for a presentation in ever this is great so congrats this is awesome uh I'm going to inser it over uh Mr Gerson and Mr Morgan thank you very much good evening on behalf of the Bells Elementary School Community as you can see we come in numbers I would like to express our sincere gratitude to superintendent Dr Eric hibs director of Elman education Gretchen Gerber president Ralph Ross and the steam members of the board of education for affording us this opportunity to highlight one of the many exceptional initiatives underway at Bell School Mr Morgan our curriculum supervisor will explain the alignment of the wit and wisdom curriculum with the fourth grade standards subsequently our dynamic duo of Miss natal and Mrs Chapman along with assistants Karen Taylor and Miss Marie Pierce will unveil the 911 Towers project a collaborative Endeavor that has engaged their students in a profound learning experience culminating in a finished product that each and every student can rightfully take pride in as their principle I'm an I am extremely happy of each and every one of the young boys and girls here this evening and those that cannot be with us Mr Morgan thank you Dr Gerson and I too I'm proud of these Rockstar teachers in this great class as well Round of Applause before we turn it over to them to put the show on uh the opening module in Wht and wisdom curriculum introduces students and the program to core elements of creating a love for reading with a wonderful supportive inclusive classroom that they create through the story fireboat The heroic adventure of John J Harvey Mr tal and Miss Chapman guided the students in exploring themes of Courage resilience and the power of community students practice routines like think pair and share and they use their notice and wonder strategies to build Independence and strengthen their skills of text analysis and discussions they also completed a collaborative research project with a comprehensive writing piece deepening their knowledge and confidence as young thinkers and writers the project only Builds on a strong foundation for future language arts learning during the school year but it also smoothly transitions into module one a great heart where students will explore what it means to have a great heart Miss N Miss Chapman so thank you for joining us um so here is our September 11th hero project in a nutshell all right so if you're wondering how we honor the heroes so every September 11th the um country remembers the anniversary of this sad day in history and as adults we're faced with the question of how do we portray this to young children so we begin our project each year by reading the book fireboat The Heroic Adventures of the John J Harvey as well as other text boys and girls please step forward just to build our students knowledge where they're able to ask questions and have meaningful conversations so we begin by saying then we begin by saying what is a hero and in the eyes of a 10-year-old they think Batman Superman and superwoman but they soon learn they soon learn that a hero can be the person that is standing next to them so we begin by gently touching on the tragedy that occurred on September 11th and we send a letter home to the parents and we tell them what's we're talking about in school and if students have other questions outside of what we discuss they can talk about it further at home and from there the students are placed groups of three or four and each group chooses a rescue dog who they soon learn work tirelessly to find survivors they choose a service person and a civilian who selflessly put others before themselves and save many lives so search and rescue dogs like oh can you go back please um passengers on flight 93 firefighters police officers and [Music] civilians conr as you can see we can we are all wearing red bandanas to honor Wells kther we learned that Wells was a hero on n 11 by going up and down many flights of steps to save others we want to live our lives like Wells by becoming role models to younger students being kind and generous so once the students turny that again so once the students write their paragraph We the constru begins on the boxes so as you can see the boxes in front of you they write their paragraph and we find pictures and we um you can see the beautiful work right in front of you actually talk about traits of a hero we can go a couple slides it's just and this is the final product but we thought we'd bring the final product to you um our students are very proud of their work and everything that they did and was a great Community builder for our class in the beginning of the year and they know so much and it really ties to our next module about being great-hearted and we would like to thank Jeff and Maran Novak for graciously donating the boxes that we use to create our Towers this is the 13th year we've completed this project um their daughter Kimberly was a student of mine back in 2012 2013 and the Novac graciously donate the boxes to our students every year to to make our project possible and before we go we we did um video our class singing for you so if you for the most patriotic School I've ever seen yeah and I I know this is just the beginning I know uh Mr Gerson you have your Veterans Day thing tomorrow too and I I had the honor of going to that last year and man if you want to have a patriotic feeling just go there to see their Veterans Day uh tribute that they do unfortunately this year I can't make it because of work but man I've never seen so much red white and blue and kids with patriotism it's great to see it's awesome you want to tell them now okay we're going to take a break now so that the students and all can exit this is this is the something for correspondence I'm sorry I said I have something for correspondence okay just want to remind everybody that any correspondence to your board email needs to be forwarded to Lori and documented as correspondence we have a lot of correspondents um some hit our personal some hit our board but either way we have an obligation to make sure that we report Ed as correspondence period so I just want to make sure that we all do that CU we should be doing that and then on the agenda we should be approving correspondence in full and I think a lot of times a lot of things aren't on here so I just want to remind the board we have to report it when when they're put on here under correspondence is there a reason why there isn't an attachment because I didn't even know there were correspondences maybe because I'm old isn't there usually an attachment to anything you have to actually push on C respondents to see it usually I always push on things that have the attachment next to them all correspondences are listed on the board packet the Friday board packet they're all on there for the public does everybody in the public know that in order to see the correspondences there isn't an attachment if I didn't see an attachment and I was in the public I wouldn't even click on the things that don't have an attachment for years I looked at um correspondence or the agendas and usually there's an attachment little piece of paper there where you know that there's something on there but there isn't one of them for correspondence so I don't think we make the correspondence linked it's it's only for for you but we list the correspondents on on the agenda so but the public doesn't see them no cuz I thought I saw them I look I thought I saw them I don't think they're on on the public side I I just want to say I think in the past we can I want to believe it I'm just making a point to say we have to report correspondents but just take a look back because I think we used to I don't know if that if the public viewed it or not we used to list correspondence and approve I'm not sure we could look into it I just want to make sure that we're reporting all correspondents period whatever it is what you want do I don't know if if this is I don't know if my computer is different from what the public has when when I see correspondence and I click on correspondence up comes emails dated from who I don't know if that's what the public can see too am I the only one able to see it as a board member uh it's under under public content right now are you looking it's under what it's under public content so they should see the list correspondence number two yeah up cops email stated Ron lucarini Ron luar one through 1 through 14 Connie 1 through 14 yeah so does the public get to see that yes okay so I think the Pat is saying that if you notice under letters of discipline approval of the minutes there's like a little page all right because if if we actually stumbl on it correct Pat we didn't even know that if you clicked on it that would come up we were looking for the little page what what I guess what we're saying is was that an oversight that that little page isn't there so the public knows to click on it because if you don't see a page you may not even click on it no I I don't