correct you got it this time y everybody's good okay and we have a new member don't get along um reorganization we might mention at this time that our eighth member is Bob dalor and he's he's going to be coming later to the meeting um he had a a a late afternoon meeting with the lieutenant governor that he had to go to so he's on his way down now you want to hold up on reorganization so we can so requests that we hold off on reorganization until he comes all right okay all right approval of the minutes uh meeting of June 6 that's wrong it's June 5th clerk apologize and Jerry had some wanted to make sure some wording was correct um yes uh I I just would like to suggest that um uh bot Bo we try to emphasize in in this me set of minutes uh what town meeting actually did and uh the easiest way I could see to do it is uh it says here that the um uh all five precincts voted against the sewer project and I just like to clarify in there that it was against the funding using Town funding for the project because so much misinterpretation of of that uh that I think at least our minutes ought to be accurate so after the 62% voted against we're going to add funding in there we do that okay everybody understands that yes any any questions any other omissions all right does anybody want to move them as amended I will move them as amended second by Manny Manny any other discussion heing onone all in favor I it's unanimous all right see you know exactly what you change fixing right yep there's just two words funding of yep got it all right upcoming meeting date for the December meeting Wednesday 12:11 or 12:18 1211 I will not be here muray sorry I didn't realize that was on there okay the 18th I should be available it's the week before Christmas but I'll be around I know that secret Santa I know that um Our Town Administrator would like us to have it de says 18th work the 18th work for everybody yeah CU then the project should be gone so we'll say yes or no yes yes you good at the 11th uh we couldn't do the 11th anyway because it's a zoning in here with that 40b oh great Jim does that work for you the 18 it works for me yeah the only thing I would sayel board a meeting on the 16th so if there's any recommendations to the select board we wouldn't make them before the first of the year um all right well if we have to change it we the committee know we'll modify all right so right now it'll be the 18th uh do we know if anything else is in here on the 18th we can make it a not that I'm aware of no get you home before midnight all right so what do you want to go to is it 6 or time 6 6:30 we've been doing 6:30 meetings 6:30 is better even in the winter yeah all right 6:30 then on 12:18 6:30 p.m. 12:18 okay uh review pump station land taking Jim arner yeah just a quick disclaimer I put a few slides together but I wasn't able to coordinate with Roger before the meeting so Roger's might be a little bit off from line but I think we're pretty close um and on the agenda they mentioned the pump stations for the first section of Route Six um this was previously designed by kleinfelder engineering uh we had two properties one at 35 State Road and the other at 287 State Road which is uh meat Works uh they were friendly takings both both property owners were in favor of us taking the properties um they're considered friendly and we take them because it clears the title that gives us better title to the property so there is a reason for doing that as opposed to them just transferring the land to us um these two are critical because they're in locations that really can't change right whether we do the sewer next year 10 years from now 20 years from now these are two locations that we're going to need for the sewer so it's important that um at least we have these easements going forward uh we had the funding in place to do it uh right now we're not planning on any other easements or takings for the down Route Six these are the only two that have been discussed and approved by the select board so I can't think it ends there and again they they were critical to any long-term planning and because we had the funding it was uh decided to move forward with these two very good that's it questions on that how much did the the ement cost total of $54,000 what was the what was the breakdown 44,000 for one and I think uh roughly 10,000 for the other weights was 10 right oh the 35 State Avenue was uh 44 okay yeah I had it the opposite okay so meat works with okay all which me meat works is pretty much in a unusable spot so that's yeah yeah the 35 State Road is in their parking lot and it does have value to them um for another number of reasons that's why it's a little bit more expensive all right grant funding plans Mor on the sewer project so um I I put this on here because I think that if we want to continue with phase one of the sewer project um we we obviously have to get grant funding we're not going to ask the citizens of Westport for debt anymore so grant funding as I see it you know we could get a couple million hours for a mass Works Grant and maybe we can apply again for a senatorial CDs Congressional designated spending um another 5 million and go go back to Senator Mary again and uh ask for it again um on the mass works I I I believe you know that there is a chance to get a little bit of the sewer we get the pump Station built and a little bit of the sewer built on bordon street and I still believe that um Bob car of Bristol Pacific is very interested in putting up a third Edge Water apartment and we're supposed to have a housing crisis going on in the state of Massachusetts right now and he's planning 55 units you know of some of them affordable um in the third project can't talk now my son and I've got Hearing Aids on it it rings in in in here um I still think that that is a