start in just a just a few seconds we'll have uh an invocation uh by Pastor Peter mner with the Delan Church of in Nazarene um and then we will all uh stand if you care to for the Pledge of Allegiance we live in a time and a season where we realize how much more we need you than ever we pray Lord for this Council for these citizens that are gathered here today that we would draw our wisdom wisdom from the things we know uh from God's word and from God you yourself Lord we just pray that your wisdom in your guidance would guide our hearts and our minds that we would do the things and make the county that you're from you will have 3 minutes uh to speak there is a timer on the monitor there there's a timer on the big screen over my head and um at 3 minutes uh um we will ask you to move on we've got a lot of people that want to speak this morning we are glad that you are here though to um speak to all of your representatives um this is an important function of of government so first nobody ever wants to be first but the the first is uh Mike panowski good morning my name is Mike panowski my wife Lydia and I live at 2281 tamoka Farms Road in Port Orange but we are proud residents of the unincorporated Lucha County and residents of the tamoka Farms Village and subject to its local plan adopted into the County's comprehensive plan in 2009 to preserve Reserve our rural way of life we've lived in the same home for 37 years making a family and we own a small farm on Old Sams Road a few blocks away we moved out there because of its quiet country atmosphere but development continues to encroach on our neighborhood the city of Port Orange has most recently annexed the cow pastures immediately to the north and properly resounded it built close to 1,000 Homes and Apartments but not before raising the land by 6 to 8 ft to present it from flooding imagine that well all the water that fell on that land for thousands of years being absorbed in the more adequate ecosystem must now go elsewhere since then our properties and homes have flooded no less than nine times and I'm not just talking about hurricane in when we had 3 to four feet of water flowing West from Westport or south from Westport and towns west through our properties houses and buildings causing hundreds of thousands of dollars in damage and yes not a flood zone our neighbors to the north Scott and Mike Davis were uninsured and they were gutted a week later Mike went into cardiac arrest and was in the hospital in rehab for over 6 months and he still not fully recovered caretaker brother has since had two heart attacks we have engaged the county and City for help and are waiting the city tells us the swes are owned by the Westport HOA who they are applying the code enforcement methodology to get the area drainage cleaned out as it has not been maintained since the development was built we are promised the 1acre buffer when we question the city about the clear cutting well I can now stand on my pool deck and see second stories of second of houses staring down at us we also understand that a piece of property at 1984 points at a drive toing 18.5 Acres is being eyed by a developer who wants to build 100 Apartments there that property is in the county and the rural Tomoka Farm's Village and it does not fall into compliance our village consists of over 800 families and properties who are of one mind to preserve our rural way of life we stopped Port Orange municipal water we stop the for landing of tamoko farmers Road and we stop the motocross track and we will continue to stop land use changes for convenience stores gas stations apartments or any development that do not conform if you want to do something constructive open the property across street from us it was purchased by Echo funds and a gate was properly placed on the property it is open to only radio controlled flyers and Hunters open it to everybody for low to no impact uses such as hiking walking and just visiting the nature call The tamoka Farms preserve and that would be a great use of that land we also don't plan on helping Port Orange expand their tax bases by forcing annexation on us I'm letting you know now that we are organized and we are more than willing to work with you and staff to preserve the natural beauty of our village I'm also letting you know that we will turn out at your meetings workshops town halls and we will be watching for every notice advertisement and poster and we will be there making our voices heard and making sure we uphold our rule to Moka Farms Village plan thank you John Nicholson John nson 413 North gra Avenue Daytona Beach a couple of things let me hit first the gentleman just spoke about opening the land across from him I would be very careful I don't like the idea of guns and people walking at the same time I'm very aware of hunters shooting other people accidentally I don't want to open it up so be very careful if you should do that secondly on growth first on my list is I was at a Leisure Services meeting and one of the ladies there that's very active in the city complained about the water the flooding in LPGA now that was marsh land they put the LPGA on it and guess what it's flooding so uh a lot of the older areas are flooding uh right now downtown they're putting in apartments they're raising the ground and what's going to happen to all the surrounding areas around it all right so I'm asking if at some point I know uh clay keeps coming up and saying oh no no no all the water's going to stay on the property but I've not been uh proven that it would so I'm asking you to take a look at that because I think we are going to have a a drastic problem in the future uh again reefs we were promised a meeting uh on reefs offshore there was tremendous damage to Daytona Beach Shores Pont Inlet with all of our uh seaw walls I'm absolutely positive that the having some kind of breakage uh reefs of some sort offshore would have prevented that so if we haven't had that meeting yet I would ask we do that and look seriously into that because these storms are going to come whether we like it or not uh I want you to pay attention to A1A after ISB is finished they're going to go down A1A do what's proposed is ugly I'm telling you uh we're a tourist destination they want to look at something nice and to have 8,000 yellow signs down A1A is not attractive they're planning on taking out all the trees between ISB well actually silver be and Orman Beach we'll have no trees left except for a few in front of Belair Plaza that's not a nice look having 80 uh yellow signs for people crossing the street six times down A1A is not going to be attractive all you got to do is go into Orman go from B Plaza look at all the nice scenery until you get to orand and then for two city blocks all you see is yellow signs and crosswalks it is not a nice sight so I'm asking you because they told Beach and Daytona Beach tourism is such a valuable asset to us we can't neglect and not look at it so I'm asking you just to pay attention because I don't think it's a good look she also wants to put um standards those ballards at every intersection 120 per intersection we have these big electrical things people have to walk on to A1A to get around it it's not a good idea so I'm asking you to take a serious look at A1A thank you thank you Connie Colby good morning Connie Colby Orman Beach um I had some videos to put up there um the property at in Bader it's full of wetlands and a lot of tree cover um an environmental study done for the Ava group counted 18 ,000 trees on this property three removal is addressed in February um 2024 conceptual plan that was submitted to the county but it's buried in places where it's hard to find you have to do a lot of clicking to get to it in the case of the trees some of the um pictures are also missing um an electronic submission to the Florida Department in January states that there are 10,422 cubic yard of fill that are going to be poured into this location um some of that fill is supposed to be coming from either Port Orange I don't know some of these places Webster Creek Lake swamp Tiger Bay or the Frampton area that would mean that those trucks would be coming from down south of where we are and how know they get there I don't know but the um I95 intersection is going to be all torn up up our way for lots of years um the first picture that was up there I'm sorry was um shows the property there's three properties there the big one in the Middle where all the trees are is where they're going to have the um the tanks for beler okay the next one over please as you can see the on the left hand side is all wetlands it's agriculture property mostly where those tanks are it shows half of two of them sitting where they've taken the trees down and that will be mostly filled too that's Wetland area um I also wondered why we're spending so much time worrying about property rights for badier at this time they have not shown that they have any rights not only have they not built anything they don't own anything nor do they show that they have a lease on the property who actually has sufficient real property interest that's required to sign any of the documents for this project there are several people who signed different things that have been submitted um regarding the zoning on this property um it's not just 1A it's one two not one two it's 12a which is an airport protection overlay Zone which specifically prohibits the storage of explosive materials and while the Zone may say you can basically have any use permissible it further States in code 721 172 if a structure if the use of a structure is not expressly permitted in any classification the enforcement official shall not permit the use of the structure unless it is substantially similar to a use of structure otherwise permitted thank you thank you Crystal zes hello my name is Crystal zius and I'm a homeless resident of fuchia County today I'd like to speak about the truth and the facts of inhuman conditions of being forced into homelessness with the special needs Toler due to the the decisions and actions and the deceit of the district 2 representative I'm here to be a voice for my daughter who deserved to transition from one home into another The District Two representative inherited the house in which we were renting from his mother after her passing prior to the probate proceedings this man came into our home where we had numerous interactions with himself and my daughter and he was very well aware of her disabilities and the concerns I had made extremely clear of being able to have adequate time to relocate when necessary he assured me that he would provide us with the adequate notice to be able to vacate the property and agreed to provide us for lease for one year so naturally this is a man who represents his County and portraying an honest man I trusted his word after 1 month after taking ownership of the house in which we called our home for 2 years he kicked us out giving us 30 days notice when he originally promised us a full year he forced my family into homelessness my artistic daughter thrives on familiarity all of which and routine all of which was was heartlessly stolen from her now with limited income and support I'm struggling daily to provide and keep a roof over her head unable to say for this unexpected hardship his reasoning that he gave us was things change so I come before you now to be a voice for my daughter I'm an adult I can weather any storm that I am faced with however that little girl did not deserve the repercussions of his heartless decisions and actions the representative 2 District I feel everyone should know is a two-faced man that sits in front of us representing the county going to charity events for homelessness and charity events for special needs children meanwhile had no hesit ation in making my family my special needs child another statistic only to sell the house which becomes vacant after being sold to investors there were other ways to go about this that did not leave my family shattered and on the streets I'm here today as a testimony that this man does not care about anybody other than himself and his personal game or how his choices impacted my daughter and will have a lifelong impact on her his candidate statement reads that he will ensure to serve citizens of vucha County with transparency and integrity and there is deceit in that statement where was the transparency and and integrity in our dealings when he broke his verbal agreement to us and lied to my family and forced us into the most challenging hardship I've ever had to endure in my life throughout all of this it has allowed me to lean harder my relationship on God and for that I want to leave you with this scripture do not be afraid for I am in the place of God but as for you you meant evil against me but God meant it for good in order to bring this to save many people alive very nervous by the way thank you um what is your point of order we need to address Council if we can just make that clear um we don't allow this in the past I know what happened to Mr Kent it's happened to you I think it's happened to all of us and we've all made a a point or a policy for no uh personal attacks that they are to address the council that's all thank you okay yeah the the hard thing about the uh First Amendment it is it doesn't protect speech that we like it protects speech that we don't like um and it's uh that's why I just asked um councilman Reinhardt if he would care to respond at the end of public comment or actually it doesn't it it doesn't need a response it's the matter has already been solved in court okay thank you CH you're welcome uh Laura clner good morning my name is Laura clner I'm an attorney in new smyna beach and I live in South Daytona and I'm here on behalf of Mr John peligra we're asking for an exception to ordinance 2024-25 has lived in his home in Orange City for over 10 years and owned it since 2017 on May 24th he was released from the Department of Corrections after serving 2 years for a luden lascivious exhibition charge he had been processed with the Department of Corrections in their probation office in January of 2024 and he including being given a driver's license with his home address on it he presumed at that time that he had essentially been registered sht as a sex offender is required by law he was then very surprised to be told in may just prior to his release that he would not be able to live in his home because he had missed registering under this County ordinance by 23 days he had not even known about the ordinance and believed that he had been previously registered already there are apparently two bus stops within the 1500 ft of his home there is also another registered sex offender on his street which is a very short Street in Orange City so that man must also be within 1500 ft of the bus stops but he was apparently pre-registered to May 1st Mr paragraph has now had to live in a hotel at Great personal expense while he's trying to resolve the situation the ordinance had been passed under the theory of home rule um but I find that ironic because it has instead taken away the home of Mr paragraph and it's also created quite a bit of homelessness with other sex offenders in vucha County due to the registration window being less than 30 days from April 2nd to May 1st and the physical inability of Mr paragraph to even meet that window because technically you are not registered as a sex offender until the day you are released from prison we are asking for a member of the county Council to assist us in moving for an exception to this ordinance on Mr peligra behalf or a modification or Amendment to the ordinance even shifting it to a June 1st deadline would solve the issue for Mr peligra and quite a number of other people thank you uh Cindy pelra that's me hello I'm Cindy polygraph I'm John's mom I have lived in V uh Delan for 50 years I retired from fuchia County Schools after 37 years of service with them we live right smack in the middle of the land across from the Wayne sandborn Center for 48 years Johnny came home from the hospital and has been in that house since till he found a girlfriend got married and he's been on his own he's never had any issues with anyone living that close to downtown where all activities take place he went to all Valia County Schools he graduated went to mmi for technician he learned welding he has maintained a job his number one thing in life is to help others whether it be with mechanical things or physical labor or just being a ear he's always had a job and he enjoyed all things as a child skateboarding BMX bike riding and being a boy and never had any episodes with the law I hope you will make an exemption and allow him to go back home thank you John pelra yes sir I had a case that came up I had one one incident in my my lifetime and uh was not aimed at uh the what what got me into my my trouble it was kind of a um it wasn't AED at them it was somebody else that we we had an incident with and uh I ended up in this position that I'm in now um while I was locked up I guess this guy came about so he had to register I wasn't able to do that my mom had the power of Eternity for me or attorney um if I was notified I could have maybe had her do this to save my residence now I'm in a place where I can't go home at night um I don't know where I can go right now I'm good with everybody around my neighborhood my County been here for many years I had one one day that was a bad problem and now I'm in a a lifetime situation I'm just trying to save the roof over my head and keep going day by day thank you thank you Chelsea [Music] pastr all right good morning councilman my name is Chelsea pack I live in Port Orange on Halifax Drive in District 2 I've spoken to you before regarding the previously proposed motocross track off 415 today I'm here to voice my concerns regarding flooding potential future changes to our local plan as Mike mentioned is known as the tamoka Farms Village as well as possible land use and rezoning requests that may be involved in this roughly Four Mile area the tamoka arms Village mission statement adopted several years ago is to preserve the existing rural residential Agricultural and cultural Scenic values associated with the tamoka Farms Community protect the existing land use intensities densities and discouraged commercialization of the village as well as maintain the low density rural residential land use using the current zoning patterns sorry I'm short of breath I had an asthma exacerbation last night with the coming and passing of this current storm I had concerns about the houses streets and floodings as I know many commu blushia County residents did being a Florida native I used to not be very concerned about tropical storms for most of my life until tropical storm or hurricane Ian those three letters change many of the lives of those around us I spoke of this previously briefly and wanted to re-reference a study that the county had completed in 2009 I believe that this was shared with you gentlemen previously but I went ahead and sent it again to you this morning um thanks Mr reinert for um already responding to that but the name of the study was the B21 watershed management study the objective was to develop a watershed management plan to evaluate and identify store water storm water infrastructure to efficiencies and to recommend Capital Improvement projects for flooding and water quality improvement within the study area now this is from 2009 meaning that this study was 15 years old at the time it cost the county roughly $120,000 to complete the study itself on page 10 six Capital Improvement projects were recommended to reduce Flooding at that time the cost of would be estimated somewhere around 1.3 million none of these recommendations were ever completed on April 2nd of this year the County Council voted 5 to2 to increase the storm water fees to $8 a month the highest that could be set without a noticed public hearing at the time citing the county staff should use the funds to complete two Watershed analysis studies a year to either update or create existing water quality Basin management action plans so my question to you today is more studies more money are we going to see more results um as far as our local plan to mocha Farms Village we're community community dedicated to keeping the rural agricultural environment and ask you that you keep this in mind as there may be any proposed rezoning or change in land use requests by those looking to develop our village I hope you do the right thing for us your people your land owners uh your taxpayers growth doesn't pay for itself and development costs so please keep it rural keep it local and don't just do more studies do the work that they say needs done thank you Elizabeth pompy good morning Council um my name's Elizabeth pompy and I also live in the tamoka Farms Village rural area and um I'm here concerned about what I recently learned about was the rewriting of the comprehensive plan that you all are doing workshops on and that concerns me for the protection that we have in from one of the studies that love to be done um and and um I feel that it's at risk um so um I'm going to start reading now instead of free free speaking um this plan was established back in 2009 to protect the agricultural ways of the area of the city as as the city of Port Orange continued to build West in this plan is