So this is a a day for us to have a field trip to city Council. So I'm glam by our civic youth leaders. Here with me. also we have our black political action leaders here to provide people with the tools and opportunities to support them to become effective and engaged citizens. So I think that's an important opportunity for us to go beyond just the ballot. But he's come into the chambers and see where all the business happened. And then we have also a few words and then we are going to vote on declaration of youth civic engagement I think the a's proclamation day is vital because it empowers young people to recognize their role in shaping the future of our communities. I wanted to uplift the work that we have in Saint Paul, where we have our youth on boards a program. And so for those of you who are young and wanting are already involved are wanting to involved in politics campaigns. They also encourage you t be a part of our ports to where you not only get input, but also, I mean, really weigh in on policies that are being recommended to the council. So I'm really grateful to leaders who are here with us and the city hall. I also know that there's so many there's like countless young leaders who right now are doing really incredible work and politics and soul. It really makes a difference being a part of an environment where it is welcoming to young people MAY see that as somebody who got involved about volunteering on the first campaign in 9 years ago. And that was for our former council member, Dai Thao in Ward. One. And then I got elected in 2019 and that was when I was 23 years old side became the youngest person to be elected to the Saint. Paul City Council. Young people are really paving the way and really, leaders of tomorrow. But our leaders of today who making such a huge difference. Item. 21 is resolution. 24 Dash 15 72 pursuant to Minnesota statute for 10.12 subdivisions, 7 seeking a recommendation from the charter Commission to amend Chapter 6 point '03, of the city charter by ordinance pertaining to the application of administrative citations for violations of city ordinances. And we've received at least one comprehensive presentation. But just to remind us and bring us back is MISTER John Gardner representing the workgroup from the administration. I welcome you, MR. Gardner for just a brief staff report referencing what's before us? Go ahead for sure. Council PRESIDENT Allowing council members my name is Jacques after and deputy chief of staff Mayor Carter's office and here to speak to resolution 24, 15, 72, which calls upon the charter commission to consider the amending chapter 6.0 3 of the city charter such an amendment would introduce administrative citations as a potential enforcement tool for ordinance violations offering an intermediate that between the city's current emphasis on education, abatement restoration and restitution with the more serious use criminal penalties. Te resolution does not implement this change, but instead seeks to engage the charter commission and evaluating the merits and adding administrative citations as an option. This measure aims to better align enforcement practices with the city's values, focusing on equitable and effective responses that encourage compliance without imposing severe long-term consequences of criminal records. Consequences that can impact housing, employment and overall community stability. As you recall from the June 5th City Council pardon is a committee meeting. When you heard about administrative citations from a number city departments by advancing this resolution, that council is requesting that the charter commission initiate review process, hold public hearings and consider whether recommending such an amendment back to the council. This process is essential to ensuring that the potential changes to enforcement practices are carefully considered and informed by public input. Mayor Carter supports this effort as it reflects our ongoing commitment to fair and transparent governance that the consideration of administrative citations as an additional enforcement tool aligns with the city's goals of achieving compliance minimizing disproportionate impacts on residents. Super excited to bring forth this first step, an administrative citations and partnership with their counsel with our city administration. I actually want to share a little story and that with a group of high school students this week in a government class and they had such great questions for me. And one of them asked me, how does the city enforce the ordinance is not cold. And I was not fully satisfied with the answer that I was going to be able to give the student in this question was an example of how crucially important that the availability of this tool is to te enforcement of our laws because it adds that moderation current options of education one end in criminal charges. On the other end. And what we seek is the ability to match the context of each situation where the law has been violated living these funds as a tool that's been used by nearly every city in our state and in the nation it has worked pretty well. And it's a means to uphold the laws in our city, which I believe represent the values that we have that we care about. I also want to start by thanking my Co sponsor council as PRESIDENT Kim in Ward 5 along with your staff, the council PRESIDENT Oliver Council members, the administration and really everyone that's been involved to help bring this resolution. Ford, I'm really proud to support it. And I look forward to sending it charter Commission today. Tank you, councilmember the peak him. Any additional Rex you would like to share as a co-lead author. Council PRESIDENT Again extending the gratitude for the leadership to the council PRESIDENT And also Mark a lead sponsor, Councilmember Joe Story 3, I's actually been a really wonderful thing to take on both as a current council member. But as a former city staffer who was here when the first time the council tried takeout citations. And since then, the council both