our shoes tonight we're getting a uh basketball clinic from the the lady Warriors the Wildwood uh High School female girls basketball team who uh were celebrating their 2024 uh South Jersey Championship um couple quick notations before I introduce everybody um so uh so the lady warriors were the South Jersey group one Champions they beat woodtown 54 to 53 in the title game freshman Rebecca benel three-pointer with 2.4 seconds remaining was the winning basket [Applause] congratulations this is their this is their second South Jersey title in three seasons and third South Jersey title in eight seasons the team has reached South Jersey title game in each of the last five seasons the tournament has been held that does not include the the the co year um the the record season was 23 and8 the team has won at least 20 games in a season for the seventh time in eight years the only season they didn't again was during the stretch of the co year in 2021 when they only played 15 games um they led the state in three-point field goals for the season with 298 uh and they set a state record with 23 three-pointers as a team during a regular season win over Woodstown in late January and to top that all off they were the Tri County conference classic division Champions champions with a 9 And1 record all right so without any further Ado Mr Crips are we good all good sir all that's how long I've been sitting up here to uh present the their the the budget for for 2024 for the burrow of Wildwood Crest um sure thank you mayor I'm just going to give some brief comments on it before you open up the um the hearing to the public um just to give you a brief overview of this budget um the budget that the bureau's put together does maintain all services and also maintains improvements to your infrastructure um it manages your fund balance position um in that we're using $37 million of surplus to balance this budget the same amount that we've used the last um couple of years so we're not over using Surplus and just as a reminder um the burrow does have a very strong bond rating and the main reason one of the main reasons at least for that strong bond rating is the fact that we have sufficient Surplus and we manage it well um this budget like all budgets in the state are required to stay within the two mandated caps first there is the 3 and a half% spending cap this budget is $157,000 below that 3.5% spending cap um we are also required to stay within the 2% tax levy cap we are $1.6 million below the 2% tax levy cap um the budget comes in at about 28.6 um million which is an increase of about 924 th000 um from La as compared to last year which is just over 3% um the main areas of increase that are driving this year's budget first contractual salaries and wages there's also also some additional salaries and wages for um to keep up with the minimum wage requirements um for your seasonal employees as well as um some increases to remain competitive um in the Lifeguard area specifically um that amounts to about 387,000 of the 924 th000 of increases um health insurance general liability and workers comp insurance um is increasing by about 100 $2,000 um all municipalities in state are facing that type of increase pensions and Social Security um specifically in your case pensions went up about $210,000 um our debt Services increasing to pay the interest on a bond anticipation note by about um EXC me anybody that's on the conference line could you mute your phone please we're getting feedback interest on bond behind can we I can turn it down all right all right y um as I was saying um the interest on the bond anticipation note that you have um is increasing The Debt Service um by about $235,000 and capital expenditures are down about 9 UM $99,000 those items that I mentioned produce increases of about $853,000 which means everything else in the budget is contributing about $71,000 towards the increase so once again that's on on a$ 28.6 million budget um so we have we have increases of $924,000 the tax levy itself is increasing only by about a little more than half of half of that 59,000 we're able to maintain that because the buau does have additional revenues that we're anticipating this year in the amount of about 415,000 specifically Bank interest just like we're paying more interest on the on the anticipation note on the expenditure side we are also earning more interest um from the bank on the revenue side so that is somewhat of an offset so ultimately it gets us down to the increase in the tax levy of about 59,000 which equates to just under 1.5 cents in the tax rate um um one and a. half cents in the tax rate is $15 per year on the $100,000 assessment your average assessment here is about $450 50,000 so it's meeting was held February 6th and the next meeting is May 7th we have a toad of 25 or more projected initiatives for this year the mayor's wellness events offered through the Wildwood are offered through the Wildwood Crest Recreation Department um here are the events from October of 2023 through June of 2024 Crest Memorial mayor's Wellness art contest the children are in the process it was put into the curriculum and the children are going to be designing and have been designing Wellness superheroes in a three 3D papier-mâché art projects and action comic strips Wildwood Crest Wellness weight group this group meets at Crest Arts Pavilion and focuses on dietary strategies and development of healthy habits adult Fitness this is a total body fitness program designed for mature adults this class meets three times a week walking Wednesdays this is a weekly 30 minute choreographed free aerobics program pink T-shirt sale shirts were sold to support breast cancer awareness Living Well in Wildwood Crest 100 ways to Greater Health this was a document produced with a list of tips and strategies to build a healthier life Zumba pink party a dance party was held to raise awareness and money in the battle against breast cancer Warrior fight and flow this is an adult exercise program featuring boxing combinations and yoga held on Wednesday's evenings holiday food drive this is going to be ongoing throughout the year products are collected at Crest pier and the Cap Center to support local food pantries Bodywork by Jeff this is a sports massage therapist who was available