Consulting Group along with Ron Simone from the county here to talk about and Enlighten the uh uh governing body and the public on uh pending action by the state uh I guess we're referring to as the NJ paack protecting against climate threat like to turn this meeting over to Mr LX Mr all right go ahead uh B mayor and Commissioners uh administrator man uh thank you so much for the opportunity to present uh the uh proposed NJ act real rules that are being presented by the Department of Environmental Protection um this is not news to Connie um you know who's uh been on this for the past couple years as I understand the bur's also adopted a cations prior to this in opposition of thect rules before they were published um for Courtesy review and before they published in the New Jersey public register um ultimately these rules are going to expand flood Hazard areas and impose higher building standards not just on uh residential and commercial construction but also uh infrastructure projects as well uh it's going to drive it's going to be a cost driver for um our infrastructure projects um and it's based on uh sea level rise projections uh with a probability of approximately 17% so uh Peter will touch more regarding that um we've been engaged with the mayor uh administrators and uh construction officials and FL play managers countywide uh regarding this issue uh you know W Crest does their due diligence with respect to uh FL play management measures you have your flood play management plan uh and ordinance adopted uh in compliance with FEA standards your participants in the CRS program um some of the municipalities across the county have some of the highest ratings not just in the state but in the country um as it relates to um CRS coordination and Flo plan management so um um all the municipalities throughout the county with the only exception being Woodbine who will not be will not have any effect um on these rules um given that they don't have any flood Hazard areas uh has been doing their due diligence as relat to flood plane management um so uh our intent on um providing Mr lomax's report today is to keep the uh general public and the governing body informed of uh what is to come um rules are adopted and um to uh try and push for a more gradual um approach than uh one fail swoop um based on uh projections for the year 20100 um so uh without further Ado I will introduce petx provide uh an update on this and um on behalf the director desario who's providing Mr LX at no cost all the municipalities so thank you again for the opportunity thank you thanks thanks M strange to have the microphone pointed out turn that to you now since you're doing all the talk oh [Music] okay I I thought maybe there was some some new technology I was unaware of good morning everyone thank you uh for the invitation I'm happy to be back before you again it's good to be amongst friendly faces and appreciate the opportunity to address you this morning and also the public um many of whom will be impacted one way or the other uh by this new regulation so as Ron mentioned uh D is in the process of adopting new rules um I'm here to go through them and I think as a as a general takeaway these rules are very comprehensive not only do they address climate change and sea level rise but they are a compendium of other regulatory interests that the department has had over the years that they have been collecting and and um waiting for an opportunity to then promulgate uh new regulation and restrictions um these rules come out of an executive order process so the governor Murphy issued executive order 100 which um as the mayor mentioned established uh the NJ pact um which uh is protecting against climate threats so these rules derive from a um a policy at the coming out of the governor's office that uses best available predictive climate science to plan for the future and regulate development accordingly um so out of that process came what you have before you today which is the real rule this is resilient environments and Landscapes and this is in its pre-proposal stage at the moment so just um a couple pieces of housekeeping um the memo that you have before you uh was written by our office and issued on June 25th in the expectation that the rule proposal would be released on time by thep that was supposed to happen in the beginning of July and it did not um so the proposal issuance has been kicked forward the expectation is that it will happen sometime in early August maybe August 5th um that would be the first New Jersey register issuance so there is some information in that memo and um and of course that memo has also been uh released publicly so this is sort of my opportunity to address the public as well and say that for those of you that are looking at the July 25th memo that our office issued um the information contained within it specifically about the public hearing dates is incorrect because it's very difficult to have public hearings in July if the rule hasn't been released least until August so um for for housekeeping purposes uh the county has decided that uh once the rule is issued our office will provide an update to this memo will be issued back out to the municipalities and and made available to the general public um which will have in it the beginning and and ending dates of the public comment period as well as new dates for public hearings that actually fall within the the period of public comment so um that's the first piece of housekeep the second is that uh climate science tends to be a hotly debated topic folks get pretty emotional about this and I just want to go on the record and say that um I'm here to talk about a rule that's being proposed by DP not to debate the merits or lack thereof a climate of climate science I'm I'm not a climate scientist I'm an environmental consultant and my area of expertise is in land use regulation for the last 30 years I've been dealing with regulation in the state of New Jersey particular LLY in the coastal zone so I'm here to brief you and the public on the merits or the the the requirements of this particular regulation and we'll we'll let climate science be debated by others um and my guess is that there will be much debate about this rule as it moves forward because its implications are pretty significant um and as Ron mentioned it really impacts almost every municipality in Cap May County and many along the coastal zone of New Jersey and um and it's interesting in that it because it is such a wide ranging rule in its in its scope it impacts Municipal different types of municipalities in different ways so barer Island communities like yours are impacted in a certain way Mainland municipalities may be impacted in other ways so um as Ron mentioned the county has taken a lead in this process to be very proactive to make sure that everyone understands what this rule is about the potential implications to um local development and also to provide you with a draft ordinance for your consideration that is by no means um locked in stone I think it was provided in word format specifically because the county recognizes that municipalities are unique and they have unique concerns and considerations and so that is available for you to make amendments to if you see fit to pass a resolution regarding this uh this rule it's available to to make adjustments so appreciate that I'll try to be as brief as possible this was a uh or will be um a proposal of 1,57 pages of new rules um if you're familiar with the current coastal zone management rules they're roughly between 700 to 800 Pages if you don't or do or don't count the appendices at the end so um this is 300 Pages beyond that um and it's Unique in that we're used to seeing rules come out that follow a piece of legislation um that comes out of the legislative branch of government in this case this this flows uh as I mentioned earlier from an executive order so this is contained within the executive branch of government the executive order stipulates uh changes in anticipation of of climate change or in reaction to climate change and in anticipation of rising sea levels intensification of extreme weather events and chronic flooding so these rules reach out into uh regulations that you're currently familiar with the coastal zone management rules which is cfra Waterfront development and coastal wetlands the uh flood Hazard area Control Act rules the freshwater wetlands protection act rules and the storm waterer rules as Mark will um will advise you I think it was about a year ago the storm waterer rules were also revised to address a future planning Horizon and anticipation of the intensification of precipitation events so storm water designs are now um being designed to project into the future a uh an estimated amount of precipitation that would be received and then have to be attenuated on site um this is the next step in that process of looking out to the end of the century and considering what changes need to happen now according to D's View and vision for um how climate is going to change in our coastal zone so um for those of you that have the memo um at the bottom of page one um there is a chart and for the public um that has copies of um these slides and I don't know if anyone U wants a copy that doesn't currently have one um but this would be the first page of that um there is a chart that um basically summarizes the findings of a ruter university convened science and Technical advisory panel um to look at predicted probabilities of sea level rise and and what this panel concluded in 2019 is that u based on a on a design Horizon at the year 2100 which is 75 A5 years into the future um and assuming moderate uh Greenhouse emissions um if you follow the column down you'll see uh orange and red rows where it intersects the moderate column um so there is a this panel determined that there was a 50% chance of probability that sea level will exceed 3.3 ft in the year 2100 and a 17% chance that sea level rise would exceed 5.1 fet by the year 2100 so this is uh probability of exceedence of a certain sea level height D determined that they would use the year 2100 and their rationale was