state it states the county shall Implement tamoka Farms Village local plan through its comprehensive plan which is where it is right now Land Development code zoning ordinance and other means we are approximately a fourmile stretch off tamoka Farms Road that borders the city of Port Orange to the East and bordering protective lands including Tiger Bay to the West tamoka Farms Village is deemed a designated environmental systems Corridor and these resources must be protected um I watched I tried to watch most of the workshop and try to follow along it was a bit challenging um but um what I did learn or I think I Learned was that some are trying to ease the regulations of developers they don't seem to have any problem right now there's plenty of developing going on and we are at Cost matter of fact I want to go back to something I wrote down as others were talking uh the water does not stay and stay on their land they do the studies they put the Retention Ponds it overflows Town West is a perfect example we back up to Town West and we flood every time there's a hard rain because it does not stay in their Retention Ponds so their studies are useless and they make all the money and they take off and leave us behind with the aftermath um uh it developers it doesn't seem like they have any issues for building I don't see any concerns in the me being mentioned at all the flooding that is occurring from all the development um I have heard that studies are done and decisions get made on how to control water flooding well I'm here to tell you those studies do not work so the studies don't work for anyone except the developers and of course the new developed area Town West which you've heard of floods regularly and not only at a 100-year flood like some like toout I still still nothing has been done we now have a situation where the ditches Around Town West retention Pond more like a lake and town rest uh Town Farms Road uh all overgrown and the county says it's the HOA as Mike had previously told to you guys we still are flooding one last topic today is the 18.5 5 Acres located at 1984 Point Zetta drive that investors and land owners um a family that inherited the land want to resum thank you thank you and that concludes public participation uh for the beginning of the meeting you will have a chance to uh speak to any uh item um on the agenda so right now I director Beach safety and Mark welcome this morning good morning Mr chair council members been with us for a minute uh actually 27 years uh actually her career and mine are about uh the same here uh she served as a triple trained cert uh lifeguard an EMT and law enforcement officer um she's had many uh uh promotions throughout her distinguished career starting in 2007 when she was uh made a captain in 2011 she became uh kind of the face of uh Beach safety as being our information officer deputy chief in 2022 and of course we had her take on the interim director earli earlier this year she has constantly and consistently demonstrated leadership and dedication to Public Safety she's a former member of the vucha County Technical Rescue Team uh Tammy is skilled in search and rescue and swiftwater rescue high angle rescue can find space rescue she has been uh deployed to nearly every national uh natural disaster activation since the massive wildfires of 98 and she was also deployed to Mississippi during Hurricane Katrina providing critical support in a time of need uh Tammy has an associates degree in criminal justice and has furthered her professional development uh was a leadership uh certificate from the FBI leader series she has under on Advanced Pio training through FEMA and the FBI she's been recognized for her excellent work being nominated officer of the year 1999 2000 and 2001 uh she served as the president of the Luchia surf life saving Association since 2020 where she leads efforts to maintain high standards and professional surf life safing and promote Public Safety through awareness and educational programs under Tammy's leadership Association also supports various Charities and public groups in her free time which Tammy you're not going to have much right coming up but Tammy loves paddling running and participating in triathlons now that's in a free time triathlons uh and of course lifeguard competitions uh most importantly she cherishes spending time with her family her passion for both professional excellence and personal Pursuits makes Tammy a well-rounded and respect Ed member of the beach safety Community I have worked with her again through my entire career and she is the consumate professional and I am very happy today to uh recommend her for approval of this position thank you County Manager um Tamara thank you no time limit well I just want to thank uh I want to thank Suzanne kin George reinald Mark Swanson for uh having faith in me to lead I'm very honored to lead all the people on beach safety Beach safety um obviously is one of the most elite organizations rescue organizations uh in the nation so I'm very honored to lead all the people especially the people that are here today to support me um I work with some really really great people and I appreciate everything that uh they have done for me as well over the last few [Music] months thank you very much there's a few uh members of the council that would like to speak to you we'll start with uh District 2 representative Matt Reinhardt thank you chair I can't think of a better person more knowledgeable more qualified and absolutely ready to take that home than you um when I heard this announcement I was overwhelmed and I'm glad to see you got a little bit of a vacation and I saw just before this because George is right you're you're in for uh a big job which I know that you're capable of doing you've been doing it and when I first got elected I couldn't you know Beach safety was one of those agencies that that welcomed me and showed me the ropes and I appreciate everything you've done for me and I think I appreciate everything you've done for the citizens of Lucia County so again there there couldn't be anybody better so I appreciate you thank you Mr Reinhardt Vice chair Troy Kent thank you chairman M malf first before I vote to confirm you for this position just a couple of comments I'd like to make to you okay first of all congratulations thank you what an incredible ible responsibility for me I take the beach probably as my my top if I have a top 10 it's my it's my number one on the County Council I want you to hear that from me you will be in charge of our greatest asset in valua county and no one can change my mind on that it's an incredible responsibility one of my expectations from you is to fix this lifeguard problem that we're having I want it like days old I want Orman by the Sea north of the pier all the way down to New samna South of the Sandpiper condominium when we have people on the beach I want the Lifeguard problem addressed and I think you can come up with some creative ways to do that if it's money come before this Council and ask me because I'll vote for it okay if that's the problem but be creative in your thinking work well with our sheriff and our chief Deputy Brian Henderson they are incredibly great people and they're a wonderful team I'm a huge fan of our sheriff and I think he's done a great job taking over the policing on the beach but work well with them last but not least treat our visitors well but treat our County residents better thank you thank you and I agree with you I I believe it is our greatest asset in Lucha County and that's why I've been here for so long and that's why I've worked as hard as I have to try to make all those things happen and I I've not had time to just speak with you and that's okay because if there's one thing there's many things but if there's one thing I can say about our County manager George rectenwald he picks really good people for these leadership positions so I'm I totally trust George's um decision there and I'm glad that you mentioned Miss conin as well because she's the right hand with him and I don't want I didn't want that to get go unnoticed thank you thank you I'll just second that Tamara I I was this is a really good pick um I was pleased to hear it you have served with distinction and honor you've gained the respect of of every member man and woman of your team and of this Council as well that's it's not an easy job it'll get harder um there is a problem with with money there's other problems in recruiting lifeguards too that you're well aware of so I'm I'm glad to see you here um I will work with you everywhere every way that I can to make sure that there are qualified lifeguards in those Towers you know I work there um it was a different area you have a harder job now um the beach is different runouts are prevalent um you make a lot of rescues we we made a lot of rescues back in the day as well but um you're doing a great job you're the whole division as I look at him in the back of the room is doing a great job with the resources that you have to keep our beach um uh safe to keep the people that visit our beach safe it it is our um the economic driver of Luchia County um so I'm going to vote for this confirmation so I'll say congratulations to you I think you're probably uh I think you'll probably win this vote um but thank you for your service and I look forward to working with you thank you for your kind words motion to approve we have a motion to Second approve the got a bunch more oh there you but wait there's more I don't know if you can back up that much than oh that cleared out half the chamber okay we will move to uh item four um Keith I understand you're going to make the presentation no this is a presentation from uh Keith Norton president of CEO and the team Valia uh staff here um Lou good morning County council members L Parris director of economic development for Valia County good to see you again I am here this morning to introduce my steam colleague Keith Norton Mr Norton will be giving us a presentation an update on team Valia efforts as you know team Valia is our partner they're tasked with heightening uh and making vucha County more visible nationally and internationally this means that they Market promote and recruit businesses for our County so with that said Kei thank you good morning everyone it's a pleasure pleasure to update you again this year it's been about a year since we came in for an update and we've had a very exciting year and appreciate your continued support wanted to go briefly over who we are we uh of course are a public private partnership historically we have 51% at least 51% of private sector funds but uh 5% of our funds come from the colleges and universities and then about 44% come from the county those numbers change uh on a daily basis but we're very proud to have uh the uh funding that we have in place and we work collaboratively with all the partners I'm very proud to reveal the officers that we have uh two are here with me uh and two pass chairs are with me uh and uh we have Jordan gelotti with NASCAR who's a former past chair and a leader of our organization and we also have Dwight Durant with zeev Cohen who is a former chair and a a founding partner but the slate of officers up there you might see uh in recognition of our public sector funding we have uh George Reen wall as an officer he has a valid a very uh active role in our organization as well as Joyce Shanahan our Treasurer who's the city manager of Orman Beach uh just want a shout out to Joyce Joyce led the funding task force for over 18 months of a collection of 20 in private sector and public sector Partners to make sure our funding levels were appropriate after 2010 and then of course Michael P a very strong uh city manager in uh the land uh and then of course uh two of our officers are actually board members of the all private CEO business Alliance very proud of the staff we have uh also joining me today is toan Arrington our director of Business Development which uh uh we're very proud to have him uh with me today to answer any questions you might have uh for projects uh it is a collaborative environment when I when I arrived in vucha County 12 years ago I found that our collaboration was great along with the division of Economic Development with uh vucha County we're a seamless partner and we do work well with the CEO business Alliance the all private entity uh we were uh a beginning Force to set up the valua business resources which I commend uh the division it's a wonderful wonderful resource for existing businesses and you as you can see we work very closely with all the colleges and universities I'd like to shout out to a very utilities uh FPL as well as Duke Energy and I'll be mentioning what they've done for us uh so recently in the past and then uh this is what we're so proud of over 80 private sector companies fund our organization uh they are at the table they are at the table when we host um U prospective companies but more importantly they fund all of our program uh as a reminder the public sector funds fund operation only everything that I will be revealing today other than operations is paid for by these over 80 uh private sector companies and it's a great leverage of public sector funding and private sector funding it's very difficult for municipalities and government organizations to do the uh Outreach that we do and I'll have a slide on that uh just a thing about marketing it's very important uh Lou mentioned as Mr Paris mentioned we are the business marketing arm for Bela County uh we don't do tourism marketing we do business marketing to raise awareness that we are an excellent uh destination for business so livability 2024 that is the fourth year we've done that addition it's for talent recruitment we are nominated for an award with iedc on that uh we uh and this is responsible for FPL FPL helped us organize and create the life inua fl.com uh website it's part of the wonderful F uh wonderful campaign that has been used with recent uh very recent locations like Boeing defense as a way for those transferring employees to look and see what we're all about uh it also has information on our employers that are currently posting jobs which is important for spousal employment Florida Tren we're very proud We will be uh producing the fourth targeted insert uh in November 24 it comes out every three years and again it's raising the visibility of fucha County to over 270,000 influential readers uh local uh participants but we uh the the important thing is we looked at our Target to make sure that we were recruiting in the right areas five of the targets remain as you can see Aviation Aerospace because we're at the northern cusp of the space triangle it makes sense with all of our assets here but we also have advanced manufacturing because of our 500 man 500 plus manufacturing is our corporate headquarters uh life sciences and medical device because of B braon and Logistics these are not you know logistic warehouses these are uh whole storage facilities and logistic services where uh transfer of products are done but the main thing we introduced two new targets which makes sense finance and insurance because of the industry that we see here because of our three homegrown insurance companies right here in Valia County Brown and Brown Foundation risk partners and Security First many communities would love to have those assets and then Information Technology because we are being looked at by for data centers and software development so we're excited and all of our activities from now on will be centered around these seven targets of course we'll locate projects that may call us outside of these targets but our marketing activities our recruitment activities will be there uh Sans Lasser our current chair will be setting up an implementation task force uh these next uh actually next month and uh we will be uh going Full Speed Ahead January 1 with our five-year strategy now this is what I wanted to just talk about the import of Outreach our municipalities are uh very um um very interested in us doing Outreach because they cannot do the Outreach and it's important for us to be out there and be seen because we have to be um marketing our our assets and so just a couple of things here that I'd like to point out uh IMC is a meeting uh that uh we've been going to for years but at the IMC 2013 meeting in Savannah uh the Amazon Global director of Economic Development was first approached about a site in Valia County it was turned down it was very close to the Trader Joe site they didn't think it had the in Ingress egress but with quarterly contact with the global director in 2019 we located the 1.3 million square foot Warehouse a fulfillment center in in Deltona another smaller facility in Daytona Beach we uh located another million square feet in Del activities at farboro we have regularly gone with the state to the Paris Air Show on odd years the farmor air show on even years I was one of 150 in a state delegation that was led by the lieutenant governor uh the air shows also in attendance the highest strata of uh space Florida the Secretary of Commerce uh Embry Riddle uh really 19 edos and uh 19 Florida based companies but more importantly this show is the second largest so it has one 1,000 exhibitors from 60 companies and these exhibitors are not always the big military defense contractors or the boeings of the world and Boeing defense was there and we met with Boeing defenses president but it's the smaller medium-size U manufacturers that manufacture carpet manufacture rets manufacture every part of a plane seats everything so it's a great fit for valua County because any of those projects could be located in any one of our 16 municipalities I applaud uh towan and others for uh traveling with me so I'm not covering all these activities but I'm very pleased we have 30 Outreach activities all funded by the private sector uh we are very transparent as far as metrics uh these are the metrics we share those metrics on a monthly basis through our monthly newsletter but we uh this so far this year for the first six months 260 face-to-face meetings those are face-to-face meetings with a meeting agenda uh in-person meetings and it's important because as we know vucha county has mixed perceptions of who we are you know we're a great place for the beaches and racing and quality of life but in order to bring business you have to raise a visibility that we are a business destination uh pipeline 70 projects as you know we're a sales organization so we meet regularly to make sure those stage ones that are initial contacts are moved down the pipeline to stage four which means they're in negotiation and stage three which means they've actually announced so far this year we've had three announcements uh and the data is right there we're very pleased uh just a comment you've you know we're we're excited about Boeing and and Boeing defense and what they bring to our area for future development and future recruitment opportunities there was a buzz at farmor about that location and then vortal uh voal is a Brazilian company that we actually worked with uh select USA to bring in a small group of companies prior to select USA which occurred last year and vortal was one of the companies that visited did before they went to Washington and they located here in Valia County so we're excited about that the numbers are there for your review and uh part of the five-year strategy uh that uh that we have undertaken uh it was strongly suggested that because we have been in operation since 2011 we should use numbers in 10e increments so I'm very proud of the metrics that we've done in the last 10 years from 2013 54 established projects almost 7,000 jobs and a payroll uh new to the area of 331 million capex of almost uh a um almost a million dollars but a $2 billion total economic impact for the region so I'm very proud of that and then uh this year and this was a 16-month process of getting all of our policies in order order uh our bylaws updated uh we had a visit by iedc iedc the is the international Economic Development Council it's the group that actually uh looks over 5,000 economic development organizations in Mexico North America uh North America and Canada and the US and they came in uh for a visit met with 26 of our leaders and um studied the organization and then gave us the accreditation with the 81st Economic Development organization to be accredited only 2% of the economic development organizations in North America have that status the important thing I've listed some of the other organizations with this uh accreditation you can see they're the larger communities of the country and uh what that does is for site location consultants and Business Leaders and corporate decision makers they look at that and they know that their projects will be treated well we are the project manager for valua County projects uh coming from Florida Commerce and they know that you know we have not only leadership because they had to interview the leadership they had to interview the staff but they interviewed business businesses as well their parting comment which pleases me was uh when they left before we were accredited they said we cannot wait to see they were so impressed with fuchia County and what was going on they said we cannot wait to see what happens here in the next 10 years so that was very very nice and I'm very proud that