to employees for diagnosis and manual therapy to alleviate minor body aches Crest kids playtime this is an unstructured dropin open play time for children's Age 2 to 4 years of age every w at Crest Pier Wellness skincare Roundtable if this was a free anti-aging skincare lecture at Crest Pier presented by Jennifer Saiga RN of Connelly Dermatology while with Crest Holiday Lights walk the community came together for a walk along Sunset Lake and surrounding neighborhoods to view holiday light displays the 2024 Wellness questionnaire annually we conduct an anonymous Wellness survey the information gathered help helps us to design programming based upon Community needs and interests champion of Wellness ceremony we held a ceremony and recognized and awarded those in our community who are committed to Healthy Living let's talk food this was a free lecture providing uh provided the information and strategies to help break free from unhealthy eating habits interval training class this was held to highlight heart Mel month with this total body fitness program now here are current future programs 100 mile virtual race this is happening now this is honor-based community challenge featured on Facebook participants walk run swim cycle or pedal the elliptical during the first 30 days of March individual miles are recorded and the winners will be announced and we were awarded the great thank you Laur so let me just pick up on one thing uh so Laura mentioned under under her current future programs that Wildwood Crest was awarded for the fourth year in a row the New Jersey healthy Town there's not a lot of communities in the 560 communities while in in the state to receive this but our small 42 block community of w Crest has won that award four years in a row and that's due to Laura's efforts now I'll I'll just advise everyone that we recognized Laura um last month but she won the state award for the state Wellness coordinator award and because of her efforts and Nick Holland and and the entire Recreation Department as well as the our residents and our vacationers and our staff that all participate in the programs wild crass is is is branded to to Wellness in in the state of New Jersey so Laura thank you thank you for every that and thanks to uh everybody for [Applause] participating okay moving on uh we have a couple Public Safety reports and one from the construction official let's mix it up a little bit and start with the construction official Mr Allen mayor Commissioners we uh We've made a few changes as we know in our Construction office uh where we've taken in a few of the disciplines in house there's five disciplines that five subcodes that uh are involved and out of the five we've taken on three which in turn we keep that money in the crest opposed to paying it out to a third party inspection agency and what that also does is it helps the residents save money because there's no administrative fee on top of the fees that we would charge and we also on we've had a lot of Barrow projects this year as we all know which the fees have been waved in the past we have to pay that third party contracted agency with bringing it in house with myself and another employee that we hired Jim Gro we've waved $40,000 that we've kept inhouse which we would have had to pay out and that's just in the first three months and looking back at um this time frame from last last year to this year last year we've M we've already made 34,0 209 more by taking the three disciplines in for these three months that we retain in our office and that's what the inclusion of saving the burrow 40,000 on the burrow projects so in wrap it up I mean construction strong we all see what's going on there's plenty of Renovations going on new con construction and um our office by you know taking more responsibility in house reduces fees it's it's better for the burrow and we provide inspections pretty much every day of the week now opposed to how we were limited with the third party contractor and that's what I have okay go anybody questions for Mr Allen very good thanks Rick okay now we'll move on to Chief Floyd evening body public um I'm just going to hit on some topics from my February report to the commissioner of Public Safety um in February of 2024 we responded to 1,148 calls for service 162 criminal investigations we had 234 service calls which include alarms citizen assist fires Medical assists uh School related activities utility complaints uh we conducted 108 motor vehicle stops and issued 32 motor vehicle summonses we did 279 property checks uh 408 hours of training and we had 17 adult arrests and one DWI um as noted in the resolutions uh we did receive a grant from the division of highway traffic safety for for the month of April which is distracted driving awareness month so there will be extra officers out on the street uh looking for distracted driving which includes messing with your radio or your uh handheld device uh you cannot drive uh using a handheld device in the state of New Jersey uh you can't uh eat a bowl of cereal while you're driving which we have seen so please put everything down pay attention to what you're doing and drive saf unless the governing body or the public has any questions that will conclude thanks Chief all right all right Mr Crips evening everybody so uh short and sweet uh we had for the month of February had 52 calls of service uh 17 of those were transported uh we did have 14 refusals uh Public Safety assists uh someone calls us out we come out and do help them out or blood pressure check we did four of those uh our 12 standbys with the fire department uh and no calls for exra canceled fortunately we had you know had one our mutually given us going to them was uh two to Wood two to North Wood and one to lower Township and weed mid once to uh from the city of Wood uh fire or excuse me EMT Andy McNeil brought to my attention uh something related to public Outreach or community outreach that we're performing uh and we'll be at the wellness uh on Saturday Wellness the event uh we're going to do uh it's called the file of life and basically what it is it's uh unfortunately a lot of folks that live here maybe not have a close member close by and may not have all the information so when we do all these calls and when we do it we'll be