will be acting in the capacity of Township attorney for us this evening roll call vote gaas here iers here Mandel here voice here Whitfield here have we been adequately noticed for this meeting yes we were adequately noticed on January 19th 2024 to the times and the Princeton packet filed with the municipal clerk and posted on the township uh municipal building and website please stand for the salute to the flag States stand he under Shon IAL matters um Andor topics for priority consideration uh we have a community of Lights Proclamation which uh highlights the important work being done uh for many many decades by women space uh they're an organization that helps women um that are in times of Crisis so I will read that Proclamation now whereas it is the policy of West Windsor Township to recognize organizations that have contributed to the overall benefit of the community and whereas women space founded in 1977 has demonstrated a unique ability to provide Comfort Support Services Crisis Intervention and safety to women who are victims of sexual assault and domestic violence and whereas women's space in the belief that peace begins at home has asked the Mercer County Community to join them in their struggle against violence toward women by participating in their annual community of Lights project and whereas wom space has provided emergency shelter in Secure locations and comprehensive services for victims of domestic violence since 1977 and sexual assault since 2002 for more than 128,129 38 children and 9,082 Men additionally women space has assisted more than 323,000 over the last 47 years and whereas Wester Township commends women's space for their efforts to bring an end to the cycle of interpersonal violence imposed on women children and men and whereas mayor morate and the township council members urge each and every household to demonstrate their support of the concept that peace begins at home by placing luminaries along their byways and sidewalks on Monday December 2nd 2024 as a visible symbol of that support and whereas the proceeds from communities of light 2024 will be used to fund vital services for victims of domestic violence sexual assault and human trafficking now therefore be it resolved that mayor hamont morate and the township Council West Windsor Township County county of Mercer state of New Jersey do hereby Proclaim December 2nd 24 as communities of light day we end hereby honor women space on its many accomplishments and wish them continued success with communities of light in the years to come the proclamation is signed by uh the mayor and each council member so thank you and I I see gay Huber who's a member of women's space and for many many years so thank you for your service and we thank um all the all the men and women that that work for women's space um and and the the wonderful work that they do to truly help help people that are in need so we'll move on to our first public comment period you like to make a Administration comments good evening um we have a few comments and updates for tonight um as of today November 25th Department of Public Works is currently collecting leaves in zone three please check back frequently for updates regarding collection um you can check the news and notices on the Township's homepage the municipal offices will be closed on Thursday November 28th and Friday November 29th for the Thanksgiving holiday there will be no trash collection on Thursday November 28th residents with a Thursday or Friday trash collection are instructed to place trash out on Thursday night for Friday collection and there may be some carryover on to Saturday November 30th for trash collection and we wish everyone a safe um Thanksgiving on Thursday um West Windsor Township tree lighting ceremony is on Sunday December 8th at 700 pm at Ron Rogers Arboretum across from High School South this year um will be a new show with a drone light show and a performance by High School South's first edition and refreshments sponsored by McCaffrey's Market on Thursday December 12th the health department will be offering a covid vaccination clinic in partnership with Wegman's at the senior center from 4 pm to 6 PM it is open to West Windsor Robinsville and heightstown residents for those ages three and up and with insurance there is a QR code on the website or you can call the health department to sign up and for those at 19 and up that are without insurance or underinsured you can call the health department to schedule an appointment at 609 936 8400 and the 2024 holiday house decorating contest registration is still open through November 27th with judging to take place from December 9th through the 13th decorations must be visible from the street and the winner will be announced at the December 16th council meeting that's all the updates and Happy Thanksgiving looking forward to the the Drone like show that'll be first yes of course we've had the drought which is I guess sort of called off now but it's just safest thing to do right nowes okay mayor yeah thanks Linda yeah that just shows dangerous to send people to conferences Ken Jacobs went to Atlanta for a conference and found a way of this spending money on the Drone show but it's not taxpayer money it's coming out of Rec Department uh trust fund so really appreciate his uh initiative and finding out something since we can't have fireworks even though it rained a little bit uh we still can't have fireworks so uh really appreciate Ken's thinking and uh reaching out to various people beating them up for lowering their price uh to fit in our budget and it will be something uh to watch so I hope uh people come up to see the uh drone show um happy birthday gay I missed your birthday because I was at the League conference last week so I missed the party but uh Mr Weiss uh Dan Weiss Andrea and myself attended the conference um our remain other than attending the uh session to get uh rebate on our insurance premium um our main focus was on finding out what's going on and afford housing