get started with the agenda I just want to make sure um or acknowledge everyone is aware that the CEO of The JCC Steve Rogers passed away this week and uh uh Steve was a great friend and he was really a pillar to the community and certainly to The JCC so I'm just going to ask for a moment of silence while we think about Steve okay let's uh let's continue with the meeting uh to be considered flood damage prevention ordinance you going to walk us through this one David Wendy is so this is part of um FEMA updates and it's going countywide I've had this happen in other counties of the state last year I think they're going county by county so it's updates that would be required in order to continue to be consistent with Federal requirements and now to be the County requirements um so David had circulated it so that everybody could see it and we'll work with the the B Engineers to make sure that we incorporate that into the current code book okay great thank you any questions okay next on the agenda is public comment now I know that um so audience members wishing to speak will have three minute time limit to address the governing body on any item onor off the agenda large groups are asked to have a spokesperson represent them now I know we have a couple of residents here tonight that want to make some public comments about the first reading of one of our ordinances so now is the time to do that because when we do a first reading it's kind of just to get it on the books and the schedule for a future public hearing so there's no public comment at the time we do the introduction so if you want to make public comments about it come up now okay and just give it your name not your address because the rules have changed not allowed to give us your address anymore oh okay Angela Leone um I am here in a personal reason and I am not here at any capacity for the Board of Education as a disclaimer that um so um I do not think that we need to bring a weed store to tenly New Jersey I think that if we want to go get our weed which we all are entitled to uh we can go and drive and get it elsewhere um I don't want to kick dirt in anyone's face but I don't think it's necessary to add anything else to the police department's um plate being as that we half of the East Hill had to hire their own security to um keep break-ins from happening in their homes and their cars being administrator's report David yes I um the number one thing that we we we need to talk about or decide on is moving forward with the local Recreation Improvement Grant application um if we can decide on that we would add that as a resolution uh at the end of our agenda uh that would authorize the submission of of a Grant application the deadline for the uh for the uh submission is January 31st um we had talked uh generally about U lighting improvements uh at the roseval commons if that is the pleasure of the council the consensus that we could incorporate that into the resolution consider Council I think it sounded like a good idea that's it sounds like everyone's on the same page with that y okay the DPW salt doome the panels have been received yesterday and uh we're just now waiting for the contractor to come and assemble uh so hopefully that will be done by the second or third week at the latest in February um I included uh in the back of the agenda uh for your access the minutes for the traffic light uh preconstruction meeting and as I get updates on that I'll include that uh with my report for your uh review from time to time uh that is on schedule you'll see start to see some construction uh in the latter part of the summer and the light should be installed in operational by the first week of November uh the municipal field beautification uh there was the pre-construction meeting uh that is is set to be under construction that Turf uh in uh March and that project would be done at some point in early April and those two things are theg that's the yes with the municipal field yes and in the um the salt is that again on track yes we yeah the the ass Dome as I reported the last meeting uh it's now we're past 28 day cure period for the concrete so we can assemble it the panels actually came in earlier than what they were expected but they are here as of yesterday um so we're good to go we're just waiting now for the contractor to uh commit to when he's going to be here okay um we talked about the tennis court design for post tension concrete tennis courts what I'd like to do with that uh is get an update from the engineer that we have engaged for the design of the tennis courts and to see what stage he's in because I think this is a project that would be good to move to our special projects engineer um rather than having uh our engineer that we really want to have focus on our our streets and um sewer and storm storm sewer issues so we did appoint a special projects engineer reorganization this would be a perfect project to start that process if the council is in agreement with that um we have moved forward with the shareed services agreement with the county for the um fiber being brought to bur Hall County Council return the executed document to me today uh Wendy has been working well with County Council and hopefully that that process will go as smooth with the IT services in the next few weeks as well uh The Grove Street Park um we are in a holding pattern because of the frost that's in the ground and weather um