have a copy of the packet in front of them are there any revisions or corrections to the agenda hearing none is there a motion to approve the agenda as distributed move second uh we have a motion oh newspaper for the city of St Peter during the year 2025 the following institutions are designated as the official depositories in the of the city of St Peter with limits for deposits established at Peter city council um the city code of condent conduct as initially adopted on September 25th 2023 is reaffirmed and council members are hereby assigned to the following Advisory Board and liaison assignments I won't read that list it is uh printed on page 63 of the packet the city of St Peter elects to not wave liability coverage limits through the league of Minnesota City's Insurance trust the following employee appointments are approved at the position and wages indicated those individuals are Joe clatt Aon beer Joe Harmon Paige marquart Rowan Mera uh Nicole post Brinley travale Taylor sichler and Trevor Ogen the following licenses are approved approved a temporary Gambling License for the St Peter booster club on the 25th of January 2025 the following items shall be declared Surplus and authorized uh and we authorize staff to dispose of uh for the recreation department a 2029 Dodge Charger the following purchases shall be made I'm not going to read the list in entirety that appears on page 64 of the packet as well as the schedule of dispersements for December 6th 2024 through December 18th 202 24 December 19th 2024 through December 31st 2024 and January 1st 25 official travel mayor members under your policy and state law a resolution is necessary to provide for out of state travel for elected officials such as all of you as you know the American public Power Association rally is going to occur the last week of February traditionally the council has sent two or three members incl in addition to your Public Works director and at times the city administrator um you had a discussion about this at your Workshop where you all kind of look through your calendars what's available you found Great Value in this in past years not only from an educational standpoint but an opportunity to interact and promote um priorities that you all have as a council and that you see within your community um that might require Federal funding or additional legislation sometimes it's been related to energy sometimes it's been related to bonding Authority a number of different topics have been covered um again you had a discussion and um council member shrom and council member ramp um have indicated their interest and the members have indicated their willingness to send them the resolution that's included within your packet provides for that to happen we anticipate the cost to be somewhere between $6 and $8,000 that is funded through the electric utility be happy to answer any questions that um you might have met Mar or members uh questions for Todd or any comments from the council hearing none the resolution approving elected official travel appears on page 67 of the packet is there a motion to approve so moved second we mayor Noel I council member Johnson I the resolution is approved next up adoption of a resolution approving the policy and procedures for federal award Administration and Sally's here to talk to us about that right there mayor Noel and city council um I'm here to ask for your approval of a policy and procedure for Federal Loan Administration award Administration um the code for federal regulations requires the city to PR to prepare financial statements that reflects the financial position results and operations changes in net positions where appropriate cash flows for the audited year including schedule of expenditures and federal Awards um when the audit was completed in 2020 for 2023 in July of 2024 your Auditors reported that the city was not in compliance and that staff needed to review the internal control procedures over the reporting and verify complete completeness of the expenditures reported to the government um so with that we took on um with the help of the Auditors um we took on and did draft this um Federal Awards Administration basically we updated it with our levels of um spending for our purchasing policy and with some other caveats that the federal government had added in there so basically we're upda it and getting it ready so we can accept Federal money for projects um and that's we end up having to do a single audit if we receive more than $750,000 in federal funds in a given year um 2024 um the one the highway 169.99 that interchange down there is where we received the award and we fell under the federal audit policy so for 2025 I'm not seeing anything right now that we have Federal rewards but we'll be ready if money comes available we're ready to spend it so um we're asking you to approve the resolution on page 90 for policy and procedures for federal award Administration um if we would not approve this policy um it could jeopardize us being able to get funds from the federal government all right thank you questions for Pettis I the resolution is approved thanks Sally thank you Sally uh next up adoption of a resolution entering into a purchase agreement for 2130 Klein Street and is here to talk to us about that thank you mayor Noel and members of the council um what we're looking for tonight is consider approval of a purchase agreement so back in the early 2000s the North Industrial Park was developed um over those over the years um it's filled with health care facilities assisted living senior housing and Industrial manufacturing um last year in 2024 the Planning Commission and Council approved a plat titled North Industrial Park Subdivision number three this was to pave the way for proposed projects including multif family residential Apartments uh convenience Min storage indoor