so we attended practically every session that was offered um one of the thing and Andrea will probably speak about that as well um the affordable as as you probably know um our numbers came out and it's over 600 which means we'll have to build about 2400 2500 houses to satisfy if that's the our final number the number is based on three main factors our uh increase in income commercial development and then the available space one thing was clear at the conference was that uh there was no very rigorous scientific method to come out with these three numbers it was uh uh based on some surveys based on some guesses and uh especially with the available space they admitted that they may have included some spaces uh which may have already been approved for other development or um development may already exist on that space so we are currently looking on Township level at all our available space to come up with and check those numbers um the state has promised that they will make available maps of how they came up with that available space by this Friday um so we are optimistic that that will make our uh job easier our planner is looking at it that will make our job easier but even if they don't make it available we will we have figured out ways of uh doing analysis on our own and when we are ready we will first come to the council with our analysis and numbers and then um to the public to say what we think our numbers is and then the council is required to pass a resolution by January 31st um to affirm what we believe our number is so um I don't expect anything to happen if the maps come out this this Friday is holiday so probably by Monday I still don't expect anything to uh be done in uh first part of December so either second meeting of December or early in January we will have um completed our analysis and um our planner is working full-time on that uh dropping everything else so is Sam so stay tuned but uh we are working on it to see make sure that uh we are treating justly like any other company um on the side note at the conference um I had a conversation with uh our neighbor Janice mov who has been complaining loudly about the small Warehouse we are building uh so she did say that she wanted to talk to me and I said by all means uh come on down and we'll have a conversation I did uh request uh or to bring U all data about the warehouses that are already completed in East Wier and two that are under construction um don't know if she's going to take the offer but if she does come and we have a conversation I will keep you informed um that's about it and wishing everybody a Happy Thanksgiving and happy holidays than thank you mayor um all right council member comments Martin sure this week we will all come together uh with family and friends to celebrate one of the most unifying peaceful bless and National celebrated holidays of the Year Thanksgiving obviously with the recent national election of course our local no verse yes election depending on which side of the a one sits there may have been disappointment angst and frustration with some of those results but with that said this week we should reflect on the many blessings bestowed upon each and every one of us it's been a long year for some but it's a great time for us to be grateful thankful and of course respectful as we come together harmoniously in our homes to celebrate Thanksgiving beside the obvious of incredible and great food Thanksgiving has always been a way to Express gratitude for our blessings a day in time for us to truly reflect on the evident reality of great things we have amazing things allotted to us and the opportunities that are given to us Thanksgiving at its core is an expression of thanks a virtue that resonates deeply in spiritual teachings across various faiths ethnicities and groups regardless of religious or political associations gratitude and giving thanks is not merely a courteous ackn ackowledgement of blessings it is a profound recognition of the benevolence that permeates every aspect of our lives so the reflective question I have for all of us at this time what does Thanksgiving really mean to you and how will we now turn our gratitude our appreciation our thankfulness and to honor respect being cordial kind and supportive of one another right here in our very own Community you see we should be thankful every day we should be appreciative every day and we should be grateful every day when we do that then we are not only better people internally but we will treat one another in an honorable and respectful manner we will be a community that is Unified and understanding of one another West Windsor have a great and blessed Thanksgiving thank you thank you Martin Sonia um just to continue on what Martin said um Happy Thanksgiving to um everyone I'm truly grateful for this wonderful Community who um especially this past year um who have supported me and my family um in length um I just finished with my last treatment last surgery a week ago so I'm still recovering from that but I'm here and my treatment is done and I'm looking forward um so I'm really really grateful for that um this past weekend um not this past weekend uh November 16th was was mayor's ball so I do have a little update from that um this year's mayor's ball was in support of um attitudes in Reverse for those who don't know um they uh Advocate the group are advocates for mental health um in our high schools um and um we were able to raise around $43,000 um so I don't have an exact number but that's that's around where um um the fundraising was done um we do want to thank um all the sponsors and um everybody who donated for silent auction everybody who attended I could not attend because I had my surgery the day before um but I did um get an update that it was a wonderful event and everybody had a good time thank you good good I wasn't able to attend either but I I I did buy a ticket so it's I'm very happy that it's at least 43,000 B park at least that's you know a lot of work goes into that and