uh so the only thing I don't have the minutes I didn't bring with me uh I never got home to get them back to you so uh so the only thing we're going to discuss today which is of importance is the budget so what you have in front of you is the fiscal year 25 what we have asked for what was on the budget last year I guess and what we have also you have uh three other pages one is the revenues from FAL year 25 which is this year which is very small the $177,000 number only because obviously we haven't selling Beach passes yet well 17,000 is a lot of beach passes yeah that's 600 Beach passes uh and revenue from last year which you see on fiscal year 24 as $153,600 so we're looking at $180,000 in Revenue plus or minus give a take what happens uh to work with here so having said that uh grabbing the expense or what we asked for last year uh we have something that jumped out at me that is going to be a problem but we'll get to that in a minute uh so item number one non- clerical part-time or temporary originally budgeted 70,000 uh you'll see that we Ed $ 69,420 45 99% of what we budgeted uh we did have a $5,000 overtime which we did not touch so we're going to need that to open the beach in June because we can't do anything about next fiscal year at this point uh and I think that should cover us for two weeks I think uh the incentive which shows up as 0% saying I think everybody got their checks last year so I think every so that $3,000 figure is gone now uh what you see because that's been paid I hope it's everybody's got paid I don't know if everybody got paid but I'm assuming everybody got paid okay uh so what's our pleasure on that particular for Personnel Services do uh What's the total number of lifeguards that we have well from last year or for this year uh from last year from last year was 14 guards 14 and how many of them do we know how many of them need to be recertified or so I don't know the exact numberi what I did do was I I sent out an email not an email just text mess to different uh guards and told them where they would be where they could get recertified which is uh Newport Y is one of them and then where why I recommend those actually me the assistant bares just got certified um a couple weeks ago after uh new W so um but this right now as I know 11 Ys coming back and I'd like to get two four guards on board and have a max number of 13 12 guard s would be you know fulltime and then one guard would be an alternate what are we doing for like per day like what do you do on weekend so so six it's six guards all all all week and on the weekends so six every day six every day that's what we have to plan for it doesn't really matter if we have six eight we're going to have six every day I'm assuming this year so it's the budget is six every day so we need to increase the budget cuz I don't want to work on a 99% uh sure I know we disc raise and we discussed to opening up a little early just on the weekends and working on a minimal basis yeah we can't do that this year I'm just for the safety of you know I I understand but we we've got $5,000 to open the beaches uh that we can't get any money from anywhere else uh and that's probably what it's going to cost for two weeks worth of salary it would be from like discussed before it'd be from moral Day weekend four guards Saturday Sunday open to beach yeah I don't think we don't have I don't think we'd have the money to do it m and we have no way of getting the money we have $5,000 in Personnel Services uh unfortunately I thought we were going to have enough money because typically we did I so $5,000 which will cover like I said two weeks and we open up the second week of June when we technically officially open second set we've been opening up a little later the past couple years like before Fourth of July which yeah I mean we typically opened it was always the second Saturday in June uh and that's what I was planning on this year so we have just enough money to cover that I mean could we plan for the next year oh yeah that's the whole that's the whole that's the whole that's the whole point is okay yeah we can't do much about this we have a problem because we run that fiscal year July to July yeah and unfortunately if you open in June we can only use what's on this left this budget here because like you know like I said it's just a safety thing all you know all the beaches in the area I thought we were going to be able to do that but I I wish I could tell you we're sure we could do that but we don't have enough money to do that we could look to budget it for absolutely the next year Well we want a budget and a raise so that would be appropriate for as of July 1 you could get a raise for this year but that doesn't kick into July 1st all our budget's going to kick in July 1st so what do we want to do what's your plan and the the 14 guards you said that were returning if we don't know the total number that are going to get recertified that's be 11 guards rur 11 11 guards returning um and that will cover the six every day yes okay all right so I think we're good I just think you know we just have to budget the money appropriately and obviously we bump bump up the money because like I said it would just be 13 all together one you probably H and then another one would be in alternate or service an alter so say if someone calls in sick I can call them up they can come in something like that we don't have enough guards they can fill that position yeah this 69,000 covers from July 1st to labor dat was early last year so it's about nine weeks okay uh so nine weeks at 69,000 doing some quick math it's about 7,800 bucks yeah a whack uh a week so we're going to be hurting how do we get that out we have no EXP that we can transfer out of the 5,000 yeah that's going to be tough well we got 5,000 we got three uh no we don't have the same incentive