Covering this building tends to get cold when it's not been used over the weekend when it's a three-day weekend, it is serious. We have a pretty full agenda today. So we're going to dive right And first. And know, we're all looking for 2 midpoint update on our current audit, which got some press recently aired. A folks saw the link that being sent out, but got some great interest in the public. So. Saying turn it over to you to step aside after Fed is not a here. That service here. All right. So not used to seeing you in person right. Thanks for being here. Thank you. Thanks for thanks for the invitation. Yeah. So I thought to do a little review of kind of where we're at just a reminder of kind of what our key question areas are. We'll talk a little bit about our method in our approach and just give you an update of where where? Literally at in the middle of that what we're doing, reminder what the timeline, what our aspiration ul perhaps timeline looks And then I would just talk a little bit about some of the feedback that we're getting so far. Just see have a sense for kind of what the but the preview might look like. So and any questions just, you know, holler at me as I go or holler at me at the So just a reminder, we're focused on really the community projects portion of the cip. I sort of project process and we've got to the 3 sets of questions. We're asking some questions o folks related to the process. So what about the mechanics of the process could be improved? We're asking some questions about community engagement. So that's a a place where the Office of Financial Services and the Audit committee was really curious and so on ask him questions there. And then we're trying to get a little bit into questions around equity and how we think about equitable sort of distribution or an equitable process trying to seek some feedback from folks about So sort of 2 sets of methods. The first one we've asked the staff really the data from the past couple of rounds. They've been really sort of welcoming and sharing of what that information looks like. So we're doing some analysis. And then one of the things they asked for was some mapping. And so we have Minnesota Compass team, which has a GIs expert on who's engaged with to do some of that mapping just to think about both mapping of potentially the data that was to drive this most recent round. And then to really map who the applicants are, where they're setting and then who awarded projects were just to better understand what that looks like. So that sort of our qantitative peace, qualitatively, we agreed that we would do a series of interviews with different stakeholders. So first one was with the staff, both in group and individually. We've done those group interviews and we've done 3 of those 4 individual staff interviews. One of the staffers was sick when we were on site to be able to do those. So will round those out soon. We had a conversation. I think folks know with somebody who departed the mayor's office, but ws the most attached to this were able to to have a conversation with that individual before departure. We're interviewing Cip committee members. We've done one of those 3 interviews. One, we are in the midst of rescheduling that individual was also second. We still have one more that we're continuing to pursue. These are folks recommended by by staff. We are also engaged in interviews with Both folks who are successful dismissed most recent around as well as folks who weren't successful in that application process. We've done 4 of those and we're seeking to do 2 to 4 more interviews. So we're going circle back with the staff and see if they can help with a little bit more of a push. But this MAY be a place where we actually come back to chernykh or had suggested. There MAY need to be a little bit of an open conversation here for some applicants. So that MAY be a place where we come back and say if we really can't get those scheduled and we MAY come back and say we love a little bit of an open forum. Probably not this whole room full, but some version of an open forum with folks to give some feedback through that process. And then last we've had one conversation with a city council member and looking to schedule one to 2 more city council members just understand feedback. So sort of I'd say 2 thirds of the way through really where we think about our qualitative data collection here. So our aim is to if we can complete our so the full round of all those hopefully by the end of the first week of FEBRUARY, latest the end of the second week of FEBRUARY. Just knowing that we we really are still on clock starting to do some of that analysis, completing that analysis hopefully kind of mid FEBRUARY. I did aree with the staff just like we did. We did our first project that we want to make sure the staff had a chance to take a look at that report. Give us feedback so that we can do some some massaging there. And we've said, you know, mid to late FEBRUARY is when we will go back and forth with that team. And we sort of said we put him on the clock as it relates to feedback so that we could hopefully by the end of FEBRUARY, have a report back to the audit committee do think that's probably aspirational. If we do struggle a little bit with some of this interview scheduling, we made it to push that a But I think we don't want to go any further than the middle of MARCH. You know, just because of your needs as well as just what our portfolios look like. So I'll just some initial high-level feedback. I will say. I think you all know both from the article and from the feedback you log out there are a lot of passionate feelings and a lot of openness to giving feedback about this process. I will say universally we've heard currently while we're still not there yet, it is