you choose Lord our country has once again come through a very difficult election season and Lord that that season has shown us again the Great great divisions within our country and Lord I just ask you to help us to heal to love one another to treat each other with kindness and respect in all we say and all that we do and Lord I especially ask you to be with this Council who has got to make difficult decisions and difficult times and have information that the general public doesn't and it's difficult to understand the reasons but Lord I just ask you to give them the wisdom that they need to do the job that they have agreed to do and I ask you to be with our Police Department lord it's one of the finest police departments anywhere in the area and our fire chief Lamar steel who is in about and I think all these people should hear Amanda has become a leader both in our flame class and in high CU what's a Plame class [Music] that's not what it was when I was a child she is quick to step into the spotlight I saw the way you came right up here very impressive you're not easily intimidated are you but also helps to guide peers that are struggling Amanda has excellent grade and a great attitude all around good job could I have a hand for this fine young lady Miss Amanda do you speak Japanese well how are you going to eat at a Japanese Steakhouse I would like to offer you this from Shogun and they're they can speak English there by the way so this is a free meal for you uh from Shogun one of our finest restaurants in my opinion I've eaten there many times and uh this is awards by mayor Charles Goodman and chief Mike rolls the officer godkin and godkin and officer Goodson and Jack for test test I'll start off first uh with the case uh that started here um with uh officer Goodson working a signal 10 case from one of our local churches here in town uh on this night y'all can step in if I say something wrong on this night we got a report of a stolen vehicle uh the vehicle was later involved in a crash uh the suspect cleared from the vehicle uh later on uh do great teamwork and great communication officer Goodson and gin dokins notified Deputy Jake Morris from the Le County Sheriff Office uh Deputy Morris was coming through town and seeing somebody that matched the description of the subject that they gave the information on uh he engaged the guy the guy appeared as if he was going to come and and do what officer Morris advised him to do it and then he fled on foot foot chase ens sued between uh uh depy Morris and the suspect some things transpired between that foot chase I don't think I'll tell that part because I don't want to embarrass him but uh Jason and uh Stacy came and gave Chase as well of the suspect at which time he was apprehended uh they went back continued the investigation not just of the stolen vehicle but when doing this foot chase they also noticed that the guy was carrying a backpack so he dumped with backpack over near the little ones daycare center they went back and found it the backpack had uh US currency 98.9 grams of marijuana and a ski Mass so thanks to the great work with these officers and the great teamwork that we have with the Levy County Sheriff Office this is one bad subject that's off our streets that we hope and pray that the justice system uh does him some good and when he's rehabilitated and he's back in our community he will be back doing something positive and not negative so tonight I want to present these officers with these letters of accommodation Jason genkins Stacy Goodson and Jake Mar thank you congratulations guys great job uh this is just some of the examples of the great work that uh our officers do here in our city uh and it's also uh contribute to the partnership and the teamwork that we have with the leby county sheriff office uh off Deputy Morris is assigned to this area but not only is he assigned to the outside perimeter of the city of Willison he also comes inside the city and works side by side with our with our men and women so we really really appreciate that working relationship we have with Le County Sheriff office and we thank you for what you do uh for our city this CL okay the next uh certificate of accommodation will be another case involving these same three that's why they're still here officer dokins also Goodson and Deputy Jae Mars I don't know if any of you read it in the paper or seen it in the news about uh a vehicle that was stopped here in willston and it was later connected to a gas St ring uh in several different counties well on this on this particular night uh officer genkins drove by the marathon on the east side of town and observed this vehicle at the gas station and it looked suspicious to now here's the kicker of it the gas station is not even in the city but because of his dedication as a law enforcement officer he noticed some suspicions and he said I'm going keep an eye on this uh which is what he what he did unbeknownst to him that vehicle that was attempting to steal the gas had two smarter vehicles with them so somewhere during the during this incident they must have notified him because all of a sudden he fled off he SP off at a high rate speed coming into the city of willon officer genkins was able to establish probable cause the stop vehicle he made the traffic stop when he made the traffic stop the suspect fled from the vehicle they gave foot chase uh he related information that officer gon and and Deputy Morris who was out B informed observed the subject run out of the woods and jump into one of those vehicles that was waiting for it uh they conducted the traffic stop on it uh officer go genkins came and identified that that was a subject that was driving that vehicle and he was taken into custody now it sounds like something very simple but what it actually turned out to be is that this vehicle had been involved in gas St uh stealing gas from gas stations in Maran Fernando and Levy County it was quite a unique operation they had uh the vehicle was equipped with a a gallon tank uh about seven pumps and batteries and in the middle of the vehicle was a big square hole cut out where they can drive over the tank pull the lid off drop the holes in like they're pumping gas and suck gas out and fill their tanks up so it turned