has $ 78225 and then there were various expenses including printing postage advertising and town Farm expense um which are fairly minor the largest one was the Professional Services were 54475 the trust funds West Port historical commission trust fund has 19,5 3946 the town Farm trust has 28684 182 and the Wolf pit School trust has 8,394 2017 submitted by Garrett as Treasurer you we have any questions on the treasurer's report motion to approve the treasurer's report i' make a motion to approve the treasures report second all in favor I all opposed accepted okay uh K Katrina you're you're a voting member I'm a voting member this evening yep okay so we have a public hearing for 1871 Main Road this is a continuation of a hearing on January 6 that's our last meeting and at that time the commission members um requested alternate designs for the addition the main concern with us was the addition for the bathroom on the second floor that has I can see that's been revised and we have Richard Den Natalie here to present so the second floor level a complete different design from last week in uh last month's meeting and now we come off of uh the whole roof line This is the better we got two views the Southwest View and view number two from also Southwest but it shows the roof line is connected to the front portion of the house and then also it Blends back better with the uh back portion of the house and gives us there was a little Gap in between the uh this room here the bathroom and the bedroom that's now enclosed in the room is larger and it's not that much room up there I think the overall length was uh seven or eight ft so this gives us a little bit more room for the master bath in the walk-in closet and then the only other change from last the last time was uh the bulkhead you'll see on the new section of the house here this bulkhead uh is going to be matching the bulkhead out front before there was a set of steers going into a basement door and also these uh steps were further further out toward the end now they're matching with the steps on the north side of the house did you also take a little bump out did you shave that off that little porch entryway is that now gone or is that incorporated into the new building that you're I don't follow you there was um it seemed like there was a little bump out on the when you the entry to your home the back entry door is that now incorporated into that building right there it was the only thing that was different was was a little W it was a door in uh I can't find the photo but there there was a door here right here going down into the basement this is a sub basement below the family room now we we we changed that out to a bulkhead so there's no there's no fence or anything that was around it so you solved the problem we had which was the Gamel roof is no longer getting interrupted by the addition so you now have it continuous it's it's it it Blends it Blends right in it's much better roof line how do you feel about the the changes now I love it you know I'm a could I could you just bring that you a little closer thank it's a complicated roof to figure out is the whole thing is a very complicated design I mean what he's dealing with here is this small house and trying to get more room on it right and at the last meeting we suggested exactly what he has here yeah is changing the roof line to more of a shed roof shed Dormer he's done a little more than that he's he's actually brought up this is the bedroom size and he's brought this up like that uh so the roof is carried up and it's all hidden in the back not integrated too because yeah this is just so much more elegant telescopes down which is consistent with the other houses on the point it's it's only 833 Square ft that's it yeah I mean for the top and the bottom the the I think the total of what we're doing uh with the family room and the upper bathroom was uh 1,033 ft and the back porch is 122 Square ft and that's it okay so it's not it's not a gigantic project and it's tucked in there nicely as well well one of the things that I noted uh was that this jog right here if that wasn't there the gutter would then go past the roof line and the gutter would have to go into that rake board that you see there and you would not see that lovely shape of gambra so we did a nice job yeah this much better design you like it yeah yeah no fine then it's great yeah and my architect Tom Don who's my neighbor reviewed everything from from the last meeting online which I thought was great and he got some good ideas and I think the initial thing was I wanted I didn't want to lose a window in that bathroom in the bathroom and also the other bedroom in in we had to lose it but it makes sense we picked up more space well looking at the floor plan it worked out a lot better too we absolutely very thanks he did a good job okay do we have any more comments no we have comments from the ABS that's noters I have letters the time to open up the he we have has our discussion over then yeah is our discussion over yes okay but we can comment to anyone who yes okay now we close the public hearing we open up it as per perfect okay do you have like a time frame when you start uh my understanding I got to get structural engineer uh I got to get structural plans now and then I I don't have a general contractor yet so I I I don't have an idea as to when this thing's going to fly I'm hoping uh by by next fall okay your certificate's good for two years so okay that's good that was a question I had mhm and we can extend it if we have to so okay perfect good I'll take okay next we have a public hearing for 20 2002 Main Road which is a rebuild of the chimneys now last time we had a preliminary review and uh we asked the commission members asked for more