think we if it looks like there's a little page There's an actual attachment attach yeah so when you click on correspondence there's no attachment but you can see it's typed in the notes can we make that as an attachment so people would would be able to click well it's under if you click on it and look under public content there could there could always be items listed there without an attachment I I think what you're asking is is it the will of the board for us to live all of these as an attachment you mean include them as an attachment as an actual physical attach that's I just want to make sure we're documenting it I don't care about that we have to document it as a board everything that comes into our board account email we have to do that that's it only to me okay you could include them if you want or otherwise they're all operable obviously anyone could get access to them andest them you know we could save a lot of money uh in terms of oin I was going to ask Ari about that maybe we're at that I know that the law has changed with that and the reason why I bring it up I saw on one month's bill two people doing an Oprah that cost us $2,000 so if if Dr hibs if you're saying we can actually list these emails rather than somebody open it we won't be we won't be spending more money I don't think okay people could see these and say I want to open them all and then we got then I I I don't I think you can do whatever you want but I don't want to please don't think that I'm saying that you're going to save money because just because there's 14 emails here I mean we get opah requests almost daily that go well above and beyond anything on this list comp can the solicitor explain I thought that districts could now charge when people are asking for op request what what's the new law there are districts do or or your your districts do have the ability to charge I could relay the specifics of that law to you um whether or not we've been charging I don't know it's specific to each individual oppra request I'd have to go back and look um I generally personally don't handle the OPA request I could get that information for you though for sure are we charging for oper request most case most of the requests that we get we do not because if you're if if you're opal requesting a document and most people request them electronically if it's a document we already have an electronic form we're emailing it to them if someone requested pages and it was you know hundreds and hundreds of pages we could charge them per page and considerable time to redact that sort of thing but I don't know if this is something we'd have to bring up in policy let's go back to my example there was an oah request that was enormous amount of pages we paid the attorney $1,800 for the one person's op request in a situation like that maybe maybe we need to talk about a policy that we are going to start the charge to offset these these costs that we're spending to the attorney I I think what Janine is saying and I could look into it further for you that when we have the legal ability to charge we do but based on the specific Oprah request and all Oprah requests are different obviously we don't always have that ability as a district to charge so I think it's it has to be taken on a case-by Case basis I could go back and look at the ones you're referencing because offand I have no idea yeah I I can I can give you that information okay that's fine we also kind we don't want to really limit ACC Jim Jim your mic your mic sorry we really don't want to Lim the public access I I get the cost but that's just the cost of doing business in government um we shouldn't be making it harder for the public to see our documentation I know it cost us money but I mean they've already you know the new legislation that went back to watching in September um that already kind of clamed down on the uh the over walls and I think was a little bit you know cut transparency and I don't think that we should be limiting their access but honestly the Harry Potter I was here Saturday with the cast for one of their dry Texs and I can't say I wasn't doing one of these through the window and it just looks absolutely unbelievable so 7 o'clock Thursday opening night 7 o'clock Friday 1 o'clock Saturday awesome thanks St any other old business Connie yeah uh Dr hibs I know I had asked you about the teacher in charge we had taken the teacher in charge out of the budget and last month we approved the teacher in charge at um I guess grenlock grenlock school and I'm just wondering is that the only one we're doing or we bringing others back what where are we with that teacher in charge I gotcha um okay now now I think I understand your email so next time Mrs Baker just please do me a favor please include that information in your in your email which you did not do I'd really appreciate that that way I could have looked into it fully um Gretch micone we can hear you the charge not reew at the element still yeah it is yeah then we need somebody OB be able to cover I was just wondering con con if we're talking about a specific employee we can't do that I I don't know if you're referencing a position generally or specific employee but if that position relates to a specific it's not something we could talk about publicly okay well it was one that we uh approved last month well we could I mean we could vote on things that have to do with that publicly obviously but you can't discuss it publicly all right uh about the position then uh at the grenlock turus you can't do that he just told you you can't do that saying the position relates everyone knows the employee is that the only one that we have and I don't want everyone that's the only one we have yeah and I again just just for transparency to understand and I I don't like these conversations but you you sent me a list list of questions right and didn't include that part of it you you sent me I I responded back to you and said that they were not included in the budget I think Gretch I even called you in the car while you were driving to make sure that I was speaking accurately but had I known that you wanted a specific piece I would have I would have gotten that for you and then of course we can't talk about individuals at the meeting ju just to clarify the six for the budget so students take care of principal's not there okay any other old business all right uh our student uh board member CI you have anything for us yes okay um around mid October we had Devin Wyman who is a former NFL player come to Washington Township Schools to speak on appreciating differences in others accomplishing goals better in yourself we also discussed at the high school superintendent cabinet with Mr Anderson and Dr Hibbs we discussed implementing grade level service projects and the current success of the cell phone policies Bell the bell and at the high school Mr Anderson's bougie beverages initiative has come back and forth swing in October which is an incentive and something to look forward to to students for good behavior K could you sorry could you just comment on the if you're prepared on the bougie beverage program that Mr Anderson heads up so Mr Anderson has a program at the high school where he sends out a form in the beginning of the year and students are able to write down a beverage of their choice from Starbucks waah something like that and then every month Mr Anderson picks a few students and teachers as well staff um that get their drink of choice through just like a random generator that's F thank you Mr Anderson great job thank you thank you I have a motion to open to the public on agenda items only move all favor post any cards okay who is this Nicole okay Nicole Nicole hi um I saw on the agenda that you have School Safety and Security plans um I don't know if this is a board decision or a superintendent decision but um a few years ago I had asked about cameras in classrooms um first at that point it was told to me it was a money issue um and then more recently I had brought it up again to somebody in administration and I was told that first I was told that it was um um a violation of privacy um but they're on the buses they're in the hallway they're in the gym they're in the cafeteria they are everywhere that students are except the bathrooms and the classrooms so it's all the same kids on video anywhere else that they go throughout their day from the second they get on the bus so when I kind of put a dead to that theory then the next thing was well the cameras and all these other places are not um so much for recording students they are just for safety um safety concerns happen in classrooms um just recently we had a safety concern with my daughter she has a whole bunch of bruises that are unaccounted for um it had to happen in the classroom so uh my daughter can't talk and in these special ed classrooms that you have a bunch of kids that don't speak um my daughter was also brought into a class room after school hours with two denovi