Agriculture and Commercial office storage space um just in October 2024 the city received a letter of intent from the Development Corporation to purchase 2130 Klein Street um this would be for commercial office storage purposes and what they're looking to do is put um 8 30X 50 buildings on the south side and Eight on the North side um of a of a private um parcel and that would be connected to sewer water and electric um the project is is geared to serve as an incubator business um expanding new businesses and tailored to contractors looking for office and storage spaces so there will be a chance to have a little office and some storage spaces and potentially a mezzanine above the office area um what was negotiated was a purchase price of a137 square ft per square ft which breaks down to a do for land and uh 37 cents for all the storm water approval improvements both current and the future uh roadway going northward um on the in the purchase agreement there's site and building design features so um it does talk about paved driveways and parking lots uh interior concrete for the buildings W's coating um and some design features for the for the buildings that are closest to Klein Street um there'll be trees and screening lighting and signage so um if approved and if this land does transfer the city will no longer have to pay property taxes on the vacant land so that's a plus furthermore when the entire project is completed is estimated that it will generate about $10 to $20,000 annually in property taxes um we'll also collect utility fees um for sewer water and electric um so the attachments are um a picture on 90 page 93 that shows exhibit a that's the parcel that would be um the subject property so uh north west of the EI micro circuits building there at the corner of Klein and Mason and then the purchase agreement is also attached starting on page 94 and then the resolution for approval is after the purchase agreement and there's a little site plan there on on uh page 106 but the resolution is on page 107 and staff would be recommending approval of the purchase agreement thank you Ben any questions for Ben or discussion Ben no questions just uh just just a a note um we've talked about this at the Planning and Zoning commission and uh you're really excited uh this is going to serve as kind of a a small area area for local businesses to be able to to have a place to put their equipment to to have a a location um for additional buildings so say like a Ryan's Plumbing where they don't have room for all of their vehicles to be parked where they could purchase or rent a building to have additional storage so this is going to be a really nice thing and I know that the uh development Corp is really excited about it and I think it's going to be a nice little business incubator up there and I think if this works out we'll see something more come out of it in the future thanks additional questions or discussion hearing nothing further the resolution uh entering into a purchase agreement with the St Peter development Corp for the city-owned land at 2130 Klein Street appears on pages 107 through 108 of the packet is there a motion to approve so contract mayor members the information starts on page 109 within your packet this is something that councils have seen for many many years and you can see within the body of the memo approximately how many years this type of agreement has been going on um Nicola county has proposed this agreement as they have in the past based on their budget where they would provide $5,440 and books and subscriptions and some of the software that we provide however um if you don't enter the agreement and you don't receive the money that would provide a $55,000 hole within your budget because we have anticipated this as a part of your regular budgeting process as I expressed in the memo and I think council members have talked about before we're grateful for the amount of money that we provide they provide we'd encourage them to consider opportunities provide more resources for this really important service that's used heavily not only by County residents that live in the city but by County residents who live outside of the St Peter City Limits um again happy to provide additional information or answer questions as best I can and there is a resolution within your packet on page I think it's 116 if I remember correctly uh you're really close 1144 you were getting close uh is there are there any questions for Todd or any discussion hearing no discussion uh the resolution on page 114 creation of police station at city hall/ transit bill building committee mayor members this is a um organizational structure that you've used in the past as you built other buildings and facilities in town well we continue to in the council's take an action related to the purchase of the scholarship America building and frankly it'll be like a lot of houses in town we'll probably still call it scholarship America building for a long time but um this is a process that you've used in the past to ensure that the council continues to remain informed and that the folks that are going to be heavy users of the building have some opportunity to work towards conclusions and moving you towards a bid process on design materials all of those kinds of things um again the information is provided in your packet as is a resolution there's really no cost to establishment of this committee um but it does a couple of different things it provides a uniform opportunity that H that's process driven for review of many of the day in day out things that are going to ur occur as a part of the construction prior to that it will provide an opportunity for design review by the folks that are using the building and the city council to maintain opportunity to make sure that you are hitting your targets related to timelines and budgets and