concession agreement is also on hold traffic calming we touched on that at the last meeting uh Back Beach excavations on whole pending the the new Dune plan uh anything on dredging we did meet um commissioner frankco and I met with jenevie Clifton who is the manager of the maritime Resources Division of do um and the new project manager jihat Nusrat and or I'm sorry Nusrat Jihad sorry um and um they did say that the project is ongoing as far as permitting is considered they are still working on all of that but they are a little bit of a standstill right now in the acquisition phase with the RightWay unit for the um CDF which is the confined disposal facility for the material that will be dredged so um more to come but it's it's a slow walk we're getting there with DOT it's their project so we're being patient with them and I'm sure we'll hear some more in the very near future okay all right New Jersey Avenue infrastructure pre- County that's a a pending uh funding Public Works roof is uh is in progress so that's projects moving lat along uh Washington CV beachall outfalls in capacity we're just still waiting on on a final uh decision on the grant all right so uh that brings us up to speed govern anybody you have anything you'd like to add under the old business items no thank you no sir all right uh brings us to public comments oh again we'll start with anybody here in the audience we just need your name come on up to the podium my name is jisy first off I want to recognize uh Connie leaving I don't know if I'll be here by the next meeting I believe that her and that position was a valuable resource to the community uh it may have gone unnoticed to a lot of people I think she was instrumental in running these projects efficiently and I honestly hope that we'll able to replace her with somebody half as well as what she did uh but I really appreciate it uh I think it's important is watching the dollars a few months ago I heard one of the Commissioners and I don't want to pinpoint it make a comment about cost about well it's only really going to cost each homeowner or each uh taxpayer pennies I believe that how we run into Financial issues when we don't count the pennies I've seen many personal people personally with their own budget not worry about the pennies and then at some point in time they're they're in debt so the pennies add up so I I hate to see anybody especially somebody running the government say well it's only going to cost everybody a few pennies and I believe Connie in running some of these projects really watched out for the pennies which add up to the dollars so thank thank you very much thank you Joe thanks Jo yes sir sorry M Marino and I think that Penny they clarified it it was uh4 Million doll so it doesn't sound B so you heard that comment I heard the same comment yeah am am I right on that yeah okay so yeah that's important okay so um lately I've been a little concerned with some of the topics I hear in the commissioner's meeting uh I made two Oprah requests and um the Oprah the purpose of the oer is a public record act and it was a state law that was created to give the public access to government records my first request was for the cost of the beach Patrol building first let me say I do understand a need for the building and the replacement was long overd so I supported the uh the act the approval was given for the budget of $2 million the project was delivered late by close to two months or sorry two years and it needed five Change Control requests for additional funding the final cost was over $2.2 million weeks prior to the opening the public safety commissioner requested additional locker room space for female staff I was surprised by that normally this information would have been gathered during the early stage of planning the project Pro not you know this was should have been done prior to Computing the budget and going out the bid but it was not I'm hoping the burrow can learn from this project and put measures in place to avoid this type of project mismanagement my second request was for the amount of money spent on the Departments within Public Safety over 12 years I requested each Department's budget expense and balance amounts what I quickly discovered was while analyzing the Oprah data is the current Public Safety commissioner had spent $14.8 million on expenses during a 2-year 10-month 7-Day time frame which ran from January 2022 through November 7th 2024 he's averaging over $5 million a year the current Public Safety commissioner still has over one year left on his term of four years at the current Pace the public safety commissioner departments will spend over $20 million in four years and that's the rate of $5 million a year I would like to point out that that cost of the beach Patrol building is not included in the 20 million if that cost was added it would be $5.5 million a year comparing the expense cost against two previous four-year terms of Public Safety Commissioners this has been a 33% increase the comparison is as follows for years 20 through 22 through 2025 I estimate it'll be over $5 million and that's because it's not complete yet 2018 through 2021 annual cost was $4.2 Million for years 2014 through 2017 annual costs were $3.7 million for that Public Safety all departments as a resident this 33% increase in expenses worries me one of the cornerstones of fiscal responsibility is transparency the government must remain accountable to its citizens regarding Financial activities in closing the amount of our Public Safety commissioner has spent for that 2-year 10mth 7-Day per period is alarming and excessive uh I have two questions for the public safety commissioner when I finish and I'm asking that