all right opening prayer and pledge of allegiance to the flag by Mr Mayor Charles good join me if you will father we come to you today as a city as a group as a family and Lord we know that the world is coming at us so fast it's hard to keep track of and I ask you to be with each one of these council members as they wrestle with the things that they must deal with to give them the wisdom that only you you can provide to help them to make the best decision that they can make Lord we know it's not easy and we thank them for all of their efforts and I ask you to be with our police officers our First Responders and our utility workers and all the staff in the city and to keep them safe so they can continue to do the work that is needed for a group of people to live in harmony together we ass this in your name amen flat thank you sir all right item one addition deletions changes and approval to the agenda Mr President on item four the consent agenda we're going to remove resolution 20 25-3 okay and we also are going to remove item number two unfortunately the young lady will not be able to attend tonight to to her help okay thank you all right I will ask for approval of the agenda go two opportunities to address the council this time anybody in the audience can come to the podium and speak for five minutes on any topic other than what is is on the agenda man come up to the podium please state your name please state your name in res they were making some repairs to the waterline and right after that is when main across the street now in this it says ites a responsible for likeing down none of that happen this isly just AEL the old and so I said basically come it's you'll put that right at your mouth there you and he was he was with the I've had two plumbers in Stu over $500 already but he was with the second Thomas footed from train out the middle of the road right where they had dug up the road right where they had dug up the road and fix the water line I fig a back prob push down that was his what the second thought too but I mean I I don't know what happened made sense to me but I in other words I didn't do anything I didn't flush anything down that shouldn't be or nothing but right now there's just a big right there side the road where it goes in a big where sewages but fortunately it's only me in the house so you know it's enough to take care of it for me I mean it's not packing up every once in a while my ping will slow down a little bit but it has been a real big problem yet but it's still ra sewage and I know they're putting lime in it keep it so I've been talking with this whitean um as also with with her neighbor who brought this to my attention to begin with and I've also talked with the with Donald who is in charge of the sewers and I don't know if Donald wants to respond or he wants me to say what I what I found out whichever I can start and you correct me if if I'm wrong because I think I'll put it in layman's terms um her tap is across the road from her house but what she has is the old orange bird pipe and it has collapsed um it has nothing to do with the tap it has nothing to do with um our side of the main it is the part that runs from the tap to her house and it is the orange they've actually run a camera into it the camera looks absolutely perfect until it gets to where the Orangeburg pip has collapsed uh correct me either one of you if I'm wrong um I also discovered that the water M break that they repaired was almost 8 months before the sewer became a problem so I think if it had been and correct me again if I'm wrong um if if they had done it I think you would have known it a whole lot earlier um and I'm not real sure that they were in the same area they may have been in the same general area um and it our ordinance does say and it's not just when you flush something you shouldn't flush but that if it's your part from the tap to your house you're responsible okay I understand that I know what you're saying but how did that the sewer line from the tap to my conect my property how did that become mine it is under the road it's old Orangeburg pipe and the orange bird pipe is let collapsed I understand that I'm saying this was always City this stretch lateral thing that goes from the tap my property that's under the RO so how did that my responsibility just because the main is on the other side of the road and it Taps down there like to have a conversation Donal yeah that's so we're telling them that they have to walk all the way under and who who to help them with it well we the staff offered to help them with it so that it wouldn't be so cost and effective that she couldn't afford to fix it we're also going there regularly and we're dosing it with lime to make sure it's decontaminated and there's no kind of public safety risk to the community or for her um but in regards to why that is is because it's the same thing if you do it in reverse with water from the meter which belongs to the city where we introduce water to a home it's exactly the reverse with sewer the tap into the sewer main is the city's responsibility if that tap is compromised or collapses we take responsibility we dig that up we fix that tap we have to allow the customer access to the main to dispose of their sewage but nothing in that lateral line past the tap all the way to the home has anything to do with the city the city does not put anything into it the city does not use it and so many cities have recently changed ordinances in the last five or six years and when Florida Florida ryal waters here later on you guys can talk to them about this but our ordinance mirrors other systems and we adopted it we adopted other systems ordinances because I'm not saying Miss Dorothy flushed anything bad but the reality is is that most of these older pipes and when she says Orangeburg it's over 65 years old it's over 65 years old this isn't a brand new pipe this isn't a recent uh recently installed pipe uh but the reality is we have no control over what goes down that people buy what they call flushable wipes they are not flushable people put down diapers they're not flushable people pour grease directly into the sewer system gree cannot be put into aism so we try to educate customers not accusing Miss Dorothy of putting any of those things in but that's why we can't take responsibility for that line that only the customer controls we can't take legal and financial responsibility so in this case because of the situation we went in we spoke with the city manager and we worked out a payment period to charge just FEMA rates to get this line reconnected because the plumbers were so cost ineffective for this particular resident so we bent over backwards we presented a plan and I don't think that she's happy with the plan obviously and that's why she's here I haven't got she would like an estimate I mean yes I I I have it I just haven't had a chance to present so I just have one one last question and then I'll let it go the leak is it directly over a water line that we replac so the water main is on the opposite side of the street it's right Ong her property line it is over the part of the lateral but there's a difference of 3 ft and the crew never went near it and I can pull the work order out I've shown it to Jonathan and I've shown it to others it is such a time period of difference if it had been caused by the water leak repair a small little 4inch line would have long ago backed up and presented a problem to where she couldn't flush oh it happened some time ago I just it had been raining a lot and so when I saw the Fel of the road so did we bore shot underneath the no sir no it was just digging up the road and fixing a main that was about 27 Ines deep the lateral line is about 2 and a half 3 feet beyond that yeah I thought you were talking about a water line no no just a service line so it's you have your water main it's I think was it a 4 in I don't know Jason you were there was it a 4 in yeah I believe it was a 4 in water so we made a patch repair on that we closed up the hole road department came in and repaved in that area as soon as it was able to dry up but my point is this I obviously when they put the sewer lines in they connected to my house so that was always you know if it's a city sewer I was this a lateral line the lateral line is just yours it's dedicated to your house you're saying it is now but originally it was part of the SE when they put in the sewer line but that particular lateral line not the sewer main runs down the side of the road the lateral goes only to your house and you're the only one on it but it but when the when the city put in the sewers they put in the latal line originally yes ma'am in 1940 or whatever it was yes was before me years ago in South Florida when I had home in sewer lines you were charged about how much footage they had to do so I'm sure that's what they did here so whoever was living there at the time I'm sure paid for that L line it's all you know it's part of the sewer that went the house I'm just saying it was always the cities but in 23 2023 apparently like he said they they decided that didn't want be responsible so I mean anything can happen we don't I don't know what happened yeah it did it's been some time I tried to get my other nephew that Pro first that we had but I I couldn't get him but it's been some time that we that this has been our it didn't just happen right but as I said you know it's just me so yeah probably if it was a family there yeah they would have real big because they' have a lot back up so Mr President probably to move it forward I think that she has not received a copy of basically what the cost is going to be um unless what she's saying no matter what the cost is