ability help me help me [Music] [Applause] [Music] congratulations thank you thank you thank welcome see that's not thank you Public Works Capital request can you hear me okay perfect um good evening um at the request of you guys uh I came up with three alternatives for for our Capital request that I had originally put in in January um did a little presentation here to to go over the points of everything um so with option one um with this option I'm I'm proposing to purchase the truck um in the current version but in a different way um the truck is basically uh will be outfitted um in two parts uh the first part in 2024 and the second part would be in 2025 for Capital um we're looking at 15 months before we would even see the vehicle so this would actually work out perfect to kind of spread out the overall cost of the truck um you guys actually I presented you just with kind of an overall uh overview of what we're looking to do um looking to purchase the the cabin chassis um the swap loader uh assembly um you obviously need a dual steer setup in the in the truck in order to do the leac uh assembly and also purchase the leac assembly um this option ultimately removes the spreader assembly the plow um the dumpsters and the dump body from the specifications that would be looked at in future uh in the future uh budgets to see what our wants and needs are at that point um okay all right so some of the benefits of this option are um it overall reduces the cost of leaf collection uh by removing the two guys off leaf collection it it reduces the overall cost of collection um the truck's an a year round truck now because what my intention is is to add the thumbers and stuff like that so we can actually do brush uh eight months out of the year um I'm looking at possibly if we do do this truck I I would probably have the ability to actually remove one of the additional vehicles that we use for brush collection because we currently use two vehicles and two trailers for brush collection um with the purchase I would have to do some playing with everything but I think I can possibly get it down to one truck and a machine doing the the brush collection um this will also replace the Sterling Dum truck that is obviously 19 years old and is due to be be replaced all right the second option I came up with is kind of similar option um but it removes the the swap loader uh assembly and basically plow and everything it makes the truck a dedicated truck for leaf collection only so in that we we're purchasing in the the cabin chassis assembly dual steer modification and lastly the the leaf vacuum um overall this uh option will do the job um it gets our leaves collected it reduces cost for leav collection but the main drawback is the truck's only going to be used three months Max we only do leaf collection November December and April so you only really only have 3 months to use that truck the rest of the time that truck is going to be sitting here on the sidelines um and then lastly it still does not provide um a replacement for the Sterling Dum truck and lastly the third option I have is to just is overall it's the lowest uh Purchase cost overall um I recommend that we we purchase a toe behind vacuum just like we had previous um in that collection there still is a three-man crew um you have a toe tow you have a a tow vehicle you have the toe behind back and you have a Chase vehicle for for the third employee um there's there's it it'll do the job unfortunately it doesn't bring any benefits to Future Collections and everything um there's no red reduction in man man hours and costs um employees are still In Harm's Way during collection because they're still in in the mix of collecting leaves trip hazards stuff like that um there's still elevator risk of work related injuries because your of the physical activities and Etc um and additionally the tow behind back is still a 3mon uh machine for you use so you're only still getting three months out of that and then the machine is still sitting on the sidelines um and we're still not providing we still don't have a viable option for the Sterling dump truck um does anybody have any questions yes which one is the closest what you presented to us a couple of months ago the first one okay the first one the first the first option basically removes I think around 140,000 out of the overall cost but you had said it was 160 ,000 or 150,000 Al together a couple of months ago it was 560 5 okay 560 okay so this is cheaper than $560 $4,000 $460,000 yes it's they have the total amount Nancy underneath it says total $4 48,5 okay and that's what getting the spreaders and everything else at once right no it's for the spread the spreader the plow the dumpsters and everything are removed from the from that overall cost um in 2025 I Look to add the additional pieces as needed and and what the overall budget looks like point so this would be used basically for the leaves leaves brush we can use it for hauling additionally um my intention would be to obviously outfit would app PL spread in in the future um when the trucks built up front the the hydraulic will be there to do it so there's not going to be any upfront cost it's just purchasing the accessories do you really think it's safe to put one just one person on any truck I do I do the um I mean if they run into trouble what happens I I I spent a lot I spent three months researching this I talked to other towns Medford does it I talk to uh the director down Pitman um they all have these trugs Medford has a few of them actually so it's it's been around for a while this just set so at least we're going for 560,000 to 408,000 right yes and you said though if we do it this way they can only collect leaves and brush that's it well they can't use it as a dump truck they can't use it you could use it as a dump truck yes because the intention would be to pick up a dumpster and everything to F here and possibly outfit it in 2025 of the rest of the accessor okay is that the recommendation the first one that's my recommendation yes yes overall it's it's the most cost effective savings for for the