grab a drink and a snack has evolved into a school-based cafe at our high school a coffee cart in our middle school and our latest project the together Cafe at Rowan College of South Jersey the Cumberland Campus for those of you who may not know our department was approached in the fall to collaborate with the adult center for transition at rcsj to run the college Cafe when the idea was pitched to me and my team I had a million questions and a lot of wh ifs I went to PES with the idea while holding my breath since I knew that this was a big endeavor but in typical PR fashion his response to me was come on Terry let's make this work for the kids and that is a direct quote the together Cafe opened in February and it goes be Bel excuse me beyond the walls of our high school and allows our students to work within their Community providing a much needed service to our local College sedexo commitment to excellus in Food Service our community and most importantly our children have any report from the board solicitor none do we have our student representative here this evening from the high school no no do we have any public comments on agenda items or any other matter please limit yourself to three minutes and state where you're from [Music] Austin Austin Roc con Conrad Conrad good evening board members my name is kadat Airman First Class Conrad I am I am speaking on behalf of our Command Staff for Air Force Jr RTC unfortunately many of them have jobs and they could have could not get out of their jobs they asked for me to represent them I will read you what they wrote hello board members we understand that the board members ever education and the school has procedures on field trips and other events we understand as RTC Cadets about timelines and deadlines this year we focused all of our energies on intense inspection to which we've received High School grades and high PR as you already know we also focused our time on many community events that we ask for participate in such as Color Guard or community service help thatn earned us a distinguished unit award ribbon for the amount of hours we put in from September till now this left us little time for fundraising for field trips the community has started to notice all the hard work we put in our program in our school the Color Guard base at the color guard the Coast Guard base at Kate May Training Center invited us to tour their base as appreciation for our hard work throughout this year and dedication when when the Coast Guard reached out to us to schedule a trip they had to go through their procedures that have to meet their regulations and bringing Outsiders out onto a base which takes time and approvals they had to reach out to us at the Air Force Junior RTC and the instructors and create the list of students in the day they wanted us to come visit them that was only a two and a half week notice the fact that they were not certain whether they could get approval for the amount of students and the they was not their fault were those inviting us nor or RTC Cadets or staff digitally worked to get the paperwork in as soon as they heard we were unfortunate told us that the trip was not approved based on the timeline that was not met for our school policy unfortunately military bases can't always meet our board timelines but this opportunity that we could have can be maybe once in a lifetime experience for those in the program in the VHS itself the trip was would have been on April 25th to 9:30 to 1:45 we would have been brought down to the B base given a tour talked about career opportunities as a reward for all of our hard work and we are looking forward to this trip as we have not had not had much time to plan for other trips we hope that you will reconsider a this a decis decision ision and review the policy to understand some of the deadlines and obstacles we face as RTC Cadets in visiting military bases that sometimes our timelines will not concede with a military timeline thank you for this time that you have given us to hear in this matter we hope you continue to reach out to us for any other events you have sincerely the Air Force Jr RTC 29-1 unit and its Corp Command Staff thank you for letting me speak [Music] [Applause] today Miss De la Rosa shalissa is that correct good evening Dear honorable members of the Board of Education I stand you I stand here before you not as a single representative of the unit of Air Force junor Roc but as a part of them but before I proceed I will introduce myself I'm Cadet senior master sergeant De la Rosa and I work as the public affairs superintendent in my unit since I decided to join Air Force junor Roc I observed the hard work of my peers my teachers Miss Müller Sergeant UB Banks and those who have worked with me I have firsthand experienced the community events that we were invited to and the stress of getting ready for inspection and even after all of this even after our hard work and all the inspect and like during the inspection we never ever denied to our community to vinand to the to the invites that we got from VHS for events because it is part of our core values our goal to become better citizens in this program our values of Integrity first service before self and excellence and all we do and not only that but the fact that we can't raise money like other programs can or like other extracurricular classes