viable um uh way to approach a mass Works rant with a partner and uh we didn't do it last year we we we put in applications in 2022 and 2023 that were rejected um in 2024 we did not not bother because we know we did not have the partner then but that's 2 million and that's a piece of phase one and the other part would be um maybe you know if we can get a a senatorial CDs and we could build a Bas one but that's what I'm just thinking about right now we can talk about it more in the December meeting whether we want to go ahead with that what what do people think um I'm I'm All We asking whatever we can get it just like the you know the past grant for the water um you know we asked for that grant that we're building now but that doesn't complete our water system like asking for these grants every year um ship away out it the best we can one of the things like those pump stations one of the things so it's probably about maybe two to three to build both of those pump stations and that takes two years with with the lead time on equipment and so forth whe where the the line could be built in a year but you couldn't utilize it until you got the pump stations up so any point we could get funding for the first two pump stations would be kind of critical um especially with you know you get the need for the developers up at the beginning but you also works you know you might be looking at something you know that's an FDA they can't operate on a septic in over there that's part of their financial woes right now on dealing with the waste well part of their septic actually has to be physically transported to Fall River um they've got two kinds of effluent as you know one is the normal sink toilet flu but the other one is the water used to clean the facility every night after the slaughtering process that's the problem so yes they need it okay so but they're they're financially in difficult Straits they're not going to be able to you know help us monetarily but uh Bristol Pacific is a well established company and um property owner and um well has anybody been in contact with Bob carry over the last six months or so Rec the uh failed I I've talked to him and both Gary and Paul you have did they still want to go Gary actually called me and wanted to know if there was a way where he could Connect into the existing s is is Gary Bob's brother his brother-in-law brother-in-law okay but Bob is the development guy right in the family they're all they're all Partners in Crystal I know they're Partners but who Bob does the development as far as I'm no Paul does actually Bob's Bob's the site work part of the company okay is the guy you want to talk to who John brother John's the guy you want to talk to John really I don't know him okay no but they did call and and asked if if they if if how they could connect in like whites connected into the SE themselves if it was possible to do that and I directed him to talk to Paul furland for River France did that right right okay find out more information between then and we get our next meeting date so all right let's go on to the the route 6 mackam Balo partner in Fernandes please want to start you want me to start you can fill in the blanks so uh we have to obligate our funding by the end of December um we have the pasas $4 million Grant and we have the $1 million State earmark um balance of funds um that Senator Rodricks had got in force for a couple years a couple years ago and we need to obligate those by the end of December um of the $4 million pasas Grant we are currently at about 3 I want to say four 3.4 just over 3.4 million between the contractor um engineering and the inspections so we have the the balance to um actually we're over 3.4 um we have the balance that has to be obligated by the end and what I'm recommending is that uh we do a change order with digit construction who is the contractor for the uh water line that we already have under contract uh for $385,900 to that that gets us up to the 4 million right so that takes care of that group um Jim you want to say what the change J do consist of yeah so the change ORD is for that is we're kind of looking at a couple of things right now right we're going to have to go from four and a half feet to 5 and a half feet on the water we're currently working with the contractor now um depending on how that works they may not charge us extra for that um they've been really trying to work with us on on this contract but we are going to have to bore under the direct Bor direct boring Directional Boring under the uh bread and cheese Brook and there's two culs there and they're about 100t apart maybe uh um so they're going to have to Bor under those so that's going to be an added cost um to the project um we anticipate some change orders going through there always are you know the couple of the side streets we'd like to extend the waterline and extra length of to so we can get a hydrant on that weren't shown on the plans so that would take care of that roughly $385,000 um the 75,000 we're pretty much uh just about we had an initial 75,000 for f Co-op to get us through the last two and a half years um and that's just about been expended um it's been great to have him on board we wouldn't be able to do it without him at this point we just don't have the time or the resources in house to oversee this project and he's been dealing with a lot of the minute issues that um aren't necessarily design issues but just coordination issues so we we really need that going forward um so that would be the two and that gets us up to the $4 million with the past Grant um I've also we have a balance of roughly 388,000 we're still trying to get the final number it might be 385 it might be 390 um on the E from Senator Rodricks um and that has to be spent on Route Six either for water or sewer um or