that's very good cause uh Dan thank you um I was going to comment some more on the affordable housing with the mayor did a pretty good job summarizing that just add a few few points of some of the things that I learned um as he said there was a lot of information provided at the conference which was really um very interesting um I think one of the biggest takeaways for me is to remind us that that number is a not a set in stone number its guidance and it's based on you know a variety of data inputs some of which they said could be as many as four years old and it's ultimately our responsibility or it should be will be our responsibility to really validate that the uh the data that they're using is as accurate as possible um so that it um is a is an accurate reflection of what our obligations are um I had some conversations with some of the uh members of the governing body in Hopewell Hopewell Township who had a pretty high number as well there were over 500 um and um they believe that they can reduce their obligation by as much as 20% just by bringing the data in the calculations up to date so um I'm glad to see that uh the administration is going to prioritize this work this is really really really important stuff for us to do as this calculation will have a a lasting impact on um the future of West Winter and as the mayor pointed out there's a series of steps uh ultimately the council has to pass a resolution to to make that um um I guess codify it so that uh we will be protected against any Builder um remedy lawsuits so all this um timing is very important there only two more months and we only have four more council meeting so uh appreciate the uh the sense of urgency that we're all taking to solve that that's it thank you thank you Dan Andrea um I want to thank the committee that put together the mayor's bow on Saturday it as it as was mentioned by son it benefited attitudes in reverse a lot of fun for a good cause um West Windsor gives back has raised over $440,000 for air which is a wonderful organization and I'm sure they'll put it to good use saving lives and families from the tragedy of suicide it's been a busy couple of weeks I met with robotics teams from Ravi learning roof went to a recital by Patricia leti's student Evelyn go to benefit Homefront extended a karaoke with a CA yeah I actually did sing and people didn't run out the doors um to benefit West Windor send hunger packing attended the annual uh Windsor Heights toown area Ministry which is wham Thanksgiving multifaith prayer services and of course spent several days at the New Jersey League of municipalities annual convention the uh njlm not only has classes and an incredible exhibition floor but gives the opportunity to speak to officials from other towns as well as state and nonprofit organizations since affordable housing obligations are priority right now Council must pass a resolution on January 31st or by January 31st 2025 with our proposed numbers commitment DCA calculation for West Windsor is 661 prospective need units and keep in mind that for inclusive housing um we build um we do with this at 25% which means we build at 3 to one so 661 we're looking more at about 2500 possible housing units we would have to build even um minus um the now reduced U extra credits that we can get um this is the highest for Mercer County one of the three factors the land capacity factor is 6.87% which is a relatively High number if you look at all of the um charts that uh they provide for around the state uh that that one's really high it's about the same as hopwell Township which tends to have a lot more open land than we do after attending one of the affordable housing presentations I was able to sit down for a few minutes with Dr Chris wheeler which is the Department of Community uh uh Chief data office officer to get more background information on how this is calculated the GIS maps from 2020 are used as a basis minus the permits P pulled excuse me since then however this does not include demolition permits so it is likely that we have additional land that should not be counted I look forward to receiving uh and seeing revised Fair numbers which I expect will come out of further study by our planners I also had the opportunity to talk to Mayor Mike Cali of montale along with the with mayor hamont morathi here um he's help the U Mike gasseli is helping organize a lawsuit to insist that all towns provide their fair share of affordable housing even those that historically considered Urban Aid municipalities and are still getting a pass even though they are now economically strong some of these towns and cities are actually removing affordable housing to put in million dooll condos but they still get special treatment every year by the state legislature these political favoritism decisions put the burden on the rest of the towns in New Jersey to make up for State affordable housing needs so the uh aim of this particular lawsuit is to say that n that the towns that no longer fall under these categories should have to do their fair share and that way that will uh naturally reduce the shares from the other towns I also attended a couple of sessions on climate change and the new D real rules public comment on the real rules closed earlier this month and final adoption is expected around the fall of 2025 these will significantly affect not only newly developing property projects but also land Redevelopment and major reconstruction projects both DCA and the D stress that they are there to answer questions and help towns fix figure things out and meet their goals I hope this is true as we work to meet these challenges over the next year I'd like to wish everyone a Happy Thanksgiving and see you all at the Drone show thanks thank you Andrea and that affordable housing discussions that that is one of the big big things for for next year um because there's a state formula that was approved and I want to see we all want to see how the state um use that formula and looking at our land our data