previous I'm expecting current well past some very important legislation that continues to necessitate the need for admin citations and one of which I continue loved to Bt having been the Ward 5 la we created and past the banning of conversion therapy here in Saint Paul. And so having I've been citations means that we can enforce this important law, but also ones like aren't sick and safe time in the city's minimum wage. And so there's not just a social but also an economic and workers. Focus of Adnan citations for me personally. And so I'm elated to revisit this with the new Council. Ad I'm also equally excited to pass to the charter commission. I'm looking forward to getting the sentencing pollens and for Thank you. Vice PRESIDENT. Can any additional comments from council members? I will just, I guess, wrapped that up by saying that to kind of bring this What this really is about is requesting that the charter commission. Look at this ordinance language and essentially support us in having the authority to fully uphold ordinances in court. Areas of life for residents deserve. This is about going after problem. Landlords that we hear about in chambers all the time and want more tools to make sure that they're accountable for their charge to provide safe and stable housing. This about going after problem. Employers who tried to steal wages from their employees or otherwise violate the laws that are hard fought by labor leaders and government leaders who want to make sure workers are cared for. This is about the vitality of our neighborhoods and making sure that we can remedy, you know, problem properties and commercial corridors that really need to be kept a better than they are there. So many applications for this where this additional tool is now an option to be used. So our members understand that. And we are unanimous in asking the charter commission to review this, especially because and this is a point that I is not emphasized enough governments across the country already have this ability and actually through strange quirk of our charter. We don't. Minneapolis has this tool and uses it to great benefit. Neighboring governments in Minnesota do so in the capital City. We want to uphold that equity. Tat's what this resolution and request the charter commission is about. So with that, i would move approval. The department efficiency in collaboration study between parks, Recreation and the Public Library report conducted by Wilder Research. All right. So this item is before is report that is coming out of our audit committee. I would actually like to see if maybe Disney Group would like to share a little more about this item. It is with our partners at Wilder pasta to go. Think so much council PRESIDENT. I have te honor chairing the audit committee Kim and help adjust, also sit on this committee is the arm of the city council that looks at the work that we do in the city and looks for ways to do it And in this case, this was actually a request that came to us last year during our budget process from parks, recreation and libraries, saying they would like to work together on ways to be more efficient and more streamlined in their operations rather than having them go off and do that separately, we decided as a council that that would be really fitting adit topic. So we were lucky enough to get to work with Dr Brit and her team at while to research who are that sort of on retainer for us as our audit committee to to do our audits. And we're about to be bringing another resolution to this council for next on topic. So stay tuned for coming. Attractions. But I'm really pleased to welcome DR. Britt now to share the results of wildest research. Welcome back to Thanks for being here. Let's see Council PRESIDENT Council members. It's an absolute delight to be here on behalf of the interstate. Well, their foundation, as you all know, we're committed to Saint Paul and individuals and families and the East Metro. So this is really right up her alley. I am a resident of Ward just to be So we're going to talk a little bit about the great conversation that we've had with Josh and that homes as we call the leaders from a simple park and rec and from simple public libraries as well as many of their staff. The documents we reviewed the analysis that we've and what we know to date all talked about 10 minutes. I'll try to leave room for questions ad then know that we're open to this being a process over time as it relates to feedback here. So. So first, a big thank you to all the folks from the city of Saint Paul who engaged in this work with us. We did a lot of individual interviews and to some group interviews with folks. also thanks to the great team from all the research. I also want to give a big shout out to who is absolutely fantastic navigating and shepherding humans along all of this process. So. Our big goal, understanding efficiencies and opportunities for collaboration, cost sharing process improvement across these 2 departments. Again, our reinforce the fact that tese 2 departments wanted to lean in on this. It's really evident they've already been leading on this and doing this work together. We're taking a look at 4 big areas. We're taking a look at human resources and staffing financial management and procurement thinking about technology management and equipment and facilities and maintenance. So we really focused on what are these 2 departments currently doing that are effective practices where there opportunities for improvement? What are the kind of actionable ways that these 2 departments can come together to sort of reduce redundancies, create some efficiencies in each of these functions. So we did 3 things we ask for a whole lot of documents that we asked for another round of documents that asked for documents. So they were incredibly patient cheating. All of that information. We did an examination of the literature. So what do we know out there as it relates to peer reviewed literature, great literature about what's happening in municipalities, cities, counties