for some other um items that are directly related to the water SE that was a condition of the ear Mark so what I would propose is that we extend the water line along Route 6 and we'd be looking to extend it I think it's about 500 feet um so if we extend it from Washington Street easterly above I have it on this next picture it's tough to see but you go down the bottom bottom right hand corner and you can see the dotted lines there um purple purple uh oh bottom right way down the bottom right yeah those dotted lines there so the the the current contract brings the water line to it says on that thing uh Road road to Railroad Park which is Washington Street um we propose extending it about another 500 ft that hits that plaza where Olympia Pizza used to be I don't know if they're still there or not yeah they are they're still there yeah um they have a public water supply that um from what I understand the testing has been okay on that one but there's still an incentive to get off the public water supplies are expensive um they have to be uh maintained they have to be regulated uh they have to have a private water operator regulate these things so there's an incentive for these private water supply operators to get off and tie into um public water um I say Public Water Supplies it's it's a private Water Supplies but it's listed with the state as a public water supply um so once you get beyond that point um there's not it's fairly spal on Route Six um until you get further down so you know I I I think at least in from what I've been able to tell that's kind of critical to get it that additional 500 ft and it hits that water supply so um that additional change order uh change order number two for the 388,000 um would pick up that and it would give us a little flexibility if we had any other issues along the Route Six yeah well I mean I could agree with that getting down as far as you can down Route Six cuz once you get you get to the Forge Road neighborhood so when that clein Feld the Rapport the integrated water plan you know they they Identify some contaminated wells in that neighborhood um the residents and then you know the the woes that we've have in no nooke Village the closer we can get to that to make that Loop would be good um another thing on the change orders I I guess we're having an issue with mass Highway and the on the on utility access permit um one of the one of the locations that I think if you're going to if you're going to the change order for dig it on the on our side that's not on the route six side money if you extended the main where where cozy Nook is so on cozy Nook bring an 8 in Main in out of Route 6 that's dead ended right there and that's actually where our water operator tests the water which isn't the best location to test the water on a end all dressed up we got to get some we didn't recognize you so what I'm getting at that is hi when I spoke with when I spoke with digit and and his wanting to get started on the project he was going to he was going to start not connecting into the existing line and that's going to cause him a problem to energize the system so if if he started at cozy Nook and bring that Loop up that side stre which there's also been at least two maybe three residents that have expressed like willingness to tie in immediately on that street so and then then that would bring it in and and you start the loop before you can get into Route Six once you get to the other other side they can energize it and that once they fill it with water and test it then it's also usable for us for mumber and then we also maybe look at some of that money to tie macumber in right away because you're going to need a backflow preventa maybe maybe you know there going to now it's going to open up for sprinkler system work and all that type of stuff in that building so the other option on that though and I think we're both on the same point is that um if we come in on gford road CVS extended that water line up to their driveway entrance so we'll be able to so it's pretty much the same scenario on both but so then you don't have then it's not a problem not a problem for them to get started okay cuz we don't need it's only when they tie back in on Route Six the other side so they can stop right away okay do you need a recommendation from us on that one on on number one the stuff you just went over yes if we could get that that would be a all right so I I have some motions if we get further down if we want want to wait we want to wait and go through everything yeah do that um so the other thing is um we have two APPA applications that have been approved by Bristol County APPA for grant funding we have one for $648,500 ,237 and uh we have to obligate these by the end of December as well so um we either going to have to do a change order with dig it or we're going to have to come up with uh different type of program one of the things that was discussed was uh to come up with an incentive program for I think this board or committee referenced it at one of their last meetings to come up with an incentive program for residences and business to tie in um so it could be like a grant program to them and I think the details still have to be worked out out and Roger suggested that you know we get a smaller group here from this committee to work on some of the details um but the thought was the 371,000 to put towards incentives we have roughly 100 Residential Properties and maybe 50 60 business properties on that uh area where the loop is where we're installing the water line um I don't anticipate all of them wanting to tie in even if we have incentives but um this would be a start you know it could be a $3,000 incentive could be a, ,000 incentive but if they tie in with it a certain amount of time the town through this grant would be able