staff that don't even work for the district alone and they were men she's 11 for8 minutes and everybody thought that was fine that's a safety issue um so what do we have to do to get cameras in classrooms um if it is a money issue Connie had just mentioned that you paid $1,800 for an attorney for an Oprah request um there's a lot of money that's in the district somewhere um that if we were in compant and there was so many lawsuits and people operating things maybe they can go into cameras in the classroom um there are a thousand reasons why even in gened classrooms if I was a teacher for my own good I would want everything on video police wear body cameras for their own safety you can't have a student say this teacher did that said that video does not lie I've watched a million videos I've just recently requested another one and I was told that I can't it's in the gym extra icular activity unless it's for a specific purpose uh no but I did find a law that says I could watch it um so I'm going to request it again and it is for a specific purpose um and as a parent of a child that can't talk I unfortunately my experience in this district is I most of the time can't rely on people to tell me the truth um so like I said video doesn't lie in the classroom um the one place where there's no video is the things that the most things can happen if something happened throughout her day I could watch it anywhere she spends her most time in the classroom she makes the most progress in the classroom I want to see these things and I want to make sure that if I request things in her day whether it's extracurricular activity in the gym if it's in the lunchroom wherever it is if I request a video I don't want somebody to tell me no I want to watch the video because she doesn't speak so just like she gets a fair education like everybody else every other parent gets a fair education by their kid being able to tell them things so I want to be able to watch videos and if something happens in her classroom I want an answer if something happens anywhere while she is in your possession I want an answer and the only answer that will give me the truth is a video so so far she is videotaped from the second she gets on that bus every step she takes in this school district except when she's in the classroom so what do we have to do whether it's from the board the admin what do we have to do to get cameras in classrooms thanks I mean I would defer to ER I add my insight into that but I don't know that's the teacher I there's there's a few concerns here um first off student safety is Paramount for sure um and if there's any allegations I want to always make sure any allegation of wrongdoing um please bring that forward and we'll be happy to look into that I I the comment about the denovi people if there's if there's something that you think happened there or didn't happen there I'm not sure if you saw that video but we can I know you want to meet we can be happy to talk about that but please let us know so we can look into it um so with with student safety being Paramount um there are absolutely Union issues that would have to get navigated here um correct you know there there is also a supreme cost and there would also be uh infrastructure issues I'm I'm assuming talking off the top of my head I don't think that our system could handle all those classrooms and we're talking hundreds of classrooms um which is just so much data um I mean so could it happen yeah does it happen in anywhere that I know of it it does not uh typically there's there's languaging contracts that says something to the effect of you know we don't want you know video inside of classrooms um which is why typically it's it's kept to the um the same places misin that you talked about you know the buses the cafeterias the gyms because while those are sometimes are instructional spaces there's a lot more that happens in those areas um sir yeah I mean Ju Just to tack on to that in the few districts that I'm aware of that have tried to do that it's become a massive fight with the unions um who fight tooth and nail to keep the cameras out of the classrooms to be clear I'm not saying that that's the position that your union would take because I don't know but that that's you know that's an issue in the few districts that have tried it that I'm aware of yeah what what can we do then so obviously Nicole wants cameras in the classroom we can't do it what's the in between what can we do for them now to try and solve this issue for them what what can we do has anybody um that's yes not an appropriate conversation for here right no definitely not for here but it it I I would just generally speaking Yeah we we've assisted sure we so here's the best way to say the superintendent aware of it right now you know it will be addressed not not in a public meeting regarding this G you me regarding supporting Mrs Leni sure yeah I I think that you know both Christina and Annette have done nothing well they've done a lot but that's been a huge part of what they've done you know throughout this entire year that's it yes sir elen Clancy hi not to pick on you um I could hear her speak clearly um I don't know if your microphones need to be adjusted or that when you're talking to each other that you move your microphone so that we can hear because a lot of you we can hear you and um you're supposed to be open to the public so that we can hear you so some of you are are good with doing it some of you have your speaker here and you turn your head we can't hear you so please make an effort or have the speakers adjusted because you spent a lot of money in those speakers thank you Jennifer George hi good evening I'd like to take this time to ask Dr Hibbs and this board to acknowledge and investigate the mistrust that the parents of the most vulnerable students have are the our special education students this is over Staffing if ISS ises obviously over the past year the budget crisis was the straw that actually broke the camels back in special it these voices of concern weren't new it was just when it came to money more people were tuning in and attending board meetings and listening to what was going on as a special ed parent I've realize that because it's in the IEP in this District doesn't mean our district wouldn't Gamble with what they can to fail to comply with it maybe a child is communication impaired and that's taken advantage of it sadly feels that way to at least some of us the fear of retaliation on an employee or even making things harder on a child and a family member for advocating are worrisome for many I'm here speaking because I took the time to listen to my fellow special education parents so if not me then who to get up and speak for them and who's going to help us if not you then who I ask this Administration board members even budget committees to sit down and listen to us special ed parents I think you would be enlightened on why the parents have been so vocal and so upset for so long I think it's time to take accountability when it comes to support staff and hiring I thank you for all the positives in this District that I have for both of my children I have a graduate of Washington Township who is now in Rhode Island University and doing well but I have a son in special education that I wish I could say I trust this District to have the best interest for him now I feel out of all of this turmoil of this past year it's time for us to all work together and come up with the best solution for these children hi Jen thank you for speaking I I'll be happy to talk to Annette and Christina and they'll be happy to contact you um but I I will say this publicly um retaliation is not a thing here that would ever be T tolerated under me or any of the leadership team uh that is just something we do not do to children or to parents in any way shape or form and if you have anything that you want to talk about with that please let me know and we'll be happy to address it but please understand that we we are here to educate children and certainly not to retribute against anybody for for a grudge or anything along those lines thank you okay treasure Collins Patty Collins thanks that's what I wrote on the card um I have a daughter who is very much like Nicole's um in that she's severely cognitively impaired is non-verbal and has limited communication using an AAC device which is basically for those of you who don't know it's an iPad that she has um that has pictures to communicate and she tries to string together sentences and part of those sentences it's very limited it's what she wants to eat she wants to go to bed communicating wants to brush her teeth she has very limited communication she can't come home basically and tell me what happened in the course of her day she can only communicate to me her needs right then right there and in only like two or three words being strung together just to give you a little bit of background she's currently um at Birches in an