that uh infrastructure or development that occurs in this intervening time would conceivably still be in service in the year 2100 and therefore they used that as the planning Horizon and chose the more conservative exceedence number of roughly 5 feet to serve as their Benchmark for this regulatory change as I said many things are proposed in these rules the two most significant in terms of coastal zone impact s um are the creation of a new special area called the inundation risk Zone this based on the uh predictive climate science that's being used here um this Zone assumes that the current sea level would rise by 5 feet by the year 2100 and anything built between the current Shoreline and a point uh 5 feet higher than that uh would fall into this inundation risk Zone and therefore be regulated and I'll get into um what that means in just a minute in terms of um development requirements and application review the second item that occurs uh in these rules is an adjustment to the flood elevations I think you're all familiar with the FEMA flood mapping that establishes flood zones particularly the 100-year flood zone as the a Zone typically identifies an elevation for what that zone consists of and in this case the climate adjusted flood elevation adds 5T to those current flood Maps so by extension or explanation if you were currently in an AE in an a 100-year flood zone and the the base flood elevation was eight that will move to 13 and in a um in an a flood zone if it's not a coastal a Zone you know that you have to be one foot above the base flood elevation so um homes that would be required or habitable areas that would be required to be one foot above the current standard at eight if that's where where you were mapped finished floor elevation would be nine once these rules come into effect it pushes that up to 14 um so on uh you can see how that tends to composite um as as you layer the inundation risk Zone and the climate adjusted flood elevation that would be the second page of the slides and uh on page two of uh your memo so the scope of uh ru making and how does this impact development so for the inundation risk Zone this applies to residential development and the development of critical facilities so police stations schools firehouses um anything that is a critical uh facility that would be used by local units of government um in reaction to Coastal storm events or in the cleanup after Coastal storm events it could be areas where you may temporar arily um provide storm shelters it could be areas where your First Responders are um carrying out their activities during the coastal storm event so any of these area any of these types of development that are located in the inundation risk Zone if proposed for new development Redevelopment or substantial Improvement through renovation would all be subject to these rules and what I mean by substantial Improvement is that if the renovation costs exceed 50% of the value that is considered a substantial Improvement and it gets regulated no differently than if it were new development um just as a point of clarification that doesn't address changing the siding putting on a new roof changing out windows you know typical repairs or Renovations that are more cosmetic um this addresses things where the footprint of the structure the number of dwelling units or the height of the structure would be changed through the that process okay so um page three of the memo is the one where I said there are some incorrect dates so if you look at the timeline for Action um once the rules are proposed that will begin a 90-day public comment period assuming that it's the beginning of July it would run or I'm sorry the beginning of August it would run 90 days therea um where public comment will be um accepted um from anyone who wishes to ring in on the rule whether it's um affirmative or in opposition or thoughts or concerns expressed or proposals for modification to the rule they're all accepted through that process and then at the conclusion of the public comment period 90 days after um its initial publication the EP will then begin the process of addressing those comments um and um that will take a considerable period of time I would assume based on how voluminous these rules are and the potential concerns that exist around them and then after that point the EP would then decide whether they need to modify the rule or proceed with it as it's proposed and then they would have to adopt within one year of its publication date so sometime before August of 2025 if the rule doesn't change the EP would move forward with adoption if the rule changes more than you know if they're fixing typos or providing some clarity to the rules they can make those types of changes based on the current proposal if they were to make significant modifications to the rule it would then have to be repr proposed and go through a new public comment process um so jumping into just a little bit more detail about the inundation risk Zone and for the benefit of the public um there is a plan that is facing you it would be to your left which shows um areas in blue um this is the county laid on its side so so generally at the bottom of the photo is the Atlantic Ocean at the top is the Delaware Bay and the burrow of Wildwood Crest sit this is intended to map out uh what five feet of um of adjusted sea level elevation would look like in the burrow uh and basically the zone of inundation would carry um along the beach front from Rambler South to Jefferson and up to um the current bulkhead retaining wall there may be some areas where there are gaps in that wall where it would continue excuse me further landward but the majority of impact to uh to the burrow is on the um on the Back Bay Side where uh you'll see significant encroachment and mapping of that 5 foot inundation risk zone so properties that are not currently developed and would go through some sort of Redevelopment process or I'm sorry initial development process for residential they would all be within that inundation risk Zone um tear downs and reconstruction would be also within that um that are in that zone would also have to go through that process and what does that process entail well it's a new level of Engagement in the in permitting where um I think we're all familiar with cfer applications or Coastal General permit applications where you have to apply to D for a particular authorization um and then the EP goes through a review process to critique whether the proposed development is consistent with the rules in this case we're adding a new uh a new special area to the coastal rules so just as wetlands and critical wildlife habitat and shellfish habitat are all regulated uh special areas in the current rules the inundation risk risk Zone becomes a new area and this would require an overall impact assessment of the development something um that is not currently required in the permit application process where the existing high water elevation would be identified and then the new projected year 2100 elevation would also be included and then an evaluation of the maximum depth of inundation that would occur on site and where that would occur as well as an assessment of the inventory um or an inventory of risk of loss Lo loss of life or injury that could result from developing in and inhabiting a structure in that area as well as a look uh a look at the um short and long-term costs and the implications to surrounding properties based on development in that location aside from the impact assessment and Alternatives analysis would also be required to determine whether um there are other opportunities than that than the proposed condition um for development whether the structure could be moved or modified on the property and a no build scenario would also be considered as part of that evaluation and then lastly um this process will require a risk acknowledgement where um through an official notification process typically through a modification of the deed um the um potential the future expectation of flooding and inundation for the property gets attached to the deed and therefore would show up on future title work as that Property Transfers hands over time so the inundation risk Zone um has I think what we could all recognize as a disproportionate impact on Cap May County and particularly on the barer islands um as an example um this creates about 43% 43% of the land mass of Cap May County will be included into this inundation risk Zone and um that's a similar number for the burrow so um of your 700 73 acres of land um 338 will be in that inundation risk Zone which is uh just shy of 44% of the burrow moving on to the second area unless you want to take any questions at this point or should I keep going until we're we're through all right I haven't lost you yet have I okay so uh the next is the climate adjusted flood elevations so this is taking the existing flood uh Hazard areas and adding 5T of elevation to that uh to that height um so this is on page seven of your memo and for the folks following along this would be um uh diagrams four and five in the packet um where the existing flood elevation is shown and then adding five feet to that and having to move the finished floor elevation above that um shows that buildings are going to need to be uh raised so if there is a Redevelopment project someone is adding on to their home or or expanding its footprint in some way that expansion will trip the Need to design to a new elevation um any new construction would also have to any I should say any new construction of habitable areas would also have to adjust to that new elevation um the expectation is also that as a part of this process infrastructure improvements moving forward would also be adjusting to these new areas so um theep has uh made it pretty clear um that these regulations are an effort to discourage further development in the barer islands and low-lying uh Mainland areas and um and I think you can imagine what this looks like in your town where um 100% of the burrow ends up in a flood Hazard area where about 40 or I'm sorry 80% is currently so that's an expansion of the flood