out to be an elaborate uh operation and because of their commitment and their dedication to their job we were able to get this suspect off the streets in our city again and then our County and now we're able to help other counties closee their cases as well now the funny part about this whole story is when you look at the photo which I wish I would have put it up uh it was hard to deny that you were still in gas when you got this long black hes sticking out the bottom of your car and as you're fleeing away from the officers the hes back there flapping around so it's pretty hard to deny that but these guys and girls once again in working together for the betterment of our city and for the betterment of our County was able to take this individual off our streets and now I want to commit I want to I want to compl them on a job well done and I want to present them with another certificate of accommodation for their great teamwork and their great effort and preserving and protecting our our city and our County so officer doin thank you sir [Music] also ja Mars now also I want to present uh Deputy mors one of our challenge ons from the Willis Police Department I don't know if he's gotten one or not but but I'm going to give you one sir because we really do appreciate you and I appreciate you working hand in hand with our with all men and women at wion Department I got one more thing uh and this is for officer genkins and I'll read it real quick and it's from the sheriff Bob Mallen uh it says letter of accommodation for officer genkins dear Chief Rose I was made aware of a traffic stop officer gotkin made after seeing a suspicious van at the East Williston Marathon upon the traffic stop suspect played the suspicious vehicle however an arrest was made after officer Dawkins was able to identify the suspect as the one that fled from the vehicle in the traffic stop the suspect van was equipped with large F fuel tanks suction hoses fuel pumps batteries offic s goin's investig investigative efforts led to probable cause for the traffic stop which revealed a fuel theft ring from Maran Fernando and Ley County Sheriff Office offic Goins could have easily overlooked the van especially with it being outside the city of Willison this letter accommodation is to officer gokin for a job well done please extend my thanks uh my thank you to alkins for going above and beyond and said that is easily just gone over our little municipality because of the diligence of our officers solved a case that multiple large counties could not solve they knew the gas was gone they didn't complain about everything but hey I just want y'all to know I want to say thank you Jonathan and Donald I just never seen John Henry so good I usually have to call City to have clean out the dish by my house or anything just everything doesn't carebody Okay anybody else okay Mr P I'll go ahead hi yes good good evening ladies and gentlemen of the city council my name is Dave peso I'm here before you on behalf of my father Michael peso uh he's been a Willison resident for almost 50 years I think uh most of them very productive member of the community I'm sure most of you know them uh unfortunately about 12 years ago his wife tragically died of cancer Rebecca peso she was also a very important part of the community uh that truly devastated him in many ways uh she was his backbone his right hand she handled many things for him especially administratively much of his business and properties so when she left him it was extremely overwhelming devastating for him and unfortunately he let his pride get in his way and didn't turn to his children for help which of course we would have and that's why I'm here before you today uh because of that you let many things just deteriorate uh you know he he's in very bad shape now to say the least physically emotionally his health is deteriorating uh he has diabetes heart disease and just found out early on set Parkinson's uh I'm sure some of you know he wanders around the the town ends up in bucka bees and you know he has uh PTSD a Vietnam vet and uh you know I hope it's not bothersome but he goes to everybody and tries to ask them a they a vet and to buy them lunch there and you he's he's just not uh you know he's half the man he used to be luckily uh the VA has been an amazing help to him you know with his problems physically and mentally and as much as they can so you know God bless them and thank God for them uh me and my siblings now now we're more aware of what the situation is how dire it is are working on getting all his Affairs in order uh which brings us here to help and bring uh the properties in town uh that uh I guess have been bothersome and a mess that we we personally weren't aware of that's been going on for many years and we like to uh you know met many people in the town have been very uh helpful and guided Us in the right direction to what we we need to do to try to help fix this situation and uh you know we like to fix whatever is needed any violations that are open or you know bring them to uh be an appealing part of the town and become vated by you know flourishing businesses and be an asset to the community not uh an Isa or a detriment so uh you know I'm I'm here with my hat in my hand and that jquest you know whatever you guys can lead us in the right direction that you know we could help our father you know and the latest stage of his life to uh you know help a really decent man that's you know bought for his country in Vietnam and he he doesn't mean any harm and he just want to make uh the last year of his life as you know comfortable as possible as you know less stress and less bothersome to you guys as well thank you for listening for my my story thank you I'm talk speaking to the president now I I would make a suggestion that he he the son call the city clerk and give him his contact information so that we can see uh what steps we can take and what we are not already in the middle of doing which the attorney can answer that I I spoke to attorney kren beloo and she recommended that I could to to resend the one uh pending court case which is that one the one property that was uh I guess knocked down that you guys had a knocked down because the I guess the weather made it very dangerous and uh you