00:00:00.000 --> 00:00:39.590
09:03AM, and this meeting will be in order. But first, I'm gonna start with a roll call. So members, when I call your name, please respond that you are present. Julia Dvorak, present. Bobby Lynn Weir, Courtney McDonald, Rex Gore, Benna Glastock? Present. Thank you. Veronica Galvan? Present. Thank you. And Tara Turk Saffron? Present. Thank you. A quorum is present. So we're gonna begin our meeting as we always do with a moment of silence to ground us in our work today. So if you would, please join me in a moment of silence.

2
00:00:54.660 --> 00:01:30.320
Thank you all. So for those of you that are joining us today, I have a few meeting reminders. So members, to maintain a quorum, please make sure we keep our cameras on. And everyone on the meeting, let's make sure we keep our microphones on mute unless I call on you to speak. And then members, let's make sure we can capture your vote count, make sure we put our hands fully in the frame and keep it up there so we can record those. And also when we second a motion, remember we need to do it verbally so that we can have it correct in the meeting minutes. Chair Dvorak,

3
00:01:30.320 --> 00:02:11.515
for the record, mister Gore has joined the meeting. Oh, wonderful. Thank you. Good to see you, mister Gore. And then last reminder for everyone here, this meeting is live streamed and recorded, so keep that in mind. And then anything you put in the chat is also part of that public record. Okay. Now for all of you that are joining us today to discuss your cases, you will have an opportunity to do that. So first thing we'll do is approve our meeting minutes from our previous meeting, then we're gonna vote on all of the cases that are not present here today.

4
00:02:11.895 --> 00:02:57.700
And then after we do those two things, we will let each of you address the Board individually with your cases. So we will get to you here momentarily. First thing is first, we're gonna approve our meeting minutes from the previous meeting. I'll turn it over to staff now. Members, do I have a motion? And I just wanna confirm that everyone can see the motion on the screen. Thank you. Yes. I will, Chair. I move to approve the temporary suspension meeting minutes for 04/02/2026. Thank you so much.

5
00:02:58.475 --> 00:03:46.200
And I'll second that. Members, any questions? All those in favor, please raise your right hand. Motion carries. Thank you all. Okay. Now we're going into the cases we have before us today. Staff, will y'all help me note who is here today if y'all notice anyone off the top, and then we'll ask anyone else. I can see miss Manager Manninger is number 15. It looks like 14, Joran Johnson's also here. 12, doctor Furlough. 6. And 6.

6
00:03:46.260 --> 00:04:42.720
Yeah. Attorney for six is here. Six twelve. That's miss Cardenas, Furlough, Johnson, Hamminger. Anybody else that's here for anybody else? That'd be great. You'll let us know. Is is this the name also, number eight, Samuel Chalmers? He's not here currently. And excuse me. I didn't I didn't hear a name. I don't know if it was six. Jonathan Marks. I represented Jonathan Marks. That would be number 16. 16. Alright. I'm gonna read through the list in just a second, and then I'll y'all can tell me if I've missed anyone. Okay. So I have currently on my list to pull number six,

7
00:04:43.820 --> 00:06:00.730
which is Adrian, Cardenas Cardenas. Eight, which is Samuel, Sean Chalmers, 12, which is Albert Furlough. And and this is Bob Bennett. I'm sorry. This is Bob Bennett, and I represent mister Furlough. Oh, great. Thank you. 14 is Jaren Johnson, 15, Melinda, manager, and 16 Jonathan Marks. Is there anyone here that I did not call just now? Okay. Great. Then if I called your name just now, we're going to let you address the board individually.

8
00:06:01.590 --> 00:07:05.045
And first, we're going to vote on all the other cases that are not here today. So staff, whenever you're ready with that motion, we can make it. And just to to clarify, we're getting the motion out there, but, Samuel Chalmers, it seems that we're pulling not because he's here Maybe we should talk, but because, staff's pulling him, I think. Oh, which number? 08? Yes. Number 8. Okay. Thank you. Staff pull. Got it. 101112. Just one thing, Julia, is the for the, the motion that's on the screen, it it's cut off at the bottom.

9
00:07:05.045 --> 00:07:40.605
I don't know if it's just me or because the the last thing that yeah. There we go. Perfect. I I I will scroll as needed. I just wanted to be sure that everyone could read the screen. Thank you. I appreciate it. I'll go ahead and make this motion. So I call the order temporary suspension cases numbered as listed on the agenda. Four, Fadi Awad. Five, David Michael Boot. Seven, Fritzi e Cardenas, nine, Michael Cheek, 10, Olivia Capriorn, 11, Adrian Diaz, 13, Tracy Annette Garza, 17,

10
00:07:40.665 --> 00:08:14.960
Landon Christopher Odom, 18, Sierra Ann Monet Roberts, 19, Valentino Rodriguez, 20, David Wayne Waters, junior, 21, Catherine Witt. These cases concern the following respondents who are arrested for an offense that is subject to temporary suspension under Texas Education Code section two two a point two zero three. I move that the temporary suspension committee grant the application for the temporary suspension against the respondent and enter a temporary suspension order. Members, do I have a second? I'll second. Thank you, miss Jerksafran. Any discussion?