from our Township and and then we have to see whether we agree or disagree so it's going to be very detailed with all sorts of information maps and and and different calculations so that has to be um carefully combed through um what else so earlier today there was a public meeting required under the Township's code chapter 4 article 5 Section 4-20 so this is an annual meeting um that was led this year by the Chief Financial Officer John mder uh various Department heads um begin to talk about their operating budgets maybe you know in part Capital but mostly the operating budgets uh for the upcoming 2025 Municipal budget so um that budget is is still being discussed among among the administrators uh the operating budget and the capital budget Council generally receives that at the end of February and then we will have U public meetings um that open to the public we take comment we discuss it each department heads they they come in and go go through um you know all all of their needs um and it's you know it's also taped and rebroadcast in case someone can't come in person um so so we did that today because that's a statutory requirement under our form of government um and then Alison our Township cleric will be sending uh an email to uh council members to receive some feedback uh from all of you on the 2025 municipal and capital budget uh we we've done that the past few years so that we can give um you know some suggestions or guidance uh to the administration because they're obviously still working on the budget um I'll also be working with Allison on a proposed 2025 uh schedule for our business meetings uh so Alison will send an email out about that and if anyone knows now that you're going to be away certain weeks or certain time frames um then please respond um because we're we're starting to work on next year's uh public meetings um and I want to wish everyone a very very Happy Thanksgiving um certainly a day to be with friends uh and family and we also want to thank our residents and our volunteers uh who give donations and their time for helping those in need so we're certainly a very very blessed um Community to be able to help um others um you you know who need assistance or or they need some donations or they need food or clothing whatever I I I know that Road uh we greatly appreciate that I would also like to thank the West Windsor bicycle and pedestrian Alliance for supporting the Baran City neighborhood association's request to slow traffic and increased pedestrian safety for all Road users on Alexander Road uh we greatly appreciate that as well uh and I wanted to move on um at the last council meeting on November 12th the mayor mentioned that 70% of traffic violations were committed by West Windsor residents encourage and en encouraged us to remind neighbors to slow down I offered my services as a graphic designer at no charart at no cost to create a graphic for the display outside the municipal building I only requested the necessary specifications the mayor advised me to email him stating that he knew the person responsible and could obtain the information for me I sent my email on November 14th the email stated that I wanted to follow up regarding the specifications needed for display outside the municipal building could you please connect me with the person overseeing the display or send me the file specifications directly thank you the email header for that was specs for display located outside the municipal building I received an email back from the assistant to the business administrator stating please specify exactly what display you're referring to is it the electronic sign that is on a Township lawn facing route 571 I replied back the one directly outside the municipal building on at the corner of North Post Road and Clarksville Road I also sent a photo the response I received was the recreation department handles the electronic sign I copied Ken Jacobs manager of Recreation and Parks Department who can assist you thank you on printing this tonight I actually realized that he was never CCD on this email see now almost two weeks later I still haven't received this information this is disappointing especially since the mayor assured me that he could provide the required info I don't see why it should take four emails to get nowhere I do this on a daily basis as a graphic designer asking for specs for often it's not too difficult um how can we resolve this I'd greatly appreciate that thank you thank you okay anybody else would like to come up for a public comment see none all right we'll move on to uh Council reports discussion new business uh the solid waste collection bid discussion anything you want to say about that I I answer email I mean I was out for a week at the leag conference and I I took vacation I'm sorry I took vacation that's what I can say and now we're not GNA have a dialogue yeah so I I'll answer yeah I I I will answer I'm I'm I don't want to get into a argument here so okay let's we heard you um no under Council reports discussion to business the solid waste collection bid discussion we went out to bid for solid waste uh I no I wanted to discuss that in close session before yeah that's one of the close session items along with the thisis thing so that was just given to you for close session it's not it's not due till January we will discuss it in Open session at the next meeting so okay you still have you still have one more meeting to discuss that was just a te yeah no no no I want to First discuss in in close s it's a it's a contract contract award um all right so we'll do uh reports Andrea hey um environmental Commission uh the environmental commission met this month in addition to their usual projects um they're getting involved uh talking with engineering on the DPW storm sewer inspections they're looking at projects like adopt a drain which um a few of the towns have done I know there been different groups that have been involved in that and also it's some high-tech mean means of keeping a closer eye