better from an inclusion and engagement and a community facing process for us to be doing. What's new versus what was really that old process of lots of folks coming in, folks needing to come in sort of nights during the week to really engage in that process that the efforts made now are really aout increasing a sense of inclusion. Still needs to be tuned in some places, sort of a fair bet. So feedback around the timing and communication mechanisms. So I think both clarity needed around that timing and what that timing sould look like. And just what those communication pathways need to look like. And really thinking about leveraging all of the communication and engagement pathways that the city has to offer this most recent round felt a little restricted, it seems and that sort of engagement and communication pathways and really leveraging that the community engagement approaches. We're hearing from kind of all different stakeholders. There are a lot of avenues that the city while it leveraged kind of one of those avenues, it might think in the future about leveraging a much broader set of community engagement at news and thinking about the tools, communication template, training that might be needed in order to be able to leverage what that community engagement process and pathways look like. As we know, there's questions about the ownership of the process and then ownership of community engagement. And and really those sort of communication pieces depending on the stakeholder work. Talking with we get different feedback about what that ownership to look like. So expect to see in that report. Both that read back as well as our sort of general recommendations for things you might consider as you structure some of those, some of that ownership, the application itself, lots of feedback about that. Thinking about whether or not doing it all at once or perhaps breaking it into a phased approach might be helpful. Thinking about how might city departments give more advising or coaching or technical support to folks who are engaged in what that application process looks like. Timing and the timeline for the application and what it takes to actually build those applications were getting lots of feedback about that. So thinking about what that window that period looks like. And then there have been a number of suggestions about perhaps just putting some boundaries on what's possible or what might be selectable or what might be doable. So folks come in and really sort of dreaming large. And there really is a limited amount of money and perhaps some limited options. And so thinking about perhaps some real edge is putting around this process. So the assessment process for decision-making and how that review happens. Some feedback about that and then when we started to ask questions about equitable funding, I think every person we're asking is giving us a different response. And so we'll try to do our best and sort of synthesizing what that looks like. But imagine they sort of coalesce around for me. This means there should be something in every part of the city or for me. This means there should be something in the places where the data suggest that there ought to be projects or something. So so I think for this I suspect more than our previous work. We will come back to you with lots of option paths. We MAY suggest a consideration, but I do think this process is one folks hold dear and want to aspire to continuing to improve it. And so you will, I think, have an opportunity to really think about which of those pounds you might think about or what you might try learn from and then continue to adjust. But I think universal enthusiasm for. Lets leanin. Let's keep making this, you know, sort of better as we think about this. Always ask about couldn't there be more money to voted to this particular part of this work? But if not, are there some things that we can do that would have it feel more engaging for individuals across Saint Paul. All staff questions. Things you thought I was going to say stuff. You're still waiting for us to get to. Expect a bres. That's a really helpful Questions or comments. Think you're pretty thorough. I've just one so you and in FEBRUARY would be aspirational. Maybe mid MARCH is more likely in terms of final deliverable, which I will say for myself. And I think I say this with the support of my colleagues on the committee. We care about the quality of the product and we to engagement with you per year. We know. And so we've certainly I don't think aren't any particular rushed to have this done FEBRUARY. And I know you have other commitments as well. So you might be in a rush. I think the marches is perfectly fine. And then as Dr but said we did get a request. Actually a question the Highland Village or about whether that would be holding a public hearing on this topic just because there's so much interest in it and my response was really nervous. That question before, I guess we'll have to see it sent it directly to Dr Bridge to see if that would be useful. Sounds like it might be useful, but I would just say it takes some time to both notice a public hearing and also I don't think we're going to pack the room, but even just to get the notice out to few people who might come Saint testimony in advanced, we'd want probably at least a couple weeks to do that. And we probably looking at a FEBRUARY meeting got just around the corner. So I would just say focusing or, you know, even if you feel like you let us know. So we can. Schedule that. MR. Hester, I would just add acre that if we didn't do that option mean there's having opportunities for the public to get feedback is really important. It's also not research. And so how do we balance the views are the thoughts of people who don't know or don't have the time