under God indivisible with liberty and justice for all all right good evening and welcome to the city of St Paul Park regular council meeting for January 6 2025 first item on the agenda is the approval of the minutes for from our last meeting on December 2nd 2024 um that's just in case there was any changes or anything that might have not been taken care of that we had to adjust then we make those changes and we have to reapproved what did or did not happen um just so that everybody is aware um so that is item number one on the agenda this evening thank you Mr Mayor and as I've read the whole packet I will go ahead and make the motion to approve last week or last meeting's agenda I'll second I have a motion and a second any further discussion all in favor signify by saying I I I motion carries I all right item number two items from the public let's see if anybody signed up did anybody sign up all right item number two this evening on items for the public we have nobody wishing to speak items from the public is a time for for the citizens that can come forward for something that is not on the agenda and they are able to um bring forth any concerns or questions that they may have for the council so then we may um go forward and rectify with staff or or formulate a plan and how we can or cannot help them so at any time if anybody has an issue that's not on the agenda that you would like us to address feel free to come into City Hall um we're always welcome to see you and and and bring those at that time during items from the public um item number three the consent agenda um the consent agenda is the has a lot of things on them usually things that are deemed to be non-controversial um this evening we're going to have a little bit of a change I am going to make a motion to pull item number G from the consent agenda um and move that down to new business um so I would make that motion if I could get a second a second I have a motion in a second to pull item G from the consent agenda any further discussion all in favor say I I I motion carries all right now moving on to the amended consent agenda this evening on the amended consent agenda um we will be approving commission appointments um for um people that sit on our commissions um we have to I item number B we approve a pay Equity report that staff did that is statutorily required by the state of Minnesota that we must submit every few years um to make sure that we are paying people properly um based on certain criteria um item number c we will be setting our dates and times for our Council meetings um which will be the first and third Mondays of the month at 6:30 um in these Chambers at City Hall except for when there are changes due to legal holidays um or a lack of agenda um item number D we will be adopting resolution um 1734 a and 1734 B design designating depositories for 2025 um designating our depositories means um what banks the city uses um we need to uh assign um that legally on how and what banks that we bank with so that we aren't using multiple institutions and we know where our money is going and where it's at um item number f um we will sadly be accepting the resignation of public work supervisor Jess Jeff dinopoulos um he has submitted his resignation effective January 9th um and we are authorizing staff to begin a hiring process so um we will be looking for a new Public Works supervisor uh we want to thank Jeff for his service to the city um item number G has been amended out item number H are budget amendments um things that we needed to adjust for our budget going forward um item number I approve a special permit for the St Paul Park Newport Lions Club Bui tournament um and that goes along with item number J that coincides with that a liquor license for them um annually the Lions Club has been hosting a boot hockey tournament down um at the mud volleyball court pits there just off of Broadway and it's always a good time um and uh so if you wish to Feld the team and uh join in um it's a great fundraiser and a cornhole um look to their Facebook on that um we will be approving a pay voucher for Taylor Electric Company um construction that worked on our generator um we will be approving tentative dates for the regional open book meeting um where the for the county comes and um goes over property taxation um about your properties that would be April 9th 2025 5-7 at Cottage Grove City Hall April 9th 2025 5 to7 Oakdale City Hall April 17th 2025 um at Woodberry City Hall item number M um we'll be approving the payment of our uh bills for the period of December 4th through January 7th um just like any household or business the city also needs to pay its bills um item number n approve a lawful gambling permit for Ducks Unlimited on January 19th I heard they are hosting an event down at Willies um that might be something for you council member swansson to look into um we will be approving item number o approving license applications for alarm users body art and tattoo establishments and um home occupations garbage collectors massage therapists wrecking and junkyards um there are certain businesses that we have to approve licenses for to operate within the city our alarm users our bruber Financial Services Inc um with a DBA of persolvent Washington County CDA uh for the Pioneer apartments Old National Bank