able to go out and uh offer our services to at least document what they have their medical conditions and items like that uh no personal information per se but just if we had to get there uh they were unable to remind us or tell us what they have we would have that information within their residence so uh we'll start that uh probably around that time so that's all I have anybody have anything for all right thanks okay moving on with some more reports do we have a Clerk's report she gave it oh she gave it already all right we'll go the administrator report okay so hello everyone Beach bump outs Rambler and North this project was awarded to South State and is currently under construction the contractor has multiple Crews working on this project um right now they're doing Framing and decking of the boardwalks we are concentrating on the south end first and then heading north and doing every other street so that there's still beach access for those who want to go to the beach this time of year to take walks two locations are now complet and the framing has been completed on five locations as of Monday water services for The Fountains will also be completed this week bike racks have been um have been procured they are in stock and all of the fountains or um showers uh for uh will be completed by in about two weeks and that's as well as the bike racks um the scheduled delivery for The Fountains is miday but we're anticipating getting that sooner so all the plumbing work will be done in advance um there's no other delays other than the possibility of the showers coming in a little bit late and therefore the work is expected to be complete in late May um and ahead of schedule and it should be right on budget the crest Arts Pavilion Fred shon's crew is making great project progress on this project items completed to date are the burm construction that's where you see the um the dirt Mounds that have been constructed concrete paver sidewalks curbs gutters stage areas um the walls around stage area Pavilion footings site uh lighting footings and underground Utilities in the next few weeks the um installation of the fire pits will take place they are on location right now but they will be installed site Furnishing foundations will be completed irrigation seashell surfacing and the contractor will begin landscape all the a lot of the trees and Shrubbery has arrived the Pavilion is currently scheduled to be delivered in late April so we should be well ahead of um schedule and definitely on budget Harford Inlet Kate May Inlet Beach and dune construction um Mark and I had a conference call yesterday to establish roles and responsibilities for the creation of the two easements that are necessary for this project they'll be for the borrow area and the construction area as required by our state aid agreement uh the Blasio and Associates will be surveying the parcels including the beach included in the beach project um on behalf of the buau and then we would get reimbursed for that work so we'll be meeting again with our CFO to go through the funding and how that will work um a proposal for Mark's office is forthcoming New Jersey Avenue the county has been informed that they were approved for funding for this roadway project there is state and federal funding uh County engineer Bob church has scheduled a meeting for us the week of April 8th uh to start the planning of the infrastructure improvements which will um take place in 2025 Sunset Lake sunset uh State Channel dredging I received an update from Scott Douglas on Monday and I wasn't anticipating him getting a little bit more information to me by by today but that didn't happen um according to Scott the state's RightWay team is still negotiating with a landowner for the acquisition of a property for the confine disposal facility he has requested an update from his right of way team um and we do not have an update from them at this point on where they are in that process but design and permanent efforts for the phase two of this project are ongoing and they're on schedule so we do look to have this project um under construction next year CER applications nothing to report the Bayside Pump Station flood mitigation project um we made application for $12 million to FEMA for a brick um Grant we've also requested Congressman Andrew's office assist us in securing a fiscal year 2025 Congressional priority funding um for just over 1 million dollar for that project a resolution was passed this evening authorizing that and this project if fully funded would include two pump stations and all necessary piping improvements um to get water off of the streets and out into the bay in a very timely way the Washington Avenue flood mitigation project we applied for a FEMA FMA grant for that uh flood mitigation project and that area was previously studied so we're just waiting on word back from FEMA we expect that sometime this summer along with the brick Grant fiscal year 2023 small cities Ada Grant um is currently under design we are going to be renovating the bathrooms here and in the police department for ADA compliance um and we did get $342,000 roughly for that that Grant um that is in design with our architect as we speak Kate M County uh local Road Safety plan which is called which is the lsrp in cooperation with the South Jersey Transportation Planning um organization the County's coordinating with the local municipalities to identify and PRI prioritize strategies um and actions to reduce fatal and serious injuries due to crashes on County and local roadways um I attended a virtual steering committee meeting on Thursday the 21st there will be two more steering in committee meetings before the draft plan will be released in a couple of months and there also will be one more stakeholder meeting which has yet to be announced and they are open to the public so um I will give you that date as soon as I have it but we should have a draft plan out to the public in about two months that's all I have thank you anybody any questions for Connie good public any questions for Connie conference line anybody uh Dave McWilliams County's going to start work on New Jersey next year sometime I thought you said 2025 2025 we have to do the work in advance of New Jersey Avenue so we have to put the sewer infrastructure and