on potential problems uh one area where a higher Tech um look at the um at the drains would be uh do a good job would be at the train station and the parking authori has expressed a lot of interest in that kind of improvement um another project that the EC is taking on is looking at uh leaf blowers a lot of people have complained about the noise from the uh gasoline powered uh leaf blowers um the type of um the type of motor they have puts out a lot of pollution a lot of noise and some towns have moved to Alternatives such as uh electric power for for these types of blowers um one of the Commissioners put out a summary report of of um what's going on in other places and some other laws and so there have been some initial discussions and we're there's a plan to follow up with some of the communities that have put these uh laws in place uh the other big thing is that 2025 is s sustainable Jersey recertification I believe we've been silver certified for at least three times now um that's a very very big job um the initial if we want to get several look look at lookth throughs by sustainable Jersey that it's um the initial application is due fairly early in 2025 uh it it's takes many hours to look through what was done before what's being done now and then evaluate it against current criteria I know I've I've done a lot of this way back uh when I was on environmental commission and I'm very happy to see that we um approve dandel brm milski for the rest of this year because he's extremely experienced in that and I'm sure he'll be a big help in U working on that silver certification thanks thank you um Dan thank you the uh human relation Council met last week they are now shifting to working on the Martin Luther King celebration uh in January so that was a primary topic of of discussion last week uh and the West Winder parking authority uh met uh the week before uh couple of things of interest uh the the new fence um by The Wallace Road was awarded and I think it will be up before the end of the year as all goes right um I've saw some um graphic depictions of it and I think it's GNA really look quite good so that's good we're also um a lot of um lot of discussion and work on the um remediation for the former bus depot um there is some questions that I need to follow up um with the administration regarding some of the cost costs regarding site groundwater remediation investigation that I couldn't find in as a budget line item I'm sure it's in there somewhere haven't been able to figure it out yet there's sort of a lot of U um concerns from parking authority about the timing of when that is going to be spent because that's what's eligible for some of the rebates um from the uh the grants from the hdsr so just trying to sort through that there's a bit of um confusion at the parking authority just to understand that better so that they can make appropriate plans moving forward so um just a heads up I'll be reaching out just to get some more information about that good than you thank you and I can I can answer that I mean I just had a conversation with Francis today those estimates came from act which is hired by the parking by the parking authority um uh we are in discussion with parking authority but the original understanding was that parking authority will pay the entire cost for converting from where it is now to the new structure we will give them for no rent for a period of time and we do qualify for rebate and if we get rebate when we get rebate we will hand it over 100% to parking authority as a reimbursement that's what happened with the w Drive parking lot um long time ago yeah uh now they're having a little second thoughts as to who pays for what so I'm going to have a conversation with them to come up with a understanding um when we were discussing the budget they were discussing the budget earlier I think there was some um other ways that they were looking at that so you might want to talk to John yeah we we we have some money in the budget uh from previous years we can put new money in the budget uh 2025 but that as you know it that means won't be available till July of 2025 so we trying to figure it out that's why had a discussion I will talk to Andy Lupo and figure out exactly uh which way they want to proceed and this is specific to the groundwater remediation testing which happens is in a couple of different places so if it's coordinated it probably be right just to it right and whether uh all that just has to be worked out yeah right no and whether we do anything with the site or don't do it we are responsible for monitoring that anyway so that's that's not an issue that Township Township will pay for it it's the other cost of this um Demolition and other things that we're working on thank you good Sonia um border of fed met on November 19th um one of the main uh things discussed was a um presentation of program of studies for 2025 2026 school year by Jessica Smedley um the director of counseling um the video is available on the district's website but few things um that I would like to highlight are um the information sessions for current eighth graders um will be held on for High School South eth graders will be held on January 22nd and for high school north um uh would be held on January 23rd this is program of um studies for the current eighth graders moving on to um High School um so it's a transition meeting for current 9th through 11th graders um a webinar would be presented on January 30th um again for their transition and program studies um um the new there is one new summer course um that is going to be offered um which was introduced um at this meeting um the um API which is Asian-American Pacific alender studies would be introduced in summer for four-week it it would be a four-week course which would give students um two and a half 2.5 credits the other courses currently offered in summer are all in math and science areas so this would be um in addition to that I think um many students would benefit from this um the dual