to reimburse them some money it benefits us in a couple of ways one it gets people tied in early so the water is moving in the lines which means we have to blow off less water and then the other way is it also gets more customers on the line so it kind of balances out and makes the overall cost of the um monthly utility costs um more reasonable for everybody so those are the in inve I think we we're going to vote on that a little bit later um in the 648,000 we're probably going to be looking at at least we're going to be recommending that we look at a different um area or sub area that we could extend the water line on and the map that I I hand it out with you in the map that's up here has a couple of couple of areas that we've looked at and Rog is getting uh prices uh these are just rough estimates that are up there now but uh he's getting prices on what it would cost to do some of those areas uh we looked at East Briggs Road that's about 1,700 ft with 26 houses um we're looking at uh I have it listed as option number two which is the Greenwood um area one of the nice things about that area is the gas company just installed gas bins on that all those streets so there's already Cuts in the road so if we added water line to that we'd be redoing the road once as opposed to redoing it twice there's also a number of small Lots in that area um that might be a good area to consider um we've also looked at the uh extending it down Briggs Road to the fire station on the other side of Route 88 um the fire station is not a public water supply but they do have a well with past contamination in it so they're not using it for drinking water it also allow them to fill up their their engines uh if we had hydrant located in that location so those are just a couple of areas that we're looking at we looked at Pine Tree loop on the north side of Route 6 uh we looked at the forkner street loop which we would tie into the existing line but you know that goes over a couple of private streets that aren't developed um you know to me I think the probably the best two options would be the ones in pink the fire station or the Greenwood East Briggs would also be another location we could look at um and then the option I don't show here is just extending it further down rout six um the only thing there is I don't know if you'd get a lot of customers because once you get past um that Plaza it kind of gets a little Spas for you know if if I could make a suggestion I I think you know the options um the East brg and the O Oakland Loop you know I've got 50 houses and that's 50 potential customers and um every utility needs customers and I mean there's there's technical reasons to have more because the flow is better and the and the uh bleeding won be be less but uh also from a financial standpoint the more customers the better the the other thing that we talked about was maybe sending out um kind of a survey to those Property Owners those couple of neighborhoods to see what type of interest there would be for them tying in um you know if everybody's got a good well and their water is is is decent um it's not a big incentive for them to want to tie in right now right because they really not costing them anything um so that might be an option we could do over the next the next month um I think we got a little bit of time we we can sign a change order with digit like with doing with the first two because it's based on um items so we can just ask them to increase their items and whether it's they put a 8 in line in Greenwood Street or they put an 8 inch line in these Brig street it's still going to be the same cost per linear foot so um you know we don't need to make a decision on that I think I think East Brig Street might be key on on trying to Brig tie into the loop too yeah to to make the loop and not not only that um where they're going to do some directional drilling for the co on the bread she Brook they're probably going to have to drill into 88 so you know if they you know it might help them a little bit and bringing the contractor in for the directional drilling what's holding up the uh permit for dig to start now is it to change so so there isn't anything just finalizing some of this stuff on Osborne and gford so there isn't too much holding us up on in the public layout but in the layout uh we ran into a couple of issues um dealing with mass doot on the project one was that as Jim mentioned they wanted us to go from 5 4 and 1/2 ft deep down to 5 1/2 ft deep in terms of the the pipe installation it's the foot doesn't sound like much but it does add some additional work so we push back a little bit and they they they were after pushing back a lot they they did not want to fold in terms of allowing us to go shallow 4 and2 ft is below the frost line out um and the other thing that that's come up is as Jim mentioned which is getting under the covers at the uh bre and cheese Brook which means U putting together some additional engineering and Technical documents that can tell them how we're going to uh directionally drill under those culverts where the original intent was just to do an open cut and install the pipe that way so the long short of it is the permit has been sort of held up these sort of challenges that m in front of us which is not always been the CU I was wondering if they were concerned about taking up the road to put just a water line in there in reality enough to be doing the sewer as well you know so I was wondering that's so this is all on on shops so it's comments going back from MLT on the utility access from I I had mentioned the gym in the other meeting that I think you could probably resolve the Directional Boring with dig himself and his uh means and methods and what he planned on doing anyway versus hiring Kleinfeld to do a design to sent to yeah so