11
00:08:16.140 --> 00:09:01.205
Are you ready for the question? All those in favor, please raise your right hand. Those opposed, same sign. Motion carries. Okay. Thank you, team and staff. Now we're going to discuss the cases that are here today. We're gonna start with case number six, Adriana Cardenas. But staff, I'm gonna let you explain the process of addressing the board, and then we can turn the time over to them. Great. Good morning, board members. Just a reminder, we are here, under 22 a of two zero three of the education code. If an individual is arrested under a crime that is listed in,

12
00:09:01.665 --> 00:09:42.740
22 a two zero one, then they must be suspended. We've staff has verified that the person is the same individual who was arrested who has a certificate. And if that has happened, then as I said, they must be, suspended. Miss Cardenas was arrested on 02/18/2026 for the second degree felony offense of an aggravated assault with a deadly weapon. That is a title five, felony, which is, means it's listed in 22 a two zero one, and therefore, she must be suspended. Thank you so much. Now, Adriana,

13
00:09:42.740 --> 00:10:23.315
you're gonna have ten minutes to address the board. So if you would or is your or your attorney. I don't know who's here. So if you would come up mute and you can start your time. May I proceed? Oh yes, I wasn't sure it was the attorney. Yes please go ahead. Captain Minister, Justice Ward. Thank you board members. I have just recently received a discovery and this is I have to say my twenty years in criminal law a serious tragedy. They are I I think even one of the officers on the body cam apologizes to her for arresting her.

14
00:10:23.315 --> 00:10:55.290
She had no business being arrested. She was defending herself against a reporter who kept shoving a microphone in her face while police were attempting to arrest another member of her family who did nothing wrong. We fully anticipate a grand jury to no bill and decline to indict her. That grand jury packet is almost done. I read 22 a I read this I don't know if it was a family member if I'm reading the Texas Education Code if it's not a family member finding

15
00:10:55.290 --> 00:11:27.580
if it's Nagasol it's still a mandatory suspension I don't I didn't that's not how I read it but I'm sure I'm not as educated as y'all are on the education code. That being said even if it's a mandatory suspension I would ask that y'all give me a month and reset this case for a hearing if it is a mandatory suspension. I do anticipate that a Grand Jury will take action on this case within the next four weeks. Our Grand Jury packet is in front of the prosecutor. We're waiting for a date for Grand Jury and we anticipate her to be cleared

16
00:11:27.580 --> 00:12:07.355
of this charge. Thank you. You are correct. It is mandatory for us. We don't have any discretion if there's an arrest and it is one that falls under the category that mandates suspension and then we confirm it's the person. However, because it's a temporary suspension, if the case gets cleared, please share it with TEA staff because then the suspension will be lifted. So as soon as you have some resolution in that case, but TEA staff know. Staff, did y'all wanna add anything to his legal questions he had at the beginning? I was just gonna say a the arrest of the felony offense or the title

17
00:12:07.355 --> 00:12:45.040
five felony offense is listed under 22 a two zero one of the education code. It doesn't mean if it's a family member or not. If it's a felony and it's an entitled five, which is a crime against person, then it it it is listed in there and and the suspension is mandatory. That was it. Thank you. Thank you. Then I would ask if chair Madam Chair, I'd ask if it's possible that y'all would be Either if you could wait for the chair to address you, that would be great. Thank you so much. Board members, do you guys have any questions? Okay. I think I know what you were going to ask me.

18
00:12:45.040 --> 00:13:40.680
You mentioned it in your remarks that you want us to pick this back up in a month. I'm not gonna do that today. Board members, do we have any other discussion? Okay. Staff, do we have a motion? Thank you so much. Okay. I call the order temporary suspension case number six, Adriana Cardenas, as listed on the agenda. The case concerns a respondent who was arrested for an offense that is subject to temporary suspension under Texas Education Code section two two eight point two zero three. I move that the temporary suspension committee grant the application for the temporary suspension against the respondent and enter a temporary suspension order.