know maybe we could pay whatever the cost costs were I also spoke to Laura Jones about the six other properties that have the violations as she said it wasn't yet in the Court's hands and uh if we uh tell you guys that what what our plans are with those properties and you could bring them up the code and get them out of violations and plan to you know lease them and make them a you know a fruitful part of the the the town in the community that that would be something that they would be uh accommodating if I may Mr President um I think it's helpful to think about um the peso properties as uh in three different categories so the first category is the one that we really can't do much about right now it's um I think known as the pond drop property it is already owned by the city so so that one is sort of gone through the entire process not too terribly much we can do about that right now unless we get a fair market Price and sell it back uh the second category is cases that are already in a filed Court litigation um that's one of the properties that's property across the street um so we already have a case filed on that um Mr PES was defaulted we're moving forward with a default final judgment it's that case is very close to wrapped up um at this point you could um for that property tell me that you no longer want me to move forward with that litigation that's within your power that's what you decide to do or we can progress as we have and then there's the third category which is cases that have been authorized to go into foreclosure suit but have not yet been filed um so you could also advise that you do not want to to file you want me to wait to file um you want me to move forward with filing it it's very much up to you but those are sort of the three categories of of properties that you have um in this area and your options within those categories if that's helpful very much yes Mr Mayor thank you Mr pres I have known Mike PES over number of years and he is a contrary typical man he also loved this city for many many many many many years he is as his son told you has went through a great deal of things I have talked to him several times we have been trying to the police department and myself have been trying to get him to help he needs he gets angry I submit to you that he is a Vietnam veteran who suffering with PTSD as a result of his service to this country and I stood up for him in the past and I will stand up for him now I understand the city had to do something because he would not work with the city city had tried forever to work with the man at least now they have cooler heads and evidently he is giv his children the goahead to try to resolve his issue you cannot deal with Mike peso because he is too schizophrenic I would not call him volatile but you can I would I would call him schizophrenic he is the nicest man around and he gets really really really angry and uh so I would suggest that it would be in the best interest of our city not to continue in this foreclosure that I was never fond of in the first place but I understood because you could not work with him I could not work with him I could you know he never gotten mad at me but he would not listen to me I now we seem to have cooler heads and I ask this Council to please consider all of the facts not just some of them thank you Mr President if I may before um I know I know that this is um supposed to be public announcements you know it's not supposed to go on as a discussion um if you would just give me and kst a little bit of time with Mr peso the sun because there are some negotiations that could happen that could be extremely beneficial for both him and us um we were planning on doing a little bit of work with portion of some of those properties for our parking lot and we would still really like to have a little bit of that so without making like serious decisions tonight um if you would give us a little bit of time to talk to them because we probably could even out some of this pricing for them a lot quicker if we could negotiate a little bit of this I was also going to make comment that the one that's already in process which I think includes the property you're talking about yes ma'am I'm not sure that we don't need to proceed with that because we've already gone so far because now he would need to pay the legal fees as well and if I remember right and I don't know who can tell me that um I think the the demolition of the building was at least $60,000 I believe it was close to 40 I think it started that but I think it went to like 57 something by the time we got okay I'm not positive but I believe that's the case with these legal fees on top yeah I don't know that M that m Mr peso the son who's online would want to pay that in order to get it back I'm not sure that it would be worth his while uh but that's something I think we could at least make him knowledgeable of MREs work with yes Absol absolutely and so when when um Mr PES the son and I spoke um it was sort of my advice to him that if he had requests of this Council things that he wanted um he also consider that you come here in public comment um we can get it on the agenda for somewhere in the future we can also negotiate Laura and I obviously before we come to any agreements you all will see them you all will approve them and and sign off on them so we will continue to work so that's sort of the general consensus that um we're going with right now and I wonder if they have power of attorney yeah they were getting it um I'm not sure if they've gotten it but they were definitely trying to get that because if not walk Walker Bullock is work on it now I think he's going to meet my father Aaron this is Donald I want to speak that's good news yes can you hear me yeah go ahead Donald uh just want to remind the council that you guys were in the middle of a project that was put out um it's an almost million dollar project across the street and there is a difference between 47 parking lots over there and 74 and so I really highly encourage you all to let uh Kirsten and Laura move forward with negotiating so that we can make sure that the contract with wilt who was awarded over there for the parking lot work and the utility work is not delayed now we need to negotiate or continue