at the strategic planning session you know we spent $130,000 on advertising and then we also talked about the value of good media and good press of the city um the amount of good news stories and advertisement publicity that that operation has given us we we couldn't even match it um so I think we need to to assist him um down there I mean that's just my that's just my opinion Council M Gilbert well I I have a little bit of different take on this I look at as tourism and I look as tourism dollars and I look at the extra dollars that those folks spend in their other areas and I don't know that economical impact yet because we haven't have enough months to study it but I'd really like to see a study done in that and and I spoke with him but I truly believe the economical impact that he's that this um entity will be bringing folks from outside of our County outside of our city and even outside of our state to do these uh functions both private and public uh functions he uh he and I say he the the owner of the The Vessel uh has groups that come in and he also has public that comes in and I think the tourism dollars and if we got the petty cabs coming we got this coming I think that's just one thing that will add additional revenues to our vendors in all of St Cloud so I would I had to look at this two ways of what cost do we want to associate what revenues but I think our Roi is very good having this so I think we need to at least work with this group because of the uniqueness of um what they have to show for the T tourism it it it's Unique I don't know if there's anything around it if not there's nothing within 60 miles so I would like to see us work with them to find a solution that actually when those tourists come in go wow this is set up great wow this is working great wow it's easy in Easy out not making it difficult for them not to have a great experience that's my thought uh it's a little different take of the resue I'm looking at monies generated for the city of St Cloud thank you mayor council Mai thank you I this the struggle I have is I feel like what we do for one we need to do for everyone so it's a singular business and yeah he's got a niche idea but frankly he did it the cart before the horse and I just that's what I struggle with I'm not able to give like a blanket like go forward and do whatever you can and help them and give them a spot and whatever I need to see the particulars of like what's happening because I've had complaints from businesses that are like well I want I want to do that well why can't I do it if you're letting them do it why can't I do this I want Jessies I want this I want you know it just kind of my thing is like what we do for one we have to be prepared to do for all or you know there needs to be um something I agree you know maybe there's a study and it's like wow this is great and it's generating you know1 that comes in is multiplied by six I don't know but it's like so short term I'm not g to I'm not trying to like shoot his business down but I'm also like well I think you know these are taxpayer dollars we have to be judicious like you know I that that's my concern with it I um I I completely agree with you you know it is it is taxpayer money um I know that that with the captain and and I've heard this from multiple business owners it's very it's been difficult um you know we always hear that it's hard to start a business it's you know this and that and I've been in meetings you know back in January regarding coming up with a plan of how to get this moved along and here we're we're still you know it's it's still being pushed out because staff doesn't have clear direction from from the the council so that's what what I'm I'm looking at to try to help along so that the I mean he's trying to run a business like he's trying to like obviously he has a support he's trying to run the business but then there's all this stuff lagging behind when in all honesty he could go buy a a parcel on the on the lakefront on the lake and go set up a business there and and that shouldn't be the way he he approached the city two and a half years ago and said this is my idea can you please help me can you please help me can you please help me and the the can was kicked down the road so somebody who's passionate born and raised in sacloud who's trying to start a business and spend a million dollars investing in his hometown should have some help in the city behind him to do it and not be given hurdles and and all kinds of different things um I mean it it should be a clear path like how do we help you you know I I had reached out to the State Rep um to see if we could get some movement with with d and she she even had an effort to even reach out to D FD to try to help some stuff along but there's still wasn't clear Direction on our part so it's it's kind of frustrating um and I just wanted to to bring that up tonight to see if we can give some direction to to help move them along Mr Urban yeah um so I know it was mentioned um we're working on a permanent agreement um the reason I was going to bring it up tonight before council member Fletcher did was the same um when I spoke to the captain he's kind of in a dire situation right right now because where he keeps the boat the water is too low and and um I want to be as accommodating as possible I do understand and respect um the the the the uh concern about well if you do this for one you got to do this for everyone if somebody else shows up with a paddle booat in our city and is bringing in hundreds of tourists a week we'll cross that bridge when we get to it but this is a a unique situation I think and I I would be in support of giving direction to work with him to find a permanent solution at our uh Marina and I'd like to at least allow him to to keep it there until we get the permanent agreement in place uh for now so that we're not um that that he's not in the situation he's in so M Miller thank you I just wanted to clarify um the specific request of where he's wanting to be um because I I know Council deputy mayor maeni was mentioning that you'd like to see where he's talking about it's it's actually where he's asking