I see a couple of things so we could use that well we can if that that was actually paid the 3,000 now the 3,000 gone yeah because that was paid off in the sent us all the life cust you got their checks that stayed I'm assuming we ate through the whole 3,000 I don't know for sure but it's not reflected here basically okay uh but a good port of it would be spent I would imagine research uh so what we need to figure out I mean a town meeting we can transfer money but we don't have a lot of money to transfer if you look down that'll get to that so we're going to need gas F you guys can pull from that is there like a general fund you guys pull from we have a an Enterprise fund and we and when you do the budget we dedicate line items for every thing here and it's okay to personnel and this personnel and his expend expenses you can kind of transfer interchange in the expenses but you can't put the expenses in the personnel and vice versa unfortunately we're right at the at limit with the Personnel Service so we'd have to transfer something at town meeting or have a limited staff in the beginning of the year right for the first week or so I don't know how we I think the must last one I saw I thought we had plenty of money I don't know why we don't so we have $5,500 basically with the 5,000 and the 577 above yeah to open the beach this year so we just have to work with yeah so I think and so I think we need to bump from 70 to at least 80 for next year for next year yeah okay well that'll give you a little buffer yeah when is Labor Day this year uh don't know it's depending on how Labor Day falls so maybe they can't be the first yeah maybe it's the first this year it's early this year okay well that's i' be more concerned if it was the seventh because that would be another extra week we'd have to budget for one less week yeah so September 1st would be our last day then right September 1st would be our last day yeah so you you you technically have eight weeks this year n weeks so almost I know I think we bump it up to 80 grand okay anybody have any discussion any issues uh and that would cover the raises that we're looking to implement for well it give us 2,000 it give us about a 10% raise give or take we're having a short year and would it give us enough we got to be careful because we got to make sure we don't CAU stir the pot I'm just thinking forward talking about opening early next year does that cover yeah because all right so if you if we had an extra so we have $5,000 left over this year right so we need basically about nine to open for two weeks yep so if we have nine to open for two weeks that's four out of this we have 76,000 which about 10% bump on the Lifeguard okay and that's but that's no raises no it's a 10% bump oh it is okay yeah okay well yeah I just want to make clear too so it would just it wouldn't be the week it would be starting uh Memorial Day weekend but just weekends it wouldn't be the whole week so it would be essentially six days that's all it would really be more and it would just be weekend and we wouldn't have six guards we wouldn't be on a full staff we would only have four just coverage just so just coverage so there's somebody there simple cover so Memorial Day is the 26th this year so it be let's see so you would open the 24th and 25th and 26th what you're saying I want even I wouldn't even open the Friday I just do Satur that's 24th is Saturday so 24 25 that's three days yeah okay yeah then you're right yep three and then it would be weekend so Saturday Sunday seven so that's nine extra days before four GS yeah I don't think we have the money for that I we we're going further down the budget but I don't think we're going to have the money to be able to do that this year this year this year I don't see how we can because we have a line item here that really killed us and uh that we're going to have to transfer we'll get to that maybe we can transfer out but it looks it doesn't look good let's put it that way because but if you transfer out money or something like that yeah so that's three days five days gets you to June 1st seven days get you to the eth nine days get you to when we technically officially open and then we have a week and a half of opening and we wouldn't have enough money for that we basically we have to pay for almost three weeks and we don't have the money for that I wish we did I thought we had wait so you're saying so it would be I just want to make sure 24 25 26 that's three three Saturday the 31st which is 4 and the first and which is uh five yeah and then seven okay you know would be the yeah I don't I we might be able to figure something out but it doesn't look good and I'll tell you why in a minute so yeah well I I I think if we've if we announce that the beach is open on you know whatever day in June it is officially open yeah then I think you I don't see problem is you don't want to stop him then I don't see a huge problem with that no I don't think so either the beach is closed the beach is until it's open right yeah I mean could go 85 just to make sure next year in case something happens because it's always better to have more money than like now we have less money we can't do anything about it I would say maybe 85 well maybe if the if that'll do it okay uh let's go down to the other line and see what we can transfer out uh so vehicle repair and maintenance we're not we had $1,000 the highway department saved us on that so we still have $1,000 so is the hum is no he hasn't done anything yet because they won't do it are budgeting for it yes okay we have a budget for it but okay if it goes over $1,000 we're going to be in trouble okay uh because I I would recommend I could even I would even try to help the highway department out as well on the mechanic side of things you know um if if I'm allowed to I would definitely help