with the suit with the with the law either one that's been filed I would encourage you to proceed that would be my opinion obviously you guys can do what you feel necessary to do but in regards to some of the other properties I would let uh our attorney and Miss Laura Jones they they have a very clear understanding of what we're trying to do over there but for the Main Street project and the Downtown Development it is critical that we do this as quickly as possible because wil Construction is hoping to start in December that is where we are targeting as far as uh beginning some of the utility work and if change orders happen and we're able to change the parking lot design which we already have a new design created the only way we can proceed with that is if uh we get control of some of the connecting areas between the uh pace properties and the city property uh which is which is the parking lot okay and I'm just saying we can accomplish that in any one of two ways we can proceed with with the court case or we can negotiate with the S I'm confident that that Laura and I can figure out a way to sort of that with B and uh I really want to come here to say anything I just want to be in the meeting but need start talking about Mike pel um Mike peso is literally like an uncle to my my him and my dad were best friends I've been knowing him for over 40 years um I can say this he he is a good man he just became very difficult to deal with I think also dist serving um it literally caused issues with him and I will say this here I know this person I know Dave in personally was on the phone tonight uh like I said I wasn't going to talk tonight but I know David personally and David is a man of his word if he tells you something you're literally gonna do it so and he has really Mike has struggled with working with his children I can tell you that I can literally tell you that as a family member so literally and U he literally has seen us as family members but uh I'm say give him give him a chance whatever you guys can do you know at least give David opportunity to make things better David David want to make better David grew up yes I went to school with you thank you m I think I think they've covered everything thank you these are the ccil minutes from October 22nd 2024 in resolution 202 24-1 123 authorizing the adjustment of the city cler just for clarification it's the city clerk's salary not the city clerk herself up okay all right under staff since um Mr Bishop Mr Barber is not here robber's on the phone Mr WT Nichols right Pierce is GNA give a update on lift stations yes well n with right Pi Donald I if you're still on the line you can hear but we had talked earlier in the week about me giving you an update discuss Donald so uh I just want to really advise keep counsel in the loop about the situation with f Li station or Master station it's your largest liation pretty much roughly about 95% of all flows of the city go station that current station was built in the 80s it is in in a memo that I prepared uh a week and a half ago to staff it's in dire it really is um it's a summarize it's a three pump L station and when you have a three- Pump Station it's typically designed to run with two pumps running low flows one pump higher clows the second pump the third is really a backup you were in a situation where one pump has not worked for a number of years uh another pump can only be run annually and he had really one pump in all work station uh during and it wasn't necessarily related to the hurricane but during theen it started leaking and that leaking progressed where when it was run it would leak and flood the the dry side of the FL station causing problems obviously not pumping for it um and so staff was really concerned you know what can we do uh they got a price to place one of the pumps and and uh city manager mentioned that to you I think two weeks ago uh 24 to $25,000 we may have to do an emergency replacement of that pump the problem was the valves are in such bad condition that it probably wasn't physically possible to pull a pump without blooding the situation are working in conditions that would be totally unsafe so I also came to council and you authoriz us and staff to advertise for an emergency bypass connection so we could in an emergency uh isolate station bring in and purchase a portable pump and do that so we did that we advertised the bids we got prices has bid opening we had two biders prices are a little bit higher than we initially thought um for the connection and one of the pumps we were resting about $120,000 coming in at about 15 from the low bit the second bid was 450,000 close I don't know what we have not made a decision on that yet we're going to come back to you probably two weeks on what to do on that emergency by pass still need but we found out there's a possibility bu pump through the uh Florida sheriff's uh Association they have purchase agreements they already have contracts and we can possibly buy so we're looking into that you just have theal connection by this so that needs to be done that will give us some assurance that we could bypass the station and replace at least one of the but any we came out um when the pumps were leaking and you're down to one pump I mean you were really in a dire situation uh we had our field electric uh representative come out right Pi spent the day with Mike and your uh utility staff they were tremendous I they were working in some pretty disgusting situations with those pumps leaking we were able to get the pump that was not wor us the only running manual that was not working we were able to get that running and we've got that in an automatic mode and that's now your primary pump we were able to switch over the leaking pump to be a second backup pump but it's still leak and now it leaks even when it's not running the leaking got worse while we were there we've got a Band-Aid situation but it is still dire um we also presented staff uh with a proposal to redesign the F liation and I think some action is going to be needed in the in the future on that but it is it is in dire um condition uh the good news on that is you also entered into an srf loan to do a visibility study on the sanitary system it was more on the collection system but pump are