the agenda there was uh a late addition that should be uh on [Music] everyone's so if uh we're okay with adding the architectural services for the district music projects and listed as uh item 9 C I3 under discussion I to um approve the agenda as amended um because we had a a motion then we will Stacy please conduct a all trusty Raymond yes trusty humph yes trusty Ballinger yes trusty bird yes truste Moore yes trusty P yes trusty num yes motion carries um recognition Define to Dr yeah so tonight we have an opportunity to recognize our Compass Award winners uh always a great evening to be able to uh have employees be recognized throughout the district so I'm going to go ahead and pass off to Connie Taylor to introduce our Compass a thank you my pleasure tonight we're going to start out with Dominic Hubble he's custodian at West Middle School for 19 years one of his colleagues says about Dominic that he is an intrical part of the stodal team at West Middle School he does not hesitate to help others by picking up shifts um at other schools are coming in early and working later to help his own building this dedication and willingness to help is greatly appreciated by his colleagues as well as his managers he does not like the Limelight but his hard work and dedication to making the team successful is worth recognition an additional colleague says that while he works third shift and many do not have the opportunity to interact with him personally his work speaks volumes he has supported teaps in educating and training new employees on third shift as well as helping out in schools off shift he's helped many times in a pinch making it easier for his fellow staff members thank you Dominic for all that you do for teaps your fellow team members and your managers you are much appreciated you want to stand off to the side here while we introduce the rest of them and then we'll get all of you your certific next we have Michelle kits Cooks assistant Traverse Heights Elementary one year at teap Michelle inspires students to try new foods her positive and upbeat attit attitude makes her enjoyable to be around and work with she always has a smile on her face and is always willing to help others she has been a great addition to the Traverse Heights team thank you for all that you do [Applause] next we have Ralph alce Transportation dispatcher 23 years at teaps Ralph is always so supportive in his role he goes above and beyond his job description whether it's helping us find a bus when locating a student or returning lost items last school year he even dropped off my son's instrument at home that was left on the bus mistakenly he is kind and thoughtful to everyone he works with his impact is reached most of the staff at Central High School especially at the end of the day he's available when called and never discouraged or agitated by our phone calls he's always so friendly and helpful when we're in need of anything Transportation related it can often be a challenge to figure out bus routes information at last minute but he always manages to help us out and never complains his work behind the scenes makes a big impact on the lives of our students they're often panicked about new situations like bus routes transfer buses Etc but he always works to get us information we need quickly and the staff and students at TC high greatly appreciate the team effort on his part all right next we have Kaylee Myers assistant principal West Senior High eight years with we are incredibly thankful for all the work that Kaye does for our staff and students when it comes to testing and other compliance tasks Kaye is organized and makes achieving the goals and expectations easy we appreciate her thoughtfulness of time and how she organizes everything it takes a lot of work and does not go unnoticed she's the champion of students she responds calmly and quickly she's very proactive to set students up for Success students are the center of her work and I appreciate having her a part of our admin team she has a calming effect on the staff we trust her we depend on her her leadership is inspiring and I enjoy working with her she's not afraid to try new things and make adjustments if it doesn't work out she encourages others to do the same many many of our efforts are met with success While others are not not only does she get things done and does them well but she's open to feedback and will make adjustments in the future if she sees a better way I never feel like she's too busy to talk I feel like she's always someone I can come to with ideas and she listens and collaborates with me congratulations next we have Justin mois school safety liaison West Senior High School one year with teaps this says I would like to n Justin because he does such a great job as part of our security team he is kind hardworking and inclusive of all staff and students he is willing to do whatever it takes to get the be a mediator between staff members Justin never complains and seems generally interested in making West as safe as it can be I think Justin has a great relationship with staff members from all areas of the school including principes teachers cafeteria workers the security staff and administrative assistant he has a great relationship with students and works well with staff members I personally love working with Justin he's someone I can depend on collaborate with about school safety and protocols he quickly learned all of our whole building and does a great job advocating for our school in terms of school safety by working closely with our school safety camera system as well as talking with Patrick mcmanis about how we can improve our building he always takes the initiative to be helpful whenever is needed but also goes above and beyond what is asked of him he was unable to join us tonight we applaud [Applause] next we have Cindy Farah purchasing manager Administration 10 years with teaps in her role to business office Cindy Farah consistently demonstrates exceptional skill in managing vendor relationships and negotiating contracts her ability to secure significant savings has made a direct impact on our District's budget through her strategic negotiations with countless vendors Cindy has saved the district significant resources allowing us to redirect those savings towards vital supports for student achievement she exemplifies collaboration and transparency regularly communicating with staff about procurement processes and working closely with various departments to meet their needs effectively her willingness to share knowledge and expertise has fostered a culture of teamwork within the business office and Beyond Cindy's dedication to cost-saving initiatives and her effort to support our District's Mission makes a deserving candidate for the c c Compass Awards her work not only benefits our bottom line but also directly enhance this learning environment for all students congratulations [Applause] next we have Phoebe Hammond schroer bus Aid Transportation three years with teaps ph has been an excellent addition to her bus route she has helped with the bus Behavior Pro providing engaging games for students and upholding Central grades Champs Behavior expectations and rewards that connect transportation to school she is a high level of commitment to teac Cap's Community as well as being a resident of the neighborhood that her buses serve she keeps Central grad informed of barriers to learning based on what is happening in their children's lives at home thank you [Applause] Phoebe and lastly we have Kristen zi School social worker Westwoods Elementary 24 years with [Applause] teat Kristen goes far above and beyond her Call of Duty she's created an entire peace program cultivating a culture of peace and kindness with students in our building she teaches peace lesson regularly with each class throughout the entire school as well as training students to be peace leaders these jobs include greeting others at the door in the morning Upper Elementary helping Littles walk down the hall from lunch to recess placing