everyone my name is Tom Quinn 6600 Sunset way number 209 here in St Pete Beach um also known as the Silver Sands uh three building complex uh um that's located on the beach uh my appearance tonight um concerns the ongoing Behavior or perhaps I should say misbehavior uh that seem to be taking place with greater and greater frequency particularly on the up and Beach area uh in south of there um a little bit past the post card in um activity on the beach on July 4th um was truly um disgusting that's the only word that I can possibly use to describe the uh uh activity of young and old black and white you name it they were out there um uh the behavior in question is well beyond borish well beyond being rude well beyond people being loudish um it was behavior of too many people that that I met mentioned was I can only describe as being disgusting the using our seots which we have purchased and planted on our own nickel um and nourished as much as we possibly can to use those as a bathroom um uh competing with and people jumping the fence of our uh of our condominium to gain access to the pool our hot tub our locked bathrooms assaulting one of our own security guards we put on additional guards on holidays now because of the U tremendous number of crowds um the use of attack or use of drugs you know all this and more is well documented on of videos uh that our condominium manager has which I'm sure he um is more than willing to share with you if he hasn't already um you know my problem is um and many others in my condominium and I speak only for myself I can't speak for the other 299 unit owners but if St Pete Beach wants a reputation for anything goes it's well on its way to achieving that and I think that's very unfortunate in this case social media is not our friend um people the word spreads go to St Pete Beach anything goes no hassle um no rules to um that you have to comply with um it's easy to uh blind the sheriff deputies but since there's one in the back room I'm not going to Blind them um uh but I understand there's staffing issues they can't be everywhere all the time U but the behavior in question uh which is really quite outrageous needs to end soon unfortunately I don't have a magic solution but hopefully if you get some of the interested parties together uh we can work together to come up with a common sense solution that still allows access to the beach for all uh without the undo uh routy behavior that seems to uh continue to take place thanks very much thank you sir and if I may just respond to that um yes we did receive the emails and the videos and the pictures and we do appreciate when you send those in so that we can actually see what's going on um the city manager and I have a meeting with the sheriff um in a little while to discuss that uh and uh city manager is going to be meeting with some of the neighboring Property Owners as well uh to see what we can do to address these issues but I thank you for bringing that to our attention Mark Grill hello good evening Mark gr second PM Point St Pete Beach two items tonight first I was here at the podium on during the July 9th meeting 9th meeting and requested the city provide an update and action plans implemented on the recent failure of the city's it systems when the city was only able to provide the Minish services to Residents there's been no update residents deserve to know second item is related to the recent court case where some residents subjected to the appointment of new Commissioners this past December and January as well as uh its impact on the military for those who are listening and may not be aware um there were plain the plaintiffs in this court case were listed as follows protect St Pete Beach advocacy group of Florida not for-profit Corporation nine individuals were listed rudan Hance Leanne Elizabeth Ferris Jody Powell Charles Bo and Connie Bo Lisa Robinson Harry Mets may he rest in peace Edward Barton teal William Rogers defendants were listed as the city of St Pete Beach Richard Lorenzen Nick filz Karen Marriott Ben was Nikki excuse me and the intervenor was CP St Pete Beach which is the legal entity of serata and as previously updated by the City attorney in early July the judge ruled in favor of the city and the intervener since then the plaintiffs as is their right filed a motion for rehearing the court is yet to respond per the information I received in a recent PR I don't think many people are aware of this number $170,000 has been spent defending this case to date by the city $109,000 Bild to the city by the internal and external law firms and $61,000 to the insurance the city's insurance company PRM by the external Law Firm remember an insurance company pays from our premiums the more they pay the more we pay and like our personal insurance there may be payment caps so this could be soon costing the city a lot more and residents will bear the brunt via a millage rate um and a whole lot more I'm bringing this up now is in tonight's agenda you have a resolution on next year's millage rate I hope you found new sources of revenue to keep the millage rate flat without using Reserve funds for current operations this is not a good budgeting practice and in fact PSTA did this for a number of years and was roundly criticized for funding operations from reserves and I'm sure you'd all agree that's not an organization we should be emulating please take another look at this approach so my ask to you tonight is simple work together bring the city together stop the endless divisiveness that continues a it's