that belongs to us and while wood w would have to come in and do any water improvements then the county would come in and actually do the roadway improvements the the road diet but we were anticipating 2026 for that okay so are we back to business district proposals yes and if so what point in time will they be coming before the public as as far as what the as far as the the look of it all yeah I mean two years ago we were well down the road with what we were thinking we might do I'm assuming that's still in everybody's thoughts but I'm also assuming it's going to come back right to the details we're right now the infrastructure is the first priority because that has to be done first so then after that is off the table then we'll be jumping back into into the design stages of the six blocks that the planning board recommended that's Heather to Coline we do have preliminary drawings they're on our website but they're not finished and finalized and touched up but we do have preliminary drawings different than the ones we talked about two years ago the same okay and so that's 2026 is yes it's Federal funding that's why it's taking this long just to add to what the mayor said so the first phase of it will be the replacement of the sanitary sewer and water mains and then that work will have uh trench restoration on the roadway and that'll be completed similar to what happened on Pacific Avenue all that infrastructure work will be done in advance then the county come in and do their their project okay you seem that our work and the County's work are lagging much more than the Pacific Avenue work right I mean we paved Pacific Avenue pretty much the same time we tore it up yeah I'm sure we actually have a teleconference with the County engineer we're going to try to tighten that up usually not going when we get done in advance of them which is preferable than the opposite of that yeah thank you any other questions all right we move right on to the uh engineering report okay thank you the contractor for the Reconstruction of Orchid Road has completed all of the water and sanitary sewer improvements they've also completed concrete work from Atlantic to Pacific Avenue so far so good on that project the contractor is also almost completed the sanitary sewer replacement on wior road so bearing any unforeseen issues all that work will be completed before the start of the summer season uh separately the same contractor is completing the Park Boulevard sanitary sewer emergency uh replacement they have mobilized to the site this week um they will be replacing the sewer M over the next two weeks doing trench restoration coming back at about after 30 days to Mill and pave the roadway that condition became an emergency based on an observation that was made by asphalt paving systems in our office when they were doing work on wior road uh the Park Boulevard sanitary sewer was uh uh packed so to speak and warranted the emergency replacement so contractor mobilized within a week and he is starting work this week uh to bring it to successful completion uh next item the design for the Bayside bulkhead replacement of flood mitigation project is complete we have the ngdp permits in hand and we have provided the burrow with the Project's impact to the property owners based on the improvements in the raising of the roadways um we'll be looking for direction and Next Step from the buau as to how to proceed with the project and we've offered to make a uh presentation on that project next month so everybody fully understands the nature of the project and the impact um next two projects County touch Bas on crestar Pavilion and the each Public Access we have a bid opening for the 20124 road resurfacing project on April 3rd if we have a uh responsive bid that's within budget we'll move that to your next meeting which is the following week and put that into construction we see no issue with all those roads being repaved before the start of the summer season in regards to Grants our our office will be submitting the Grant application for the Reconstruction of Stockton road to the njd ltpf lement O program um by April 4th of next week Connie mentioned the potential $1.3 million uh Grant from special appropriation from Congressman van Drew's office and I'm not sure if Connie touched on this but um the burrow was notified um about the uh Fishing Pier from the njdca there was a grant in the amount of almost $1.1 million go anybody any questions for Mr deasio public any questions for Mr deasio anybody on the conference line just make sure you're still there okay all right uh first round of public comments we'll start with anybody here in the audience public comments round one Dave McWilliams um I'm just a little confused we've authorized a budget of 28.6 million but 17 million of it is Municipal purposed what's the other excuse me Revenue okay so $17 million is what we generate in tax revenues and then the other nine million is from other stuff less the 3.7 that's coming out of surplus where will Surplus be when we're done I know 3.7 is about what we're taking out every year or is what I heard where do we end when when the fiscal year end yeah so currently Surplus is at million and so we take out the 3.7 will be at 5.3 million left after the 3.7 million so does that mean we were 13 million two years ago we took out four and now we're nine we're taking out another four I'm just rounding I'm just rounding you're nine we're going to be at five point we take out four just to make you're G need five so we took out four last year do that meant we were at 13 million no sir okay we were at n we were at 9 million 9 million 8 last year okay so basically what do is we regenerate so the Surplus that is used the $3.7 million is regenerated each year into Surplus so it's excess of um there's a multitude of reasons how we generate excess one is um when we when we budget for revenues and they exceed what we budgeted for that creates an excess we also have um miscellaneous revenues that aren't anticipated that roll into our Surplus each year so those so basically are raising about three to $3.5 million a year in excess revenues okay so we don't expend some of M it and like that that goes into into generating that there's there's about 10 to 12 different yeah okay categories y