out you have experience with that right yeah I have experience with that with with different auto mechanics and so you know I'm actually building a 74 Harley Sports there you know I mean I don't think it's a good idea to use that humy because it's not road but God for something happens it's useful I'm not going to lie it is useful it's it's very useful I mean in case say the gator breaks down we have backup I mean last summer we didn't have the gator yet and we used there's a woman who split her leg open and we used that to get to her car and she get to you know because she then went well I wouldn't expect the gator to break down it's brand new so I wouldn't oh you just never know that's the thing I mean the guards take their breaks and we also yeah the guards yeah we we've got we've got an economical solution possibly of that also but uh okay so the next surf is Professional Services is a killer yeah I guess so uh I don't know where the 12,000 encumbered balance came from but we're over we budgeted 19 we spent 20,000 plus and that's because trash pick up skyrocketed because we have that was part of the problem portter John were a little more expensive yeah they did go up yeah so we need the budget appropriately uh I haven't got a quote from both of them yet I need a quote from both of them and we have the the container down there now as well well that believe it or not that's the cheap guys $249 a month and we had it for two months that that's the best bargain we have down that was a very good deal now let me ask you this we were using what Mr CES poool before yeah Leon's going to check into some pricing and see if we can go a little cheaper because somebody misinformed me that the other people were not going to do it so I had to investigate and Jim gave me Mr CES and I checked it with uh um Matt and he said they were good so I went with them but the previous one was better yeah I think and they said that they cleaned better they just just was a better facility so I'm waiting to hear from both of them they were better they were better Port John for sure yeah well did I've heard they where at the spindle Rock they charge more for an green one than they do for an orange one yeah well yeah the other people had brown ones and they were much better looking than the orange ones the the orange ones were pretty so I guess function is the only thing we matter as long as they're clean and yeah but I don't contact both of them again and see if I can't get so as far as uh we need to bump this up I recommend bumping it up to 25 because it's probably only to get more expensive before it gets less expensive okay going down postage uh we seem to be pretty good on that and I have to check with the Town Clerk and how much is going to cost the next postage bill it be for for up to July 1st this year we're probably going to be right at we spent we budgeted 2,000 we spent a thousand MH so I would imagine we'd spend at least that for the ver the second half of uh well we encumbered a th000 Bute we expended 500 spent that's because we we we didn't anticipate previously they had to send in the application they sent self self changed over to the electronic system in which we're mailing them now oh so that encumbered balance that ,000 encumbered balance was we had to pay for those we're still pretty good and I think we'll still be pretty good unless the F service jumps it up again they are going to jump it up again so uh I'll ask the town clerk on that one gas and oil we're pretty good we can leave that the same printing we pay for the printing uh we're right at budget we need to bump that up a little bit spend $3,500 printing includes the printing of the passes which is like I forgot what something but it's also for the software or the service that city hall or whatever it's called charges us so I think we need to bump that up to maybe four 4,000 uh computer software that's the license $3,500 for the license to have the software so they can charge us to print the passes I don't think there's anything we can do there uniforms and clothing do we have enough did we have enough uniforms and clothing for the guys last year y we only spend 500 bucks I think it's always good to you know I mean it might seem crazy but to have a you know to be able to give them a a new pair of shorts every year exactly I don't have a I don't have a problem with I just make sure we have I want make have enough money yeah have that I sent an email out allocated just basically from here on out hat sweatpants um a swim trunks and chair you know how much they were off the top of your head so uh sweatpants I think I want to say was like 22 bucks um swim trunks was around 25 um shirt around the same price and a half was probably five bucks so maybe if you had 100 bucks per person it's 100 yeah so almost so we're talking do we want to bump that up I would to what thousand well if it's $100 per lifeguard we have 11 lifeguards I could be off with the shirt price I could be it was 25 I did came out about 80 bucks life yeah so we'll bump it up to a th000 okay okay travel no no we have $50 for travel none of us took a chunk it to Bermuda to check on their beaches so I think we're all good uh misscellaneous this is we spent we had $1,900 unincumbered balances we right there we budgeted 2,000 we have 90 bucks left what is that for uh things that come up on unanticipated things that like say if I have to run say get something from a get we need new sign or you know bag or you know whatever batteries walkie-talkie whatever the it may be Capital Improvement I haven't gotten an answer on this but I think this was what left over for the original uh fund for uh fence the fence fence I think it was moved into the capital Improvement but we also have to purchase new gates and fix the parking lot which I would think but we can transfer money out of here