costing us a lot of money B it's just as important it's driving the city apart it see some of you would rather argue and demean each other and those that present pres potential solutions to you instead of focusing on a solution so instead of being against this being against that be positive be supportive and most importantly move the city forward thank you Lisa Robinson Lisa Robinson 7100 boaa Drive um this will be my third meeting I've come up to address the uh uh Small Business site Improvement plan uh for some of our small businesses the grant program and um asked for a status report on that and I haven't heard anything nor have any of those small businesses it's it's a minor thing but it's really a big thing because they're small businesses and they spent the money based on the fact that they were approved in good faith thinking they were getting the monies back 50% back per the grant program so again I'm asking what is the status of that I mean they don't have anybody advocating for them you don't see the Chamber of Commerce up here who is an advocate group that I know you're part of the Chamber of Commerce so you realize it is an advocate group so is Nar is an advocacy group that I believe Mr commissioner Philz is part of so there's no nobody advocating for them and I'm here standing there doing that for them and I think they deserve an answer and I think they deserve it right away it's a small item but it's a big item to them and they deserve that respect in this community and again another question that's come up repeatedly as I've been walking the community is about transparency and accountability so what's going on with the $6 million shortfall is the city doing an investigation what is happening we're hearing crickets nobody's talking about it how many weeks has it been now there's also $110,000 with no deliverables we had a $90,000 barge that didn't happen we spent that money we spent $50,000 on a sidewalk to Nowhere over here 10 foot sidewalks to Nowhere the spending's got to stop that's crazy I've got 14 hardening poles down GF Winds Drive because of City couldn't spend 1.3 million to finish the undergrounding but yet they want to spend that 1.3 million on sidewalks an extra concrete that the residents didn't want it's unfair and there needs to be more thinking about this before it happens and we need some accountability and some transparency on these issues thank you thank you Deb shner I know good evening Deborah shner boa Isle Drive in St Pete Beach first I want to show you this this is the only light you should be using on the beach at night pretty cheap at Amazon it protects the turtles so remember that red light protect the turtles second as you discuss it all the things in the budget I would like to know what's going on with the lands ape around City Hall I mean it really looks terrible I think I've brought this up before the businesses are not doing the job they should do in creating a lush Landscaping uh throughout the city but certainly we can be an example almost look dead back there it it's really quite an embarrassment and we should be ashamed of it personally I on my list is the $6 million nobody knows where it is one commissioner said it's in the past don't worry about it another commissioner said it's not our tax dollars well it is our tax dollars it comes out a penny for penis that everybody in pelis pays for so it is tax dollars from the city of St Pete Beach and those people who said those items should be worried about every single penny in our city $6 million just doesn't go missing it was $5 ah it's an error even 100 maybe it's a accounting error $6 million is missing I'd also like to know where the money went in the contract for the playground there was money put aside by the contractor to rebuild that playground and thank God it's getting done now with some other PE people chipping in 50% for that new old playground where did that other money go I'm really really concerned accounting is not financially Adept at keeping track of our money you don't lose $6 million you don't lose whatever six or 700,000 for a playground you don't lose $100,000 for the for the um barge which is not any of your fault I do PL that pay a City Manager residents still are being kicked off the beach and there has to be a process I don't know if the police officers need to carry a card with the information have it on their phone so that we don't have incidents again where the police officers have to apologize and say we were wrong there is a right of every resident in this beach not only to have beach access but to be on the beach to have fun on the beach to lay in the sand to enjoy the beach we should not be kicked off but that six million that we have item 4 a the city clerk contract and annual performance review city clerk hi thank you mayor Commissioners um I had the opportunity to meet with each of you individually uh over the last couple of months I've attached the documents in the agenda of what we reviewed the first few pages are in Black the goals that were defined during 2023 and in red the things that I have achieved during the year that were not listed followed by the goals and um objectives for next fiscal year as well as some reports that I've prepared for the city manager's office regarding various tasks such as me meeting attendance and public records requests I have a copy of my contract and my job description for discussion this evening thank you Commissioners comments questions for the city clerk I first I want to um thank Amber for for meeting um we had