listed under a new business uh the first one being the uh US Army Corps of Engineers and the N jde Dune um so we attended a meeting two weeks ago uh with the Army Corp and the D um and that meeting was a followup to our December 16th meeting with the commissioner of larette that was held at the convention center um they wanted individual meetings with each of the municipalities it's my understanding that wildest won first I believe Wildwood and then lower Township filed shortly thereafter uh so the the the presentation took place here in the in this meeting room um and I think it was you know to provide more information on the respective borrow areas um and you know just more I call it more engineering detail uh for us to you know get more familiar I guess or get more comfortable with the project uh so take everyone back just to kind of understand it um so the so this project consists of really two things right there's transporting of of Wildwood Crest sand down to North Wildwood but there's also um the use of the sand to build a new Dune approximately 16 ft in elevation um in the back part of the Dune some of our existing Dunes would be demolished and get pushed back to create this uh to to create this new Dune um I think that um if anyone you know had some concerns with respect to what you've been reading in the papers and hearing about uh in terms of the loss of our beach and perhaps the the the the I guess making our beach smaller or shrinking it up a bit um it's it's real um we had asked our engineer uh his surveying crew to go out and identify based on the 95% plans that were were received by all the municipalities so we could get a better understanding as to where the borrow areas are borrow area a quite frankly is right in the is in the water bar area B is starts right around where our current high tide line is um goes all the way back to if I can give you a focal point roughly to the first or second platform of the fishing pier um The Beach pier um and bar area C is from that point going all the way back to the dunes almost almost to the bike path um or or the bulkhead in some areas so I think that our goal here today is to make sure that the public understands that the burrow did put the put the D and the Army Corps on notice and advised them that we are opposed to the project for the reasons that I already stated um the surveying I believe Mr you we have a at least a report or a drone video coming that's going to show this you know kind of capture of what I'm talking about so that everyone will be able to visualize um what we're talking about um nothing in the presentation as far as I'm concerned and Commissioners feel free to chime in convince me or change my mind um in any in any way and I appreciate their time and I I know that they've worked hard on this project for many years but you know at the end of the day you have to realize and recognize the facts the facts are whilea crest has Dunes we are we have Dune protection um that those Dunes were were created back uh and I'm dating myself in my in my first term and we also created the Dune ordinance at the same time um West has Ada accessibility on every street end which would be lost West enjoys a big spacious Beach where all of our residents and our vacationers have come to enjoy uh shrinking that up would be you know I think detrimental to to their enjoyment um it also provides costs to the taxpayer so every four years this new Dune would be potentially reur if there's there if there's no Congressional funding then any damage done to that Dune would be paid for by the burough taxpayers okay so and anything that happens in between those four years would be paid for by the burough taxpayers so um if you factor in that we've got new walkways going down there new bump outs we've got Porter potty we've got Beach boxes we've got everything that everyone enjoys right now today participating in this project I think in our opinion would um have that all be compromised so that said I I know I just wanted to bring everybody up to speed we didn't because it was not a formal meeting it was an informational meeting by the DP and the Army Corps that the governing body was not able to engage in any conversation so we wanted to place it on the agenda today to bring everybody up to speed but also allow the governing body to to uh come in so feel free I think you did a great job in summing summarizing all the uh issues that are at hand Mark thanks for marking out and if you the public want to see what this is going to look like you can go down the Heather Road and see it's roped off uh the way you said it up it was very good I mean it gives you a good visual of where the Sand's going to be or come from and where everybody wor worries about blanket space like how much room's going to be taken up so it kind of gives you a good visual I'm against this project 100% the only thing that I'm a little bit worried about is some of the ramifications that might come from the state or federal federal government that to us so we have to just stay tuned and see what's happening but thank you I agree with my fellow Commissioners with with this this uh this project not moving forward um just that looking at numbers uh on the financial side with what the DP and the arm are proposing um our beach boxes right now are at 270 um currently that generate approximately $260,000 