##VIDEO ID:EIoVRgmGQns## [Music] [Music] [Music] [Music] [Music] [Music] [Music] [Music] [Music] [Music] welcome to the vucha County council meeting the meeting will begin in 10 minutes [Music] [Music] he he he welcome to the vucha County council meeting the meeting will begin in 5 minutes for [Music] [Music] B [Music] [Music] [Music] [Music] welcome to the vucha county counil meeting the meeting will begin in 2 minutes [Music] [Music] [Music] [Music] [Music] [Music] [Music] [Music] is everybody here we will we will call this special meeting to order at 5:00 p.m. December 19th if uh everybody would rise please for the Pledge of Allegiance Pledge aliance to the flag of the United States of America and to the Republic for which it stands one nation indivisible liberty and justice for all thank you chrisa would you call the role Please Mr Robbins here Mr Santiago Mr Dempsey Mr Johansson here Mr Kent here Mr Reinhardt here Mr Brower here we do have a quorum and this is a uh special meeting dealing with one item do we have any uh requests to speak from the public no sir okay thank you the request needed to be about this one item so Mr Brower it looks like Mr Santiago is now um joined the meeting virtually and I believe we would need a motion and vote to include him motion to approve in order to be able to vote SEC second who made the motion Matt Reinhardt Mr Reinhardt by Vice chair Kent all in favor of having councilman Santiago participate virtually say I I any opposed okay got that taken care of can you hear us David Santiago okay yes I can okay good uh who is going to present the item I'm going to have Brad bball and thank you everybody for uh being flexible and and coming in on this important issue I really appreciate Brad yes sir and I think that we've had a lot of questions on why you know the the special meeting why didn't we and uh the data is new so as your last meeting our team engaged with shimberg for about the last six months and have developed a strong relationship and they felt that um we were not going to have a surplus like last year but then the data changed so that's why the special meeting um many of our stakeholders asked me that question so I think it's important to just um get out there but um you know what this this doesn't mean that the council has not been focused on affordable housing what it means is that and quite the opposite is that we're focusing on the biggest need in our community which is that 80% Ami and Below um what this report tells us and it was our asking we have always felt like we've had a surplus in the 80 to 120% that's why we asked shimberg to separate us from Flagler County last year they've done that what the data indic indicates from shimberg is we have about um 19 or 1,912 surplus of units in that 80 to 120% Ami these are really market rate AP Apartments they're not um you know when we look at the data so I'm here there's a PowerPoint you've got my memo that was part of the agenda item here to answer any questions the council may have thank you uh questions for Brad or anyone else uh councilman Robbins thank you sir um if there's no questions I'd like to uh make a motion to exempt blush County from the requirements to exempt property taxes for certain affordable housing for those rented to households who earn between 80 and 120% uh as presented thank you okay we have a motion to accept as presented second second by Vice chair Troy Kent any uh discussion there being none uh probably everybody up here has asked questions I know I asked mine of staff and got uh very clear answers that this would not hurt our affordable housing program and um so this is uh this is good I'm I'm glad we're here tonight to do this so all in favor of the motion say I I any o opposed I was that for or against you you have a delay uh councilman Santiago for for the motion okay motion passes unanimous 720 and Mr chair chrisa confirmed there was no public input submitted to speak there was not okay that's uh our entire item so if I could get a motion to adjourn we have a motion to adjourn by Matt Reinhardt second by uh councilman Robbins all in favor say I I and we are adjourned Merry Christmas e