information about the the chimneys structure and and a brick border all the materials that would be used and the craftsmanship so I have something to read into the record that Garrett had me um bring to this meeting as part of this discussion about the contractor right this contractor was recommended his name is David berquist and he was recommended by kit wise who's a local architect who we know kit had written a note to G I'm going to quote I have just listened to last night's hearing where the name of the Mason David berquist came up David is the absolute best he did all the masonry restoration at Steve Fletcher and Michael Walden's house at the head he truly knows historic masonry you can count on him to do the chimney right so that was from Garrett to read into the record before this presentation thank you um so I'm eril I'm the property owner um I brought a picture of my house as it now appears so this is at 2002 Main Road um in Westport Point the chimneys are currently covered in some kind of concrete and painted white um and I I'm not doing this with the name of changing the appearance of my house but rather I'm doing it because the chimneys themselves absorb water when it ruins and the water leaks into the Attic So penetrates the the roof and leaks into the attic the previous owners reflashed them twice and were unable to solve the problem and the Judgment of a contractors seems to be that the chy need to be demolished below the roof line and rebuilt okay so David berquist was recommended to me as as a contractor who is very familiar with historical restoration projects um in response to the questions I received uh last last time uh we met um I asked him about the bricks he'll be using so the bricks he'll be using are manufactured by a firm called Styles and Har who are in Bridgewater Massachusetts so they uh manufacture bricks according to traditional methods in ways that create bricks that are uh consistent with the appearance of bricks from the late 18th and early 19th century so I asked him can you give me a brick and he said don't do that he said what what you want to do is just look at how the um the Brits appear when they are in place in a chimney and so he sent me photographs of a chimney that he had manufactured using those same bricks and this is what it looks like so they're old sand molded bricks with they appear like old sand molder bricks and they have variations in in their texture and color which is completely consistent with what you would see originally what you would have seen originally at the house so the masonry that that that um sorry the mortar he'll be using is modern mortar that is uh colored to look exactly like lime based mortar so the original mortar that would have been used so it's not it's not actual line based mortar but it's it's um it it should look uh it should look like an old Ching uh would have looked um so yeah he's he David berquist would like to get started um either at the end of this month at the beginning of next month and hopefully with your approval that can happen so you won't be painting them white then will not I do not intend to paint them white you know just I don't know if you've heard the story I don't know if it's apocryphal or not but that uh houses old houses with the white chimneys and the black on top was a signal to Slaves coming up in the underground Railway so I've heard that I've also heard that loyalists uh would paint their chimes in that way I don't I don't I don't really think that those there's any like factual basis for for that I think it's a nice tradition that people like we'll ask AI but I yeah I just want ask AI ask chat GP I wouldn't rely on the answer that you got from that either so Eric um um what you're saying is going to look just like that photograph there yes photograph yes yes this is what the ches will look like and so um we have images of the house from about 1905 before they were covered in whatever they're covered in and painted white and so we're just going to replicate that it should look like the original chimneys on the house but that's that's what the brick and and more okay so this is the correct with probably as close as you can get the Styles and art brick of course is well known they make the Boston City Hall paper a very famous brick it's made right in Bridgewater those those same bricks have been used in in important building restoration projects including Old South right I've been in their kils and can you tell the name of the manufacturer Styles and heart s t i l s and heart h t did you say they were Bridgewater bridgew Bridge wow I don't know I mean they've been there for a 100 years uh anyway they're probably the only one that makes a brick that say um and not a saw cut right you see these people are made a saw cut brick so it's very very precise so they're also a little bit smaller than most modern bricks so they're consistently how does the um price compare with you know so it's this project is going to be very expensive and the the cost is not the bricks so I think those bricks are a little bit more expensive but the cost of this is you know a crew of several people come in my house for two and a half or three weeks you know that's that's the cost the cost of the Thousand heart brick isn't any more than anywhere else just ask might be a little bit more labor yeah the labor is the cost yeah yeah happy to pay for nice and breaks it's not it's hard that's not what's expensive here so okay uh any more questions from the board the commission I was glad that we were able to get um a good recommendation on your contractor the endorsement of Kit wise so that was helpful yes and chimneys have become a big issue here because it's very hard to control what they're going to look like yeah you know someone can