I am in a community that not only has an accredited Edo but we also have a five star uh accreditation with our Daytona Regional Chamber so to have two organizations that are active in economic development in vucha County it's it's a a great asset and I welcome any questions you might have um happy to answer anything you might have Council I'll I'll uh I'll start it with you I think right after I got elected um you came to my office and we sat down and talked we had some differences of opinions and we talked them through and you have more than met um my concerns exceeded them um I'm impressed I appreciate it um one of the things we discussed was pouring resources into our local business Community had the same discussion with the economic development Partners at the airport they've done the same thing they've really focused on our local people um people that pay taxes all year long but there's it's really important to to bring in new jobs and you probably could have skipped your whole presentation and just got up there and said Boeing and everybody would have known what time you were a very team valua was a very important part in that there was a lot of players but we appreciate what you did it's a it's a proof of concept thing just like a V Airlines was when this Council stepped out and approved that it was some public um uh question um but we're going to hear this morning that that proof of concept worked as well when you got Boeing here that opens the doors to other aeronautical um the space industry for clean industry um to come to Daytona Beach so I would just say job well done and um I'm glad you're here um at some point you're going to be back before this Council asking for funding um I'm going to tell you right now I'll be in favor of that because there's nothing um I can't can't say nothing more important but it's extremely important for the residents that live here to have um high-paying jobs good businesses growing here and coming here so I want to see that continue um and just U good job to date thank you for coming in Keith thank you Mr BR and I did want to say you know all these projects are a team-driven concept so Dr Butler will say that it's a host of players that actually landed you know media might say one or two players but it's a host of people uh that are at the table to bring these uh projects into fruition thank you Mr you're welcome councilman Santiago thank you Mr chairman I just wanted everybody to know you know Keith did say a lot of fancy stuff big names and things like that but he's a regular guy I want you to know that cuz he was at Costco and so was I on Friday getting stuff for the storm so he was carrying packages on his shoulders so as I was so it was nice you actually helped my wife with her I did offer and then she said she had somebody strong to help her and you came around the corner so yes and I didn't know who she was so I just said you need help with that I think that was Saturday Saturday yes sir yes thank you thanks for what you're doing councilman Joe Hansson thank you Kei thanks for the uh thanks for the presentation I a quick question or I guess a request for team bcia um you you sat through this morning's public comments and and we hear them daily that that uh stop development uh stop industrial zoning uh keep our land the way it is now now that we're here we don't want anybody else to come but that's not going to happen um is what's team Valia doing or are they doing anything or who they partnering with to uh kind of get people understand the the importance of Economic Development growth in our in our and and why we have to have a balance and not from a tax-based perspective from but job growth all all that other stuff this stuff that you guys are working on uh Team Bia talks to to Economic Development talks to Lou talks to Cyrus talks to CEO Alliance um um but do we have any Outreach we're uh to to the to the community we do you know we regularly talk we we are presenters at the uh many of the rotary meetings but also the Chambers of Commerce we have uh we're members of all the Chambers of Commerce in blushia County and in fact Mr Paris and I will be speaking to the Port Orange uh chamber on Thursday uh we also are working closely uh for product development product development is very important and so we are working with FPL on the Florida first sites program for uh or and crossing that's very exciting we're working very closely with our board member Miami corporation on the Southeast fuia sites that or uh that uh Glenn uh Storch is working on and then we have a close relationship with h West fuia and some sites that are coming on but it's very important to have product but when we're doing those meetings we're also involving the local community and we're bringing in National site locators these utility companies are using those to make sure that we have the sight Readiness initiatives in place so that we can spur further development thank you Mr Janson anyone else I thank you this is the um the fourth year where we have all of our uh Hospital districts at the full adjustments because it was a phased approach so as to not uh unduly impact one District or the other so uh this aligns their contributions with their Medicaid population that they serve thank you very much councilman Santiago move to accept the report second motion to uh accept by councilman Santiago the second was by Vice chair Kent any questions discussion well done uh staff all in favor say I I I any opposed and motion is approved 7 to zero which brings us to item six however we could do U yeah through 18 for uh for Jim's presentation and discussion okay cover them all good morning chairman Brower council members Jim judge Emergency Services director and today of course item six all the way through item 18 are the renewals for the certificate of public convenience and necessity this is a statutory requirement and uh we do have some representatives from Chief Fowler from the shores uh Chief scales from ponts uh also representative from Port Orange and Orman Beach here today to help support this item so again routine renewal um it comes up every two years so we have uh uh all 13 including Valia County for your review and approval thank you would any of those people that have been sitting here all morning like to uh speak uh County Manager George Reon wall yes thanks shair I just wanted to say a quick shout out to to the fire chiefs that are here Kevin uh Captain to Jim uh this used to be an item that would take uh uh a long time and there was a lot of uh discussion through the years I'm just proud that we've come together and we work together as uh well as we do they tackle problems at the various the Chiefs meeting and other meetings that we have and I think because of that we really do have one of the best rescue systems uh really in the country and that's because of the people that are sitting out there and of course the people that are out in the field doing that work and and they do we tackle these problems and uh we monitor what we're doing we're monitoring our results at all times and uh because of that I think we're a model for Across the Nation and and we will'll continue to uh evolve the model that's really appreciate that councilman Santiago move to approve items 6 through 18 second Johansson we have a motion to approve 6 through 18 uh by councilman Santiago and a second uh by councilman Joe Hansen we do have one member of the public who would like to speak to this item before we vote uh John Nicholson John Nicholson dayon be side uh FYI um I sat through those meetings and they just talked on and on and on it's it's really improved but for the Public's interest because at one of the uh debates for um office somebody brought up the idea that we're having a problem with the ambulances now Heather po post brought this up like seven years ago and uh there was no interest in it she kept at it and the reason and we ended up buying more ambulances and doing more but the problem was not the number of ambulances not the problem that these uh cities did not have the right to transport the problem was that they would transport to the hospital and then have to sit there and twiddle their thumbs waiting to be admitted and the public doesn't know that the public thinks that the cities and the counties are falling down because they can't get an ambulance fast enough so the public needs to know that you guys are doing everything you can especially now that this only takes two seconds if it wasn't for me you'd have already voted so the public needs to know that the there's a problem outside you outside of our system outside the city system that's causing the backup so if you all would kind of push the uh hospitals to admit faster or find a way of allowing the ambulance to drop off and get the heck out thank you thank you um County Manager George ronall I think this would be a good time to maybe relate to the public the amazing response times that the county um has yeah let me first just address the part I I was remiss saying also that the hospitals are also part of that group that we talked to uh Suzanne I think just had a conversation the other day with David Weiss uh we uh you know that problem is a problem that is part of an overall health care problem in terms of you know certain periods of time these these emergency rooms will get uh uh filled and yes there gets to be backups but again we've added uh resources to the issue uh and I'm happy to report I think those problems are a lot less of An Occurrence you know we can't control sometimes you have a big uh outbreak of the flu or things happen and and things get jammed up there special events but I think they've greatly improved and we'll continue to work with the hospitals uh to do that yeah our response times uh you know are when you look at how the time that it takes to get a paramedic in the system um to a patient around here is around 6 minutes so and then when you get into the breakdown between fire and EMS they again they work very very well together there's always going to be an outlier here there but reality you know our times are uh around the 8 Minute Mark overall um for getting the the transport people there so you've got fire responding then you have uh uh EMS responding and a lot of times they getting there within a minute or two of matter of fact the majority of the time they're within a couple of minutes uh of each other responding to a a scene so we're again we're doing great work we're constantly honing we're looking at areas sometimes it's we're a giant County so you know we have to make sure you know what areas are we talking about in terms of urban where everybody's at maybe maybe a little bit different response out in the um uh rural areas but out in those areas is we do different things with our fire department so again I'm I'm constantly evolving and improving what we're doing out there and again my hats off to the uh men and women who uh work this every day and uh this is their life is getting out there and doing that kind of work and then and then the great work they do when they get there because it's not just about getting there it's getting there and then doing great scene treat and great uh work that they do so that we have great outcomes uh when they get to the hospital that's also never forget that it's very important and how skilled our people are uh when they get there in the work they do thank you I think that was important to be said these people work really hard um I I know the I think the urban response times are like 6 minutes and 18 seconds the rural where I live is is uh 7 minutes and 18 or 17 seconds it's somewhere close to that it's it's really good what remind us what the National Standard is I believe it's yeah it yeah I think it's 859 right 90% of the time right in an urban in an urban area and again we have to remember as a county we have a urban and we have suburban and Rural so there's different levels you but we fight real hard to make sure that we're above that and again we give great service uh throughout the county right no system is perfect we'll always have challenges as long as we have people getting hurt and um and people Staffing ambulances but um Kevin good job to your people please make sure that they they know that that we appreciate what what you're doing and we will keep looking and finding ways to help help you improve so um with that we have a motion on the table to accept uh to approve 6 through 18 any other comments all in favor say I I I any opposed and those items pass 7 to zero and that brings up uh Russ Brown for item 19 uh amending the emergency medical administration in the County's code of ordinances morning Mr chair members of council Russ Brown Deputy County attorney before you today is an ordinance for mostly administrative changes to the emergency uh medical administration part of the ordinance uh the agenda item has the highlights primarily like I said uh it increases the efficiency of government by getting rid of an unnecessary approval by Council prior to coming back with copcn um uh considerations it allows the medical director to make some as determined uh considerations for lure of Staff as opposed to having to do it by annually and then lastly it improves uh our ability for or make some changes for our abilities to strengthen our language for uh audits with insurance and Commercial issues in the future with Medicare payments so with that I can answer any questions or turn it over to the experts if you have any councilman Santiago move to approve we have a motion on the floor to approve is there a second second second by uh councilman Reinhardt any discussion or questions all in favor say I I I any opposed and ordinances pass 7 to zero thank you very much uh we will move to item 21 um regrow the loop pilot project results um for those of you listening that might not see the agenda item 20 has been moved to a uh future council meeting so we're on item 21 Dr bwal yes sir uh so just quickly the PowerPoint was included for members of the public as well as Council I think we had a a a wildly successful uh program and regrow the loop in terms of uh years period so uh 442 participants uh great feedback from the individuals who participated and then seven field events these are the ones where we're kind of doing tours kind of Hands-On walking education uh related to topics on the the the loop the other thing we said is we wanted to raise the a the awareness of invasive species because there's a lot on the loop so we uh kayn developed this uh lose this choose this campaign that we did on social media basically um giving recommendations for folks for natives uh versus the invasives that we typically will see in some folks yard had some um educational blog posts with 2600 views or reads then of course as um any good teacher we want to know um our behavioral outcomes is was this intention or did you actually adopt behaviors we had a very high adoption rate for folks and uh Mr Johansson this was actually after the the the program that you had referred us to in the bay in in in Virginia so we kind of modeled um after that River friendly I think homes our Bay friendly homes and kind of these different categories which we were asking questions in individuals had to take a pledge as well not lots of 90% which we like to see so um Wildlife a lot of our partners delivered some of these programs regenerate plant growth we about 135 trees I believe leave were planted um it is a low number we required people to sign the pledge and attend a workshop so these are folks that were fully committed um to our our um our initiative you know we asked people you know why did you um why did you become involved in this initiative and interestingly um significantly helped them achieve their personal goals was the the number one response these were the partners that have come to the table and we'll continue to um you know be with us as we uh execute on this initiative moving forward um just a snapshot as I said I think this was the beauty of the um of the initiative as we first came together we had um you know commissioner uh our council member Kent come together with the partners kind of say what the vision of the program was and then we were off and running so this is kind of what the impact of those Partnerships were but really it was a uh um it helped these IND individual groups get re-energized and refocused and I think that was a good thing we came in and provided some public sector leadership to this initiative now it's to council now that the pilot program is up we have two options for your consideration to continue the program and number one is where we have we've LED at the at the pilot stage the public sector has led um now do you want to hand it off to the private sector we've established our objectives here as you can see the bullet points these were our program objectives we would offer $10,000 annually to these nonprofit organizations um who would develop programs that are help us help us the county uh accomplish these objectives I think it's an important thing to note and I said this the first time that I stood at this Podium we were talking about it if you look up things to do in Orman Beach on any of the trip apps or any of the you know um uh any of the apps that Loop is the number one thing so it is what's bringing people here so we need to sustain that for economic development as well so that's option one option number two is U we did have our our team track time and it took about 1,900 hours of Team time uh to pull off this first year certainly that would reduce after we've done a lot of the leg work but if the council so chooses um and they want the public sector to continue to lead this effort we would request that we have a position to do so other funding opportunities that are available for the public and as well as these nonprofits is through our tree fund we offer grants um of you know it's not up to $25,000 they just ask you to call if you're going to propose a project larger than 25,000 but this could provide trees for tree giveaways um it also could help support um some tree planting on public property so 6,000 Acres of the 8,000 that fronts the loop as public property and in our state park system these are some of the projects that we've that the ginger team has completed um with the tree fund this year and then some that they've got uh in the works as well so with that answer any questions waiting for council's guidance on how you like to continue the program okay we'll start with Vice chair Troy Kent um before my comments do we have any public that's going to speak and if so can I speak after the public we we do we have the uh The Mastermind of regrow the loop Allan Burton if you would like to come up and speak to the uh the council thank you uh Mr chairman and the County Council I uh I stand there as an individual I'm not I'm not representing a group I'm that little a corn born in the field of a forest and I want to express my thanks and gratitude to the County Council for their um the program and also the staff going from the uh County chair down to the uh County staff they did a great job and uh I would also like to point out that I have read Dr pera's dissertation and it was and the idea of networking with groups and organizations has worked out very well and I appreciate that and then I also appreciate the um the the partners from this that I have met I've been overly impressed and deeply um in in deep gratitude to them as well to show different things and aspects about living in and around valuch County and that goes to State Park the marsh the Garden Club the other partners uh the city of Orman Beach of which um they are now going towards policies of uh native plants and the kuas club of or beach has just given them $10,000 for the tree fund so a public private partnership in my 50 years experience in public administration has indicated that's a very strong partnership like your economic development that is not one or the other but really a public private helps so I would like to express my uh my deep gratitude for this past year I think the people I've met were just just tremendous their their their values Run Deep their roots for their their environmental ethos is really great and that La about a little more than last year when I when I saw the County Council talk about the the uh re regrow the loop there was trust given uh to each member which I still remember very very deeply and that I I think that uh plan plant prune and program gives me the idea of how to regrow the loop in an ongoing fashion Way Beyond uh our years and I would like to thank you for taking uh stewardship of God's creation of our trees our fruits our fish our birds and our creepy things on earth too so I would like to thank you and hopefully this could not only be regrow the Roop the loop but regrow volia thank you very much thank you Vice chair Troy Kent thank you chairman Dr bball just a a quick question for you if we go with option one on this um which I I'll explain to the council why I'm favoring that option um in a moment but if we go with option one what kind of support could our staff give for those um educational meetings like the 447 members that showed up to I believe those 12 or 14 meetings um so that's impactful yes sir so um I I called each of our partners over the weekend to make sure they were good with the options and we've talked through uh this and