kids in the hallway just to give high fives Etc beyond that the work she does is that individual students is done with love and genuine care and concern when she's not doing social work she's checking in on students and her co-workers and jumping in to help whenever is needed usually in the lunchroom Kristen seli embodies what it means to be a Beacon of light in a team player no matter what the world but especially our school is a better place with her in [Applause] it all right we've got a certificate for each of you and then over there so we take a group picture behind the Bann so on anything I want picture it's Clos there's all right one more round of applause you're welome to stay around but you don't have to [Music] beauti [Music] okay congratulations and thanks everyone uh yeah definitely come in and fill and individuals addressing the board shall have one opportunity to speak and shall be limited to three minutes individuals should not make personal attacks unrelated to actions affecting the school system and we strongly encourage common courtesy and constructive feedback detail rules and procedures including a complaint process outlined in board policy 2504 um and as always please direct deay young man in Marquette Michigan Jordan deay d e a d m a y I wonder if this sad story about Jordan has to do with any of these books that TC library has and you can go and click on this website wwtc family.org and you can go to that website and look at these books I went to these books and I looked them up and I'm very sad that they're in our libraries and that we paid for them I mean Court of mystery fire all boys AR Blue burn crank crank's a drug dis Mill Fallout gender queer glass these books are no better than penous or Hustler but you have to go into the adult bookstore to get those here's another one Looking for Alaska me and her and the dying girl smoke speak The Bluest Eyes these books are terrible I was just reading them and I'm very sad about them I can't believe what's in them they're going to cause an awful lot of hurt to our young people especially with all hormones that are going on inside them right now it's sad thank you next speaker is Bill weasner sorry bner driver SE um this is uh that's a two-page handout it covers uh the uh sex set curriculum comprehensive sex set and the books in the library this out where we can just to inform people we handed some out at the Children's Parade a lot of people down there what I want to talk about tonight is um going back to the candidates debate at the uh League of Women Voters Grand Travers at the library uh Travers area District Library and just some quotes from that um I mentioned some of them I may repeat myself a little bit but what is your stance on band books uh Josie mentioned just quoting from what they said okay after to refer to the Librarians well the Librarians so far are well-meaning I'm sure but they've got 500 books promoting homosexuality at TC West and nothing on the other side to present a truthful portrayal a compassionate portrayal of this whole issue uh that's not right should present both sides of the idea for these kids to get you know work out the truth for themselves uh from from the information they only getting one side and uh so that's one of the questions uh okay and uh uh Scott Scott mentioned I don't think you want a bunch of people who don't necessarily have the skills to make such decisions the people that are making the decisions right now are all on one side all of the ones that are on one side now at one time there weren't any let's present both sides and let the people look at the information and make an intelligent decision this is all being hidden and uh and I think one thing is we want to make sure there's a no bias well I agree and I think uh some have mentioned that they want to see books from the other side please please that should be um and Ty mentioned uh a library Lounge membership mentorship program where the kids go and the Librarians again to make safe places well again it's one-sided places uh so is there help for transgender students uh it was mentioned by Josie that we have these gay straight alliances at the West Middle and Central the foundation thank you the foundation of those movements they say they want to play on the idea of suicide to get support thank you for considering this I'll continue next time on this next speaker is Mike Rolo uh good evening I I actually wasn't planning to be here this evening I'm uh just just passing through uh but I noticed on the agenda couple items that are are close to my heart and uh the uh Innovation and Manufacturing centers and some of the new uh stem courses that are in in the uh the proposed curriculum and so I just wanted to take the opportunity stop by this evening and it's been a while uh and I wanted to thank all of you and and staff for the great work that has been done um it it's been really exciting seeing the progress of the the the two centers uh Dr V Wagner was was kind enough to give a tour for uh for Bill Meers and myself over at Central it was about a about a month ago and already you could see uh how things were coming together and then uh last week uh the TC West uh Titans robotics team was having their open house and there was a there there was a tour of the facility there and of course so much more has happened and you can really what was what was so so fun is was was seeing the kids in the space and their excitement uh so it's uh you can tell these are going to be uh just such tremendous uh resources it's going to be a real showcase and uh and and that combined with the the continued uh development of the curriculum really excited to see what's happening just wanted to stop and say thank you for your efforts that's the last public comment um moving on to superintendent report okay um let us lative um update for you well we are in the throws of lame duck uh so we have uh essentially five legislative days left three this week and two uh next week and um we've had the chance uh many of us to meet with local legislators and they pretty much don't know what's going to happen um you know it's there's a lot on the agenda of possibilities lots of bills lots of things that the governor supports we obviously have a change in uh party leadership happening in the house in January um so we we've had the chance to voice a lot of our priorities um I know uh trusty bingers earlier today sent to all of you from masb kind of the spectrum of what's out there how many if any get through we have no idea um but we're keeping a close eye on it um what will be in constant contact with all three of our local legislators uh throughout the next two weeks generally almost each day um there are some high priority things for us um on multiple fronts with uh continued School Mental Health Resources um there's lots of things with employee benefits that are there um just just numerous bills that um have an impact that we've had the chance to have conversation I'll continue to follow and we'll make sure to keep the board updated as that progresses over the next two weeks um also uh we have uh lots of of great things happening on across the district from District highlights um for winter events we now have um The Sounds of the Season musical performances um across the district there are many concerts across I know Stacy had the chance to send that to all the board um if you get the opportunity again it's so awesome to see our kids in these performances our staff has to non and what they do in the leadership of those programs and so I would encourage both the board and the public if you have an opportunity to go out and see those please go see their kids you won't be disappointed um also we have many winter winter sporting events going on um the the high schools both have athletic calendars that you can go to so we're right into winter sport season now as well um and I know that uh while we'll have more announcements I know that the they're starting tryouts I believe are just finishing up at West High School for their