or the inclination to shelter to a public meeting in their thoughts and views with those who are passionate enough to show up or have the time and the resources to show up. So dislike. How do we balance that from a research perspective and remembering that just this month, time to show up doesn't mean that their voices. More important than someone. Really point. Yeah, and I think we internal team and I think you all met Audrey was. How would this work if we ran it like that? So I think that's why our first response was we're really going to try to do this, you know, kind of pursue this. You know, sort of slightly more intentional fashion if we can. So we will flag soon if. You know, potentially be an opportunity for some of that feedback. And we might think about a different mechanism for what that what that could look like. Then a public forum. But, yeah, I mean, I think balance saying, you know, who wants to lean and to be heard against all o the voices that we want to actually make sure that we're listening to, I think, is, is is it really a good call? One thought on that note is that certainly would not be enough on its own. It might be a way to. Cass out abroad invitation to folks who could come testify and then. People who said things that presented perspectives. You hadn't yet heard in the one-on-one interviews could perhaps then be followed up with according to what you thought was the best methodology to have for the conversation at a public hearing. People get their name. They give their contact information so it would provide broader base of folks that you could then choose to reach But I think we would want to be really careful about how we message what was happening in the public hearing or use it to MR. Masters. Really good point, MR. French Earth, thank you, chair in a career as a wy that the future in a current DR. Brent, just on that point about. Cip committee member interviewees, you know, I realize this is a very 3rd party from the details comment. But I heard that you mention the off office financial services lights was identifying people to be interviewed. Members. I don't know how and why and what the criteria is. But it seems like this would be an opportunity for any cfp committee member there want to be interviewed, particularly if that's a if that pieces of scheduling barrier that's contributing to that timeline. Peace that we talked about. So just a thought there otherwise really appreciated your update. Yeah, Ithink w you know, we sort of, you we've we've invited the U.S. S staff to really sort of lean in on so, you know, new committee member Long Standing Committee member former committee member is a little bit of the way that we thought about that. That said of humans. But it's a really good observation that that that MAY warrant just a full cast out to the full current committee to to be interested in giving feedback. Yeah. Yeah. Great observation. And I think the to say one last when you think about the public conversations. So there appears to be so much interest in shaping what this looks like in the future, especially shaping what that engagement part might look like that you MAY also think about pending. That conversation for Post report to say, hey, we're going to put some of these recommendations and to process and we would love a deep feedback from community about how we might continue to 2 in the engagement process. You MAY be able to. Have folks continue to help you sort of refine its pretty clear and even clear from the office staff. This is not going to be once and you're done. This is going to be too in this next round. Continue to learn some things up. We probably should also be considering this see MAY have an opportunity to to engage with folks who really feel passionate about this and want to continue to shape ways that it's communicated that folks come to the table that folks feel like this is accessible over that arc. It's that sort of like the audit we're expecting and her toddler audit, which is that we aren't far. And I realized, as I said it out But yeah, so we will thank you. Doctor Liu said and then I'll come up. Our Josh our time and our Josh and that another term Times came to town times and then I realized that only one okay. Josh it. And thanks so much for being here. We just wanted to invite you back a few months after the audit was done to hear your thoughts on how it's going implementing the recommendations, any challenges you're having. Any reflections. You have obviously, you know. We care not just about like producing the shiny report but being helpful to the department. So. Really grateful that you are willing to take the time to just chair updates wth us. Well, yeah, thank you. Chair Naked Committee members for having us back. So we do have some projects under way to present. And wanted to kind of share about for those ones that are not underway. Just a little bit of our thinking and polarization and what we see as kind of the cost or effort in return for both of departments and those recommendations and maybe look forward to some of the work that will be doing in the future. So some of the projects that we have under way snce the report came out. I think we've really made some good headway on our hr consultant teams working together to look at what are the processees and policies or guidelines that each department has and how can we sort of coordinate and streamlined those that came really into fruition with the city's rollout of the performance-based pay or performance-based recognition program that happened this year from h r that was put out and it's kind of up to departments to decide how to implement that Our 2 consultants work together so that both parks and the library have the exact same set of guidelines, standards forms for all of our employees