part of that we can as that's progressing roll in the design and construction of a new list station into that srf as we get into the next step and so that is something we really advise is going to come out in that srf theability study we're doing and part of that srf loan that's going to come in here but we just want to you know advise your your main list station is in dire condition um we could still and during our testing we were confident that the leaking pump could be isolated with the BS that are there some of them don't work at all it's obvious but we think the two bells on either side of that so it gives us a little bit more confidence that that would be replaced so we're investigating that also but there are a couple things you need done all these pumps are down in a hole right they're in a vault yeah they're about feet on the ground yeah and it's leaking clean water no no no I was hopeful we we we jokingly call it water it's water yeah it it's sewage and it's it's a you know it's a bad condition right you've got you working you've got some Provisions for emergency were trying to get that bypass in like to get a replacement pump in but ultimately that station vales we authorized the pump didn't we um yeah that it might be 2,000 we ordered it we have to make sure that it can fit and we weren't sure we could isolate pull that out so we're going through a lot of steps right now we're looking at that emergency bypass we're going to come to you probably in two weeks with okay this is solution most likely it's going to be let's have the contractor do that connection but we hopefully will have a an agreement or a price from the Florida sheriff's Association where you can payback on their contract I think you're going to save some money on the pump uh the portable U backup pump and that but we're going to come to you hopefully in two weeks we still need staff discussions and talking um and then we have to make sure that pump that they got a COR really does fit it's got to fit precisely it's got to be a fast pull the pump put it back in no no you know how long it will take to get it if it it does fit and you do water it yeah there was I think a six day week I think so too that's what I was worried about so I mean we've got we I'm feeling much better than we did two weeks ago before we were there we got at least pump run um and so it working I think I talk to Donald they haven't had any issues so far it's working need to monitor it but yeah it's on the dire situation we're going to need to do something got some bandaids and ultimately it needs question um the emergency bypass that you were referring to that's not portable well there's a portable pump that goes with there's a physical connection that we need to make on the force dig it up make these valving connections so they could put that portable pump and connect with pump around stage that that physical connection needs to be constructed by a yeah and then this is a portable diesel pump that's on a trailer um we B we requested prices for two of them one is obviously need a fug get but we also got a price they have a need at the waste waterer treatment plan also separate you we could be coming back that one could be it's not money wasted if you were to buy it now it's needed temporarily for the current station when we build a new station it would have permanent um generator that could addition pump that pump trailable you could use that at any of other station and those are not rentable they have one right now that they're renting and a treatment plant of Rural Water that there uh so we currently uh pre or previously had a bypass pump that we rented through FL a water unfortunately with all the Hurricanes that happened they came and took that and they took it with less than a week's notice so we then uh got a monthly rental um through uh advising advising through Terry through sunbel we are now on our second month of having that rental those are about $44,000 a month in rental fees um we have it because on top of hugate having a serious problem we've also had a problem at the uh sled pit at the sewer plant so to answer your question more directly we need these pumps because we need them in quite a few locations uh most places have a very easy method of bypassing and taking a load in case there's an issue with the pump the problem with Fugate and why this is so bad is because there is no way of taking the flow and redirecting it because you can't physic get the flow to go around the pump room and that's the point of the install of the project that Walt is talking about and that is why we not only want a pump for that fulltime if something were to occur because it's 90 plus percent of our flow but also because if we have a problem anywhere else we need a secondary pump so we're not spending $4,000 a month every time something happens and the main time that these things happen of course is during states of emergency stor and other types of mitigation okay thank you that was sort of good running there right now yeah that was sort of good but um the good news you know your staff work it's really tough that was not so the $4,000 where is that Donal probably just through our revenues no Don still there yeah he's advising it's coming from our normal budget for these things yeah thank you sir staff anybody else got anything so recently we had a our DNA pill takeback here in the city of Willison it was on Facebook uh and the de EA pill takeback is where uh residents get a chance to bring their old medications and turn them in uh on that day we took in 20 pounds of uh medicines at the PD Miss Deborah Jones and the the ladies of the Women's Club they uh came together got permission to go into the old hospital to remove all the narcotics out of that facility which they did a great job and they removed 449 pounds so it was quite impressive uh the The Collection people were quite impressed with the amount of of stuff that they gathered up and piled and put in boxes and bags up for them to come and collect it was it was quite an impressive event and it's my understanding that it has getting a lot of attention on Facebook so all over the State of Florida all over the State of Florida so I want to thank this de Jones and the Women's Club for doing an outstanding job