that was one of the questions how will you continue to be involved our Environmental Management and ufifa extension Team stand ready to help I think that the the tact going forward is going to be to have a yearly planning meeting where the all the partners come they get their marching orders for the year we'll know what our educational role is um IND other individuals will know what their role is in terms of Outreach or doing some of these field visits or Field tours um so our team will still bu be fully engaged we will just not be coordinating the effort chairman I don't have any more questions I have comments I just that's how I put my name back up if anybody else didn't have any questions I would jump in with comments okay uh councilman Robbins thank you chair uh Mr B for the option one do we know where that 10,000 would come from general fund or I believe general fund yes okay and do we have a dollar amount on the 1900 hours um it it was different people who are at different rates but I could get it for you and we already have uh you said that there was money in the tree replacement trust that could be used was that option three no it's just another funding I just wanted the council to be aware that there's other funding opportunities to support some of this work not only on on this Scenic Highway or byway but on the six others that may come through our County as well okay all right good enough thank you yes sir right and councilman Johansson for questions yeah just to further clarify it you assumed it would come from the from the general fund but but where could it come from $10,000 does it have to come from the general fund could it come from a tree front could it come from a environmental as the regulations are written now could not come from the tree fund got it because there's very specific kind of you know that's and it was set up in a way that it was basically mitigation you know so some of these things I think that's why the additional $10,000 because we can get trees all day long for giveaways but there's some other like the direct support organization is doing some survey work that will have they'll have that Baseline data and if they could get $10,000 from us for match to fund a larger study or to get a grant so it was kind of a diversification gotcha my my next question is and I had a problem with this elsewhere so I'm going to ask it um you talked about uh putting trees on public land sir will we have uh within the county some way of ensuring that the right trees get put in the right place or will we rely if we go option one with our private Partners to go oh time out you can't do that the county will be mad if they're if they're using our money or if it's a partner in this group I will tell you that those trees are curated the selection is curated to make sure that they are proper for the area and the land that they're going on but if it's a a private if it's one of these groups doing a private um thing we really wouldn't have any say but based on I think Alan mentioned their ethos of you know natives and the right plant right place which is the principle we teach I feel confident that they would do the right thing thank you councilman Santiago thank you Mr chairman along the lines of uh Jake's questioning on other options for funding could we uh modify echo in a manner that would allow this to tap into it because it is public land right right it is public Lan and I know it may cre may require some creativity but is it something Beyond like absolutely not because of X Y and Z or something that we can change so thinking of it now the the no when we think of echo we align always with the ballot language so it's acquisition um Improvement acquisition Improvement or renovation I believe so I I would have to look at those definitions um at this point this is more of like an oper AAL Grant and we don't do operations through um through Echo it's more capital investment but I could certainly you know work with Russ and get a legal opinion on on that even the cost of the trees we don't get those for free do we the cost of the trees You' use the tree fund account for the cost of the trees okay on the other side okay thank just I thought Jake's questioning was good just to kind of get creative if we can yeah and I will I had an initial conversation with our CFO about this possibility and he was open to the idea we didn't Dr down on a fund he may have other options as well and we can report back if you'd like just uh one more question along those lines could a private organization um come up with a proposal and a program through Echo um with matching funds to uh continue this on not as a so again echko is more a capital based you you know it's projects that are capital based we're providing the capital the individual agrees to be the operating partner for that facility or project um if it was like a so I know that there's some initial talks with the city of Orman of doing a gateway to the loop Park um we could certainly support that with Echo but again that's what we're talking here what this initiative needs is more operational dollars so it's a different okay kind of um okay thank you uh councilman Robbins thanks um Brad real quick have we explored any like uh state grants federal grants uh to to to fund this and if so are we able to do more through would that be a better route than I'm trying to avoid tapping into uh general fund because we have a lot else going on um but that that grant funding may be a a better option to possibly get us that or more have we looked at anything before we so I will say we have looked at Grants with the Orman Scenic Loop and Trail group uh it wasn't to operate the initiative but it was more about improving the canopy on the loop so this money will help them bring down other federal dollars they need some match for their grants you know if they apply for this that could be used as the match but to run the program operationally uh no we have not sought out grants okay thank you okay I think it brings it back to you Vice chair Troy Kent thank thank you chairman um Dr bbal we talk about you know the right plant and the right place and I'll just say um I think you're you're the right guy at the right time to help um implement this program and I first want to thank this Council on agreeing to this pilot program gentlemen thank you this is a good thing in fact I would dare to say this is a great thing for us to do something impactful that showed immediate results and got our residents actively involved in something that they so care about is a huge win and you're right Dr bbau it's it's wildly successful I'm going to repeat a few things you all know and that is this started the brainchild idea of one Allan Burton and Allan thank you for showing up today making the drive from Orman by the Sea thank you for your thoughts your passion about your community and all things Parks really um it was it was a wonderful by chance meeting you that day seeing you again we've known each other a long time but happen to see you that day thank you for your wisdom and your passion about a wonderful wonderful program and and we got an email from Melissa Lamers and she mentioned a few people and there was a page that Dr bball showed with all of our partners and I just want to publicly thank Scott and Todd vanor thank you vanor homes the $30,000 for plantings and trees I certainly appreciate that but again Alan Burton city of Orman Beach a shout out to commissioner Lorie tand dream green valua Florida State Parks the halifa river Autobon Orman Scenic Loop and Trail the PO pawpaw chapter for Florida Native Plant Society UF IUS and of course this Valia County Council thank you for being Partners Council we all talk about fiscal conservativeness and I I'm here to tell you that's why I'm leaning towards option one I would love option to but it requires hiring another person and another person is not only the salary it's the pension it's the health care and it's everything else in between and I don't ever want to be a hypocrite and preach one thing and then come with a situation where they could be a problem financially and not have a solution for that sort of like something coming up on our agenda I had a solution for the possible problem so with option one to continue this program and to give the lead to our partners but for the county to be involved at $10,000 just like I told Miss MERS this morning I'm willing to spend money on things like more lifeguards to save lives I'm willing to spend $10,000 a year to keep this program up and running and like I said when we did this 18 months ago I don't want this just for the loop in Orman Beach I want this across our County I want you gentlemen to come forward and say hey let's do regrow the loop but in the land or in New samna Or in Daytona or in Deltona you know let's let's implement this same program because we've already created the wheel because these people if if you've not been to one of these meetings they are serious about this stuff and they want to help they want to give their Sweat Equity I showed up to the tree when we were giving away trees to the people that qualified for it and the number of people that just showed up to help bring the tree from the concrete to the back of someone's vehicle was impressive so um Council I I'll make a motion to go with option one at this time thank you thank you we have a motion on the floor for option one uh by Vice chair Kent I'll second it and that motion is seconded by councilman Santiago for further debate uh councilman Joe Hanson thank you chairman um I have I absolutely love this program um uh I I love the loop I love when people uh from the private and nonprofit sector have passionate about something and and take it for action and and I'm I'm just elated that that this collaborative Dr bbau we we talked about the Chesapeake collaborative and and all the things we did up there when I was up there so this is this is a good start and and uh we heard about the the the way the folks just get together to get stuff done um and and you've heard me speak about putting government in the loop no pun intended um I I don't I don't want to be in this Loop of passion and and have it become a government program so uh to Mr Kent's uh motion I I like option one um I I don't like spending any dollar for anybody uh because this this opens up a 10,000 for everybody window in my opinion uh is it a minuscule amount it's probably one 1,000th of a mill U but or or even less but I'm not opposed to doing everything I can to help raise that $10,000 every year to make sure you got have the money I don't mind working hard to get you that money I I do mind spending even that minute amount of time taxpayer money to do something for an area that that uh as Mr Kent said we we want it all over the county if it becomes an all over the county thing then then maybe we do look at a program but but and and we have a program we have we have a bunch of people that that manage uh um our our our preserves and and our our Parks throughout the county but I and I'm afraid that if if we open the door here here it's going to be some like some of the other programs we have that that everybody starts coming to the table uh I had a gentleman ask me for 10 grand for a a environmental camp or no Aviation Camp the other day um it's just going to start open the door where everybody's going to come knocking on the door for 10 grand so um uh I'm I'm not a big fan of the they giving even that minor amount of money right now but I will do everything I can to help raise that money so you have it thank you thank you um I will support option one as as well I think it's uh I think it's the best way to go um if we approve this today you're going to bring us back more information about how to how to uh what it looks like how to go forward because I'm going to join in what you've heard from a couple people and that I would like to see it be expanded to the entire County that may change the $10,000 price tag I think we can do it with um local volunteers local nurseries garden centers people that would participate in this it helps their business but it's also part U I believe of our uh of a wise Economic Development approach because companies that want to come here companies that want to stay here want a beautiful en environment and we you the the loop certainly needs to be replanted but there's there's lots of other areas where this could happen um we have a Chief Financial Officer that is really good at at finding money I mean we've got uh we haven't even voted on it yet and he's he's uh planning on $2.5 million for the for Motocross um this you know 10,000 uh I think we can come come up with because it's in the public interest for a a huge um section of the public um but you'll have to tell us if it if the vote is if the feeling consensus of the uh council is that it becomes uh countywide what you would expect that would do uh for funding uh councilman Santiago thank you Mr chair Jake you perked up my ears a little bit I'm not I'm not writing the whole check but no okay how about 5,000 I'm Kidd two two days ago I would have but things have been rough you know I I'm interested in your comments regarding on you know whether this can does this open the door to other types of um lack of a better term special interest um initiatives and how do we handle those right because they're they're all somewhat important to someone one time or another it could be trees here and could be something completely different you know um um we know there's lots of organized efforts out there to to create something good in their mind or a lot of people's mind so your concern is that you know are we just picking I I don't want to put words in your mouth Jake so I'm really trying to interpret um your your your debate um your concerns are that um careful what we start here not that it's a bad thing but careful what precedent we set here and whether or not we should look at it differently to for the future I don't want to put words down in your mouth and and I don't want to put you on the spot because I'm listening to what you said that that is correct if if there's reg Loop is phenomenal but I if we if we do it countywide then 50 passionate people are are going to come to the table and and and ask for $10,000 a after a successful pilot program which which I love but I don't want to be 10 granded to death yeah and you know and I supported this you know in the beginning remember um I may have made the motion I'm not sure but I don't want to take I know that was passionate for you and that's why it was important for me to help you give this a shot um at the same time you you've raised my awareness Jake to you know government's role in things right and and how far um do we pick winners and losers or get involved in things so I'm I'm interested I see that there's a couple more of my colleagues that are going to talk um I'm on the fence because I have similar concerns to uh Jake's um statement thank you Mr chair if I may Mr chair as a point of clarification um so one of the things that the the team has envisioned is that this is just not a a giveaway of $10,000 it' be a competitive process where we put out a notice of funding availability people would have to submit an application there would be competition of course we would have a rubric where if you're bringing matching funds to the table you would certainly um get more so I just want to be clear about that I know I I gave the mic Mr chair if I could just follow up on on that if I may Mr chair uh yes um I I I get that Brad and I don't want to pick any specific programs in the past but this Council has um had some very difficult debates here on programs that were created years ago um and you know whether or not we felt that they should continue um and the the efforts that that come around those types of things make those decisions very difficult let's just say that um and uh I think I said at our last meeting right I think Ronald Reagan said it right nothing lasts longer in life than a government program um because those that are benefiting from that program um rally we've heard comments today people threatening that they're organized and we'll fill the room and we'll do these things right and those types of comments um sometimes people don't read the Federalist papers right and the D when our founding fathers uh on you know sometimes we have to make tough decisions and not necessarily follow the the mob rule um because it's not always the good decision for the public I know I'm getting out outside and getting on my Soap Box just from principles but I'm a little worried now so not that the program program is great I think it was good but I'm a little worried because of U if it will make Council feel more comfortable I think I understand now where where you want us to go with this in terms of option one we'll leave no stone unturned looking for this $10,000 um and and um in in lie of using general fund dollars we'll try to find some grants or private donations of already you know brainstorming Solutions with the team and and Leadership so I think we understand um what you're what you're putting down thank you thank you Mr okay before we go on let's uh we'll try and stay in order we're in debate now so everybody has two bites at the Apple County Manager George reonal did you want to add something before we move on or did Brad cover it Brad just uh took the words right out of my mouth okay thank you uh councilman Robbins thank you Brad sorry for the it's like a penoil commercial stop go penoil I'm Catholic I'm used to the up and down you know you had mentioned that uh that we had got $30,000 uh from a private uh organization or or donors um well actually 31 and that's one thing I'm I'm remiss from not saying that that what catalyzed this entire event was a$1 thousand private donation from Allen to start this so he all those grow the regrow the loop stickers he bought a lot of the materials he bought that's awesome I don't think there's a dispute in in and uh the success uh of this but as as just like Mr Johansson uh had had brought up many great points the reason I'm asking that is I'd like to exhaust all of that uh before we we tap into actual tax dollars because if uh we we just go back in time just a little bit within the last I'd say two years we got rid of the the $1,500 sponsorship program for this kind of key reason and um and also too you know we have a A600 or 700,000 um scenario that's been going on 20 30 years with our Arts and Cultural which you know Mr sanago was was kind of hint around in terms of hard decisions when it comes to this so uh I think from what I hear we're most of us are on on the same page in in terms of looking for alternative uh I I don't I I agree with Mr Johansson where uh we're kind of be going back and being hypocritical uh if we we turn direction now I think there's other ways to to do this you guys have made a tremendous model uh an effective model for for people to mirror um I think it's uh uh it hit the mark and it was a a great success now it's time to to possibly turn it over uh to outside you know we know who the players are um we can help raise this uh without uh putting that that even those minuscule but without putting that burden on uh on on every on everybody so um that's it thanks councilman Reinhardt thank you chair I'm going to Echo the same thing go on the record I mean it's I love the idea Troy Mr Kent you did great by bringing that up when we first started this process about regard the loop and I'm another one that would like to see it throughout the county and I don't know um I was going to avoid talking about the jail guys for today but yeah good grief he says but we are uh of the questions I was going to ask at the end was the status of the Noah grant that we were going to do uh yeah I'm getting looks and we'll talk about that later but I didn't know if that's something if you talk about expansion countywide is that a resource that we could use that property to grow those those plants or trees to to spread it amongst the county there are a lot of areas in in Daytona Beach that we would like to see uh uh and Port Orange and and all over South dayona yes I'm making reference District to but nonetheless you know that is uh definitely something to look at maybe in the future for the expansion of this and I'm probably getting ahead of things but uh I also would like to see a funding source you know being creative with the with the funding source for but I do want to see it continue and I am in favor of that that first option as well thank you okay uh Troy before you go Vice chair Kent you're next up um you made the motion when you speak to us will you you've heard different things will you make it clear um what is involved in your motion because now we're talking about countywide um [Music] so express your your motion a little bit more so we all know what we're uh discussing here thank you chairman and thank you Council um I I can't disagree with really any of you because we've all preached the same thing up here and I started my comments saying some of those very same things some words I've heard from some of the members up here this hit the mark great success incredible program love the idea and you're right we we have had some healthy conversations about our our cultural arts program $600 to 700,000 but when the rubber hit the road I think we approved almost all of them okay