empty classroom and we're making preparations for her to move up to Bunker Hill next year there's a whole lot of concerns with moving her up to Middle School there's a lot of things I've heard from other parents um but more specifically just knowing one of the issues that Nicole had just previously mentioned with her daughter coming home with bruises on her um and unac accounted for with male staff members um that's highly concerning to me and I don't know if any of you can really appreciate having a female that cannot speak or defend herself or tell me anything that's happening throughout her day so I'm terrified basically to send her to Middle School in this District now with that being said I haven't had any specific incidents happen to my daughter that would require video footage to be checked it unfortunately doesn't mean a situation isn't going to arise in the future incidents have happened and contain special ed classrooms within this District of the last few years that would warrant the need for cameras and that would help tell the whole story of what happened in those classrooms rather than a this person said this this person said this or this person said nothing and that person said nothing and nobody said anything and nobody knows anything okay should an incident were to happen in a room with children that cannot verbalize cannot communicate anything that has happened those cameras would be their voice as in any situation like I said there's two sides to every story so while you might get T details of the incident from staff in the room how does a non-verbal child or a child with limited communication get to tell their side of the story how would any of you feel knowing that something happened to your kid at school but they can't tell you the details with the revolving door of ESS staff denovi staff and even District new hires there are going to be instances and have been instances where completely inexperienced staff has been placed to work with children who require a significant amount of support throughout their day and when I say inexperienced staff members from ESS doovi or Township employee I mean they have zero experience working with children not not just special Ed children or children with special needs would be the correct way of saying it um they have zero experience in education period you're literally pulling people off the street to work with kids and putting them with kids that are high high support needs and this is an issue I've brought up numerous times to the appropriate people in the chain of command um the ones that do have experience in special ed may have have little experience working with children with with such high needs there could be one to ones that are following a kid from classroom to classroom and it contained um not in a contained setting but in a general like a integrated setting they might be going to regular classes but might have somebody with them my kid as many others are are in a specific contained classroom because they cannot filter into general population so where does it come in that you're Staffing people that are the most inexperienced in the in the classrooms that need the most experience and with that um what I'm getting at basically is that they may not know how to react in certain situations with children who have certain behaviors and that's where issues come in into play in regards to safety which is where the cameras come into play I'm not implying specifically staff to student harm in any way I'm not implying student on student harm it's just look at the picture of what could happen Okay in in a classroom with students with behaviors a self-injures behavior aggression not just towards you know themselves aggression towards a fellow student aggression towards a staff member you don't have any way of getting a second side of the story another side of the story um there our districts to use cameras to provote student stfy and deter disruptive behavior um New Jersey actually doesn't have any laws that prohibit school security cameras in the classrooms but there are guidelines and one of them is to promote student safety and deter disruptive behavior so that's something to keep in mind maybe you can guys look into grant funding or find some sort of source to put them in the contained classrooms not hundreds of classrooms contained classrooms are what maybe 20 30 at the most in this District that's got to be feasible with funding somewhere thank you you know um it's hard enough being a parent and then you you pile on special needs and then you go with the inability to communicate you know it's what I do I get it it's I can't even imagine and um I think it's defin I appreciate you coming up I know that was hard thank you I initial problem with what you're suggesting is that uh these videos would constitute student records and there are all sorts of laws and regulations that control the dispersement of those Student Records so when you have someone coming in with a camera and videoing all the other students in school that person is now taking home those videos of those students taking home Student Records put in a district that liability for uh allowing the dispersement of that so that would definitely be a non-starter okay now uh body cameras on denovi staff so can we require our external vendor who they may or may not have experience working with our special education children to to wear a body camera if they're left in a room with Someone's Child so can you explore that yes the dispersement of those videos is what becomes the issue um it's no different than you know a surveillance video in a hallway you know any parent is not entitled to do that without a court order um it really is the same the same issue you're going to come across yeah and and just I just want to thank you ladies for speaking um I I just want to I'll never discount feelings but I I don't want anyone to walk away with this thinking that we're not hiring people who aren't properly certified that we don't train you know noi staff are all certified they are very well trained um you know our assistants are trained you know both specialized and and ests so I I just you know I just want to make sure that you understand sometimes it is very hard to to hire people this is a very tough environment to hire teachers absolutely but you know everybody that we hire is is properly certified and just a clarify I'm not saying whether cameras you know are right are good or bad but the point is the conversation needs to be had so I vote no to something that's been a standard practice right so there's a cloud hanging over you know politics again right I don't want to get into what the politics were but no explanation as to why he's voting no right now he wants to put body cameras on denovi and asso IES and uh Dr hibs you could say all you want about them being certified you know the extent of the certification is you know we could carry this out as a as a as a Township we could certify people we could run the courses that they run and put our own people in there and the reason why we we use Den novian Associates is to save money that's why we use them it's not because they bring anything special and I'm surprised Mr Sano because you you ran for the Board of Education and you're against Outsourcing and that is outsourcing any way you cut it that's Outsourcing so um and the other thing Dr Hibbs you made a statement that we don't have any kind of Retribution towards people I've been coming to these meetings for the last I don't know how many years but in the last year or so I saw actual staff members teachers teachers get up on this microphone and point out kids and take retribution out on students over their politics related to their parents and they should all be ashamed and Not only was when it was going on we had board members like Mrs Baker with that you know what eating grin on our face you know condoning this nonsense so don't say there's no retribution though these kids were pointed out and at one point I think the former board president came up here Mrs kmle and she made a comment about a particular student Mrs chill's daughter that basically indicating that this girl didn't belong on the uh National Honor Society and had no right to put in a claim or whatever the heck her our comments were and then it led to an investigation and we found out there were 40 kids left off that list and chill's kid did deserve to be on there okay so don't tell me about retribution and people getting up on this microphone it's all politics with the one group and they're sitting right there Baker Serrano Blom Ralph and soon to be San U kazmo okay and there's clouds hanging over the head of all these people in relation to their uh dealings with certain members of the democratic party which will soon be probably outed as the leadership because of their shenanigans and their involvement with the schools all right so there has been retribution and in the past prior to you being here there's