a good meeting I feel and I and the time spent with you going over um your goals um objectives and and everything that you're presenting to us um today at the commission meeting um there was a couple of things that we discussed that I I do want to discuss as a group um just because um you know obviously I don't know what you all talked individually so I just wanted to ask a couple of questions um just because I also wanted to see where the status is with the city on a couple of the things that that we discussed one of them was the work that you did on um the training for records management um for the city and I know it's written in the agenda or in the the packet um but I think one of the things that we discussed um together uh was uh this training was developed and I don't want to I don't know if there's a policy I hate to say the word policy because I don't remember that now if there's a policy in the city and how all staff are going to comply with the records management um training but you went through this work provided the training and then I asked well what's the status with the city overall in this compliance or receiving the training and um there was gaps so I don't know if that was discussed with everybody but I wanted to make sure that anything um and and mayor you might be able to elaborate more because I don't know if it's something that you all discussed as far as a goal in the prior year as a commission um something that we wanted as a city to move forward for everybody to be compliant in this area um but now as a commission how do we address whether all staff are compliant on this records management um training um because I I don't see it as you know it's not a fault of you as far as it being accomplished um you're not managing all staff so I just wanted to talk a little bit about that if that's something you all saw as well so we did adopt uh po policies two one on public records and one on records management I created a PowerPoint presentation which I shared with all of you and um as of today everyone has complied with it new hires are supposed to be getting getting the information from HR going forward because I can't keep right but I also did work on a learning module system so once we get all the employees inputed and that includes all of you as well as your board appointees because there are Sunshine ethics trainings that we do and instead of coordinating you know inperson meetings we push it out on this software program and as soon as I get all of my training done on this LMS I'm going to upload it there along with the policies and then I can run reports myself and I can individually push it out you know as new hires come on but as of right now everybody is in compliance thank you and that was one of the things that um we discussed last year I think it's on the very first meeting you and I had um one of the challenges that we had um was to be able to have more accurate and just more efficient public records um so we appreciate you taking the lead on that for the last uh you know 15 16 months to get that implemented so okay and how about the and I forgot the name of it there was a software I think that you mentioned to me that's being used that was purchased by the city for everybody to use as far as transferring information so it's all in one location how's what's the status Las yeah fish um yeah it's still not being utilized to the capacity that it could be I haven't had an opportunity to talk to the city manager and show her what the tool is and the expectation that you all have as well as what my department needs um so I still would like to have the opportunity to sit down with um the city manager roelli to go over that it's I don't know if she's if you're familiar with laser fish but sometimes a visual is easy and um I'd like that opportunity before we you know go into thank you questions comments well I could I st on somebody there no go ahead hey I just wanted to add that uh from my perspective uh amber you've just been amazingly responsive uh anything I've sent to you called you four got taken care of very quickly so I think you've done a marvelous job and um as far as I think the two items that you're kind of asking for in your letter is uh the first one of not falling under the city manager um I've talked to the previous and uh I've talked a little bit with our our new city manager that doesn't seem like a big deal to me so I I'd be comfortable with you coming direct to us which I believe was the situation prior to uh Alex Reyes um as far as uh pay increases I know we have a blank on there um I know you're going to get cola and I'd personally be in favor of maybe a slight bump up but I'll be waiting to hear what the other Commissioners feel as well thank you yes on the question of just to clar clarify the issue right is your request is um a a amendment to your employment contract is that correct one request for an amendment correct and one for the job description yeah yes um and that was to be directly um under the city commission as far as yes to follow Charter as well as section 1.1 of my contract right thank you and so wanted to present that to the city the attorney in reviewing the city Charter uh for the charter offices what is your yeah I think that any any documentation that is contrary to what the charter says I mean clearly the clerk is a a a charter officer under your city Charter uh the codes also repeat that so if there are other documents that are contrary to that um I think that they need to fall in line with your Charter and as well as