Part: 1

1
00:00:00.480 --> 00:01:07.280
3 one. It is 9AM, and this meeting will be in order. I'm gonna start with the roll call of our members. So when I say your name, please respond that you are here. Julia Dvorak, present. Bobby Van Weer, Courtney McDonald, Rick Score. Bennett Glasscock? Present. Veronica Galvan? Present. And Tara Cherk Sackler? Thank you. Okay. And as we begin every meeting, we're gonna start with a moment of silence. So if you would, please join me now for a moment of silence. Thank you all. Okay. So, I'm gonna go over a few meeting reminders for everyone.

2
00:01:08.265 --> 00:01:46.645
Members, to make sure we maintain a quorum, please keep your cameras on during the meeting. Everyone, keep your mics on mute, please, unless you're speaking. Members, in order to capture our vote count, make sure we raise our hand and keep it in the screen for each motion. And then also, when we second a motion, make sure we do it verbally so that we can have it accurately reflected in moving minutes. And then, a reminder for everyone, these meetings are live streamed and recorded. And, anything you put in the chat is also part of that public record.

3
00:01:46.645 --> 00:02:25.760
So, keep that in mind. Alright. For those of you joining us today, welcome. You will have a chance to discuss your case with the board. So if you are here, we will pull your case out and let you address it with the board. For we will start by actually voting on all the cases of the people that are not here. So after we vote those cases, we will then come to you and let you have your time with the board. Okay. Before we get into the cases, though, we do need to approve the meeting minutes from our previous meeting.

4
00:02:25.760 --> 00:03:29.475
So I'm gonna turn it over to staff now to present that item. Good morning, Board. And I believe Mr. Crabtree is going to screen share the motion, to approve the minutes from the last board meeting. Wonderful. Thank you. Thank you, mister Crabtree. Members, do I have a motion? I move to approve the temporary suspension meeting minutes for 03/19/2026. Thank you, miss Voskoff. Members, do I have a second? Chair Dvorak, you're the only other voting member here. Then I will second it. Members,

5
00:03:29.475 --> 00:04:14.420
any discussion? Alright. All those in favor, please raise your right hand. Those opposed, same sign. Motion carries. Okay. That takes us to our case group. I will turn it over to staff to present. Good morning, Madam Chair and Committee members. As always, we have temporary suspension cases to present to you today. As a reminder, these cases are for individuals who have educator certificates, were arrested for offenses listed under Section 228.201A of the Texas Education Code, and they have been verified by staff as the same individuals who were arrested.

6
00:04:15.415 --> 00:04:57.330
Pursuant to Section 22A.203 of the Texas Education Code, if all of these requirements have been met, then you are required to temporarily suspend the educator certificates held by these individuals. I believe we have some individuals, here today to talk about their cases, and I just wanna confirm that it's mister Holcomb on case number 10 and mister Robertson on case number 13. But if there's anyone else here, please speak up. Perfect. Thank you. We can poll cases ten and thirteen. So, we will vote on all the people that are not here first.

7
00:04:57.330 --> 00:05:49.270
And then, we will call you up individually, mister Holcomb and mister Robertson, for your cases. Alright. I'll call this to order. Let's see. And staff, y'all don't need to pull any cases. Correct? Correct. Correct. 4 through 91212, 1415. Okay. I've called to order temporary suspension cases number 4 through 91112, and 14 through 15 as listed on the agenda. These cases concern the following respondents who were arrested for an offense that is subject temporary suspension under Texas Education Code 228A.203.

8
00:05:51.410 --> 00:06:34.275
Jesus, Brumia, Amandolin, Beverly. This is case six. Kevin Paul Daniels. Case seven, Gerardo Enrique Garcia. Case eight, Michelle Garcia. Case nine, Cynthia, Christina, Grishwala. Case 11, Eric Mitchell Moore. Case 12, Ryan Perez. Case 14, Karen M. Thompson. Case 15, Charlotte Master Wilson. I move that the temporary suspension committee grant the application for temporary suspension against the respondent and enter a temporary suspension order. Members, do I have a second? I'll second. Thank you,

9
00:06:34.275 --> 00:07:21.100
Ms. Glasscock. Members, any discussion? Are you ready for the question? All those in favor, please raise your right hand. Those opposed, same sign. Motion carries. Okay. So, that takes us to case number 10 of John Holcomb. Staff, I'll turn it over to you to present. On 02/04/2023 Sonali, really quickly. Mister Holcomb, once staff is finished, you'll have ten minutes to address the committee. I'll keep time and let you know when your time is running out. I'm sorry, Sonali. No. That's, fine. Thank you for the reminder to mister Holcomb about this procedural matter.