been retribution against teachers too for speaking out all right thank you okay no no no no no national um purchasing Cooperative so we can specifically buy from this vendor a lot of times when we're shopping around for furniture and um we're looking at vendors we just try to make sure you know if it's a State Co-Op if it's a um a national Co-op we're members so whenever we just have more options to price to do price comparisons so that's what this particular motion is so we're not purchasing right now we're just entering the co-op to purchasing that's what this particular motion is correct when it comes to making the actual purchase is that before the purchase is made so we list um we approve if if we're purchasing through a state contract or a co-op the item is listed but aside from that it's a purchase order purchase just like any other purchase we make so then you Integrity all those things and I think we as board members should do the same um so what I was proposing and it's is that we add a paragraph and this is the paragraph to add basically words to the effect that say we as a board would not elect any member to the position of president or vice president who hasn't completed the filing of their required elect forms in a timely manner I arbitrarily selected 60 days I figure that would give you enough time between the election being over and reoccurring in January has current or pending ethics charges for which the SEC has found probable cause so not a frivolous charge but one that has passed the SEC and gone through with them or has overdue mandatory New Jersey school boards training so basically you're going to be an officer of the board you should fulfill all your obligations legally professionally with training and ethically so I type this up real quick um I think it'd be good to consider it and you know open to edits but want to see what everybody thought about it we're not voting on us tonight I'm not sure that he's asking for well I guess if everybody was okay with it I could make a motion and we could do it as a first reading and then discuss it during the work session do a second reading but we're running out of time so I mean if everyone's good with it I'll make a motion that the attorney attorney has to yeah if he could conceivable that whoever challenges would have a valid argument I I don't know I've never seen a policy expansion of this sort before not to say it hasn't happened in New Jersey it's possible I suppose but I've never seen this I you know again if challenged that would be my concern I had a question for the solicitor I appreciate the explanation uh is is there an agency that deals with elect forms and notifies you if you have overdue forms that there's there's a state agency that governs that correct it's not the school board okay if that's what you're asking me okay yeah okay did what what agency is that state agency that you that you file your forms and submit them to yeah I I'll answer but I don't want to give you the wrong answer right now okay second question is there an organization or a commission that govern governs whether a board member has done something unethical the school ethics commission is that the references yeah and and that's a state entity correct correct okay is there an organization that reminds you of mandatory overdue training I would assume that's New Jersey school boards okay but all right so why are we as board members attempting to police other board members I just that's a question that I want to pose everybody here why are we trying to police other board members and and specifically what we're trying to do is handicap a specific board member from becoming president who's going to be sworn in in January so I just that that's what we're doing so I just want to know why we're trying to do that that that's your opinion that's not an opinion no that that's an opinion you're I did not print this to to prevent anybody okay right no I didn't I just think my personal opinion which I'm entitled to because yours I have mine that look up here on the on the board I try to embody Integrity I try to embody that you know uh we should be a board that's respected and transparent um these are three things that if we're going to elect a leader this isn't whether you get elected as a school board this is our board electing a leader and basically saying if you're going to elect somebody a leader they should fulfill their obligations right and they're the face of the board so if you're saying I'm doing this for one specific person I'm not I'm doing this because I think this is the right thing to do we're undermining the three agencies that were just mentioned who already handled this that's my point no we're not because you're required to fill out your elect forms you're handed a piece of paper when you fill in your when you hand in your petition that instructs you on how to file your elect forms with the New Jersey elections law enforcement commission I think they got better things to do though and run around and slap everybody who finds that hasn't done it that doesn't mean it's not right or not wrong that you didn't file your elect forms right you go and break the law right you can go into Philadelphia and steal $1,000 worth of stuff actually $999 worth of stuff and not get prosecuted does it make it right no so not saying you know and and uh this is the problem that's your elect forms all right how does this benefit our children right now doesn't how does it benefit our children it sends a message that we stand for integrity I believe that the voters just send a message I mean you could sit here and feed this guy stuff to email and all but because it's just it's comic relief for Facebook forums because that's what we're more concerned about guys follow your elect forums get your training and if people want to get us spend their own money to take this State ethics commission then that's going to be for the state ethics commission to decide cuz again as a board member is completely dismissing that a board member brought it forward for us to discuss whether we want to talk about it next session but to just ream out and start yelling and pointing that it's personal squabbles I don't know if it's a personal squabble it didn't seem like one to me but I think that what Scott was illustrating was that it is a different you know it's different when you sit in the seat as a board officer so the fact that we're putting in criteria that says hey you really have to make sure all of these things are done in order to sit in that seat the fact that we just dismissed it and I don't think it's dismissive of any of the special ed parents that came up here I think it's too completely different things right so I don't think that Scott and I don't want to speak for you Washington Township for well over 40 years proud Washington Township High School graduate um Washington Township Board member alum for 10 year about 10 years um so those of you that do know me know I'm a stickler for process and I had the opportunity to uh attend your last board meeting and there was a phrase that was mentioned in that meeting that I never heard in my 10 years as a board member and that phrase I think if I got it wrong you guys can correct me I'm sh my age walking it on is that right anybody that was at the meeting walking it on okay I think that has to do with walking an item onto an agenda the night of the meeting so that leads me to my first question can a public school contract such as as an insurance broker be added to an agenda and then approved at the same meeting you say one more time sure can a public school contract such as an insurance broker be walked on added to an agenda and then approved at the same meeting so look I'm not taking aside here I'm talking about process here that my card was opma open public meetings act all right I'm not a I'm not a public school contract lawyer and I would suggest to you that you don't need to be that type of lawyer to know the answer to that question my opinion the answer to that question is no and I look forward to the administration's response to that question and to the board's response to that question you see because in New Jersey a public school contract cannot be added to an aend agenda and approved without public notice due to the state's open public meetings act opma which requires adequate notice for any agenda item including contracts which means the public must be informed about the contract details before a vote can be taken on it key points of the open public meetings Act is there a whisper am I losing time here I'm just saying I I didn't know if you wanted to interrupt me or not there's two key points as it pertains to public school contracts in New Jersey adequate notice is required and agenda item specification under adequate notice that typically means providing written notice at least 48 hours in advance including date time location agenda items and brief description with respect to a contract on the agenda