of the plaza owners in a way in a positive way we created a really nice partnership there uh Josiah Rodriguez James kosi come some some folks here they come uh no Noah palansky pansky no it's not here okay Flora sual thank you so much Yasmin Zarina thank you and this is just one thing that the green team does throughout the year and they have a big schedule they're always involved Max hobin Sebastian Bravo got still sign they still sign casts that's that's a I'm glad I always had a cast when I was a kid one some for some reason J jirra Jones all right we'll make sure she get that Giovanni Stanley that's you Alberto Stanley Isabella rira good job Alexandra buck walking over uh Vivian Pro uh Mia Macklin and Sophia Garvin Sandoval I think that's everybody that's here now commissioner did you want to say anything or um job guys um got we got last guy coming in okay we'll get him the same excellent so big hand for all these kids and and obviously their teacher great job really appreciate them putting the effort and you know the day of you know Mr Greco who owns The Plaza I think treated them to Pizza as well said Fratelli so that was awesome and I think frell's kicked in part of their stuff too there so but the biggest thing that happened is Mr that's the they did that EnV owner wants to do something to keep he's done a t of work out there millions of dollars now's talk make sure they do right keep that's keep this out of all the dumpsters TOS appreciate you guys did fantastic job thank get that everybody get it good thank you again don't work well we got some batteries in but did has they used it should be going dead that no thanks again I want to thanks everybody that came the vecc um what you what you did matter it got attention to the the to the the the property owners and um I think it's uh it's just these little these little effects you make on your on your community are the things that can trickle into bigger things so that's a lesson learn um you're welcome to stay for the entire meeting if you want to talk about um ordinances uh 2025 through two 53 through uh 70 but they're probably not as exciting as what you're you've done today or they're running for the exit but thank you to the teachers thank you teachers for all your help yeah teachers and parents parents too that's right there's got to be another microphone or the other one I didn't even try the other on they have all these little tiny ones that people have I know frustrating than thank you Mike thank you Michael have a good night stay warm good night guys came with ties on recognize a lot of the face boards thank you thank you have a good night okay moving forward um to item seven could you just close that door on your when you're when as you leave that oh no not never mind leave it open leave it open you can leave it open just talk um so moving on from the e8th grade Green Team presentation um we uh would be item seven and is uh we we do not have any department head meetings for this evening um item eight we do not have any Capital discussions scheduled for this evening and item nine we don't have any minutes at this point in our uh our procedure to uh approve yet um and we have no ordinance introductions so bring us to item 11 uh we will have a public hearing and ordinance adoption on ordinance 2025-the limit that we introduced at the last session any comments on that procedural right it's okay I I got that right I mean it's it's a it's our cap bank so um cap cap for uh uh public uh hearing and adoption then we'll have uh resolutions by consent um we have a number of resolutions uh the first one uh appoints do Peterson to the GIF safety coordinator that's uh z53 um ordinance 054 is authorizing a Grant application for the boardwalk restoration project from the US Department of Commerce Economic Development agency here we're looking for up to $3 million this is authorizing the application for that grant that would supplement the funds from the state um or uh do you have any any more information you want to not yet it's it's just the application at this point so Jim Rell our grant writer suggest we apply for it um we don't have a commercial Boardwalk so economic development is a little tricky on there but it draws people to our community which who spend money in our restaurants buy a house things like that so sure it can spur Economic Development and that's what the Grant's for so right you try and get any Grant that's out there right absolutely thank you uh resolution uh 055 is a uh a continuation of a leap Grant um this is a shared service Grant with Atlanta County being the lead agency to purchase three Highway digital message boards so this is some uh three message boards that we we share throughout the county depending on when when the need is there um I think they're very helpful especially when there's uh Bridge closings or special events or road work here in Venter so this is taking some of that burden off the taxpayer and sharing it across the county um extend of that uh 056 is another uh is a new grant for shared service so the purchase of three um speed feedback signs so these are the signs that you see out um stage throughout strategically when we uh when we have the uh when when the public asks us to check on uh speeding on certain streets um they actually uh clock uh not only do they tell a person when they're the feedback when they're when they're speeding but they also uh record data that allows us to to to know whether those speeds are being uh abused or not or what the what the typical um patterns are there um and then uh resolution 057 is a refund of uh basketball