come in here with a brick right and uh you don't know what that's really going to look like unless they have a photograph like you brought here um and the mortar see the white that's white Mor yeah that's lime mortar that's what it looks like people use like a gray mortar which is a Portland cement more Portland cement in it and it doesn't look good and also they used a wear cut brick and it just looks like it's a modern chimney so that's great well this will be a good example for us yeah hopefully I'll actually look back this can we keep this sure let me WR WR the okay H um we want open up the public hearing we're opening up the public hearing any comments from uh AB Butters interested people no okay we're going to then move on to the vote close the hearing CL the hearing and we're going to have a vote uh motion to accept the proposal to um change at the chimneys than the white that I looked at today I was down there today looking at it um for the public hearing next and this is for 1954 Main Road and this is for a solar array hello hi I'm Scott Brown with rooftop power here for yeah right see you before yeah here here with the labels who are present and they're looking to install a solar system on their home and on their detach garage on the detach garage is that you said yep on the the home and yes and the garage both two buildings correct so we have we have some photographs I want to just make sure everybody had a chance to see so similar to the other projects that we've done we've we've remove we don't have panels on the main home everything uh on this with the exception of panels being placed on a dormer that's at a 18° pitch so it's a flatter pitch make it less visible from the road so I just want to make a comment to our group here um this house which I took these photographs today um the photographs that were sent were initially really hard to read there with Google photographs and then be all on what can only be called the main house there's no there's no telegraphing l here I'd like to see something that shows exactly I don't so this is all right so to me this doesn't fit our criteria we don't know what he's doing you have your you have your plans zo for us and this is the shed roof here that is this here I know I saw that so that's one and that's clearly on the main house now whether or not you can see that we have to make a determination so it's a profile that you see sticks up and would stick up from that roof so that is visible from the main road so that's the first little array there that's this here can I see those SC yeah and then this next grouping is on this piece I think that the array that is on the back side of that angle is not visible right that would be where would that be on this well I think if this is the shed this is their garage it's weird it seems like it's the Palmer's garage think the this that's what I believe that is when I compare this to the actual so you can't see that so this you would not see right that's clear and I don't think you'd see these either where are those the only ones that you could potentially see would on yeah on that shed because that's that's part of the main house that shed it really is these here you can't see no those wouldn't be visible and theage wouldn't be visible and then this you can't see correct so I think you you can't see any of these but you can see this that's my impression absolutely okay okay I was down there today and I looked at the drawings on this whatever was sent to us and I can see that there let's have a picture of the that you sent to us of the house here here's the house here here's the house here so we don't have one that we can pass on um yeah I think there are some that they provide paper so so this would be the where the panels that we're discussing yeah what the the thing with that is that um that is on the main house Y and also those panels project up how high four and a half inches okay and are they coming out to the edge of the roof yes they're going to be down towards the edge of the 18 in off the from the Eve from the gutters and the other thing is but on the side is the there's a 3ft fire on the rake how close is it to the rake when you're talking about the rake are you talking this side right here so right the way it's designed is it's there has to be a 3ft fire setback we can adjust this and move it over if you guys would prefer but there's a 3ft fire setback uh on this side here so we're we're going to be right on the edge over here we could adjust it and put it over here so that we have a 3ot uh space on this side okay well that was my point if it's going to stick up what would you say 4 in and it's over on this this correct where that rake that board that comes down is The Rake you're going to see this black thing sitting up on that roof yeah we could move it over to where there's a 3ot instead of put the 3ot set back here put take it 3 ft and move it over correct now how close it is down here because you're also going to see it on the the 18 in so it's 18 in back from that and this picture is strategic in that you know you can't see it from here but you're walking up a sidewalk here here's the view from the and you see all of those roofs all of them well you can see the roof you can see the whole roof from that well that I think that that I think that shed roof is just so Vis yeah from that I didn't see it you can see it from the south as you're walking North on Main Road you can see it very very clearly I also think we're very clear about not putting panels on the main house and that section of panel is the main house that was not visible at all let's say it was a flat roof or something and it was in okay but this I think is a real problem and I do think that we should have eliminate that eliminate the panels