elsewhere in the country and across the planet. And then we did some key informant interviews of folks. So we did confirm interviews of those deputy directors and operations manager and then 12 sort of mid-level humans across those 4 big functional areas. So I'm gonna talk a little bit about some key findings. And then I'm gonna talk about some key recommendations sort of that since this is your summary from some of what we love So key findings from an opportunity vantage point. There is already a shared vision around efficiency across this for the leadership from both of these departments, staff at all different levels. We talked to had all kinds of great I always say the future of the places that we want to go to already in the humans in those places. And that's really clear in Park and rec and library teams. They've already got some collaboration and trust continuing to build that out continuing to reinforce that trust will be important security and safety things that both of those departments are thinking about really obvious areas for collaboration. You've got some co located sites for both of these departments across a poll. Those are some opportunities for some learning some trial and some things. Youve got sites that are doing this work exceptionally already together from a collaboration vantage point and then sites that probably could use a little bit of a boost and then continuing to kind of come around on roles and responsibilities and getting clarity. They will be critical as you're thinking about that collaboration. So some of the challenges there was a lot of interest and enthusiasm for collaborating, but not as much knowledge about what was going on in the other departments. So you've got an opportunity there and creating those connections in order to build those efficiencies in order to build that collaborative spirit. Yu all know this. We all know this. You've gt aging buildings and that is something that is a balance for this set of team members to navigate. You've got some staffing challenges both because there's just constraints on the number of staff that can be added to both of these departments, but also because that staffing process, especially in the summer, takes a lot longer than either one of these departments would like to see. And you do have some labor contract language about the specificity of roles, especially around sort of engineers in each one of these departments that could use some reexamination and perhaps a conversation with some of your some of your labor partners, especially as we look across those 2 departments. W've got a little bit of a centralized human resource function as well as some liaisons. There's probably some opportunity to continue to lean in there and accommodate some specific needs as well as some officials see across both departments. And as I noted, hiring staff can be a little tricky. There's lots of paperwork from front to back, especially when you're trying to bring in summer staff. And, you know, especially where parking Rechnitz from a summer staff vantage point. Cross training also is something that folks identified as a place where there's probably room to be able to sort of grow and navigate. So a little bit more specifically a financial procurement. Each of these departments knows that there are vendors that they are using that are probably the same. But they do not have a shared list. Don't have a shared set of protocols. Don't have sort of shared opportunity across those mentors and thinking about sort of contracts that are universal for the city. So some opportunities there. From a technology management and equipment. I think we all know Keeping your technology, current and balancing that sort of cost paradigm is going to be tricky will continue to be tricky and thinking about that investment together. You're already starting to do that as you think about cameras and you think about security across the sites, but thinking a little bit more universally across your technology. We'll continue to be important. It is I think for many of the staff how to best kinda optimize the use of the space to get more efficient and to think more collaboratively. So I think offering some opportunities for folks to do a little deeper thinking a little connection with community about what might be possible. There will be important. And then there's some opportunities for thinking about managing physical assets universally across those 2 departments. But it's not comprehensive. It's not cross all of the ways that you think about managing physical space and think about managing all of your. Oh, you're so the physical assets. And so some opportunities there. So when did the first presentation of the audit committee, we said here's your set of recommendations. The audit committee kindly said can you start to prioritize? Those are ranked those really important sort of important stuff we got to get to. But not in the first 2 categories. And so we went back and did a little bit of examining of what these recommendations work like Salt Hawkeye priority first and then kind of secondary priorities. The other thing out of committee asked us to do was go through all of that qualitative data and identify some low hanging fruit, some things we might be able to do immediately. To really be able to foster that collaboration and efficiency. So you'll see in the report in Appendix c sort of that low hanging fruit. So somebody said this. The sounds like it's probably a pretty accessible easier to do kind of endeavor. So from a high priority recommendation, vantage point. Continue to build that awareness. You all are setting the expectation for city departments about how they are. Collaborative and efficient together. So continuing to reinforce that culture of collaboration from all levels. So from the director all the way down to the front line, staff and really highlighting that one city approach that I think you're trying to reinforce. We're suggesting organizing work within each of these functional areas. Consisting of staff are kind of doing