fees that are not going to be used by president uh 058 is and 059 are refunding the Democratic and the Republican clubs for use of the community room um 060 is uh execution of a continued tax abatement agreement for uh address 108 South Oxford 061 is uh and also a tax abatement for the address of 109 South Nashville um resolution 062 is a public works Grant do you want to add some comment there yes so this is a historic uh preservation grant for uh City Hall honestly um if you've been in the building during heavy rainstorms you know that we get a lot of intrusion we had a company come in Pullman and do an inspection of the entire building fix some things that were minor enough and then do an inspection of the entire building um again Jim mtel our grants writer said look there's money out there for historic preservation this is a historic building because the number came back about a million dollars a little over I think million plus um so just for the exterior um and not the roof obvious there's some issues with some of the valleys in the roof but it's mainly the coping around the top the parapets those walls and those things that are letting the water in so Chief Fuster is very well aware of where that water comes in most of the time it's mostly in his office yeah yeah so we're gonna we're going to apply for that Grant and hopefully get some funding through it right great very good um 063 is a resolution uh required for the ibank with regards to the Sur avener Water Tower project so yeah these two come together 63 and 64 it's for the water tower out on Sur Avenue um getting looking for some money from the ibank to help refurbish that that Tower it's kind of getting uh weak in the knees I'll say um needs to be repainted the interior needs to be cleaned exterior needs clean before it's painted right some interior mechanical work um and this also in we're also looking to use some of this money to hire that company to manage these right can we use some of the ibank for that or no okay I suspect that that's probably going to be a subsequent appropriation you'll do this is for the low interest loan 3i Bank mainly for that construction restoration work good thank you right um resolution 065 is a resolution uh requesting the refund for a dumpster permit no longer needed uh resolution 066 is professional service contract for uh to perform drug and alcohol testing for 2025 um resolution 067 uh is setting a DAT for public auction for Motor Vehicles whose owners have abandoned them um we have two separate ones for two separate towing companies that we use uh Providence Towing is February 20th in Chambers here at 10: a.m. and the following resolution 068 is for the same uh public auction for vehicles whose um owners have abandoned them by Citywide Towing and that is uh also on 20th at 10: a.m. so we're having them at the same time same place um the resolution 069 is a resolution designating a conditional contract for the Professional Plaza development project you want to uh this is the escrow agreement this the escrow agreement so what it does is they're going to prepare with our consultant a Redevelopment plan for that site finalize it right um in order to do that they post the fees for that just like you would if you're coming into the planning board with a major project right you post an escrow to cover our consuling fee right that's the same they're doing here in this case we're the client y so um so then uh that is that completes our uh our resolutions we are adding 07 Z on the bench this evening which is the uh affordable housing presentation which we are obliged to have a plan in place um um Nicole do you have any comment want to mention on that you prepared that for us today sure we have the fourth round of the affordable housing and we have to uh confirm the numbers that have been provided by the state so um what this does is it confirms that we are in agreement with what the numbers have been provided that quite that right now it says we have a fair share obligation of 24 units present and 14 units perspective so this has to be done deadline of January 31st in order to get this done right so all right so keep us posted if you need anything else done and in order to get it for the deadline and this is Statewide or count or country or Statewide Statewide this is for the next 10 years for the next 10 years this yeah this is the fourth round uh this all began in probably around 1980 right okay all right so so just so what what this does is we'll we'll start doing is preparing ordinances that will create opportunities for those homes to be built over the next 10 years affordable housing units the city so um prior to this fourth round we had a zero requirement for the last several years for the last 10 years so they relooked at our population our housing stock and they said all right you have to provide this number right for that so we'll bring in a planning consultant um I've recommended one that I I've worked with a lot um to come in and we met with her right before covid right um when we started to look at this knowing these things were coming um she brought it back to my attention last week and that's when I reached out Tom and Nicole to get something moving forward so okay this the first step and their Market affordability right that's the it it's going to be a variety of things the present need the 24 present need those are going to be primarily rehabilitations of existing housing stock that is already occupied by low and moderate income people that are substandard in one way or another the 14 would be new construction over the course of the next 10 