on the shed roof so if we were to move these these panels to over to the garage you guys would have no because there's five panels here so if we were to shift the five panels over here you guys are it's in the garage you can't see the garage yeah okay and that's fine because it's way back and you can't see that roof from any angle that I could tell walking along okay but I want to say one thing you did a great job with that cherry tree I was biting my nails that day but it did need pruning have you seen that in blo we have not but I got cut my God it is spectacular and so yeah but that is blocking the garage too in the back which is something we cons any and there's no from the rear of the house I'm trying to think what's behind there there's no well drift road is behind there right so can you see anything from the drift Road Extension I don't think you can I didn't walk down there today yeah I don't think it's far enough there's neighbors right in back there who can see but they could have come to the they didn't come this Noti it doesn't matter if the neighbors can see it there is the issue here if it's not in view from a public w so that's her Ro correct no and I guess that's what I was asking is if you can see it from drift Road right behind the church yeah the road and I don't think you can because houses are blocking it okay I know for example I can see Carol Long's home um so there are homes that you can see from behind the church right um but if there's a home blocking it then you're right no but that would be the other they're down much further they're seeing from um that little what's that called word that road that goes in where where the compounds are it's not considered drift oh the the um where the pond is drift yeah um yeah and I think just to reiterate our protocol seems to be no panels on the main house and that's that's the issue this is the main house so we have to stick to what we've determined as our protocol if you had that l in the back sloping down or telegraphing down and it was a lower roof that would be consistent with your neighbors the Palmer because it's a lower roof and it telegraphs down you don't have that condition so it's all considered really part of the main house so we can't approve that shed D when you say the shed I'm not sure what you're talking about and the that's called The Shed d That's allmer sorry to a simple architectural sorry should have been clear this this little thing here is called a shed and that is part you can see the full roof from main road so one quick question on our from our standpoint so do we have to come and sit before you again or can we just say that if as long as these five P make the adjustment the adjust you have to write that into the plan into the so it goes to the billing inspector as an official document and you're saying you're not you're going to remove that okay so what I would like you to do while you're waiting is um take your your documents that you submitted and you have a couple of uh specs here to show the roof and tan are going to go so mark up one of these and that's what we'll sign and that's that will be part of your record and we'll do the official plan when we submit when you submit but this way we'll have a record of what we agreed to and then um and then we can issue the certificate on that basis we have to still open for public comments and all that I why don't you take one of these that is the right page and make the adjustment in hand take it back I can't remember his Gage roof is getting replaced so that's going to be going for a that's all said I I'm going to get to that in a few minutes but yeah that's that's our next uh section in the agenda um I'd like to say something I you know I'm so tired of this argument really I think there's an implicit responsibility when you buy a house in an historic district that is Al an historic house it's a double responsibility and it's to the community to the historic community and solar panels is he does a nice job but they're never going to look historic and I would not vote on this until I had a site visit because I think we've gotten different views before that that I was not happy with in the end and so that I would require a site visit for my vote if I vote okay so as part of the public hearing then which we're now open for for the public hearing that Beverly wants to have a site visit so we wouldn't take a vote tonight if we do a site visit right okay but but we someone has to second that motion right I'll second it I'll second it I think it's I mean I think you raised a good point that unless you are there seeing it and you're being told this is where it is this is where it isn't then you know for sure what you're voting on sure and I think it's just it's it's better for us to be sure these things are going up willy-nilly now and I just one to two a month pull back and just say do we want this no and if we're going to have it we have to do it in the most responsible way and consistent and consistent and consistent yeah and we've been I think consistent in this protocol we developed so far so we didn't have a site visit on um Matt Palmer's uh home no we were able to satisfy ourselves with the with the pictures that were provided Google Maps and we had enough familiarity with that CU I just want to make sure you say consistent but so I think if if part of what we want to put into play is I think every when there is a solar project presented that part of that process should be a site visit exactly well if it's not obvious I mean and I think in this Cas if it's not obvious not obvious so I think if we were very familiar with Matt Palmer's house and it was also really not visible it was not visible whereas this is few you know another foot to make it even more so so I