they showed up and they talked about our return on investment and for me that's why I voted for those $6 to 700,000 and I said don't know that I'll always do that but the return on investment is what I was I was looking at so here I look at the return on this investment and I too Dr bball and George I wanted I want a different funding source if if we can find it but I'm not going to fall on my sword on this if I can't find a different funding source when we had 447 people show up at these meetings and get educated that spreads like wildfire when they're talking to their neighbors and their friends and their family members about many different things from the good guys and bad guys to plant to the pollinators and how to attract them into your yard and and different things like that so to clarify chairman like like you asked and maybe this will help the council a little bit may maybe it won't but um and maybe the second or of the motion we will agree to this maybe he won't but that $110,000 Dr Bur ball can can that be used not only in regrow the loop but can that be used in any way shape or form to help open this program up countywide to other locations and can this staff because my Hope was that council members would come forward and say Hey I want this here okay so I haven't heard that so can staff come back to us and say hey Council regrow the loop initi would be fantastic if we did it over here because the people down in South Valia or the people in West Valia the people in the central valua would really benefit from this but people don't want to drive across the county that's as big as Delaware um can we can we have staff do that and can that $10,000 be utilized for that purpose as well if that the direction of council we'll be happy to do that um that's the direction of my direction I'm sorry that's a direction of my motion then to help the entire Council know this won't just be a Orman Beach regrow the loop thing let's get this countywide that was my whole goal my whole goal was to get this thing started see how wildly successful it could be and then let this spread like wildfire across our County and my my end goal is that it doesn't cost us anything that our partners and our volunteers take this bull by the horns and run with it and you know you know not that we can sit back but they take the lead that that's my goal is that okay with the seconder if I may Mr chair yes yeah I think that's I I realize that's your intent um I don't know where I'm at yet so I'm doing when you I'm I call it a Troy right when you're back and forth on these and you're listenting for others um I'm I'm doing the Troy right now in my head will you still second that motion I'll still second the motion yes because I think it is worthy of a vote good absolutely yeah so we can of course the the educational objectives that we have outlined for the loop can be applied countywide everything that we're saying um we could do reguo with $10,000 then general fund is the last resort okay uh councilman Johansson I was going to tell you I'm almost at 10 grand already but um just work toward getting it off the or or or let's say let's not take it from the general fund I I would love for it to happen that way if it does I'd like to see it come back for a vote so we'll see how this vote goes or amend the motion one or the other Mr chairman can can I ask for him to repeat that because I didn't quite get it sorry Jake I option one right now says $10,000 but it doesn't say we it's going to come from so if option one when it comes back says from anywhere except the general fund I'm in chairman let me amend the motion option one option one looking countywide regrow valua and don't take the 10 grand out of the general fund not maybe but don't don't take it out of the general fund and if we can't find another another fund that we're comfortable with then so be it I'm okay motion have a brand new motion regrow valua uh $10,000 that does not come from general fund it can come from any other source and I'm assuming where'd he go that when he comes back um we'll have extension to the interlocal service boundary agreement with the city of Orman Beach good morning Mr chair members of council Paulo sorus senior assistant County attorney have with me Carol McFarland uh planning director um just in case you have any questions on you know how how it works so this is ordinance 2024 d22 this's an ordinance that approves the uh uh interlocal service boundary agreement we're just going to call it isba between the county and the City of Orman Beach um and all it does is it renews it for another 10 years um there's no changes to the um the the the area or the terms of the uh of the isba um so outlined in Orange is the uh the isba area it's uh it's a US1 Corridor area it's expanded twice to include the you know the uh I think that's Al that's Plantation up there and a little bit uh a small additional piece so it was approved in 2014 this is the uh 10year anniversary and the expiration date uh there's two expansions that have been approved for the isba um you know when we sent the uh initial resolution in 2023 and what we got from the city of orand is uh is uh essentially the city's not expand seeking expansion of the current isba uh once again there are no changes proposed to the original terms um if approved by if this ordinance is approved it's good for another 10 years we do a kind of a fiveyear you know how are we doing um and this is also serves as a joint planning agreement so in advance of annexation if a property wants to Annex the city of Orman Beach uh has you know uh land use zoning and building authority you know while they're going through the annexation process and the purpose is to you know have a more orderly annexation and expansion process govern the provisions of services um and infrastructure uh so uh the isba also has the you know great function of allowing uh annexations that are not completely contiguous so long as it's been the is within the isba so with that staff is recommending approval of this ordinance uh for another 10 years and uh C is here just in case you have any questions on how how it's been working okay before we move to a motion is does anyone have any questions okay uh councilman Robbins thank you um Paulo we ran into some issues obviously um where it was brought up that uh maybe we should have looked at things sooner or earlier because of City's growing outward right should we you said is this going to be renewed for another 10 years or 14 years should we look at should we Council look at renewing this we looking not giving it that 10-year period or should we do it for two years four years 5 years six years 10 years is a long time you know a couple people had mentioned hey we need to plan this or look at this more um that's the only reason I'm I'm I'm bringing that up is 10 years too long uh or have we looked at uh their growth pattern um and and made any other updated projections U that's the only reason I'm asking so the I just want to kind of see ya here ultimate agreement is 10 years there is a provision um after 5 years staff gets together and see how the isba has been working and whether or not we need to terminate it early that's a function that we did in 200000 2019 where we worked with the city award staff analyzed the um isba how it's been functioning you know staff was pretty happy with the results um and then let it run its complete 10 years and that provision remains here so we do have a five-year review period in which case um either the count or the city can invoke the termination process if you know things go pair shaped now within that that 14-year isba uh that we we currently have that current agreement do we have a status report or a healthy Health Report uh on um how this current isba went for the last 14 years it looked like it made it all the way to year 14 without any issues and then all of a sudden some of this was an issue uh I'm trying to avoid some of this um political well the um this has been one of our more successful ispas um because it's it's small it's it's pretty purpose built it's a US1 Corridor isba um so when we uh staff got together in you know 2020 2021 to review it um there were no issues with it um there there's only a few remaining Parcels within the isba because remember the purpose of the isba is you know these areas should be annexed into the city or should be be part of the city in the future we are planning you know it's planning document so we're planning for the orderly annexation including uh services and infrastructure what is the forecast for that what is what what are we planning to do up there for that well it's a two years it's going to be all annexed in there a year six years never oh can you go to so this is a voluntary annexation type process so the uh Property Owners within the isba uh you know when um when they pull a development permit or they pull a permit um and usually there's a a a water agreement um they will you know voluntarily Annex into the city so the timing is handled by the the property owners within the isba this kind of Smooths the process of annexation into the city because these are you know we've identified these Parcels that should go into the City and so we've we've generated a process to make it easier without a lot of kind of uh friction and I I'm asking some of this because I'm I'm facing some of this in southeast fuia as well and and I can apply the same um thought process and and in in agreements but um so what I'm hearing is it's a voluntary annexation they have to meet ABCDE e requirements if they meet those requirements they get annexed in or can can the municipality or the county still deny the annexation the the municipality is the one in control of the annexations okay you know it would have to be something very egregious for the city to not Annex a property that's within the isba because these are kind of set up to be annexed when they're ready to be annexed but that doesn't open up any additional liability for us we're doing our part yes we're covered okay all right thanks okay yes uh further questions councilman Santiago thank you Polo when when a property is within the isba um are is there any um difference in how the tax revenues are dispersed no so the county still gets the same share as if it was in unincorporated area but okay thank you Mr chair councilman Dempsey did you have a question for staff Paul um I guess I'm a little confused I was reading M microphone I'm sorry yeah um looking at page four of the previous isba and this is I'm kind of along the lines with Danny I'm concerned about a 10-year commitment um especially with all the issues with the the citizens about responsible growth and wanting to you know we need to have some sort of ability to to watch over it um you're saying that there's a fiveyear window first and then we can opt out after five yes let me see if I can find because if you look at page four of the previous agreement it was also for 10 years but if you look at paragraph five on page four it says the county or the city it's under the termination of agreement provision county or city May terminate this agreement or sub agreement at any time upon written notice of termination delivered no later than May 1st in order to terminate effective December 31st of the same calendary so the previous agreement if we didn't like the way the city was doing its annexations then we'd have been able to honor before May 1st say okay we've had it we don't like this anymore we went out and we would be out by the end of the year yes why can't we have that same provision in the 10e it's expansion I mean it's still here this it's just basically replicating everything except we're starting a new 10-year process so this is still here uh but the agreement is for 10 years what was the fiveyear window you so on on paragraph three of that same page you can see um the second paragraph at the end of the fifth year the county and the city shall review the effectivess and performance of this agreement you know based upon the review the agreement including any of the sub agreements may continue for the initial term be amended as the party's desire or be terminated in accordance with paragraph 5 that you were just reading so you know at the fifth year we kind of do a true up of hey how have we've been doing these five years um and if either of us don't like it you know we can terminate it by using the provisions of paragraph 5 but you can use the provisions of paragraph 5 to terminate it earlier at any time so this is just kind of gives a a five-year review cycle that is you know formalized in the agreement in instead of just doing it ad hoc in case you know in the event issues arise okay does that expose us to any type of liability if we decided we went out sooner than the five years no I mean this is It's a mutual agreement what it does is it'll terminate the isba and the properties that are with that are formally annexed remain with the city um and then everything else is just unincorporated fuchia County okay all right thank you how I'll let uh councilman Robbins ask his question first and Paulo obviously there were some issues with this isba is that fair to say uh I I don't believe there were any issues with the isba there were issues with properties that were outside of the isba um because okay you know those properties were not identified for annexation and the City of Morman Beach did not have the land use zoning or building permit control of uh of properties you know as they would if a property was in the isba there's nothing there's no issues with the isba itself it's kind of and I I would think a reasonable person would want more control of that some properties that were were were still in limbo because obvious I mean I think there was some obvious issue with it and I just want to make sure if we renew it if it failed prior the reason I asked that if it failed prior why are we renewing it you know but if you're saying that it it it everything's honky Dory then I'll take your word for it just a quick question on on that H how is that you you took it off the screen too fast I couldn't read it all how is that termination uh triggered so if we did it in a year from now so there's a notice provision um you know if if there are issues that we could not work out through a dispute uh resolution you know uh on page eight you notice we uh we provide written notice to the city of Warman Beach prior to May 1st um and the the agreement will terminate December 31st of that year could that be uh initiated by this Council either the city or the county can terminate this agreement mutual agreement thank you uh councilman Reinhardt thank you chair and that I think that just answered one of my questions about who initiates it how it's initiated and with relation to what Mr Robin said the properties that we're referring to uh were outside the US on Corridor this isba is properties within the US One Corridor correct for clarity yes okay thank you Vice chair Kent thank you uh poo do any of the other 15 cities have interlocal service boundary agreement ments with the county of Alia yes they do as far as the terms go how do they compare to this uh Orman is a little bit unique uh it's the only one where uh we have a very strong joint planning agreement that allows orand to take uh land use and building permit in advance of annexation um previously only New Smyrna Beach had something that was similar um but we we remove that provision so it's so it's functionally an IB that's similar to every other isba you it's it's properties that are identified to be uh annexed into the city um so we smooth out the annexation process we come to um sub agree sub agreements for uh water sewer fire Services transfer of Roads you know transfer of services um who keeps who who gets to keep what and who Services the other so we've got multiple ispas with multiple cities to handle that those aspects sounds like being a good partner and Common Sense questions that need to be answered and making sure that things are taken care of thank you okay uh do you have a question or we have one more question councilman Reinhardt just one more question thank you you said new samna do they still have an isba yes okay because I know that they it stopped a few years ago I thought uh no we amended it a few amended it okay um we amended it so that New Smyrna was no longer issuing permits in the unincorporated areas of the county so it's just kind of an isba for in for um property that want to voluntarily Annex into and lastly when you said Orman Beach is unique and maybe a little more stringent with respect to the icba does that give us cause to look at our other agreements when they um I think the the history of this isba is what causes the uniqueness my understanding it was from some kind some unwanted uses on the US One Corridor and or there's no reason to identified is Walter Avenue Grace Street and Associated Alleyway on a subdivision in the north area or area north of Deltona east of I4 there are no objections from the neighbors there were no objections from the utility and we uh recommend uh approval as a part of this the uh property owner will also be dedicating an additional 5T along sixma which would allow us in the future if we were vacations are approved have fun item 27 ordinance 20242 vehicular access fees we got to be nice to Ben this his birthday so I just I just learned all right um good morning Ben Barlett Public Works director before you today we actually have two agenda items the first item 27 is the change to the beach code to amend the fees as directed by the council uh in March and then the second will be the contract with the vendor who will be the new vendor for uh managing our beach access uh program so just quick quick uh timeline how we got here uh we uh much like the off Beach parking program we uh had a solicitation that went concurrent with that program for the on beach access um and we went through that process selection committee selected PCI Municipal services and we're here before you to recommend approval of their contract what are we looking at with their contract automated vehicular on beach accesses using the LPR technology it's the same technology we were we were proposing for the off Beach program uh we're going to have the ability to switch ramps between an automated and a and a hybrid with a staffed attendant um the PCI has already engaged the current toll attendant as far as Staffing up utilizing that they're going to have to take uh uh control of the contract immediately on October 1 obviously the uh equipment won't be in place that day but they still have to maintain access to the beach uh same as we discussed with the off Beach par program 90% accuracy on residential verification so if you own a vehicle you live in vucha County should be able to go online enter in your information and get an instant verification as to your residential status um and the advantage to having the same vendor do both programs you can register for both at the same time we're also um one thing we're really working hard on is Real Time ramp status of visibility on the app so you know one of the largest issues we have is whether for tides or capacity people going to the beach and trying to find a a location on the beach that they can get on that isn't full or impacted by Tides if we can get folks looking at the app before they leave the house to decide where they want to go and they see oh my favorite ramp in soand so is busy let me switch gears and go somewhere else if we can get those folks to make a plan before they even leave their house before they get off the highway I think we'll dramatically improve um a lot of the the stacking that occurs in areas when we have capacity issues at the beach um by awarding this contract to PCI and having both contracts with them we'll realize an annual Savings of $450,000 across both contracts and then the timeline of the transition like I said they're going to take over uh ma maintaining the uh or managing the um access to the beach on October 1st we're going to have extensive public messaging just like we talked about um with the off Beach program and then the new technology will be installed in phases we expect full rollout by February 2025 all vehicular ramps will be equipped for automation hybrid staff ramp schedule will be based on the demand so a good example was earlier this week we had uh a little bit of a storm move through not a lot of people going on the beach but we still had to have toll attendant out there in case someone did want to go on the beach or access like that in these in this with this type of uh program we wouldn't have to staff those with people we can leave them automated and what this ensures is that we can have all the ramps open all the time in the offseason automation at our lower volume ramps uh hybrid situations with staff toll takers at our high volume ramps so what do we what are we requesting approval for the next item will be the uh the actual agreement and then this current item will be the approval of the ordinance the changes the access fees the fees have been adjusted as shown per the uh Council Direction back in March and there will be uh beach access for residents at no additional char charge and and uh the rates for the non-residents have gone up the daily rates gone up to 30 and it does include the sunset provision as directed by Council on January 31st 2026 Council takes