years and and those there's a variety of ways that they can be uh provided uh typically there's going to be you know some sort of set set aside or contribution from a developer uh and we'll be collecting development fees on building permits to establish a trust fund that would pay anything that we are on the hook for there's no tax dollars that goes into this right no tax dollars that go into it okay thank you thank you for providing that those descriptions um so moving forward and we will then uh have bills and payroll uh we have no discussion items for tonight um and then um for those of you in the audience this is the workshop meeting so I will be opening up the uh the floor for discussion of participated uh in uh in the items that we've talked about up until now in the workshop later at the end of the meeting we'll have a portion of the period where you can stand up and give your name and address and speak about anything you'd like to um so um to have a motion to discuss uh uh items uh at this time um for the public portion motion to open public portion I'll second roll call Lisa lra yes mayor Kel yes so if anyone here in the chambers or on the zoom platform would like to talk about anything that we've discussed so far in the workshop agenda please raise your hand or come to the mic anybody on Zoom wish to speak or comment on any of the items that have been discussed so far no hearing none uh may I have a motion to close the workshop portion of the Mee close the public portion of the public portion I have a roll call Lisa Mr lra yes Mayo yes I have a motion uh to close the workshop portion and call to order the regular portion of the meeting I'll make that motion second commissioner langra yes may Kel yes we have no minutes to approve we have no ordinance introductions can I have motion to open public comment on ordinance 202- z001 make a motion to open public comment on 20 25-1 I'll second may have roll call Lisa Comm langre yes may creel yes may have a motion to close public comment on we got there's any ask any public comment on this that's we gotta sorry any public comment on the uh ordinance 001 this is the cap Bank ordinance that we discussed in the workshop anybody wish to comment on this on this ordinance 001 thank no no no comments make a motion to close public portion the motion second I'll second commissioner langra yes may creel yes can I have a motion to adopt ordinance 2025-the 053 through 2025 d69 and adding on the bench 20257 as described earlier I'll make that motion I'll second have a roll call Lisa commissioner langra yes mayor Creo yes thank you Lisa can I uh when you please read bills and payroll sure we have payroll from one5 to18 2025 in the amount of 621,000 882 we have bills in the amount of 2,675 33533 can I have a motion to approve bills and payroll I'll make that motion I'll second roll call Lisa commissioner langra yes mayor Kel yes we have no uh announcements or safety reports this evening uh commissioner reports commissioner langra do you have any real quick a couple things first uh kind of a sad um comment uh Charles Cannon uh passed away this week uh long time time resident lifetime resident of sein Island grew up in Atlantic City um his wife Joan works at the library his daughter Kelly does there as well and his son Kevin works for us at Public Works um Joan and the rest of the family you know he was 86 years old great gentleman um historian of Atlantic City if you went in their house and you were with us on our first campaign guy with the Charlie or the the peanut guy oh yeah he had the peanut guy from um The Peanut store on the boardwalk and and the and he had a bunch of uh one arm Bandits yes old slot when they were illegal in attic City so um just wanted to note that he passed he was a big ice hockey player he met actually he actually met Joan at the ice rank here skating so not this rank but another rank in Atlantic City but uh he served the country in the National Guard um his Services were tonight and tomorrow um tomorrow at 10 a.m. if anybody's interested in stopping by you know the family would appreciate that um what everybody's dealing with right now is weather related issues we had some issues with our community building heat um just the days you need them the heat kind of decides not to work so we had some issues here in City Hall um we also have had some waterline breaks small ones so far mainly service lines no water mains KN on wood in public buildings no out in the streets Street yeah we had we had a good one over on um I think it was Waymouth um took them six hours to find the leak so it's it's hard to we're going to see more as things Tha out you're going to see more breaks that's the lines are already broke you just don't know because it's frozen so that's going to be a a little bit of a headache in the next few days so um Public Works will be on top it as much as they can the small stuff we can fix if the big ones come we have to bring in our our our um contractors so that's all I have great um I'll just um um make a quick comment I was lucky to uh to share some time with the AIT CAD class this week uh they gave our preliminary presentation for their curriculum project um which is uh part of their uh e park um they're they're they're um they're pre preparing a presentation for a national um uh landscape architect um presentation on Monday um uh Drew Holmes and uh Yasmine two of their professors there as well as some staff have really done a great job of bringing some of the kids ideas to light um in a very sophisticated way these kids use AutoCAD they use um they use 3D printers they um