think that was an easy one not to have to have the site visit this one the Palmer did have a s visit it was Kim te Le uh Jonathan Palmer had one but J Matt Palmer did not did not we gave him approval that night yeah okay so we're we have emotion on the floor here uh and we have a second and we have a second okay do we will take a vote um Katrina uh so Katrina strosek I for the site visit yes I Ward Mooney I for the site visit de I for the site visit William tangle Beverly sh guide for the site visit okay so we have to organize the site visit and then we can continue this and take it up in the March meeting I believe that's how we'd have to do it because it has to be in a public meeting so this is a continuation of this hearing so the when we go to the site visit and that will be our document that we'll refer to um so when do we want the site visit uh can we do it next week this week is Garrett back as well Garrett's back I think one on me you'll have to do that by email okay I'll send it to you and then I can just get to them to sign okay and the continuation would be for the March meeting and it's uh March 6th I think is the meeting right let me see I think we're we need to tell them has to be the date sorry it must be March 3rd my bad so March 3rd is the continuation which is the next meeting yep so one of you should come to that you don't have to have your contractor all right great thank you for making that change thank you but if there is a if there is a problem that we're finding then I think we should have the contractor but well he's going to be the site visit ask questions then discuss it then yeah once we remove those five you guys AR going to be see us so I'm very confident they like it at the from the road okay okay great 9:00 all right we got that okay so this will continue so um we can table this now because we're done with this discussion okay the next item is a u continuation of that it wasn't a preliminary review right well what happened is uh this 19 67 Main Road was continued multiple times because they first they weren't ready to see us and then they had a death in the family that caused them not to be able to deal with this project so we are now Garett is suggesting we just do a permanent continuance until such time as they choose to come for us and when they do that we will require a notice of the new meeting because it's been such a long time but we will not require them to pay another fee because we will just eat the cost of that second notice so that's how we're going to handle so that has been agreed on because there is a a deadline you know a date right that we have to make a decision so that's a formal agreement you have with them then well we um we agreed to not take it up because they can't deal with so we'll Ren notice the meeting which starts the clock again okay okay so we don't have to take it up tonight so it's really cancelled then we have voted we're voting now to indefinitely continue the application this into the okay um the 1967 main road to replace the gutters and the repair the fascia was continued from December 2nd 2024 due to extenuating circumstances it is expected that this matter will be continued indefinitely notice will be issued when when the owner is ready for a public hearing so technically it's continued it's not canell it's this is a like for like project it's not yeah it's not controversial anyway cashes and well it is because it I was looking at it today and there's some issues with the installation right it's a very unusual that's from previous installations previous repair right but I mean but we don't know what they're proposing they never came before right so we don't know do I make a motion to thank you um okay the next thing we have is um certificate of non-applicability 199 the main road um this is a storm door storm doors are not reviewed by the commission correct and Garrett and I spoke about this um and also spoke to C Katherine reper about her storm door she submitted cut sheets Garrett and I approved it offline between meetings and I already issued the certificate of non applicability to 1990 May so that's been issued as of January 21st it's been recorded and sent to the applicant so that's done okay do we have any do we have any more uh certificates of non-applicability to discuss yes so in between meetings um as you may recall 1838 that's the right address Main Road the other Palmer residents that applied for the solar and we approved it at the last meeting in January the problem was they did not have in their application a roof replacement in the application so when I did the certificate of uh appropriateness it did not include a roof they came to the building department and tried to get a permit for their roof and they were refused because they didn't have the proper certificate so Becky at the building department contacted Garrett and said can you please work with them for a certificate of non-applicability because we don't have perview over roofs so Garrett and I worked with them between meetings and I just issued their certificate of non-applicability today they applied for it it was proper they are putting in a roof shingle roof that is very dark color and it will match up with the solar panels much better than their gray roof so we issued it and it was recorded today so they now have a certificate of non-applicability for their roof so that's done okay that's excellent that you guys um well did that to make it easy on the homeowner that's awesome thank you any more uh reports on non-applicability no we're done with nothing else came in and uh nothing's pending um the only other new business I have is that the town asked us to submit our annual report which is going to be part of the whole reporting that they do townwide for all the