at town meeting to the Personnel Service oh which would help yeah if we want so we could transfer like five grand out of here and that would give us the extra money to do the raises or not the raises but the uh the started on the weekend whatever you want whatever call whatever we're calling it uh the early start sure uh so we would take 5,000 from the Capital Improvements so decrease that well no we would stay the same in the next budget we're just moving it from here to here yeah so we're going to leave 115 as a budget item but we're moving this 115 from moving 5 last year this year this current year into personnel as a as a warrant article yeah so we're keeping that the same right and that that's that that's got nothing to do with the budget it's got everything to do with transferring it uh so that will allow them to open early this year or next year we this year this year okay we can transfer it long if we have town meeting in May yeah so then you would be able to I believe it's May 6 yeah yes we would definitely be able to well unless there's a pandemic or some other thing you know but so if they know on it'll be available the day after town meeting whatever day that would be over so we would have money for May to start great I don't anticipate anybody voting against it but who knows uh which is the reason we have an Enterprise fund because we used to have that problem at town meeting somebody would get up take all our money and put it somewhere else you be able to use it this current year though the Capital Improvements all the money that you're talking about yeah trans well we were going to because we're going we were going to do there was a request from the selectman to do some clean up of the parking lot and we need to fix some of the Bays because people have backed over the railings and knocked them off and we had a a young gentleman who decided to remove all those so we could try to drive around the parking lot at night one day last year now I have a good question to myself um I had a Dana and she was suggesting that um for the gates like electronic Gates um you want to go into that a little further um so I just did a little research and there are Gates out there that you can control remotely um and that are you know very modern and digital and they can raise up and down and you can time them so that they open at a certain time close them at a certain time is that something that you guys have thought about possibly we we have thought about Automation and you know even with Beach passes you know have a card or a fob or something that you know they wave and the the gate opens the problem is the busiest time is when there's nobody around there something goes wrong like on a Saturday afternoon who when the thing breaks down who do they call yeah I think as long as it was able to but actually like I did research and you can control it from your phone and some of them and then if it break you just call the police and they would come and yeah it would be like like like a door like like your door knob right where I I mean I can push the door I mean you have to look at the expense and my son in Dartmouth can look at me on his camera I mean it's Fab oh no I can look at my dogs in the cellar yeah and you too she has the expenses there yeah um so if somebody were trapped in there at night they could push the button and you could open the gate from your house be better than going there for my research um basic systems start at around 500 to 1500 um more advanced systems can be 2,000 to 5,000 gate I'm guessing that's per gate so there's one two three four Gates one four I think five get across the street too oh yeah baby Beach yeah I know our neighbors next to the boat yard the yacht club has one um but what they have is a that's there so if there is an issue he goes over and he you know manually opens it I think the concern I think it's valid is if it didn't work on a Saturday morning we'd have a cars lined up you know yeah oh no it'd be backed up to the bridge and it be you know and the police not necessarily being able to get down there in a timely manner but there must be a way that you can do a manual sure I override the guards were there they could just exactly one of us can run down quick open the game yeah as long as there was access we need a couple people to be able to be in control of it yeah uh would saved me a lot saved me a lot of time in aggravation uh if it worked as well we do have a power source I know we be hard to get it down to the fourth Bay because the PO last pole is right there at the baby Beach well would there be any way to rearrange the so that you only needed one gate for example one gate in one gate out yeah yeah so have the parking L you probably could well I mean if there's is there a way to do it without losing spaces I don't know I I I would say that that would be more convenient because I know one of the bigger problems is when somebody pulls in a bay and there's no parking spot and they're trying to back out and somebody's coming in and it turns into you know well that's that's another problem but but I don't know if we but I I don't know I I don't you can't get people to park perfectly ever you the concern would be there's some idiot park in front of the gate there some idiot Park so nobody else can get in so we have that problem now where somebody Parks but if you can get it's hard to reconfigure that parking because there's no painted lines if you had there was a way of painting lines so that people would know okay this this absolutely is parking spot and this is absolutely not EnV I don't that doubt yeah that's a whole different whole story uh oh okay well just thinking that was yeah I mean it it would be for circulation wise it would be kind of convenient I just don't know logistically how we can the baby be side is always a disaster once