to stay overnight is where he's parking the boat for the hour on before and after the two hours on um so it's that that is the the same location um he would be he's he would be investing in some equipment whether it's like a and this is not my area but like a a type of a dock system that can attach to the boat um and he could lift it up and and move move on on um so he's not as we're not actually looking at taxpayer dollars for what he's requesting right now um I think there was a couple times that mention about taxpayer dollars he has um previously paid for the improvements at that location um that that um we told him how much it was going to cost and he's he's paid to do those things um he also does pay us rent so um I I just wanted to clarify it's the location where he is right now but I I will say that him coming to the city for 2 and 1/2 years I first I knew he was coming he I I spoke at an event he talked to me there and told me he was leaving in a couple weeks to go get the boat yeah he'd already purchased it right right so thank you and and I just need to clarify thing he does not pay us pay the city rent he pays a franchise fee and you're like why is the lawyer saying that to me because it change if we were collecting rent associated with the use of the lake then we would be having a bigger issue with the state so we we provide a franchise fee for the dirt access to the vessel if that makes sense well I I'm certainly pleased that you know the this opportuni at the lake but I'm also in agreement with Mr Gilbert we just we need some kind of statistics on you know where is it at what's it doing the impact that he's having uh that would certainly Enlighten us uh and give us some wisdom and I think uh I certainly agree with uh councilman meeni uh you know this is a for-profit business and uh and when you start making concessions here uh they don't mind lining up and reminding us that you made this concession why can't you make it for me so I'm certainly want the city to work you know with this operation do everything that we can to help facilitate it within reason but then bring us back some some recommendations that we can act on that we know what's going on and how we can make wiser decisions as far as supporting what the staff does so we at the workshop um I think Miss Hol camp was concerned about DP um previously Captain Stitch Has told us that he doesn't think that this is going to require a d permit um what what he's looking to do which I think resolves some of her concerns but not all of her concerns um we do have a draft of a permanent agreement that we were planning on putting on the next agenda um we brought it up at the workshop so that we could determine how we were going to include this language um so I know know um Mr maneras and I had talked about just putting it on the next agenda and and the board we can work the final language two different versions one with the parking one without but I do think that um Captain Stitch is in a um rough situation right now with the water levels going down [Music] um perhaps we can allow it for the two weeks and then you can see what you think um regarding the hold a second Mr R I was going to say the only only really undecided issue that I think we would be asking council's direction for is do are you okay with a more permanent presence for the vessel in the location it's in everything else regarding the operation that has been worked out during this this period where he started operating in and I think everything is pretty much under control and has been working well so really that's the only aspect of the agreement that we would need some final Direction on and then with with D because I know that there that keeps getting brought up there's been um some mention of that um why can't we call them and like how why can't we reach out to somebody and like how how do we find out if we're in violation of our permit the way my experience with that especially with the use of use of the count the state waterways and the laks is there're like going to be like any other state agency they're they're not going to give you an answer over the phone based on what what you perspect what you say this is what I think I want to do they want to see some sort of idea and design and the one thing they're going to be looking at from experience is what are we doing in terms of what is happening in terms of a permanent installation into the lake bottom for whatever the docking or moing system is and that's when it'll get to the my experiences that's when it'll get to whether a an official formal permit with all the engineering and all the applications and the consideration that the state is going to want for moing or or putting a permanent structure into the lake Bottom that's when all that's going to start so if the system that is's that is being proposed just generally speaking does not require any sort of a fixing of anything into the lake Bottom then it might be something that that D says no you don't need a permit for it but they're not going to give us that clarification until we until we until someone tells them this is what we're going to do but um Parks and Rec director Holk camp on Monday we went there and she did tell him that she would reach out to the people from D that she has contacts with but um people think that we are hard to get in touch with sometimes and that's a whole different ball game and so yeah and so I think there's been some discussion about uh and you mentioned you know I think representative Stark would had reached out to them and I and I think that's a good course of go to but I think we have to there has to be some decision about what what is being requested before we do that I was at that meeting on Monday uh and and talked about it and and again I have some experience with this up in as different part of the state in regard the D and and the and the uh uh construction of in the lake for waterways for like this and it sounds to me like the system that that that Captain stitches proposed would not require a permit based on but that was the first I'd heard of that system CU like for me when when I when I when I see the opportunity