the contract's approximate dollar amount and the parties involved should be stated so if you rewind back to 62921 on the finance agenda item number 40 the IC contract what did the Washington Township Public know about that contract as it was advertised what they knew was that it was deleted that's how it was advertised so the day of that meeting the finance agenda was read in it was roll call voted and um it passed the items passed on there but what was unusual about that was at the time the board president Julie kmle read into the agenda the following she walked it on the board of education recommends the award of RFP 22014 IC services for health benefits to the most responsive proposer ICS llc at the fees and terms and conditions outlined in the insurance Consulting Services LLC so there was the the public thinks that that contract is deleted an item is then read onto the agenda the value is approximately based on what's been told us to us in public meetings of $1.4 million cost to the district and the public had about 60 seconds to know about it if they were at the meeting or watching it and watch it get approved the public the taxpayers the property taxpayers like me and you pay for those contracts through property taxes we have a right to know when those kind of items appear on agendas and I caution I'm not the expert I'm not here to fight with anyone I take it pretty serious and I know all of you do because you guys weren't here in 2021 with the exception of Stacy and I'm bringing this up for her benefit because if I was Stacy I'd want to have an answer to that because Stacy Deo Stacy de Mayo voted yes to that contract and every single one of you guys will be sitting there one day voting on an issue where maybe you don't have all the information to make that decision we've all been there if you've sat on a board so that leads me to my second question am I out of time can I just read you the questions I I do know that you've allowed other people tonight to speak longer than I have the G it sorry well you know what then we can get back to all right next next card like to make com um I know Mrs Murphy you asked the for the board to make a comment I can't comment I wasn't here at the time it's unfortunate I just looked over Mrs Deo was here she was on the business committee I wish she was here to be able to comment thank you uh next uh Nicole ianti okay um just a couple quick points um to your comment that said they all AIDS are certified and train trained uh they may be certified many of them are not trained um most of the training for these people are at the capacity for children like mine are non-existent um es ESS is 100% not trained we ran into this um last year for esy when I came up here and spoke that not only did I find out her teacher for esy was not certified in special Edge she was not a certified teacher at all um so no they are not all certified um and a lot of denovi staff and I know this personally from having them in my house having them in school some of them are just bodies they are not as highly trained as most people make them out to be um you mentioned that there would be Union fights about cameras um you cannot work anywhere and say you don't want to be on camera Walmart wah the bank you operate none of these places are responsible for someone else's child yet they have to be on camera at all times a day um if they are not doing anything wrong nobody should care about being on camera um they should want to be on camera to cover their own ass um no body cameras body cameras um they must be full classroom cameras someone wearing a body camera can turn around block it um I have personally been in Virtual IEP meetings and other important meetings for my daughter when I started asking questions that they didn't like they turned my screen and faced me to the wall I asked three four multiple times to be included in the meeting and I was ignored so I hung up um it's zero trust and completely disrespectful body cameras you could do the exact same thing if you don't want somebody to see something um we have had years and years of incidents and lawsuits and special education in this District what are we waiting for to happen before a camera in these classrooms is warranted I would say that unaccounted bruises seems to be it um speaking of lack of qualified staff there is a lack of Staff period uh I came before this board many months ago and asked about higher pay for support staff and all of you you wholeheartedly agreed and Dr hibs you said you agree and it does take time uh time has passed so where are we with that um has anybody looked into what we spoke about last time we talked about higher pay for support staff um we are losing great great staff to other districts because of pay um we are hiring people at 1535 an hour how many of those people are retained here or is this a stepping stone for experience before they go somewhere else um not only are kids IEPs not being compliant and fulfilled but all of the extracurricular activities that they are entitled to have become non-existent uh my daughter in case um she is in public school to be included she doesn't learn math she doesn't learn spelling she learns from being included and around other kids um since the beginning of the year of sixth grade she has been excluded from about 90% of extracurricular activities because of no staff um has anybody asked asked why nobody's picking up these jobs it's not because they don't love the kids and they don't want to do it they love these kids I could bet on it I don't have to bet on it I've asked that it's because of pay has any of you asked why they're not picking up these jobs but in the meantime she has missed drama club dance team Art Club interact she has missed all these things that typical kids get to do she's not getting to do this because of Staff um we keep getting told we can't find anything Miss Bato has been great and very helpful but I've pretty much had it and enough is enough um all of these kids are entitled to do special ed kids are entitled to do everything that gened kids get to do Bunker Hill website says we encourage students to get involved in as many activities as possible it does not say except for special ed not having staff is not a my kid problem it's a you problem and nobody's doing anything to fix it um if you're putting money into spending lawsuits because kids are not being included just take that money and give it to the staff that will include them and avoid having to pay the lawsuit it's like a balance of money it makes no sense um last question um could project money that was used for and this is just an example and everyone's hotheaded over the bleachers it was used for bleachers could project money that is used for things like that be used for cameras in the classroom that is a project um cameras in the classroom is happening there was just a Newsweek article posted about all these states putting them in and fulam is very close to us and they currently have cameras in the classroom um so I would like to know from our last discussion when you said that you're working on it where we are with paying support staff more money thanks thank you Mr hold on nope I want to comment on that because I think it's a great question um can we put that in our committee meeting for the work session when is that again decemberth December 10th um to talk about pay parity for the AIDS I mean there's been a number of times that we've had like what would that amount be if we brought all of the AIDS up to pay parody all at the same what would that cost us we're entering budget season I think it's a valid question to know what that number is walking into it um there's been a number of times where there have been some board members that did not vote for an aid to be approved because the pay was not the same as others right there's a disparity so I think instead of and um Nicole I'm glad you brought it up so I think that it's important that we know that number walking into budget season what would it cost us to bring all of the AIDS up and have pay parity what's that number because I think that when we address the budget we need to know as a board when we're looking at items that are important this is an important item what what amount of money would that be I have no idea what it is I'm not asking Janine on the spot I think that we need talk about it as a board in business committee does anyone have an objection no I I I agree with that I was going to bring that up too so I agree that we have to look at that and do something Carol I I agree as well I'm just wondering um rather than delay okay um what about us putting a motion on the floor that we get that information by the 14th that's a couple weeks from now that's a lot of time I'm not delaying I at all I I mean I I i' like to I'd like to see it sooner than later I'm also thinking I wonder if each month we should have some type of some type of um a status on on the budget right all right I I we we talked