the employment contract which really just recites the fact that that is a a charter uh office um so yeah thank you sir and then uh city manager um I know you and I spoke earlier and you mentioned you would be look because we had a again just so that everyone is on the same page we had a employment study uh for all the city's employees not too long ago we had a presentation on that um and so so I know one of the things you were looking at is some kind of you know raer Co or or something else that so that we be so that we can be consistent across the board uh with City staff that's correct um the city conducted a compensation study for city employees however they did not do so for the charter officers I understand the city clerk has um gone and looked at the entire County and has that information and can share that we are also providing a cola Citywide that the commission approved in um to to be effective September 29th of this year and to be applied in a manner consistent with the compensation study and the cost of living adjustment and so that's available for consideration as well to the commission and what was that percentage 3.7 3.7 okay okay can I also add one more thing because I I know there's two things the contract and the job description um and in our convers in in the conversation with Amber um the city clerk we discussed that there's also other things within that job description that are either obsolete let's say or things that are missing um and I know we're focusing um strictly right now what's on the agenda as a city manager but in at the same time could we consider having the whole job description um look to and if you want to speak to it Amber please feel free to as well because I would think that would be something that maybe she could work with with um an HR director and bring it back to the commission so that we could see what other areas need to be addressed in in your job description yes commissioner Resnik is correct we did have that conversation and I mean where I my experience is every five years I was read reviewing my job description where I came from so even knowing that I had job description had I not gone on leave I would we wouldn't be having this conversation because I didn't even know it existed um so yes I believe that in of of itself is indicative of the need to review it as a whole and I'm willing to do so thank you yeah um so as we say we all met with Amber I met with Amber as well well um and I told you the same thing I'll say now I think you've done a great job in my experience with you um especially at the start in December I know there were a lot of changes that you had to deal with I thought you did a great job then and um during your leave I thought your staff did a great job you prepared them well so yeah in regarding what's on the agenda tonight um you know I agree with with deleting the the city manager from the job from the job description um and reporting to the commission and then as as far as the salary I agree with commissioner Len in about maybe looking into a slight bump because I feel like you have gone above and beyond and your staff has in a lot of areas in my experience working with you thank you so I I mostly I'm going to be echoing what everyone else said I you know I I think it's clear that we all think you're doing a really fantastic job um and and altering the the uh job description to be reflective of what the job is only make sense um and I am 100% confident that that you are absolutely going to you know as a as a charter officer that works for us you're still part of the team of the city and you are absolutely working towards the same goals everybody else in the city is and uh and and I know we had that conversation before as well so um so I don't have any problem with that I I don't think anybody else has has addressed um uh the other the other part of this is the approval for um remote work as the schedule allows um and I I don't have any problems with that I think that you've um I think you know clearly that's not a problem you've shown good judgment in in uh you know when when you would do that um and like commissioner fil said you clearly had your your team well prepared for for when you were on leave um so I don't have any problem with that as well um I you know as far as a a as far as a salary adjustment I would be curious I believe the city manager um indicated that you had done a little bit of um research on the position in the county and so I'd love to hear what that is yeah so it was part of put on the agenda because even it's yeah yeah got it always fun thing y so what I had provided you was both internal on the directors in my pay comparison to them as well as the um each City within pis County that responded to me I did reach out to them individually and I tried to do as much Apples to Apples so on the salary I have what their current salary is what certificates and degrees they have in comparison to what I possess how long they've been a city clerk and how long they worked in government uh when is their next pay increase and what is their estimated increase and then what does that look like on the end y so I had provided that and I mean it was all over the place because you have St Petersburg you have clear water um and you have some people who've been doing their job for 30 years so just naturally it's an increase so it's just kind of all over the place um yeah and I fall within a range of of them yep so Apples to Apples in my opinion I'm comparable to belir the thank you all right Commissioners I will