so take this home look at it when they're putting together the absolute minimum and they're not getting paid any extra do that uh but they getting paid doing put together the absolute minimum in order for them to be able to price it up because this state in additional additional is asking for those don't know directional drilling just means I Mr s knows but it means that they literally drill under the under the colberts um and they pull a pipe through and it's a typically hdp pipe which means it flexes contrary to the other pipe on the road but in addition to that the state's asking that that pipe be sleeved so you got to put a bigger pipe in that just protects the 12in pipe so that's kind so as the pipe gets bigger the further back you have to go Direction because it only bends so much um that information we need to provide to to them be dig it it's not going to be Dig It They'll sub that out has to be a specialty contractor to be able to properly price that up because that need to be back enough to be able to bend the pipe under the C so that limited information is all we're going to give them to vehic price because they the people who Do It ultimately are really the experts jacket under I did I did follow up on what you said the other night but what happened was when we sent in the permid um we were originally looking to do the digging and not do the directional drilling but Mass Highway came back and required the mass uh the directional drilling and they're requiring us to do borings and additional design work so I just thought I had seen that when we did the sew design but maybe maybe it was jacking for the sewer not the water so we're kind of stuck on that one all right so you want to push all of this I mean I I I think East Briggs is a good idea and it's too bad we can't get up uh Washington Street a little bit just so they can get a hydrant up there Jim you know you know what I'm talking about right Washington Street Cleveland Street head up toward that neighborhood just so they could get a hydrant or something but all right but that's that's something that's not we may be looking at um we have to do a blowoff valve at the end of the line yeah it may be easier because Mass highway is not real excited about us doing that in Route Six you know may be easier for us to go up one of these side streets put a hydrant and then have the blowoff um coming off one of our town roads instead of mass well even just to get it off Route Six so we don't have to to go through the hassle of the permit in the future get it off and put a a fire hydrant near the old schad I don't know what it's called now right at the beginning of Washington beginning Washington you got that I think Lou Andre used to own those apartment there's quite a few apartments yeah there's apartments there and then of course you got the whole neighborhood they'll tie right in yeah so that might be an idea Jim I mean I know it wouldn't be ideal cuz it probably wouldn't be a loop but at least get it off the highway cuz his house is up there all right so what do you need to us to move all of these to go forward to select them yeah so I I guess what I'd recommend is um we're looking for two change orders for the pasas well two change orders for digit one would be the 385,000 to use up on the pasas grant the other would be 388,000 approximately to use up on the rout 6 imach um if we get these two under contract with digit um it's obligated by the end of December we don't lose the funds all right does everybody understand that any other questions on that so you want to move that PO for us now or you want to put it all together yeah I think and well he's got two sections here one is the first section with the two change orders plus the fern cor change order yep why don't we just vote on those that's what we're talking about now okay those three yep so there's no other discussion on that nobody from the audience I'll make a move a motion do I have a yep correct and then I'd recommend the change order for uh Fern Corp uh the billing and the hour has been very fair um this is an hourly rate so hopefully we don't use all the funds but uh and the fern crops coming out of the what the the P that come out of the P Grant and that gets us up to the $4 million okay so everybody understands that's like he said it's a 4 million from the past and the 1 million that Mike rcks got on those expenditures we just talked about okay did we include the 75 grand did that did that also include the yes yes yeah that include both it's in the Top Line okay so on number two now the uh the Opera funds do we need further explanation or are we good on that one that's that's so I I I would suggest that you recommend that we um extend the contract for digit to the board of selectman on both of these um and we can look and see uh at a later meeting as to what what roads you really want to get done um with these funds all right so number two you want to move forward the Opera funding yes so the two oppas but not the the CDs not the CDs yet that that's separate that's separate separate okay so the two oppos in the amount of 64865 and 37123 7 those two those Jim the CDs we can discuss that if you want go ahead um if I have that here so the CDs we we have a uh Grant from federal government for $959,000 but there's a match that's quiet of 239,000 um we have some time on this one meaning we're not we don't have to obligate it by the end of December I think they they said almost four or five years right before we need to expend it yeah I checked last year it was five years yeah so you know it's not critical we we vote on this tonight but I just wanted to point out and Roger pointed this out to me U last month that there is a match of 239,000 and we can't use Opa funds we can't use uh local state and federal funds it's got to be