Hazard area but for folks that are already within the flood Hazard area that may have their finished floor elevation above the height that it needs to be currently this moves that another 5 feet that doesn't mean that home owners will be forced to raise their homes above that um these rules don't won't Force homeowners to immediately comply but if there is new construction Redevelopment or substantial Improvement then they would have to comply um what these rules don't particularly speak to are the economic impacts of uh of these changes um for homeowners this this transfers a cost of climate change and resiliency to the to the regulated public fairly substantially we don't know how the insurance industry will react to this and whether folks that currently have uh flood insurance based on their current elevation what will happen when these regulations increase by five feet and bring their finished floor elevation below the flood Hazard elevation so I think one of the takeaways that that we have from this is that because of the broad sweeping nature of these regulations um it's difficult to understand exactly what the economic impacts will be because those haven't been identified or assessed and so um the county certainly has an interest in pausing this process to be able to understand a what those economic impacts are and then how are those going to be mitigated over time and what would the state's involvement be in doing so for the Public's benefit um the uh plan to the right uh which shows orange and red areas is um orange is the current flood Hazard uh mapped areas and red is the U is the additional areas that's added in so um again in the same location on the map as we looked for the inundation risk Zone that would be uh the burrow and you can see that um both orange and red occupy the entirety of the land mass of um of the municipality beyond the climate change uh items that I just discussed there are many many other changes within these rules um I'll just hit a couple of them for you briefly um we'd be here for hours if I went through all the changes so I'll spare you the pain um there is regulatory relief that's provided for offshore wind development as part of these rules where the um trenching um of the seafloor through shellfish habitat will now be allowed as previously it was prohibited um so those areas will allow to be trenched um so transmission cables can be laid from the offshore wind development onto the land-based facilities um where that that was previously prohibited in shellfish habitats that will now be um conditionally authorized and will have to be mitigated for through a monetary donation um to the's uh shellfish fund um additional changes that are really more relevant to the barer Island community is that um Road reconstruction so where you're not just where you're milling and repaving but where you're actually reconstructing a roadway um any of that development um that exceeds a quarter of an acre of new construction would have to comply with the new rules of of existing roadway surface that's being reconstructed um where storm water would have to be addressed and also compliance with the inundation risk Zone and the new flood Hazard standards that prompts a really important question how do we add five plus one to our current roadways yes so the EP has a uh it's they're not holding uh hard and fast to the five plus one but the municipality will have to show that there has been an attempt um to get as close as possible to that height and we'll have to make some concession in terms of raising Road elevations moving into the future with infrastructure projects uh both roadways and bridges um in addition to that um there are uh some other changes you may be familiar with Zane exemptions uh Zane uh the Zane exemption is um is an opportunity to seek relief from the Waterfront development regulations where you can reconstruct um um docks peers structures that are uh below the mean High waterline um you can reconstruct those through the Zane exemption without having to bring them into compliance with the current rules as long as they're the same uh size shape height Etc of what previously existed the Zan exemption will remain but it will be removed um in the ability to use aerial photography from the past which shows evidence of a structure to use that as the basis of constructing that historical structure a new so um you'd still be able to reconstruct an existing Docker Pier that predated the rules um but you wouldn't be able to go back in time to reconstruct something that existed on an aerial photograph that doesn't presently exist today okay um some of the other changes in the coastal zone include uh the conversion of permits by rule um into um applications to DP so you may be familiar with the ability to um uh construct single family home on a bulkheaded lagoon lot or the expansion of single family homes um Within the standards and um those that fell into per into a permit by rule authorization meaning that your proposed activity met the design criteria you were not required to submit an application to DP um those will be converted to Applications where information will now have to be submitted to DP and the idea is that they want a mechanism by which they can track new development and understand what's being developed where and whether it complies to these new height standards um I think that about covers it this is probably a good stopping point and an opportunity for questions um and I'll spare you the the changes to freshwater wetlands and flood Hazard rules um because I think really the coastal rules have more impact on the municipality than than the others do for the mainland communities uh so so Peter I was taking some notes uh as you were making your presentation so one of the things so um this the these proposed new regulations were put in Via executive order what would be what any idea or indication as to why that was done VI executive order versus the I call the normal process coming up through is is this nothing Beyond conjecture um you know typically a regulation flows from a piece of legislation and goes through um that typical process where it's vetted in committee and then Advanced for uh for legislative consideration and then it goes to the executive branch in this particular case um I I can't um I I don't know exactly why you know they bypassed that process and went directly from the executive branch um to stay within the executive branch I think there's plenty of uh of of assumptions that could be made uh why in order to get these rules across the Finish Line my suspicion is that the legislative branch would not have stood for um this severity and and the the extensive impact that these rules have on communities I I would and that there would have been a public outcry far sooner so so so to talking about the public outcry so can you just kind of just bullet point as simple as you can um give us the issues that would that we should be concerned about as it affects the crest R I know we were doing different through the presentation but give us the top three like what what how give us like why would we I heard I heard you say the countyy is going to is is looking at this there's potentially going to be um some opposition to to this um how how what are the top three things that we should be that we should be looking at what are what are the concerns that we need to be expecting to hear from our residents if and when this happens I think for your residents the concerns would be new home construction expansion of existing homes or the tear down and reconstruction of homes needing to comply with a rule that will bring their finished floor elevation 5 feet higher than it would currently be required if they're in a flood zone and we know that the entirety of the burrow will end up in a flood zone after this point um the next concern and consideration for uh the municipality itself is that the Reconstruction of your infrastructure will have to comply with these rules as well and also your critical facilities as you build new critical facilities they too will have to comply so there is an increase in regulation an increase in cost that will result from these regulations and um and I think the the Third item would be that FEMA is currently in the process of remapping its flood zones 5T will be added to whatever FEMA comes up with so if FEMA includes some sort of predictive elevation rise as part of their mapping then this 5T would be on top of that and you end up compounding um through two different agencies and adjusted flood elevation so one of the thoughts is perhaps this gets paused just long enough to receive what the new FEMA mapping would be and then decide do we need to add five feet to that to those elevations or has that mapping already anticipated some future sea level rise so you've done presentations to the other municipalities just uh across the board is there is there General consensus one way or the other as to there's General consensus of concern concern okay and and using such a long planning Horizon and such um such a large amount of change without the opportunity for an incremental adjustment over time and I think one of the things that we see in these rules is that uh they don't necessarily account for the needs of the needs that are unique to certain municipalities right so you have your barer Island communities where you go through development Cycles you may have a particular property rebuilt two or three times or or or or even four times um in the next 75 years right and so houses that are built in the next decade um will be constructed to a future anticipated standard that that structure may never even see um and be torn down and rebuilt um so the so the public hearing process when it gets to that point should should we as as wild w Crest as a local municipality being engaged or involved with anything on the local level or and I know I know there's a county bigger picture we we we may be working with is there anything additional at the local level we should be thinking about doing or no absolutely I think the the idea is for so the County's been proactive and raised this as an issue