19
00:13:40.680 --> 00:14:24.285
Members, do I have a second? I'll second, chair. Thank you, miss Glasscock. Any discussion? Be ready for the question. All those in favor, please raise your right hand. Those opposed, same sign. Motion carries. Now do let us know when something does occur on this case, let TEA staff know and they'll be able to take the appropriate next steps. Thank you guys for being on today, I do appreciate that and you're welcome to jump off this meeting whenever you would like. Alright, team. We're gonna move to the next case we have today.

20
00:14:24.285 --> 00:15:04.050
It is number 12. On our agenda, Albert Furlough. Staff, I'm gonna turn it over to you to present. Thank you. On February, the responder was arrested for the third degree felony offense of injury to a child, elderly, or disabled person with intentional bodily injury. Same as the the last one. This is again a a crime that is listed under 22 A201, and therefore the suspension is mandatory in the situation. Thank you. Mister Furlough, you will now have ten minutes to address the board.

21
00:15:04.190 --> 00:16:11.615
You can take yourself off mute, and the time is yours. Hello. Good morning, you all. Nice to see you. I have any questions, but thank you all for the questions. Just, advice from my counsel. Right now, I my constitution rights, I respect it to what you declined to answer. Okay. Members, any discussion? Staff, can I get a motion? Thank you. I call to order a temporary suspension case number 12, Albert Charles Furlough as listed on the agenda. The case concerns a respondent who was arrested for an offense that is subject to temporary suspension under Texas Education Code section 228.203. I move that the temporary suspension committee grant the application for the temporary suspension against

22
00:16:11.615 --> 00:17:01.665
the respondent and enter a temporary suspension order. Members, do I have a second? You're a second. Thank you, Mr. Moore. Members, any discussion? Are you ready for the question? Staff, you could take the motion off the screen. Thank you. All those in favor, please raise your right hand. Those opposed, same sign. Motion carries. Mr. Birlo, thanks for being here today. Follow-up with TA staff. If anything changes or comes up in your case, You're free to hop off of this meeting whenever you're ready. Okay. Next case is number 14, Jaren Johnson. I'll turn it over to Stach for that.

23
00:17:03.085 --> 00:17:43.860
Mr. Johnson was arrested on 02/09/2026 for the third degree felony offense of assault on a family or household member by impeding breath or circulation. This again is a crime listed in the twenty two eight two zero one which requires, temporary suspension. Been verified by staff as well. Thank you, mister Crabtree. Mister Johnson, you will have ten minutes to address the board. You can go ahead and take yourself off mute, and the time is yours. Well, good morning, everybody. So, yeah, I'm just speaking upon myself with, the Internet that happened on February 9.

24
00:17:43.860 --> 00:18:23.975
It was a escalate escalated argument between me and my my spouse. To revert I mean, as of right now, I do have counsel that's working on my case to be, either going through the motion of veterans court because I'm a veteran, which that process will, determine, that I will be the charge will later on be be dismissed or the possibility of it being dismissed as of right now too as well. I've, sixty days. I haven't been able to obviously talk to my family, anything like that, but during that time, just been able to reflect on this incident that happened.

25
00:18:24.035 --> 00:19:04.910
There's a poor misjudging of character, and then just really me and my wife having a escalated argument that led to, obviously, we being here today. But my case, I go back to court. My case was reset. I go to court next week on the twenty second, which possibly will be reset again only as giving my, my lawyer the time because my time allotted that, you know, I've been on probation and doing everything I needed to do, for it to, just make, obviously, my case stronger. But seeing this in Montgomery County here, veterans court was just one of the options that we will be proceeding move forward

26
00:19:04.910 --> 00:19:44.865
or unless it gets just dismissed altogether. I do have documentation, you know, that I gave to my counsel and, my from my lawyer that kinda explains the process and what's gonna happen. And at the same time, statements written by other instructors, in my district as far as my character and things of that nature. So if I need to submit that, I I definitely can submit that to you guys. So I definitely take full responsibility for this incident. It was something like I said, it was just, really unfortunate, but, you know, that's why I'm here right now. Thank you, mister Johnson,

27
00:19:44.865 --> 00:20:23.535
for being here today, and thank you for your service to our country. If as your pay case progresses, if something gets dropped or dismissed or it gets resolved in one way or another, please communicate that with staff. You can have your attorney also share that information with the TEA staff and they can figure out if there's any other next steps. Mr. Crabtree, did you have any response or any specific, you know, do you need any specific documentation that he mentioned? At this time, no. One if if his case does get dismissed, then yes, we would. But, currently, it hasn't been.