musical so that's uh getting ready to go we'll have more on that kind of just a sneak peek into it um so many many awesome things um with the Arts with Athletics academic-wise debate team um I know model un had an opportunity uh this past week to down in the Metro Detroit area um just so many awesome things that our kids have the ability to do so please support them and uh and again you won't be disappointed to see how how great they are and what they do um also hour of code returns to tcaps this week to celebrate Computer Science Education week Computer Science Education week is an annual call to action to inspire K12 students to learn computer science the hour of code is a 1our introduction to computer science designed to demystify coding and show that anybody can learn the basics this annual Nationwide program has allowed millions of students to discover how accessible and fun computer science can be doing just one hour of code also teaps welcom Hagerty staff today at Travers Heights in Blair Elementary our second grade classrooms for an annual special story time of the book If I built a car by Chris vanen the students also had received copy of the book as a gift from Hagerty we also acknowledge and thank the hag cares team for adopting 100 TK students for this upcoming holiday season uh West Senior High School uh donation no Monson healthc carees Foundation our football teams from Trevor City West Senior High School presented a donation check of $3,851 to the mson healthc Care Foundation These funds were raised during the pink out football game held in honor of Cancer Awareness Month Eastern Elementary uh student council held a winner uh Gear Drive to collect new and gently used winter clothing for Te Camp student support network I know I think they collected like 73 if I remember right jackets as a part of that drive and so very thankful for that uh just Friday a uh uh a women's uh opportunity evening called Holidazzle um I know that uh Eric kmore was there as well as I know my wife had the opportunity as well to participate and Ginger was there and I believe Katie was there as well and so I just got updated today that $621 was raised for the student Support Network at that event so very thankful for that uh that um money that again goes to such needed um items for student support network and then also um uh earlier in the uh a month or two ago we did get multiple checks uh from the 100 women who care um organization and so uh that is again going towards those needs um so far all those together have raised about $1,000 um so we're very thankful for that organization and their support and then um formally we'll bring this to the board next month but um I'm pleased to share that the mahogany Foundation elected TCAP student support network is a local local benefactor this year with a donation of $10,000 the mahogany Foundation has granted over 1.5 million in nonprofit organizations within the tror City Community since 2003 it's an honor to be awarded this gift for ongoing success of the SSN and again this will be brought formally to our board finance and full board meeting in January for acceptance um so lots of great things uh going on across the district um we have uh again um we go all the way right now we're we're a couple weeks away from our uh our winter break that starts December 23rd and goes through Friday January 3rd so lots of activities going on um through there so again if you have an opportunity in an evening um go to our websites check out what's going on and we'd love to have anybody there at those activities and then we have a tenure um so I will pass that off to Connie to talk about our tenure opportuni yeah I'd like to congratulate and recognize Tom Shepard he has successfully completed the probationary requirements and is now required tenure with Travers City area public schools just a special note on Tom he's been with us for just two years but he's one of our grow your own he's taking advantage of the district tuition reimbursement and is expanding his endorsement to some of our critical shortage areas special education so we're thankful for Tom not only to his commitment to his current role but also his willingness to support to expand his educational opportuni and certifications to serve the students at teaps thank you okay also tonight um and this is on the agenda later but wanted to take the opportunity so um one of the big projects within our uh uh 2024 bond is the um uh project of central grade in the in the uh Redevelopment of that school and so tonight uh we have uh Gabe Elby uh from Dyk mam architecture and engineering and John dancer from Cornerstone Architects so I just wanted to stop and so if you guys stand up raise your hand and so they uh they are partnering together and so they uh that we wanted to make sure that um the board had the opportunity to meet them that is on approval tonight for the agenda um but really really excited um their presentation to us I think really is a great uh experience and honoring the work um you know of of a of a firm that has done that as well as a local firm that knows that building very well so we think it's a great partnership in that and so we're really excited um with that and so you'll have the opportunity uh for that and so if you do have any questions later on by chance um in in the agenda um they're here and so just wanted to make sure to plenty thank you very much this has truly been an honor and it's not the last you'll see of me thanks everyone yeah one thing I will mention um to our board is um I've actually asked lenoi to serve as we are continuing as you'll see tonight um our architect uh selection for our Music um facilities uh feno has agreed to to sit on those meetings as well with our music staff um as somewhat of a liaison between me and the as well as the board to have feedback and understanding I think her experience is both a teacher in that realm in many of those buildings on the board as we went through this process of the bond um and ensuring that uh our kids have those quality facilities that we want to make sure there are um she's volunteered to stay within that capacity to volunteer her time and so I'm really really appreciate that and just want to let the board know that while she won't be with us every month but she's still committed to wanting to see me that work through and so uh so we'll we're making sure to still keep her around a little bit with that so I got you Thomas H yes okay that's what I have um board committee report out uh first is the curriculum committee December 30 trust yes so uh curriculum was uh like you said the third um we called the order there was no public comment moved into procedural items uh our draft committee meeting minutes will remain as posted from the October 29th meeting um we moved on to the district uh course catalog uh updates uh mainly there were changes that were included uh regarding the compass learning center um so I won't read them all but there were a lot of great updates for the compass learning center uh those have been moved to the consent calendar tonight for approval uh we then moved on to the field trip requests so uh the monu 7th and eighth grade trip to Chicago Illinois uh this will be um 35 students to travel to Chicago from May 13th through the 17th this trip will introduce the students to topics covered during the Academic Year in science and social studies students will visit museums such as Shed Aquarium Field Museum and Art Museum students will stay overnight at a hotel and participate in team building activities um so that is also being moved to the consent calendar uh then we moved on to informational items uh the first item uh was or is the board curriculum learning series um and this was really focused on Community Partnerships we had a lot of visitors at our meeting uh so first off uh Dan tidworth our chief academic officer for elementary introduced Misty Warner who's the director of whole child systems um she reviewed um a program called meeting of the minds um she provided an overview of