thank you you're very welcome anybody else any other questions conference line anybody all right we'll move on to the discussion items first one 20 minute parking signage at burough Hall uh Public Safety you guys want to address that one would You' like absolutely so it came to our attention that uh there's a discussion about the 20-minute parking and concern about it I heard uh some people say that maybe we should get rid of those signs so I have four concerns and uh the first concern is I believe that the uh senior citizens need an opportunity to pull in Park walk in do their business and leave second is I'm concerned about the size of our uh parking lot I personally in two years I think I parked there two times on a Saturday because I don't think it's fair to take a spot from our community people that are doing business in the burrow if we take the signs down number three I'm concerned that um the winter might be okay but the summertime we'll have cars parked there day and night specifically across the street the condos the beach and that won't afford our senior citizens or people that just want to run and do quick business in a burrow an opportunity to just park that will force them definitely into the lot and unfortunately I'm concerned about the navigation of the lot especially with senior citizens uh and how much traffic may be in here I spoke to Ralph grai he concurred after speaking with the chief he also concurred with the uh leaving the 20-minute parking signs up there we just feel that's going to create a bigger issue a larger hardship on some people and uh um my concern is to keep our community members safe and also able to access this building Chief come on come on come on up uh so commissioner shiff and I did have a pretty lengthy discussion about this and I also SP spoke to Ralph gry who's our Traffic Safety supervisor um there are cons some concerns that I have if we do remove the the signs uh as commissioner shift stated most of sweep Bar Road is a residential area I I have a strong feeling that if we remove the signs we're going to have residents or visitors parking there for extended periods of time and I think it might limit access to this building for people that are looking to do business in the building I think right now having those signs there it's quick and easy you pull up you run in for 10 minutes pay your taxes or do whatever business you have to do within the burrow and then you get back in your car and you leave so I my professional opinion I I believe they should remain um a lot of our businesses have the the time limited parking so people can just run in and run out and I I don't think that we should remove it and cause a hardship on the residents okay thank you anybody else all right so I I I had a I was the actually the one that said maybe suggested that we should re remove the signs and of all mean I've been I thought originally and chief corrected me right there those 20 minute signs were put place there when the when that now cond when the PNC Bank was there cuz it was overcrowding people were going into the bank and then there wasn't much parking for for while Crest but when the burrow went online with a lot of the tax payments and the Dropbox and so forth i s I've been seeing a less uh less people using that and then our our employees which are mostly females in the building are parking there when it's raining to to get access in in and out of uh burrow Hall so that was the reason why I I had I had suggested that um I also asked Mark's office uh as a result of all this so the parking lot that the municipal County owns just across the street if you notice it doesn't have clearly defined parking areas so we should get a a quote on line striping that so that we because I see cars parked there that are actually parked in the drive areas coming in and up on and off that lot so Mark is Mark's office is is working on that um the seniors that I see come up they generally are using the handicap accessible lot and they're parking there they're coming in and doing their thing and and then they're going so my thought was is there is one spot that's right in front of those condos that are just directly across the street there's two new buildings and there are cars that park there and I'm thinking if we open it up the other side too that may take less of a burden off it's a public street so people are going to park why I I agree that I don't think we're going to have parking issues in the winter time in the summertime they're using this lot and they're using the Burrows parking lot to park there i' I've I've seen it so um listen at the end of the day it's it's it's a you're talking about 20- minute parking I don't know how Chief I don't know how honestly I don't know how you enforce a 20 minute parking with someone put a meter or what you put a stopwatch on it and say you're parked there for 20 minutes and then you go and ticket them I I just think it's impossible to enforce and hard to enforce I'm not sure we want to put ourselves in a position it's a public Street keep it open to the public and and go from there the the the lot is plenty big enough I've never seen it completely full unless there's a a meet meeting going on I think that we're fine and I I don't again I don't re recall all the reasons why as to why that was in there I thought it was for the bank but again you corrected me so I could be wrong and I did speak to the the the employees that use those spaces or enter burrow Hall and they all said that that they've never seen senior citizens par there and I'm not saying that you there aren't I'm just saying I'm just saying that they they generally use the use the parking lot because they they have to access the street where the vehicular side they're getting out of their car so I think they're safer coming into the lot and actually parking at in the Ada spaces so so we got we got bigger fish to fry than 20 minute parking signs and I my thought was to get rid of it it was just a simple request is that I didn't want it to get into a big debate on whether or not we should get rid of them but I will say these aren't the only 20 minute spots that we have in the burough we have them throughout my question would be is that how do we enforce it and I guess what really put my ears up was when