because I'm worried about the time frame that's left November 8th through December 31st of 2025 my data was pulled on November 7th that's why I'm backing it up commissioner do you plan on hiring any additional full-time staff and Public Safety and two do you plan on recon or constructing or renovating any more buildings if so what departments so I'm not to answer your question but I'd like to clarify one thing with the lockers so when the drawings were drawn MH uh and then when you see the physical part of the building when they were installed buddy the chief had requested because of our influx of female uh guards so we're almost at a 50% increase on females which is fine when we drew the had the drawings drawn out there there was a lot of uh space in there for handicapped bathrooms where we thought we were going to be able to have locker rooms and the space is getting into there so that's about the locker rooms we didn't discover that until the building was done that wasn't pre that was after any other questions about the building I'm going to defer to Mark to Blasio okay okay and I guess my point to what you said is if you're doing a project you would be able to estimate years in advance what you think your growth is going to be so for you to come back in and say and I don't mean you but just using that term for you to come back in and say hey we're not even open yet but we need more that it's not that's mismanagement not let me clear that up too because I'll take the hit for it which you're trying to do right now me and I understand it but there's two other Commissioners that have to vote on that building and the cost of that building I alone cannot do that I need a second vote then the you could talk to uh Mr deasio about the construction problems I'm not the person but I'll take the Bling That hammers the nails in I'm not the person that orders the material I'm not the person that designed the place okay I'm not that person okay so I have to bring it over to Mr deasio and there were a lot of problems on that building I was aggravated more than anybody we have a CO for the building we're ready to move in we could have moved in probably in August but the decision was made by the chief that uh it wasn't conducive to our schedule and it was just too hard to do at the time with the amount of people that we had so yes I'll take the blame for everything the cost that you stated from my department did you take into accountability that contracts go up the police contracts go up we're spending more uh this year than we did for contracts with police in 2014 my budget I think Francine might be able to help me because I'm uh is probably the biggest one because I have probably the most uh employees that are under me that includes all the be that was 111 Beach Patrol members so we do go up and the costs do go up name one thing from me to you the question is that has not going up in your household I'm not here to discuss that I'm just throwing it out there sir you're accountable for your budget and 33% is a lot of money I will take the accountability for I don't think we need to talk about my house okay thank you I know I'm On Target thank you thank you least the ripo um I had also asked for some Oprah records regarding some concerns I had that I bought off in the past here at the meeting um number one regarding transparency which has been a large issue in the municipalities most especially Kate May County worst in the state looking at our report card worst in the state every county is better than us with transparency so I guess my first question is is have we come up with the uh Commissioners meeting for 2025 and if we have come up with it how many meetings will be after 6:00 or after so that the general public can get back to coming to the meetings and not being at work because I don't know about anyone here but when I worked for a job I wasn't allowed to leave a specific time to like call into a meeting and um other people are doing it I was just wondering where we stand with it okay what the question was how many meting after six o'clock or after in 2025 so the general public can come to meetings instead of calling in by video and talking by video okay so the question there's there's n none planned for 2025 none planned there's everything is at 5:00 these 5:00 meeting uh the second meeting of the month is at 5: the first meeting of the month is at 9:30 so okay so every month you'll have a meeting at 5:00 five there's two meetings a month so one at 9:30 in the morning one at 5: correct but you won't do anything at uh after 5:00 there's been their discussion on that and and Mr Mayor we used to have them at 7 o' and we had nobody show up that's why we moved them up and I think I and and you know I think that the meetings being live streamed with access to here with the D on the dies with the conference line uh anyone that's had any concerns or questions they've either came to the meeting in person they've called into the conference line they've watched the recorded version of the meetings I understand we're doing a great job here in W crust it looks like according to what I read this morning I'm asking in general we're doing really poorly with having meetings that uh the general public can come to and one of the things that they've been talking about including in the hural as early as this morning or yesterday that I read is that they're talking about having more meetings when the general public can come because they're talking about how Co is over and people need to get back kind of to uh what it is right so so you're you're referencing specific to the the county operation and and compared to other counties with respect to locally right here in wa Crest I