what meeting of the minds is it's it's a group that was created to enhance communication identify and break down barriers for to service for students and to improve coordination of care between teaps local Physicians Mental Health Providers the court system law enforcement um and uh some of the highlights of meeting of the mins included Handle With Care notifications which are implemented dis districtwide and the establishment of the coordination of care team um Miss Warner introduced gr Travers County Prosecuting Attorney Noel muggenburg unders Sheriff Randy Fus school resource resource officer Justin no Noland and tcpd officer Pete simmerson um so miss mugur provided the background of how this group started and the impact this group is having on the coordination of care for students um back there used to be everyone kind of working in their own silos where now they meet once a month they really talk about how to support kids um and and uh there are about 40 individuals that now participate um so instead of repetitive um repetitive meetings they they try to have a meeting of the Mind exactly what it's called um the next item that uh Misty reviewed is called Western Michigan University School of Social Work it's called the faster program uh faster stands for family assessments specialized treatment advancing resiliency in families um this is a partnership that provides training and professional development for the district's mental health Team around trauma informed programs and practices a team from Western uh visits teaps and conducts trauma assessments for students and caregivers as well as facilities uh as well as facilitates parenting groups at schools in the district um this is really a trust Bas relation relational intervention uh the next um program that Misty reviewed it's called Trails we we've talked about this before Trails stands for transforming Research into action to improve the lives of students um this is a program that was founded out of the University of Michigan's medical school and provided to teaps through Northwest ad Trails is Trails is used in grades 3 through 12 districtwide and provides social and emotional learning train tring access to materials mindfulness training and suicide prevention risk and management training um currently this year 85 students have participated in this program last year there were uh 135 students that participated and the entire teaps mental health team went through the trails suicide prevention training this fall uh the next item that um Misty reviewed with us is is called the cook Center for human connection which is parent guu.vn this is a free resource for families available at www.parent guu.vn series for teens um so again this is free a districtwide uh communication will be shared with families soon uh the next Community Partnership is we had Shelley Spencer here from mson um mson Medical Center and she reviewed the partnership that's going on between tcaps and mson um the the partnership is a twofold to introduce students to the to the career Pathways available in healthcare and to grow the local Healthcare employment pipeline um so the um Miss Spencer highlighted the phases of the partnership which include a book project for grades K through four um grade five is a healthcare immersion day over uh at nmc which actually just took place and then grades 6 through eight is curriculum connections and classroom visits and Grade 9 through 12 is curriculum connections and college linkage linkages um what's next for this partnership is hopefully to create an internship program over the summer for these students so they actually can be immersed in the programs um so that's next on on their list really really great prr she shared a lot of stories um if you have a chance to watch the board meeting a lot of um interesting um points were brought up um the next Community Partnership um uh or no I'm sorry that was that was our Community Partnership then we moved into um the Michigan Department of Education School index scores basically um Miss Jesse Holton provided an overview of the state school index scores explaining how the scores are uh composed as percentages and the metrics that the state uses so um again I encourage you all to look into the data if you're interested and then we had a whole bunch of celebrations and successes so I'll kind of move through these quickly uh Holly uh Glidden a special education teacher at Central High School um and had her students who are cognitively impaired students learn about Earth and Life Sciences anchored by the story of Frankenstein um AP students visited to talk with these um other students and they talked about their own experiences reading Frankenstein so that was a really neat partnership um another celebration CK pilot visits to the ELA early adopter teacher classrooms uh another celebration two West Middle School students were recognized as winners in the VFW Post 2780 Patriots pen contest uh Westwoods Junior kindergarten and kindergarten classes enjoyed a weather lesson from 7 and4 News team meteorologist Heather bickoff uh for the first time in school history Central High School's volleyball team won a Regional Championship uh Willow Hill students learn from Jerry Hobs who's a musician motivational speaker uh and he taught about Willow Hill's um PBIS theme which is sore standing for safety ownership acceptance and respect uh West Senior High debate teams performance at the UDA online Invitational uh Silver Lake students wrote letters to Veterans creating meaningful connections uh Central High School school had a very successful musical called susal um and again West Senior High is like you said just auditioning um everyone's uh Blair uh think winners think stands for team player have respect in control never give up and kind uh so they had the think win wi winners were um featured and then that was it other than that we thank lenoi for her last uh curriculum committee meeting and we adjourned at 9:30 the next uh curriculum meeting is January 7th with possibly new members a new chair and that was it sorry that was a little lengthy lot of good stuff so um well it makes it a little quicker because we didn't have a finance committee meeting cuz uh but want to come out for uh the snow day but the executive committee did decide to meet on that day um so thean I am joking it was definitely different time of the day so um but the executive committee did meet on on the Thursday December 5th uh we talked about four policy updates which are in a packet um today uh as we kind of talked about is yeah we've spent ages getting the new policies implemented but now in that meantime we've got another policies have since changed that we've held back on we'll be doing that over the next couple of months um and then hopefully we'll be done with that process and just be updating as we go we did have a staffing update and the uh we do have a system to try and uh encourage early notification for retirees and we do have 15 confirmed retirements and uh from TCA members and five more uh anticipated be uh in by December 20th so we we have 20 retirements lately uh so far and so that number is definitely elevated from previous years that have been probably a little lower than expected but it's it's definitely a significant number um little disturbing is that it's also a number of speal special education staff um which is an area that we've struggled to recruiting so that is something that we will be having to put some focus on as well the uh communic on the communication side we did uh we were in the LI parade um cour a elementary students were in in the bus this year and the bus was beautiful and uh lit up and um also for a holiday update the student support network student support network uh which we covered uh doing um some drives for the holidays making sure that they have gear that they need and that they have everything that they need when they're not in school for those almost two weeks so um we are uh Ginger shared that uh the department is also working with local agency