different committees so I created one for us which is this report I'll put it into the minutes it's the annual report Garrett reviewed it and approved it it's submitted by Garrett the chair and I attached to it the work that we did for the year which is all the different certificates that we either approved or denied and Etc and it's all summarized in this two-page report great so that's done you ever had anything that not that well not this extensive but there's usually a report that's these paragraphs there's these things are mentioned and there's usually not um a te terrible amount of detail um now there is can we and I will email this to the whole I've got a couple of extra copies tonight if you'd like to take home this your okay then next would be monitors reports okay um I have nothing to report right now but I did create for the two super monitors Beverly and I I have this what I'm calling the car forward report which is our to-do list it's all the different things we have to still go through and close out so we'll over the next few months work through this and see who's done add new ones as they get approved and this will be our are there any to do Saturday after the solar visit we might be able to close a few out on Saturday sure we look at it here's your copy well thank you D and that's it nice okay copy can I send you this by oh sure and that's it one thing I was down there today um as you as you requested to go down and look at I saw you on the on the road there with your dog yes with my dog she helped me with okay so um there are projects that have been finished that were very much controversial Neighbors opposing it and I look at it and I say it turned out beautiful and sometimes people see things or see plans or something that they Envision especially if you're next door right next door to it and I'm really talking about the one small Cape that's down close to the end of the point oh the Paul family property yes I remember that very well they were so much against it but we had to make some improvements too I mean there were things that we felt were just a little um would would not harmonize it's because you see it from the river right yeah as well as a street they took down one of the shed Dormers as I recall it used to be two and then they took down well we had approved the one on the North side on North Side wouldn't approved two so it was going to look really imbalanced but they didn't do it so they they did better than what we allowed them to do actually right they did did and and you look at it and it's just fine it works nicely okay so those things sometimes they become big issues here and in the end I think we when we're resolved we should look at it and and look and see what what is what was built I do have a photograph of that that I put into the jacket because I so on Saturday you might just want to look at at that um they were very ERS were very much against it and uh I'm I would assume they're quite happy with it now I hope so I don't think they'll ever say that but it was a highly charged thing and they had some reason to be really skeptical of what was going to happen to it but it was also a familial place that you know that they had grown up and grandmother sort of thing so okay the other monitor report would be um from me um Garrett and I are monitors at 240 and 238 Main Road yes and we will be meeting them with the architect and the Builder uh when Garrett returns they've asked us for a meeting good I did see quite a lot of activity there today good um anything else any business to come before the meeting General business no anything nothing yeah okay I guess we could um well first of all I say our next meeting is March 3rd and I've have invited na Nathaniel Allen to bring in a real antique window to show us what we're talking about when we discuss Windows did he agree to come and we're going to put top of the list put him on the agenda first first so he can get out when he's done okay we'll make a note to make sure we should probably time box it as well pardon I would suggest we time box it as well so give him a certain amount of time to present and then let me know so I can contact him about that time yeah so if we tell them you have between 6 and 615 or 6 and 620 and then that way cuz we could sit here for 2 hours and talk about an empti window we should you give him a half hour yeah yeah okay but I'm going to try to tell them to speed it up but I don't want to have it cut off if there's something really important yeah nope that's fair I just want to make sure that we know that so that way too the public comes in they can choose to be here or they can you know come at 6:30 for their piece right coming coming at 6 o' for for it then okay I'll have Garrett put it on the agenda with that time block so we so anyone who wants to come they'll see it on the agenda posted it would be nice if we could get video of his presentation just well we have we do but we don't have anything from here there well it doesn't matter I suppose we could I mean we could have them present present there certain SP pck and actually when they do present from the podium the camera does um yeah it includes the podium well if he that camera there uh has a wide angle lens on it yeah so probably use it various shots yeah so if he presents it right up here um or over there I guess because when um uh Richard uh dinel presented last month his whole presentation was recorded quite nicely on the on the minutes we could have do that over there and then you we got to really look at this too all the details of it yeah so yeah that good what's his name please Nathaniel Allen sounds like kind of he's an expert oldfashioned Yankee name how appropriate could be Paul Riv for goodness sake yeah good one okay motion for