would have to say from transparency and from access to meetings if we're not leading the county I don't I don't know who else is so I think we all take pride on what w Crest does if the if the if the request is would you consider after five I think we've had we've been down that road before we've moved the times around uh in the past to to meet public schedule um and to the clerk's Point U there even when we had meetings at 7:00 there was they were not heavily attended so there's 7:00 and then there's 6:00 and then there's 5:00 a lot of people work till 5: a lot of people get home they don't come want to come out back out at 7:00 but I'm just it was a question I remember a question how many will we have after five and the the answer n answer is n that's correct five after five o' correct okay um can I talk about J1 housing students now or uh am I allowed to discuss that sure okay I uh reported to you um quite emotionally during the summer an incident in the South End of Wildwood crust regarding total I considered it to be um a humanitarian crisis would you agree I reported it to the priest I reported it to you I reported it to Corey Booker and I reported it to everybody else that's how upset I was about it those girls that I'm talking about now I would like to know that were stuffed in six to a room I want everyone to hear the six to a room in a tiny little space above a rundown Pizzeria and I'd like to know because at the end of the year there were still six in a room so that tells me nothing was done about it and that true okay I know you passed an ordinance I know cuz I read about it cuz I keep up with it cuz I want to know where the J1 students that were working down at Icona is putting their people this year and I'm going to go to Ocean City and I'm going to ask them the same question where's Iona going to put all those people and they put that horrendous thing up there because those people stuff six in a room that is inhumane and I believe it's against the law I would like to know who was cited at that and how many citations were issued for that Pizzeria this year during the summer for that okay so the matter when you addressed it was addressed by this municipality with with changing the occupancy limits based on square footage by ordinance I that we have to do that by ordinance to make it enforcable there was nothing on the code the burrow code to allow for any enforceability of that code now it is I understand that is there not a state is there not a state law no there's not a state law on how many people you can stuff into a room not not that I'm aware of no nothing I'm aware of I can I'll defer to our solicitor on that but this this was this was vetted at length Okay so when was the burrow when did the burrow pass that Ordinance do you remember I don't know off the top of my head definitely there after the fact I'm just saying if it was passed and those six girls were still there after the fact they should have been cited every day that's how you get people to stop doing that kind of stuff okay I don't so I'm not sure when those they left and their occupancy uh in terms of their lease uh have them leaving but I can tell you the burrow did act has the laws on the book I think it may have been too late for anyone that was occupying this year but the good news is we we we we took the right action to to prevent it from happening going forward in 2025 I understand that and I was very very happy to see that it's not like I didn't I missed it I'm asking you when it was passed and if those people were cited after it before keeping six people in a room after you passed it I don't I can't speak for code or fire and so for I would venture to say they were not because the the ordinance go has to go through a process and I believe that process took us past the end of summer prior probibly to a time until after they had already left okay I'll ask for that in an Oprah record and I'll find that out because I know those girls were here past the summer and my question becomes a bigger one of what's going to happen next year with J1 students working on our Island in lower Township my last question is in 2018 this this has to do with 911 dispatch again going off the island handling it County I am going to ask for the video for the first time I was here discussing that with you to take to the county I'm going to yes but my question I guess today is in 2018 it appears I could be wrong with this you might have been the first mayor that said in the barrier islands of the barrier Islands in Kate May County to say yes to going offshore with 911 emergency dispatch would that be correct I I believe we were one of the top top five that were participating at the time yes Barrier Islands would be North Wood's not there yet Seal's not there yet um Stone Harbor doesn't participate because they're smart uh Avalon um SE is getting ready to jump on board and North Wildwood I'm asking you were you not the first person to I don't keep track of those details so if you're telling me I was then I'll I'll okay 2018 how long is the contract for uh the shared service contract I'm not sure they're five years in time we just renewed you just renewed in what year renewed it yeah in what year just this past year we can get that for you so 2025 or 2024 the 5 year contract it was renewed this year that would be 2024 correct I well I'm not going to answer that question not positive but I will get you the exact okay okay um so I asked what research had been done and who actually was the first person that came and somebody had to have approached the subject with you somebody had to have come and said I'd like to talk about 911 services we were reached out we received a call from Marty Pugi the