end we entertain that do have any uh public comments I didn't have any cards but I don't know if anybody wants to speak okay thank you Commissioners do you have a motion I think we still might need a little discussion because I don't know what we have two people discussing possibly bumping um in our next item you know it's going to be talking about millage rates and you know we've been trying to work on a budget that we have um some uncertainties and and what we want to do overall with the city and increasing all staff salary as as well so kind of um it's hard for me to be able to put a number um and I'm hearing you know what amber saying um the city clerk about being com you know in comparable to Belair or Largo um the cola and I did talk with uh the city manager about what we're doing for the the staff overall you know one of the things I think we want to be able to do is also consider the morale of all staff in the city as well and I think one thing that um Miss robelli had mentioned to me is that she will be looking at a policy to have a flexible schedule and I forgot the name that you called it where there's a hybrid schedule um for for staff in in different roles so and I want to be able to say that so that staff know that we are discussing that as well it's not just specifically only for the city clerk even though that's who we are managing but it's something that we want to do for everybody as well um so you know with that it's it's hard for me to be a ble to determine a number I think last year when I was here in the audience um we had a I want to say 20% and I'd be lying I can't remember the exact percentage increase in mayor maybe you remember 22% but 22% increase um in a city clerk's um overall salary um um and I think taking into consideration at that time your degree and your accomplishments um from last you know ending of last year let's just say so um you know I'm 100% with the cola I again I see that as a Citywide initiative that we're doing as well um again for all staff not just the one staff that you know under Charter that we're responsible one of the ones that we're responsible for but overall we're responsible for All City staff as well so I want to keep that in mind because um again the next item is talking about you know how we're going to accomplish our budget you know so this this is coming from that budget so I I I I hope that we all kind of discuss that too and whether um we stick with what I would want to propose is the 3.7 increase at the September time that all staff would be receiving at that that moment so just to make sure we're in the same page uh 3.7% is $4,070 yeah I think the thing I think it said in when that approval that we weren't to we weren't to go over 10,000 for for any one individual correct yep I'd also like to the you're breaking up commissioner we cannot hear you we cannot hear you okay how about now we can hear you now okay uh SE BS are flying by um I think in 2022 if I'm not mistaken there was a bump from uh of almost $20,000 somebody may have already said that but I was breaking up there a bit um so I'm definitely good with Thea because I did the calculations as well and that's over 4,000 um so I'm definitely good at that level um but that was a pretty hefty bump uh just two years ago so maybe a slight increase I don't know I'm open to ideas on that one thank you can you share what Belair and Largo are at so the city of belir is at 1241 and she has 17 years in government I have 19 years she she has her MMC CPM and bachelor's I have my B she has her Bachelor's in arts I have my bachelor in public administration which is a Bachelor of Science I have my MMC I have my certified public manager um she's been the clerk for nine years I've been your clerk for almost four but I was also eight years as an assistant City Clerk and the structure there is like a city clerk it's not an assistant in the way that you all seem so and we do we both do a very similar things we both do election we both do meetings she doesn't attend as many meetings as I do she doesn't do the commission minutes where I do them her Deputy does them so there's just some nuances obviously but that's where she's at the city of lgo is at 122 she has her CMC And a ba in English she's been doing it for 30 years thank you I think that uh um my view of it would be that um because we're in a scenario where we're trying really hard to keep things rained in in the budget and trying to get a little more um uh uh logical pay scale going across the board um that this year coming on the you know immediately following a a a relatively large increase in the clerk's salary um you know I think I think it's true that that you know you could make the argument that every single person that works in this building is worth significantly more than they're being paid um and uh uh you know I would be in favor of of the cost of living adjustment um affect Ive on the anniversary date of August 17th um you know because that's the date of her contract um you know I I think that that uh you know any any other bump in salary I feel like to be comfortable with it with the budget would be so small as to you know kind of just be a a you know not not that anyone ever wants to turn down money right but but but that you know I wouldn't feel comfortable with with with a significant increase in the in the salary beyond the cost of living increase um you know so so I don't know that a number that I would be comfortable with would be worth spending a lot of time talking about well I don't have the uh document