we're talking about employees parking everything you know I I they employees should be able to park there the public should be able to park there we should also take our employee parking lot and L strip that as well I have a question so is I was told and I wasn't here at the time that the parking lot outside this building that that employees were not allowed to park in there is that true I mean I never heard of anything before like that except I I'm bringing it up because I did hear here recently the parking lot our parking lot right here was there something that our employees weren't allowed to park there yes it was just it was generally known to not park there because it's for our customers to come in and pay F I got it so so our burrow vehicles that we think we have sometimes one or two of them we don't have necessarily have to have them parked it they can park out in the street or in that lot across the street that would be good we remove a lot of surplus vehicles that we had out there uh they've been removed so that there is more paring out there and I I've actually spoken to uh the engineer about uh striping that lot before um I think that would definitely help with some of the confusion uh people just kind of pull in there and leave their cart in the middle and it's hard to hard to navigate so I think once we get the striping in there that'll help for the employees quite a bit we're in we're in discussion Dave just give us give it let's get to the public comment all right any other comments any solutions something that when it was brought up two weeks ago or so um I really haven't paid too much attention to it other than recently and me pulling up I haven't seen anyone park there at all in the in the last two weeks so um it's that's because we haven't had any the employees were informed not to so that that's probably one of the reasons we don't want to arrest our employees no God forbid some of them are taxpayers still I think though once we do take those signs down we're going to you won't we'll be parking over there anyway so I suggest keep the signs up Let the 20 20 minute rule go through and if you'd like we can address it again but I see it as a real plus especially when the summer time comes and there's more traffic on the street I'm looking out for our senior citizens maybe some people that are disabled I'm looking out for our citizens in general just give them an easy access in and out I think we spent too much time on this already you could reduce it you could reduce it to one you could thought I don't I don't think that's a good suggestion but that's you got two I just say keep it up for now we'll discuss it after the summer see how things go if you'd like uh listen at the end of the day as I said this shouldn't be a big debate I I think it I think it was Staffing parking there what got my attention on it was that we were we were our staff was parking there and I I I thought and then senior citizens I know they pull into the parking lot I see them coming in they they use that ADA space I don't think it's needed but this how about we do this how about we get it line stripe first just get the lot line stripe take it from there leave it as is and then we can always address it you know I agree with that lat times I didn't think that that was available for us to tell you the truth I I didn't know that that one one yeah there's there's actually yeah correct there's I think there's an ordinance reference on on the sign that's over there as well all right I'm good with that thank you so am I leaving that on Old business uh I think I think we take it off and then just just wait and see if you know I I guess I would ask that if our if our if it's a rainy pouring day and we have staff parking there this that's that's be mindful that may down and someone's trying to get into the building that's not I think a recognizable car we can ask all right thank you to walking in KN deep water to our cars when it rains happens all the time we're going to take care of that with our drainage problem yeah okay uh flood plane permit fee schedule I know that there's a draft ordinance that was floating around on on this new uh new uh ordinance uh and there's a fee structure that needs to go with it um I'm not sure who best uh Mr Allen or Mr gunis or Mr Franco you want comment I know that you had some suggestions on a Model ordinance and I think that's what probably what's on the table is that a I think that's the recommendation that I'm hearing coming from uh the Construction office yes so Rick can probably speak on that if you don't mind Rick we did have a discussion about this and I think this may be the best direction for us yeah with with the adoption of the ordinance there's certain projects that do not require construction permit but every project on someone's home does require a flood plane permit basically to track the cost that they're put in their home for substantial Improvement so we've looked at other municipalities different types of fee structures and I you know I found one with SE that seemed like it would work well with us where it kind of keeps things level across the board um it's not an exorbitant amount but it it's a process that we have to do to input this information so it does help out with our budget with with the workload required with doing the [Music] [Music] [Music] anybody wants to stop over and check it out I think a draft was sent to the governing body from Rick and yes I'm in favor of of what was sent over so I guess you guys can yeah decide and and let us know yeah I am I as well so I I don't I think I think if Ron if you're okay with it we need to get it on the agenda so just so we're clear here you're holding the draft version that has $50 permit for all work under 10,000 no no I found another one with this the SE one which is a different a different one which has um a $75 fee for roofing siding like what stuff that does not need a construction permit and they they had some other fees on there I thought were a little exorbitant when it came the solar someone you know they had like $200 on there which I thought that that would fall in the lines with Roofing like $75 um and then with like new construction or additions where we do a lot of work that would be hundred $50 application fee because that's you