other things which we think is important um and so this would provide for the appointment of the department directors that are located in the city hall building currently in addition the transit managers and mayor Noel and council member Pettis has the elected official Representatives on this committee I would expect that this committee will meet a lot over the next 8 to 10 weeks pretty quick generation of meetings then after that it might be quiet for a little bit after they've made a recommendation to the council about soliciting bids until construction starts and then after construction starts the committee may meet weekly every other week every third week I think it will depend on the pace of construction contractors those types of things I don't know when those meetings are going to occur yet um but certainly we'll provide notice and try and work with everyone's schedule to make it go again Madame mayor the resolution is included in your packet on page 117 uh um so yeah the old scholarship of America building is probably next to the old turbaco yeah that's right that's um uh but uh I guess my question is uh what's the expectation um overall timeline from when ballpark that we actually expect the facility to be completed so I would expect that the modifications and your oper will take place over the summer into the fall and our hope is is that you'll move in maybe sometime around Thanksgiving is give or take a little bit um certainly will depend on the level of modifications that are made to the building and in many respects who the subcontractors are that get bids and what's their schedule so that's the generalized timeline as we go through the bidding process we'll have a much better feel for that thank you thanks additional questions Daryl just a clarification this isn't the moving committee is it didn't you I probably should have mentioned this does not eliminate the need for that committee and for staff to give Council regular updates which will occur just like we've done other project so um they just don't get to decide everything obviously solicitation and other things come before the council so there'll be regular updates as well thank you uh moving on to adoption of a resolution authorizing purchase of a 2025 John Deere mower through uh an equipment certificate so Madam May remembers this was a part of your general fund budget um and so this will be applied or costed against um Park funds But ultimately because it is planned as an equipment certificate um this comes before the city council this is to purchase a John Deere 99a terrain cut mower with 108 in deck um the cost for that purchase is $99,100 65 happy to answer as many questions as I'm able as you know Pete is unable to be here tonight um but again this and this similar amount of money was budgeted as a part of your 2025 budget questions for Todd hearing nothing the adoption the resolution authorizing purchase of a 2025 John Deere uh 9009a terrain cut Ru mower equipment certificate that's a lot to say is on resolution authorizing execution of City assistance agreement with nicholet County fairboard mayor members there's information included in your packet starting on page 120 this is something that we do on about an every other year basis and have had in place not for that long but we provided services for many years the goal of this agreement over the past couple of Cycles has been to um memorialize and better articulate the types of services that we will provide to assist the fairboard we want to continue to be partners with them and we have stuff that they need and they provide a benefit to the community related to tourism and dollars coming into the community and great fund and demo deres right and so we want to help them as we can help them and this has made sense again to memorialize and provide a clear articulation of what cost they're paying for so this is a two-year agreement that we think provides that opportunity in addition to an exchange of utilization some for of some land for leaf storage um as we do leaf pickup in the fall of each year it's a two-year agreement the amount of money in each year that they would provide to you or pay to you changes in the first year so 20202 2025 would be $2,000 and 2026 would be $2500 the agreement is included in your packet as is a resolution authorizing its execution thank you any questions for Todd Daryl I'd like to thank the city for doing this and I'd like to see them overd deliver on this it's a really good partnership to have and I'd like to see it strengthen and continue on into the future I would agree any additional discussion hearing nothing further the resolution authorizing execution of a city assistance agreement with the Nicolet County fairboard appears on pages 125 through 126 of the packet is there a next three items are leases that are substantially similar in nature for the community center they are with different tenants and obviously are for different spaces or different rooms within the community center um councils have approached this in the past in a very similar fashion as to what you see here entering into twoyear or threee or fiveyear agreements on the lease generally the lease percentage increase has been 3% in each year of the agreement the agreement with Good Samaritan society would be for three years 25 26 27 each year provides for a 3% increase and um all the other Provisions within the lease are the same from when they first started renting from you and so there's no significant changes from that respect related to maintenance or common area activities any of those things um the lease amount is based on that same methodology that you'll see in the next two leases that we have coming forward I will tell you that generally the lease amounts on a per per square foot basis are the same but there is some variation for users that are on the lower