in front of me to read the exact thing but I think we're all kind of stuck here and we all think the world of the work you're doing but I'm getting the sense that we're all kind of comfortable with the cola bump and uh maybe in light of that other big increase a year or two ago um we kind of sit on this for a year not sit on the issue but um keep where we are with the cola which as the mayor pointed out it's over 4,000 so uh I'm ready to make a motion if nobody else is so I will make a motion that uh we approve the 3.7 % Cola and uh also a motion if we can do two at one time that uh she is the charter is amended or whatever documents we need to to uh remove her from uh being under this city manager okay just to be clear we're not changing the charter um Charter only get changed by referendum uh so the request is to just change I think the job description that's um kept in Human Resources um and then also to uh adjust the the um the days I guess it's remote work days right so we would do an addendum to her existing contract that would reflect that and I guess and then Amber would work on the uh job description as a whole okay amend my motion to approve the uh telecommute days and the documents required and also the 3.7% cola and uh remove her from the chain of command underneath the city manager we need an um effective date please in the motion we need an effective date of the changes in the motion it's August 17 uh that would be for the I believe it was the 27th of August 17th 17 August 17th August 1th did did that motion sound did you kind of get it um I want to make sure are you're including then the job description as part of the motion that's what we yes yeah that's not what you said it I know that's why I want to make sure it's what we're motioning can you just make that I yeah I can do it for you so so there's four items here like revise the job description uh uh adjust the remote days uh um the cola increase which is 3.7% and then the effective date would be the uh August 17th 2024 date but what commissioner Riki is asking is if in Vice mayor's motion is it clear that I'm supposed to review my job description and so I just said that that could just be a consensus in a direction by the commission it doesn't have to be a motion right okay Y and just for the record I don't know how specific you want to be but on remote days no it's written here one to two days a week as a city clerk's office schedule allows so I don't that's okay I can I can second and clarify it if you would like to um if if that's okay because I don't know if I have to verbatim say we could just let the motion die and then just have a new motion that we can that can be clarified that can be clarified can be what de cleaner if I withdraw my motion and one of you is there that can hear all this yes sir kind of recap it withdraw my motion thank you sir so I I before you make your motion um because I don't want to make an amendment to your motion okay um we spent a considerable amount of time looking at the um at the different uh compensation structures that we have in the city um um and just I want to address something that's come up since just in the last couple minutes with the significant pay bump that the city clerk received last year and and that really was exactly what we're doing now for all the other staff which is the compensation structure was not in line with what the market is and so we were you know probably at the 30% Mark versus even being at the 50 or 60% Mark um and while I agree in general terms that you the co at 3.7% uh is an appropriate number I think that's an appropriate starting number for consideration I think for the other staff that we have the the ceiling we set was an adjustment of up to $10,000 um you know I've had an opportunity to take a look at what some of the other cities pay um I think we should at the very least consider uh 17,500 so an increase of $7,500 that is kind of a halfway point between Cola and the maximum and I was just saying I wrote I wrote down another number myself so I wasn't going to say the same thing so um I would agree with with the mayor on that if you're all okay I can make I'm in agreeance as well yeah that's fine you all don't have to agree with the motion when I say it anyways okay so motion to approve the city clerk's job discreption to be modified to delete city manager from the general definition of work the addition of remote work is approved on January 23rd 2024 one to two days a week as a city clerk's office schedule allows and for the city clerk's salary to be adjusted from 110,000 to 117 and I forgot the change 500 500 to light again which is something that we discussed last year um when we had the previous city manager review on the agenda um I think one of the things that um I think we would need really need to see is a more structured um systematic approach to how we do reviews for our city uh for our Charter officers in particular um you know I appreciate the work that that the city clerk does as far as providing us with you know additional data as to what other cities are paying but you know that that really should come from you know a salary study just like everything else that we've done for the for the other staff um so again I think that that's one of the areas where we I think we need a more systematic approach of of how we do reviews whether we do a 360 review or some other kind of review but something that is consistent that we can apply so that everybody so that the three Charter office can say look I'm being reviewed in the same