she's not paying anything you know then we probably need to figure out what the actual cost is going to be get with her and see if it's something that we can work out right and we can't and we may have to bring FR back FR city council uh to make a decision but why why did the city give me back that lateral line yeah ma' what I'm saying is is you have five minutes to talk because your house is the only one on it and and we've gone through the five minutes and what I would suggest Council give give us an opportunity to sit down with you look at look at the cost and if you're still not happy uh come back to the city council we'll put you on as an agenda item and you can talk for 35 40 minutes um that's what I'm think I don't think it should be any good I mean obviously you somehow somehow the city gave me back that lateral line that's been there since was there a similar ordinance before we passed the one in 23 I mean it was updated in 23 I know but was there a similar ordinance in before that not in our system but again remember that a lot of the sewer systems in that time period were still done through grants back in the day so if you look at the grants and you guys can reconfirm this even with the way the grants are done we have two grants for sep to sewer now the way sep to sewer grants work is they give you the money to put in the new sewer throughout all the streets and repave the streets it is a separate filing if you want to connect the homes otherwise the homeowners bear the cost of then connecting into that sewer so there's two phases to a septic the sewer Grant and you guys will see that if we get approved this year for the two that we put in there is all the repaving and all the placement of the sewer and then separately to that is the customer's responsibility to connect their house and even sometimes the cost of bearing of abandoning that septic um we will apply for those grants and we'll make those projects condition on those grants but that's why they do it that way is because even D recognizes and signals that it is the customer owned because the city doesn't control anything that blows through that line thank you sir yes ma'am please come to the podium state your name my name is Manan Craig I live on Northeast Third Avenue I have no idea which side of the street my sewer is on and if my the the part that's servicing my house goes under the street why should I be responsible for something that happened at the street on the street instead of on my property I saw that I don't know the answer to that question but let me just say with water it's really simple it's cut and dry there's a meter and it's well I know the meter and the meter is on my side of the street well that's that's I'm talking about the sewer that's the water yeah and that's what I'm trying to say that with water it's really easy it's cut and dry because you know where the water meter is and it's our responsibility to the meter and it's your responsibility from the meter to your house sewer is not quite so cut and dry well I I agree with you but it's not so cut and dry and that if something happens to your line that runs across the street the individual should not be respons but what we use is that tap if the sewer line runs down the street which it does whether it's on the side on the right your side the other side are in the middle I think some of them are actually in the middle which we used to do when it tears up the road every time we get to it so we have sewer lines on the opposite side on the same side and in the middle but wherever it is from that sewer line to from the tap from where your house solely enter that sewer M I'm just asking why that because you're the only one as Donald said who puts anything in that line that runs from your house to that town if if the pipe was crushed she didn't crush it it's old it's Orangeburg okay it crushes cars are running cars and trucks are running over that pipe all the time but there why should she be responsible because there are many other houses on that same street that have not collapsed due to cars and trucks and how do I find out where my sewer is ask City Hall and they'll locate it for you can to ask City Hall and they'll locate it for you okay I to know what's gonna happen to me I don't know where mine is either true I have no idea she said they used the back when they were fixing water kind of heavy and Mr Barber said it's three feet from where the SE the three that's 3T deeper is that what I understand remember to come see Mr city manager Mr all right item four Cass agenda this is for Council minutes all right sorry sir good evening mayor president councel my name is Nicholas Hill I'm a senior planner at JB Pro and also the project manager for the city's ongoing comprehensive Plan update titled City reimagine you may have known I've seen several of your faces today uh we had an earlier open in that meeting right across the row there and I just kind of want to for those you didn't attend walk you through what we talked about I think it's important worth bringing up and really celebrating all the good that your community has already provided to us um so uh we structured the open house to be self-guided we have five boards the first board here um which was the input that we first got from the community at the willon fiesta um that was really to understand the issues and opportunities facing the community we wanted to hear direct from residents themselves uh we also provided the um input that we got from the P Festival which we also had a that and that was to really understand what we need to embrace as a community as we move forward what do we really celebrate about the different aspects about our community and then on board three sorry I'm making you hustle I just don't have so much time uh we also attended light up Williston um where we asked them to start providing their preliminary IDE on the words and themes that should be included in your vision statement and we provided some preliminary words and ideas based upon the feedback that we got from uh the Willis Fiesta and the p f and so through that they were able to give us some top responses some key words and items that they felt should be reflected in the vision statement so at the open house tonight um we actually gave them five sample vision statements that incorporated all of their comments and really took those top responses ser seriously and ask them to prioritize which ones they feel is most reflected in the city and so we will tally those up tonight it looks to be about split between answer one and two there I don't have my glasses on so I can't read it for you um but really and then the last thing we did uh was we really interviewed residents directly and I know I also had one interviewer up there as well um and we want to hear the Willison story directly from the people who lived here and what we've learned you know over the course of tonight and throughout these workshops and different events is um people have a lot of history here and it's very special town and it's in fact so special that there are many many many multigenerational families here um and you know really learning about how their story has been shaped by their community and what they imagine the future of that Comm to look like and so it's been really special for us to do that and just so you know uh I'm about to hand out a project timeline we are still right on Project schedule um we do have another Community engagement event this time coming up on this Friday we are going into the schools as we promised you at the kickoff um we'll be in Williston middle high school on Friday meeting directly with students telling them about the uh fantastic and frankly somewhat boring world of planning if I can make fun of my own profession and also allowing them to have a voice in this community's future and asking them what they want to see in their community and what do they identify as the best things and also the challenges that Willison is facing so we're really excited about that we're also approaching the elementary schools as well we just haven't been quite as successful in getting that set up yet but we will be doing that too and just want to make sure that everyone is really invited in this process and we really want to respect everyone's voice um for Willis future because it's a Community Driven process that we respect um I will be passing around a project timeline uh we just have a few important dates on there um a few indications of future engagement events coming up and uh we're certainly available if you have any questions or any followup on this um I just wanted to give you an update to make sure that you were all aware that we are still on track we very much keep this a priority on our planning team so thank you so much I'll pass this around agenda these are the council minutes from January 7th 2025 Council minutes from January 21st 2025 resolution 202527 according Mary I'm not going to track thank um to the CRA agency resolution 202-31 resolution approving the addition to of an equipment operator for the electric Department can I get a motion I make motion approve all right second got a first got a second any other discussion no all in favor say I I those oppos 5 Z five she snuck in on you all right item five update staff and board and councel city manager Terry thank you Mr President so I'll be brief I'll give everybody a quick update on where we're at on uh hiring the new city manager so as you know that she has returned to y'all a contract um that she received from Bold Walker and and made her requests and recommendations uh I was pointed out to me that the salary range was on in yellow so take a look at that that was one of those ones that should have