similar jobs. But across the 2 departments so that they can come together, get to know each other, build relationships and start to think ways that they MAY more deeply be able to engage in collaboration and efficiency. We have some more guidance about how to do that Appendix d of the report. Again at the request of the audit committee's first revealed report. Secondary of 30 recommendations lean in on some of those hr issue. So thinking about that individual liaison and then your comments support. So really thinking about what's the experience like for folks who are trying to gain eployment with the city either summer employment or universally across the and really thinking about what that collaboration look like and leaning in on cross training on that systematic on boarding and career development. There was a lot of realization that, hey, somebody who started here at an early career level could actually be a long-term career partner with the city of Saint Paul. If we did some work in pouring into those humans and again, thinking about, especially for some of those particular maintenance and engineering roles, just examining what the language says and having a conversation with your union partners about some expansion there. Another secondary set of recommendations around financial management procurement thinking about again shared Mandarin contract lists that seemed to be really obvious opportunity. So some centralized integrated services. It's likely that could extend across other departments. But it was clear across these 2. That was a pretty obvious first step and then thinking about some policy guidance for sharing So wat does it look like to have some guardrails? From a technology management and equipment manage point continuing to lean in on safety. And security is one of those things that those 2 departments have already started to collaborate around and giving them space to continue to expand that thinking about purchasing technology as you know, and mask greater quantities, better pricing. Thinking about your opportunities that Co located sites as we've sort of before to the audit committee. You know, Arlington does a great job collaborate and there are opportunities for Highland to lean in and to learn from that Arlington experience, you've got to, you know, sort of test opportunities right in front of you and those co located spaces and then thinking about the work you're doing around one video management system continuing to accelerate thinking about that model for the rest of your physical assets. Standardize maintenance process is also an opportunity just to start to think about putting stuff schedule and regularity. The team is doing a lot of catch-up and cleanup. So to be able to get in front of that is really going to change with the arc. Looks like over time. And then in the future thinking about the procurement systems thinking about life cycles. So getting a little bit more oriented toward long-term preventive maintenance for all of the equipment facilities. And then again, thinking about those policies for equipment sharing. So instead of each department having its own, if we're going to share, what does look like and how do think about those policies? That was quick. If you look at the report, you're going to see the voices of your employees in the city show up in there. You're going to see all of their great ideas, all of the things that they shared. And I think kind of the psitive orientation that they have toward collaboration. Thank you. Questions. Thank you, doctor it. Other questions from council members. This ordinance before us for a first reading today. So we'll hear a staff report from our chief resilience officer. MR. S Stark. The chance to ask questions and at the outset of these ordinances. We get the staff report in the first reading. I know members are we have this, but lots of folks in the community also following this with interest. So for sake us playing in real time, how this will work. The second reading comes at the next council meeting. I want to flag we don't have the meeting next week because it's a 5th Wednesday. So the second reading and public hearing will be NOVEMBER. I think it's 6 and then the option council will deliberate and decide how to act. I'm going just lay that out and then turn it over to MR. Stark for the staff report. Welcome, MR. Stark thanks for being here today. Thank you. Council PRESIDENT Council members could afternoon. Good to be here today. The proposal before you as an amendment to the gas and Electric franchise agreement ordinances between the city and northern states. Power now known Xcel Energy and the changes are pretty straight forward and would mean an estimated additional 1.5 billion dollars new revenue that would be raised in 2025. And potentially beyond the proposed changes, remove outdated language that first 2 in 1979 state statute prohibiting the imposition of fees the months NOVEMBER through APRIL because that statute was repealed this past legislative session. We also just the rate schedule to reflect that she's on residential customers would now be collected and the months, APRIL, through NOVEMBER, rather than May through OCTOBER. In other words, adding the months, APRIL and NOVEMBER to the fee schedule. As you know, Mayor Carter has proposed a particular set of use is related to climate action. 