that starts getting full it turns into they park down the middle and then it's just nobody can get in and nobody can get out and if somebody's on the beach it's like good luck if they par boxed you in and again it's hard to paint sand we tried the boards on the sand that didn't work very well so if we were interested in entertaining the idea of of changing the access to something that was electronic or you know a gate I'd be real interested in doing it how do you go about doing that is it something that we don't well that's a capital Improvement all right you can take it out of capital Improvement and say we're going to put oh yeah all the gates they all have to be new gates but they make Gates how did you get those prices slide so I researched online and I also looked at the different popular brands or companies that offer them um such as liftmas Sumer nice or bft um so you can just easily research those companies yeah there's a lot of people like I just came through a parking garage where you have that same thing yeah uh the issue would be I'm sure that's the cost of the gate and then the issue is the installation sure yeah so it would be a have to be a bid item probably have to be a bid everything's a little more expensive when government's doing it yeah well that's well they stop paying prevailing weight and it doubles the price of everything so uh but we could budget for that or at minimum least look into that cuz the gates have to be replaced there's two gates that are functional I will say at this point in time I'd be happy to look into it and do some more research if you like and could just present it to the the installation cost would be the more I'd be more concerned because you're talking hard wirring and all these other things that happen and then we do have internet connection down there cuz that's how the camera works on the parking lot so there is an ability yeah and maybe we have a remote mhm said I don't know how they work whether if they do a Wi-Fi thing or they do a hardwire thing right um I bet you know like typically when I organize the playground you know a sales guy comes out on site and will look at the space and gives them recommendations um and if we have the information about if it can be Wireless or hardwired like you said he would be able to give us could could it be great if I could see the parking lot and be able to close bays at night when when people are gone yeah the biggest problem is when I go down there there's always like one in the one first Bay and one in the third Bay and then when you try to Chas the guy in the first Bay out the guy two more people come in the third Bay and uhh because then you can let them then the police could let them out because that's the other problem if I'm not available to go down and let somebody out could sad car squad car one or two people administr use such as a police and yourself you do it from your we have to look we have to look into it it is a hostile environment down there where things tend to corrode pretty fast because of the sand and the salt yeah so that would be something to consider probably I'm guessing right but I'm talking about wiring and everything it's just we'll go underground the wiring right that's what we need to know yeah uh would you like me to research it and I can come back to next meeting yeah I I would think that we should consider it because we have to replace the gates the second Bay gate is a disaster I've repaired that more times than I've ever wanted to do it again uh the one in the fourth B now was the best one because they just put the new poles yeah that one works the best now that used to be the worst now it's the best but I have to believe I mean um if we have $1,500 allocated in that budget right would be a lot more than $1,500 to take let's say we went Mercedes here and it cost $2500 per gate that's 10 grand yeah without yeah labor installation and all the other stuff that goes with it cuz just for that small piece of fence how much was that that was like exp you could get creative and ask for business sponsor and sign out there say that turn that turns into a different problem though with the sment because the sment are beginning the process makes sense though I no absolutely absolutely because it's uh well at least you you get a gate that can be hooked up to a remote even if it was a timer right you know even you know them have that capability you know the problem with timer is you know somebody will complain that I was heading the parking lot and they shut right on me and they go through it uh well they they have sensors so but you can't they can't do that you have cameras down there in case someone does go through it doesn't help trust me when we catch people doing it it doesn't help uh so do we I guess it comes back to the budget do we want to bump that up do we have the right now we're transferring five out so we'll have six let's say we have six left over we bump another 11 and we carry that over we'll have 17 yeah that's if we don't do any Landscaping that was requested by the yeah it's difficult to to say yeah this is what we would need in order to you know do a project like that because labor the it would probably be upward it's like the fence tripled in cost 300 ft of fence tripled in cost because you have to go prevailing wave when is um your budget meeting with finance committee I haven't said that yet because we haven't done a budget oh okay I was going to say I can try and get some more information for you before that meeting if you can get it as soon as possible because it's not going to be this week and I would assume it's not next Tuesday or Wednesday I would just have to arrange someone to probably come on site to see the info or or the space but I can get the info bico CU we're always last because we have an Enterprise fund and we always cover it so