and then they use regular old glue guns and and matte knives to make models and that's where they're at right now they're utilizing uh recycled glass from the that as part of Glass Beach they really kind of got the flavor of I think some of the real key points that we talked about in discussion and I think it's be it'll be really interesting to see what the professionals um see uh in their ideas and I think it rais and a lot of them want to pursue careers or college uh careers in in design in some way so this is a a great kind of real world place for them to to to show show what they can do so I'm looking forward to and I'll share that they'll come to a commission meeting with their models and presentation they have a whole PowerPoint presentation really sophisticated stuff really happy to see it um and that's all I have for this evening if you want to we can shift to the next item yep um so uh next item is a uh open for public comment so at this point we welcome any participants interested or uh individuals and organizations um to speak about um anything that they have in mind for uh that they'd like to put on the record um may have a motion to open the meeting for public comment so moved I'll second commissioner commissioner langra yes mayor creel yes so if you have any um comments you'd like to make I'd ask you to come up to the microphone uh for the record we need you to state your name your address and and uh if three minutes is enough I guess we don't have a ton of people visited the email yes sense the issue you're talking about is the the the concert series after looking at the 2025 schedule my sense is that nothing's really going to change i' love to be corrected that assumption but I guess my point is that I'd love for you could really get hands around how much impact 11 weeks con front of your house and it's not the concert everything that runs up to the concert during the concert people get drink at the concert break down of the concer and the clean up of con that usually starts somewhere between 6 and 6:45 in the morning um what I'd like to know is whether or not miss be willing to under discussion not to but to reduce because when I read your email back to me call 202 your attempt was to manage the logistics of a conert and concerts are not that manageable to begin amplifiers not equipped to go low they're equipped to go high and the the fact that our rights as property are routinely impact every Saturday night is something that I'd like to get your attention um I know you've heard the complaints before and I guess my question to you is whether or not you would be willing us out on a plan that will preserve ventner as a concert destination I don't know that I would have chosen that but you folks did and that's part of living in a community there's lots of things that people don't like but you deal with when you live in but from my perspective as lawyer you've created a nuisance in sense legal that impacts property rights only so if have defenses s all the all the legal issues that go in the nuisance action but I don't think it should get to that point because I think that there's an important value you to having this concert series you and Community seems to like I think I'm not so sure I would put a lot of faith in the L City Press election with the ballot stuffing that goes on and how those awards are getting out but that's that's a different dog for a different what I'd like to know is whether or not you are committed now 11 weeks of concerts on Newport Avenue and if you are I would like to know that and then I can make my decisions what to do I would hope that you would entertain at least a discussion and as you wrote in your email I'm sit in my house during a concert and see for yourself what it's like because what we do as a family ordinary having dinner can't do it you can do it but it's not what Friday night right Sunday night and I'm all I'm saying and all the people that I've talked to on Newport and new a basically feel the same way they don't want to get up here and talk about it but that's the wayp but my sense is this um folks that I have talked to don't want to go through this year after year after year we offering sit down and see if there is some Pathway to a solution that would produce the number but you can't can't tell musicians you got to no matter how good they are or how bad they that's another discussion but my sense is that it's important enough to the city to maintain this persona but it's also important enough to us the people that are directly impacted every Saturday afternoon night and Lady it's just it's different place right so there nobody here if you want to continue this discussion I'd love to okay I'm open to continuing the discussion um to answer your question about the 11 concerts they are we are committed to those 11 concerts in our schedule at this point but we're I'm personally open to discuss any alternatives you'd like to to talk about I don't do these kinds of decisions unilaterally obviously commissioner langra would have to comment and now the new head of the uh the special events would be uh commissioner Mento so it would really fall under her Department to make any any to take any meetings um on that behalf but I'd be happy to to join in uh do you have any comments uh solicitor or I would just say at this point maybe not commit to one thing or another I'm little concerned with the allegations of central litigation is a nuisance to have you commit one way or another so maybe it's something that we can investigate a little bit more and then get back to you problem yeah sure sure well I