1.5 million dollars in additional revenue that would be raised. That said the action before you is necessary step simply to raise the additional revenue and does not any way budget the use of those funds, that part of the process. What happened with your adoption of the cities 2025 budget later this year. We've worked very closely with Xcel Energy to understand the legal and regulatory requirements of making this change as well as the practical and logistical requirements for them to implement the change. Exxon needs to make a filing with the Public Utilities Commission, notifying them of the change. Afterwards, there was a public utilities commission requirement that the change cannot go into effect for 60 days. So what then send a message to every residential customer in Saint Paul, notifying them of the change. So what that also run tests internally to make sure that they were prepared to make the to to the actual going process. And that all takes some cut. As a result of these steps. Excel have communicated clearly to the city that the franchise agreement amendments would need to take place in NOVEMBER of this year. In order for them to reliably implement the change beginning APRIL one 2025. If the were not elected in APRIL 2025. That, of would reduce the fees that we would collect next year. I accidently $750,000 of the 1.5 million proposed. Let give a local resources for the critical climate action work that we all want to see happen. So that's the basic. Framework of the ordinance changes that are before you and of. Look forward to any of your questions. ok, other questions from council members right now for staff. All right. Good Council PRESIDENT. Thank you so much for prison e about this. I still have my for sure have questions to send your way. But I just have one question right now, I that I wanted to ask. I and they first I want to say thank you so much the time and energy and putting into eye. Also wnt to recognize lot of the uni, the sinkhole leaders in the crowd here who have lobby so much on this too and worked in partnership to to change the state statute on this. I was wondering if you can share. Why they're like basically how did how did the okay? It's a it's a recommendation. So I'm wondering how you all and on APRIL in NOVEMBER, early rather than all the months late tracking the French a season, all the that mean that we can do now. Sure. Thank you. So comes the PRESIDENT. I can't if the former state statute that applied only to Saint Paul forbid the city from charging these fees on residential customers throughout the whole winter. And the winter was defined as NOVEMBER through APRIL. So all 6 of those months with the removal of that restriction. The administration thought that it would make sense to start to raise a little bit more revenue for some of our climate action work. Some of the priorities that you all identified our Climate Justice Advisory Board has identified that are identified and connection is Lance Plan. But to start relatively modestly and only only impose new fees and the months NOVEMBER. And APRIL, our fee structure for the franchise fees as it gets filtered through that individual bill of a residential customer has basically 2 main parts hit a base fee and fee based on how much energy you actually use. And so we know that in the kind of core months of if we were to pose fees and those months, those fees would would be higher. So the idea here was to start with those months where we think that. The fees, but actually the lowest in NOVEMBER and APRIL, because of ensure the shoulder season months, when people aren't using nearly as much energy as they are and the score winter months your questions. The bill is necessary for this funding to be accessible to the city of Saint Also, I think are community organizers for their hard work. I think that I think that some of them are here today, sir. I'm just so grateful for everyone, everyone that has worked on this and provide us the opportunity to even bring this money to the table today so that we can utilize the funding to support our goals as a city. This puts good contractors who want to invest in Minnesota in a difficult position to compete our business representatives and construction workers. Represent often human toll and exploitation firsthand. And we make every effort to identify and provide workers a pathway out of this exploitation This is both a leveling of our business playing field ad a human rights issue for us. I am here on behalf of my union seiu, healthcare, Minnesota, and Iowa. We represent 50,000 healthcare workers around the state in hospitals, clinics, nursing homes and self-directed home care. Our union strongly supports the sword and it's because too many health care workers, especially those in nursing homes and home care, have their wages stolen from them by employers. This ordinance covers almost exactly the same ground as the state wage theft law. Most of that law enjoy enjoyed broad bipartisan support. In fact, it was passed by the recent gop Senate majority. Although this breaks no new ground, it is important to do. First state laws can change. This ordinance makes poll workers more secure. More importantly, this ordinance allow city staff to work more efficiently when they enforce the Saint Paul or unsafe in sick time in minimum wage ordinances. It is not unusual for an employer who violates the ess tea or minimum wage ordinances to engage in more general forms of wage theft city staff should be able to resolve all of these issues together in one package. This is better for workers who don't have to - navigate one more bureaucratic maze. It is better for employers who especially those who fail ignorance or capacity issues to have one stop that think they can get them back on the right track. Every time we force a resident or business to sit through one more unneeded phone Find one more unneeded eail shot. One more unneeded form. We have failed to deliver quality services. For my employment work at a Collier County is a fnancial assistance specialist Friday with public assistance programs like snap Cash in emergency assistance and also a part of the Saint Paul Labor Standards Advisory Committee where we've been working on this for over a year now. I'm passionate about this waste of ordinance because I know the effect it can have and will have of Saint Paul residents and workers in the city. According to a recent conducted by the Greater Twin Cities United Way. 36 1% of Minnesotans live paycheck to paycheck. And specifically in Ramsey County. That percentage is 43%. Oftentimes those who are living paycheck to paycheck or extremely likely to fall one paycheck short falling ito homelessness. I've seen this experience firsthand in my work. And 