town funds for the match so we need to come up with a match at 239,000 um one suggestion might be that um we request that the town use free cash for that match which should be a warrant article at town meeting would also give the town the option of or the opportunity to voice their concerns on it if they want to use Town funds for the match um it's just a suggestion I you might mention that we do have some something like $3 million in free cash this year is that correct we do we have I think 3.5 yeah okay I'll just add on the free cash three 3.5 is similar to what other communities have we've always been very low on free cash we've always been one one and a half in that r z us what I'm thinking though is if if we could use that money somehow is to connect the macumber and do whatever we need to bring that up to compliance you know yeah we're going to get to that in a minute but yes I think we got to yeah we got that other all right so under the uh under on I have a question the on the direct uh Congressional spending money do we have I know we have four years or five years or something to spend it do we have to commit it in the in the fiscal year that it was given looking at Roger he's saying no so the money money so we've the administrators in this case someone deal directly with the DP here we dealing with the EPA we have been in contact uh the money wouldn't become available so early next year anyway right um and um but in terms of timing the one sort of so hypothetically this might be oh sorry this might this might be off on a tangent but in terms of sequencing and timing if the town for whatever reason didn't appropriate the uh the required match the money doesn't go away we could go back the following year but we do want to we working within an existing contract that you know we can't keep open indefinitely so the big the big constraint is going to be um working using that money within the existing contract but the town meeting aspect of it and the timing associate it associated with that will Dov tail nicely if the town meeting does approve it because the contractor will be in a position in and around after May to be able to do these additional locations we're talking about anything else on that all the said okay you okay but um that money could still be used for this is off too is it is it on that money could also still be used for phase one of the sewer project right that's Route Six sewer project corre and if we were to have grant money we could add it and do do phase one okay water and y this seems to be working now back in line okay so um Roger is is nodding his head yes yes I am yes okay okay so no action on that one at this time you're just putting it out there just putting it out there just so everybody understands for our next meeting what's still hanging out there all right the Water Service connection incentive program Jim you kind of touch base on this a little bit before yeah so on the uh 371,000 from the APPA uh funding we we're looking to to do an incentive program to get the customers uh energized to to tie in early right so we would try to maybe put a time limit on it where if anybody ties in within the first 12 months or the first so many applications up to the $371,000 would get an incentive to tie in I I think uh if we could get a couple of people from this committee to help work on the actual uh program requirements that would be helpful we have a draft now that rog's put together um but we could use some input so if anybody's interested in like a sub commmittee yeah like a sub you know a couple of people just to kind of review it and give their ideas I think it's a good idea to get people to tie in and put it out there I know when dmouth came through like beating Road they asked everybody in advance what they wanted to do and and they put everything out there and you I don't remember if it was a form but you had to let them know it'd be nice if we knew what was going on all right any other input on that anybody interested interested in doing a side all right so we have Manny anybody else interested in a side committee about uh doing the incentives Joe you get time what you say got time to do a subcommittee with Manny on the incentive plans all right as long as we don't have a for Quorum you guys can put that together okay let us know do that okay um discussion using the available funds for private Well Services connections at mcumber and other this is what saw was was bringing up um when we got the P Grant Mass DP was really pushing for us to tie in the few public water supplies there's probably three or four of them uh that have contamination the Pas Grant will pay for those tie-ins as long as they have do have contamination levels above EPA limits so uh the school we can tie in because the manganese is above the limit uh there's a apartment complex at the end which near Washington Street that mass DP really wanted I mean they've been pushing they were going to give them a grant I think for 100,000 for treatment because we were putting water in this area they kind of focused it towards us but they'd still like us to tie them in um and we'd like to give some incentives to a couple of the other public water supply operators yeah VW no we can do that as well it's a good one maybe we can talk about that with because the vfw's I mean I guess I guess they got a treatment system over there so he's kind of reluctant we need I might need a little help trying to convince convince him over there yeah his benefits no it probably be better cuz they yeah they had I think that's what stops him from doing some foods and whatnot but one of the things is the testing that that they need to do so he's he's like right now cozy no really doesn't have to do any of their own testing because they're on a restaurant on water but but our our