County dispatch uh the director of County dispatch um who asked me personally to go to the governing body and see if they were interested in joining County dispatch and then that was translated to the Govern body that was the first Contact was Marty Pugi calling this municipality speaking to me and then asking if we were interested in in doing that okay prior to that there were conversations countywide about it that was the first initial contract to um Crest specifically okay and did anybody go out to the County facility yes that was all in the opr request that you're going to receive there there were multiple people I have the op request I have multiple people that's all in that yep okay so you went out there and the research was made based on the Barrier Island response times was a research provided for regarding response times specifically okay it was all discussed with the former Chief and lieutenants were there um the the commissioner of Public Safety but you'll have something on paper with response times because that's important right I mean should all be in there and it was probably all in the County dispatch we we did extensive research into it yes okay so have you looked has anybody looked at the model for LBI no we did not look at LBI no okay do you know why Stone Harbor isn't jumping on board no I would not okay just curious all right that's all I have for now okay thank you well I was going to say I thought last night's ceremony was really well attended and well done I was impressed that the uh mayor could jump up on a bench and stand there and talk without falling I didn't do that doctor you're not listening and watching are you I thought that was uh I thought that was pretty cool uh one thing I did want to say that uh Chief Lloyd was elected to the Executive Board of the New Jersey chapter of the FBI National Academy Associates at fourth quarter business meeting last night the chapter is comprised of several hundred management and executive law enforcement leaders from all over the state chief L graduated from the FBI National Academy 277th session in September of 2019 he's been an active member to the association since it's a nice that's very good congratulations congratulations that's all I have thank you uh I'll be quick I just wanted to point out I'm trying to see people are to get more involved with this um Dune situation out on uh our beaches uh the henford inlet to Kate May Inlet um it's something that I think people are not paying enough attentions to um I think the what you see out there right now is not what you're going to see in a year if this thing goes forward so uh I think I said this uh in the meeting past that we need need a uh a public hearing on this uh hopefully in the spring I've talked to Connie about this and uh to get our commissioner of the DP um Sean laet to come down and and have a discussion about this because this is something that I can see as an Abomination to our beach we are known for our beach and I am very upset and and and Disturbed that this is going to uh happen to our beach and nobody's talking about it uh from the public so I I we have plans here uh I encourage every uh public member to come and and examine the plans if they would like sorry Connie you're going to have to share with everybody but um I'm very passionate about this and I I I can't speak for my fellow Commissioners but this is something that is being kind of swept under the rug uh it's December so no one's really thinking about it um so with that I I hope people pay more attention to this because this is very very serious in my opinion thank you uh I I'd like to reiterate some of the stuff that Mr Franco just spoke about I uh I agree 100% with you on that there's no question about I've been getting phone calls about the Doom system I'd like to take it one step further so we could actually see it I spoke to Mr DeBlasio about that I spoke to Connie about it and that would be if we could lay it out with a rope or some sort of markings where we could see the impact on the beach because when you look at a drawing it's hard to really visualize and and put the whole concept in your mind of how much Beach we're not going to have I'm concerned about uh the emergencies that happened down there at high tide whether public uh safety can get there meaning our beach Patrol members Andor uh the police department when there's high tide and they're taking a lot of a lot of beach away from us so I do have the same concerns I wrote them down I I think you two gentlemen received them and hopefully we can talk about a little bit more but I think visually to rope it out to mark it out so we could see it and this whole thing doesn't make sense to me because it's supposed to be a unbreakable Dune we got a 30 foot break in our Dune from on cresy they're not they're not there's no Dune system that's going through there W it has other issues and we have the pier we have an issue with so I agree 100% we need to really get into this so if I could ask that commissioner we could do a layout to show you where the extent of the Dune is on the ground and then if you wanted to take a step further you could actually but I don't want to volunteer anybody to do this uh Public Works wise but do a mockup do an actual at scale build so you could see and I would do it across the street end so that you could as you look down the road that dune's going to be there and I would take it on either side and then you'll have right that's the height so that that's a that's a we worry about the corridors we're not going to have anything because I think we could easily do a layout on the ground with our survey crew but for you to visually see the impact you probably want to build