there really is not a lot we can they can say okay like they can't tell us no it to you in a timely manner you want people can tell us no with the sment so and how many total Gates would you be wanting well right now there's four Bays plus the kitty Beach parking lot would be five total okay just throwing it in there I think some planning um would have to be involved in terms of of you know how many gates do we need can we can we rearrange things so you can get away with two at the main Beach and then maybe one over at the river side there the baby Beach well you definitely need one on the rivers side right so and if you're saying one entrance one exit yeah oh that's right yeah uh you only need two yeah then you have to reconfigure the whole parking lot yeah would well we can go look yeah I if it's we don't want to lose any spaces sure if you had one you may even pick up some spaces but it's but you lose because of the circular traffic you have to have enough width to get from the roads and then you lose parking spaces sure if you have a yeah if each gate has its own row then yeah it makes you you'd have to rearrange it is that something that the town like the planning department or somebody can look at the space and say we can all look at the space I can plot it out we can I mean the problem with the a circulation road to go around so we can get in and out yeah is it eats up a lot of space yeah I like the idea the single lines is the best way to do it because it's the maximize the space for parking I would say if we do have the money and we can allocate the additional yeah we can look into it and it may if we need because we can go actually if you can get a a ballpark we can do what we did to the fence we need $20,000 go to town meeting and put it take it out of our slush fund okay and as a warrant article for the fenes and leave Capital expenses alone on the budget okay as long as we do it in enough time 30 days before come and again I don't see here 6,000 5 606 one was the $115,000 for the purchase of the land we only spent 12 and the other is defense which we haven't spent yet because we the contractor has not signed the contract yet so we may have to go award it to the other contractor who bid it's got to be done before April yeah I'm not I'm not waiting another year I am not waiting another year if we don't hear from the guy by February we're going to award it to I don't know why he hasn't signed the contract and the back they sent it out in December probably workload you know he probably saying am I going to fit this in it could be a workload thing but it was explained that sometime after November we wanted the fence constructed because that's the quote unquote slow time of the beach yeah uh and we have to have it in before the CLS or anything else comes back in April or something and I don't want to wait till March and then try to squeeze it in 3 days before April 1st and what company are you going with it was Southeastern fence that's what we for the playground but Paul hasn't gotten back to me and he hasn't signed the contract and I'm getting a and it's been since December that too if you want me to try and I've called them and I don't I'm I know everybody's busy sometimes you have to talk to the receptionist and they V oh no he's got my cell phone and I've got his cell phone but I'm sure like I said they may have a big job and they're busy and everything like that but it's got to be in before April 1st it's I'm not going another year without that fence being in who was it Joanne who ran the tton building department yeah nothing got done without uh so th those we don't touch any either of those articles those are just the way it is uh so apparently from what we've added we've added $22,000 to the budget I'd like to bring up one more thing actually yeah just the uh the one lifeguard stand that's yeah that's the only thing we do need another I mean the light stand that's that's absolutely fine we definely to know yeah the other one's in tough shape I'll ask Chris if it must be somebody who can my recommendation maybe you get something like the resin like the plastic resin I mean because that'll never really Decay with the soul I mean what are the I don't the prices but I just say no it would be a good idea but they're also very light and very easy to move yeah they blow things blow away things blow away or people get haul them away yeah how much does it I mean how much would it cost for a new life c stand I'm sure we can I so I looked into it because the same people we got the uh picnic table chairs uh the name is case me they weren't very expensive you can get one really fancy that's really expensive but I mean the basic chair is not that expensive basic chair and I prefer that they be made out of something beefy exactly and not and something that's not going to you know erode to the Salt yeah yeah well I don't again it's hard to even the aluminum one is it's it's it's not as bad you can definitely get a few more years out of that one yeah um I just looked it up it says aluminum lifegard stand price range is anywhere from 1500 to 4,000 yeah basic models May cost around, 1500 to 2500 right do you have a vendor we have a vendor out of Florida who we get the like the picnic tables from and everything I don't have a vendor for picnic tables I can't remember their name it's like uh Park equipment something or something like that we can I can look into on the website but it wasn't very expensive to get a new chair mhm uh we can build that into the capital expense I think that makes sense we could also reach out to Diamond and see if uh they made both those shairs exactly they could make another one that's a very good idea yeah they get a lot of requests like that though now oh yeah before it was you know the welding CL now the whole world is going to them to get their houses