his no action the residential annual pass rate will revert back to $25 a year which is what it currently is presently Pao is here to answer any questions you may have on the uh change in the beach code uh I would remind Council that changing the beach code fees requires a a super majority majority of five votes uh to change those fees so happy to answer any questions you may have okay questions uh councilman Reinhardt M mine's more of a comment I'll for just a quick question what is the savings of having the same company do both $450,000 across both contracts so at the last meeting we it's $200,000 on the off Beach so the off Beach contract was approved at approximately $1.5 million a year that will now drop to about 1.3 and and then this contract includes the $250,000 savings on awarding okay can we transfer those savings to a regr the Valia County that's a question County Manager okay um no other questions question okay uh Vice chair c yeah can the um president CEO of the business who's GNA possibly get this contract come forward so I'm going to I'm going to ask you something on the Fly here I've never spoken to you before for um but I I would be remiss if I didn't do this I'm appreciative for the County residents that they're going to get a discount for the on beach parking of $250,000 and then 200,000 for the off Beach parking I want to I want to ask you a question I'm going to put you on the spot I'd like you to change that second one to $250,000 I'd like a $50,000 more discount for the county if we give you this contract instead of a 450,000 I'd like 500,000 as a discount I think it's fair I think you could do it and I I like I said I kind of hate to throw you on the spot like this but I'd be remiss if if I went home tonight and that that didn't happen well you got the attention of all the attorneys over there that's okay let them let them get the attention if we can save if we can save $50,000 we're going to save $50,000 I think it's a fair request I think it it certainly can be done I think by getting both contracts um I I don't think this is unfair to your company either you know I think that um it's it's fair all around and it's fair for you to say no give me a good reason why but it's fair to say no um but I also think it's fair to say yes what I'd ask you to do is give us a few minutes of talk it we're talking about a competitive solicitation here so we have to if you can skip over that we'll return to it for you to act on you have the ordinance in front of you now but we'll get you an answer sure okay uh questions still comments okay uh Matt Reinhardt thank you chair um wow Mr Kent you got me on that one didn't see that coming all right so but I a comment was made by pretty much everybody on this day is uh that we are here for our citizens we listen to our constituents uh in those specific areas um I had a meeting in fact last night at one of the condo associations um when they brought up the fact of their fear of just a Mass dump of vehicles on the beach in already areas that that are approved I get it um but I you you I think you calm that with the fact that we have the ability to shut those Gates when you see the beach get to a capacity level well not only that it's not like I'm sorry I went to a question it's not like it's the off Beach parking where you can just pull in and it takes a picture of your license plate there will be a gate arm there there that if your license plate if you don't have an annual passage you won't get on period you won't get on period okay so if it's not registered you wouldn't get on correct and you have the ability at the kiosk to to pay at that point at that point okay I mean that that answered one of the concerns the other I'll I'll tell you you know um when we talked about making up the cost of What the residents pay now and what will be not paid now as a result of this new this ordinance have passed uh and then it was brought up that the the and I'm glad that Mr km brought up I have a solution you know I I we've created off Beach parking to compensate for that which won't start till January so we really don't know what the impact will be I mean do I think we're going to get money from from pay parking absolutely do I think it'll be enough to offset the cost of what we may not get as a result of the beach access I don't know um it was a very lengthy conversation last night that we had one of the individuals brought up to me said listen I can go to a park and I use the same example I think I can go to a park a public park and not pay a dime I can walk onto that Park without any without doing anything without paying anything to enjoy the park however if there's a pavilion over in that Park and I want to you utilize that Pavilion I have to pay a fee I can go onto the beach I can walk or ride my bike to the beach without having to pay anything whether you implement this or not however if I want to utilize the user fee of parking my car under the beach I have to pay a fee it's a user fee so I love the opportunity that we give this and I will tell you in full disclosure that I love the opportunity that we can eliminate some of the stacking that's occurring because that is a big issue on on A1A especially up in the in the Pont Inlet area and some of those concerns I'm talking about are in the shores in Pon Inland and I'm talking about the amount or the capacity that they will handle on the beach when they see those ramps closed or at capacity in other areas of the beach that they'll divert to Pon Inlet I have to speak up for the citizens of Pont Inlet and say that listen they're going to go there and it's going to create that road is very narrow very small I'm not saying no I'm just saying I'm I'm bringing these concerns we do have the option of of this issue sunsetting in 26 if we do not do anything but I will tell you after all this is going through my head and and I plan on discussing this and I I told those residents that I would bring up these points for discussion because that's what it's about I was definitely impressed with Mr Kent last comment about the additional money money makes a difference also I I'd be remiss also if I didn't mention that so I'd be interested to hear what the rest of my colleagues say but I did want to bring those issues up as in all fairness because we are here for our Citizens We're that voice I want to bring that to their attention thank you okay I I think going to wait on my question because it's really going to come from the uh the attorneys over there still discussing this I'm TR I love the ask um I'm concerned and I want to know and I'm sure you do too if this triggers an automatic restart of the whole procurement process if we have to relet it um so I don't know if they're ready yet but doesn't look like it so uh Vice chair Ken if if the lawyers say that it triggers then I'll withdraw the request and then I'll have a private conversation with our lawyer behind closed doors um because I don't like the answer I I have um like me dislike me um you may dislike this request but residents love this request I've done this on the Fly before I've saved residents money on the day before and it can be done today this is a lucrative contract this is a great contract um you know this this is something that that can be done I if no one else has questions chairman I I I can go into my comments we have some other questions I have a question okay yeah uh councilman Santiago thank you Mr chairman um just want to reemphasize um if you could the sunset uh clause in here and how it's triggered or not triggered So based upon Council Direction on March 5th uh 2024 um the the you know the no additional charge for residences uh will sunset on January 31st 2026 unless you know uh Council you know votes to continue it usually requires an amendment to the ordinance by 35ths vote because it has to do with fees so if Council does nothing or future Council does nothing come January 31st 2026 it reverts back to $25 to for a resident to get an annual pass basically as it as it stands today yeah would it be uh inappropriate for me to add an amendment to this ordinance um specifying that in December of 2025 let's say first meeting of December 2025 that you know what I'll change that because typically the second meeting of December 2025 we we don't have that one so I'd say November the first meeting in November that we get a financial analysis from staff outlining the the fiscal uh effects of this ordinance I just I know staff will probably do it but I'd rather put it in the ordinance that um that it's in there um as as we proceed if this gets approved or not um but it it would be within yes our power to do that yeah um thank you for that and Mr chairman I just want to elaborate the reason I had put forward that the suggestion for the sunset is that because we are taking a uh a risk here fiscally and and by waving this fee which I'm you supportive of um but we also have to measure it accurately so that we don't impact our financial situation negatively and I'll just say this Mr chair I no staff hasn't comment on the request um I struggle with the request Troy I just want to let you know um for the person to pay another amount only because I think it's a great gesture but I don't want to set precedence that when we have potential Partners or vendors that want to do business with the county that they feel the pressure that when they come to in good faith to um solidify the approval of the the the fairly um executed procurement process um that they have that pressure I just it just it's just the fundamental with me buddy I just let you know I think it's love if if you know if we tell staff that afterwards before it's awarded and they do the Amendments necessarily necessary to to try to get more money I like that but I I don't want people to feel pressured when you come before us to get a contract that you may or not may not be asked to you're slipping into debate I know I know thank you Mr chairman right call me out I appreciate it and councilman Santiago chairman I'm just going to tell you I appreciate that and I agree with that I'm gonna withdraw that request you don't have to answer it okay uh Jake Johansson for questions yes sir I'm I'm did we open up item 28 for for no sir we're still changing the beach code for the for the be so just just to clarify how does how does the contract that play into this we're just talking about fee right now yeah you you said who does it comes in 28 correct correct so this is 27 correct this is just the fees that we're going to charge the folks to get on the beach copy I no longer have questions I'd love to hear from the public and then open de debate continue debate and the reason I asked that U uh chairman is because we have we have some twice two bites at the Apple rule and we have two items so if we kind of mix and match them some people have spoken twice on 28 already we haven't even gotten to 28 and and I just want to keep it clear if we open both then I'm Then I'm game um but uh uh right now we're on 27 so uh I'd like to continue thank you okay uh to are you done in this item yes okay um Jake you're done I'm going to clear that and we have one member of the public who would like to speak John Nicholson John Nicholson beide uh with regard to the free access for residents I understand that um it's a popular thing but it sets a precedent all right um I think of it as a user fee and I understand some of you think that 5 cents for a uh resident to access the beach is a lot of money which it isn't all right going anywhere for 5 cents for eight hours is great all right so it's not a money issue it's we have a right to our beach to access it free because we always did that well we always parked free at the airport and now we have to pay to park at the airport well if you pass this then by lot iic anyone from the county going to the airport shouldn't have to pay because we already support the airport the parking garage next to my house when it went out into effect you should have heard the Uproar of people having to pay for graduation they had to pay a dollar to park in a parking garage to watch their kids graduate and they basically said we shouldn't have to we should be able to have our kids graduate free where does this go next all right once you say that they don't have to pay how can we not say the people that of everybody being upset that there's a toll on the beach if you find that this does not work all right it's not a good flip-flop thing I'm sorry it just creates problems for me um I don't know I just I don't think 5 cents a day is expensive to ask of our residents to maintain the garbage because we all bring garbage to the beach we all bring things that have to be maintained people leave things behind that has to be picked up so I'm asking you to think very carefully when you sit there and just say all right I know there's a lot of people who would like free driving on the beach for residents but they're unintended consequences so please look at it carefully thank you thank you very much uh Vice chair K I'm going to publicly State please many times I actually agree with John Nicholson but I do not believe he could be further off on this I totally disagree with him if it was 5 cents a day we could have that discussion but i' appreciate when people come up if they try to speak facts and the facts are this isn't free it's at no extra charge because you as County residents are already paying to the tune of $17 million do out of your general fund to drive on your Beach you're already paying that this is not free this is at no extra charge and that's a different that's a different story when when you hear it like that this also this plan not only that but it brings in brand new over $6 million over over $6 million that the people that live here are not paying for the free lunch for our visitors is over we want you to come to valua County we want you to enjoy Valia County but your free lunch of coming here and leaving your trash on the beach like you mentioned those days are over we're picking up your trash but but our residents are paying for it and that's not fair to our residents um chairman I make a motion to approve item number 27 okay we have a motion on the floor to approve 27 by Vice chair Kent is there a second I'll second it with an amendment uh the amendment is to have staff bring us a fiscal analysis of the effects of this ordinance at the first meeting of November 2025 okay let's deal with the amendment uh chairman would it be cleaner and for the seconder if I just withdrew my motion and made my motion like that I think that might be cleaner are you okay with that okay let's try I'll withdraw my motion I'll I'll I'll make my motion now to approve item number 27 with um the caveat that staff will come back in the first meeting in November with all of the financials of where we are in the program is that sufficient okay okay and so your your second stands does how does that affect the impli implementation of this thing still starting January 1 like it was you know we talked about you know it's either October or January 1 so this will be almost a full year we'll have a summer season under our belt we'll be able to see where this is we'll get feedback from our residents and the wildly outlandish fears that you hear about from some people who in my opinion want a private beach can be uh quell just just to be clear these fees go into effect on October one so we're going to be pushing to register residents right away and there'll be a transition from the tags and everything like that that has to be work out but these starting October one is when the new fees going to effect I'm fine with that but the off Beach parking isn't until January one correct okay I'm fine with that okay can just to clarify uh based on uh Mr K's motion um there's going to be um you know right after on paragraph on Section 20-2 203 subsection c um right before the new language that says on January 3rst 2026 um there's going to be language saying you know by the first meeting in November a fiscal analysis shall be provided to County Council um on the ongoing Beach program perfect we just duplicated it okay very good uh councilman rein Hart thank you chair um first thing I want to point out um and the the people that I'm referring to that had this conversation with me in the shores are not looking for their own private beach they they actually Dayton Beach Shores has the longest area of continuous driving of the 17 miles of Beach and then not looking for the removal of that I also want to make it very clear I'm in favor of Beach driving absolutely in favor of it 100% the other thing was the comment was made and this is the debate time this is when we do this um you talk about how it's already being paid for out of taxes you're right people that pay property taxes what about the individuals that rent that are going to the beach that are not paying property taxes we're footing that cost as well for them and I'm just going to put that out there thank you thank you uh councilman dempy yeah um I don't really keep score on how often I agree with John Nicholson or not but this time I do agree with John um this is a user fee it is 5 cents a day the $25 a year I think is insignificant I agree with Troy though the taxpayers should uh receive a benefit for their tax dollar um I guess it just sounds better to say free driving on the beach than $25 a year or whatever or 30 uh for the beach but um I'm seeing this as a pilot program I would probably be against this if it wasn't going to Sunset because I just want to see the only reason I'm in support of this is because I want to see how much the additional fees to non-resident even use the beach so I'm hoping that this new structuring of fees will not result in an increased tax burden on the vucha county taxpayers who don't even use the beach and that's all but I am in support of it sure thank you uh councilman Robbins uh thanks chair Council I've looked at this this a little bit and and there's a couple things that have transpired since um we initially started talking about this and there's obviously some unknowns I feel a lot like Don we are taking a about a year risk but just yesterday the market crashed thousand points um everything is in collapse right now until after this November election is over I would personally feel more comfortable and this isn't a life or death situation I don't want to experience a Murphy's Law here because a lot of things can happen with this national election with the economy you can have a political pandemic like we've seen in the past uh Carissa I just sent you a picture to your email just north of us in Flagler County Flagler Beach there's a 10-ft drop off now on a on on on their Beach we can have have uh if you can just put that picture up it has to go to Jenna's email so it'll just take her a second to receive it but long story short um I'm I'm for exploring this I think with recent events we need to think about this and time this a little bit better because like Don said uh in a perfect scenario these figures are fine we're not dealing with a perfect scenario here and and nothing is certain um I would personally like to see um uh optimally um to see what our intake is for the off Beach parking if you can enlarge that uh and that wasn't even from a storm but certain things like this are happening uh even with the renourish this is a renourished section of the beach so um I think there's multiple issues here that are factual that that must be taken in consideration but uh I would personally like to see um the off Beach parking figures come in like like Don had hinted on before we instead of just putting our toe in the pool um jumping head first in and hoping for the best but meanwhile if it flops even within a year I don't think any one of us as smart you know fiscally conservative as we are would risk our paychecks or our salaries um to take that kind of gamble uh with with uh with our money so my thought processes is uh why do it with the taxpayers that just my two cents thanks thank you um I I'll just say TR I'm going to support this I think that we have um this is a trial period we're going to see what money comes in um we've got a sunset on it uh councilman Santiago added language for full Financial disclosure um so I'm comfortable with that but I also think that first of all some somebody said uh that renters don't pay property taxes that's just false um renters pay as much property taxes anybody else they just don't pay them directly their their landlords when their property taxes go up they raise their rents and so renters are often the Forgotten uh property tax people this this is certainly not free access it's it's already paid for um this the collapse in the stock market is a really good example of how the people of Valia County are are hurting people all over the country but certainly vush county is no exception people are hurting in anything that we can do um to uh make sure that they don't get double taxed and pay twice for the same service I'm I'm going to be for and support uh Vice chair Kent thank thank you chairman you took the words out of my mouth about renters not paying property taxes so I I'll leave that alone we don't know what the Market's going to do at the end of close today or for the rest of this week or for next month but if things do really go south I remember my mother taking her six children in a station wagon with a loaf