that's our second highest revenue stream outside tax collection so if we cut half of that it's $130,000 so to offset that that's coming from taxpayer money um not to mention we have to hire additional staff um which we don't know how many but uh could be an all-in cost of 66,000 per employee and part-time employees could be 15,000 for so on a financial side and not to mention investing in other equipment that we're not really sure um these are questions that I don't think the the DP and the Army C were able to answer and we still have not received answers at least I haven't so um for that I I'm completely against this because this is not going to uh work for uh the taxpayer I I don't believe so I am in full um agreeance with Don and Joe on this one okay so uh so here's the here's the the good news I I'll I'll I'll call it that anyway so in our meeting um we had asked the question what would it take for Wildwood Crest to no longer be a part of this project and they um you know cuz there's all these concerns and threats about eminent domain and coming and take and building it anyway um that appears to me based on our conversations to not be the case um a simple resolution resending our participation in the state agreement state aid agreement will do um we had we the the presentation from their Engineers went long so we didn't really get a chance to ask all our questions but uh Trish had compiled all of our uh respective uh questions from everybody and uh we're waiting for a response on that so I I guess we should probably allow the courtesy of a response to those um to those to those questions they may very well request another meeting we're not sure yet but um I think that pretty much summarizes you know to this moment today where we are with that project I will follow up again with Mr Constantino to see where they are with the progress on those questions okay I thought you mentioned that he wanted to come back and talk about it and uh come back and come up with another idea or maybe a change in the plan but I don't think there's anything that's going to change me yeah I mean honestly I thought our presentation at the convention center was was was was was good and then I would I anticipated some changes or some positive movement from that meeting to the meeting we had two weeks ago and it really wasn't I was actually kind of shocked but um it is what it is uh that's where we are today on that project and I would encourage anyone that if you you know get a chance to go to the north side actually the the North and the South Side there's there you'll see stakes and the stakes are labeled as to bar area a bar area B High tideline a bar area C the if you go back to the uh to the beginning where the where you access the Beach pier the fishing pier you'll see uh kind of like the taper up to the highest point of the Dune and it tapers down to the lowest point of the Dune so um these are all surveyed based on their plans that they had submitted to our engineering office and to the burrow so it'll give you a pretty good idea um I think that uh you know the the the big the bigger the biggest concern that I saw personally when I was walking that beach was was where these borrow areas are and when you take that sand and I'm not an engineer and I'm waiting for Marks to to lay that out but it seems to me that our high tide line would move almost to the end of that Pier or close to it which would put put water back under the pier I don't still think you can't fish off of it but nonetheless I think that uh that's that's a pretty significant crunch of of loss of beach if if if I'm if it's correct so you know one thing I don't think the Army courp took into consideration as much as I think they should have is the Topography of the the ocean itself once you pull sand Mother Nature has a habit of moving things around so right now there may not be a a goalie where later on there might be a sign significant one so I think there's so many questions there that they just can't answer for us and it's all for the safety of the beachgoers and that's one of the things that I've seen a lot of times change when we move sand way before I was sitting here with uh to North Wood when they bought sand or we mov sand uh that messed up our beach and if you remember if you've been on a beach uh it created like a swamp area the wood are never left and that's one of my concerns too so uh there's a lot of questions there that I just can't agree with that's all and one person came up and said well then why did you sign that 60% thing saying you know go ahead move forward well we didn't have all the answers of the 90% that we looked at and that 90% plan just changed everything so I just s i' throw that out there thank you good job for explaining that to it okay all good okay uh next item under new business uh so burall renovation so we had talked about this I'm going to say two years ago we we we t AED it um but if you look at the exterior of burall you're going to see you know the brick starting to come apart you're going to see leaking going on around the windows um of all the all the buildings that the burrow owns so the pool the beach Patrol uh the crest Pier the Arts Pavilion all of those have received um Capital Improvements this is the administrative headquarters for the police department and also the administration so um I think that