is to ensure holiday meals and gifts are provided um as well at the building level so thanks for all the work on student support network and uh excited to see some of those donations because it's an amazing program and definitely needs all the attention it can get uh we adjourn the meeting at 4:40 the next uh executive committee meeting is Thursday January 9th at 400 p.m. uh yep members be determined the next uh report out is masb annual leadership conference this was uh from uh yeah sorry try to trust B thank you so um I'm going to supplement what trusty pack reported out last time um but not duplicate especially since we have a long meeting tonight um but the annual leadership conference again was in Lancing and late October um trusty pack and I were both there for the delegate assembly on Thursday night and then I just want to highlight the session that I attended that I really thought was the most impactful that I personally attended um trusty pack already reported out on the cell phone policy one which you all can see in our packet tonight under item 7c and that will be available to the public too if any staff or public want to see that so that's part of the public record now um but I attended a session that was given by kazzo superintendent and board on chronic absenteeism which is defined as 10% or more unexcused school days in a year um that and nationally their statistic was that nearly 30% of the 15 million K 12 students in our country are chronically absent yeah 30% of 15 million students in the nation are chronically absent so in kalamazo which incidentally has 12,000 students um more racially diverse than teaps but I think socioeconomically probably pretty similar in terms of um some poverty um and you know middle class and upper class but they basically really wanted to tackle chronic absenteeism along with their cell phone policy they made headlines this last year as well um and they also took on their disciplinary uh policies basically a three- prompt approach to try to improve student academic achievement so to get there with Chron with tackling chronic absenteeism specifically they reviewed and evaluated past practices they researched best practices across the state and the country they received stakeholder feedback and input and by stakeholders they were referring to teachers parents principls and staff they had 60 Community meetings across their District in every single building um um attended by the superintendent and board members it was a lot I was really surprised um by how many meetings they had so they they stressed that consistent enforcement was the name of the game and their plan for dealing with chronic absenteeism was as follows if a student missed three days or more of unexcused absences in a given trimester a letter or email would be sent to the parents they would also get a mass notification text message or phone call a at five days again the parents would get a letter or me email but they would also get an in-person virtual or a phone conference and at 10 days again a letter and email or email and then in addition there would be a school attendance committee that would be formed to create an individualized plan of support for the student so um some of the possible actions that the central office and the superintendent took um were wrap providing wraparound Services referrals to Community Support organizations academic interventions and also mandatory summer school which was provided free to the students and lastly possible recommendations for grade level retention um every six weeks families receive letters from their school if their child has an attendance rate that is less than or equal to 90% even if it's excused or medical and they their what they call their boots on the ground approach to increase attendance was to hold what they called knock and talk events where the administration would actually conduct home visits and they would also hold in-person conferences and it could be at any location the school the home or a coffee shop whatever the family whatever the parents wanted to agreed to um and then it kind of got into Q&A which there were some really interesting things that came out in that the superintendent whose name is Dr Darren Slade um he has worked in some tough districts District of Colombia Baltimore um to name a few and one thing he said was that he really felt like his board had his back and the board was really hardworking so it was just a great governance team um um again the board came to these boots on the ground meetings with stakeholders they had 50 to 60 people show up at every school buildings and he did say sometimes parents were upset um and then their next steps uh for this current school year this is year two of they implementing this um you know effort was to add a treny offer officer excuse me um who calls students knocks on their door gives gives kids gas cards or the family gas cards whatever they might need to help kids get to school um that treny officer has an assigned case load and he is also on their attendance committee um so again in Q&A uh somebody asked about what has this led to in terms of student outcomes and they did report that their standardized test scores had increased which they couldn't disentangle from their cell phone policy they felt like that had also made a positive impact um and then one thing the superintendent revealed was that his biggest surprise was the number of students who would say to their parents I don't feel like coming to school and the parents would allow it and so part of his education was look if the kids aren't coming they are not learning this that's our job number one as a district um he also relayed that there was a lot of push back from parents initially pre policy but not since the policy change um specifically that I think that summer camp requirement was a big one or summer summer school requirement um and then there was another superintendent in the audience who mentioned that in his district too he he has a similar approach and he's he tells the parents if you skip a meeting with me fine but the buck doesn't stop with me you're going to court next so it was a a you know united front story between the board and the superintendent um and then other than that I went to a session on um the Michigan school data which is publicly available I think everybody on this this board is probably taken a look at that it's we don't have any special access that's you can find information about any District in the state and then they they had a legislative update uh provided by Jennifer Smith which Dr Van Wagner has now given us another update on so that was looking already forward to the lame duck session at that time and then lastly the next annual leadership conference is October 23rd to 26th at the Grand Traverse Resort so right here in our backyard um walk up yep registration fee trusty pack already want a free uh entry for next year but we won't have you know hotels and m& expenses so yes thank you um moving on to the teap sustainability committee um reporting out by trustees bud and any preference on yeah thank you nope I've got plenty of uh plenty of notes for us to start with so on uh November 7th we um held the very first teap sustainability committee meeting um there were approximately 13 people there uh Dr Van Wagner was there Stacy was there um we had our members of the facilities and and dining um admin Administration we had uh student leaders from our um School environmental clubs we had um Personnel from Cherry land electric uh Personnel from the Children's Garden um a a community members including an architect and um Beth pack and myself and then also Emily umberger from interlock and sustainability director so um we started off uh getting to know one another a little bit talking about Norms uh what would be the the focus of the group and and how we would move forward um we talked about the potential of developing a climate action plan um or a sustainability plan whatever we we choose to call it um looked at some possible first year