of bread and a jar of peanut butter and jelly down to that beach at no extra charge and having in a day like Disney World and I think about those families that are hurting financially that can enjoy their Beach like the way my mother did it with us and that's good stuff um had one more piece here I love that all ramps will be open um all of the time I I'm I'm super appreciative of that access and I publicly want to thank uh council member David Santiago because you know um you don't know what you don't know and my mind works a certain way and um I didn't even think about a sunsetting clause but I really like the idea because I think that this council is going to be able to see how beneficial financially it is for this County to do that and I've just publicly wanted to thank you for that if if this passes valuchi County we're giving you your Beach back councilman Robbins thank you chair and don't get me wrong and to agree with you chair we all are and all of our people are are hurting in many ways but but knowing that is the risk vers uh worth the reward uh because all the red flags for a disaster Perfect Storm um are there and uh I don't in my lifetime I don't remember a more toxic divided hostile in in a lot of cases Nation than what we have right now so I think it's prudent to take some of these other red flags and concerns into uh in into play because people can still access the beach um but counting our chickens before they hatch essenti um in in giving up this ground and taking this risk when all of us pretty much realize that uh the pickle that that the economy's in the pickle that our people are in I just to me it's business I I I don't operate that way I'm not willing to do that with the taxpayer's money right now what I can do to help get this super majority where I can be 100% head feed in or head first in I can support this you'll have my word let's do it after the general election to see where this goes cuz we need a sitting there did you want us to uh ree I would like to listen to yes the public comments from our partners and it is from Mike disher of PS Inlet yeah thank you've been sitting here all day I know thank you we are here in support um thank you good afternoon thank you County chair councilman and uh and staff so yeah we just want to say we do applaud the County's leadership on this issue uh to update its beach access program and regardless of the fees we always agree that this is important to manage not just the beach access but all the traffic that goes with it um so we know that the beach is only going to grow in popularity um this is uh it's due to the growth in the state's population the county population and it's an attractive Beach so more people are going to come here every year we've been experiencing this in Pon inet uh just this past Memorial Day weekend we recorded 22,000 people coming in uh vehicles uh that's uh 2,000 more than last year and that's that's a lot for a little town like ours we only have 3,400 permanent residents um which is why we are in great support of anything that can be done to manage the the traffic and and the access to that beach in a coordinated fashion so we're here to express our interest to work with the county to support that effort uh We've hired our own additional police officers we're purchasing a a portable message sign uh we've been invited by your staff or made aware that we could uh coordinate that with the county system so we're in great support and interest to do that so um yeah I'll be happy to answering questions you have otherwise thank you very much we thank you for coming in you heard the the vote um it is significant to have Pon andlet support and I really appreciate that you you have a similar issue as Flagler Avenue in New samna it's wildly popular you have some of the best restaurants in Valia County that happen to be in uh along the coast in in uh Pont Inlet but thank you yeah we we uh we don't have necessarily all the commercial you know the Flagler does but we're also at a dead end you know which makes it a little bit different but um yeah that's that's why it's important we want to keep make sure that the any traffic first of all the people entering the the town know whether there's a space available or not you know and if there's not then they can turn around and go look somewhere else um you know the other issue is that's important is when that traffic starts to back up it starts to impact our residential side streets I mean they're right there on the on A1A so we want to try to help them keep uh keep the impact off of them as much as can thank you and I I I'll go back to something that Ben said when he started about the uh the beach app we've got to get people on there it's it's really help I get notifications all day long about which approaches are open it makes me want to quit work and go to the beach but um so that that's an important part of this too uh Vice chair Kent yeah just to the to the city manager I just publicly wanted to thank you and your commissioner skip white who's been in the audience all day thank you thank thank you for being here for the support but thank you for your partnership you know you touched on that key word when you are successful when Pon Inlet is successful valua county is successful and that open dialogue and working together is uh an equation for great stuff and I'm appreciative of you and your elected body um in Pon Inlet um they're a great group of of people and keep that dialogue open and I agree with the chairman your restaurants down there are second to none they're they're amazing and I love you know when I'm down there I love seeing how popular Pon Inlet is because it's it's a absolute diamond in the State of Florida thank you thank you thank you very much appreciate it okay Council we have an important decision to make do we move to public participation and final comments or pardon me right or oh on this item okay just general public comments or we could uh take a brief break right now my vot's to finish it out let everybody go home okay everybody wants to keep going so we'll move to public participation John Nicholson thank you sta do a good job on that beach John nichon atona Beach um one on the cost of 10,000 I'm wondering whether you could take it out of echo we have extra funds in echko that we're trying to get rid of um it is obviously an environmental thing it is obviously an outside thing so the loop is something that uh benefits everybody and for us in Daytona Beach it's a cultural thing the bikers go to the loop so uh think about the idea of using um Echo funds not only for the loop but for the entire County because that's what it was voted in for uh secondly um although you didn't mention it there was eight over8 million do for affordable housing right at the beginning of your consent agenda um many people are talking about affordable housing affordable housing affordable housing you guys just did it $8 million is a lot of money and we'll go a pretty good distance uh secondly um is there a possibility of looking at water storage countywide because we're going to keep growing all right and we can't put storage after we've already put in a development so can we look in advance by saying this you know I understand you own this property but we need x amount 10% 20% or whatever it is for water storage because I understand in Daytona Beach at one point we said that you could not cover more than 25% of your land and then it went up to 50% then it went up to 75% so we kept increasing the amount of coverage that could be kept from uh water storage so I'm asking us not to do that in the future to find out where to store Ward water now before we cover up too much of it and lastly I ask you to to pay attention to deona Beach uh there was talk missed a meeting I was out of town about spending money on the beach side it's a donor Nation Ian a donor City we donate to your Echo that we don't get back we donate to your vuure ever which we get zero back we donate to the schools which we don't get back all right we keep donating because we have the tourists we have the infrastructure Etc so I'm asking you when the city decides to spend money on the beach side make your voices known to whomever you know in the city whether you know Hyatt brown or whatever please pay attention to what's going on in Daytona Beach thank you thank you very much that takes us to uh the county manager yep thank you Mr chair just a couple things uh actually some good news we have uh uh we put out today a uh an announcement that of course uh a v which you guys uh supported uh our efforts to bring them here and they have added uh back their non-stop service to Daytona Beach uh uh from Wilmington uh airport in the Philadelphia region so they've added that back into uh the mix and uh I think that's uh uh big thing and then we'll have another big announcement uh that we'll make uh tomorrow for a different airline that uh is going to be coming in and adding uh more routes uh into our market so stay tuned for that tomorrow and that uh we can make that public I also had some good news I just want to talk a little bit uh about the Ocean Center um a lot of things been going on this uh we've had over 45,000 visits visitors this summer of course uh our Berke Cher fully loaded Comedy Festival uh we all know about but also passion Camp from July 6th to the 12th and Inside Out July 13th to the 19th and then Jurassic Quest July 26 to the 28th we're actually one of the busiest conventions uh very good event a lot of meals uh are also um with our cater in fact 40,000 meals were put through in 7 days so uh and that Jurassic Quest had an attendance of about 3,000 so we got upcoming Hot Wheels monster truck uh inside event there uh in August 31st September 1 we have 90s con September 13th and we have a boat show and home show September 6 to the 8th and then Sunshine slam November 25 and 26 and I'd like to uh if the council uh we have a 45 second uh video uh just to show um a little bit about what passion Camp just to show the potential for when we have a a concert I just played while you were talking oh was that the whole okay sorry [Music] oh [Music] okay that's my comments thank you [Music] uh can I'll I'd like to ask you a quick question the airport announcement uh tomorrow will that be a public event at the airport yes Public's invited 10: a.m. 10:00 a.m. at the airport and it's it's going to be a really historic announcement for valua County so please come okay that takes us to Michael Dyer nothing at this time thank you okay thank you very much then we go to a council comments and Mr Kent you are up first thank you chairman I want to start out this afternoon by just saying to all of Lake County but to the Lake County Sheriff's Department in particular my thoughts and prayers are with your department what happened was horrific as the crow flies I think you're about 45 minutes away from the land and I just want Lake County to know that Valia county loves you we're thinking of you and this is why I'm not afraid to support any way possible but especially financially the men and women women that go to work every day with the real possibility of not coming home brutal news for those families and all those affected but I just want Lake County to know you have people that don't even know you personally are praying for you and thinking of you and wanting great things for you George I want you to work with Tammy and fix the Lifeguard problem we've gota we've got to come up with a solution and this this Council may be the one that ultimately decides on that solution but um too many people drowning in valuch county and um people want lifeguards in front of them where they're swimming I'm just just putting that out there no need no need to respond you mentioned the Ocean Center I got some information I I I think it's accurate but for the Bert Cher Comedy Tour like like you mentioned 7,000 tickets sold I heard $30,000 in parking fees and over $100,000 in concession sales sales I mean that's that's in that's fantastic I'm so glad this Council agreed that we needed to provide activities for our residents in vucha County to attend and they are happening my goal originally was to have 12 events a year because we've had like zero and now I'm thinking you know we might need to ramp that up to once a week um seeing how successful this is but we can talk about that later last but not least Ben Bartlett is he in the house there he is Ben not only happy birthday but to you and George and the legal team that worked on this as well thank you for your hard work and dedication on this idea with changing how we do business on our beach to this Council to the members who weren't afraid and I I mean afraid I'm not saying the other ones were I that's worded incorrectly to those that agreed today that we should take a leap and test this out for a year thank you thank you for your support on trying something a little different I think that it's going going to pay dividends in the future and are we did a wonderful thing for our residents with that I'll say um good good evening councilman Reinhardt thank you chair um first off uh Mr Ken thank you for correcting that because it wasn't a Fear Factor I assure you I I do want to see this succeed um and I hope you can still hear me in the back because this will be addressed to you um just like SunRail when we accepted that role we'll get behind it 110% we won't be negative about it this idea has passed you know we'll reevaluate in November and I hope that it will pass and you'll have my support I'll never talk negative about it so you have my support on this no you didn't on the vote I spoke for those citizens that um I have been getting comments from uh I didn't hear from anybody in the west part of Daytona refer to it but nonetheless I would have listened to that as well but I do hope for the success of this I really do um anyways uh also um thank you the passion Camp great great event um anything for our youth with respect to the faith-based uh group out there that is outstanding um that we give them that opportunity that is my understanding has been growing each year from when I spoke with the uh Ocean Center staff so i' I'd love to see that continue that's great news um lastly I'll bring up because you know I did say that we are the voice of our constituents and I've received a couple phone calls with respect to um the first step homeless shelter uh and I know that that uh that Financial contribution that the county made will be coming up in suns setting soon if it hasn't already but I know that they are talking about that with respect to their budget and all I'm going to do is ask Council here do we even want to have a conversation about that I'm just putting it out there uh do we want to talk about that uh some things to consider uh in that conversation uh I know that the five years uh sunsets on that I know that that they were very descriptive in that uh contract that they said that um that's it it's over it's done uh they do a lot of good work out there um do we want to even talk about it and I'm going to leave it up to you uh my my colleagues here um I know that uh we had discussed uh the issue of when we have storms we just have one that we evaded thank goodness uh but when the event has a storm situation that that hits this County and then we utilize that Ocean Center as a uh housing of our homeless and then it takes a little while to get that out and cleaned up we lost Revenue as a result of it so some conversation needs to be had about that you know how do we help with the you know do do we have enough space out there to be able to utilize what the homeless shelter is intended to do and not other areas so is is I'm just going to put the question out there whether or not we want to tener I I I asked or told the gentleman that or the couple of people that I talked to that I would at least ask if Council wanted to entertain that conversation at a future meeting so I'll leave it open to that other than that [Music] um I'll leave it to y'all if no comment I'll move on all right you're not requesting a motion I I'll request a motion to discuss the matter at a future council meeting on homeless shelter on the homeless shelter and we'll just leave it open like that okay motion by uh councilman Reinhardt is there a second on that to bring it back at a future meeting not not dated When Future meeting when staff is ready to discuss the uh future of um homeless shelters and firststep shelters is that clear is that yes sir thank you is there a second to that I'll second it and it's seconded by Don Dempsey questions we're going to have to talk about it I think I have questions okay question by David Santiago have we received any official from official channels requests to I have dialogue on this well yes uh verbal the the manager uh well I guess he actually probably emailed me as well but definitely emailed and and verbally asked uh what our status is going to be uh going forward and of course I informed him that the uh contract is sunsetted and uh um and what the language in the contract was at the time which which was done by previous Council right correct right yeah the only reason I asked because I think um you know anything like this is going to take this type of investment or consideration should come through official channels you know in in the proper way a writing saying hey this is where we're at um and then initiate action based on that um versus and again I'm not trying to no I said I all I said is that I would bring it to the attention of if that's the the Avenue that I'm not going to force anybody obviously it's a partnership that we've had um we currently have and um there's mechanisms in place for them to request whatever they want right and I i' prefer to deal with it that way forget about the name the entity the cause everything should come through official actions and that's that's just my personal opinion and then I think but probably watching and let it go through that process councilman Dempsey yeah I'm glad you brought this up Matt because i' I'd heard mixed reviews about the number of westsiders that they were taken in and um that we were I mean some of the rumors were that they were not accepting some of the westsiders um and so I'd like staff to look into that and just get us a report as to um what their Criterion is for allowing homeless people to go into the shelter and you know especially if there's a a fiscal event coming up I'd like to get some more insight on you know who they're letting in and who potentially they are not letting in one of the conversations that I have with respect to that was the you know everybody's been getting the email from first step with respect to how many people are brought into the shelter each month and Men by quarter and and what so on so forth um according to their own numbers Daytona contributes the majority uh the second and second place was the sheriff's office so my question was with respect to the Sheriff's Office who's only addressing those needs in the unincorporated parts of L County and Delona and DeBerry that they provide the law enforcement services for so but there if you look at that chart there is no City of Deltona there is no city of DeBry so are the majority of the sheriff's office numbers contributions from lack of a better word from Deltona de I don't know I I don't know if it breaks it down that far so something to consider if we do have that conversation I'd be curious to see how much we actually contribute as far as homeless population we've asked the question Sheriff's Office would have to provide the data the U itself just groups it under the and this isn't a commitment to anything uh one could probably surmise that uh a good portion of what's coming on the department would be coming from Delon and DeBerry Delon and DeBerry also oakill and that's true that wasn't on there either Pearson which are all which they also do law enforcement services for and they are cities that's correct part of the 16 municipalities so I'm not asking for for any type of commitment to a contribution I'm merely asking to have it added to a future agenda for discussion that's all and if I'm I don't know if I'm still hot here I was just going to say no because I the city of the land you know we have a a big problem here with the homeless issues um right in the downtown historical business district and so and I'd heard the so I'd like to have them look into whether all the people that the city of uh Delan Police Department are being accepted or how that's going down so yeah I just I agree with you mat I'm done thanks no good questions okay so the motion on the table is to is to bring back at a future meeting just a discussion what's happening with homeless shelters who do we send no commitment for money um we could wait for a formal appeal of money from the this the city but um the request here is just to uh kind of preempt that find out what's happening so we're prepared Mr shman yes sir yeah I think it it's morphed somewhat from originally was said so I don't have a problem with any of the council members saying hey give me data on what's happening there I support that um so the it's and I think the it might have been a little bit blurry in the beginning maybe at least for me as to you know were we trying to make a official request or not I think any official position should come through official channels but for all of us any of us to