States the stands indiv thank you roll call Lisa langra absent commissioner Mento here mayor creel here Lisa would you please read the open public meeting notice pursuant to the open public meetings act adequate notice of this meeting meeting has been posted the agenda has been posted in City Hall and on the city's website would you please read the live streaming announcement the city of ventner offers live streaming and the option of public comment via remote access public who particip iates remotely will be muted during the commission meeting except during the public comment portions of the meeting any person attempting to disrupt the meeting may be denied access at the discretion of the city in the event remote access is unavailable due to a technology M function or other reason beyond the city's control the city will not pause or stop the live meeting the city commission meetings are held in person and the public is welcome to attend the best way to ensure an individual's ability to to publicly comment is to attend in person so that the comments may be made in the event of a technology malfunction the city reserves the right to discontinue offering public comment via remote access at the discretion for any future meetings thank you uh we have no presentations this evening uh there will be no department heads this evening and we have no Capital scheduled for tonight correct um uh we going to push the meeting minutes back to our December 19th meeting is that correct yes please so uh item number nine we'll be pushing our minutes back to just the October 10th just the October 10th minutes will be pushed back but we will be uh voting on and adopting the regular minutes for October 24th and and the executive session correct yes thank you uh we have no ordinance introductions tonight we might be a pretty quick meeting uh we have no public hearing ordinance nor will we be adopting any ordinances tonight um resolutions and contracts the following resolutions are scheduled for adoption by consent um I will go through them if we have any questions or want to add anything please interrupt me um tonight uh resolution uh 2024 d304 is a resolution approves a submission of a Grant application uh to the the New Jersey Department Environmental Protection on behalf of the city of ventner and uh if successfully executes Any Grant agreements if awarded the uh uh execute a grant agreement with the state for a grant um and any amendments there too which um do not increase the grantees obligation so this is uh uh for green communities Grant uh Environmental Protection Grant this is the application for U any questions on that and uh um 302 uh 202 24-35 is refund of uh a um ice cream vendor's license for his deposit happens every year for his 2024 license um resolution uh 202 24- 30306 is refunding permits which were charged an error for a local Builder um resolution 2024 d 307 is uh refunding for a Firearms permit which was collected an error uh uh 202 24-38 refunds $500 for a short-term uh license uh the permit for regular license was issued so this is a refund for for that uh Thea 2020 flood mitigation uh lower Venter Heist resiliency study uh the federal share is um $115,000 and the non-federal share is $338,500 so um that's being adopted um 2024 d310 is a is a another chapter 159 this is our Atlanta County DWI um grant for $3,780 um resolution 202 24- 311 resolution authorizes the city to participate with sourcewell Cooperative this is a local Cooperative to purchase two for Interceptor utility vehicles for the police department uh resolution 2024 312 accepts resignation of Joseph Andy da effective November 9 6th 2024 um sorry to see him go uh resolution 2024 313 um this is a resolution applies for the application for njca recreation improvements Grant application so um again this is an application for a grant for uh Recreation Improvement that is uh uh going through our grant writer uh hopefully we'll get some some additional funds for our vast Grant uh Recreation Department uh 2024-25 is a resolution uh approving inter interm appointment of um Jose liano as police interm sergeant if I pronounce that correctly uh this is a um a uh filling a a vacancy of sorts um 2024 315 is a resolution amending uh policy manual regarding Lincoln's birthday for non-union employees this eliminates Lincoln's birthday and in its place a personal day will be added uh 2024 316 is a closes out escrow account for 22 North Hillside Avenue and we're going to be adding at the bench uh three resolutions tonight resolution 2024 317 uh resolution V city of Venter County of Atlantic state of New Jersey authorizing mayor to execute a shared service agreement with Stockton Coastal Research Center for the project Venter West living Shoreline so that is a uh a grant that is uh under that we received and the this allows us to begin the process of that design and execution of that living Shoreline in the Venter West um uh location out uh closer to the Bay uh on the very point of that area um any questions on that it's being um there'll be some more backup information that I can share with you once that is underway and I'm sure there'll be some uh some day of uh photographs as well um we're also uh adding resolution 202 24- 318 resolution um with uh city of enters County of Atlantic state of New Jersey awarding Colliers engineering uh and Design for ecopark tasks one task 2 task four and task six not to exceed $28,500 [Music] engagement and some graphic representations of the site plan um and give us the ability to then take this project to further steps to help um potentially get some grant money for that yeah I know you've been working on this for a while um quietly yeah you know um doing your thing and um it's kind of exciting to see at least seems like a more exploratory stage but exploratory with some meat behind it um so it's kind of exciting to see it come to fruition thank you and then um at least this far you know in the veter living sh line is that go along with the echo club they're adjacent physically and in con and conceptually the the the we were the same group that wrote the um that wrote that's has been helping write grants for this uh the the um zusto Society ruter Stockton um the fish and wildlife uh these are all they they they they helped write the grant that was successful and they'll be part of the collective that's going to include in the design but the so the so in the in it it's in its future Incarnation the Venter West living Shoreline will be part