enrollment expansion um has been um confirmed for TCNJ and middle sex College um those courses would be um available to students um for 11th and 12th grade students at discounted costs um for Title One students um district will use um grant money to pay for their um courses if those students choose to um make take use of this um available course um the it it was also there were many courses have now uh been updated with new names and new course names and descriptions so that was discussed um the next Board of AD meeting is on December 10th Park Andre has not met since we last met but I would like to highlight couple of things um the first ever Diwali event that was held was very um successful um to the point that we're already talking about possibly we need a bigger space next year mayor marate we may need a bigger space next year for the W event um the um I think we already talked about the tree lighting is on December 8th um this year due to the drought um the fireworks display will not happen but a first ever drone light show is going to happen so I'm really looking forward to that that's going to be that's really exciting um December 8th is going to be a very very busy Sunday so we start with breakfast with Santa at Station 43 um 8 8:30 a.m. to 12:30 p.m. um it's an annual event so I think um last year I remember I think we served over a, it's a lot of people resents it's a lot of people it's a very uh popular event um free U photo with um with Santa tour of the fire station um there are many um many activities um they do have a collection for uh baby formulas um for so if anybody wants to donate those um they're collecting that so it's going to be a busy morning um um I think many members met yesterday um uh and um cleaned out the kitchen the kitchen gets um inspected by our health inspector tomorrow so um let's hope we pass that and um we I think um it's going to the Friday Saturday is going to be prep day and Sunday is going to be a busy morning there um the same day across the street from Station 43 um at Dutch neck Church um the B group is um holding its first ever exchange event so it's a free event um no sale cost no no costs involved but um they're holding a um exchange event um so bring your things that you want to give away you can take what you want you can give what you want um that event is from 1 to 4 p.m. so have breakfast cross over go to this event then say evening 7 o' um tree lighting and drone light show so it's it's it's going to be a very super busy weekend for sure thank you yeah Dali event was was a lot of fun diali event was a lot of fun um first ever Diwali event um I think for many years we have been talking about that and um this this event came together um it was busy it was crowded um I think we do need a to talk about a bigger space could use twice the space we could probably use twice the space yeah and the food was there because there was there was food um there was food there was um arts and crafts and um there were dance events and singing and there were lot there was a lot lot vendors I bet we'd get a lot more vendors with more room food right yeah Y and you can buy some food and take at home for dinners you don't have to cook that's what we did was that was good thank you um Martin plan board has not met since our last council meeting uh Next plan board meeting will be uh Wednesday December 18th thanks um the shade treat commission uh has a public special meeting tomorrow November 26 at 1 pm they'll be discussing uh with the head of the DPW uh Tony espesito on uh Street tree plantings maintenance tree trimmings and resident notices regarding Tree Care uh also they'll discuss the aerum marker for ronin's Memorial tree uh then at 6:30 p.m. they have their regular uh monthly meeting and that'll be tomorrow also uh the commission meets to discuss how the tree removal permit process is going under the Township's new uh tree removal ordinance and also Gary lavalo of chestnuts Arbor cultural um there our Consultants uh will be Pres present to discuss the 2024 shade tree uh conference that be attended oh and also um council members start thinking about next year we have uh assignments so whether you want to keep the same assignment or a different assignment um please you know contact me and I'll try to make a list and take it from there the reorganization will be on or right after January 15th cor 15th we'll say might be a special date for for that meeting y to be determined yep to be working on all of this okay um administ any other Administration updates anything else I would just say We'll reach out to try to get you connected to get those specs for you you're welcome so uh close session well let me just see okay well for you we need a um a short close session on uh a litigation update any any other matters litigation and litigation and contract contracts okay um so we need special okay so we're going to take a a motion to go into close yep salute I have a second second okay whereas njsa 10 colon 4-12 allows for a public body to go into closed session during a public meeting and whereas the township Council of Westminster Township has deemed it necessary to go into closed session to discuss certain matters which are Exempted from the public and whereas the regular meeting of this Township Council will reconvene and whereas the below stated subject matter shall be made available at such time as the issues discussed therein are resolved and its disclosure would not subvert any particular exemption for convening us closed session now therefore be it resolved that the township Council of the township of West Windsor will go into close session for the following reasons as outlined in njsa 10 colon 4-12 for the discussion of an update on uh litigation and contracts and and the council after that will not be coming out and voting on anything there'll be no action after that meeting right okay that for for the public okay um can I have a motion to adjourn oh no we do that later we do it later motion to go into close we