of of of a Riverboat coming and all this stuff me I say oh this is economic development project we have economic development team go up to another city take a look at that their operation how did they do it um you know their lawyer how did they go through these processes like and and and help like move it along you know not everybody can hire you know a a big engineering firm to come in who knows all the stuff and spend you know a ton of money that's just how I you know kind of baking it down so well and then and then one of the other issues that we have talked to them the operator about is if this is what you're going to go through in the sense are you the one that's going to be paying for that going and hiring the engineer that DP is going to want to do the permitting and do all that and if that's something that that Council wants to provide and support in terms of resources that's obviously your prerogative uh but that's that's part of how we've looked at it and I would ask you Mr Fletch to remember those other instances you talked about as councilwoman maeni point out we're done they weren't done with the you know the C before the horse we we we have spent a little bit of catchup trying to address this situation because of how we the city really wasn't involved and we weren't asked to work on anything related to because I don't think staff knew what was really going on until after you know after the the individual had purchased but we're willing to help we've got an agreement in place it'll be on your agenda next I guess for right now if the council's okay with it as as city manager pointed out it we could allow it to stay in the current location where it where they use for embarking and debarking for the chores and just let it sit there uh for the next two weeks and then we would bring back an agreement with you for you that would include that as an as an option for the council to approve at your next council meeting okay the benefit of that too would be that if if we were going to get complaints about it being right by the boat ramp understood Council M Gilbert well you know I I try to look through the U windshield a lot more than I look through the rearview miror because the rear Mir is a lot smaller so we have a um a boat in our Lake I don't think we can take it out and say we're going to do some more research before we come back here I think we have to deal with what's in front of us now versus uh what the past is also what is permanent you know uh permanent agreement is a three to five year agreement uh you know as we get our cab base uh SE plane base here also we have to accompany that too so if we ever do any docking or something it should be a part of the master plan and also a permanently to me is usually about three to five years and that's what I'm looking for to do a study of economical impact we really don't know until we go through the seasons and go through a few years of those Seasons to have the economical impact so I would like I would urge this Council to look through the windshield not the rearview mirror and see what we can do to get this thing moving forward versus what happened in the past what other areas this dude put a million bucks into this not if it's right or wrong but it's here now and it's here today and we're living it today so let's put our heads together see how we can make this successful for this city of St Cloud and also this entrepreneur that's uh donate or put in some money because other folks that come here we try to help them start their business too thank you very much mayor counciling um well the only thing I wanted to mention about his permitting is that um that the D is their 404 program is halted you know that right there's a lawsuit so if he's having to get a permit from D It's Like on some unknown timeline right now like everybody's projects are stopped and you know I all my projects at work it's like everybody's doing like a we have no idea like it's just in no man's land so so that's a problem hopefully the Court's going to tell them we need to start doing this right but there's no timeline right then do we have a consensus to allow their proposal that they continue to allow them to stay where he at and they'll bring back some whatever you I see fin lines at our next council meeting I we have a consensus for that again the agreement is it'll we'll have it finished tomorrow so that it'll be on the agenda May 9th you have ultimate Mr irvan scared what mine's GNA be I have nothing thank you wow that is that is great and how about the mous oh thank you I thought it would be menacing um I have a couple things um when the resident got up and was talking about recycling I just wanted to mention which you probably already know and Mr felblinger is gone but there is the office of sustainability at oel County and they are working on some recycling glass yeah glass items so just you guys probably knew that um so one thing I just wanted to ask Council and I know this has come up in my term here um a lot of times people come and they're like upset about the condition of the roads in the grid and and I've been getting complaints on Virginia Avenue and so I'll go drive down Virginia Avenue and I'm like man this is rough you know and and I guess as aity City or too or whoever we do these little like 2 by two patches you know so there's just patches all over the place and so we had talked years ago about trying to come up with like a section what's the section you want on the state streets right because every street is different you have a street with no sidewalks you have a really wide Street you've got Florida Avenue with the median you know like is there a section that we want for the state streets and then just go through like in an orderly fashion and upgrade the streets um so I just want wanted to see um how the council felt about trying to like work on something like that now I know um the email I got from Mr Tomac was that they're looking at the PCI which is like pavement condition index for the roads but I mean frankly I don't know what we've been doing the the roads on the state streets are really rough I mean I know we had a project