been in yellow she built out so that was one she put on there um her um background investigations just starting I expect that will be done by the end of next week um so as stand right now everything moving pretty quickly and um if you have any questions about her process of what we're doing or how we're doing it be more happy to answer the next step is yes okay so the next step obviously will be is the contracts are going back to y'all um we can do one a several different ways if if there are are minor Corrections either which way uh we could try to handle it at um the next scheduled City counc meeting although that's probably not going to be my recommendation I know the mayor has offered to call a special meeting if y'all want to have one or the three of you can have a special meeting call for one and we may have to go to that but it would be like ni to know what your thoughts are before we proceed um I just we're getting pretty close to that start date of the 23rd I think it is of when we're pargeting get her on board which is the last week of February and that'll give me like four and a half five days with her um you know to kind of bring up to be on the city so um I don't have any answers as far as like how quick it's going to be y'all may look at their contract and say yeah we love it um but it may take a special meeting hmer details with her uh in the process and so it's really CH but if you do a special meeting yes sir can you hear me Erin thank you Eric uh I have been looking at this issue closely and we have right now an opportunity to do this in a timely manner that we can get to it we can discuss it we can if you don't like something you can get it back to if we put this off till the 18th you're going to be under a crunch you're not going to have time for those kinds of negotiations so I am as the mayor I'm strongly recommending I have the power I can just call one but I was going what my intention was to talk to each one of the counselors see if there is a day toward the end of the week or early next week that we can I can get a sense that the majority if not all of the council can be available so we can have a special meeting you'll have time to look over the contract you'll have time then to give a form a decision on yourself and then we can look at that contract you can decide what you want to do and you can respond or you can say thank you very much um uh so I'm going I'm not calling a special meeting tonight I after this meeting and I'm going to be trying to reach each one of you and find out is there a day that is best and I'm going to make have to make that decision then I will notify the city manager of the special meeting time the other option which I know some of you know is three counselors can call a CH special meeting without me but if you do not do that I intend to call a special meeting after I determine what is best for this Council thank you when do you estimate for you know it's like the mayor said I mean we are we are really getting into the crunch time on this thing to get her here if there's a big problem with negotiating her contract on any issues you get stuck on you know preferably um you know I I think we probably got to have a meeting around the 10th which is on a Monday you know this month to resolving issues I don't have it's not that I don't have any faith we be able to work it out by email I just would rather that prop with the best process as the mayor stated with the inperson here talking to her you know and going because you some of y'all have different opinions on parts that not and talking to each other I was not intending that she be in that meeting that was a meeting for the council to decide if they want to accept that contract or they wanted to offer her some variations in that contract that is why I felt the need I do not think she should be in that meeting I think that that should be a meeting for the council and that's my intention if uh Council decides that you would like her here by all means I've always found it a little unsettling to have the person that you're talking about be in the room while you're talking about salaries and things like that that you're going to offer it it can get difficult so it is yes I yield the floor to councilor I just a question because this is my first go around um is that meaning public that we would have she can attend if she desires referring to an invitation we expect you to be there kind but if we're trying to negotiate a contract with her can't do it without her yes we can just like she just did except we would be going back and forth back and forth that we're in a h just like we have always done but we're in a hurry well we're not that's why we're trying to move the the process forward I think the best you guys do what you want I will call a special meeting if you do not do it if you want to choose a special meeting for her to attend I don't care I want a special meeting called I do not want them to go down to the 18th and then we have six days well if we have three council members that are in the you can do whatever you choose counselor then you can do whatever you choose yes sir are the other are the two people that have the hardest time get here I Ava for your information our office 11 she we would have hard time being here there are three or four of us that are not going to be in town we're going to a legislative meeting in on the 11th and 12 if I may there there would be an attorney here on the have a c meeting that night okay so we could go to the other room but um somebody would be planned to be here from Walker Mr Walker doesn't know so what I what I will also add is that uh Miss bodette has done exactly what we asked her to do this Council has asked her to take a look at this contract right into the things that she wanted and send it back to us and that's what she is and I I'm kind of thin skinned I have no problem sitting in a room and negotiating a contract with somebody and I don't think Miss bodat is going to be S again night that we do it when we discuss raises for you I think she needs to be here to move process along but I do think that the council should be in agreement before we ask her to sit in front of us we should not be discussing and then with her sitting in front of us I think we need to be agreement with each other we need to be what we're going to offer what our top number is or any other concerns that people have I think we as a council should have that in place before we ask her to come sit in front of us so if we meet at 6 we could say tell her seven that gives us an hour to go through it these meetings have to be held under the Sunshine Law she could come at six if she wants to okay got problem with it but if you offer her seven then my guess is that's what you do that's again the law is that she she is able to come to any meeting this count so what did you say about her highlighting the the salary yellow so the salary was was highlighted in yellow um was not highlighted in yellow which she accept it what it was highlighted okay so all right so everything that was highlighted were all the things that were left blank for her to put in the contract that she desire I don't think I've seen that contract yeah it's it is definitely highlighted everything that we asked that we left blank because I saw the blanks and I actually went to city manager and said what do these blanks mean and he said they are blanks for her to send what she would want to take the job and then it is up to the councel if you're not if you're willing to accept what those are there's no need her special Mee tell me we're going to accept it and I'm done well no it needs to has to be negotiated with her no she has made the negoti she made an offer to counselor well I haven't seen that I'm sorry well I'm sorry we have so she made it I'll make sure she made it are you g to argue with me about it I'm sorry I just want to know what it is I don't know well I agree I'll I do have something that's highlighted in yellow that it has what you're talking yeah I don't have where Sal he has I haven't got anything to do with salary at all I only have two things that are highlighted in yellow and it's only a very brief and I got that's this afternoon that I didn't had to seen before I got here because I've been hard to find I had to call the city manager and help me have him help me it says there are three attachments but only two are showing I only have two and if you press the the correct place it will bring the third one up so I'll I'll resend it I don't know are the things that she's asked for um so let me resend it and you can look at it but yeah there we do have one back for her that does have this salary as you request plus some other benefits um some are less than I got some are more um so it's kind of cross the I don't know why I didn't see any highlight I only have two highlighted sections yeah that's not and I have two attachments and I also have her letter does it say there are three attachment but only shows two because that's what mine did it does not say how many there are because mine came from Terry forward from Terry and there's two attachments and then there's the offering of deployment which did sign and S back that's what I have that's the city offer of employment is the third attachment I believe okay I do have that but when I pull up the agreement that's attached there's something El in it so when I pull it up online too using outlook on the phone which I don't like um for some reason that's not highlighted guys maybe it's the Outlook that you're using on the phone so I'm using work yes sir you and I we we pulled it up went over it and I try that yeah so it formats a little differently the way I'm looking at it here