level of your building based on whether they have outside windows or not and so that's really the only variation that we see um this generates dollars within your community center fund and as you'll see in the first year of the lease about $222,600 and in the third year of the lease about $24,000 again I'm happy to answer any questions that you might have this this lease was originally drafted um by your City attorney this lease that's in your packet was modified by the city administrator changing the dates and the times and the amounts um based on those original leases questions for Todd I mean the lack of change seems to indicate to me that this is a mutually agreeable Arrangement and seems to be working well for us and for them yeah I believe that's the case Madame mayor and I think that's demonstrated through them signing the document that's within your packet so they've had a number of months to respond or propose any changes which they did not it takes them maybe a little bit longer than some of your other users du the corporate structure that they have um they meet the generalized criteria that previous councils have set for use of this building which is that we are happy to host community activities and organizations and not for profits here um not to be too mean but we're not interested in having an accountant or insurance sales office here we're really here for Community organizations that provide services within our community and that this that is continued within this lease and the next two leases sure uh additional questions or discussion hearing nothing the resolution approving exe execution of a renewal lease with the Evangelical Lutheran Good Samaritan Society doing business as Good Samaritan Society home care for rooms in the community Center appears on page 134 of the packet is there a motion to approve so move second uh we have a motion is really important stuff within our community but kind of ditto um this is a three-year agreement um essentially the same costs with the exception of the amount of square footage that increases at 3% per year in each year of the agreement 25 26 27 um they have signed the lease indicating their willingness to enter the agreement for the next cycle and uh again the resolution is included in your packet for your approval all right questions or discussion Brad um I just like to point out that um at one point a few years ago uh the Kids Corner was renewing one room room 110 on a year-to-year lease and we expressed concern about the amount of staff time and stuff that was being taken up by having to renew this annually so I appreciate the fact that staff has synced up that that we've been able to sync up the uh that room with the regular lease even if they're typically running at three years versus their fiveyear extension so and if I could add to that I think part of the basis for that was is that they were unsure whether they wanted it Beyond a year and now they're programming as I hate to say stabilized but they're more sure of what they want and so it's made it more possible additional questions or discussion hearing nothing the resolution approving execution of renewal lease with kids corner child Center for rooms in the community center is on page 144 of the packet is floor their head start programming occurs and on the second floor their general assistance and education office is located there and um really both of those operations have been in this building for now over 20 years since the building was built again the resolutions in your packet the financial deal is essentially the same 3% 3% and it is for 25 26 and 27 the resolution is included in your packet and that resolution is on page 13 or 144 excuse me 144 any questions or discussion hearing nothing the resolution approving execution of renewal lease with Minnesota Valley Action Council for assistance for the 2025 Polar Bear Plunge mayor members this event has been hosted or sponsored um with Special Olympics by Sheriff Dave Lang um he has solicited your assistance for the natat for all of the years that it's been um done within St Peter at halet Pond this year's event is scheduled for February 1st for those of you who haven't done it it's a great opportunity to have fun with lots of others and raise money for the Special Olympics um for those of you who have not done it um there is a great opportunity to spectate and enjoy the fun as well um so the sheriff's requ request is substantially similar to what you've seen in previous years um what we have requested from the sheriff is that we will provide the assistance um however they have to provide insurance which is traditionally provided by Special Olympics of Minnesota and so when that certificate comes then everything gets taken care of um the resolution is included in your packet providing City assistance for this event that occurs at Hallet Pond and again it's scheduled for February 1 questions or discussion hearing nothing the resolution authorizing use of howlet Park and hallet's pond for the 2025 Polar mayor members this is part of your city code and you see these on occasion this is for someone new that is looking to do pedaling or soliciting within the city of St Peter we require a background check um on all of the folks that would be going door too this happens to be renuity operations doing business's Mad City Home Improvement um and so they're looking for a six-month peders license again there's nothing in the background check that um brought us concern and um they requested those the licenses essentially there's permits for all six of the folks that would be doing that work the resolution is included on page 159 your packet it's a great reminder to people if anybody knocks on your door and seems to be doing business you can always ask whether or not they have a Peddler's license and if they're not sure or you're not sure