appreciate you coming out here tonight um I have your emails I can forward them to commissioner Mento and our solicitor we can come up with a a date and a time in in the near future before the you know before the before the spring do you have any else you want to add just that I know at the end of last year the last few weeks we did change up the number of food trucks we had we reduced number we kept more parking open to not only residents there but to visitors um we pulled back from shutting traffic down at the end of of Newport Avenue in an attempt to provide better access to the residents there and to not have as many food trucks uh which creates more of a crowd we tried it one week behind the library that was difficult for Access that caused some of its own issues um but I think we're we've shown we've tried to at least make some efforts to make better access in that area number well with what our list is telling us so we got to be careful we choose our words because we're being threatened with litigation so well that's I heard what I heard what she heard so um what I will say is I know these concerts are already scheduled and we have contracts with these bands already correct for this year correct correct yes it's my understanding yeah it's my understanding as well so we to keep the conversation going I'm not I don't want to shut that down so especially with commissioner Mento not here tonight I think it would be wise stranded in in Savannah they can't fly any ples in the snow down there apparently so so so we we'll touch base with her when she gets back so channy command will now goes from me on the special events to commissioner Mento uh but I'll be happy to hand off that in a conversation or emails that whatever you whatever whatever makes sense and we're always open to talk I appreciate you coming out and I I hear you I think there's um um we're always looking to balance with the with the what's good for the individuals and what's good for the citya great exctly ISS thank you Barbara you're not you're not try the other see the other one if that one's working you might have to turn it off I don't have a big mouth but go that one's working think when touch it it goes off good evening uh mayor Kel uh commissioner langra um happy New Year my name is Barbara Hughes Sullivan I live at 23 North Cornwall Avenue here in ventner I'm an officer on the board of a nonprofit organization called bner Fountain friends as you know the fountain at the Public Works building is over 100 years old it is our sole mission to rebuild this historic and one spectacular Landmark over the last two years we have actively uh fundraised to achieve this goal in February of 2023 the city signed a resolution with us 2023 95367 a letter of agreement with the city and bner Fountain friends at this juncture bner Fountain friends are waiting on the city to share documents pertaining to the engineering studies on the feasibility of the project we are at an impass until we OB Ain necessary documents to move forward this includes providing benter Fountain friends the authority to move forward the engineering reports budget outlines documents necessary for us to secure additional funding uh from both public and private uh grant opportunities in closing vff continues to be committed to the partnership with the city to rebuilding the historic Fountain our goal let it flow once again is our core Mission thank you for the opportunity thank you thank you um if there's a letter of of support I know you were yeah we we've been working with them as much as possible we did do some preliminary engineering studies of the fountain sits we thought on top of a reservoir apparently it sits offset from that Reservoir which is good news because you didn't have to worry about um when you demolish the current one what happens underneath so we did do some so we I think we sent you some of that documentation we haven't gotten anything I don't think that's true I know we Don are you Don's on the I've sent our engineer sent some of the reports the preliminary stuff on the found on the uh Reservoir what we haven't done yet because we haven't finalized it yet we did a I wouldn't call an engineering study it was more of Public Works going out in augur in a hole underneath the fountain through the concrete to see what was underneath there and it wasn't the reservoir so we have to do further study to see the limitations around on that the the fountain was more than 100 years old so is the building and that Reservoir right there's not real good plans that we can find on those buildings and structures so we still have to work through that what we're hesitant to do is is spend tax dollars after something that we're not sure how much dollars are being raised on your end um so we will move forward it is a slow process I apologize for that yeah um we will we'll make a better effort to get what we can get together sooner than later and and you know as I run a a national profit I know what it takes to you know raise funds you know and you know apply for Grants what we need are we outline budgets we need Ada plans we need you know this is these are things that I know we're kind of in a catch 22 because does the city go out and spend money on a site plan designed by an engineer before we know that there's enough money to do this project right um I briefly about it we might be able to do something I don't want to say rudimentary but rudimentary that might get you where you need to go um through either him or one of our engineering companies Dorne engineering who's worked on the project already a little bit so maybe we