taking on that initiative to remove those drugs out of that hospital because we have had problems with people breaking in there uh and some of those U I'm not a medical person but some of those were I understanding were very high potent drugs there was some dangerous drugs in there everything from really powerful antibiotics the nitroglycerin lidocaine epinephrine finally we found the narcotics took us a while to find those uh and I want to say to I want to give kudos to Chief rolls they originally told they would not take them I said call them please and tell them we've got a lot they're not going to fit in any car they come here to get so he did and they said oh we can't take those they're in the hospital well he said let me talk to your supervisor and he continued to talk until he convinced them that this was a hospital that been closed for four or five years six maybe and that they weren't coming back the man's in federal prison there was nobody going to clean this up we didn't do it and it was dangerous um he finally convinced them to come and that without his intervention we would not have had them G they would just be in a box somewhere but with his insistance they did come and pick them up and there were there were five women at the very last minute you know I had had it on my had drug takeback day on my calendar for weeks when I saw them announc it originally and at the last minute I contacted I think five members like a lot of members but five members of the Woman's Club who came and the police escorted Us in so that everything would be safe so that we can get them out of there very very happy that they're gone great teamwork between the police department and the the Women's Club and just the community and and you know in hand I mean it was just great great a great event great thing that they took upon and you know Arizona did a good job posting it on Facebook and Miss doring stood there and provided security while they they took care of that so once again great job thank you appreciate your help doing Mr President yes ma all right quick update on internet so I think a couple of meetings ago um you all will recall that you authorized us to move forward um from the RFQ that we had put out um with Performance Services Incorporated so we are currently working with them to put together an m you which will which is a memorandum of understanding and that will take us through the first portion of your internet Journey which is your investment grade audit uh I I'm not going to bog you down with details because it's going to be a whole agenda item but I want you to know that that's the process that we're working on right now so your investment grade audit is essentially going to be uh an audit for for lack of a better term you'll understand what it's going to take to build what you need to build based on what you already have based on the resources that you have available to you and based on your budget um and it'll sort of give you the options um and you'll be able to take a look at all of those specifics when when we bring the in front of you but I just wanted to flagor you all that that will be coming forward if anyone has any questions on the specifics of it we're happy to help um and so this is this is the first step in your internet Jour will it is forcoming so right now I think and we're still in negotiations for theou um it's a bit of a I wish it was an easier question to answer I'm sorry I retract the question no no ask now uh essentially without again bogging us into details because we will go through it in the mou the investment grade on it is a a process that they will go through it's something like $250,000 for the first step now you'll recall that we were talking about several million dollars is what this project is going to be and so if we get the in the audit done it's not a separate cost from that 3 million if we start to move forward so there's a cost associated with it but it's not necessarily separate from the overall General multi-million dollar project that we're talking about thank you for clarification staff anybody else M Jones um I wanted to make the announcement that we still have openings on the community redevelopment agency the Planning and Zoning commission and the code enforcement board I do have a handful of applications which is great because sometimes it doesn't happen I'm going to bring them all to you in January to make the decisions about where you're going to appoint different citizens um we did have a lot of requests which I know that some people heard um if they could have a seat on two different boards and Kiren advised us that the Attorney General says no we can't do that so some people are going to be shifting around so um probably the first meeting in January you'll be getting a pile of hopefully a pile and if anybody else wants to apply please do I don't have anybody applied yet for code enforcement um and a lot of my code enforcement board wants to move to one of these other seats so um but in January you guys should see uh more multiple um applications which you've never seen before so we're very EXC excited about that to make the decisions about where to appoint people all right but we're we're going to have them filled this time okay thank anybody else all right councel I just have a couple of little we have secret thing going on up here I'll have to ignore us she'll find out about it later um I only have a couple of little things uh I know is it pothole Tuesday we have or is it pothole Thursday Friday FR pothole Friday okay A a pothole I would like to put on the work plan if somebody would write this down I know that person's not here but if somebody could give them to them are you saying pothole like in the road yes sir I know they said set aside one day that they go out and fill the potholes I couldn't remember what day it was I'm told it's Friday yes there is a huge pothole the size of a watermelon I mean that deep and that big right at the driveway of Joby Penny which is Northwest first app probably the four 300 block three to 400 block if if you'll put that one on the list I would appreciate it I I go buy it every day I there's still no volleyball net in John Henry park and you know you've heard me ask for it three or four times it's still not