and provided you with with a template for resolution with the understanding that each town is unique and has unique concerns and considerations Mainland municipalities uh and even some barer islands are going to be very concerned about how this impacts low and moderate housing um as we have to do more with less land um and and have more regulation put on top of the limited land that we do have available to meet some of these obligations so that resolution exists in draft form so that you can look Inward and see how is this going to impact and I think this is these are conversations that should happen with public works and your city engineer and um or your burrow engineer and also uh your zoning office officer and your land use boards to make sure that you understand what would these changes do how would they be implemented and what would the Fallout and impacts be to your bulk standards for your zoning your maximum building Heights what your finished floor elevations are what your future Shore protection would look like and consist of that's the one thing I failed to mention is that the EP is moving very quickly and resolutely away from hard Shore protection infrastructure bulkheads seaw walls um vertical hard structure that they're looking to modify into hybrid designs at a minimum so if you're going to have a bulkhead there would also have to be some sort of n nature-based solution Incorporated with that I.E living shore line or something to that effect um so these are pretty substantial changes and I think as you look at your future capital projects what do you have on the horizon that would fall into these rules and how would they how would that design be impacted or or what's the project feasibility even in the first place if it had to comply with these rules and I think that's going to be your road map for the position that you would take because it will be markedly different from what Upper Township will will have to say or the City of Cape May whose entire historic district is going to be impacted by this and how do you raise historic structures to comply with these new rules when the historic regulations preclude you know modification of those structures so different different issues so the timeline then for us from a resolution standpoint I guess is what end of August I okay yeah so the timeline is is I think the sooner the better so that um so that municipalities are moving not necessarily in lock step but moving forward with the county because I think the way that this um the concerns get ATT attention is by um a coalition of of entities that at least have similar concerns there may be unique um changes or unique differences o overall but um but the the the essence of the concerns I think would be relatively similar um and um and provide the opportunity to join in with others that have concerns and um but you had asked earlier so far I don't know Ron we've probably been to seven six six seven municipalities so you know we're probably half of County's municipalities and while not all are as um vigorously opposed as others all have concerns all are uh principally concerned about making such a dramatic change all at once without the opportunity to make incremental adjustments over time also concerned about the economic impacts and implications of having to um adjust development to these rules without understanding how that would be paid for okay so to your point as soon as possible I think would be the interest in getting uh resolutions um but the public comment period would be open for 90 days after after it's published so comments will be accepted from you in the form of resolution or from the public um during that 90-day period And when we um update our memo it will have the address for where those comments can be sent and it will also include the new dates for the public hearings which will happen in a virtual format so that the public is aware how they will join into that process thank you sir that's all I have I just had quick question it's going to be adopted August of 25 it potentially it has to be if it doesn't change it will have to be adopted by August of 25 because it has to be with I think the the administrative procedures act requires that it be adopted within one year if it changes it would then have to substantially changes it would then have to go through a new process and and the The Horizon for adoption would would then be pushed out further so any questions that we might have change that yeah and I think that's that's the idea is that the more folks that ring in on this and and there going to be folks that don't believe that 5T is enough um we we heard a lot of those comments when D did its public information uh webinars and there are going to be folks who think that it's way too much and so um there will be a a loud and wide voice of public um comment and I think it's important that um municipalities that are impacted make sure that their voices are heard in this process and I think that's what the county is trying to do is make sure that um that this doesn't pass Us by without um a concerted effort to make adjustments that's a pretty with Fred shavone who will be completing punch list items some of them are already underway during the next week the trees that are not surviving on location will be replaced in the fall when they have the best chance of survival and the EV charging station that we have had issues with since its installation has been replaced as of yesterday I wanted to personally thank Mark and his staff for a really beautiful environment that he created for the borrow I think that the outdoor project there is absolutely wonderful and I think it's really being enjoyed by our taxpayers the Herford Inlet to Kate May Inlet Beach and dune construction project um the blasion associates has completed the surveying work on the beach Parcels that are required by our state um Aid agreement will be reimbursed for his work by the DCA through their HUD program and according to Coastal Engineering and the Army Corps this project is still expected to commence in 2025 I did receive some correspondents yesterday about this project and I will be responding to it on behalf of the uh burrow elected officials um I did receive some uh guidance back from d on the response to that New Jersey Avenue planning work is ongoing in advance in advance of the County's roadway diet project this project will be bid as one project through the county with the crest being responsible for lighting parking lots Landscaping improvements and beautification upgrades it's expected to commence with sewer infrastructure improvements in 2025 and continue to through to 2026 some of what we talked about earlier over pack did have an impact on this project um as it moved forward and progressed it is getting ahead of the new Coastal rules so it looks as though through the County engineer the height requirements will be the same for that roadway but it could have had a really significant um impact on the cost and height of that roadway had we not gotten ahead of it uh Sunset Lake uh State Channel dredging I spoke to the DOT office of Maritime resources last week and I continue to talk to them weekly regarding their Wildwood Channel complex maintenance dredging project for those of you who do not know the purpose of this project is a 10-year hydraulic maintenance dredging of the state's channels in order to maintain safe na navigational depths for transiting emergency commercial and recreational vessels phase one which is nearing completion covered Middle Township Wildwood City North Wildwood City and West Wildwood burrow phase two will focus on uh Wildwood Crest and lower Township and the state channel that traverses through it we have been working closely with Scott Douglas who is the do's program manager he is with the office of Maritime resources on the alignment of the state's Channel as well as assisting with identification of areas in which the beneficial use material will be placed the New Jersey Avenue or the New Jersey DOT is currently working on the acquisition of the confined disposal facility also known as a CDF and is working with the DP on permitting for the second phase of this dredging project it is anticipated to occur in 2025 Phase 2 the alignment of the state Channel which connects the intra Coastal to the state Channel Through Sunset Lake to Wildwood is proposed to be changed that channel is proposed to follow the Western border of Wildwood Crest a path that is typically used by boers and will be within the confines of Wild Crest therefore benefiting our taxpayers we will continue to work with NJ do on this project caer applications we have satisfied all of the information requests from D to date we have one more request right now and then we hope to hear back on our the results of our ADR ADR which is our um uh dealing with our noov on the Dune area the Bayside Pump Station flood mitigation project as you just heard we authorize this project to go out to bid bids will be received um by the bid opening committee on Wednesday August 28th at 11:00 a.m. Washington Avenue flood mitigation project we are still awaiting word from FEMA on our FMA Grant the DCA uh small cities Grant from 2023 our bathrooms will be renovated it is currently in design we did receive $342,000 for the renovation of our bathrooms to make them ada8 compliant here in the municipal building the local safety Road plan the lsrp that the county is doing is now on their website I encourage everyone to go on and take a look at that um we are also in conjunction with that doing our own um Safe Streets for all grant that will supplement the County's work that is on August 29th a draft of that application will be prepared and presented to the governing body sometime in mid August and I do have an announcement from the Kate M County mua they will be holding their household hazardous waste collection day on September 14th at their landfill location in Woodbine they will accept thinners solvents cleaning products gasoline inflammable liquids Automotive Products pesticides herbicides glues adhesives aerosol cans lithium batteries Mercury containing items fluorescent