because I know I sent the contract so um should we have a special I guess the question is should we have a special meeting so that council members can discuss her return turn contract have told them and I will reiterate it to everybody so maybe I don't have to answer the question so often we will be doing that in Spring not in Winter and we when when we have decided a time I will do my best to get the city to get us a dumpster and try to get the young people and the old people uh available to do it on a Saturday Saturday and they can participate if they choose all right thank you thank you sir right all right item six new business resolution 2025-the quot it in their quote dated January 1st 2025 to sanitize and clean the entire city hall air condition system authorizing appropriate parties to sign any documents required to execute this agreement on behalf of the city of Willison and providing an effective date utility director Jonathan Bishop thank you sir so with the duck work we've been fighting it since basically cityall is open and we've tried everything we can um to solve the problems ourselves and all the people that come in are uh this is what they're suggesting they're all suggesting basically the same thing every time it's just time we need to do it okay look at the vents up top they much we clean keep any questions they told me where the money was coming from that's all I was looking for when I was reading my packet no how much it was where the money was coming from you didn't want to know what the name of the company was well it said that in the packet I knew that okay can we also include the police department in this quote or is it something that we have to do separately separately okay all right where where was the money so the uh maintenance fund the maintenance fund would be half of it and the other half would be for a fund that we we that's growing for GPR unit should be able take it out of that appr okay thank sir anybody legislation to provide a public record exemption for municipal clerks and employees who perform Municipal elections work or have any part in Code Enforcement functions of the city and providing an effective date [Music] um okay yes yeah Mr President I'm handle this on for lutricia so you know a lot of people are covered under the uh um fla State Statute uh information like myself and chief rols police officers you are protected their addresses uh children's addresses employment addresses home addresses telephone numbers all kinds of stuff um actually the HR Director for the city uh also has the privilege of having that kind of protection what they're asking for is showing uh support in the form of resolution that they uh they provide also that protection for City Clerks because of the job that they do I know one time there was actually some numbers that went around of the number of salts of um workers election workers people like that you know from the public and as you know our city clerk does handle our elections um so you know we we would like to have yall support uh in passing this resolution and support of that as they move forward to the state legislature requesting them to be added think it's a good idea I do too so um they probably ought to pass one the city manager but these already protected yeah all right council do we have any discussion I move approval of this is a a road that we will never improve we've talked about this um city council I think has promised that they would never improve this um so we just wanted to go ahead and help them vacate this so that they could um move on with their lives and and use the property we do have Blake here who can answer any questions you have about the specific location and I guess why they're going to why they're asking for this now don't forget you guys already did approve the vacation of the top of this road for Laurel Point remember that last year okay so yes I'm here to answer any questions it's uh the the furthest North 30 feet of uh the parcel the drive-through bank is on it used to be 60 foot you gave 30 foot of your RightWay interest back to the owner to the north of the bank and now the bank is just asking for their 30 foots to be deed back to them because I don't think like like she said I think uh you've had a RightWay interest since 1993 and I don't think it's ever going to be turned into a road I also had conversations with ethes and white Hurst and I don't want to speak for them I think uh We've satisfied their concerns they still have a private interest of this same 30 ft they don't have an interest on the on the property to to the north so they didn't have the 60 flot they still have a private interest in this 30 ft so even when you vacate the Public's interest to this 30 ft uh whitear Cattle Company which is the property owner to the West still has their 30 foot to come across this same exact 30 foot that you're vacating on behalf of the public you you vacating it does not affect whitear cattle company's interest in in their access as long as everybody's happy that's all but have somebody build something on it Mr on on the across the rway uh whitear cattle companies easement interest would allow them to uh to keep somebody from it's just like the the power company having a an easement across 30 foot they can keep you from putting a building under build the correct the bank can build everywhere except this 30 foot they've got to keep that 30 foot open um and that that would be white Hurst um ability to say no you can't do there still have that ability they had that ability actually before Parking State Bank deed the city their um their RightWay access white Hurst when they deed to Perkin State Bank had reserved their 30 foot so everything that the city's done taken their 30 foot going to give it back has nothing to do with the 30 foot uh access that whitear reserved to themselves six months before perk State Bank gave the access to the city so if they did a survey it would show that access uh the surveyor does not go do a title search um to to show all of the easements and access having to do having to do with a piece of property if the documents if the official records were provided to a surveyor yes he would put that 30 so it's the title search that would find it correct okay and I I'm this this is not a title insurance policy but I looked at it enough before I brought it to you guys to know that white Hurst wouldn't lose their access I wouldn't want to bring it to you without me having a conversation with Whitehurst first if they were going to lose that accent so I researched they didn't know that when they first talked to me I sent them to you I think I've sat they're not here so I think I've satisfied their concerns concerns that I ask about pretty much every week I'm happy and thrilled to tell you there is a volleyball net in John Henry park and it looks beautiful um thank you whoever got that done thank you very much um and I would I know I've talked um also with utility department I know Mr Bishop had talked U with fdot I don't know what the standing is on this and I just want to know so with fdot they said absolutely not um we could put in a Quest but the answer would still be no okay did they give you any reason they stated safety they didn't think it would would do more harm than good okay so who do they need to hear otherwise from do they need to hear it from the parents of the children that are loading in the bus I can I can start conv what should we do is there anything we can do to change their mind that you know of just call them and keep because they call me every other week just keep calling put any complaints until they was where where exactly is this you remember on East Noble where they used to have a school crossing that went across the street well the a few months ago we got our normal allotment from fdot that showed the number of traffic signals that we were being paid for we also got another one that showed other things that we were being paid for and one of them was that address and Jonathan actually went and checked and sure enough there is an El box that's still there that they are still giving us money for even though we're not we don't have anything across the road anymore so it there are neighbors in that area who have contacted me almost weekly I will say every other week who want a flashing light not across the road anymore but and I actually went to tansia back just the other day and there are four or five cities who have them that flash uh on 27 um on both sides of the road see youing come and going just slow traffic down and I know there's not a school crossing there anymore but there is a bus that loads and unloads on the south side of the road and kids are walking across the street both directions in in the morning and the afternoon and cars are flying by and they just just asked since that box was there if we couldn't get a pole with a flashing light that said slow School Bus loading area or something in that area just to protect those children please Ro they see blue and red FL PL blue red yellow green yes sir every morning if that's what it takes well I know but it would be easier to put even entertain across the street yeah that's pretty bad one L I can't I can't imagine that they would not even consider I can call back up there and and prove it by email and and keep fighting to fight I have no issue with that just say no they say no but well we probably need to send something in writing to let them return back to us in writing with the reasons of why they don't and I can get the parents to to write a letter as well if you need me to do that I can certainly tell okay parent I got parents grandparents and and teachers I haven't had any F from the bus driver but I've heard from