operator testing out of his service and and that's what the you know the BFW saying you know I pay for all my things what's what's this going to cost me is it going to be better for me I think all right we need to come up with something yeah let's see if we can get the incentive program going and there is a savings right we're tying the M come school and there'll be a savings to the school department because they're not paying for treatment they have a treatment system there last year the superintendent mentioned that they may need new tanks holding tanks for the water which they won't need anymore uh they don't need a public water supply operator they're checking the the water and testing it on a regular basis so there will be a savings to them and the amount of water that they're using will nowhere um the cost of that will nowhere be near what they're paying now so back fient won't be cheap but if we can get that for them too that'll help cuz that's going to be an expense I don't want to tell you that whatever money we have we should be if they wanted us to TI of school and we need a yeah so maybe we'll get some numbers and we get better numbers we can figure that out all right all right the next thing was I put it on here because we were getting so much um concern especially on the campaign trail that they thought they voted down our project completely so I put it down as a referendum in case any public wanted to come we only have the the usual people here um so the public would have had a chance to give us more input because um again we've had some NE negative con um you know communication on it um Jim the letters went out uh letting people know what's going on correct it did and I the letters went out saying that we're going to start work sooner than we're actually going to start and that's why I'm always cautious about sending out letters because uh schedules always get delay a bit but um they're looking to start on the week after Thanksgiving right December 2nd yep that second oh never a mind maybe we shouldn't have put that on it all right letters to whom to the neighborhood the ab is along just the ab is along gford Road and Osborne Street we didn't do Route Six yet because uh that's we don't have a date on that we check not yet we will before they down all right any anything else from the board before we go to public go ahead missa um I think it's a good idea if you at least ask them I know you're discussing it but where it out there on the caign I told a lot of people what do you what do you use right and what do you want to do with it I think they should have a say right well we're going to bring if if we want to do any funding we are going to have a like Jim mentioned um if we're going to use free cash it's got to go to uh town meeting for approval and people could shut us down at that point are you saying something else no but the reason um also that they they voted down Zing as well all yeah at this at this point the zoning Jim are we still going to need changes at this point I believe we're going to need some changes housing requirements um whether or not it's along Route 6 or somewhere else I'm not sure all right we still got to look into that thank you though Mia Evan Mr General excuse me thank you not a comment but a question comme I noticed on the uh the public notice for the installation for the M Loop it said that detours may be implemented yes our school administration has been asking in some residents as well about school traffic in that area so is there a plan for that at the moment or are we going to be able to keep open one lane Roger well Osborne streets section is going up into Osborne's too narrow I think for us to be able so it's one thing um and I owe an update to the school department sent a an email out um notifying that the work was going to be should have been starting already so we we're going to have to update that but I think the the bottom line is is if there is um School traffic that comes through that narrow Osborne section then we're going to have to work with the school department and figure out bus detours or some type of um rerouting of the traffic uh cuz there's no there's no way that an excavator in it is going to be able to sit on that road and be able to maintain two lanes of traffic so we can so you think just you think section g we should be able to keep one L might be close let me I'll take another look at that gf's a little we might be able to do something with Gord I think that I think gford we got to try extra hard because in case fire our ambulance has to get down especially with the school but with Osborne yeah it's going to be a little tougher on that tough on Osborne possible really but we'll keep them we'll keep them in the loop we'll send I'll send an email out I'll send an email out tomorrow and see if we can coordinate that a little bit appreciate than you and and we're going to have an inspector on site full-time so if any of the neighbors or anybody has any issues or questions they'll be able to you know bump into them and they will respond and then Roger will be involved as well so coin we want to make sure with the plates some of the plates can't handle the big buses and what man you know there's certain sizes you got to have and you got to have your your uh trenching supports blah blah blah all right good ever I don't remember we've never had we've never had a representative of the Board of Health right but I mean uh we a lot of this stuff involves uh their safety you know Public Safety supposedly and uh it just seems they uh we could ask we ask well another aspect I was talking to a septic septic person the other day and they were saying that uh over in Rhode Island they use some different types of septic systems on small lots and so that you know going back to the Sewer