built and their cars fixed you know for obvious reasons I mean it would be a good Municipal project maybe we reach out to them ask doesn't hurt to ask probably make it cheaper who would make the ask is that one of us or uh you want to me I can I forgot the guy uh who's our representative uh on the Vocational School District anybody anybody know who our representative Vocational School District S I don't know that would be someone to get involved yeah I don't know who that is but so if we add $22,000 to the current budget or the for last year's budget you're looking at basically $150,000 in budget with $180,000 in Revenue so we're going to be okay the finance committee we're not going to go to the town because really can't go there now right so if we're all good with that these numbers and that may change if Dana comes up with a price oh Paul Jennings Paul Jennings yeah yeah so that would be someone do you know Paul Dana At All by any chance Paul who Paul Jennings is the is a vocational uh school committee basically and he's our the Westport representative so for Diamond he represents the town of Westport do you have his contact info I do not but we I'm sure we can get it from somebody he's elected they are elected so I'm sure we can get it and maybe we get him involved okay great it it probably would be cheaper and again it's a good Municipal project I'm sure they'd be glad to do that too some of our guards like I said I know every town and every you know they they get deluged with especially even the wooden ones are fine yeah a pressure treated wooden one would be fine pretty heavy it they're pretty heavy and it would last a long time and they last but in a worst case scenario the only problem with things that burn yeah yeah well you're wooden ones or an aluminum one I would want aluminum would be the best option even even steel would be better than I think I think there was a guy named Bowen ran the shop at Diamond do you remember a guy I got his name Bowen is that sound right he lives in Little Compton the guy that ran God I can't think of his name you can't the wood he can't use pressure tree to I would imagine that the school [Music] committee yeah cuz that's all we just something the plastic resin ones I'm pretty sure horck has those so itd be just something to think about as well because they can get pretty heavy the plastic resin ones I mean I know what I'm sure that the concern is because we had the steel ones you know they dragged them into the water last a couple years ago and then and then we had them they loaded them in the back of a pickup truck and they had a caught going up 88 that's I mean that was before we locked the gates diligently and did all the things we do now and you know take them and put put them on elephant rock so we'll see what we can do about that but that's a possibility but we could possibly buy one you know uh is there anything else you need no that's that's pretty much we should ask that before we went through the whole budget but yeah I think there was some miscellaneous items that he had brought up um just those were pretty much the big things that was kind realistically yeah realistically most everything is covered in the budget items like Miss Lady's expenses and that kind stuff if those are covered then we should be yeah how you doing it's the beach committee but I know you're here for offshore when me you're in the right place but not till 5:00 coming soon coming soon not now now the raises next one okay so yeah so we've built in the raises and we built in more money for hopefully knock on wood you know uh yeah so everything's good so you know I think because we we did raise the passes last year and it did add a little bump to our Revenue but that's we're kind of a prisoner to whatever the revenue is basically I actually like to mention one more thing too I just thought of it I mentioned it to Dana um one thing that could also make the beach money too is like maybe like a junior lifeguard like Camp during the summer one of our lifeguards take uh like high school age kids to you know um show them what we do uh go through different training exercises it would be probably for like eight weeks you do two days a week Tuesday Thursday 9 to 12 and you know you could charge for that and then we would have a steady stream of guards coming in we could pick one of the guards at the end of the year to become a lifeguard get them certified and we' always have a steady stream of guards coming in so we won't have to worry about so that if the recreation department is managing that and and providing that with the administrative aspects of the software that might funnel back into Recreation but it would it would provide a nice venue to train guards and get them excited about being a guard and basically pass them on to an employment situation as kids are aging up and out I think South Shore does that's what I got it from I started off doing that a good idea something we definitely try yeah yeah I think he's well I don't think there's anywhere in town that has swimming lessons for young kids um so privately private places do it like private hes and um I mean I don't know cuz I know they used to do it at the yeah my daughter at a home um where runs it out of and then I know the W New Bedford has less well I think swimming you know in the river or the ocean yeah that' be a good place but I think and that would be a way to if you had a guard we just need a to probably just do that well there would be if if you had guards that wanted to work you know overtime and be a swimming instructor at a beach I mean it would I think it'd be a great program people used to do it at the harbor well they used Nobody Does it and like I said it would just be a steady we would never really have to worry about guards because they would be Word of Mouth we would just have publicity