can get something partially done there at least get you what you need to get some of the funding okay so something diagrammatic we would love to sit down and talk with you um you know um if that's a possibility and just outline next steps I think I have the list of what you guys need it's the problem of spending our dollars on something at this point so we have to get through that which I think I talked to Tom about it I think and I know I talked to Ed about getting a okay yeah a less expensive plan together than a full sight plan U okay we can show where handicap we know where the handicap ramps has to be you know right now there's steps all around it except for one spot and that one spot's not a great Ada location we have to put it out at the corner right near your place right so right right now we can't I just have to come up with a plan right so you're looking for something that will help you to apply for Grants too so maybe there's that middle step that at least gets you um you know in in in front of some of the the possible grant money that's out there we can we can certainly do a letter of we can include the the agreement that we already have and a letter of support and the reasons why from the city that's that's easy and then if there's something else so we can we can offer a rough budget is going to help us you know outline I mean that that's as simple as it is um I don't know if Don or Tina wants to say anything in addition they're both if if I'm solicitor has a comment I mean our sorry I just gave you I I think there really are two budgets here one is the the fountain friends need to come up with their own budget for what it's going to cost you to build the new fountain our and the biggest piece for us isn't going to be the landscaping and stuff that's relatively soft cost it's the demolition of that existing Fountain that's going to be a difficult and expensive project and as commissioner langra already pointed out we had some concern about uh potentially damaging what's underneath even if it is offset a little bit you know we we absolutely cannot have this thing collapse into that Reservoir so we have to take great caution in how we design and and pull off the demolition of the existing Fountain that's the holdup for us is getting a getting a handle on that and committing to the cost of that before knowing for sure that the budget that the fountain friends come up with is realistic and that you're going to be able to complete your project right so it's the environmental concern yes very much so that we need to get our hands around um and before we take action it sounds like okay and well I that's Tom and I had that conversation so we're going to try and move forward with maybe a minimalistic plan and maybe a demolition plan we're gonna have to talk to some demolition experts we can't go out there and just blow it up with TNT like they did you know the Sands or Trump Plaza that was my idea it was Tom's idea well we appreciate all your hard work and we look forward to next steps so thank you thanks Barbara thanks when youe and to the kban uh a week from Sunday I'll be down for five weeks nice yeah she was my tour guide remotely when I was in St Thomas they have a place and the C driver was off it's why he wasn't responding oh boy I I found Transportation pretty easy so wasn't bad all right any um anyone in the chamers OR in Zoom that would like to make public comment both make comment on any items even everyone oh we have one more in the in the chamber here okay go ahead evening just need your name and just even though Christian I'm at 111 South Newport Avenue thanks Bob so one other couple of other comments just to pick up where Steve left I think we've actually asked a couple of times to actually be part of that planning process for the setting of the calendar and every time we ask I don't not sure if we're getting yes or no or whatever but we'd like to be part of that process of you know having some access to the whole point of pro of planning the second thing that we are thinking of looking at is what is the master plan for that street and what does that calendar look like because there are other events on that street uh on our street that uh impact uh traffic and things of that nature and living on that street that at times no one seems to be aware of there are Friday night events There's Sunday night events and they're all disparate seem to be as we were talking about disparate types of calendars at different offices and there's no master calendar and we've kind of talked about that agreeable ourselves about having access to what is on the street so we can plan uh the other the third thing just if I could step in on that just for one second yeah so I think part of that issue might be some of them are are special events right and then some are private entities that rent the space out from the city but are are those dates actually on someone's calendar that I would imagine they're on the special events calendar all the special events uh are on the City calendar um they're supposed to be entered uh when they're finalized um sometimes they are not entered right away even if they're private events but not all the private events are entered on those like there is a uh there's a a synagogue that has Friday events every summer they've been doing that every year yeah umh for 10 six or eight 10 years or so yeah somewhere around there I I just think that it would be nice know I and the other thing which is a little bit of nerving is and I understand the the political impacts of that is uh the security guards walking around with uh Armament