teachers as well council member Jones um there are a couple things that might help um the schools could help they could write a letter that their parents are scared and then the parents themselves I mean we could write a letter from our attorneys and from our city managers and Council but if you get the citizens it kind of helps a little bit okay yeah I can put them on that Mr Bishop something else we could consider too is see if we couldn't get to school board to move the bus stop and if we put it in the private Street and there still an issue then we can we can put flashers on our own own street with without permission slips just just a thought the the hard part is they're having to come across the street yes Ma and there's no school crossing because there's no school there you know but there is the bus that stops to load and unload morning and evening right so then maybe the bus gets on yeah that would the only thing else I can think is to do a a uee and pick up on both sides of the road they wouldn't have to cross all right it three uh item three is the RFP for the pesto property at West Noble Avenue and I just want another status of that I don't want it to get all through the cracks people want that all night Diner what would you like to know about it I want to know if there's any progress no ma'am because I've been really busy doing other things and I'm heading that up can you assign somebody else to it who would you like to be assign I don't know project at the peso property at the top of the hill that we now own not no the one that we demolished okay it's a 2 the one they tore down that we have people 21 Acres yeah there are people that are interested in that property and we thought that if we put out an RFP for an allight Diner that we could attract one of the two or three people that are interested in it who are those people so not the one we got no that's a different one we actually we actually own that one already we own this one too we were I was personally working on projects that we were prioritizing like the Florida World water and a few other things I mean yall want me to put more priority on that but I mean that is me I mean we have somebody who's interested in it and we're interested in them coming here or at least I am and everybody I've talked to is yes I've got had somebody for over year that's interested in the property okay is this Laura is this the property next to Big yes no the one next to Big right yeah but of property that was being fored we already foreclosed oned and they go to an auction we we've already done that We Own It We Own It We Own It um when we originally got it um we were just going to sell it and then we decided it would be better we demolished it because it was so dangerous and we didn't want to wait for sale in case something did happen because now it was under our um ownership and then Donald and I last year were um well mostly Donald were working on trying to get something there and then holidays and blues and and broken lift stations stopped some of those things from happening so um we will go in any direction you guys ask us so so I think my my question is not question a comment is is that we could put it out for sale I don't know that we could specifically do a request for proposal for a wart no but you can do all night Diner so we we put an RFP for specific and and the recommendations that we're getting is not to sell it that that the city should do a lease ex and maintain income on it in perpetuity just like we do similar to Out of the airport um and there's a lot of business interest uh two corporations in particular that would fit that description and we've already talked to Kirsten and there is a legal way with the Florida Economic Council and Mr Henry's the executive director there and he was going to help me author that I've already had conversations with him I just haven't had a chance to sit down with him have a meeting get the document finished and then actually go through and do the appropriate advertisement so and I I have no doubt that if Mr Barber says he's been tied up even certain has trust me however I know it's been months and I've asked about it many times well and and let me say a lot of that was stalled due to the fact that we've now got it cleared and you know there needs to be part of the there needs to be specs there needed to be pitchers there needed to be so before we could put it out there was some things that needed to be taken care of before we could put it out now that those are done I mean I can I can I work more president Cox if I may um sometimes Community Development takes a little bit longer because it's kind of hard for us to get to the people we want to get to but um and for them to get back to us but there are ways that we can it doesn't have to say all night Diner there are ways you can bid it out and ask them what they're going to do with it and then you can actually choose what you think is best the council's under no obligation to accept any proposal it's not like when three bids come back that you have to choose one of them that's what legal is telling us it's not a sale it's not an it's not when you're offering a real estate and you have to accept an offer legally this is not the that this is hey what you know this is unless we choose to do that if you choose to do that and that's fine I don't know that I want to be on the property business well that's that's what your Main Street project is you guys getting into the property taking all the old Rail lines and it's taking the downtown that's Acquired and it's maintaining City control so that you manage that growth for specific industry that fits in with your Main Street scope we don't currently own anything now that being leased for no Revenue well that's not true you have the airp you know good and well that's not what I was talking about well I mean it's it's the same concept and that is that is what the Economic Council and that is what JB Pro and that is what was recommended to us to present to you guys was for the city to maintain control of that site and often times it's more appealing for larger corporations like you're referring to to actually do a lease as opposed to taking full ownership of the property well all I know is they came here and they said they wanted to put something in there and we haven't done anything about it and I'm afraid they're going to go somewhere else who's that they didn't come to us Waffle House for they did not come to us I work I worked on them a year and I blew up to Tennessee on my own time I started say they have talked to to us about putting a Waffle House there I didn't say we did it with our money or you didn't go up to wherever but you're the one who told me the Waffle House wanted it yes and they are very much interested so they either do or they don't but but the legal process is we have to put it out for multiple people to have access to to it and that's just what I want you to do yeah and absolutely want all I'm asking is when are we going to get around to that before they change their mind so if I president Cox if I may we'll bring you a presentation next council meeting on the the good parts about leasing and the good parts about selling um but just really quickly just like our utilities have saved us so many times for our found our Founders thought about having utilities having a property real property especially in Florida um this will save you in 40 50 years and I know you guys don't think that way I'm the only one here I'm the planner I think 30 years out but in 50 60 years having owning property Waffle House will be gone or whatever will be gone the building will have fallen but you will own real property and you will save your citizens from some debt or some things by owning that so those are the reasons that planners which we're talking about JB Pro like to own property and um if you already if you already own it why sell it if leases don't work out you can always sell it um and it's not worth a whole bunch right now but in 50 60 years it could be worth a fortune you know um and that is what the main street is all about is is property that we own that we develop and we work with businesses to do that but that is way out of this you know conversation this is just I'm just getting my stuff in there because it's main Street's exciting for me but we will bring you something next next um meeting that makes sense and that we can talk about thank you sir all right so we don't have to do nothing there F discussion with possible action approval to implement school zone cameras presented by Jeff with Noble Global and chief Mike rolls thank council president many of you have asked me about uh bringing Jeff back uh from the presentation that he did previously in the council meeting talking about the schools on safety cameras so Jeff is back here to answer any questions that you may have um and we're requesting after you finish speaking Jeff approval to move forward with this process yeah how youall doing against Jeff with no Global I'm glad to be here again question sir does this camera take pictures other than Speeders is there a picture of every car that goes through that intersection where the where the camera goes just no Pi cor is this on yes just gotta be real close Aaron likes you to suck up to it all right so it is a video system so it records video and that the the still shots are captured through that video okay so the still shots are captured of any vehicle that is triggered by the system that indicates that the vehicle was speeding but it is 247 cloudbased recording and that is that's that's my question because if we had an event it would record anybody that was going through that area at the time of the event and that