just from that and you know we we s the sailing program and we make the kids pass the swimming test but if they don't know how to swim what do you do where do you send them because the swimming lessons were always on the kitty be yeah because of the you know no waves yeah yeah no waves so it was easy and they had to float there and that was before they move the road I took them when the road used to run along the water yeah a long time ago it's not done yeah okay so we'll present this to Jim I think he'll be okay uh think was anything ever decided I thought it was supposed to be brought up the selectman's meeting two weeks ago or what so as of last week I'm at 32 hours um and so that's up from 30 hours that's the 5,000 that we give to the recreation so but like there's nothing writing about what my duties are yet y I think that's something that we can kind of figure out organically I'm happy to help where well we better if we it better if we had in writing because I don't want to say hey hey hey you know Dana we need those guys they need painting can you run down there on a paintbrush on Saturday and you I don't want to so Jim and asked you to reach out to Michael and just like chat with him we had a really good meeting today um that's why I wanted to come here today too to just like you know learn more um so I'm here so if you guys meet me um and I think starting earlier rather than later with getting the guards all set up for the summer would be great super I I don't have a problem with that as long as we have the money and the problem you know this year we we're we're at 20,000 we get 20,000 buffer we do have a little Nest Egg but we've been tapping it we tapped it for basically $64,000 for the purchase of the land which you know anytime we get a chance to buy land when and they practically gave it to us we're going to jump on it so would now be the time during um you know the budget cycle and and planning for next year to possibly bring up like you know when the police ticket cars at the beach for not having a pass or a parking pass I know right now that those funds go into the general fund right right and I had brought up one time before the possibly a percentage of that coming to the beach to also help the beach um maybe now is the time to bring that idea up again even if it's just 5% 3% it could give the beach a boost with having to get things done and planning for the future right and I don't disagree with that the problem we have is we have people who want to come after our Enterprise fund as we speak uh because it I don't want to say it's a major source of Revenue but it's a pretty good source of Revenue it covers our expenses and some and it allows us to build a little money to plan do things purchase things get things that type of stuff uh that might be a sore subject in some areas uh but yeah I don't know I don't know what to figure with I know during the pandemic the monies were like literally like $100,000 in revenue for parking tickets really like that's what the parking in oh no they was like they were they wrote out I think one of 2700 one year during the pandemic because they were parking illegally in in the parking in the on in the lot people with no permit oh they didn't care they they had nowhere to go yeah so they were going to park illegally they were going to park legally it didn't matter they were just going to park and it cost just as much to go to horse neack yeah so they looked at it as a $50 ticket yeah well I'm I wonder you know you wonder what you can do about that I always think that we we really need to boost because $50 doesn't we know I know seen people and then cops are seeing people they'll just oh I'll take the $50 ticket if you could call people and just go to the beach just you well you can't a family of four can't go to the movies for 50 bucks so you're going to go on Fourth of July weekend you're going to go park at the beach $50 is nothing yeah I thought it was brought up that there's a state law that only allows us the parking on roads parking I don't know if parking illegally in a parking lot can be well if could you call it the whole a fire lane well I was wondering if if you said it was trespassing yeah yeah right yeah there you go there got to be a way around it because you know the max is $50 for a parking ticket you can write out and that doesn't deter anybody you know the if the handicap barely deters people down at like Peach Avenue yeah that's 300 $300 still do it unfortunately if you like I said if you bump 50 to 500 and you pay more littering yeah I mean that's like that can be a thousand what what is it for littering I don't know a lot more yeah so I maybe we should bring that to maybe I thought we could pass a bylaw or have that bumped it as a special thing call it trespassing or and the other thing would be toll I love that yeah I know I do too but it's hard to get tow my suggestion would be to bring up two things and maybe see if you can bump up the cost of the ticket um in general and then maybe just ask the question can a percentage of that come to it can yeah but they would look you know it's been spoken to me before that well you're not paying the cops to write the ticket either in other words we don't pay the police to write the tickets they go down they write the tickets right so the revenue goes back to the general fund which goes back to the police oh so it all goes to the police fund or just it goes back to the general fund unless it goes to court if it goes to my understand if it goes if you go to court they drag you into court the parking ticket which is probably rare the den goes to the [Music] state which is not good def lose lose situation they don't need any more money no uh so uh having said that we're approving a budget of $149,800 I have a motion on that you got a motion motion by Leon second second by