ask for information I support you all the way okay thank you then all in favor of the motion say I I any opposed and you get it 7 to zero thank you gentlemen I appreciate that and like I said Just for future discussion um other than that um Ben I have to say this I wasn't going to say it but uh uh I don't bring a lot of things to our landfill I had to recently and I want to tell you what a seamless process that was awesome yeah I'm I haven't been out there other than when we had the meeting out there that one time but they actually go through the process and bring stuff I know it's it sounds trivial but I just want to commend you and your staff phenomenal job very helpful uh the signage was was there was no way if you got lost on there you just don't deserve to be on the wheel of a car so but uh thank you very much for a job well done and happy birthday all right thank you that's all councilman Robbins thank you chair just to reiterate a little bit what uh councilman Reinhardt said said uh in uh regards to the uh Beach toll fees hopefully nobody took that personal um but I I to you know we all represent different um walks of life and and and it's very diverse County I one of the largest or the largest uh District in in in the county and uh you know when I just like many of y'all U see some of the impacts that we're having just with the economy now um just so folks know where where I where I stood um I just didn't feel comfortable at the moment with uh so many indicators there that things are not just going south they are South um and I just wasn't really um uh willing to make this gamble cuz I wouldn't make this gamble with my money um I wasn't ready to do that with for for my constituents and I just wanted want to give it more time till after election to see if there was any sort of Market correction or um correction whatsoever but uh it will have most likely my support in the future if it is successful that's it thanks councilman Santiago thank you Mr chairman um uh shout out to Cyrus and his team I guess avell is expanding they continue to do a great job over there at the airport um and then the announcement that's coming tomorrow you know it's it's looking I don't think the jury is still out but it looking like the Investments that we made recently that were some tough decisions for many of us here or all of us um but um they're they're they're making lemonade really nicely over there and doing a great job so I just wanted to do that um and then I I wanted to talk about a little bit about uh you know our partner cities right and it reminded me of a conversation I I or statements I made here maybe about a month ago or so um regarding other cities and their success is our success Troy you stole my line today I want you to know that I'm going to copyright that um but I think originally had said it regarding Daytona and I think today you said it about Pon Inlet and it made me think again you know we're having some good stuff happening at the uh Ocean Center and it it it's true I mean we we have tourism throughout our County but the majority of it is on the east side let's just just be factual about it and it is an economic engine for us and I I just want to throw the idea and I'll keep bringing it up occasionally until we figure it out maybe maybe after the first of the year but I want us to take a serious look on how we're able to partner with willing cities that want to improve that that environment over there and parts that we can play a part in to help that economic engine uh Prosper um you know I think we all can identify areas where you'd like to see Improvement um within that some of it is within our purview and some of it is with not but I think as the county we should have some mechanism in place I know we have our three tourism authorities um that are doing their own job to represent their areas but I think we we're missing the boat here to not find ways to tap into the potential on the east side um and how how we come about that I don't have the answers I think we should find ways to bring people together to look at the big picture in the long-term perspective for that economic engine cuz it'll help all of us so I'll bring it up again and maybe with better ideas later on in the future um and then Ben you're getting a lot of love again today good job man um but today on my closing I want to recognize all of the other department heads happy birthday to all of them so thank you Mr chair thank you uh councilman Dempsey okay councilman Johansson I'll take T Don's time thank you very much chairman um we kind of had a a a very pointed oneon-one um discussion during public comment this morning uh that that we kind of questioned and Mr Kent brought that up a few times you mentioned First Amendment but uh I do believe in our um in our agenda right up front in public comment it says all comments sh be directed to the council as a whole that clearly was not to council as a whole that was to the district 2 representative um uh and and I I got the First Amendment but but once we put our butts in these chairs we are a collective body we can discuss our differences as this Collective body of seven minds but but we are one team up here we are not set individuals and Mr chairman I'm just requesting that you consider stopping that that was not a council vucha County issue that was a lady against a council member in his private capacity and and you you see it in the city's too and they try to stop it and then you make the front the the front page of the newspaper or maybe the front page of the local but there's a time in a place and I I don't I don't think that is for this uh it's a different place that that that needs to be covered and and it apparently was uh in the courts so uh uh I understand that that the lady was a little bit upset but if you're going to be upset be upset with Council not one of us and and if it is one of us we're still a council up here um somebody else mentioned in public comment that uh Port Orange annexed I think it was the area tamoka uh T Moka Farms um I I just want to know unless I'm wrong Mike and Russ uh that that cities don't go around arbitrarily annexing people uh uh annexing is done at the request of the land owner correct yeah so so if there is an involuntary okay have we ever done it or is it a matter that's very it's it's almost like eminent domain we want to stay out of that business it's not used routinely right so so Port Orange Annex yes Port Orange accepted the uh land owners's request and annexed and and there are reasons to do that there are reasons not to as as the person mentioned but I just want to be clear that that City by and large AR aren't going around annexing people for their advantage uh the other thing I want to bring up is is that we talk about no development I don't want development I don't want development and we look at the developer and say how dare you develop how dare you ruin my beautiful fuchia County but I want people to consider something uh when it comes to uh property rights if if if somebody who who owns 160 Acres right now they bought that property for one of two reasons probably to farm or to grow cattle or something like that or for a future investment a future investment isn't to sell it to a another Cattleman or another uh uh grower probably um uh and and so when those people sell their property or own their property I I think there's a reasonable expectation that when you look at the uh future land use that probably or could very well happen to that that property so I I think I think there's a little due diligence we do when we when we go out and and buy property in the vicinity of of 1,500 Acres of nothing on your you see five or six or seven cows on it don't don't wonder know what that's going to be in 5 10 20 years um we're talking a lot about about City and and and County coordination uh this has always happened I don't know if it's getting better George uh and and staff um but in my previous job I I got to hang out with all the other city managers and the county manager um and and I thought that was kind of collaborative we were agreeing and disagreeing doing things but but and and it may have happened before Co but I noticed during Co that all the department directors start and and in the right seat on the bus and I think we need to Jumble it around a little bit more but but we're making progress so um I I very much appreciate that um the only thing that we do do it but we don't do it officially Mr chairman I know it's harder than heck to do but I think and I've been a little remiss in this I think we need to spend a little more time at Florida League of cities and League of counties meetings and and continue to meet with our fellow electric officials formally and informally with Florida Le of cities dinners are are networking um but the Roundtable of elected officials we ought to be doing stuff in that meeting and I'm hoping we can move forward and work with the cities and get things done uh when I first got here in 2015 15 there were there were a couple subcommittees that really got things moving uh they may have failed at their Conquest but at least they tried and I think there's Merit to that moving forward um I tonight we had a little negotiating from the from the Das um as a previous city manager I don't I don't know if that's the smartest way to go if we open up that door then then we might as well let Janine go for for an early retirement and take care of some uh contracts ourself um I don't mind I don't think I mind elected officials uh uh weeks before as soon as we hear uh or or smell a little bit about a contract coming up that we go look get an extra 50 grand out of them or whatever the case may be but um uh negotiating contracts uh via the the dis I think will start to the world will get around and and and we'll have a lot of legal people here showing up with the vendors uh when we're when we're doing our uh when we're doing our final contract uh uh vote uh I prefer to leave that to staff and and with our staff uh with our staff meetings um to the public that talks about not I I want the public to know we're not trying to spend Echo money we're not we're not trying to get rid of it we do have a lot and we are using some of it in big chunks but I I don't think this Council and staff is like let's get rid of some of this money so we can get more there have been some projects that that have been ly andow that we haven't been talking about that we're now considering and we changed the rules to that I think by and large we're we're being decent stewards of echo money um but but what I don't want to do is start using Echo for operational I don't want to use it for reoccurring expenses um and and the other comment and I I kind of used to believe this when I was in Port Orange tud is that cities some cities are donating or or or uh they don't get a dollar for a dollar put into Echo um but but then I came up to the county and realized that that I'm a Port Orange resident I give a dollar to Echo and I don't get to use my echo dollar and Port Orange but I get to go to the door leaper preserve whenever I want the Deep Creek preserve whenever I want I even come Westside down in in deep to enjoy some some Echo money over on this side so we do did get to enjoy it you just got to get off your bike and get in your car to to come and enjoy it um so I I think we do get to to enjoy every penny of our Echo dollar it's just not right in your backyard and I think it's very important for for East Side folks to come to the wests side and down if you want to come to the east side I'll take you to the beach I don't know if don't wear a bathing suit but I will take you to the beach and and uh um uh and you can come and see the east side a little bit but uh I think it's important that we realize that that regardless of how your Echo dollar goes into the coffers it comes out and you get the benefit from it the whole dollar that's all I have thank you thank you uh Lyn Flanders I hate to do this to you but could you please come down I really don't hate to do it to I just don't want to discourage you from coming to Future meetings while you're on your way down I I'll just say real quick uh uh give a little um gratitude and thanks to uh Cyrus who couldn't be here today for this meeting or or tomorrow he had a an obligation that he needed to take care of uh but this Council voted for to have a a a v come to Daytona Beach Airport and we got some criticism for it I think everybody on this Council has a high level of trust for sirens and and I don't question that at all um but Cyrus used aelo as a as a proof of concept and it worked and so now we're recognized um all around the country um as we're a destination our airport is a beautiful airport it's easy to maneuver and um he hit a home run with aell and and now they've gotten through a uh uh uh an issue with with airplanes their reopening routes but it is taking us to a announcement tomorrow that will truly be historic and I want Cyrus to know if he listens to this later and not just Cyrus but his whole staff everybody works together which is what I wanted to tell you thank you for coming I had to pleasure of meeting with you and your staff uh two weeks ago at the at the Ocean Center um it we met with a couple of promoters and mostly steel workers and riggers an interesting crew and one of the things that I heard of George this goes to you and and to the birthday boy as well the um everybody that goes out to The Ocean Center sitting right across the street from the ocean is amazed at the maintenance on it and how well we have taken care of it and what good shape it is that's not in question um what we discussed was how how the Ocean Center we've put a lot of upgrades into it what needs to be done in order to get the um musical acts that this Council has asked for what I wanted to tell you is that you had your staff so ready they asked really good questions penetrating questions they presented some stuff um and it impressed that whole group and that group we we need you're going to go out and find people but we need their help as well and they feel like they have a worthy partner now at the Ocean Center not that they didn't before but there's no doubt in their mind and so you you need to get some recognition for that I wanted to thank you publicly I I think I don't even remember the comedian's name but it was a was a record number of seven or 8,000 Bert kryer yes what was his name Bert kryer yeah so and Troy mentioned parking 30,000 beer sales were 100,000 I mean concession Sal concessions yes yeah 100,000 just just think of what can happen when Chris Stapleton comes the beers that'll be 200,000 so um thank you for what you and your staff are doing please let us know what um help that you need from us but you're running a tight ship over there there and I know you're keeping it full besides entertainment but I think the community Prov that they will support entertainment events um at the Ocean Center as well thank you a great man my daddy once told me that if you ever see a turtle sitting on a fence post you can be rest assured that they did not get their alone so it is a team effort led by George and suzan and I thank you all for your support um I've been here almost a year and it has been a fast year and I just appreciate all the support that you all have given me and the confidence that you've shown so thank you you're welcome thank you and please come back to Future meetings um George a couple of uh quick questions um um we're redoing East ISB that's a major job F dos redoing A1A which makes it even more of a major job and it's disruptive down there what is the status of and I'm not clear exactly how this happened but I think there was a request for a sign on ES East ISB so that when people going to the beach approached it uh it would say turn right um and it needed to be before the approach uh enough that they would have time to change lanes cuz what what's happening right now is everybody's turning left when they see the the approaches closed and the businesses there the concessioners on the beach are are struggling is it do we I think a private person said we could put a sign on their property before Grand View or what's the where does that stand what's the reality of it well first off you got a couple things going on like you said the Department of Transportation and all everywhere you're talking about it's A1A and ISB that's their domain they control what signs go out there in the right away usually they put up signs and I think we've requested more signs uh to help uh identify businesses that are open uh Jessica do you have anything to add to to that good afternoon Jessica Fentress Coastal director of fuchia County we have a variable Message Board which is a standard uh DOT construction sign that is at the intersection of Atlantic Avenue and I East ISB there are also signs in place uh within they are attached to private Monument signs heading East on East ISB and there are also signs attached to private Monument signs heading south along Atlantic Avenue south of ISB directing people to Silver Beach we've done a review of the entry data specific to the time um when we closed I SB through the most recent data poll was Jan or July 31st Beach entries are up significantly across the entire County Beach entries at the adjacent Beach ramps are up significantly uh 30 40% um we're not seeing a decrease in our beach patronage what we're finding is what we expected that the beach patrons are going to go on the beach and they're going to use the most convenient access points as with this one being put out thanks well I'm glad toar here that is the um so I think what I just heard you say that the sign is there's more than one sign there to direct people of a closed approach yes and we've also allowed the businesses along East isv to set up whatever signs they deem necessary um on our construction fencing if you sit at the stoplight at ISB in Atlantic Avenue um there's T-shirt shop signs that are affixed to our project perimeter gate there are also I I think the pizza guy has a sign that's also available as well we've allowed them to put A-frames out at the intersection we've right we're open to all operational uh considerations that come recommended to us okay good did did we end up having to close both sides of East ISB or just one lane open no sir the plan has always been to close all of East ISB while construction is happening so that we can try and get the ramp open as quickly as possible if we left one lane then construction duration would be longer and then we would be completely out of cycle with the project okay I think there was some misunderstanding about that with with vendors can can you do anything to stop the rain so we can continue construction the rain does help you with fires so that's that's true um one other thing along the same lines that you you may be able to help us with the um some of the concessioners from uh East ISB North to um probably the boardwalk um are are suffering from uh lack of patrons they what what they've what they think is happening is that cars are are going all the way up to seab breze and then heading north and so they're hurting um I'm wondering if there's anything we can do with those concessioners to help them through a a hard time we only have one we only have one concessioner all right and and she has the ability or they have the ability to move the their people wherever they see fit within their uh structure that was done on purpose it's the way you know so we got one company that manages uh that particular area uh so they're free to move uh those people to wherever they feel that they could have a competitive uh Advantage um but that's was again the the whole thing was structured with that in mind and knowing that things could happen uh in a given area that would change uh traffic through the years so that that's been contemplated in their contract and they uh are free to move those people wherever they see fit um to accommodate maybe new patterns or new areas where there might be people as we say there's more people down there it's it's really up to them to figure out where they're at and to put the concessions uh where they're needed um have they contacted you directly well or Jessica or they've contacted yes us directly okay and uh and we give that message back and you know and again it's uh you're into a season right now when we know that the weather is uh definitely uh out there and uh we have worked with them through every storm season that we've had and they've used force majour and if that comes along because of a storm then we'll be happy to work with them should that happen but this is not covered under that this is actual uh patterns on the beach and uh they're going to have to adjust and again we'll wait to see how it goes uh if we get through the storm season and there's no issues that's one thing but I there could be issues and then may be a better time to address uh and any um concerns they may have when there's actually an event that causes it okay all right that's all that I had so if you indulge me one second I forgot to mention also Friday is uh the grand opening of the Dand uh SunRail stop and there'll be a ribbon cutting my understanding I think around 10 a.m. I think people are invited certain people invited to take the train from DeBerry uh on up here to the station but uh service will begin uh this coming Monday uh