around their sides and stuff like that uh at times it seems toh come out of their uh holsters uh and it's actually been kind of waved around a little bit uh little unnerving they're not our they're not our police off they're not your guys private event I'm bringing up the bringing up that that comment okay uh I understand you guys have some limited control over over that right the last thing would be the farm market traffic control uh in the mornings when that it is I think we need to kind of sit down and plan how we're going to get the cars in and out a little bit quicker there's a huge bottleneck and they'll just sit there and wait uh 1015 deep all the way around that Circle in front of the houses trying to get in and out is is kind of difficult uh the other thing that may be that could pose a safety question is turning at the traffic light right on Atlantic Avenue there as people are trying to cross people are trying to make rightand turns trying to get through uh we may want to think about putting uh a little traffic control on that area during those there's a traffic signal there yeah but the there people are making right-and turns I've watched them do it all the time Lance that's what I'm saying to make a right-and turn and people are trying to walk through the light even it's with traffic saying coming from Marg making a no coming out of the street street making a right hand turn onto a left Atlantic Avenue or a leftand turn towards Margate people trying to cross they Chris Crossing across the uh traversing across that typically so I'm just saying it might God forbid somebody gets maybe some extra police yeah that's what I'm saying just suggestion um just looking at our just some ideas that we were kind of thinking at as we notice we're living on that street watching things happen and everything else I do know we have our specials there so in the summertime maybe they can one can be in the farm Market one could be out of the corner kind of helping with traffic control right talk to Chief and see if we can I think some Logistics uh that's it for me unless Emily has I live with him I still have to put your I know it sounds Sly but Christian I live with him um I just had a suggestion that when you have a national event like National Night Out and that's a huge event on the street and it's important that we have it right but then that same week you have a real estate event showing houses at 665 real estate agents showed up two days later and there was no control over the street so I think we have to look at a master calendar of the personal events or nonevent events right that those people have to be kept under control because every single day at 9:00 the senior citizens are also there with their cards with their buses with the food that also block the street every single day right so in order to get onto the street and get out of the street it's very difficult for some people like me that sells real estate and fra is a very busy day in real estate to get out of the street or even into the street and I think those other events aren't aware that they might have to pay a police officer or pay someone to control the flow of who's coming to that event and a good example is I used the wedding three years ago that was on the beach they had a event planner and they had no control over the wedding at all right and I think that those people in their permits that they submit to the city have to be aware that there are extras that are required besides the $25 fee for permit because that street is very busy to begin with so it's a really good point like everything else in the city that has grown we used to have you we didn't have these kinds of problems 10 15 years ago there wasn't as many events so um I think it's a good example of uh having another check and I can bring that up to the special events uh team that they should communicate more clearly with uh and maybe readdress the the size of some of the private events when they over lap with the public events so well I think it also has to do with the senior citizen people there and they're used to coming there every day sure and getting a free lunch sure and so they take a large portion of the street coming into the street and then you add another set whereas National night night doesn't start till 5:30 right okay some of these events start at 10 right and it overlaps that whole cognitive flow of traffic into the street yeah and the other thing with the concerts the only night we had off last year was Saturday June 27th which also is we had a DUI event on the street that lasted till 3:00 in the morning and I understand that you're going to say it's a county event but do they have to do it on the only Saturday night we had that we could have a dinner in the house by ourselves with our family right so why are we chosen that night as one night off of the whole summer on a Saturday night to have another huge DUI event which we know the police cars come we know the the the huge highlights lights lights lights and more lights appear and it goes on till almost two o'clock in the morning right well it's an important event I think logistically that's the the most um that's that time of the summer is when um is when and that particular um the the geometry of that space is what we need to um to pull off an event like that so there's there's a lot of logistical things that I can bring up again or the um commissioner Mento and the police department can help you coordinate uh a conversation with them about that and the other question we have is that we realize that the Gazebo is not going to be replaced with a $750,000 