town it modernizes how we're doing things uh it allows me to redistribute my employees to do other projects and stuff for readle them um November and December kind of tough just tough stuff got around the time kind of the shift so the one for 139,000 can't be used for brush no we would still have to employ a backo and two dump trailers and two trucks so you still have three three men doing okay is there a back hoe connected to the first one no how do you get the brush into the truck uh we either use our loader or our back ho and then so you so you still need it whether it's 139 or 48 right yes but we're by doing it that way my my plan is to pull an additional guy off there there's one three guys from redu down to two guys we're still paying them if they would come to work 8 hours a day yeah but it also helps me redistribute the the work in different thank you I'm good is this all what bold and option one is that all part one or is part two in in this so part one is the 2024 purchase so that's what we would be doing in 2024 items 1 through five yes yep what's part two part two for 25 yeah the spreader plow dumpster dump body yes how much is that uh that's 408 the part option is 313 $3,699 that is just a dedicated truck fact makes a one man operation and you can only use it 3 months Max on just leaves sorry so in the heading it says part one 24 part two would be 25 24 Capital purchase with the Kenworth t480 single access swap loader warranty dual steer and 23 yard hook lift vacuum 4085 yes so that would be 2020 Force purchase my intention on 2025 would be to add the other accessories the I I wouldn't have current prices until until next year for roundabout roundabout I roundabout 9 okay so the second option does do brush collection that's what it says reduce overall collection cost for brush collection section option number four that would be option one what's the C down here yeah that's option that's option one so option two is on the next page okay but I'm looking at the total here for option one this that's option one this that's option start of option okay what's the service life on this vehicle I'm going to say probably 15 20 years as was is that including plowing and Sals what's the what's the the cost for maintenance after the the warranty period um it would just totally depend on what what goes wrong at that point the one we have now is 13 years old you said 19 19 what's the benefit of the Dual steer um the the main benefit is you you needed to be able to do collection on each side on the right side of road so you're basically driving from the pass question like you're from England what like you're from England yes yes just like a street what is after treatment this is 5e 100,000 extended warranty on engine and after treatment is that all the options P all I would have to look that up I'm not really sure what what that is is the 23 yard vacuum can that be repurposed to another truck down the road or would that that also if we were to purchase another truck like that actually but is the lifespan 15 to 20 years or I don't see why it wouldn't be we have our V up are currently the oldest one is a 2000 so with proper maintenance and everything I see it as as an issue question I'm sorry okay what would you repurpose your staff in too um during these three months one of one of the big things we have issues with is uh keeping up the bre Fields so I would like to see Rec Fields kind of maintain in the fall so they're ready for spring we kind of get caught in the middle of wet season and everything a lot of times that stuff doesn't taken care of um a lot more build aspects that we don't get to uh more clean and inside could you illustrate since this is a year round truck how would this truck be used this piece of equipment be used year round obviously April November December leaf collection what about the other nine months so the other eight months out of the year uh yeah be eight months out of year so from January to uh October we have Crush collection first week of the month so first week of every month that truck would go out um additionally we would end up using it uh if we're doing construction project or something like that homeing Earth um if we ever had say for example debris that needed be called for landfill use it for home home their landfill um any number of options you can come up that's what's nice about that swap option is there's different accessories you can add on to the truck and make it you know virtual not just a one truck how many trucks do you operate during snowstorms during now yeah I'm going to say between 10 and 14 oh between all the all the routs okay what's the oldest truck of those 14 trucks uh it's a 1999 F250 what's the oldest truck and Flake class of this truck like this 2005 Sterling I'm sorry what's the oldest truck of similar class it would be the 2005 Sterling we just we actually replaced the other one two years ago that how much are we spending on maintenance on the 2005 last year we had about I'm say around $6,000 and every year it's $6,000 and it's inhouse by your crew or Outsource okay that's all thank you thank you very much thank you CH all right anyone have any other questions sir CH help is this compared to our dump truck uh as far as the the one you want to get option one there essentially the same structure just a longer TR SE square foot square yards is it twice it's twice as much I'm say probably as long but gbw wise is actually a larger GW first v um it needs to be a larg first back on the back of the truck plus theity so you need to that just around I think that's set up for around 44,000 lb which is right about there two dumpu trucks of leaves fit in one of these trucks that you want to buy well the 23 y back is replaced the 20 y back the back of the B so we're getting actually three more three additional yards into that yeah but I'm talking about the dump truck the dump truck's only what a year or two old right yes yes how big is this compared to the dump truck in in capacity um I'm going to say that dump out there is probably about six yards 6 10 yard from square yards yes and this is how many