um body and tattoo establishments are Medusa hair parlor and Lady Liberty Tattoo both good businesses right down on Broadway um garbage collectors that will be licensed in the city of St Paul Park for 2025 are tennis sanitation Highland Sanitation and and recycling ink uh Allied Waste Services crew Penny and Sun DBA Ray Maco rolloff services and nitty sanitation and those are all the licensed garbage collectors that will be authorized in 2025 in the city of St Paul Park um home occupation licenses will be Ling photography LLC Wayne Beaman Arts emergency vehicle Supply aw combat LLC great Cloud Studios Greg's gun shop and Sporting Goods manachi Munitions LLC and Brenda's groom room our massage therapist that will be licensed in 2025 simple Journeys Massage and Wellness LLC um and our wrecking and junkyard license will be Eastside Auto all right so those are all the license approvals that are in item number zero and that is it for the consent agenda this evening well mayor Frankie yes council member if I may I would move that we approve tonight's a very comprehensive consent agenda second amended I should say sorry council member all right I have a motion and a second to approve the consent agenda as amended any further discussion um mayor thank you you read my mind on the Ducks Unlimited um dinner they're actually having a chapter here in St Paul Park Don a Willies and escaped my attention so I was I was going to ask that question so thank you I knew you would be interested any further discussion all right all those in favor say I I I motion carries 5 Z all right on to new business um I am going to pull item number g off the table and set that for approval so I make a a motion on item number G which is the approval of the interim Public Works supervisor position um we will be offering that to Tony Brinkman who has had 17 years or so a service with the city of St Paul Park um longstanding employee that uh has um put in his time and and done some good work and furthered his education and I think that personally um being such a small city with the with a small contingency that giving the opportunities when we can is prudent so um that is what we are doing there and uh also that it's it's in an interim I believe if you all read your packet it's for six months or until we find somebody to fill the position fully and we will be going out and uh um potentially hiring a firm to find that person and then holding interviews and and going from there but in the meantime we need somebody in charge so uh that that's item number G thank you mayor I will move motion that we approve the agreement for the interim Public Works supervisor as recommended as a separate new business item I have a question I need a second first a second first all right I have a motion in a second any discussion yeah I'd like to know if this could be um pulled off and we have a workshop on this I don't know what it takes to get that off the agenda just to talk some details yeah um I guess this wouldn't be the time to discuss that right now we're in the middle of a vote so we can either vote it up or vote it down and then um Workshop the moving forward from there so Mr mayor council member uh just a question for City staff on this is it normal have we normally brought interim positions in front of the council if it's within the budgetary approved budget I mean do we normally see that as something that has to be approved council member mayor council member swon yes we've done this I mean particularly for public works this is the third time that in my time here okay we've done this in the agreement um and it is required by because we're a statutory a city that the council does approve this uh appointment essentially okay thank you all right any further discussion I would like to see some kind of discussion around it at pass be at another time or whatever but uh I think there's some details that should be looked at right and I I think any details on on how we move forward and the requirements and and what's required um will be dealt with in that process of one laying out what our expectations are what those um requirements are for uh our next incoming full-time public um supervisor so and I think the full Council should have the opportunity to weigh in on that so in the meantime we need somebody in charge because Jeff dinopolis is out of here in just a couple of days so this is our only opportunity to put that person or somebody in charge so yes all right any further discussion all those in favor signify by saying I I I all folks to do this to you but our acting mayor will be council member Jeff Swenson um attorney will be in civil prosecution GD law City administrator Kevin Walsh city clerk Amy triller um city engineer Morgan Dolly of WSB Associates City attorney Kennedy and Graven Finance director Melody Santana Marty um and our legal newspaper will be the Pioneer Press and that is it for the those appointments and then should we I'll we'll just take those both as a whole A and B and we'll make it one vote um the Personnel committee myself Kevin Wallace council member Swenson Public Safety commission Bruce Zen council member zener um Chief Kramer and chief danberg uh Public Works is council member swensson and will'll now be Tony Brinkman uh Parks and Recreation Charlene council member Charlene with