would be available to law enforcement is that accurate correct he is 247 cloud-based recording that the law enfor that law enforcement rols will have access to at all times so this will only just go through school when schools in session the the violation process will only be active while school is in session the or I'm sorry let me let me Backtrack on that well when the beacon time starts in the morning till the beacon time ends in the afternoon that is when the violation de side of it will be active the cloud-based recording system will record 247 and there are secondary cameras in addition to those can you explain the whole system are you are you speaking of the lprs LI plate readers I'm sorry uh yes so part of the agreement that we would that we offer um it's it's an offer to include on a in this particular case a one: one ratio A Flock LPR License Plate Reader that can be placed anywhere in the city Novoa Global will pay for the in initial inst and were in the city oh I'm sorry Vigilant correct Vigilant um we've come to an agreement with vigilant we're working on we're working through it but they've given us something that we can work with now um we'll pay for the initial inst installation with vigilant for for that LPR camera or anywhere in the city um and then we will pay the yearly fee for you for as long as you maintain a contract with us that Vigilant system that contract would start the time that we start issuing violations I can tell you that's when he got my attention he got my attention when I when I heard okay we're going to have um speed zone cameras video with cloudbased video but when I also heard not only are we getting those for every one of those that we buy we're going to get one of these license slate readers the ones that helped catch the bandits the other night that stole the car would break it into people's houses they actually caught the people when they went to Oka they actually found them going through their cameras because they have the same system um when I heard if we buy two of those we get two of these Miss Deborah yes sir this not buy yeah you're not bu not buy I'm sorry they're free when we when we get two of those that are paid for by the revenue we get two of these for free also corre and if we get four I'm just going to throw that out later if we get four because we do one front and back on no on Main Street and we did another one on 316 going and coming that means we get four LIC light and that's correct that system would be set up to have two cameras in each School Z you haveo Z you would be looking at four cameras and then l and to me that is a no-brain question so so if you can only do it during school zone hour but yet it still backs up to the cloud if you have somebody that you're chasing or whatever is it going to capture that as well and they will be able to use that or our images uh and you saw examples I think in the last one of our images our imag are clear enough that you can capture a attack at any time day or night um so I won't say it will be 100% but more than likely if you know in the time frame you'll be able to capture you'll be able Che rols will be able to see the tag and use that information so you'll have cameras within the school zones on there depending on where you put the lprs those could help too but the way that we do it I think that's a little bit not necessarily different um but not that every vendor will offer it this way we're allowing you to basically not put it on the same pole in fact I've encouraged to think about alternative locations for it going to have those C there so you have the opportunity to have the lprs elsewhere and then yes as long as you know a time frame you'll be able to go back or the the investigator or the chief or whomever is looking into it or or there's a crash let's say there's a crash right at that intersection right there you may be able to catch at least some of that crash you know there so that the traffic officer investigating the crash may be able to go in and pull it up within minutes of of him getting there it will be there for them to to use as a tool investigative tool as well but related to the revenue it's only during that Revenue that specific amount of time yeah so the law require or the law basically allows us to initiate violations uh and again you are talking about 11 miles per hour and above uh whereas an officer can write you know 5 six miles per hour and above and it's points and it's more money school things along those lines it's a $100 fine with no points on a driver's license um Mr Co said it's almost like a warning that costs money but it's you know it's it's significantly cheaper than if an officer pulls you over but it also allows for more enforcement and then what it does in the end is that it is like you said you're not buying anything from us it is violated supported so all the money and all the revenue we do a revenue share with you and we'll take a portion of each of each violation that that will help us recuperate pay for the services that we are providing to the city will which again we're we're we're putting in the polls we're doing the engineering we're doing a lot of the stuff we're putting in the cameras at no cost to the city at all and then Revenue share will help us to cover that cost and then as it goes on we're going to have uh obviously Florida Citizens we are the only 100% Florida based company that's headquartered in here to be Florida Citizens that are going to be reviewing this before we send it to Chief uh in the police department for final review um and we do all our mailings all our bank accounts are right here in the State of Florida so we are legitimately the only 100% Florida based V photo video enforcement VOR is there a warning that is posted there is a warning period so what we like to do uh or what we do um is we do a uh public awareness campaign uh and we provide the city of wilon the chief uh with all that stuff we put on our own website you guys can either modify it use it how you want or put it on your own put it on your own website as well but we do our own public awareness campaigns to let the public know hey this is this is what's going to happen beyond that at the at the start of the program there is a 30-day period where we issue nothing but warning violations okay so for the first 30 days it's nothing but warning violations where again the one you were talking about does come with a pine and it cost that these are zero these are zero doll hey this is about to start what I like to do um with uh with some of our programs is get some buyin from the schools um and we've actually had programs throughout the country where we've had students write letters saying hey wee slow down um we'd like to get that buy into the community as well and I I more than happy to go talk to your school principal to see if work something out to have the students even get some Buy in on this as well we want that buy so yeah I apologize I missed the presentation I got to see it online just really two questions that I have is that you know because everybody's kind of sensitive about litigation when it comes to these cameras and stuff like that so mean company you currently have now is Florida base right correct and you have other people that are involved in this program in the State of Florida correct so I think my one question is is there any pending litigation in any any courts that are challenging The Authority that y'all have to do this um or you know are that's really the question I have not at this time there is not um we there there is always a chance for it um I I I think I spoke a little bit about this last time um I got into this job and I was asked you know why why not why I jump in on red light I said I don't believe the fact of the matter is you know it's a lot different than getting a ticket for rolling over a Stop Bar 2 o' in the morning yeah you're you're giving them 11 miles per hour our system is set up so that there is really no instance that that violator would not have been person actually yeah that's really I'm fine with the whole process I just consern with any current litigation you're facing and then I think the second question then forgive me if I missed it again I wasn't here I mean should this be we have a contract for this we don't have a contract as of yet because it hasn't been approved but there will be a fiveyear contract with Noble Global uh which Jeff could talk about a little bit more throughout that contract it cost us nothing yeah no I think it's a great idea I'm just curious if there's a contract coming because you're asking for approval to implement it but you know basically these kind of things normally require y so there's a couple part there's a couple parts of this process that we have to go through number one is obviously get the approval to move forward with you into contract negotiations but there also needs to be a part where an ordinance is approved as well so we we to get that ball rolling we we would we would ask the council for approval to start moving forward with the contract negotiation as well as the city ordinance so that you guys can move it forward and then hopefully you know you need two readings obviously for the city ordinance hopefully time we get to that second reading we can also have contract at that would be our so let me just clarify so you were talking about mileage over so if the speed the school zone is 20 20 miles then they can go 30 miles in the school zone before it is triggered yep 31 30 they can go 30 the law is 10 Noble Global uh set their program up give you 11 that correct Jeff yeah so there's no issues and and most vendors will set it up the same way just they don't want those issues where where a mile