bulbs um this is an important date because the these are the products that that are the hardest for people to dispose of so I encourage everybody to participate in that that is September 14th okay on there no they don't I don't think they accept paint that that one there's there's things that they do accept and there's things that they don't accept I can give you that list but I don't believe that is on that list I have a ton of paint yeah you have to let that dry and then it Harden and then throw it out but this is super specific I'll give you the information the fly that just came out cat litter it's on our door too yeah um questions anybody any more questions for Connie public any mitigation project that's that's the big initiative that we've been looking at for a very long time is in your uh flood mitigation storm Sewer Master Plan we have that bid uh bid opening on August move on to uh chief of police report Mr ly thought so too scared me should all be scared if that were to happen good morning uh governing body I'm GNA go over a couple highlighted points from my June uh report to the commissioner of Public Safety in the month of June the police department responded to 2,453 calls for service 1, 212 of those required uh more than one officer um we conducted 297 criminal investigations 571 service calls which include alarms citizen assists fires medical assist School related activities and utility complaints uh we conducted 406 murder vehicle stops which is pretty significant compared to 305 last year um issued 96 traffic summon es 341 parking summonses and we responded to 25 murder vehicle accidents uh we conducted 442 property checks and completed 165 training hours and we had 38 adult arrests uh and six DWIs and that's also significant compared to last year we had 21 uh adult arrests and three DWIs so that that will be my report to the governing body unless you have questions or the public all right next is our EMS supervisor OEM coordinator Mr Crips morning everybody uh June report for w crust mergency Medical Services uh we had handled 149 calls for service 55 of those were patients transported 38 ref usals uh four public assist 33 standbys and uh no calls for Action uh or met recall du to medal 19 and that is ours for Ems for fire on behalf of Chief Cortez I have we have two building fires two rescue assists EMS seven hazards conditions that could be any from gas leaks to electrical hazards 36 uh malfunction or fire alarms uh with a total of 4 7 uh regards office Emergency Management knock and wood there's no report hopefully there won't be this year but uh as we get closer we will be having uh Jim Eden from the American Red Cross uh we're trying to schedule a meeting uh for open to the public as well as the governing body uh discuss what they can do and what their services are because it's something uh this gentleman has taken over the last few years uh so we're going to have that sometime in the end of August so we'll get that information out there everybody that's all we got thank you okay brings us to our presentation um Mr Mayor we had a correspondence yesterday that came in like to real quickly um it's from Kim Garrett she said I can't make the meeting tomorrow morning and I was uh wondering if you were Don could read the statement for me the ladies for the nights would like to thank Bill Crips and Andrew for coming to our meeting last night they presented the members with the file for Life folders and explain the program to everyone they went through scenarios and answered many many question questions everyone said this is a great program and it will save lives so again thank you both for sharing and for coming all right there you go you want to explain that program real shortly what what we're doing so everybody understands a couple months ago uh em Neil brought to my attention about uh programs file life it basically has the pertinent information of every either one member or all members of the household uh in some instances we may not be getting it I know uh you know when my wife or my grandmother or family member I may not know all of the medical history so this does puts all the information in it uh it's per it's placed on a uh anywhere that the the family member knows mostly the um refrigerator but it has in there it's information for them they all the stuff that we have to put into our report that we would give to a doctor we don't take it out of their house we give it back to them we collect the information between us and the police department we're able to obtain perent information and regards to that and what it does is uh we receive the knights ladies of the Knights of Columbus uh uh they got one pretty much for all their we had 300 and we're out so I ordered more but uh it's it's open to everybody it's not we started it here uh and it's everywhere else and I did send it uh information to the agencies North wild and W as well but uh basically it's just it's it's information on on the patient that patient we can't they can't remember something or the family is upset because of the medical emergency going on this information is provided we take it out and uh we need to get all the information we can something we have in a PDF that we put on online no no no uh not yet I'm working on uh positive promotions is looking to do something right now it's a foldable document it slides in into a plastic sleeve that stays uh somewhere within the vicinity uh primarily they talk about the refrigerator uh we've talked about doing a different thing like uh Trish was saying like doing something PF but then it's it's big you know then we uh you know where are they putting it you know that's this is a little bit easier and simpler but we're always is looking to expand this uh to fit the needs of the public so I mean obviously somebody filling out there are small lines that you know even glasses may not help you but we have offered uh we have done uh a couple of our uh depart members have been at homes where they asked for it when they were there for whether it be a welfare check and we supplied them and they're all they're in all of our ambulances so we provide it with them we'll help them fill that out what not but we give it to the family member and they can fill it out the police had that too police have the police have have uh will they be able to share that the sure the phone number we yeah we can we we do that uh they have we work with them I guess with the welfare checks as well as the Callins we do uh welfare checks every night um through the uh it's County dispatch now um but we we also document in our computer A dispatch system similar things if there's certain issues at a certain home medical issues or yes so that's already in the cad so we just add uh ours the only that's going to be added for us that they will actually also get to see is that'll say file life attached to it so we're we're documenting what residents have it at least at least the addresses and then we can put that in the computer dispatch so when uh us and PD respond to that call they'll also get it as well even if it's a even if they get a call for a check to wellbeing they'll go and check first to make sure earning is okay but they'll have that instance so they can be able to say and look at it so that they contact you guys they get that yeah yes they can contact us uh we have uh I think we have another uh presentation I'm waiting to hear back from their schedule from another uh organization uh and we'll see from there then if anybody can get it do yet yeah we're not limited to we we started limit we did it to the burough and then it was just it's a life-saving tool I don't think it should just be here but we like I said we notified the other agencies that we're doing it so if they go there they can see what the heck is that and they have that but yeah National Night Out will have them there too if they come in on time yes my wife's been angry need it okay yeah and if obviously if anybody here needs one you come down like I said as soon as they come in uh hopefully but we'll uh we'll get you cool so good program great thank you okay that wraps up all of our staff and our professionals uh presentations we're going to move on to discussion items oh I'm sorry I'm sorry Rick sorry go ahead sir TR to P may I trying to get you off the hook flood stuff this morning here with Mr Lomax um my uh Point here is just was put on the agenda that we are uh we have the MJ PPI which is the it's the Atlantic Cape multi-jurisdictional program for public information basically what that does we're in the coastal Coalition part of our community rating system obligation we have activities that we do for public Outreach is one it's activity 370 actually that we um notify residents on property resales the flood hazards uh information about flood insurance so basically that's what the MJ PPI stands for and it's something that was put on the agenda that we maybe need a little clarification and that's what it's all about but I did want to say a couple things after listening to Mr LX um which was a lot of Doom and Gloom I would assume that people feel but we are already doing things here and um Mark could probably stand for this as well the burrow is basically about elevation ae8 Zone throughout we have some 10 nine here and there so adding five feet to that putting at us elevation 13 we're all already are at elevation 10 in new construction which most structures are built to Elevation 11 because top of block is elevation 10 and they're going to Elevation 11 so 5et of Rise it sounds oh my goodness but we're we're there a little bit already Wildwood Crest by being proactive and that's also another thing in our CRS by having higher regulatory standards than FEMA would like we're a foot above that already with that being said um elevations are taken from not the ground they're taken from the ocean's level so it's not like we're going to add another five feet off of the ground per se a lot of the structures are already being constructed where their finished first floor levels are at 11 or 12 especially if they have a garage below they might be at elevation 15 or 16 whichever he puts