something at scale I'm for it so the public can see it that's fine Mark yes are you capable doing that totally agree with you I got a Milwaukee G what can get more forms I don't know if you've seen the plans I don't know if you if you they've been out there we've had I've seen the plans half a dozen times at least and to see what they're proposing to be put out there I don't know if you're aware of it they're on the desk in the conference room and they're laid out there so if you have any when we'll see them after the meeting they'll be out there follow out for you but but you can obviously contact the D contact the Army Corps of Engineers obviously we we I can give Trish that information you guys can call email do what you can we're trying to get them down here to to have a public forum about this I think we can get your people out and again people probably there's people that could be for it I personally am not so I want people to have uh their thoughts uh for it or against it so is this part of B's recently the legislation of flood mitigation no that's that's a New Jersey PCT right so let me uh add some some background information so this this this project has been ongoing since 2014 um and it's primary or I guess there's two main components of it one is is to protect the municipality from that one in 100e Storm from hitting and protecting the ocean front and other property in the burrow the other part of that is taking some sand and I believe this was going to go down to North Wildwood right those are pretty much the two main components now some things have changed since them when the burrow was first looking at this and and and looking at the state aid agreement it was based on 60% design plans which didn't show a lot of the detail that we're seeing now right so now we're at 95% and I think that's what's drawing a lot of the red flags now saying hey wait we'll hold on a second here now so um this let's be honest there's there's one municipality on this island that has Dunes which is it right here right W Crest um some of the things that we were talking about doing and working with the state in the Army Corps the fishing pier for example the old the the original design or or the original discussion set had the fishing pier going up over top of this new Dune and the burrow receiving what's called alert credit for just a little under $2 million well we're running into some issues now because that apparently is not not going to be honored so to speak and I we haven't had a chance to sit across from the table with the with the leaders of of you know the Army Corps and the state but it's something that we want to look at originally going to be $2 million and now the plans are taking the Dune underneath the fishing pier which makes no sense at all we already have a dune so if you go up there now public works could be up there every day trying to keep the sand off it this is going to do nothing but cover the fishing period the other concern is look at all the beautiful walkways ramps and so forth that we have going down to the beach now every one of our streets in the burrow that has those new ramps are Ada accessible so if you're disabled small children what have you you can get down and get to the beach and have your spot or you can call the beach Patrol and they'll come pick you up and take you down there well now imagine this going down and up over top and sideways of of of a new Dune so there are some concerns here and and I think we all love our beach we I think everyone understands the one in 100e storm but I don't know Florida just had two recent ones on the west coast that were direct impacts and they seem to be doing okay so I don't know it's it's the risk reward Factor here that we need to do so there's some work there's some homework there's some education to the public there's some work that we have to do as a governing body potentially legal that's that's that's where we are right now and after this we're going to be in close session to talk about it a little bit more into some detail so um that's where we are certainly implore everybody to get involved in in seeing those plans but also this New Jersey pack which is separate from this program but which is the flood mitigation project that's happening uh on the island this is which is signed under executive order we did have a Public Presentation by Pete Lumax on that earlier this year there was administrative order signed by the governor over a th pages long that speaks to what municipalities have to do and I think if I can recall the main part in Kate May County Kate May County is probably the county that's most affected by all this so that's a whole another argument right there I know the County government has been very active with that with the help of all the municipalities so that is also something that we need to uh take action and there is a there is a hearing that is has I think has ended or but we still may be able to get some public hearing notice and get letters into the state and the governor uh on that topic as well so the public hearing on period the public comment period ended November 3rd I think this year right so anyway so that's where we are with those two particular projects separate from that under my commissioner comments I just want to uh let remind everyone there is a uh Creative Arts Council uh tree decorating event uh going on this Sunday at 12:00 at the at the crest Arch Pavilion all right that's all I have Mr Mayor uh the rental ordinance was adopted on October 15th published on October 23rd effective date November 11th that's when the ordinance is effective November 11th November 11th mayor on the flood mitigation there was a fly out there I need your name sir