28
00:20:23.535 --> 00:21:06.755
So now we don't don't need anything. But, yes, mister Johnson, if if your case does get dismissed by the criminal court, then you can send it to us and, we can take care of your suspension. Okay. Thank you, mister Crabtree. So as I mentioned earlier, we're we're mandated to suspend, and then as your case moves forward, just communicate with staff and then the appropriate action will be taken. Members, do you have any questions? Okay. Staff, can I get a motion? I call to order temporary suspension case number 14, Jaren Lamar Johnson as listed on the agenda. The case concerns a respondent who was arrested for an offense that is subject to

29
00:21:06.755 --> 00:21:49.370
temporary suspension of the Texas Education Code section 228.203. I move that the temporary suspension committee grant the application for the temporary suspension against the respondent and enter a temporary suspension order. Members, do I have a second? I'll second. Thank you, Ms. Jerk Zafran. Any discussion? All those in favor, please raise your right hand. To the post, same sign. Motion carries. Thank you again, mister Johnson and you are free to pop up this Zoom whenever you would like. If anything occurs with your case, please share it with TEA staff.

30
00:21:49.750 --> 00:22:27.250
Thank you. Yes. Okay. Next case on our agenda is Melinda, manager. Case number 15. Staff, I'll turn it over to you. 11/18/2026, our respondent was arrested for the third degree felony offense of injury to a child, disabled, or elderly person with intentional bodily injury. Again, this is, a crime that is listed under twenty two eight two zero one, and the temporary suspension is mandatory. It has been confirmed that this is the same person they were arrested who has the certificate as well by staff. Thank you so much,

31
00:22:27.250 --> 00:23:08.465
mister Crabtree. Miss manager, you will have ten minutes to address the board. I see you're already off mute, so go ahead. Time is yours. K. K. I understand that a temporary suspension is mandatory. While this matter is pending, my attorney has advised me not to provide further details about my case, and I will follow-up with TEA once I've been exonerated at this charge and shown to be completely innocent. And, my case has not even been referred yet to the DA. I think there's a statute of limitations for this charge for up to three years. So I don't know how long this is gonna be hanging over my head,

32
00:23:08.465 --> 00:23:55.395
but at the point that it gets dismissed, hopefully, or can be exonerated in court, then I will contact TEA to let you know that change. Thank you so much. That's exactly the right process, and thank you for being here. Members, do you have any questions? Okay. Staff, can I get a motion? Do you have a motion? I call to order I call to order temporary suspension case number 15, Melinda Laymanager, as listed on the agenda. The case concerning respondents who was arrested for an offense that is subject to temporary suspension order under Texas Education Code section 22 a dot two zero three.

33
00:23:55.775 --> 00:24:39.720
I move that the temporary suspension committee grant the application for the temporary suspension against the respondent and enter a temporary suspension order. Thank you, mister Boire. Members, do I have a second? I'll second. Thank you, miss Glasscock. Any further discussion? Are you ready for the question? All those in favor, please raise your right hand. Those opposed, same sign. Motion carries. Thank you for being here, miss Manager. And as you said, if you get any progression in your case, please share it with TA staff. You're free to leave this meeting whenever you're ready. Thank you. Bye. That takes us to the last case on my list,

34
00:24:39.720 --> 00:25:14.200
case number 16 for Jonathan Maynes. And I believe his attorney is here. So I will turn it over to staff to put that first, and then we'll turn it over to the attorney. Yes. This is Jonathan Joseph Marks. On 11/13/2025, the respondent was arrested for the third degree felony of possession of child pornography, which is a felony offense under chapter 43 of the Texas penal code. This is listed under 22 a two zero one in the education code, and the suspension again is mandatory. In this situation,

35
00:25:14.580 --> 00:26:08.180
it's been verified as the same person who was arrested who has that certificate, as well. Thank you, mister Crabtree. Mister Crabtree. I'm assuming your attorney, and I'll you have ten minutes to address the board. We have nothing. I see. That's it. Okay. Members, any discussion? Staff, can I get a motion? Members, do I have a motion? I call to order temporary suspension case number 16, Jonica and Joseph Marks. As listed on the agenda, the case concerns a respondent who was arrested for an offense yet is subject to temporary suspension under Texas Education Code section 22 a dot two zero three.

36
00:26:08.240 --> 00:26:49.885
I move that the temporary suspension committee grant the application for the temporary suspension against the respondent and enter a temporary suspension order. Thank you so much. Members, do I have a second? I'll second. Thank you, Ms. Glascott. Any further discussion? Alright, ready for the question. All those in favor, please raise your right hand. Those opposed, hand the sign. Motion carries. Thank you for being here, Mr. Duke. If anything progresses in the case, please alert TEA staff and they'll proceed accordingly. You're welcome to leave this meeting whenever you're ready. Thank you.

37
00:26:50.425 --> 00:27:10.500
Thank you. Members, staff, any other action before us today? Okay. And it is 09:30 on the dot, and this meeting is adjourned. Thank you. Did you Julia, did you have a baby?