can be because of under our regulations we cannot coin drop we can we cannot ask for money our uniforms and everything we have dry cleaning the time that we spend it all comes from us working together as a unit to bring our hard work to fruition and after all I've said I feel like it is unjust that after all of our hard work that we've put into the community and after all that we've tried to improve the fact that we actually passed inspection and that we are getting acknowledged by the Coast Guard base and by other people finally that our hard work is paying off I feel that it is unjust that our trips are being denied thank you very much for listening to me this evening question yeah I wanted to ask one um Mrs C yes can we ask a question can we ask questions please who do I have to director question to so the question is how much money are they asking for for the trip and how far behind the deadline was it so uh every year we provide all the schools with a master calendar of all the expect the due dates for submission it's a 5we window to submit field trips so um the trip that they're describing I have a different trip that I'm aware of that was denied because of the timing so I'm not aware of the trip to Cape May I see the Bridgeton High School trip which was a 6:00 a.m. to 5:30 p.m. so when we follow the process as far as the timeline it gives Transportation time to find a driver as you you know we have transportation challenges with attendance and and Driver availability so when a driver has to be off site all day we can make it work but we just need a lot of lead time and what's been happening lately is we have some field trips being submitted at the last minute they're making it onto the agenda after agenda review which isn't appropriate because you're supposed to have everything on the agenda so that the board can review it in time to approve it so this is I'm aware of one one trip that was taken off the agenda because it was well beyond the timeline what many of our teachers will do is they have an anticipated date ahead you know we have trips that are being scheduled for June for May uh and then we can get it approved we can start doing the work around getting a driver for the event and then if a date has to be changed we can change the date but after the fact it's very difficult can we pull this off to get them you want to go I we don't have a driver to take it would it would be outside of the outside of the the um due date timelines that we've been using just like the young man described there are specific dates at the Air Force junor ROTC program I had to go to to approve the program we have the same level of review and procedure here to make sure we you so if we accommodate one then where does it end and we have to continue to add and it disrupts the regular attendance and programs of of sending my concern I I totally get I'm in the event business I know what it takes to set up events absolutely I agree but with what they mentioned earlier about there's certain they don't have the timelines from the military base standpoint um and just in respect for all the RTC does for you know our events um Can an exception be made on a short notice you know um do you and they're getting an award coard you're getting an award at this event is that what I heard I'm talking to you why can't I why can't I excuse me Mrs ctis partty can I make a motion to suspend policy in this rare R very unusual event at this time I'd like to make that motion I'd like someone to Second it I second that motion call the question suspend policy so we can talk about this should this be done at 10B or can we do this now is there something on the agenda tonight with respect to this no because it's not on the then the appropriate time would just be not right this moment under under 10B board member recommendations Mr medo can make his motion at that time and you could second at that time either that or emerging items either one is certainly an emerging item yeah because of the deadline yeah but 10B is fine it's board member request sounds good okay so just so we understand the situation suspending the policy doesn't mean we can find a person to do it but we'll obviously do our best it has to be suspending the policy and authorizing whatever the the trip approval is and it's got to be part of the same motion and finding somebody to do it yes yeah yeah thank you uh Miss Thorton did I just talk now good evening how's everybody doing I don't really have a formality because I wasn't sure how to address everyone but good evening all the board members um my I have a son who's uh 3 years old he started school in December um he goes to the special needs preschool at Theo um and he did really good for the first week you know right before the break and then when he went back to school he had some type of allergic reaction but he doesn't have any allergies to anything um and I talked to the school principal the teacher and everything and they said it might have been some rice or whatever have you so I kept him home thinking I will be able to get allergy appointment but he already had extensive allergy test done because his dad has a lot of allergies so I wanted to avoid anything because he's non-verbal like as far as being able to speak in sentences he can't and repeat you and do some things and say his colors but he doesn't talk fully yet