goals um and really talked a lot about empowering students in the work um that's really important to us um all grade levels and how that can be done we we had really nice discussion with the students that were there about some of the things that had been tried and some of the things that needed Improvement um we talked about a a goal of having having applications for each school as Michigan Green Schools which is something that has to be applied for every year um it includes 10 goals for each school um they're actually pretty easy and I know Central High School had already been doing that um and has I think Contin to do that every year I don't recall if there were other schools that had but there were some but not all yeah uh we also talked about um doing some AP environmental class projects um perhaps you know um bringing in some curriculum um in in different levels to encourage this uh we talked about food services and how we could work with Food Services on that uh we talked about um stars which is a stainability assessment tool that can be used to to look at um how we're doing in the district and how each of our buildings is facing sustainability um we also talked about let's see well we did a really nice review of a of a beautiful um sustainability plan that interlock um took a lot of time and data and energy um in creating and they have this beautiful plan that um includes a Stars assessment includes Green School certification um there was a a discussion about achievements there were discussions about certifications ongoing initiatives um doing a plan summary which included learning and engagement sustainable operations Land Management Transportation Waste Management purchasing food sustainability buildings and energy um as well as a public facing dashboard with those goals so there was a lot of um we did a lot of discussion and um so our our homework we actually gave ourselves homework which was kind of fun was to um bring a list of five to 10 questions coming out of the presentation um we were going to hand those to Stacy so that when we do meet um we're planning on meeting once a month we could start creating our first steps towards a plan um and sort of looking very deeply at that sustainability plan and assessment that interlock did was it was a great example so um that should be available it is I believe available on interlockin website so if anybody has an interest they can look at it there um so yeah and just waiting on next dat so in February and then we'll meet monthly February anything else there only thing I would add is that we also discussed very briefly that a lot of times we get programs going and sustaining the sustainability of the sustainability program uh becomes a little bit of a challenge so hopefully that'll be one of the things we address as well lot of interest in growing things I think and appreciation for the train project thank any uh other questions on any of the report outs actually sorry board office hour as well back to trusty Ballinger I misspoke and was assuming a lower attendance rate but then I guess it wasn't right right actually I just want to ask one thing do you all have a note an official Note Taker for the sustained okay so are there meeing minutes that will be shared with us and publicly maybe I'll have to ask her okay our first one so you know we were just kind of figuring things out what it was from that standpoint so sounds good was a beginner yeah okay all right yeah so uh unexpectedly now we've had two months in a row of good turnout at Board office hours um I had a record five people that was a record for me I don't know about overall but that was a refreshing change from zero or one um so I had three students one teacher and another Community member a couple of different issues came up and um in the interest of time I will just touch on them very quickly one was the electric School Bus purchase so there was concern from the Community member about the costs of the district like what what what might not be covered and I think that it was just really a misunderstanding um because both grants were covered by ep there were two grants EPA for $200,000 and the state of Michigan for 280 um but his impression from the record Eagle article was that tcaps was going to be paying a One of Those portions so I assured him that was not the case um and then a teacher had brought to our attention um some student behavior problems in her building in particular um and you know physical some physical and behavioral issues um particularly at the Young Junior kindergarten Lev so um I have relayed those concerns to the superintendent and I I happened to notice last week when I was coming into this building that there were there was a a teacher collaborative routine on um student Behavior at the junior kindergarten level so hopefully that that was fruitful to that group um but the high school students interestingly picked up on that thread and then also talked about how even um in their classes they do see some behavioral problems as well uh showing disre respect to teachers refusing to do work and so on so we've we've had a conversation about that and um thinking about what kind of professional development we might get down the road to help our teachers and our students to set appropriate expectations um yeah next Board office hours yeah so the next Board office hours and I'm scared to say it because I've had to reschedule so many times and appreciate my fellow board members I am extremely concerned being December 19th that it's the last legislative day of the session and if if they actually go to the last day which is to be seen then I will probably be in Lancing so on District mostly District you let us now I'm sure so I just wanted to someone will I'll sub in joking when said then she realized that she actually could and then she till the 30 December she thought she was done after today but so yeah I appreciate that so I will I said I just wanted I feel really embarrassed by having to reschedule but this one is especially District uh related so um so with that uh the next Board office hours is December 19th hopefully with myself uh between 6:00 and 7 p.m. um at Horizon books on the upper level the uh next uh agenda item is consent uh do I have a motion to approve the consent calendar I move that the Board of Education I move that the Board of Education proove the calendar as presented and without discussion second second yeah um I I just had one cab and that was of of course that we were going to pass the policies because they're required by law but that they may have some discussion later on yeah and that was actually brought up um truste pack I apologize trusty P did have some questions and my indication was is that uh for the process is that we've got a lot of policies that now have legal required updates that we're going to do over the next couple of months and I've heard from not just trusty Pac but other board members as well who have issues on individual policies some of them are in here and just for being uh trying to get through the agenda today I've suggested that we move forward as is and anytime after we get through these next couple of months if any board member wants to talk about any of them that we've just passed because I know there's been multiple questions then this is going to come back and we'll be going through it so um I did uh have that conversation today so I apologize for not having that but um with that there is a motion on the table so uh all those in favor say I I all those poos say nay motion car moving on to discussion items first item school safety update to Yes um so I do believe we have the um so that so with the uh school safety update uh tcaps is once again partnering with secure environment Consultants SEC formerly known as secure education Consultants change their name a little bit um to enhance safety measures for after school activities this partnership will focus on assessing various events held on school property including Sports competition music uh performances and artistic