based on the same parameters you know in in consistent in a fair manner um rather than having you know three different processes for how we review things and you know because one of the things that we did talk about and uh was with our new city managers to have you know a review at about the six Monon Mark right um and so this is this is going to come right back in in in a very short amount of time um so I think it's important for us to uh to look at that agreed so um would you all be just as a in general consensus be uh agreeable to allowing the city manager to take charge of that uh to put together help us put together process for that that we can then bring back to the other charer officers and the commission and say Here's here's what the proposal is I agree and I think maybe we all read it I know we don't discuss it but that the city manager had brought to our attention that she did want to do something with you know the city clerk and uh City attorneys out you know office discussed that so I'm in agreement with the message you sent out so yes yeah absolutely I think that's a great idea great thank you all right next we have item 4B a request for executive session thank you mayor I'm going to let uh Matthew McConnell handle litigation expenditures pursuing to Florida statute 28611 sub paragraph 8 we are announcing this request for an executive session close to the public for the purpose of seeking advice concerning settlement negotiations associated with litigation styled P Beach Bungalow duplex LLC versus the city of St Pete Beach FL Incorporated municipality case number 2023 00656 DCI pelis County Florida and Nal danani jeta danani and P Beach Bungalow duplex LLC versus the city of St Pete Beach a Florida and corporated municipality case number 2023 00009 dap penel County Florida to be held on August 13th 2024 at 5:00 p.m. in City commission Chambers at City Hall the the executive session is expected to last approximately 1 hour the entire session shall be recorded by a certified court reporter the 20243 fiscal year 20125 proposed millage rate mayor and commissioner I'm going to read the title block as usual and then I have a couple comments before Sheila starts as well thank you resolution 20243 a resolution of the city Commission of the city of St Pete Beach Florida establishing the fiscal year 2025 proposed millage rate scheduling public hearing dates for Budget ad op option and providing for an effective date so um in typical years we've moved the regular scheduled City commission meetings from the Tuesday in September from both Tuesdays in September to the Mondays prior the school board has their public hearing on September 9th so we cannot have a hearing on that day uh uh I told I talked with Sheila about this so she's aware um we would recommend the day before so that's I'm sorry it's September 10th we would recomend recommend September 9th um at 6: p.m. and then uh the following meeting on September 24th that would require us to advertise on a day that's three times the original cost of an already expensive ad so to be good stewards and comply with the statutory requirements we could advertise on September 18th and still meet the requirements if we hold the second and adoption hearing on Monday September 23rd so those are the two dates that um city manager Miss doton and I have discussed and are proposing to you tonight so you're proposing that we move the two September commission meetings to September 9th and September 23rd yes correct and I need you to um identify that when you adopt the resolution because we were unsure it's not published in the resolution so I'll just need you to announce that thank you Sheila Dalton accounting manager um coming before you for action on the resolution to establish the fiscal year 2025 proposed millage rate we are proposing um that we keep it the same as last year at 3.09 one3 Ms which is what the proposed budget is based on thank you and actually that is um the highest possible rate than that we could advertise for we canot go higher than that because this needs to be noticed in the trim but we can't go lower thank you questions comments city manager any thoughts my thoughts right now are two weeks in you have a uh pretty well um prepared budget through two budget sessions and uh the all of the recommendations you have been made based on the proposed millage rate this evening so I would propose we stay with that um move forward with the budget process and um so that we can meet the Florida state regulations for an adopted budget okay city clerk do we have any audience comments I have no cards mayor thank you and just to make sure I'm clear those meeting dates would be the 9th and the 23rd both Mondays correct that's correct that would be at 6 pm to I just want so well that's another thing I'm sorry city manager or City attorney um we typically separate them out right it's one agenda for the and then we end that meeting and then we open up right right so you could start the so what um we're proposing is it's a separate agenda so first you meet and you discuss the two ordinances then we adjourn that meeting then we go so there's going to be two separate agendas and you just have to start 501 :1 p.m. or later so we could do that one at like 5:45 and then we could go right into the six o'clock and do it that way that was one thing that we could be considered I think if we keep it at 6 o' I think that I mean I think some people still work and by the time they get home it's 5:36 I think keeping at 6:00 makes sense or we really just moving it up one day just so you all know like the reason everyone's being really careful here is because statutorily under 200. 