carar yes right yes mayor Henley yes motion carries 4 Z 116-24 payment of vouchers this resolution approves the payment of bills through 93 2024 do we have a motion make a motion second any discussion yes mayor this is the fifth time I'm making this statement uh the bill list should contain every single bill every single payment every single check that we write and it has never been complete in the last four times including high and as I told you in my email I cannot continue to approve a bill list but I cannot see what's being paid thank you very much quick question for that I think Wendy has information but what I would ask is how do you think what will be your ideal to be able to fix that issue I I didn't understand what you're saying so what should we do like how could no no no no no I mean but aside from voting right there's if you feel like there's a wrong or something being done then how do we fix that like how do we I have I have shared with you and the administrator what needs to be added is that last page that includes things like how much overtime how much um salary goes together not for individuals but groups how much per Dam those types of things that are not filled anywhere and it it's always been there for the last million years and it's not here now because I can't go into why it's not there so I think s you what no no no it's okay let me I I appreciate you giving me that information so one of the things I did was I reached out to to to Kevin today and what you're looking at is is that he feels like he does it in a more efficient manner when you you go from the CFO to the clerk and you change personnels that do it honestly you've had somebody that's done it for a long time they've done it their way but when someone else takes over the role sometimes they find or what they believe are more efficient ways to get the job done so he's created a journal I think that Wendy can touch on she reached out to our legal team she also reached out to the um our our audit team to make sure that it's done correct and this is not like I continue to say like if we find a problem and there something that's going on we got to find a way to find a resolution or we have to find you know what's wrong or we have to communicate with the people in order to change it although I know that you've addressed this five times straight but the fact that you feel like you have to address it five times straight without it being fixed or without you having a conversation is where I have the issue not with you but with the way the process is or what we have to do to be more efficient as a group to get things done Wendy you have something sure I was able to sit down with our finance clerk after he returned from vacation and talk to him about what the issues were surrounding having this information on the belill list and a very long story short was that our former CFO was creating an extra step process in order to put this information on the bill list because it's technically not a vendor cut check it's not a bill so the CFO was creating a check so that would be added to the bill list so that you could see it on the bill list and then turning around and voiding said check creates a lot of extra time a lot of extra processes so the new CFO clerk has found a way to be able to transfer the money out of the general account and into the sub accounts to make those entries with a lot less of a process intensive procedure I have gone into our financial management software and created a pivot report that can show this information and I've checked with the auditor I've checked with the legal team just to make sure that this is an approved process which it is so going forward I plan to introduce that pivot Report with the bill list so that you can see these entries being made that help that would be wonderful perfect I like I said I just want to know how much overtime how much you know PM things like that are going on and and I don't get to see that no words I just think that you know I think that this is efficient that if we uncover a problem uncovering a problem the first step and then creating a resolution or find exactly what's going on is the Second Step but let's make it efficient and let's make sure so that we can move on to other business so for example when I had when I talked to Kevin I did he did Express that he could use some help um in some of the and some of the other things that have to do with that job and that's something that we'll talk about in a little bit as well in close session thank you no worries um roll call ber no car yes right than mayor Henley yes so it won't pass yeah Mr Mayor yes may introduce a motion what the motion would be to approve the bill list once we get that second information whenever it is so if next Thursday he gets that information to us and then the bill list can be approved is that okay Mr M Mr Mayor and we just won't be able to pay any of the bills excuse me we just won't be able to pay any of the bills well I'm saying if if we can get I'll change my vote if we can get the information that is missing I don't think you should change your vote I think if that's the way you feel you should stand by well we can't afford another 3 weeks without being I mean that's part of the responsibility of being on the committee can I make a motion to reconsider or should not you're not changing your vote okay let's move on can't we have to we have to we have to finalize this bill list the bill list the bills will not be paid until this is voted upon we can't have a provisional if I provide this information because if I do provide the information and it's still not acceptable to the committee members the bills still do not get paid so I just want to make that very clear that the next bill list all of these bills will be paid in the middle of September I voted yes if Council doesn't pay its bills then there's something else that we got to answer for well I don't got to answer for I voted yes okay fair enough can uh 11724 resolution adopting annual Financial audit for 2023 do we have a motion so move second any discussion roll call yes car yes right yes mayor Henley yes motion passes 4 Z consent agenda resolution resolution note consent agenda items are considered to be routine and will be enacted with one single motion any items requiring expenditure are supported by a certification of availability of funds any items requiring discussion will be removed from the consent agenda do we have a motion make a motion for the consent agenda I second any discussion roll call berley yes car yes right yes mayor Henley yes motion passes 4 Z we will now open the meeting for public comment please remember to state your name and address for the record reminder this is for comment only actually wasn't going to talk tonight uh G Baron 138 I have that same shirt good to know you got good taste because I knew you had it that's why I wore it um so I what I thought Nancy was trying to do but I'm nowhere near an expert in Robert Wes of orders here as parliamentarian but I thought it sound like to me she was trying to make a motion subura which is a Latin term I know that we can do that in court uh so maybe Wendy you might want to scrub through the rules and see if you can accept a motion made under subria and that way you could at least get the bills paid but that's up to you guys thank you with no further comment we will now oh I'm sorry ma'am come on up uh Heather Kelly 69 grenage Drive um I spoke I believe in June about did he apologize yeah I did get a letter saying that you know he shouldn't have said that