where we lining all the utilities and the um but just they I don't know they're just in really rough shape I would like to see if we could like start a program of like Milling in res surfacing these roads adding sidewalks if we need them that kind of stuff and just what everybody else was thinking kind of like a maintenance plan yeah okay yeah but I think and yeah and maybe we need to work on our um repair uh open cut details to make them Mill and resurface the road like some distance on either side of the defect instead of just like cut out a 3ot square patch and replace it you know it's it's been changed it has been changed but unfortunately there's all those PR everywhere okay I look like I got two I got okay so we're doing like a complete Street study to determine what we want each of the streets I me I don't want to get wrapped around the axis and like take three years to come up with a decision I mean I think it's just like as staff decide you know here's what we're going to have like 10ft travel linges or 12ft travel linges and then start rehabing the the streets I mean so um Absol fun F sorry I want to say yes and and we'll do whatever the council wants I just um we we we typically have limited funding for repaving um so part of what we were doing was we were updating the PCI and and then then we were going to prioritize the worst roads first so are are you saying completely separate from that you want us to dedicate a specific amount of funding like every year to start doing it I think we need to I mean I think that's what other jurisdictions do is there's a dedicated you know you you're like we're going to get through all these roads in 10 years and divide it and fund it that way you know like I would like us to come up with a plan but I don't want to get too far down like a three-year study and we can't start it till next fiscal year and then you know and then it becomes like a hole don't we have a plan on resurfacing and things such as that well right so we do and and this year we're we're in the process of redoing it part of what we do is we we go check the pavement condition in index of every road and then we reprioritize them again now the state streets a part of that yes but what how much are you funding annually towards us because I don't really see roads getting resurfaced that's a wonderful question I I know like this past year we did roads in Stevens Plantation I think we did some in Deer Creek I'm getting the number the two two but I don't know two subdivisions two huh 2 million a year half a city black yeah yeah so so what I can tell you which is a positive is the franchise the solid waste franchise fee that we recently adopted I think it within the past year that is now going towards street so like that that is the purpose of that so now we actually have a small funding source to to help us um so um I'll find out how much more we're bringing in and we'll start seeing what we can do as a plan um but um we'll see what we can do I think all of us here would certainly love to see you know all of the streets but especially in the grid improved and sidewalks added but that's one of the most expensive things that we spend money on our roads roads are so unbelievably expensive but if we don't aim at something I'd rather aim at something and miss an aim and nothing hit it and so if you could bring back a plan of even if it takes 10 to 20 years you know better than what we got now do we have um a sidewalk crew not just for sidewalks no so one of the things that I've always talked about at work is you know like if you could hire a dedicated sidewalk crew I mean that's so much cheaper than hiring out sidewalk so and a good sidewalk crew can do a lot of the sidewalk without plans and stuff it's like here's the fdot details and you just build the sidewalk I mean and that's you know would provide three probably three positions at the city but you could do so much more work I mean a set of plans is $50,000 for one road you know and then to construct it it's like if you have internal staff also the city of CMI has multiple sidewalk Crews you'll see them like with their trucks and it says sidewalker and whatever and I'm just kind of spitballing I wonder if they're busy 100% of the time or if we could borrow them you know and like pay the city something to like hey they're only busy 85% of the time well that you think they would donate probably not I don't think so but like maybe that 15% they're not busy they could come help us the goodness of their heart yeah that's it for me all right you have Direction on that then I do and I also want to point out I turn my light on because I forgot to tell the council something um can pass that down for me um I'm passing out a letter from Toho Water Authority um they have requested um Miss Reland Ketchum her term is expiring on September 30th and she has requested to be reappointed for the the three-year term and um they support that request so I I would need consensus if the city council is okay I think she's wonderful Edition okay you said she's willing right yes she's will she's awesome thank you and and then I I also had an email from Oola County um right now is when everybody has to get the letters from supporters from the um Community Project funding requests through Congressman SoDo so they have a they're working on four different requests that they would like uh letters of support from the city city council has given me permission previously to sign these but it means more coming from the mayor so I would like for consensus for the mayor to be able to sign these letters okay need them by May 1 so we'll get that done we are AG of that are we yes yes we'll be glad to sign those thank you thank you is that it that was it I'm sorry about that uh Mr manzer has there been any delay on form six is that still going to be a requirement of all of us sitting here I wish they had better news for you there's been no delay on it as of yet so okay June 1st right July 1 July oh good I did reach out to um city of CMI city manager to find out um if his Commissioners um knew any accountants that were were familiar with the form six also um but I haven't