cost cost it's now 233,000 and we were wondering if we were able to have a copy of a drawing of what it's supposed to look like 50 feet in front of our house it was all posted and as part of the design project and I believe it's yeah I can I can help you point it to the I can point it to you the the um the actual cost of the final contract was $233,000 we're getting a $50,000 Grant and uh and uh we've been um committed a a $75,000 gift on its behalf so it's really closer to $108,000 uh to the taxpayer which is then bonded over time period so there's really very little impact financially but um and that's part of the reason why we revised it but the so the the footprint is smaller um there is potentially uh Landscaping that would uh that would mask it from the street side in the in the future um but we can share the the design work with you it's public knowledge it was put out to bid publicly so we can share those links with you it's on our website I meant construction Wise Construction wise when everyone asks us when it's going to start when's it going to start contract was awarded I think they in notice to proceed is going to be issued in the next couple weeks y we literally just got our contact people uh on board that's thank you thanks for coming in thank you thank you no not it hi hi I don't know how much you can help us my name is Adena and I live at 15 South Oakland Avenue I'm here on behalf of the uh tenants of 11 South Oakland and the tenants of 15 South Oakland Avenue we have a homeless man he's about 47 years old his name is David Paul razza um I would PA you to make any comments or point out to anybody personally in a public forum okay so if you want to com contact the police department I've been there twice okay okay he will not stop that proper here's the here's the thing you can't make any defamatory remarks you can't because you may be putting yourself in in Jeopardy to do that in a public forum am I correct in saying that so just asking you to caution okay I just wanted to alert the public and the town of ventner um because we can't seem to get rid of him and and I know what he's doing to us and I don't know what he's going to do to anybody else I've been to the police twice they told me if he comes after me I've been carrying a hammer and pepper spray he harassed me this morning and told me and threatened me again if I mention his name he's going to come after me and I don't know what to do and I don't want anyone else going through this yeah ma'am this just isn't the proper form for it if you've been to the police department uh we need to let them do their job yeah and if if you're if there's some concern concern over them not addressing your concerns and we can deal with that separately but right now if it's a police matter and you feel threatened you need to you could do it right now right here we there's there's officers in uh right here in the building that you can thank you very much your time it depends on them uh Jim do are there any comments from the public in the zoom platform is anybody on Zoom who wishes to speak or comment on any item please make yourself known and you will be acknowledged thank you no hearing none in the zoom you have Lee oh one here yes um Lee Whitman um 4800 Boardwalk apartment 1707 Venter New Jersey um yes I would like to support the gentleman who talked about the farmers market traffic issue um I do a bike ride with some people in Vasser um every Friday and we have to totally avoid that area because the traffic is nuts I would call it um to be kind um there are people who Park way over the corners when they're pulling in you know they're going to do the two-minute stop let their wife off but it's very hazardous for people who are making turns and things like that I've seen um a lot of different issues but that's one of the biggest ones is um the people parking and getting out of their um cars opening doors possibly hitting car you know people on bikes and the parking around the corners where they block the sight view of any body right um I actually my group we usually don't go on the boardwalk in the summer but we take the boardwalk around that block or go another way because it is just not good right thank thank you thank you for your comments any other comments from the public I see hand raised no it's the same one same okay yeah I don't see anybody else thank you uh seeing no more comments may I have a motion to uh close the public comment so moved second roll call Lisa Mr langra yes may creable yes uh this evening it seems though we have an executive session or not we do have a a brief executive session regarding a litigation between the city and com Tech cloud services okay we would you read the executive session the New Jersey open public meetings act permits the discussion of certain matters within executive okay thank you Lisa and we should say that action may be I'm in it okay so um we're out we have returned from the executive session um if uh we could have a brief summary so in executive session we discussed a um settlement agreement which has um come as a result of a mediation between the city and com Tech cloud services and there we would entertain a motion at this time to approve the settlement agreement between the city of ventner and comtech cloud services as discussed in executive session and as will be attached to the resolution and authorize the execution of that agreement as well understood thank you um with that I have a motion to adjourn no you to vote we need a vote to vote okay so may have a a motion to um to vote on ordinance number 071 res resolution 72 72 thank you