there there's also a a pile of debris right there on that corner that I think's left over from when they did the project did the storm water project is just a pile of uh uhhuh right at the corner of uh first a and Fifth Street right up there behind the ret ball court sort of um also the drain that's on Northwest 2 Avenue at the corner of Second Avenue and Fifth Street the brand new one that we just put in is completely covered with trash so all that and I think it's from when the water main or the fire hydrant broke at the top of the hill it just pushed everything to that drain and if it rains again anytime soon it's not going anywhere it's just going to pull up that's all I I have a question the fire hydrant that broke at the top of the hill I thought that's what was going on so I drove my car through it which is a water wheel uh and they were testing the fire hyr is this a different time you're talking about when the water not long ago was rushing down Seventh Street yes I was told it was broken but I really don't know for sure it was not broke they were tested who they City really yes I went up there and checked on them because I said I want to make sure somebody knows that we've got a fire Hydra been hit by this construction work and lo and behold there were C trucks there city workers there and they said we have to run this every now and then just to keep the thing cleaned out well I think they do but I think they had to run it out because it got yet I'm not sure telling you what I found when I went to check on okay I called City Hall at the time and they told me they did it but I don't know for a fact so I can't argue with argue the point yeah and I'm not arguing with you I just don't know I just don't know okay but I think that what brought all the trash down three blocks and landed it in that area sorry okay [Music] there good evening um so I have a tribute for our mayor from Florida house of representa and it reads whereas on the 3 of March in the year of Our Lord 1845 Florida was designated the 27th state in our great nation whereas over that time 91 sessions of the Florida House Representatives have been gther and to do the business of the people of our great state and whereas every two years flor's voters from every station in life have casted ballots to express their desire as to who they feel is best to represent their communities in tallahi and whereas a select few leaders have made those sacrifices to invest their Time treasure and talents to advise counsel and support the campaigns of candidates of their choice both before election day and Beyond and whereas the area of our state which includes Ela Dixie Hil Chris and Ley county is Rich with attributes that enhance and benefit the progress and opportunity for our Floridians and their families and whereas it is only through the efforts and advocacies of those same leaders who give voice to the needs of their neighbors by equipping their representatives at the capital with the knowledge expertise and insight to pass measures to grow and protect lives livelihoods and opportunities for their constituents and whereas 80 eight not 80 sorry eight years ago a campaign was successfully run electing a first term legislator who was and still is humbled by all those whose Deeds words and guidance helped to shape him as a lawmaker and to maximize his efforts during his term of office and whereas while the recipient of this Pro Proclamation is a leader in their own right there is no question that they have been an all righty item seven is new business letter a presentation by Jeff ianuzi business manager with no V a global council president if I may uh Jeff is from Noble Global he's the one that presented the traffic St prepare the traffic study that I presented to you at uh a couple Council meetings ago uh he's here today to talk a little bit about that and to tell you a little bit about the process of how he came up with that study and and uh his U thrive on the safety and screw zones okay yeah um give me a second just to get it up okay absolutely we do have a presentation for you a few slides couple videos hopefully sound not too loud but um we'll go over that I'll get through that as quick as I can please interrupt me if you need to if you have any questions uh you don't need to hold the end um you have questions at the end as well do appreciate the time that city of will offer and your as well thank very much e [Music] [Music] this wasn't like the restain [Music] [Music] when you all ask I was a lot um throughout State of Florida I don't want to interrupt you for a second just you stay by the mic so people online can hear you I move around a lot better that um because I do move around a lot so and I'd rather move around than a Podium um but again the role that I was given was for all those reasons and they asked me my my vice president asked me why I didn't jump on the red light bandwagon uh when that came in and my response to him was pleas don't tell my CEO I said this if you do get to meet him my response was I don't believe in it I didn't believe in the red light program from the beginning I don't believe in it now it is a product that we offer what I can get behind is protecting children and the way that we do it and NOOA Global is what I feel the right way to do it and being the right vendor to partner with the correct City such as Williston I think is is huge too because if you do things the right way then you don't have the same push back that you may have had and again in in the end you've seen the video it was meant to get your attention this is to protect children unfortunately you know people that get hit by cars depending on the speeds have a great great deal of purpose into this and that's what this figure shows okay so the higher the speeds the less likely you have of surviv survivability by this is this is pedestrians but it's really adults we do have a lot of customers throughout the country actually throughout the we have a few customers outside the US as well um but in the State of Florida we have Pensacola we have Winter Park Florida um we do have a number or the city of Orlando we actually do their um their uh railroad crossings there for the city of Orlando and now we're actually working with bright line as well uh we