about this earlier there's things out there that we're we're going to be all this money in debt and I don't really have an idea of what what's going on with the budget is there some way that we could as a board can do something that we get a that we get a a monthly report on the status of where we are okay I think last year I voted know on a lot of items and part of it was because I was concerned that how are we going to sustain these salaries bringing people in 80 and 90,000 and it come by March I come to find out we're in all this de and I'm a board member I did not know we were in that bad a shape as a matter of fact when we got that extra money I had this silly idea that we could take some of that money and give it and and open up the the support contract and give them maybe an extra dollar on their pet but no we were in millions of dollars in debt I don't know if I remember that but I I just think I just I I still don't know where we are so just yep so just real quick I just want to clarify that I wasn't suggesting that we delay doing anything what I'm saying is our next meeting is December 14th no 10th 10th okay December 10th that's our next meeting we're going to have a committee of the whole so every committee business IIA policy this is all going to be in public what I'm asking Scott your chair of business I'm just asking that we discuss Janine I give you time to look into what that looks like because what we can't do and what we have done in my opinion is just say no to any Aid that's on the agenda and say no because the the pay parody is off right right because then we have a student if we all say no that student doesn't have an need right that concerns me so I just want a solution so what I'm just asking is that Janine to be clear what would it cost us for pay parody for the AIDS I don't think we have to delay that if we have the money now then let's do it I don't know what that number is at all we I like to ask Dr can we have that information for the meeting is it possible to have the information for the meeting I just want to just want to make sure just because we're doing committee the whole there are still conversations that have to happen in executive session yeah I don't know where this conversation is going to go but conceivably it could become an executive session topic okay uh two the AIDS are part of a collectively bargain unit so we just have to be careful I mean there's obviously a contract when that expires you know it can be renegotiated but just fair enough and you can you can keep me straight and driving straight my point is that when we have these items on the agenda and and everyone has the right to vote whatever they want I'm just saying we also don't have a solution so I'm just trying to bring forth a solution to say how much would that Gap be to bring everybody up what is that number is it a million is it three million I have no idea right I think we as a board need to know what that is and December 10th we're going to be talking about it in public and then we could just I'm not saying we're going to take action I'm just saying I just want to know what that is so we can prepare moving into budget season hey this is something we talked about in December having pay parity what does it look like it cost this much we have to make sure then that item right is on our list of things to do with the budget and instead we're operating in the dark not knowing how much things cost I just need to know what pay parody looks like so we can so we so what is it specifically look like so we can run the numbers are you trying to bring them up into three steps are you trying to like you I mean because they're going to be a host of different so sorry let me clarify in terms of pay parity I mean when we have someone I'm going to make up an example or you can listen I don't want to go out of bounds here if we have a member um a candidate that we're hiring that has 10 years of experience right and we have a current member in the district that also has 10 years of experience that's pay parody right in terms of equal like I'm not saying everyone uniformally just gets the same rate that their scales I'm just saying if we have somebody pre-existing in the district that's been here for 25 years no that would make sense that's been here 10 years and has 10 years of experience we're now hiring somebody some that has 10 years of experience they should I'm asking what that would cost to ensure that those two individuals have the same so that is a negotiable term just to be clear I don't remember offhand what if anything the contract says about that but that is a negotiable term so I just want to be careful you know unilaterally promising or or doing anything but I understand I'm not making a promise I just want to know what that number looks like in order to make sure that we don't have the situation continuing on every agenda I mean I think we should know what that is okay thank you okay got one thing got just a thought you and I talked about this and I forgot to bring it up new business but given that we're going to be operating as a committee of the whole in our next meeting should we have a longer exec period so that because we're going to have to discuss personnel and stuff that normally would be in committee I'm thinking maybe we make exec at least an hour and a half and either start at 5:30 or start at 6:00 and then have regular session start at 7:30 yeah yeah we always run two hours for that no hour hour and a half hour and a half yeah okay we never have enough time would we start at 5:30 or start at 6:00 and go 6:00 to 7:30 exec and then 7:30 have the regular meeting started we just have to change the advertisement right yeah she has to change it anyway I think so yeah that's a good idea because uh we never have enough time now so what would you want to start at at 5:30 6 5:30 is pushing it for people start uh the regular session at 7:30 yeah now is that now is that something that we can modify because I know that we in our language it says that we have to have the public meeting at 7 can that actually be changed to 7:30 or is that is that it can be changed absolutely but what language are you referring to put the policy or your advertisements the advertis was it the adver the advertisement could always be changed it doesn't matter okay I just didn't know if I don't know if it V again I I'm not a expert obviously I thought that there was a rule that we had to start the public portion at 7 not 7:30 or or could that be we could take a look at that the microphone our folks over there if you need to be or you're addressed please either come up so that we at home can understand what you're at least hear what you're talking about our student representative this is not how adults behave go to a town council meeting you will see how a meeting is held there there's not interruptions there's not discussions they're opposing parties there's members of the public coming up excuse me so I'm asking you again to please respect decorum respect the fact that you have almost a thousand people at home watching they're trying to listen use the microphones you're three feet away okay I will just a uh a second thing was we talked about cameras in school in uh classrooms from a hospital perspective I worked in um Pennsylvania and in Delaware with many children that had multiple medical uh situations state laws now it might be different in New Jersey I don't know but I could tell you that cameras are readily available for many different safety issues so please check the law I'd ask the uh the attorney to check I think it was uh the assembly uh assembly uh resolution S1 1492 goes into detail that was bought before the assembly I don't need to know that you need to know that so again theorum please respect the Corum and welcome and your voice is very important that's why all these people are here not to listen to these people AR because uh if you're going to sit there San and vote and by the way you already tipped your hand that you know it is two sides and it is political cuz you know you indicated that it's all about this I want okay and the assessment of these elections all right the assessment of these elections I wouldn't get too carried away even Elaine you know I signed your petition but you were the highest vote getter uh I think you know just went one two three and then in the other one it went one two and that was it so I don't really get any kind of feel like the public has any kind of insight into what's going on okay uh in fact if you want to look anywhere I'd look at that Brandy Williams Because she got a lot of votes for being all the way at the bottom so maybe that's an indicator uh she didn't she didn't make it but it's an indicator of where people are tired of this nonsense so I think Mrs Baker's right I think if you want to sit there and vote for a woman who has ethics charges pending was responsible for the potential bid rigging and this uh rumored I guess attorney general