you know we should probably start laying out the groundwork to get this building uh remodeled we're doing as you can hear we're doing the bathrooms upstairs and downstairs uh with the use of ADA grant money uh but I think it's time to for us to start looking at the exterior of this building but also um you know this side I I'll call it from the police side over to the sweep fire road entrance as you can see everything was completely remodeled uh inhouse the police side was not part of those Renovations there's been some um some in-house remodeling but it's very it's very choppy over there so I I I would say we probably would want to include that into this project and I think that with Mark here if everybody agrees we should probably engage start engaging an engine I'm sorry an architect so the Mark's office can work with to start you know putting on putting together some plans uh and identify what are what the needs are that have to happen on both sides of the building um I know that there's uh from a code and Construction office and I know we're the seems there's a flat roof right above the conference room as well that might be some opportunity for some additional office space as well um I don't not an advocate of separating the police department or or any other department from municip from the municipal Hall this is the headquarters so I prepare to keep everything right here um but again I think we need uh it's time for it's time to start planning for some Renovations coms 100% with the ni will back that Mark did we we started this project a couple years back right we did some preliminary review we walked through we we talked through some things um we looked at uh there was initial conversations about putting a second story on the flat roof and then we talked about utilizing the real estate um parking lot that's why we actually held off on improving the police parking lot so there was things that were going to happen um but didn't happen in terms of site work in the parking lot because the thought was that building that shed building might come down and be reconverted so yeah there were a couple things discussed Loosely uh didn't we uh ask for I think I asked for an Integrity report on this building I I never saw it or anything I don't know if it just kind of fell away but I think that would be a good start to see the Integrity of the building to see how it is to see the the uh I'm worried about the uh North uh west side of the building preferably the foundation I've been concerned so I mean I I'm sure it's okay but it'd be good to look at I'm sure that would be one of the things that you will look at I appreciate it so if um no I'm I'm fine with moving forward just obviously it comes down the cost so I'm curious to see what the cost is obviously so we keep it down we we had drafted up a proposal and got put on hold so we'd have to just revisit it get back on the same page there was a feasibility I think I think it started as a feasibility structural review MH okay so I think uh one of the things we identified is as we as we Embark or consider capital projects is to have an initial meeting first with between finance and purchasing and cler everybody just to kind of make sure we're all on the same page um in terms of terms of the scope what's the engineer going to do what's the architect going to do we just want to make sure that we probably have an initial meeting in house first if if the governing body gives us that know go ahead then we can schedule that in meeting so that everyone knows who's accountable or responsible for what sure happy to jump in that no problem all right all right we're good to go Mr Mar can you find us an architect please yes okay all right under old business uh bicycle safety uh path we uh waiting to hear I guess for Public Safety to weigh in on that I did actually walk that yesterday I'm not so I think there's a the traffic paint that's on there is actually faded fading it's it's hard to see it it's gone but you can see it in some areas so I guess my so um I'm wondering until we do the uh there there is a mark correct me from don't we have a cafer permit to to to beautify or create a new bicycle path within the next 3 to 5 years I'd have to go back and look at the permit I know we had gotten it widened with um some improvements I wouldn't call it a whole wholesale streetscape but I have to go back and look okay cuz I know that that's the bigger scope so I guess I know there's been some residents asking for you know maybe some marking and I not sure we need to go out and line stripe it but I'm wondering we had those uh Brian Recreation they got they they got that thermoplastic they adhered directly to the concrete I'm not sure if that's an option to consider but um I think we did it when you guys marked out a a 2- mile walkway or something so something might like that might work I'm not sure we need to go out line straight CU if we're going to if we're going to do a project in the future maybe maybe not line stripe it now we just put some I think the biggest thing is which you think it's common sense like pass on you know people on the right you're going to pass on like driving a vehicle but well the uh after I spoke to uh Public Safety officials about the bike path and the striping of it and the painting of it it it seemed to be that it was going to be expensive even