hour having issue so and again what we're doing we're doing not only the radar but we have the algorith set up measure but yes it it would be it would be triggering at 31 during beac time and then obviously during the normal speed Li while kids are Ino correct correct yes the the the one of the pluses of the system is by law of police off can write you a ticket doing five miles over okay in the screw Zone with the cameras you have to be doing at least 11 by by state law before you can receive a ticket uh if a law enforcement also stop you for speeding the screw Zone it's two three $400 plus points on your license with the system that Jeff have is $100 no points on your license at all it's it's clean $100 whether you're doing 30 31 it's $100 more importantly there's more saturation as as being what is most important is that you'll tell the mayor where these lprs are going to so he can put mud on his P well the lprs themselves are going to be that's going to be up to the chief's discretion on how they're used but more importantly they are for an investigative Mr Mayor I have no doubt that you're going to be doing absolutely nothing wrong within the city of Wilson and you have it before I am sure so the license plet readers you could put them along yes sir the the LPR is if we approve this process and we get the lprs lprs can be placed anywhere within the city that we want them uh and as you all know we've used those multiple times we have two now and uh during our investigations they have just been phenomenal because we've been able to identify the vehicle uh we've had alerts from other counties that have entered vehicles in that system saying hey we're looking for this car when it peens on that LPR it sends us a message hey that car just went through Maine and noal uh We've utilized those cameras so much and as Miss Deborah spoke about the stolen vehicle we had here in willston uh local police department has the same lprs and was able to pick the vehicle up on a LPR camera and made the arrest of three individuals okay any other discussion so then how do we decrease the speed which speed in the school office you me below the 11 miles an hour yeah I mean if you have if it's 11 miles an hour then other than officers sitting there like they're sitting there now it purpose other than the tag the cameras for the T yeah well the officers can still sit there there's nothing that can stop that will stop the officers from still being able to sit in the school zone the speed is set by the law by the state law that says with with the camera school zone cameras has to be 10 miles over the speed Lim um which we did regardless of location yes we did a speed study and I think I presented everybody with the speed study unbelievable even at 11 miles hour we still had hundreds of violators over the 11 miles hour in the school zone and I don't remember what and they'll learn real quick that the camera is there and I don't think they'll do 11 over they'll be creeping no they won't they'll do do like most of us and go 10 and then you know you're still speeding in school zones that you still can hit kids and you know granted if officers are there but what happens if the offers get pulled away yeah well that happens that currently happens now also and and and I know there's nothing you can do about that because it is state law but well I'll tell I I don't mean to interrupt you but I I will tell you that our systems have proven to be effective and just because we tell you 11 miles per hour and that's what the ordinance is supposed to be the fact of the matter is that if somebody's going at 2 o'clock in the morning and they have Google Maps or ways or one of those GPS coordinates and this says speed camera ahead that's what's going to say it's going to slow people down even at 2:00 in the morning so the point is the people that are paying attention the point that the people that care uh you know the citizens of willon people that care about the community and the people that are worried about getting violations are going to slow down to that St um and we typically see it now for the ones that don't care or are not paying attention or wor on their phones or not citizens of Willison because they're passing through well citizens of Wilson are are going to be yeah it's going to be your it's going to be the people cutting through a lot a lot of these roads see I believe 100% that the community buy will be there to slow down in your school because you're saying yourself you want to D slower you know can you get the speed limit in the school zone reduced to 15 so the trigger speed 26 that's going to be between you and FTI but the fact of the matter is uh it will be effective even at 31 um because you're going to get people slow down just you know people that that see it are going to slow down I mean even me who was a former law enforcement officer still when I see a police officer up there I'm still going to slow down or whatever it may be you know I'm even though I know I'm not speeding I still take my foot off the gas and the fact of the matter is you're still going to see that same reaction a lot of times once people realize there's there's cameras in here because God forbid somebody gets hit and they're doing 30 miles per hour you know that that can be used you know that can be used against them later on so um it's I think overall just the cameras there slow most people down we're still going to see violators throughout the time we have this contract with you um I don't think it's ever going to go to zero but we've seen significant decreases in the areas I think Main Street will go down at least 70 80 85% um of the Speeders uh I'm hoping that we can see similar results on the county road but you're going to see a significant decrease of at least 50 to 60% you're just going to see you're going to end and that's going to be over time it's not going to be an immediate um usually typically in the first 60 days from the time we start the public awareness campaign time go through the warning about increase in mostes you know you're talking about a cut through road that goes from outside the city that people use to get to the other side somewhere else I think you see different results but the fact of the matter is it's still there people that travel that road on a regular basis are are going to learn and I would also add to that that I would say 99% of the time we have not seen a violator get a second violation within that same off you can speed through that's going to be that's going to be up to the chief to keep his Patrol you know to keep doing what they've been doing all this time so um that's going to be up to them but as far as our cameras go only during school hours or only during Beacon time Chief are you looking to put up any signs saying camera any or they have to be we we do that as well all right never I think that's what I was that's what I was asking before and I didn't get that so I was just like okay that's what I was asking yeah so the polls that go in as well as the the signage uh Council I have present would like to present before you a request to purchase a DOT Dart uh firearm simulator Dart stands for defensive arm Readiness training it is a training Simulator for firearms um as we all know just from today uh that training and law enforcement working together is a critical part of safety in our community uh we must not assume that shooting a qualification course twice a year in which neither the officer not the target moves will somehow have our officers trained up for situations that they may encounter uh by using this system we must stop the idea that training twice a year or once a quarter or every month is going to somehow make our officers better long time ter long better long terms our bodies don't work that way highly trained and always ready officers are re from realistic training is what saves our officers lives with this the use of this system uh we will be able to use that day night raining cold doesn't matter it is a small video screen that interacts with the officers and officers can interact with the individuals on the screen uh teaching them those skills that they need when they enter into buildings or schools or whatever on different tactics that they can use to protect themselves better and protect the the citizens that they're going in after uh this tool I feel is very valuable to to the police department as well as other employees that we have here within the city that are also authorized to carry firearms they'll be able to come over and use this simulator to do different trainings so they can learn how to properly protect themselves as well uh the price of the simulator is I was able to work a deal uh the price of the simulator out the door is $10,000 now with that being said there's different options of how we can do this they have a monthly payment plan uh that we can do for 36 months for $37.79 or we can pay for it in full which I've already spoken to Stephen on both ways of doing it and he has approved I think he may be online tonight he has approved uh doing it either way either doing a lease program are panning out and full now I would suggest that if we if if you approve this and we move forward with the system I would suggest that there is um safety grant money that we we be able to utilize of $6,000 to also help offset the cost of purchasing this firearm simulator is that right L yes Chief you guys remember every year we have the fmit safety grants and typically we bring in things like um the airport does a lot of wind socks and things like that and it it re um ups every fiscal year so we have our $6,000 one is usually for equipment PPE and then one is for um things for the um employees training and