them there um you know and the good thing I mean Wildwood Crest if you looked at the counties uh the maps that he had here Wildwood Crest inundation per level is at 43% other towns west Wildwood 98% Sea Isle Ocean City 82 North Wildwood 78 so the crest has a little more elevation as we know already so it's not as detrimental to us per se as maybe our neighbors but there's still a lot of things that we will need to do and which would require a lot of infrastructure I think the construction is on its way there may have some effect to maybe we would have to increase roof Heights a little bit for certain store you know for getting twostory structures but um and there's also the the the speaking that D saying 5 foot is it enough or maybe not enough Noah's coming back saying maybe it's two to three feet not five feet so there's that per that they're talking about from now till next August which it may change so I just wanted to put a little positivity on it at the end here I mean that was you know a lot of that was fearsome for a lot of us that live on the island and you know lot of lot of stake here but um I just wanted to make that point and I you know let the public know that I'm the construction official zoning official and flood plane and CRS uh C certified flood plane manager if people had questions or concerns they can always reach out to our office and we would uh do the best we can to you know put them in the right direction okay all right thank you oh I want one of those all right we'll move on to the discussion items first one is under new business uh Centennial Park improvements and possible work order um there is a proposal submitted by Mr deblasio's office to do some work uh with respect to Centennial Park so um if you go to Centennial Park now you're going to see um uh water filled barriers um that sit all along the bike path to prevent cars and vehicles and so forth It's a security measure um from our local P from our PD um and looking at that and looking at our landscaping and looking at our grass um and if you compare that to say the crest Arts Pavilion there's a natural Landscaping barrier that prevents uh vehicles from driving into crowded areas and events so the idea here is to uh for two things one is to beautify the park it's been about 15 years since uh we we spent uh any money to put it back into the park the benches are getting older the light fixtures need to be replaced the Landscaping we have an opportunity to get rid of those barriers and go with a more natural landcap caping that we have at the Arts Pavilion if you haven't been to the Arts Pavilion yet you're going to see the beauty of of that project um and it it is designed in in a manner that can keep ve Vehicles out so Mark's proposal is to is to begin that process with the landscape architect land landscape architect is the same as the person that did the Arts Pavilion um if we can move forward on this we our next step then would be in a a Kate May County open space presentation to hopefully get the money through the open space fund to pay for some of it or some of the projects I should say so that's that was the the the purpose of this being listed under here if we are in agreement then I believe uh Madam clerk has a resolution that we can move forward yes sir I just I have a may I just want to add that the the the landscape architect a subcontract is about 70% of that so we as toing so this is open space application is can does this cover U is this space u at all yes but we have have this to new jerse Avenue right so we don't but we don't have to do this project right now we could mark it for later something you should put in your 5e plan then because future applications would have to be in the five plan but yeah you could use if you only get 70,000 I don't know cost would Fe for this yeah would pay for the like you could pay for the engineering few easy but then you have the expenditure of the actual work depending on how much that would be would never be covered by that well I we don't know the cost yet correct and keep in mind that the county spaces is changing their formula in the near future for um funding it'll be a 5050 split and right now it's not just putting that out there so it's basically covering the landscape and the removing of the barriers in the bike path right no part part it's Landscaping it's light fixtures it's benches um and then there's there's the block walls that go around the around I'll call the papers that create the retaining walls um they are uh designed it's designed in a matter where if we where the where the porter potties are we dressed up the porter potties um but it's designed in a manner that if we were we could we could create all new natural embankments around that Park and tie it in along the bike path to get rid of the buyer so it's one one big Landscaping project so that would be part of it um taking out the flower beds taking out well inp incorporate in but maybe not maybe not necessarily the the actual walls but it could be we we just haven't gotten that far yet part as part of the design start with the replacement of the lighting which is mostly not operable right now the lighting is is old needs to be replaced they were the Atlantic City electric lights as I recall and Atlantic City Electric indicated to us you need to get those replaced privately not don't go through don't go through yeah so it's if we agree then it gets kicked to open space that's right we're going to we're going to apply open space so commissioner The Proposal includes surveying it that we would provide that survey over to the landscape architect they would do their thing once it's approved by everybody and then we would take that package and fill out an application to the open space board submit that and present similar what we did for arity got it okay good I we ask that once the if we do move forward that the uh police department the chief can look at the proposed safety areas to make sure that we have everything covered yeah what I would recommend that if it's approved when we have the Ki off meeting with the land architect have Public Safety ACH so that the is communicating everything to the designer what your goal OB objectives are so you can approprate that which is basically what kicked off all the stuff right like to put the lights in the the lights in the Bates are in bad shape anyway and I think we we we found some short-term fixes with um bike racks um in the area but that whole the design that we've we've gotten away from the original design which a lot of things have changed since we did this park this park was it's minimum 10 years it might be more than that may be I think it might be 2008 2009 so it's been it's been a long time uh We've since since we when we did that park with I think we did that park with County open space or County surplus funds when back in the day years ago and I remember I remember when when when when people were opposed to that project but now you go there and you see thousands of people watching concerts and I think I think that um you know if we can keep it safe keep it beautified keep it naturally landscaped as to having you know um those barriers but plus replacing the lights and and upgrading our uh you know the benches and so forth I think I think it's it's a very highly utilized public space that um you know it's time to beautify it I guess at the end of the day and if we have an opportunity with open space you know we can plan for it financially if we can get the cost if we decide it's too much of that time and want to punt it down the road we can do that too they really contined upon open space so see what they come up with I would just recommend an easy access for the rec department to get in the back for their set set up for the meeting or their concerts concerts because I think that's that would be a heavy lift for them to be set up on Forget Me Not and I guess Palm right to walk constantly so I would put that as a side note need like the loading area yes and obviously you need to keep it safe too so yeah especially when if we get to pop up storms they got to get rid of their equipment fast is it's going to be hard so yeah so anyway it's all I'm fine with the May I'm so sounds like we would have Recreation and Public Safety involved yeah in the initial consultations for me I all okay so we in agreement yes I think so everybody good sure I'm fine okay so I have a resolution um and it's authorizing bur engineer work order for Centennial Park improvements conceptual design and K County open space Grant application services at the not to exceed sum of 28,000 second can I get a motion I'll motion it I second TR it has been moved and seconded that the forgoing resolution be adopted roll call Mr shf yes Mr Franco yes and Mr C yes go uh okay next one is the artificial grass so just to just to touch touch on this one more time so the burrow has received um some requests to for the burrow to consider um its current ordinance um that prohibits uh artificial grass um there are some pending um notices of violations out there for individuals who took it upon themselves while checking the code uh to put in artificial grass um the language that's in their current ordinates potentially needs to be cleaned up to specifically call out it it says something to the effect that anything that's not listed here is prohibited um the recommendation and the reason this is on under new business is that does the governing body want to send this back down to the planning board for uh consideration of uh of of um specifically uh mentioning the prohibition of artificial grass so that's clearly spelled out uh in the ordinance so that there's no questions and then some additional um I guess PR if you will to get folks know that that artificial grass is is not accepted or permitted in the burrow I don't think it needs to go back to the planning board they' made it very clear in meetings that they're against it and even the green team was I think weighed into years ago so I I don't think it needs to go back to them I think we going to get same same answer and all three of us well you and I sit on it and Joe had sat on it