know we review a project for Zoning for our zoning code and then our construction reviews for construction but we're really not getting anything for the flood plane review which is a major component of the review when it comes to new construction because when we submit our annual report to FEMA at the end of the year all of our elevation certificates have to be reviewed for correctness so all right well send me over the numbers that you think and categories that you just mentioned and okay we'll put it in an ordinance I give to you tomorrow if you'd like sure first thing all right how about now can I get a copy too Rick yes please yes I guess you'll send that out so we can take a look at that one H Absolutely I'll send it out to every we s that out I must Miss pardon me we'll resend it Miss it I think I missed it sorry yeah I don't think I sent the did I maybe s out to remember seeing it but it wasn't clear to me if that superseding what first dra was over it yeah like two days ago so it was you know doing some research and seeing what other towns are doing and try to try to keep it you know compatible comparable perfect thank you sir thank you right you're welcome thank you m no sir thanks RI all right that takes care of all the new business items uh under old business uh the lot at Rosemary and SE view so we had discussed I think we had a a consensus to put that uh lot uh up for sale um via sealed bid um I guess the question now is is you know we kind of waited just to see if we would hear anything more uh from the public I haven't heard anything more other than the last comment from the last meeting or two meetings ago so uh I would I would suggest or entertain the idea of um having the lot go up for sale you know sometime within the next month month and a half two months brief before the summer for sure I agree I think the timing is right to do it so within the next month I yeah I'm there too all right solicitor the the uh sample bid documents already went out for review so I think all we need to do is uh figure out what a minimum bid should be and I think uh Jason Jason gave us that yeah I think our assessor gave us a uh a recommendation so I I'll defer to you all okay uh concession agreement hotels and beach chairs that's on hold uh traffic caling first uh I guess Connie mentioned that in her report and the first uh the engineer was uh retained for the phase one aspect of it and now the budget has been approved so we can move uh potentially move forward on phase two and phase three Back Beach excavations on hold pending that Army Corps uh D Dune uh reing Connie reported on that New Jersey Avenue infrastructure pre- County Mark covered that in his uh in his report as the cony Public Works roof uh just needs some funding uh Bas side outfalls cap we we actually that also requirement of some funding and just on that just Mar I just want to be make sure that we're all on the same page so you had mentioned in your report you suggested that of doing a full presentation on the scope of the project but also or separate having the property owners on the Bayfront that have uh that are going to be affected by the project things that they have to be aware of and things that they're going to have to pay for uh and or work out with the buau is that the same meeting or is that a separate meeting did you did you want to do that pleasure whatever the Commissioners feel appropriate I I think yeah I'm thinking either way I'm thinking individual Property Owners should be a private meeting I don't I don't think we I don't think they want to talk about their their properties and and and what they have to do what they can't do in public but but I think that I think a public presentation on on on the scope of the project and all the details is is healthy how you going to do the private one how do you set that up well some of them are going to be with uh engineering related and some of them are legal related you know so so we so we've identified in that document that I sent over to the mayor County um the situations that require enhanced coordination so we can quantify who that is where it is and then however you decide that you want to communicate to the people who will be available to help okay you guys think okay with a public presentation on this overall scope and then a private private meetings individually with them I think we'll have to send them each a letter and then give them a number to call and set up a meeting and then we'll have to schedule individual meetings with them there's some properties that really don't have um any any impact that's worthy of doing anything enhanced but then there are some yeah I think I think the intimate am intimate meeting in terms of like a one1 is is is the way to go all right so how how will we notify them there one of my questions I would figure that we would send out certified certified mail sign off because the problem that we always had at school was I never heard it I never heard about this and we could adverti you know and then somebody would come back ultimately and say I didn't know anything about that and that's one thing I'd like to avoid so we pull that card out that's good uh so on the individual private owners mean are you are you suggesting sending out public notice to to all the property owners on the on the on the Bayfront I think specifically the single ones that you know that you want to okay talk to but the the open meeting I think we can do what we usually yeah I think everybody I mean generally they should be well Reed I think yeah okay I I have no problem with that all right so Mark so we're going to develop a mailer like we normally would with cler yes Jason us the address I think you had the addresses I think there was was there eight if I counted well if you're are you talking about so are you talking about papering everybody on the project route which is you have 10 streets that have the full reconstruction you have seven streets that are just getting valves no the the ones that that have right away issues mhm the target specific yes okay so so certify letters to them contact the engineer schedule appointment if it's legal related we so what we could do is we could have that letter and it could be specific to that property and take the photographs that we provided in