to use right now for that It's worked out well so far. It's very new But I think from staff of are able to participate in that process. I've heard nothing but good feedback on. How easy it is to understand and engage with self. And I hope that's working well, our hr teams are also working together faq documents for things related to parental leave. Council trait consultation on training and staff development opportunities where we have the opportunity to collaborate. If we're bringing in a third-party provider for some training. Or we know that there's something that would work best for all of our staff. The next step for them is some work on workplace injury forms and information too, get that Both department public safety infrastructure is one that was really highlighted in the report as a big opportunity for our departments to collaborate. We've had some good success so far. The library. Is implementing a pilot project on vapor monitors in our bathroom. So this to detect smoking or vaping in the bathrooms. We knew that parks wanted to look into that as well. So our safety manager reached out to and I just learned that Randy them security manager. And they were able to coordinate we we implemented the paper monitor's in 2 of our locations and had parks over to look at. What devices we've chosen, how we're using them. What the staff experience is like and managing that device when notify staff of some bad behavior in the bathroom. So and that's a really good process for us because they are expensive to purchase and install this really kind of on the 2 vendors in that market. So parks to be able to get a chance to see hands on what was happening with the vendor that we had chosen trip. I think it's really helpful. Another piece that's going to be really big that involves public safety, but not necessarily purchases is just the process is that we have around safety in both of our departments because we have Rex centers, libraries, public spaces where people can come in. We have implemented the same standard that the schools have for identifying secure lockdown status is, you know, it's the terminology is the same as as Pps is using and now parks, unlike levers, can share that same thing as well. So if we had incident at a location, anybody hearing about that through communication through email text or something should have know that same status. It's a training that we're continuing to offer to employees as well. So they're often bill, you're with that. I think parks will be implementing the same. So there's there's that's kind of a low costs. Hi returned case that we really see there to get that that under way finance and procurement was another big part of what was really great because after Dr Bit had presented the final report, I got an e-mail from Andrea Ledger and heroes over became insane. Here's where we're already working on. A lot of this was really nice to sit. So we know that the city over the last year and going forward is working on increasing use of master contracts. So in an instance where we go out, traditionally, I we had a service, we want to do, we put out an rfp for that engage with the contractor. That would be only for us. The master contract allows that contract to be open for anybody else in the city to take advantage of. We recently did that for security services for the library. We wanted to be the opportunity to supplement our in-house team. If we had event or something. So we developed that as a master contract, sir, if the park 7 need to take advantage of security for an event or location that need some extra support, they can utilize. That contractor has been going out. That's been really good. And I know that heroes looking at that as enterprise process for all types of contracts throughout the city. And we are also they worked did work with parks and streamlining contracts related to programming performers. People offering and things in their spaces. We don't yet have that. So we're going to work now too, basically do the same as parks has done. And we're working directly with attorney and that revising contracting process. It makes it easier for vendors in the cmmunity. Find a small vendor. He say it's going to come in and do a puppet show. I have to have a billion-dollar equity policy. Like there can be a separate contract type for the provision of those services. And I think that's what you all had and we're going to Tamir that same thing. We bring in a ton of people throughout the year of our different locations. Those are the pieces that we've got underway right now. As far as prioritization we really looked at, like I said, cost or effort and the return. And when I talk about return of just talking that return for our 2 departments. There can be some on here like I'm saying, high costs, low return would be enterprise security camera system, implementation. Significant cost. And I think for the city as a whole, particularly our public safety departments, a big return. There are 2 departments were already on the same system for security cameras. We have processes for sharing footage with each other. Sharing information said getting in that class doesn't give us a big Now, centralize hr functions. Another have and the high costs will return area. I think we have really effective hr consultants in our departments right now. And as I said, they're taking a lot of recommendations and a really moving quickly with person I was talking to this morning says want to get more of those done that you are way ahead of and in the high cost high return area. I think we see a lot of like standardize maintenance processes would be a big that includes things like having to implement same or shared building automation systems fr Co located spaces or alarm systems. There's a big cost there. But I think