prior I think it was the same conversation so I think it' be a waste of time to kick it back to them okay so then the question I have for Mr solicitor can we as a burough can we amend the ordinance to to to clearly spell out the uh well commissioner Branco points out probably they come back with the same answer but there were some other sort of cleanup items in that ordinance generally that could be addressed uh to make it a little more clear and also our our Landscaping components are spread out between different sections of the ordinance they could take a look at it maybe put them all into the one space so the public and everyone board members Landscaping this section in the code everything's there that touches on Landscaping in the burrow and it can be a little better organized um so so the um artificial turf was just one one aspect of that the would consider so what's your recommendation that it gets sent back to the board um understanding I Bean they probably will come back with the same answer for the artificial turf but there were other things they could look at as well which I just went through there's a bigger clean up of there's there's a larger cleanup that could happen that could improve the ordinance section for everyone okay we go with that Joe with that one yeah yeah I didn't know about that one I didn't about that one but yeah sure yeah I think we should send it back then okay get it cleaned up bring it back we could enforce it better all right under o business uh U uez 5year plan we had discussed uh on that 250 uh country's 250th birthday committee uh still looking for names for that uh CEST Municipal app is on hold pending funding and additional research um old tourism building use and the Historical Museum we'll dive into that right after the season proposed amendment to chapter 79 time limit order I know that one's still pending out there concession agreement that's on hold uh traffic calming aka the uh Traffic Safety um there was a conference call with uh KY Connie you want to I think did you touched on that in your in your report we did have um with public with the public safety person now um we did have a call with col engineering regarding the application for our um Safe Streets for all Federal Grant application um it is due at the end of August and Public Safety had a lot of great input into what should be um included in that application and that was just H last week the we before so we are moving forward I do not have the current application for you it is being currently crafted um I have given callers all the information so far that they have requested of us have an application draft for you before for it goes out so i' expect that in mid AUST okay in that meeting uh I know the chief brought up I'm concerned about cresy Avenue and park uh maybe getting into conversations with wood to remove that light from what street is that hildr to cresy the grant it was made clear in that meeting that the grant would not cover any you know the the cost of moving a light or creating a new light so that would be something down the road would have to fund in house um but they would look at that and give you advice on what they think should be done at Cressy as part of the study basically but it's a study it won't cover that cost just say that all right well thank you all right uh Back Beach activations on hold with d in the Army Corp Dune uh Connie mentioned and spoke in length at length on the dredging program and the plan New Jersey Avenue uh that's a pending project for 2025 Public Works roof is scheduled for just after the summer BF fall Alphas we can actually uh take that off the agenda cuz we are officially out the bid on that Washington SE View Beach fall we have we're just waiting to hear from Mr rello on that okay got anybody any questions or comments on Old business no sir all right let's move on to uh public comments we'll start with anybody here in the audience public coms please come up to the podium we just need your name do not need your address good evening my name is Nick Anton I reside at 8204 New Jersey Avenue in Wildwood Crest New Jersey I come here this morning to bring to your attention that over a week ago as I was on the beach going to the from The Ballad to the beach the driver of the jeep that brings us back and forth those handicap says that tomorrow it will stop they want you to go from the end of the bulkhead no more from the beginning of the bulkhead which brings you out 97 pesos from the beginning of the ramp we went to the beach there was four or five of us on the beach that our handicapped and we asked why is this being changed we called up the number which we usually call to get the taxi and the Chief came down we asked the chief come down and we asked him why is this being changed he says they got a flat tire the wheel broke or something of that nature I said to them but what how come you go back these people can't walk I says he said that's my my policy I made the change I said but you don't have you're not authorized to make the change policies made by the Commissioners not by you you're an employee this is what I want I asked the driver driver the drivers were very afraid to do any change and therefore we were stuck on the beach walking back to the beginning of the bulkhead before we go back to the to the ramp the woman was next to me she had an asan tank an elderly woman she said I've been coming here for 35 years she I've never seen this happen before and there she was stuck in the midle of the beach couldn't get back to the bulkhead because the driver wouldn't take her we called up the number that was on that we when you get the services and the chief come on the phone talking to the driver and we expl the driver explained that the woman was had an oxygen tank and we brought her back to the he took her he made an exception to the rule to bring her back but we threaten if you don't bring her back we're going to call the police department this woman can't walk I'm here today to tell you ask that the services which they've changed is that when you come off the ramp going down to the end of the bulkhead they want you to walk that far that's over 100 fet over over more than 100 feet maybe 100 yards Maybe I said why are you making a change and that's when you told me about the tire and so on and so forth you know I'm asking the commissioner say to resend this order and have it go back the way it should be maybe there's changes you have to be made as to what directions or between the Dooms but don't take the services away which you've been providing toward us for all these years that's all I'm asking you so I just want to I just want to make sure I understand let me let me clear you up a little bit so Nick you know I know you for quite a few years and I've also transported you and your wife back and forth and I I hear what you're saying so the chief I had to talk with him and his reasoning was that well first of all let me go back a little bit all the years that we've done this we've been transporting people for 14 15 years down there and we started at the service being like 2600 people for the summer and we would pick up handicapped and El elderly that uh system our transport system now we ballooned up to 14,500 last season which is unbelievable and we do provide services for people in need now I know that she spoke to you about the woman we didn't leave we don't leave people on the beach that will never happen so I'd like to clean that part up uh we do take whoever needs it that's handicapped or elderly uh we made some concessions which we heard you and the person that you talked about is one of them am I right yes okay so the other thing too get the commission attention the fact is that the woman it was a serious situation where the woman could hly standed up with the auction thing and we we called the driver well you got to do something here that's what we called the chief he got on the phone and told the driver he made the exception to the rule okay so just give me a moment on that my my point commissioner is that he does not make policy the Commissioners make policy he he's an employee sir I I respectfully disagree with you dis the chief of police I mean of the beach Patrol just like my chief of police sitting back there follows it too so let me go through something a little bit I know you're mad they may be you may have to make changes mayor between the different dos of wider than the other I'm not saying that maybe you have to go around the corner maybe the next one down but don't deny the the handicap or the children or the disabled veteran from denying him that right to have that Services that's what he did take away 50% of the services anyhow so let me explain if I may if I may can let uh let let Mr shiff finish and then you can come back and and then go I what I don't want to do is go back and for yeah and the thing too is once again respect respectfully what I'm trying to say to you is years ago we could climb up the side there and not touch any of the walkway and what we do now is we ask the people to walk to the uh uh what's that the U the dun line instead of going all the way up and into where the new TX wood is at that's where Nick is talking about where he wants to get picked up so the so they so at the uh wherever the length of the walkways that Public Works installed wherever that meets the Dune is where they get picked up so by the D L so not the at the end of the ramp is where he's saying is where they used to pick up correct we used to go up there now what happen so you understand this correctly is hang on what so you understand this correctly from cresy Avenue to um I want to say Rambler we can't access any of that so the people no matter what have to walk down and they meet us there successfully to the to the uh soon from Rambler heading south the rest of the way there are accessible points that we could try but it's starting to get a little bit dangerous I don't want to I don't want the guys to ride over the wood and make that wood have a problem or break or whatever would be uh so buddy decided we'll just pick people up like we do on the North End at the dun line so