if we did it in house $30 $40,000 the problem that I see is that once again like you're saying the common sense card is never used there Common Sense card is you stay on the left and on the left uh and then on the right coming back or I'm sorry right and then left basically people don't pay attention to signs you could sign the heck out of everything and they don't care and now when there's people on there they're still going to do whatever they want to do so speaking about cost and speaking about effort I mean if there were something a sure fire away that would be great but I think uh we need to think about it thanks okay all right 250th birthday committee uh we're we're still accepting volunteer uh volunteers to serve on this committee um so next year will be the uh country's 250th birthday so um time to start planning uh you know various events and so forth for for next year uh craft Municipal app old touris and building use uh that's actually out to bid uh while craft Municipal app Historical Museum is also budgetary items for 2025 I'm just waiting for uh Madam CFO to uh submit the uh the draft budget so we can start redlining it if we need to uh concession agreement Hotel Zone beach chairs um that's on hold traffic calming on hold uh Back Beach exavation that's all pending the uh the Army for uh mayor let me jump in on this one do you think we should start if we're if we're moving forward with not doing these this the beach project maybe have Francine put together some numbers for this I know we did a couple years ago for the back Beach yeah CU we're not doing looks like we're not doing the the beach project as of right now so I think it might be beneficial I think it might be good to prepare but I worry about them sure I'm worried about the gun they're going to put to our head you know to make it to make us do this so I'd like to see well I'm not saying move forward I just want to see some numbers on it I think they've changed AG in a couple years last couple years Mark Mark's office could probably um put the put together those numbers as far as like they the back beaches to to level those out so that drains properly and we don't have water land in the back uh anything on draging no no sir all right New Jersey infrastructure pre- County so that is that project is you know so the the county from cressie to uh RAM the road is a county roadway um the burrow has infrastructure work it needs to do before the county starts that uh project in 2026 so we're going to meet with just discuss that on Monday for some Capital um with capital projects for this year and next year um Public Works roof that's uh in progress still still under uh still under construction uh Washington C view uh Beach outfalls and capacity uh so uh the uh we're waiting to hear back on on whether or not W Crest uh is going to receive uh some FEMA grant money uh to for this for Pro for that project um so if we get that that'll that'll actually uh be helpful and I believe or El when you he back all these on the on the pump stations on the uh on the uh the uh the west side Bayside project that's currently under construction now so we're so waiting on that okay nothing in on that all right govern anybody you have know i' I've had concerns over the excessive spending of Public Safety and uh I've made another oah request and if anyone knows Oprah stands for open public records act it's a state law that was created to give the public greater access to government records so my request for the cost of Public Safety departments through the year three years of by the present commissioner which is January 1st 2022 through December 31st 2024 it's uh disturbing how how much that's risen so when I was here in November talking about these numbers it was at $4.9 million it's now 5.2 and it's only going through December 31st so the current pce says in four years Public Safety is going to spend $24 million okay and that ends this year coming up when your term is over so compared to other um expense costs for previous four-year terms of Public Safety your term is 5.2 million yearly at today's Pace 2018 to 2021 was 4.2 million yearly 2024 to 2017 was 3.7 million okay so uh and we've gone over these numbers a couple times U uh bring right the numbers requested okay um so commissioner that's why I asked at the last meeting if you were planning on hiring anyone any new full-time employees cuz we know how between the benefits and cost of employees you know you can really start to drive cost up I asked you at that meeting would you be hiring anyone the rest of your term you said no okay so this month or not this month last month I saw there was an additional hire of full-time staff in public safety and I guess that bothers me because in closing as a resident we're now at a 38 % increase in spending for your office between the uh numbers I showed you so one of the cornerstones of fiscal responsibility is transparency government must remain accountable to its citizens regarding Financial activities your duty as commissioner you have several are first to respond to Residents inquiries and concerns providing information and res and resolving issues related to municipality services and policies in December I you a question if you were going to hire you said no and just want to make sure I'm right on that um so my question for you today is did you hire any yes or