2023. I interviewed a client quite applied for emergency assistance, which is a public assistance program that could help. Pay to keep people in their housing and avoid eviction or help resolve utility shut offs while conducting the interview with this client hit told me that he was terminated from his job as a former employer did not pay out his final paycheck that he for the hours he worked because this gentleman did not receive his last paycheck that anticipated are receiving. He was not able to cover his rent for that month. And that's received an eviction notice from his landlord. Which theft in this instance directly caused this client to have to apply for emergency assistance, which is a county run program with a finite amount of dollars that they have per year to use on clients who are eligible for the program. This employer's actions are not of not paying this individual not only affected the victim of this crime, but also could potentially affect another individual who applies for emergency assistance because of client. No longer has funding. They're not able to help any other individuals, which theft is a serious problem that can have devastating impacts not only on the victim of the crime but other parties as well. It's one of the most common industries where wage theft occurs. It is typically number one or number 2, right after construction. Unite here represents thousands of hospitality workers in Saint Paul that have strong protections against wage theft and their union contract. But nonunion workers, which there are tens of thousands of non-union hospitality workers in the city do not have those protections and rely only what the government provides them. And that's when families need assistance. And they're often unpaid for those hours. As a society. It is time to protect, put in protections that are in place so that workers salaried and salaried hourly union or not, they can no longer be exploited with wage theft. Thank you. I want to thank yu for the important and impactful work that you're doing to address wage theft in the city of Saint Paul. Which that is one of the largest types of that in our country. And it's a pervasive and systemic problem throughout Minnesota. It affects workers from all sectors, including construction, healthcare, tipped workers. As you know, wage theft has a real impact on women. Bipoc workers in low-wage workers and immigrant workers. The city council heard from leadership and staff last week that your investigators regularly receive calls from workers who experience wage theft worker advocates routinely get these types of calls to as recently as 3 weeks ago, had a conversation with a teen working in the city of Saint Paul had unpaid wages. because we don't have a local ordinance, I needed to encourage her to call the Department of Labor and Industry. The proposed wage theft Ordinance Change, which will line with current wage state, supplies will allow our local investigators to respond to constituent calls and help these workers achieve resolution rather than having to refer these calls to another enforcement agency on behalf of the Saint Paul Regional Labor Federation. Ad I'm here to talk ask you request that yu vote yes on on this ordinance next week when you vote on it. I know all of you are authors. So very much appreciate that. But I think it really is important understand why this is so important. I think there are a few reasons. Wian on things like this is very important. First and foremost, workers deserve to get paid for the work they perform. That's simple, straightforward. If you work, you should be paid for it and get the pay that you expected to get paid. This ordinance will allow the city to help workers haven't had that experience resolve that issue. I think it's really important because we have businesses that are skirting the rules. They're hurting businesses that are not skirting the rules. So passing this ordinance. Also that city, too. Try and weed out bad actors that work within city's boundaries. Reason is, as has been mentioned before city of Minneapolis has this has a wage theft ordinance that nacht over there and that they enforce over there. Which that doesn't stop at the river. You know across the river across the state boundaries, cross county boundaries. So it's not like we can just kind of cover years be like doesn't happen across over the over the river. Lastly as MR. Bercow mentioned a little bit earlier. Just as about efficiency here doesn't make a whole lot of sense for the city to be like, yes, we can help you with these 2 or 3 things that need help with, but you have to go to the state for this others aspect of Doesn't make sense. Doesn't make sense to put people through that. Put the public through that, especially those that are being affected by wage theft. The most are going to be the ones that we're gonna be people largely they're going to be the least able to go through multiple different rounds enforcement bodies, multiple different in you in takes you to know that. It was referred to the vacant buildings program following a condemnation and order to vacate. That order was not appealed. And Therefore, the vacant building definition applies to the condemnation. Looking at those things that were established there and what the vacant building inspector would have seen on review of the property. When I reviewed this case, found that the photographs Cropper 8, the statements in the condemnation report. It indicates that gross unsanitary conditions, hoarded conditions creating a fire hazard situation. Lack of maintenance, overwhelming smell of cat urine, very small walking pounds within the home. Questionable plumbing and water hookups locks of the yard surround are in relatively bad shape. But just really quickly. Give you a tour of the photos that were provided. Well, first, this is just a Google Street view of the front of the house. You can see overgrown and There's an aerial view and in the condemnation order, see that one of the items called out is that the proof is in need of repair.