85 I think it is there's steps that have to take place very carefully and so this resolution is establishing your millage rate at Sheila said which will will tell how the trim notice is go out but also we have to like make sure that we let the public know and the property appraiser know that everybody know when the budget hearings are going to happen what time and where so they're going to be here and they're going to be on the dates that the clerk had uh worked out because they can't conflict with the school boards and things like that that's by law sure so there's some really tricky things in the statute that you we have to really follow carefully I think that's why everyone's being really careful about how we're doing this no we we understand okay do we have a motion please or do we yeah we need a motion for this one thank you so the would the motion be to it would be to adop adopt resolution 20243 but we need to say the dates too dates dates and time yes and location would the location be city hall or city commission Chambers okay okay so I'll I'll make a motion to that overall is compliance um with your board members and Commissioners that's all I have city manager thank you mayor and commission just a quick few updates um wanted to let you all know that um I have been working on getting up to speed on the status of a small business Improvement grant program and um after being able to speak with staff as well as the Chamber of Commerce I believe that we need to bring this item back to the commission for consideration in order to take any action and expend funds so I am going to be working with um uh Jennifer in my office to prepare an item to bring back to you so we can get authority to move forward as uh you would like us to I will have some recommendations but looking for the commission's approval and then um regarding the undergrounding of uh Golf Boulevard project I am working with the public works director to bring back to you in September a comprehensive project update including the financials on the project and what the status is so I just wanted to let you and the community know that we are working on it and we plan to bring something back in a public forum thank you thank you you City attorney uh nothing to report thank you sir District 4 yeah good good evening from Lely not just a couple things I never talking about Gage in the alleys of pass gr but I think we're pretty close to the Water Project being complete uh in 22nd down the 16th on the westernmost alley so uh Mike Clark and Jen from McMahon promise me that'll be opening up soon with others to follow uh Warren Webster is finally getting its air conditioner replaced I believe from the 24th to the 27th so folks can start using that again after a long wait uh like the thank code enforcement people for uh being flexible uh the condos at the very end of pass the grill got a letter of non-compliance for turtle lighting uh they were under construction or renovation I should say with a lot of scaffolding and work being done so uh they originally had two weeks it was impossible so code enforcement I worked with them and they were very flexible I appreciate that folks um and that is it oh I'll try to join for my final meeting from New Finland uh in a couple weeks that's I have thank you thank you sir District three just to announce um or I think I announced it the last time but the the Dan sasar Property Owners Corporation will be having a general membership meeting on August 14th they also um announced um planning ahead because they want more people to attend and this is to the whole city an invite for their third annual Pet Parade to be held at um lazario Park on October 26 um um starts the parade itself starts at 10:00 but you could arrive at 9:00 it goes to 12:00 there are a lot of prizes and food they've done a lot um they brought a lot of the the local businesses and um and hotel stays have been offered too as prizes and if you go to their website you'll see some of the competition out there it's it's pretty Fierce um and it's for dogs and cats I'll just put that out there um for anybody want to attend and just a a reach out to the other associations um I I did try to reach out to get to see if there's anything available but please feel free to reach out to me um to let me know any dates for any of your neighborhood meetings um or if you have any events that you want to share out to the city as well so thank you thank you District Two all right um couple CommunityWide updates so this Thursday the 25th there's an ice cream social at the library from 2: to 300 p.m. um and then on Saturday the 27th uh there's a back happening on Corey Avenue even though it's summertime and it's hot uh I had an opportunity to speak with some of the business owners um there this past week and it's a summertime slow season and the businesses are uh are are wishing there was more people walking through the door so if you're here in the summertime uh go visit some of those businesses on Corey Avenue and also um the beach theater I believe has uh received their building permits and so construction is starting on the inside of the beach Theater which is super exciting because I know that's a a fantastic Landmark a lot of people are really excited to see work happening on so uh um so they're moving right along and we'll have a have a theater again on Corey Avenue before we know it thank you well thank you all for coming