performances and larger Gatherings involving our community the goal is to identify Implement strategies that ensure a secure environment for student staff and attendees by leveraging sec's expertise which you might remember we've used them before they had work doing our original s safety assessment um tcaps aims to strengthen its approach to event safety and preparedness the assessment process will spend most of the 2025 calendar year and address potential risk while offering tailored recommendations for improvement this continued partnership underscores T's commitment to providing a safe and welcoming environment for Learning and Community engagement both during and after school hours so that's the work we have going now um and so one of you know one of those things we did remember we did a pilot of uh an AI system that is used at the very similar at the state capital if you go in now um a lot of positive feedback from that from our local law enforcement um does it it is pricey you know so again it's something that we'd have to get grants or you know possible things for really to look at this point but we're going to continue to look at all those different options and so it'll be nice to have sec come in again evaluate all that give us an idea of what they think they're seeing other schools so again uh another another push to kind of that next level for um our school district on the Safety and Security front next discussion item is Grant um okay um the grand Trevor band of Ottawa chip Indians has approved and announced their allocation funds of the first half of the 2024 2% Grant allocation cycle um so we were awarded a grant of $68,000 and this um is again with our s SN um this is one of the things that's very vital to our program um we are very appreciative of the uh Grand trevors badawa and chipa Indians for participation in this 2% might remember there are two different Cycles um that with that and so um this uh this is one and so we always make sure in fact Jer is submitted I believe we just did for the next round it just happened just a week ago so uh again always appreciative of that and and it's very specific to governmental um groups within uh the grand trevors bands um area and so we are just very appreciative of that and so um we are uh asking the board to accept that grant that for Indian education yes and and with that specifically within our indigenous student population with ussn all right um any other discussion obviously uh thank you is the only comment I have it's not discussion but certainly appreciate the efforts and the support So any any other discussion I move the the Board of Education accept the Grand Travers Band of adawa and chipa Indian 2% Grant in the amount of moving on to bid services and purchases uh specifically for the Innovation manufacturing center equipment um defined okay and I'll go and refer to Christine tson y so um we've worked uh directly uh with Jesse Holton and the teachers uh related to the equipment needed for the Innovation and Manufacturing centers on both sides that also included the principles of both sites um we worked directly with Cindy Farah to make sure that we were getting um the best pricing for some of the items um we were able to use three different purchasing cooperatives uh to get some of the equipment um we are looking for approval of all of the equipment noted with the caveat that there may be one or two items that uh we might not actually purchase there's been a concern raised recently by a teacher of a couple of different items so we'd like to take the opportunity not to hold up the rest of the purchase um but to go ahead and work through those couple items with that teacher if there's a need afterwards to come back to the board for a different requirement um per board requirements and bidding requirements we will do that um we'd like to move forward with the full approval of the $60,000 that was allocated from 2018 specifically for stem equipment or innovation and Manufacturing equipment as noted um and there's a possibility we might not buy a couple of things but again we'll keep you posted as we move forward to address some of those concerns and we may or may not switch out a couple of pieces of equipment okay would there be any penalty with the contractors for doing that no okay all right um any other discussion I move up the Board of Education approved purchases of innovation and Manufacturing centers equipment as presented for an amount not to exceed $60,000 funded of January so right now we would see that right similar around that time and so we're going to have to do a little bit of logistics coordination with all of it you know barring you know the the biggest thing that's probably still I'm worried about is State approval for occupancy and all that we're a little bit at you know at the mercy of of all those inspections and things so but as soon as we can we will but we want we don't want to not have the equipment lined up you know delivered we can Warehouse it I think right now if we need to but even there but um we're hoping to be able to do an easy deliver and move but we'll see logistically how it goes be exciting when the kids are it it will and you know and again I think you had the chance to hear Mike gillo U we had a real neat uh evening at West High School with the robotics team uh uh trusty Binger was there as well and and the kids were very very excited to be able to go in go upstairs and see it see all the work areas Paul was there and thank him for all of his Paul twing for his effort to show the kids where the different areas were and they'll be working in and I can tell you a lot of a lot of stem parents that you know in the past have had opportunities to speak with the board wanted to make sure relay just how thankful they are that the facilities turned out as great as they have and they're very very excited for the kids great than great I had a question too but um are there going to be any like additional pieces of furniture like chairs and tables yep that's all uh part of furniture fixtures and equipment that was uh part of the original bit one of the other bids we already brought forward so that's all scheduled for now and those will be delivered okay yep very good all right um next Capital project um Central Gade architectural services to to talk the to Christy temps yes so um we got a pretty good response uh for Central grade school we were very excited to see DEA Mammon who we've been working with for monor and Easter Eastern partner with Cornerstone who was local um both uh John dancer and Tom nemt both went to school at Central grade uh Elementary when it wasn't the elementary school they say it looks the exact same I've got I've got their senior picture so we did find a yearbook um but they're very excited to be involved uh Cornerstone has done a lot of studies over the years about Central grade school and how we might tackle um uh reinvigorating the third floor and so on so we're very excited that the two entities partnered together I think there's a lot of expertise there's a lot of local connections um and knowledge related to this so uh we're excited to present and to recommend hiring uh Cornerstone and de mammad for this project um I know we did receive a lot of uh questions as it was an agenda item about electrification but I mean obviously that is just we're early on in the process so very much so we have a visioning team that um you know we're making sure that we have representatives from the central grade neighborhood association um teachers uh staff Administration um a good cross-section uh uh county or city Representatives historical Representatives we have a list that we've created and we've given that to The Architects at this point and they will put together that focus group that has the information and be able to have input on all those things um and we also mentioned uh I know we have some from the sustainability committee that are on that list to make sure that they also have an opportunity to give that input and those thoughts with