10
00:07:22.555 --> 00:08:12.460
As staff previously stated, Texas Education Code Section 22 A. Two zero three says the Committee must suspend if someone if an educator is suspended, has been arrested for an offense identified in twenty two A. Two zero one, and staff has verified that Mr. Holcomb does indeed possess a Texas educator certificate. And on 02/04/2026, he was arrested suspend him temporarily for that arrest. Thank you. And now, mister Holcomb, you'll have ten minutes to address the board.

11
00:08:12.460 --> 00:08:53.765
The floor is yours. I understand that there was that arrest, but there actually is no injury. This is not about anything that happened in a classroom. This is not about anything that happened anywhere. This is about my son. He has early onset schizophrenia. He was put on an antipsychotic that they didn't like. It's called clozaril or clozapine. And they're saying that I subjected him to harsh psychiatric treatments. The only thing that happens along with that medication is that he's gotta do regular blood draws.

12
00:08:53.765 --> 00:09:30.620
They're calling blood draws invasive procedures and harsh treatments to my son. I don't know how it turned into some felony injury to a child that I mean, there's no intent. There's no I'm not trying to harm my child. I'm trying to get my child help for a disease there is no cure for. There's no cure for schizophrenia. So, yes, we went out looking for help, and we found that in the Doctor. Weese. We sent an email out worldwide through a schizophrenia organization. They found Doctor. Weese who reached out. She's the only one that reached out.

13
00:09:32.600 --> 00:10:10.975
He wasn't even put on clozapine by her. We went to a center called Nexus that was in Dallas, and they put him on the medication. We didn't even put him on the medication. It was put on from somebody else. But Memorial Hermann has said that allowing him to be put on that even though a doctor prescribed his medication. Him being put on that and having to do regular blood draws was called negligent and it's called an invasive procedures being forced on my son just because we tried

14
00:10:10.975 --> 00:10:51.540
to follow what the doctor's orders were because he has to have regular blood draws. There are chances for side effects. We followed something called the Laitinen protocol. That's the new gold standard with clozapine. It titrates up very, very slowly and it almost negates side effects and all of his blood draws came back normal. But, the first time this one doctor met my wife, they said that she has Munchausen. And since she has Munchausen and it's made up, they didn't talk to his therapist that he had seen for fifteen months. They didn't talk to his I forgot.

15
00:10:51.540 --> 00:11:29.020
He's also he's got us on a a feeding tube, and that's what they said the red flag was for Munchausen. He's been on that since he was four. He is eight now. We have all the medical stuff coming from TCH for the past four years. And we were working with someone from Dell Children's to try to get him weaned off of that so we could get him the psychiatric help he needs. No place around anywhere will take him with a GJ tube. It's a gastroductional tube. Nobody will take him with a GJ tube. And Memorial Hermann is saying that

16
00:11:30.155 --> 00:12:08.995
we allowed him to be put on a on a feeding tube for no reason, but it's in all the notes. They didn't talk to Texas Children's. They didn't talk to Dell. They didn't talk to his therapist, who he's had for the last fifteen months. The very first time that they met my wife was January 5. This is when I was still in classroom and working. They decided that she has Munchausen, and now I have felony injury to a child for going along with what my wife said and having him the first time they met her, they diagnosed her with munchausen, and I have felony injury to a child for trying to get my son help.

17
00:12:09.295 --> 00:12:46.870
He there's no injury. Nobody was ever injured. It never happened in the classroom. It never happened out of the classroom. Nobody was injured. They are calling it harsh psychiatric treatments, and they're saying that I was negligent for allowing my wife to be at a hospital with my son to try to get him the help that he desperately needs. I don't know how else to explain it than this. This is insane that anything was happening from this. We're just trying to get our son help. There's no money, and there's no made up. There's no trying to find anything. We're not trying to find anything other than help for our son.

18
00:12:47.970 --> 00:13:36.065
It none of this makes sense. I can't make this make sense. And this sounds insane and outlandish, but this is the only thing that has happened. Nothing has happened in the classroom. Nothing has happened at home. A hospital is saying my wife has Munchausen, and I have felony injury to a child for trying to get my son help at this hospital. If I keep repeating and saying anything else, it's just gonna be the same stuff. There's no it's schizophrenia. Just trying to get my kid help. Thank you, mister Holcomb, and thanks for being here. I feel for your son, and I really hope that he can get the help that he needs.

19
00:13:36.940 --> 00:14:11.680
I will be praying for him. Unfortunately, for this committee, we we don't have discretion in this because we can't see the whole court case, and we aren't the legal system. We just know there was an arrest. It fits under this category, and we have to suspend until the case works its way through the legal system. Once that happens, though, if charges are dropped or if things are resolved, please let TEA know because then the suspension gets lifted.

20
00:14:12.540 --> 00:14:58.565
So, thank you for being here and for sharing what's going on with you and your family members. Do you have any questions or discussion? Okay. Staff, if we should get a motion on the screen. Okay. I call to order temporary suspension case number 10, John Thomas Holcomb, as listed on the agenda. The case concerned the respondent who was arrested for an offense that is subject to temporary suspension under the text education code 228203. I move that the temporary suspension committee grant the application for the temporary suspension against the respondent and enter a temporary suspension order.