BR hemingson Planning Commission council member Conrad and our consultant firm um Great River Rail commission council member Conrad South Washington County telecommunications will be Patrick DS and Kevin Frankie uh South Washington County watershed district will be Kevin chaplene I believe there is a typo here um and St Paul Park cap panel will be myself and those are all the appointments for 2025 all right on to item number five reports from the council council member snon Public Works commission Mr Mayor did we vote I I didn't hear a motion and a vote on I don't think we need a vote on not on the mayor oral but on the appointments the like item a oh okay I believe I'll make a motion to approve item a acting mayor and others per list as so eloquently listed by the mayor second have a a second any further discussion all in favor say I I I motion carries all right now on item number five reports from the council Council memb swen and Public Works commission thank you Mr Mayor nothing new to report since our last meeting Public Works commission I believe will meet sometime in March it's usually at 5:00 and I think uh Kevin are we saying it's at on the 10th or do we not have it listed uh not the would it be the 4th March 4th I believe March there we go well I'll let you know before that happens we have a few more meetings before that date so uh I do believe we have a full boat we don't need any uh new commission members um and so that's all I have to report thank you council member senson council member whitre hemingson Parks and Recreation um our next meeting is this Wednesday at 6 o'cl it was supposed to be Thursday we did move it into this Wednesday we're still looking for a few members the Bunko is going great we do have um a couple dates if you just want to check our the city website and our park and wreck page we did have to cancel our glow-in-the darkk sighting event because there's no snow but we're looking to have Winterfest and a winter movie um the Whitbread rink will be open it should be open tonight or hopefully tomorrow 4:30 to 10: and the warming house is is open from 4:00 to 9:00 and that's I think that's it thank you council member can I a winter movie Uhl that one W well maybe we could have it here or at Heritage or the fire hall or Masonic temple so that would be indoors indoor okay indoor thank you council members all right council member Conrad Planning Commission um I was gone for the last meeting I don't know if they I don't remember if had one but the next meeting coming up is the 13th at 7:00 p.m. thank you council member Conrad council members zenter Public Safety our last meeting was cancelled uh our next meeting is March 6th and they are looking we could probably use what about four more members on Public Safety yeah it's a very small commission Kelly all right so you heard that folks if you want to get involved there's perfect spot right there come and volunteer to be on the public safety commission to work with your police and fire department on um and and get to know how that works and and be a part of it all right on to myself item number e um you know tonight I'm just going to say a couple quick things about uh we recently lost a member of our community Andy cison um Andy was a big part of this city and a big part of the parks and rec commission a friend of mine and I think everybody here uh knew Andy and and if you drove around sh's going to start crying and so am I um if you drove around during Andy almost and everybody when we used to hold the the Christmas lights contest I mean almost every year Andy and his family won that Y and so if you didn't know Andy you knew his house if you drove around looking at lights in this city um Andy also spent lots of years volunteering with the public um with the parks and rec Commission and doing a lot for the city and he really cared and put his time in and I know Andy lived his life to his fullest um so it was sad to see Andy go and uh I know that uh from myself as mayor and this Council past councils and anybody who had anything to do with the city we want to say that Annie will be sadly missed and and um our our prayers and and everything are just out there for his family um that that things are going as well as can be EXP Ed so uh it's just a sad day for the city of St Paul Park and and I just want to thank once again Andy's family for the time that they gave up for him to be a part of this city and and and thank Andy and um so yeah that's about all I have for that just once again thank you Andy cison for everything go ahead jum on something here uh since he was with Park and rock I would like to see Park and wck take up uh renaming the we need Garden out there after him we do have a couple things in the works good for for that we have a couple of ideas and stuff so yeah we're we we'll try to do something he was a big he was a big uh backer that and mo mostly the glow-in-the dark Andy was our we just held the ladder Andy did everything right so so more to come yep definitely more to come so yeah once again it proves you know when people get involved it really helps this city whether you realize it or not um you know just come down pitch in help every little bit helps so uh any other Council comments or requests tonight nothing further before this Council this meeting is adjourned e e