that so it'll you know lot of visioning to happen a lot of understanding of of you know the architecture that's there you know this is going to be a year-long process really to really get to a point of even figuring okay this is what in the end we're going to look like then they do drawing and then we put out for bid so we're alwayss obviously but I will say this on track for the fall of 26 is when Central Gade will move into this building so that's the same timeline we've had all along uh from that standpoint and so uh we will be ready for that for them to move into here um completely um and uh we're excited to see that move forward yeah it seems like a long way out but really not that far when you talk about a product to this ni um any other discussion or questions I think we should etch some figures of ghosts of students in the past in the windows may not have to etch it little bit of flavor I don't know my cousin used to play Battle of the Bands there it's got flavor I will tell you the I will tell you just super quick that the evening of the bond election um I did an interview there and we were the only ones there we thought until we heard a have a team of nine music educators in the district that met um reviewed all of the proposals we ended up doing two iners inperson SL virtual interviews and uh kind of came down to rates um I had asked both entities to come back with their best and final rate and we ended up selecting TMP I know that the music teachers have seen some of their work down States and they have uh peers uh that have had work done at their sites and they've been very very happy with the work of TMP and the acoustical engineer ironically was the same on all of our all three of the big proposals that we received they're called nv5 they've done a lot of work locally interlockin uh and so on so we're very excited to partner with TMP uh to move forward on those music projects okay you need a motion for regulations which have now been Incorporated through the consent agenda into 3115 the only remaining component left of that policy was the Covenant and contracts non-discrimination Clause so that is now a standalone policy with a new name the language is not new it's the same language that you had adopted through the TR transition process so just essentially semantics that it has a new name as a standalone policy why did they make it a standalone policy I didn't really fit in with the title nine in general non non-discrimination and non- retaliation policies that are embedded in 3115 so it just made sense for because it relates to contract and business connections as opposed to student and personal connections that are 3115 that it's a standalone so you don't have to do all the training insurance required if anything but he did submit another $25,000 in earnest money that's nonrefundable that is being held at the title agency and girl so which you know I think really was a good show is like like serious like he's just waiting on that so we're hoping within maybe you know a week or two here that um we're able to finally schedule the closing okay um from that standpoint I don't see any issue that's going to kind of keep that you know from happening but um you know that Scott Friday worked with uh Gordon from TR and they kind of worked that element out of a new document that I signed um from that standpoint so I just want to let you know that's still progressing um and the other thing I let you know is that next in January I will be bringing some formal documents for the housing project at Blair um that's a partnership between uh tabs and and Northwest Ed as really the true entities in the end um interlock and and uh Grand Trevor area cathic schools have chosen not to be official components of that so really is no Advantage at all but somebody has to be the fiscal elements because we would hold the de and do the deed restrictions as the property owner and the ISD as the grantee from the state of Michigan for the $5 million we are two entities that really have to do it from that standpoint so I'll explain more but I do want to let you know that that is progressing and coming up um to get pretty real serious from documentation and and those elements of you know selling the land all those kind of things some official documents the first round will be coming in January so good great now uh Stacy do you have a business plan on that that just summ it's not us I mean really that's all done through the developer you know really with that but I do have a one page that I've shared before but I can share it again all right so uh with stace's return we have the completed evaluation so the next uh discussion item is approval of the superintendent evaluation um I guess I'll just start off by saying that the there is a new metric so just to describe it to the public because it is slightly different verbage uh than it was in previous years so the superintendent did receive um a score of 93% which is effective uh that is the highest level previously there was a highly effective that is no longer a verbiage so I want to make it clear that effective rating is the is the highest rating um on there and to be honest the the only thing that weighed down to that was I think a shared concern for belief even from the board and the superintendent that student growth is we're still challenged we're coming out of Co and it's going to be a NeverEnding uh battle that we're fighting and um I think we've we've always got more work to do but I I think that it was a fair a fair reflection but we we are making progress and I think the board is extremely satisfied so any other discussion or motion You' rather call it an Endeavor than a bat it's a journey it is I move that the Board of Education approve superintendent Dr John Van Wagner's evaluation as presented second uh Stacy please conduct a roll coent trusty Moore yes truste humph yes trustey Ballinger yes truste bird yes truste P yes trustee Raymond yes and trusty new yes motion carries um within the contract if there's the effective rating there's and we'd also have um an approval of the superintendent contract extension uh that has been sent out as a oneyear extension it did have um slight different there was an addition to clarify the fact that we now have to use the superintendent evaluation tool that we just used so that is also an addition um in the extension so any other discussion I move that the Board of Education approved Dr John Van Wagner's contract is uh you never know yeah getting getting closer um thank you for everything in the the friendship and uh work on the board for for the past four years so thanks we could put our trust humph on snow snow Duty like calling a snow day good luck with that driving not ding in the morning you just report to me what you see out there on the go no I just thank thank you too thank you flenoy for everything truly your dedication and just really great working with you thank you like I said earlier it's been an honor to serve with all of you so thanks thank you well and I've I've been one of the shortest I think Beth and I were have been with you the shortest but um it's been wonderful and I'm really going to miss you I think a lot of us will but your experience and your advocacy and um just general get it done attitude is is exemplary thank you so much thank you um so the next board sorry go ahead see you around the acoustical changes going out of the schools yeah yes absolutely so the next Board of Education meeting is Monday January 13th 2025 in this room at 6 p.m. it's the organizational meeting um so do note that the packets are are heavy with proposals especially one thing that is going out I think it'll be sent out before but will also be in the packet is a provisional schedule with a number of listed uh study session topics if anyone has a need to add please send them in again that's all advisory and we deal with it in J but it's just I'm trying to get a little bit ahead to add some structure to other complicated me um with that uh would you do the uh with the honor