21
00:14:58.900 --> 00:15:41.795
Members, do I have a second? I'll second. Thank you. All those in favor, please raise your right hand. Those opposed, same sign. Motion carries. Mr. Holcomb, thank you for being here today. I'm sorry that your family is going through such a difficult time. Please communicate with TEA staff as your case moves through the legal system. They'll be very helpful. Again, this is a temporary suspension until there is a final verdict in the case. Thank you for being here. You are free to leave this meeting whenever you'd like. Staff, that takes us to case number 13,

22
00:15:42.415 --> 00:16:25.990
Andrew James Robertson. I'll turn it over to staff to present. On 02/10/2026, respondent Robertson was arrested for the third degree felony of injury to a child, elderly, or disabled person with intentional bodily injury. Again, this this arrest is subject to temporary suspension because it is an offense outlined under 22 a point two zero one a, and it is a felony, arrest as well. Thank you. Mister Robertson, you'll now have ten minutes to address the committee.

23
00:16:26.610 --> 00:17:06.745
The floor is yours. Okay. Good morning. Thank you so much for the opportunity to, to share. This video already has been very informative. I actually actually already answered several questions I have regarding certification and things like that, just the process of of, the protective and disciplinary approach the TA has to take for certifications and things like that. I would like to provide just a really brief statement. And this is a little more cut and dry. I would like to provide just a really brief statement on on what occurred and what we're our family is dealing with and, what what our next steps are. So basically in January, there was a, corporal punishment situation in my home.

24
00:17:06.745 --> 00:17:51.060
I had to intervene between two of my sons. And, unfortunately, the situation did escalate a little bit. But there was no intent to harm. There was no real injury. We did get CPS involved and followed CPS's protocols within that week. CPS cleared our family and, you know, filed the report, closed out their case and all that. So when when I was arrested, it was actually about two weeks after the incident, and we were just completely shocked that that charges had been pressed, that there was even an arrest. And then I once I heard the charges, the next day, we were flabbergasted because what what I was charged with did not even occur.

25
00:17:51.440 --> 00:18:29.525
So that is that is an ongoing litigation right now. I do have an attorney. We are we are contesting every charge. There's just the the single charge, intent to harm a a child. I would not do that. That's not who I am. But in light of all that, our family has already sought help. My son's going through counseling and through counseling myself. Our family's in a good place. But this was an this was a domestic incident, one time incident, and we have we have drawn in the accountability. And, we are definitely contesting the charge. The charge is not not one if if I was if I had done what I'm being charged with, of course, I would own that and,

26
00:18:29.685 --> 00:19:07.005
get the help I need, but I'm not responsible for what I'm being accused of. I do understand the approach, though. Since since a lawful arrest, did occur regarding that incident, TA does need to do, follow its its due course. So I completely understand that and, in agreement. I just wanna make sure that I'll be able to be in contact with the correct parties to hopefully reinstate the certificate once the court case comes to comes to fruition. I don't think you have a date yet. It's I mean, this this arrest happened back in February. We still don't have a date for, court. Our intent is to see the case dismissed at a preliminary hearing before he even

27
00:19:07.005 --> 00:19:43.620
goes to court. But, again, as as far as TA is concerned, I understand that that's either here or there. That's we have to wait and see how it runs its due course. So, if there's any questions, I'd be happy to answer any questions regarding that. But I do understand the, the protocol of TA has kinda helped you with this kind of situation. Thank you, mister Robertson, and thanks for being here today. You are correct from our side. We don't have discretion. We have the arrest, and we have to suspend. But you are also correct that as this case moves through the legal process, you and your lawyer can communicate with the TEA staff.

28
00:19:43.920 --> 00:20:26.525
And if it does get dismissed, then the temporary suspension gets lifted. So Okay. Just be in communication with this team as you move along through that process. Okay. Members thank you. Members, do you have any questions? Okay. Stack, can we get a motion? Okay. I call to order temporary suspension case number 13, Andrew James Robertson, as listed on the agenda. This case concerns a respondent who was arrested for an offense that is subject to temporary suspension under Texas education code two two eight point two zero three.

29
00:20:26.840 --> 00:21:12.945
I move that the temporary suspension committee grant the application for the temporary suspension against the respondent and enter a temporary suspension order. Members, do I have a second? I'll second. Thank you, miss Glasscock. Any questions? All those in favor, please raise your right hand. Those opposed, same sign. Motion carries. Thank you for being here today, mister Robertson. And as I said, please stay in communication with the TA staff as your case moves through the legal process. Staff, do we have any other items before us today? No other items. Okay. Then it is 09:22AM,

30
00:21:12.945 --> 00:21:14.325
and this meeting is adjourned.