that report and specifically show them what the issues are what we need to talk about so they're not going to be a um it's not going to be a cookie cutter letter you have to be a specific letter for each okay y good luck that's going to be on the right thanks okay uh Washington SE view beats outfalls in capacity waiting for uh Mr R to give us a decision uh on the grant that we had applied for okay now we're on our last and second round of public comments Williams why don't you Lim the 20 minute parking when the burrow office is open that way on weekends and holidays the people want to park there they can park there take it under consideration but if the concern is access for the community while the burrow office is open that fixes it it's I think it's again it comes down to you just some sometimes there are actually yeah maybe you don't have to address it at all but if that's the that's the issue when the burrow office is open 20 minute parking the rest of the time not sure that's the full issue but basically that was that was that was a that was a nice suggestion I appreciate that so any changes correct me from ra wrong Ron gunis um any changes to those signs from an enforcement perspective these are ordinance change they're they're listed in an ordinance under time limit parking so we'd have to change the okay so we would have to change the ordinance if we did anything whether we remove them or whether we change it to you can change the times and dates and we have those throughout okay can we keep this under old I don't know if you mentioned that yeah no we can keep it under F yeah please okay any other public comments hearing none we have a contingency from Buttercup nothing G is going really well a problem Park but cup and kind of cleaned it up with the leaves good all right uh last round uh commissioner comments I guess we're right we're on commissioner comments I'll be brief uh I just wanted to say thank you to all the um the finance department and all the department heads for a great uh budget I think with with the people here and viewing at home you'll see that your return on investment is is excellent in my opinion so um and from the reports that that we're hearing we're doing a lot of work and we're getting a lot of things done so I'll be hard pressed to see if uh any other town is is doing the type of work that we're doing and keeping us our spending this uh low uh obviously you don't want to see an increase in your taxes but like I said your return on investment is is fantastic in my opinion so I want to say thank you to the department heads and and the finance department doing an excellent job sir okay I agree 100% with that they work hard I have a couple of things one uh I'd like to publicly thank Steve sheer and our mayor for allowing Public Works to help us out on our building uh it was John Jody Mike and Nick that did an excellent job and I really appreciate that work they got it done in a timely manner second L uh Chief Floyd was officially sworn in as the Kate May County Chiefs of Police Association president on March 14th during the association's installation ceremony he has been acting in the capacity as president since October of 2023 and was previously the vice president from January of 21 to October of 23 that's a big deal also Chief Floyd was certified as an accredited chief executive through the New Jersey state associations of chief of police Ace certification program on March 13th his certification will last three years and he must show that he he maintains uh the training and Leadership standards since the initial award in order to maintain the certification currently only 33% of State Police Chiefs are certified in the state of New in in New Jersey state chief looks to promote professional competence continued education and career development among law enforcement leaders so now not only is our Police Department accredited so is our chief and I want to applaud you for that because that's that's a great that's a big deal thank you for your work and happy Easter to everyone uh Chief are you an expert in 20-minute parking will be that part of certification uh so my comments are or actually just just three uh one is regarding the budget Franc and team thank you thank you to all the department heads the governing body members for uh doing what we do to to get it to a good budget um um I just want to challenge everybody to to and that includes all department heads um the goal in my in my mind the goal here is to continue to regenerate Surplus um find miscellaneous revenues um which is in form lease spaces um uh we have the beachbox program is going is has been has been a big hit helps keeps keeps taxes down um entertain ideas like corporate donations for like the the the lighting that you see along Sunset Lake and maybe sponsoring some of the concerts that we have at Centennial Park and so forth that we offer to the public for free but if there's other Revenue sources to help offset those cost I think will be a will be a big a big hit um we also should continue to use and apply for grants that Mak sense uh Francine correct me from wrong uh I believe in the last two years this this burrow has received over 4 million dollar in grant money um that's that's that's very good that's very has been the secret to a lot of our success and helping to keep our cost down um so that's on the budget uh on the ARs Pavilion I don't know if anyone had the opportunity to uh to see the um partners and preservation along with with Rita uh rothberg our County Clerk and historian she did a this is the 250th year of the battle of the turtle of the turtle gut um down in down on Miami Road uh and she did a really nice cont like what's what was life about what was life like in the Wildwoods and Wildwood Crest 250 years ago so I've asked them to consider bringing that presentation on again they they uh it was well received and well attended but there's a lot of people that weren't able to make it so we may bring bring that program back uh and lastly uh if everyone mark their calendars put it in your iPhones or mark it on your manual calendar May 19th to 25th is National Public Works week Department that makes the burrow go round selfishly all right all good that's all I have for the good of the order motion second all in favor