of the educational process of that ecoark so it's it's meant to um to protect the erosion and keep the natural barrier that's already there intact and um and be a positive uh for the for the for the the environment in that way and also protects the the the rest of that Shoreline but I I appreciate what you said I think it's a really exciting time for this park knowing that um that we have two projects going sort of parallel the AIT has taken it uh has started to create its own uh um design uh charet with their students and with Stockton and with um ruers alongside uh while this is going to be sort of a Prof professionals take on it they're having these kids that are that are really excited about this park and what it could be and they're already we've already met with them a couple times to come up with what they um could that with what the what the potential is for this tract the land and to protect it from uh for for the future um and so it's going to be exciting to see what the what the students think and then what the what the with the the real professionals this company colar has really experienced in this sort of work and Stockton um agreement there's no cost no no there's no cost in the Stockton um veter West living sh line it's all driven by the the grant no cost so I appreciate it and I appreciate your support um and then lastly we have a a third resolution um that is kind of a yearly record uh uh Rec record keeping or upping of our pool of Engineers RFP for pool of Engineers right any um any questions on that um we'll uh we'll be approving bills and payroll and um we're going to table the um discussion items for this evening um so now um can I have a motion to uh open the uh uh open for public comment any any of the items that we've talked about safety announcements um this evening commissioner Mento do you have any comments or reports for this meeting well um in regards to the departments that come under me that's pretty much business as usual as I say every meeting um they are busier this time of year however um I know the tax office is preparing for a tax sale the finance office Amy who is the CFO is here tonight she's busy preparing for budgets and the tax assessor has been very busy doing deeds and you know throughout the year there's been a lot of um uh development and improvements um to our um home so he's he's been very busy so again it's pretty much bit business as usual this time of year is a bit heavier with the annual business as usual right great thank you um I would was really just going to reiterate the this this ego Park and I think I mentioned it there was there'll be a a video and some photographs of the the county actually sent um their uh the head of parks and wreck and the the head of the GI s mapping to this meeting at acit um so I'm seeing some County involvement in that yeah and uh so I I'll I'll I'll reach out and thank them directly um and then uh we'll have uh more more to share as the as the I believe the acit project is now really becoming live we also received uh additional plans for a reduced footprint on the Newport Avenue stage so we'll be reviewing that and bringing that out to bid again in the near future did you say the ACI it meeting was recorded yes okay yeah you send that yeah I'm trying um I've asked them for links for that and it um and and actually there's some it's there's they're also going about it in a comprehensive of the in there uh uh his father uh and he would uh there's a lot of local knowledge about that um I Heard a really funny story today about it um somebody actually uh firsthand story of a monkey that a monkey that was released at the at the ventner West at one point it was corroborated that it was captured after and brought to their home um back in the when she was a young young woman her brothers captured this monkey and they had it in their house for a little while apparently was released from someone who didn't like the monkey they were um it was a bad monkey and it turned out it was really a Bad Monkey in their house too so um so they they they ended up uh um finding a new home for it um anyway um can we name it monkey Park monkey monkey Park well there definitely going in the stories about this that there was a monkey uh on on the loose in this park at some point she do was a children's book yeah yeah no question what happened to the monkey so um so um um any other any other comments we'll we'll we can now mayor I I have something you don't mind U I think everybody is probably aware at this point that the state is in a pretty severe drought condition uh the governor has issued a drought warning there's there are not yet any orders uh for mandatory conservation but people are being strongly encouraged uh to conserve water uh and in particular uh manage your outside watering irrigation systems at this time of year it's probably a good good time to shut them down anyway you know if your your lawn's probably green enough to last till spring so uh we would urge everybody to shut those things off and uh hopefully we can get some rain and and not have to go into more uh serious restrictions on people but be aware that that could be coming down the road question yep thank you [Music] um go ahead okay let me just check the date uh so special events coming up yeah we have two events and I know we have another meeting in November but we probably can't mention it enough because um sometimes people don't hear about something actually Maria we don't the next meeting is not going to be until December 19th oh okay then this is perfect yeah so these events now is the because it would be on Thanksgiving okay so um City's tree is this is great Jim it's December 6 at 5:30 at City Hall so we hope everybody can come out for that it's a really nice event and usually there's hot chocolate and marshmallows included in that so um complements the fire department yep so tree lighting December 6 Friday 5:30 and then uh the Twilight parade which is magnificent every year and this year it's bigger and better from what I'm hearing it's going to be pretty exciting so the parade the city's Twilight Parade December 7th starting at 5:00 pm so come on out it'll be great hope to see you nette it's a great it's really is gotten better and better and the uh the the the route has got I think is perfected and the it's it's a people from all over come out for that parade we have bands we have Mummers we have all kinds of things it's going to be wonderful kids will love it all right great