in the long run, you've got a bigger return there where we're not duplicating are having redundant systems operating. Public safety, infrastructure. Another high returned significant cost there. When we talk about the things I know that we're doing advisory looking at automated locking of our facilities and staff can trigger centralize locking paper, monitor implementation there's a significant cost. When you talk with a number of buildings that parks has for says that their team that we have. But really good that. A low cost low return just because we have only the couple of co located sites of equipment chairing for things like snow blowers and that and again, you have a lot more spaces than I'm not going our snow blower from and then you get a little some of those pieces that we're focusing on right now. So it's a shared vendor lists. It's the use of those master contracts pieces where we know we can take advantage of some joint purchasing economies of scale equipment cheering at our co located sites. That's an esy one that we can do and has returned for those specific sites. The hr collaboration and the ship Processees. And then as I alluded to earlier the process and shared language and systems around public safety, emergency response procedures is a big one for us. That's where we're at right now. I will open it up for any questions. Anything, the you're in a career isn't isn't great. It's been a peasure to work with a librarian. The library staff in the side. That and I look at global now that these conversations are no now open and easy to pick up the phone, you know, Park says things they do really well and libraries have sme things they do really well. So we like to put those together and do everything really well. They have a big building project coming up. We build them all the time. Let's let's say we have that communication. You know, so. And a global level, I think want to bring everybody in the conversation and their ease to talk to each other. It just makes it so much better. So thank you. Library staff. And know you can think about things even before, but I want to open it up to my colleagues for comments. Questions clarifying. MR. Unsworth just getting ready to hit Yeah. Japan. I really appreciate hearing the update because I think the shared vendor lists and like the supplies economy for scale. I mean, like at a time where were, you know, asking taxpayers to like? But the bill for a lot of stuff around the city is really nice to hear that we're finding efficiencies. But in ways that we work together for economy of scale, think that that feels really great for an update. I had like a clarifying question is I'm not as familiar around master contract. Totally makes sense. But are you saying then that? He just explained me like 2 more sentences or a master contract because think I'm following you, but I just it's a new it's a new concept for me. Should opens it in a similar way that the city can take advantage of the state's contracts that they have. And though, you know, make 5 year contracts with. Different vendors, maintenance provider supplies, providers through the co-operative purchasing venture. We as a city can take - advantage of that. This is just bring that down to a city wide scale. So if I a it a dfferent apartment? I I need to get like I said security services. I can check in with. Find out there is an existing master contract I can by off of that rather than having to open it and event and find a different contractor. So that's pacing is fixed anything based on that contacted accessed Thank And also That I think Josh and I look at this as a first step in a process as we go on and the conversations happen and we look, you know, even more intensely. And we both believe that we're going to have to be very flexible I the next 4 years. I thinking that when I was flying back from vacation last night over the Gulf of America. That In the hunt 105 degree difference that came into that that this is step number one. And we really if we hadn't had these conversations going in, we've got to be ready to act and ready that still server residents no matter what happens from the existential were all. Very well put. I I'm curious I really don't like it. Don't mean this in a please cause up to us way. Like would love an honest answer here. But you came to us who are already planning on working together and we were able to offer our resources that were already budgeted to do the study that you had proposed doing. I didn't do to facilitate what you are now working on together in what ways wasn't helpful versus honestly, we probably would have done that anyway. I think pushing us to move forward important part of that. You know, you can have these conversations like wouldn't it be great if we were able to do that? If we decided to collaborate on something that hving the the audit done and giving us this, you know, list of here are some really good opportunities that you can take advantage of right away. It's just a great way. And then to help it really just helped build the relationships between the departments. Was really knew? I think. Maybe in month one when this started week, one to be able to just find out of here, my counterpart, severe and parks. And then through the conversations that weather facilitated be able to learn more, get our staff to share with one another or hr staff, our facilities and maintenance staff as public safety and security staff. So I think it was really about just getting those groups together and helping us to see. Now when we are launching a potent here's reach out to his how we can keep this connection is going. And I think a big projects like Josh, what he what he said initially was we can almost need a babysitter because their data days or so. Busy that this project over