square yards cubic yards cubic yards okay so it's three times the capacity as the dump truck yes that's what I'm trying to figure out I got thank you yep I would say that drastically increases your capabilities yes any other questions got a question out there uh sounds like this Transformer drop is already in operation other municipalities yes have our guys go to those Vehicles they spend time on those vehicles um myself the supervisor and mechanic went to one of the local towns we actually rode in one witnessed how it works on how swap loader s ones off yes yep um in terms of um for accounting is this is going to be asset right yes beeting standard question I think every has a shelf you telling me that ear $6,000 a year it was about 6,000 this SL mentions an extended warranty is it be man war that separate purchase purchas it's all rolled that purch the the original purch one no it's included in yes yes ter insurance the truck was here the truck was here yeah the truck was here I stood behind you when you looked at the truck yeah it was the touch of truck I I joked it was the touch of truck I believe you were here that day right in the parking lot all of our all of our employees with any year coming in get C we if they don't have C provided OPP I'm just trying to and that's all done all the training's done in housee how many miles does the truck have one the 19-year-old truck have one I would have to take a look and see B part honestly probably about 40,000 40,000 yeahp trucks tend to not get a lot of mileage we're only 15 square miles most of the time we're going to from a job and that truck has no I was at the 5 year 100,000 mile warranty and just seeing like when that will run out but the years isn't the miles isn't the problem the years yeah you get a lot of a ton of uh I'm not aware of that opportunity to do so um moving forward if if there's anything I was going to get I would seriously look at it before end up purchasing make sure it was something [Music] viable can we sell our own truck yes yes you know the market how much we can sell that for um currently I saw one on municip bid it was 12 to $15,000 they normally go for and that's what you want to do You' want to sell that one yes absolutely yeah there there still is a used Market they normally end up going out out to West and and use for snow would hope if we rent it out or let another Township use it that it would be our guys that use it absolutely I mean our guys are more concerned about not breaking it yes absolutely at least let our guys use it for let everybody if you let everybody use it let do it for the first PR have warrant I don't have any other questions thanks chis okay thank you thank you approval of minutes June 11 2024 regular meeting minutes do we have a motion Berkeley move second any discussion roll call Berkeley yes car yes uh Wain mayor Henley yes right motion passes 4 Z June 11 2024 executive session minutes motion I make a motion for the Call Berkley yes car yes right yes mayor Henley yes motion passes 4 Z resolution 9724 payment of vouchers this resolution approves the payment of bills through 625 2024 do we have a motion car makes a motion 9724 payment of ERS Henley second any discussion uh yes I've noticed um mayor and I I double checked this to make sure that I wasn't uh incorrect but in in the last two Bill lists uh the last page that we usually have is usually missing uh that page includes things like the pdam amount the overtime amount uh Recreation after school clean communities Grant pay F Medicare unemployment insurance uh defined retire retirement contribution and I'm under the opinion that anytime we pay something anytime we we write a check it has to be approved by this Township committee so I would like to see that page being returned uh when we continue to do the bill list mayor Henley mayor uh question is this the email that you sent that Bob said that the solicor said that it doesn't it doesn't necessarily have to be on there because it's not a bill paid it is but I checked with two other people who were long-term Municipal people and they said that anytime we pay a bill we have to approve it over our solicitor he didn't say we may yes the reason that they don't show up on this bill list is because our current Finance clerk has not taken the allocations out from each department so they're technically not bills being paid the salaries are being paid out of the general fund and then the CFO moves the money from each department to allocate it for each separate salary line item he has not done that yet for the last two payrolls that's why you're not seeing it yet but he will do it and you will see it on the next one so we'll see it eventually the reason why is I like to check on how many pums we have how much overtime we have so we can kind of get an idea of how that affects our money no I'll just Breen in an email to I understand that and I disagree with him so we're allowed to agree and disagree roll call ber yes T yes right obain mayor Henley yes motion passes 301 consent agenda resolution resolution note consent agenda items are are considered to be routine and back yes okay that was my my question is this is this going to go out to bids and mol can decide on what to accept and we have no say so this is not the trash contract this is for co-operation this is for yeah I remember reading in the minutes I mean in the agenda somewhere about the the contract with them where was that then it's contract is not on the agenda it it mentioned it does mention um disposal fees in Co-op but this is for a co-op not for our garbage okay that's where I got confused because I was I was looking at disposal fees and it said manol is the lead and we are the second right for this or for the trash contract wherever I was reading about the trash contract the trash contract is not in the agenda where was I reading about it then I'm not sure I don't have it with me but I do remember reading it so are asking me if Mount Holly is the lead Agency on the trash contract Okay then if we're not we're not worrying about the trash contract I will take that back and vote