part uh and uh and they and they work quite well and so forth and but our Board of Health doesn't apparently allow them something in in our um area so I just think that the more um sharing of information we have the better it is I I know RH Island was tough or at least tiffan a lot tougher on the runoff they were really strict on that so you couldn't tie that in but um rhod iseland has a central Board of Health uh Massachusetts has 351 Boards of health and so uh it's really administrated administrated very differently in rhod Island my question is more strict is there a reason we don't have a uh representative from the board a board of selectman Select board um um question yeah but we have eight you know I could we could easily we could make nine why don't you why don't we send an email to the Board of Health see if they're interested and the concern was brought up if they got interest we'll bring it to the select board for a vote and increase the committee well one one of the problems is these lots that were trying to sewer a non-compliant to Title 5 so he's got these innovative septics having us install in them systems because they're non-compliant to Title 5 so it's still not compliant to Title 5 even with these systems so that's why we need so they came in were you here we had like a joint meeting with them you remember that right yes we did okay yeah so they came in go ahead Joe Steve Mr chairman I have here um a copy of an article in Herold news oh I'm sorry I forgot you wanted to talk from last from last spring the town of Swansea went through a similar proposal like we did at town meeting and they suc successfully passed and this is how they did it I would just like to give the members a copy of the article they could take it home and hopefully read it before the next town meeting I mean our meeting or town meeting Town me town meeting before the next town I mean so just go back to reorg hang oh I'm sorry one one quick comment on this this Swansea thing yeah so they they they pretty much historically have the same scenario as Westport the Venus bring the sewer in from Somerset into Swansea about the same time that whites did it and they you know every time they did an upgrade to the SE treatment plant they tried to get getting Swansea to go on board and they didn't but now now they finally got an approval uh they've actually installed manholes in the intersection under a mass Highway contract that they just did because they're going to build this next year and they were pav in that intersection they're going to construct this all the way to 118 um next year and it came in at like $21 million and it's it's it's going forward most people don't know the Swansea Mall was done without Su they got they got they have a su treatment plan right originally their own s treatment plan yeah and I believe they funded the whole thing with betterment yeah um the 21 million was approved with so it would just be the uses it that's a tough sell we tried problem commercial over there so I've watched in my career I've watched them big stores and restaurants replace their septics yeah like four or five times you know and now at the cost of now you can't find sand no I mean Sand's gone up to you know this this special sand that the board of Health's requiring in these new systems now is like $36 a cubic yard all right um um Mar reminded me we held off on the reorganization till you got here Bob so uh the second thing on our agenda was reorganization election of a chair Vice chair and clerk all uh Mari did you want to give any words on on that this was just our annual thing yeah this is something we probably should have done it an earlier meeting but uh this is our first meeting of the current fiscal year so we have have to elect the chair the vice chair and the clerk anybody want to take a bob you got any input on that yeah I given you've taken on some big responsibilities I would U nominate my body to head the chair who oh Mr s you you say Mar no he said Manny I guess can I be the one to second that yeah okay you replacement I'd rather not um no I mean no I don't want to be a clerk um I could volunteer as interim clerk but um I you know I don't want it to be interim till next June so you'll get them by on the December meeting is there any help from the you know office this committee was created by the through the end of the year just for the next meeting December yeah you're twisting your arm for one more okay one more meeting Manny make it productive okay yeah I mean we gotta we gotta look for a replacement for Steve yeah so maybe somebody get somebody a clerk we've got to find somebody a little bit you know you did a great job Mari I don't know why you don't want to continue all right so again uh Manny sa will be chair of this committee Bob Dale will be Vice chair and we'll need a clerk more than likely I will be moving on from this committee so maybe we'll get somebody that um that could do it go job if if Mor's staying as a member and he and he um resigning as he's retiring as clerk yeah does that mean one of us has to be Clerk or do or can we add a new member you need at least someone that wishes to be clerk no I just said I'm I'll probably be moving on uh because the new position we'll have an opening if you know anybody Steve when will you be moving on U because after the maybe after the next meeting I'll I'll talk to Manny see and and um Roger and see what's if there's any critical votes in January or February yeah and then and then we'll move on from there CU like like uh Jim just explained we got some some important votes at the next meeting be nice if we could get a little diversity too I usually try to get at least one or two women on too if we could get a business person or bard of health or somebody all right so Manny will be taking care of the