anyway his I get to the school because they told me he was rubbing snot in his eyes or whatever and I thought it was like pink eye coming on when I get there his whole face is all swollen up and his eyes are shut so I Rush him to the hospital and I asked him I said why didn't you call 911 you know this could have went either way I know that you're a nurse and you know all those things so so I kept him home because I couldn't get an allergist or whatever to see him my doctor wouldn't give me another appointment because he said he doesn't have any allergies it was a one time thing so I wasn't comfortable sending back cuz I was very nervous so then in February I said I'll try again that was January 3rd by the way excuse me and then February I sent him back he was doing good the first four days and then on the nth they the nurse calls me I was on vacation Mexico oh he fell and hit his shelf his head on the Shelf in the room and he split his head open and he had to get his head glued it's only four kids in this classroom so I'm like well do they have cameras in there you know I know things happen to kids at school but it's just keeps happening to him you know and I need the school to help me to help my son because it's good for him for socialization it's good for his autism and everything so it helps him you know um I'm just nervous because it's only four kids in the classroom and he stuff keeps happening to him and it's only they kind of know what's happened and they kind of don't know so I was wondering when or if they could get cameras in the classroom that's my only question I have and then is there anything that someone could do to help me feel more comfortable sending my son to school who's non-verbal and I'm if I'm speaking incorrectly correct me I feel as though a lot of children in the preschool program that my son goes to are non-verbal so it will be helpful anyway and there's cameras in the hallway is there any way for comfortability they could put them in the classroom and that's it I'm sorry thank you for your time we'll have someone reach out to you okay Mr Fry will be uh directed to reach out to you we have your in contact info so we will be in touch anybody else would like to speak at this time okay go ahead approvals okay uh at this time we're going to move into our approval items for personnel so requesting discussion and approval regarding items 1.1 through 1 point2 as noted on our agenda any questions or comments seeing none do I have a motion so move second roll call please Mr Costa yes Mr Bono yes Mr foki yes Mr medo yes Mr Rivera yes Mr sabran yes Mr Silva yes Mr Holmes yes Mrs kispa yes motion carries requesting discussion and approval regarding procedures and operate operations items 2.1 through 2.4 as noted on our agenda questions or comments do I have a motion so moved second all in favor oh no roll call Miss aosta yes Mr Bono question of the approval of the trips the trip that was just brought up with the military is that at this time no all right yes Mr foki yes Mr medo yes Mr Rivera yes Mr sabran yes Mr Silva yes Mr Holmes yes Mrs kispa yes motion carries request in discussion and approval regarding Finance items 4.1 through 4 we're going to do them in in the large group 4.19 4.1 through 4.19 questions or comments do I have a motion and second so moved second roll call please Mr Costa yes Mr Bono yes Mr fi yes I'll be abstaining on 4.11 and 4.16 Mr medo yes Mr Rivera yes Mr saano yes Mr Silva yes Mr Holmes yes Mrs kispa yes motion [Applause] carries regular agenda items none 11b proposed for review or discussion or adoption by board members I'll entertain a motion to name the violent High School South building in in honor of an individual meeting their criteria under board policy 7250 and directing the board secretary to implement the procedures required by report policy 7250 do I have a motion and second motion second roll call please Mr Costa no Mr Bono yes Mr foki no Mr medo yes Mr Rivera no Mr sabran yes Mr Silva yes Mr Holmes yes Mrs cpot yes motion carries six to three approval of bills at this time Mr medo may make his motion Mr medo it should be made not only to suspend the policy but what affirmative action you you want to take along with the suspension of the policy I would like to discuss um suspending policy and approving the uh trip and approving uh a bus or buses whatever is necessary for these students to take their trip I think that the fact that they were forced to take so long because of our Armed Forces policies that should supersede whatever problems we had uh this is an unusual event it's a one-time deal and we all know that these students are among our best so I would make a motion to approve the trip and if we have to pay for a private bus because we can't have one of our own buses I would approve that too it's hard to it's hard to bust the kids to school as it is so I'll I'll second that motion that wasn't a motion or was it a motion it was a motion to suspend the policy Mr medo okay I second that and I agree with everything he just said Ed if has to uh go to the public of Island to get private funding we'll do what we got to do to make it happen V call please before we vote what's the date of the trip what is the date of the trip 24th of 24th they said I thought is that correct students the 24th or 2 point of order that question was for Central Administration 