here is not going to kill your Monday, but it's a long-term thing. Low hanging fruit that we have to do. You know, to foster that communication. So I think it really helps and can think of big projects with s p p s, you know, we have to do that all the time because you have, you know, the director of operations and me. It just doesn't move, you know, unless you have some help move So I really appreciate that. The consultants in this in this project. I's great. It's like working out no day makes, you know, daybreak's you. And there's the Very difficult to get motivated and you need something to be a kind you need you need exactly. Any other thoughts, comments, questions. All right. Well, we really appreciate it. I will put out a little plug, which is that we are about to be. Know that opening up 2 new proposals for assistance to departments for the 2nd half of this year. And so if either further digging in on any of the topics you're already working on or something else has come up in either one of your individual departments that you would like. The timeline for the vacancy so that I'll give you more complete timeline act, a bill that in okay. Just so that it will cover it. So they say could have both offered to item discussion where timeline. So we did agree at a loss me that we're going to push the topic discussion if ever a, but at least for this first meeting of the year, we really think about look at area that we're interested in exploring so that we can also decide department like to invite to come forward and have have a kind of meaningful conversation with? That's right, ok, so thank you. Just want to kind of the big high-level reminder of where we were at an a I am going to be reaching out to the department's to invite and thinking that it might not be necessarily to come here if that's a very formal way of talking about, you know. Your challenge work out. So I thought about that wreck and recommendation from this could last time. But I think I'll probably offered as more of a, you know, a one-on-one conversation, something like that. But yes, we did. I think in this this time want to. Just hear if topics have bubbled up in people's minds that they that they are interested in whether any of the topics we talked about and not been able to choose because we can only choose one more interesting. I will also offer our city council is going to be having a retreat in mid-FEBRUARY it, which will be talking about all of our kind of policy priorities for the year ahead. And there MAY be topics that come up in that conversation that are actually appropriate to assigned to the audit committee versus the council as a whole were really this. You're trying to be very intentional about what goes to which committee of the council. So possible have things come out of that. And then of course, we have our audit survey that we have not topics Section survey that we have not re upped in a long time, but I think this might be. The time that we kind of re issue that to community, maybe district councils just to get some fresh thinking and what people interested in us taking a look at. But with that really just wanted to open up the floor for folks who have, you know, to hear any thoughts people had. I'm sure over the holidays. All people didn't think about out of committee topics or any further thoughts on the process of people time. MR. Frederick. Thank you. Would be grateful action start feel Yeah. Wish actually have my text. Okay thank you. Well, couple. The ones that kind of continue to come that we're a little bit Spacey, it will say. You know, we have a lot of questions around police overtime. Staffing in general. There's large lake attrition that's happening in that department. But just again, low, think about the resources of the same polyps that footing the bill for city departments and over 10 spending has been quite high. And then another one is district councils. It's sort of a long time. Project, but we haven't really looked at, you know, the nmber or how big they are and the neighborhood feel of them. But also they're fun day and to give our general elation ship with District Council. Some folks like to think of them as our erly notification system eye. On the other hand of a much different opinion coming up to the District Council. I feel like they are very in tune with what's happening in the neighborhoods and great advocates for kind of that neighborhood feel in zoning licensing dcisions. So I think that could be another opportunity came up to the budget process. We've talked about a lot in terms of council. Not necessarily priorities, but things that have questions from last year. So closer to that immediately come to mind. Chipmaker are focused up well. I would agree with Councilmember Kym about the district councils, but another one. I think this group should really give consideration to is the change in how back in 2018 the city changed how it follows up on. Permit inspections. They're trying to solve the problem of permits not being inspected. And did that change actually result in permits being inspected or didn't result in the change was before if the permit wasn't checked, it just that open and then eventually was closed out but didn't actually get inspected to certain disappeared. They made it so that after 6 months, I believe it was closed. And then you had to reapply for the permit. So do do people actually reapply and is actually and result in an inspection or they just get clothes and not inspected faster than it did before. What was the impact of that and did have the intended impact? I think that really gets to health and safety issues in the city. So that would be another one that is sort of a longer and falls off the radar sometimes. But as Can lead to some of dangerous situations. Thanks, Chris.