we we do expect that Park to be open um at the very early opportunity for earliest opportunity in April uh and that would include the dog park and the skate park and everything being open at one time so yeah sorry dve just a quick question so just so I'm clear even though the dog park was gonna have its own entrance we're not able to open that before the all the there it depends on the break in in in the weather certainly the the uh the footings the concrete footings and the asphalt surface for the skate park is going to have to wait for own um we could take a look and see uh you know if the dog park fence can be directed in that open earlier but you do also have the water features at the at the dog park um so they're doing the underground work that's open but they can't really put that in until the frost thoughts I I understand and we certainly went on to rush it I just wanted to make sure that um I obviously the dog you know moms and dads are eager to get p in BL dog but okay great thanks right um you I don't know if you have any questions on the restell report to go any you know we shared the concern that the council has on both the getting stuff done on time the number of change orders that continue to be additive and uh you know we share a little bit of our disappointment and a little bit of the hope that we can get back our focus and not add three or four Chang I I think you know David touched on it uh is that you know K is will focus on infrastructure sewers roads all those major sort of things rebuilding Bridges um and um the new engineer special projects engineer will focus on all the special projects and I would say mayor just before we leave my report that I did talk to Andy and I've talked to Susan so New Jersey has the uh New Jersey infrastructure Bank uh commonly referred to as the I bank and that will fund improvements to Sewer and Water Systems Andy is going to look to see if that will fund storm sewer as well um but we do have a couple of sewer Mains that we have to get repaired again or or get repaired in 2025 and if we can utilize the ibank part of the principle is usually forgiven and usually the money in loan is about 1% Mone so we'll take a look at that and report back the council whether the ibank is fit for our projects for this year as we finalize and and dig further into our Capital plan so that would take some pressure off of the normal bond process in our Bud okay very good thank you we're going to move to uh the public hearings mayor did you have a question La yeah I did I did um I I know that we just um we're talking in our bond hearing I would like to see a discussion of um of Walnut field I would like the public to know on weigh in on whether they would like to see Walnut field developed with bathrooms or additional facilities um so I would like to hear from the public so I'm throwing it back out there um that's first and second my question actually is on the human resource technology in David's report yes David I I just explain this to me is this like a clock in clock out technology yes it will be part of it but it's also um the the uh the Personnel part of it will be uh basically an electronic dashboard for the employees to all the paf forms and requests for time off and uh time and attendance will all be electronic now we we will be getting rid of all that paper that has been associated with the human resources fun and that is uh basically ready to be launched we're in the last stage of it now so I think the plan is to launch that for the pay period that starts February 16th that includes police I'm sorry that includes police the police have their own uh timekeeping system so we're passed the skip the stuff resolution um so the environmental commission uh heard from uh Chamber of Commerce concerns that we don't have an ordinance that would be uh penalizing a business if they don't comply right away there was a concern from their Business Leaders that if they uh just to tell the public public like um this is an op in if you want to have uh plastic utensils and you're a person who's going and you know to a takeout place that the establishment won't just throw it in that you would ask or or you would say yes I want them as opposed to it just being thrown in and being wasteful and um so the environmental Commission of course that's our goal to reduce the Plastics but we don't want to have the uh the businesses feel like this could be something that would punish them that's not our our goal certainly so um what awaits a meet in the middle was what we passed tonight is a resolution which is going to be an educational campaign where the uh businesses who have takeout are going to receive a letter from our burough administrator about this new um endorsement that the council has given and that um with the goal of complying and then if they don't comply if they throw in the the plastic utensils regardless then maybe we can revisit it at a later date in an ordinance way but but we want to uh get this accomplished than in a way that we work with our businesses which you know again I keep saying it is a win-win our businesses will spend less on needless plastic utensils and then we'll have less plastic waste but I just wanted to point out that that some of our discussions at the environmental commission were a different way that we could accomplish this and that's what we did tonight no I think that was a great approach so good job with