there are people that can't make it and I understand that so we have three accessible Street points that we can pick people up pick them up and bring them back one is at Heather I can drive all the way up and drop that person off I think that was explained the other is Rambler where we could have people uh dropped off and brought down to the beach where they don't have to walk at all and the other end is Washington uh Avenue where we can drive all the way up and pick anybody up there so there are people that can't make it you can hit those Street ends and we will go all the way up there for you and the other thing too is Rambler Avenue uh has the accessible beach chairs or what chairs where and we do give them out for free as long as you have your license and we have the opportunity there to let people get pushed down in a handicapped uh chair so we provide all these services and we will never I I got to be clear with that we're never leaving anybody there that's why commissioner that's why I'm here this morning is to bring to the commissioner's attention and the May's attention because his name was mentioned more than once when we asked about the services go see the mayor go see the mayor I don't believe that was said the attitude of these employees is unacceptable to a taxpayer in this town that's how I feel as a disabled veteran and the senior citizen and the children of Community deserve the best and don't take away services from them because he's telling you Mr Mayor I ask that you restore the services which we which you provide before maybe you can't go between one Doom to the other Doom but somewhere you have to go either way what difference does it make at least the servic is provided for the handicap so a lot of people come down to this community for years many many years I'm coming down here 40 years and a lot of people enjoy bringing their children down here their grandchildren down here because of the services and the safety of this community which you provide and we appreciate it but not to take away services from the seed and system their grandchildren we're not taking anything away in fact you know so we cannot access the other streets coming up to he to Rambler so all that part of the community has to walk down I humbly disagree with you commissioner I humbly disagree with you I been doing it the fact between each Doom between each Doom there's the wood is there some are wider some are now because of of the intire of the of the tide coming in and out you know the storm or something like that now what I'm sorry what street was it again that you were talking about what what what was too Toledo okay there's four or five senior citizens that we hang out together on the beach and this woman has to be one of them that her husband brings her up and she has an oxygen tank and we try to help each other okay so just to make sure in my head that um so it used to be they walk down at the end of the ramp they would pick up there now the change is go out to the out to the mayor the the sites that you people employ is the ramp with the deck there with the showers okay you know with the shower now where it stops on the bottom of the ramp about 30 ft from that point out to the Dooms is 97 ft okay from that point from that point Beyond is the beach is the stand for the beach we used to get the Jeep at the at the bottom of the ramp would come here come the ramp it's handicapped it has a handrail you can grab on to it go on the Jeep and he would bring it to your site on the beach now he wants you to walk from this point on the ramp to the end of the of the wood to the Dooms Doom L and then that's where the Jeep will pick you up at but there's also wood that extends off of there too that's not the end of the walkway and the wood which you have to walk on has no handrail for these people has nothing it's just wood it's up and down that's wavy which you can't help because of the tide coming in and out okay so all right so I heard the concern I will I will I will speak to Mr shiff uh at some point and Mr Johnson may I respect your decision all I'm saying to you I bring it to your attention because there's things out there which I don't know if you're aware of it but they're out there but when they Point their finger I didn't never met you in my life but he said to me go see the mayor go see the mayor and who was this guy I'm the chief he says and I'm my PO you can't change it you want make policy in this community policy made by by elected officials not by you gotcha this is what you're dealing with okay thank you for your time May you're welcome okay anybody else public comments anybody on the conference line have public comments oh I'm sorry I just wanted to extend uh my thanks on behalf of myself the lieutenants members of the superior Officers Association um for the continued support by the governing body um and for the work in getting our contract approved and and authorized public comments this com commissioner comment so I'd like to start if you have mind just real quickly just to uh highlight what happened uh two weeks ago I got I received a phone call from the commissioner of Public Safety from wood asking about the uh lightning detection system that we were talking about two years ago uh at that time he asked me if I could set up a meeting with the other communities uh North wild and ourselves and and wildwood and just reiterate some of the things that we went through since I've already done the footwork to this and the the background to what had the connections so uh yesterday I was really happy to meet with the uh beachs Patrol Chiefs the administrators elected officials and M from wood and Wood Crest with uh Mr wills and I thank Connie for putting she sent you an email which you can look over um so we had a lot of bantering back and forth and basically in a nutshell uh I know the concern over the sirens that were going to interrupt people's lives or whatever their sleeps or or the community with the hotels so an idea was brought forth and it was to notify put these in the beach Patrol buildings these units uh that are very reliable and don't guess that the Lightning's going to come it it knows when it's there tracks it uh to sense to send a uh beep out in the building for the Chiefs to then be able to call off the guards and pull the community in so we're kind of working a little bit backwards on we're not into anything yet I asked North W I'm sorry W to uh look for grant money for this so it may be minimal but it might be a good way to kind of start to see how this whole program goes but it was it was interesting having the three communities together discussing one topic I enjoyed that all right um Madam clerk can we add that under uh we had it under old business at one point we took it all because there wasn't any any movement can we put it back under old business and and keep it in in the radar absolutely Connie thanks for attending that meeting all right so uh I'd like to go go uh with my comments first I want to express my uh condolences and sympathies to the Mory family for the loss of Jack Mory um if you know Jack he was a very creative individual his vision is all over not just in Wildwood and on the amusement peers but also here in Wild Crest um I've been here for a while uh saw him um come up with these ideas the Centennial Park as we spoke to earlier that design as an example is something that Mr Mor uh was helpful um putting that that Park together and and making magic happen and and um you're seeing you're that and some of the Arts Pavilion work uh some of the sunrise Park you you see some of his creative ideas and touches um he he's somebody that uh will be missed and I think that um you know looking at the comments on social media and you know um he was very well respected you didn't hear from him a lot but you always heard you know when there was something creative or or you know taking something that was very plain and making it something very unique um number two I want to uh first thank my governing body members and the Bureau for moving this meeting to today excuse me um I had the opportunity to race Iron Man Lake Placid my comments aren't necessarily for myself and we went up with a lot of members from Kate May County but we have an individual here uh in W with crass 26-year-old James gr who has qualified for the Kona championships this year here um that is an amazing feat um while Crest is a Wellness Community and if you know this young man he is an awesome young person he is he is the son that everybody wants to have and and if you look at him from a wellness from from his mannerisms to his professionalism to his hard work ethic go get it James um on beh have of the bur he's a good kid and the last comment I have is um we we placed a temporary uh or I guess a test foot shower on one faragate Avenue uh I'd like everybody to go take a look at it it is one where if you step on it uh it sprays your feet off it is not a what I'll call a shower Tower um this has less moving parts so to speak less components um and ultimately saves uh some water so if this happens to work out I think the plan would be is those uh uh foot shower areas that have two showers perhaps we can cut back to one um and we're working with some of the stickiness of the components that are sticking allowing the water to run on the uh on the current foot showers the company is making good on those and they are looking to provide all the components we need um at their cost to um make sure that we're able to continue to operate through Shower Tower so I just you know I've been getting a lot of you know concerns and requests that they hit waters running been passing them down to Public Works they've been addressing them but the original company that we purchased them from did decide that um that they would like to make make it good and honor uh the warranties uh and we should be good to go there that's all I have my comments can can wait until next meeting TR going after Mar would be a little bit tough he he took a lot of uh stuff I was going to say so yeah kick to the next meeting so okay okay okay is there anything else that's all I had motion for