investigation and then on top of that while she was president had to resign because she was plotting and scheming with emails to me about who was going to be the next superintendent before the other one didn't even retire yet okay uh that's not the proper way to do business and either was that RFP on bid rigging all right with the insurance contract all right and she sits there obstinate and says I did nothing wrong now you want to vote for that lady for president Ralph go ahead you know and she's one of the opportun crats so when the new Democrats get in if they want to support her right well they're just going to learn what the other ones learned and that's why Mr Del barell and five Republicans are on the ccel and now we have a Republican mayor and may I say one other thing Mr Del barell uh I'm in this for Keeps okay and I respect you I think you're a pretty sharp guy but uh this is not a great school system we're ranked number 355 okay Ralph we're ranked number 355 all right we're at the bottom and we're at the bottom and it all started when this lady uh was president and politicizing the board to a degree that I've never seen before never and I've been going to these meetings for 40 years okay so Sano you want to vote for her go ahead and vote for her Baker you want to vote for her go ahead and vote for her but guess what you're not going to be reelected to this board of education again you got on this time because you're in the third spot but and the people that run the Democrat Party they're not going to be around either if they support this kind of nonsense thank you and by the way I'm not leaving uh so I hear a comment on uh from the board members if that's any way to run a you know an RFP and by the way there was also Shenanigans with the law firm uh with Mrs kmle too remember that the date kept getting moved forward so that um capart and scotcher would be able to uh have to put down the donations to uh the various campaigns of people Brian Ellis I think it was yeah that was and then Cape art scatch is no longer allowed to do business in Washington Township okay so there's a lot of nonsense that went on with her and after she was gone we had three presidents guess what ladies guess what one of the president names was last name was denovi okay and uh he sat there as a relative of the guy who's getting a 1.5 $2.5 million contract of our tax dollars thank you thank you dbol Sarah so Miss Baker I want to you talked about the budget and I think it's very important that you stay on that um there should be constant updates on where we're at um you have to put everything out on the table everybody cuz you went through what you went through last year you're going to go through it again um I'll add a little bit when you talk about payar I I'd go a little bit beyond and I'd be looking at Market a lot of the the NOS I've heard I think have been because we're bringing people in up high well is that market are we paying step five what it should be or does step five need to go up not just a matter of who you have here but how are you competing with what's out there you guys are going to have a really difficult time this year you got you didn't budget hardly anything for Capital this year you you can't do that again so you all should be asking that question every month we should be talking about it you should be throwing out what your priorities are you know if pay parity is one of them you need that dollar amount or pay Market Equity is what I would call it that's what I'd be concerned with you have to put all that together because you got to get a budget done and I'm telling you based on what I saw last year it you you don't want to get to that point you want to make sure you're all holding hands before you get to the public before you present the budget make sure you've put all the work in and again I've been involved in two budgets in my life that had riffs in them the following year it was a 12-month process it wasn't a three-month process we started that next budget right after the budget was done because we knew the effort the time and the importance of that budget so I I highly recommend you stay on top of that keep asking that question and you know give your voice as to what your priorities are going to be because there will be Cuts understand there will be Cuts so you got 70% of your your budget is in Personnel so when you have to add like what Mr chill is talking about if you have to do that you're going to have to cut somewhere else so start talking about it now so that you don't butthead when it comes time to get it approved because it's not going to be easy it is not going to be easy um in in hearing the talk about cameras and you know it was very powerful what you guys said you have to think I think start thinking small here you got to give the voice to the people who have no voice you have to protect them I don't you know I have family members I don't have you know special needs directly to me but i' I've talked to them about it too and they're the same they they fear what do you fear most you fear the unknown and when their kids come home it's unknown and that shouldn't be where we can fix it so you yeah you can't put cameras in every room I understand that but you got to figure something out to give a voice to the people who don't have one so that they can have comfort in what they're doing um I I couldn't imagine it as a parent not knowing and that has to be addressed um and the last thing I want to talk about there's nothing more important than D in driving a district than leadership we lack it here you can say there's School ethics that lead takes three to four years to get through it so no accountability you can say elect there is nobody that will go through and say hey Mr Serrano did not file his elect form Nobody Does that so that's not there if somebody wants to go through and do it they can and then that takes four or five years too so there's no accountability so I am the one that asked for you guys to hold each other accountable look what we've been through when I was in this school we were a top 100 school and now we're closer to 400 okay it starts at the top we've had leaders who play with insurance contracts we've had giving contracts to the Democratic chairman Mr rash you've defined yourself as having a base that's wrong that's poor leadership we need better you guys clearly will not hold yourself accountable put a policy in place that will that we can show our kids the respect of if we're going to make them follow rules to sit in that chair you guys got to follow rules I'm sorry we've had poor leadership in this District not saying anybody's a bad person but it's poor leadership Mr Ross you haven't done what you should have done okay you could answer the question who funded your campaign you haven't I'll ask it every time doesn't make me a bad person it makes me want what's right great leaderships have great integrity and when you look at what we've been through these past couple years we have not had the Integrity we need and I applaud Mr Li Liberty for asking for integrity in his leaders he's on our strategic budget committee uh he said that there has to be Cuts this year are there going to be cuts um I know look I'm asking what he said well so first off I don't really want to be caught in the middle here um because there's way more to that conversation however we did not talk about cuts at clarification transparency where we are with the budget can we can we put for put that forth that we get that done you know you don't have to make a motion for that we'll be doing that at every work session meeting because we're a committee of the whole so we can have information ready that can be discussed in public if it's not relating to personnel and then we'll discuss any Personnel related budget item in executive session okay awesome thank you guess just to add to that I mean we get the uh the board secretary report right kind of shows but doesn't necessarily show the true picture cuz we don't know some of the incum that come and stuff like that so maybe we could discuss that in the committee the whole I I do think too just forecasting out and seeing you know we know what the tax revenue is going to be and things of that nature um as a committee the whole starting to gather you know what are our priorities and you know I think we're looking at Cost savings ideas and things of that through the task force but I think as a a committee of the whole the budget's going to come up really quickly right and reor going be here so if we could start that next month I I think that'd be great yes absolutely yeah so definitely talking about like you said priorities of the board and we can talk about you know um major areas of the budget so as far as salaries what the projections are um even areas where we may not have an accurate projection this early like health benefits we can talk about you know what we're seeing we can run a couple of different scenarios and start talking