things like that so I think we can use both both $3,000 grants for a total 6,000 and just you know offset this pretty well and not only that uh I thank Jonathan Bishop he's been so gracious that uh he's he is uh he understands the importance of getting this system for his off his people as well that are are authorized to carry firearms and he's also offered to chip in to help purchase this simulator thank you jonath so I just request permission from the council to be able to move forward and purchase the system well I got to see this police chief rolls I was by the station one day and uh got to see it what I found that was neat is correct me if I'm wrong you could come in and photograph city hall and then the officers can basically be as if there's something here they would know the layout by heart but they would be able to go through here and there they could do schools different businesses and things like that to get them train on correct yes and the system is small enough that we could also move it like if we wanted to do uh training inside of City Hall we can take the system and put it in a room and have a shoot don't shoot scenario which I would love for all the council members if we get this approved to come over it and and you know do this on this on this yeah on this machine uh so it's it's portable we can move it or we can have it set up which my plan is to set it up upstairs uh where the room is you know kind of darked out so we can do our training up there and the officers can go through different scenarios where we have people running across the screen or people running at them people with knives people with guns so we can train those skills and honing those skills that they need when they're encountering these type of situations right now in order for us to do that is very Manpower intensive and it's very expensive because you have to have overtime the pated people will come in and you can't you will never get them all in at the same time because some of them have to work the road you know then you got travel time and then you've got all different stuff that's tied into training which we all know training training is expensive uh plus it will eliminate some of those hours that we need to spend out on the gun ranges shooting off expensive rounds which we know ammo is very expensive so when you add all those things up in totality you're you're coming out cheaper on the back in by having a Similator because we can do it anytime we can do it while you're on duty off duty we can do it when it's raining it doesn't matter we could come in and hone on hone in on those training skills that those officers need when they're out here doing their job and that's what's most important um I think it's a great investment I just um real quick so I know this 6,000 from the Grant and then Bishop's going to contribute how much so that's an ongoing conversation we're talking about for a help me there for the uh up training in the future for the different things you need in the future so absolutely we're willing to play along but right now there's not a dollar sign for that okay so I guess my question is just how much money is it would it come out of the police budget would it yes yes yes got it never mind thank you so Miss Martin they have to purchase it before I can get the money it's it's a refunding type of Grant so they he he needs the movement for you guys purchase it and then I put it in and with the receipt and then they send it back the question I have is is this enough I mean are you going to I know that we talked about simulators before in this one and I mean are are we are are you getting enough or do you need more or is there I don't want you to settle interactive one yeah yes we can we can set it out where people will come charging at you with a knife or whatever and also has the shoot uh and the answer your question is the system is upgradeable as we move uh I just want to get my foot in the door and once I get my foot in the door then we can as time go on and more revenues you know collected we can add on different things like the rifles and different things of that nature so okay I just want to get the foot in the door right now and then once we get the system up get it running you know as we see things that we need we can always you know buy that stuff as we move forward but thank you for that question so how large is the screen the screen could be the screen could be as big as that wall is that the one that you're looking at I'm just like Sim how are they going to see no it's actually large it's actually a projector okay so you can project it on any wall wall or any screen that you want yeah I I can tell you there's probably no better training we have when it comes it's really important for discretionary yes and you can shoot up to 10 people on it at one time so but we're not buying that many guns to go with yes sir I would just like to add that we we had one of these same simulators um you know in our unit in the Army and it was uh it was pretty awesome training um especially when you're you know you're going down rage and you got civilians that are potentially a factor and you don't know their status whether they're friendly or Foe um and you can like chep roll said you can set up millions of scenarios um and you know language barriers all kinds of stuff it it is it's great training and if he wants to leave it at the airport I'd be okay with that I might do that a nice place right yeah got air condition you know what man I might take you off on that I make a motion that we approve the purchase of the dark training second relationship between the PD and Le County Sheriff Office was absolutely phenomenal not only with Sheriff office we had FHP out there we had uh Levy fire and Willison fire found out tonight that I had somebody in the woods that had our backs as well Mr Jimmy Willis uh and and the support and the the understanding and the patience of the citizens and the parents that were there waiting for those kids and waiting for our our final outcome was just phenomenal you know and I put something on Facebook about that because that was the parents and and family members conducting themselves the way they were made our job easy because we didn't have to worry about securing the scene and trying to control them at the same time so it was just phenomenal all the way around thank you Miss Deborah for getting it out in City Hall I think I talk to you Mr cops as well uh because I knew the phone calls was going to be coming in and you guys are going to be getting them but uh it was just a phenomenal event um thank God nothing happened but it was a it was a great opportunity for us to see how we would respond if it was an actual scenario so uh that was I just wanted to let you all know that the partnership between every body was just phenomenal got a question see that you're saying about different ones do we have do you have like a u person who would s like send text out you know U to the city manager Council maybe department heads and and keeping us informed of what's going on so that way there we can you know to be able to advise people right well I had you know I created that text group y unfortunately I was busy so I couldn't get in it so that's why I just made a quick phone call to a couple people just let you know what was going on but yeah I can I can create that group and add those people into it or when we have something like that you know give Arizona maybe access to it where she can go ahead and send out a message to everybody if I'm busy uh but yeah we could we could definitely do that definitely but also and I can't leave without saying this um the dispatchers not just at Willison PD but at leevy County Sheriff Office they did their thing you know that's a stressful time I'm sure in their in their job status that they hear somebody's possibly at a school with a gun uh they did a phenomenal job of getting that information out getting the resources there that we need I've never seen so many Levy County deputies since I've been here but he came from everywhere you know so uh the dispatchers did a really good job of maintaining control and answering those phone calls that they're getting from parents while they're still relaying information to us that's vital to what we're doing so I have to give the dispatchers not just my dispatchers but leevy County Sheriff Office dispatchers a a big shout out for job well done so this was a simulation training no this was real oh well you said if we had had an active sh so I'm trying to figure out what actually still went no I said if this was good training for us if we did have an active shooter we know how each other is going to respond and how we need to maneuver with each other so what happened I still don't even know what happened oh well there was a there was a call of somebody possibly possibly on the screw grounds with a gun okay I never got that I was just curious as to and when you were talking I was like okay so was this simulation was it okay so was an actually dance yes ma'am well thank you and yeah right well I'm sitting up in I missed it but thank you to you and your officers and everybody involved and thank goodness it wasn't you know like other schools have had yeah and it was great to know because I was getting texts from the community saying you I hope you really know how many parents were on the side of the side of the road that was armed and ready to back you up you know scary that could be scary I saw that on Facebook yeah I thank them for being patient sure but uh yeah I thank them for being patient but they told me we got your back Chief and I didn't ask any questions cuz I didn't want to know I'm sure some them got bigger guns than we got