no they were already hired they were in when was this in the academy they were in thank you no wait when were they made fulltime when they just they were made full-time in the academy they were getting paid as officers uh going through the academy they became uh officers uh when it was it uh January 10th we swore them in so that's they were still in the police department don't mix it up that's all I'm not mixing it up thank you okay but wait a minute fulltime is the the question that I asked you last time they were not fulltime when they in the academy they were full-time they were in the academy fulltime okay Francine when I got the Oprah uh they weren't made full-time until January 2nd is that true I respond to the thank you don't put her on the spot please why do we have two different answers here there aren't any so you're telling me they're they were fulltime before January 2nd I'm going to tell you this sir that this is visitor comment and this always becomes visitor question and answer with you think I need to uh maybe uh address with the uh Department of Environmental Protection also the Army Corps uh the borrow area contradicts everything that the d stands for in today's day and age if they're going to touch one blade of gr of dun grass they're contradicting everything that they uh that they stand for which is even questionable as far as I'm concerned and um I uh walked your site thank you for marking that off it's a excellent perspective I'm looking forward to seeing this drone uh uh presentation and the like but uh the borrow area is absolutely that's ludicrous yep and as I said I when we spoke privately I thought the uh the the dunes just naturally grew I didn't know that came from the Christmas tree uh uh 25 years ago give or take yeah yeah I'm dating I'm dating myself some are still decorated um I think we're all in agreement with it yeah the borrow area to Carl's point so the to create the Dune that they would like to to create the dunes that were there for 25 years years or so 20 to 25 years a lot of those would be demolished and just pushed back so you know we're told that you you know you can't touch this Dune you got to R rake around that you can't move that can't move this and put Beach patrol all that but yet here we can demolish existing lot so there's there's vegetation in there there's Wildlife there's all that push it back and create it makes it makes it makes no sense and I guess if you and I'm not an engineer so I've been I was looking at this I'm thinking you so you have this 16t High Dune I don't think you need to be push back and in essence you're shortening the beach so I'm thinking I walk the beach yesterday I'm thinking if the if a hurricane hits us is it better to have a th000 feet of Beach and then hit the Dune structure that we have or Shrink the beach all the way to that you if we do get a storm it's going to hit that 16t high Dune I mean I'm again I'm not a an engineer but I'm thinking it just seems to me what we have provides some great protection um and the real prot the real protection that's needed and I'm not sure there's any answer to it is on the west side because that's where that's where we get all the flooding so anyway once again it's a common sense card that doesn't make any sense uh doing what they want to do and then we have our protection right here I agree a th% all right so thank you for it's a I do respect what the DP and the Army C are trying to do and they've been at this for 10 plus years so um but they don't live here they don't understand what our why our residents want to live here and why our visitors want to come here it's because of our Beach so and the boardwalk I think too so I think with with this project I think if if it moves forward um we're going to lose our brand just to kind of pigy back what the mayor said a couple weeks back and uh I'm not interested in doing that so um I do respect the the effort and and what the DP and the Army crew are doing but I don't think it's for us so yeah I believe the beach is our Boardwalk always said that I have a few comments to make so I've been listening to public comments over the last few months questioning my spending on Public Safety I've always done my best to be a good Steward of taxpayer money while continuing to push all departments forward to ensure the safety and security of our town I view Public Safety as an essential responsibility of this governing body and I feel that we have provided our police Fire EMS and Beach Patrol with the resources they need to keep us uh protected and I thank my fellow Commissioners for their support on many of these uh projects I will continue to support my department heads as we work to improve Public Safety for Wildwood Crest in our community thank you okay all right so I'll go last uh first of all thanks for everyone for understanding uh uh the Army Corps uh Dune project you have any questions please feel free to reach out uh if I don't have the answer I'll certainly uh certainly try to get you the answer um the projects in the municipality on the Bas side is moving along pretty good we got you know got knocked off a lot when the weather warmed up a little bit um um Toledo is uh under construction we actually received for the first time other positive comments from about our contractors working on the infrastructure so Mark if you could pass that