I was needy and everything but I am just wanted to follow up to make sure something's going to be done cuz it's been almost a year Chris okay um I mean and I know that they're waiting for a summer to be over to plant the grass but I don't know why they can't fix the cement now because if they're going to fix the grass and then what dig it up to put the cement thing there um the second the other thing I just wanted to mention um nothing to do with this but yesterday my neighbor was cutting her grass hit a stone broke her patio door I saw that now they have a bunch of stones in my grass so if cutting the grass it flies off and breaks a car window or who's am I responsible for that or is the township going to be responsible that's not Township doesn't own either property right no but it's the township that messed up my property leaving all the stones there that I've been trying to get fixed for almost a year so we go out and clean the stones up I mean the grass is almost grown back now I mean it like I said it's okay like I said I'm that just made me think that like if a stone flies off I don't want to have to pay for someone's car my window right I'm sure he'll be okay I I believe you I just don't want it to get messed up again all good yes okay that's it thank you days to remember next Township meeting is September 17th at 7M Land Development board meeting is September 4th at 7:00 p.m. historic commission September 25th at 7:00 p.m. Recreation committee meeting is September 11th at 7:00 p.m. fire prevention open house is October 10th from 6:00 to 9: I will ask for a brief recess so that committee woman cook can review the bill list and then we'll revote on it you can reopen it yes um to take five minutes do we have a vote all in favor I thank you all in favor to reopen I say I I I okay I forgot what it was oh here we go 116-24 payment of vouch this resolution approves the payment of bills through 9324 do we have a motion I make a motion second any any discussion berley I'd like to wait car yes right yes mayor Henley yes motion passes 31 now uh committee Le on reports any comments yes um historic preservation commission did not have a meeting because we had no uh applications uh but we still are waiting to hear from the leadership uh about the letter Mr thorb sent to you about uh giving a little more strength to the committee and redoing some of the ordinances um I was able to attend the New Jersey Turnpike Authority meeting on Tuesday um they showed a slideshow but they instead of reading it to us they kind of summarized the slides basically they the this the meeting was about the tree door deforestation they're going to be cutting down 1,500 trees um most of them from the maps it looked like it was close to IR Lakes two of the people there said there's my house on the map they were concerned about that um in the slides it said that they were not replanting trees in the places they thought but they told us that they would uh so it's it's very confusing where they're going to plant Tre trees and if they're still looking for places but they did say that they would be planting trees uh between Third Street and ran cookus Road they asked me why but they needed it and I said well those trees have been there for 80 years and when one died they just didn't get replanted and after 80 years you know it got thinned out to the point where there really isn't much of a buffer and they seem to be happy with that um it did seem like for the trees that they don't plant replant here every tree that they don't plant here they have to pay the town uh the state $300 per tree and it seems like they were a little more interested in paying the state money than than getting us some trees to plant I didn't appear like they looked too many places to plant trees so I would encourage some people or us to come up with other places that maybe we need trees uh I know someone told me today that in the back area of Deerwood which is not only a personal property beavers chewed down almost all the trees so if they chewed down the trees that might be a place that the turnpike could replant trees uh I don't know if the school playground and school areas could use some trees I don't know if they looked into that I just would like to look into more areas that we could get some of those, 1500 trees back but it was a very good program and um there was a good handful of people there probably that's same amount of people that are here today and they're going to have a meeting in December uh on the second plan of the urn thank you anything else guys nothing else thanks for everyone to come out we're excited um about this is you know us following through with the with the backyard checking committee something that we said we try out um the residents were dedicated to making sure they put their best foot forward the ones who really kind of want to have it the people who are on the committee are really people who emailed in and said that they were interested in being in the committee so it was great to have like the community engagement for those that want to have it um and I believe that it will work out to give us a a good indication of is this something we move forward with or not so I appreciate the residents stepping up and and putting their name up which is always you know something that takes a lot of you know some bravery to do right um in put your time and effort in as well so thank you for that number two um I know that a lot of times resident not a lot of times but there are times that residents will come up and ask about Community engagement so I wanted to speak to change church right down the street had a book bag giveaway uh I believe they gave away well over a 100 book bags they asked that you know I come out for a little bit so I went out and was pleas pleasantly surprised that they not only gave away book bags but they had a food trucks there that gave food away at no cost they had rides for kids there they had music playing they had bounty houses to me for a community that continues to ask that we do more and more um as a community that was a perfect example of what could be done as a community with you know communication and paying attention and looking for the glass to be half full um there were plenty of people there when I walked up there was a line of people waiting to get in and they had more book bags and you could ever imagine they had people that g handed out bags walked around helped people fill out book bags I was extremely proud of what they've done and not to push chains church but change church has done that I've been to an event with chains church last year or so where they gave $5,000 to the uh the school over there for pregnant team right um and that school stated that they never received anything like that so let's make sure like as a community that you know that we continue to look for these things to be able to to come together and to be able to support especially when we have something in our Township that they really really care about involving us all with that being said uh we're going to go into executive session resolution number 93 2024 resolution authorizing the township committee and support staff to meet and private session and authorizing the exclusion of the public from the portion of the meeting dealing with specific issues requiring public non-public discussion attorney client privilege and Personnel do we have a motion second any discussion roll call barley yes car yes right yes mayor Henley yes may don't you s me already thank you everyone have a great night have a good night