2 okay I would suggest us getting the facts straight I would like to add that the I understand the board's decision to suspend policy and approve a field trip my concern is that the information I'm looking at now is for a different field trip I I've not received the form for that trip that has being spoken about tonight so that whether it was denied it must have happened at the school level but I don't believe it was submitted we don't have the information we'll collect it I asked Mrs dear marchie to collect the dates and the specific number of kids date location time we don't have that information so you're approving a trip tonight without a lot of information we'll get the details but what I have in front of me the the trip that I know that was not approved because of the timeline is not the trip that they were referencing tonight so we said April 25th we will get uh all the details uh Dr seven and Miss Marie will help me uh get the information from the our our advisers from the high school superintendent what trip do you have in front of you that was denied uh bridon high school high school on the 27th of April for the junior RC yes just out of curiosity why was it denied just because it was late timeline timeline right and what does that trip entail the riching trip 5 uh 6:00 a.m. to 5:30 p.m. transportation number of students 22 that's all the information that's on here has a location bridon High School there must be an event at at the at their High School there for a drill competition but not the C the event that they're discussing tonight probably would have been treated a little bit different if it was submitted in a fashion for my review or my team's review we did not we don't we don't have it so I don't want the board to think that we're not sensitive to the idea that sometimes arm force is move at a different pace than board policy if we had received it we would have reviewed it in a different fashion so we will move forward as soon as we have the info I do have a question um since there was a motion in second but and we're going to wait to hear what the actual details are how are we going to approve it since we don't meet before then you're approving it tonight we're going to approve it tonight then okay I believe that's what you're yeah you have a motion in a second right now okay I just want to make sure call for a roll call and I'll record the votes Motion in a second to suspend the and approved the junior Air Force rooc trip on April 25th to Cape May yes Coast Coast Guard base suss suspend policy and approv trip yes with Transportation right yeah Mr Casta yes Mr Bono yes Mr Fuki yes Mr medo yes Mr Rivera yes Mr sabran Mr sabran yes yes there it is Mr Silva yes Mr Holmes yes just with the reservation that we don't set a precedent that if people come up to the podium and they want to have a trip the next day that we'll just approve it we are grateful for everything that jrtc does and everything you stand for and that's why we're approving it tonight but we don't want to set a dangerous precedent that we won't follow uh procedure thank you well said Mr Holmes I agree with what Mr Holmes said um and I do appreciate our Junior r2c and I do understand coming from a military family um that the military sometime does take forever so this is kind of an unprecedented thing and um we cannot do this for everybody um we need to followed but because of the way the military handled all this um my vote's yes motion carries um point of order Mr Danto was that 11 B 10B thank you that's fine okay approval bills are there any questions or comments on the bills do I have a motion and second so moved second Mr Costa yes Mr Bono yes Mr fi yes Mr medo yes Mr Rivera yes Mr sabran yes Mr Silva yes Mr Holmes yes Mrs kispa yes motion carries emergent items none old business none new business I see none board member uh remarks I'll start with Mr foki nothing at this time Mr Costa I just want to congratulate again um all of the support staff that came out and on our flag um I'd also like to touch on the discipline committee that we've been meeting with all the uh principles Vice principles sometimes security guards um just want to touch on just one important thing it's a concern with a lot of board members uh the discipline within our district and we are working on it we are working very hard to attack it and come up with Solutions Positive Solutions um within our district but it all starts in my opinion it all starts at home so if there's any parents listening out there please spread the word starts at the house and um it's we're in we're asking for your help to do a better job and discipline your kids and making life examples starting at the house there's only so much we can do um in within the schools uh but we need your help so uh yeah we're working very hard to come up with Positive Solutions to help these Educators we're not just hearing it from the principles we're hearing from Educators we're hearing from students um there's there's some problems that need to get addressed and again we are working very hard but it all starts at the house so please let's work on our discipline at the home so that it moves forward into our school system thank you Mr Rivera good evening everyone um like to thank the students from sabater that helped us in the flag salute um all the the uh professionals that receiv received