you can certainly call down to city offices or to the PD the PD keeps the list and um if they don't have a license to do this then we kindly ask them to refrain and and move on Y and generally they do any questions or discussion the resolution approving oh I was going to say I plan on abstaining from this simply because I I would like us to revisit our peders license rules in town and neither want to support nor deny license applications but recognize this is not the appropriate venue to do so all right thanks for sharing that um hearing nothing the 2025 City administrator contract and jimy you're here to talk to us about that it's my turn yes um we reviewed this in a workshop a couple times basically this is a second year we've gone to what's called a 360 uh evaluation so rather than scoring TI on a number of different points like we have in the past this is more of a essay type uh review I believe we got responses from 17 people uh people that worked directly with as well as the council members so it's it's kind of a broad basing rather in the past we just dealt with council members at the end uh the cons this the council and everybody looked at what's going on in the city and there's the city's done a really good job this year doing a lot of things we've got a Cooperative agreement with the school district and the new high school and the surrounding city parks that said that's kind of a work in progress there it's never done it's always you always work from year to year on it uh relationships with guest Davis the school district Regional achievement Center in Nichola County have gone well this year I can't remember any any points of disagreement or real major fights uh we've built several houses in in uh Travis Green this year plus we've also extended cin Street looking for larger Lots um one of the big things we've done this year is kind of a start is negotiate and purchase the uh scholarship America building um we're working on a sale of the old library building uh Capital Lots 2 is underway uh Todd continues to work well with the river Ed CEO and develop the hospital and finally we've uh reached an agreement for mind to construct a mindock garage on North Industrial Park so all in all the council and all the evaluations were very positive with Todd and based on that um the council has offered Todd a 4% increase which he's willing to accept so got I'll stand for any questions that the council may have questions or discussion Carrie um on the memo on page 161 um I I believe this is language that has just been possibly carried over from previous um years but I don't know that I would say that 2024 has been a very difficult year I think um I I remember us calling such and such year a difficult year when we were in within the pandemic and all of those challenges so I've I've seen the memo say it's been a very difficult year the last few years and I would just want perhaps instead from personal opinion just um I would call it a very productive year um and and there are always challenges and difficulties that come up but I think uh we've done a lot this year and there's been a lot of growth and um with Todd uh helping uh move us forward with a lot of those projects we've accomplished a lot so I would say it's a very productive year I just wanted to make that comment and I agree with that that's why I thought the things we know demonstrated a lot of production we've had uh Brad um so yeah I agree it was a very productive year um I think Tod's done an excellent job I know he's entitled The the contract entitles him to a small increase every year uh does this preclude us if we want some of her money back from issuing ttan invoice there's a minimum before the minimum started 27 years ago so $500 meant a whole lot more 27 years ago today uh additional questions or comments all right I would agree it's been a very productive year it's kind of a good opportunity for all of us together to reflect on what happened in 2020 five or 2024 I'm already looking forward to 25 um but uh thanks to Todd for all that you uh do to keep the work uh of the city um that we've been a part of for now7 years um St Peter is a wonderful place and I know you hear this often when you go to Coalition meetings or Lea city meetings things work here that don't work other places and that's in large part the quality of community that you have so again we continue to see great people here you have great staff and um I'm just continue to be honored to be a part of that so thank you by thank you Todd um last that was our last item of new business we'll move on to reports um since I wasn't at the last meeting of 2024 I just wanted to take a moment to uh thank all of our staff including Todd of course for uh all the work that they did in 2024 to accomplish uh that long list and so much more there are so many little things that aren't maybe necessarily worthy of an blurb in the hot sheet or don't end up in the city administrator uh uh review for the year but but there's a lot of work behind the scenes to keep a city moving along and um also would like to thank darl for serving as mayor proem in 2024 and uh look forward to working with everybody in 2025 so uh any reports from Council Members then we will move on to report from the city administrator mayor members the only one that I have is to remind folks that next Monday is Martin Luther King Jr day um so under the state law you will not have any meetings your offices your not emergency offices will be closed your Workshop will then move to the Tuesday and so I want you to um be aware of that and um we will be touring on Tuesday a number of locations throughout the community and bus um so we'll remind you of that and depending on the weather um our buses are heated but you might want to dress differently than when if you were coming to a meeting here so want to mention that too other