are a Florida based company I'll get into that in a moment but we do have our our nation's capital Washington DC we do stop sign enforcement for them an oversized vehicle there um VI Washington uh Tacoma Washington Center Point Alabama and a number of other Partnerships that we have Across the Nation um we are the only vendor that does this that is 100% headquartered and based in the state of Florida we are certified mve uh mve um All Tex operators servers processing mailing postmarks Banks accounts are right here in the State of Florida right in Central Florida about an hour and a half away we're located in Orlando um I'm located in Winter Garden I would say even closer um to you all than that um we're extremely responsive um one of the things that I will promise you is that I will never leave Williston hanging and Mr Mayor I would never want to be in dog house so I am there to help you guys through any process that you may have um through whatever questions you may have and try to get through this as quick as you can you do have a whole team though that's there for you obviously I'm on here too but our vice president and president CEO are heavily involved in every single partnership that we have um we jump in with the project manager and then our program manager has a whole team that she uses to take over and help out throughout the entire partnership that we have with city world um what we do in comparison to others um we've taken over for other vendors in the past um like to use the iceberg as what you see on the top is what you normally see for most vendors what what's below the surface is what like Novo Global wants to point out all right some of the companies that we have taken over for in some of these other cities we didn't do anything differently in fact in Winter Park we actually decreased the reasons for violations um they didn't want to we actually recommended getting R of right hand turn on reds for red light violations they chose not to do that we added a speed component so it was 12 miles hour or above so we decreased it we decreased them just stopping over the Stop Bar it had to be an actual red light but with all those decreases and the reasons for violations we actually saw an increase issuance rate by more than 100% and that was because of the quality of our images um as well the fact that we make sure that your camera's up time is as close to 100% we don't say 100 but close to 100% as we can get it okay we have people in your cameras at least two times a day in each one of the cameras that were being most um some of the examples uh that we have um this is what it would show for a school zone speed we have the camera facing the beacon you're going to be able to see it flashing um on each violation that goes through uh we use a multi-tracking radar system that tracks every vehicle within the cone simultaneously all right that triggers the the that triggers the violation of that that point that's not the end of it though we have algorithms set up that continuously measure that same vehicle the entire time it's within the cone and every 20 milliseconds it not only predicts where that vehicle is going to be but if it's not there it will throw that image out okay so we are going to make sure that we get the right vehicle that's actually speeding through this school zone okay but we go another step further which is something that most vendors are not going to do you see green lines might be a little bit hard to see those are virtual green lines they are based on stationary points and what we do then do is we actually take a time over distance measurement okay that's just math all right it's the most accurate way that we can measure speed so we make sure that the vehicle that we had that we have identified is the vehicle that is speeding and we confirm it through the time over distance measure our our images are again very Crystal Clear none of these were doctored in any way just blown up so that you can see them um just a video of the violation occurring moving on how clear are uh this is actually up in I believe Washington so again very cloudy day but it moves on to it very quickly what your officers will see is this screen right here they have to go through an approval process on every single violation they have the ability to obviously review we do everything for them up until the approval process we're and let certified so we run every single tag it's not something that they're going to be bogg down doing so we will make sure that their tags are run we'll make sure that they match match the officer obviously will go in and do the same thing he can watch the video or she um they can look at the images they can pull them up into bigger photos obviously the uh video as well they can either approve or reject when they reject it has a drop- down box for transparency so they can click on the reason for rejection and we actually also have a supervisor approval button on many of our uh Partnerships as well so if it's like Ley County Sheriff's Office going through or an ambulance you know something along those lines and you don't want the officer actually making the approval then it will go to a supervisor to approve and then they can choose whether or not it's going to actually go through as a violation it is 100% the city of willson's choice on what is a violation and what is not that is the great thing about Novoa Global is we're not going to tell you what a violation is we're going to respond to what you feel the violation is and that's the important thing we don't respond to stockholders our CEO owns the the company outright so he can make a lot of business decisions that normally wouldn't go through uh to some uh companies that obviously would stockholder those again just more uh images this is one of our accounts and uh I believe this one is New Mexico um again just Crystal Clear quality our photo or our dour system as we call it is very compact okay this is not a Christmas tree of of bars and lights and cameras that are going to be up all over your city or in the four locations that we looked at possibly for the actual school zones they're very compact they can fit on any poll um and we will make sure that they are obviously working on a regular basis yes sir you both looked at now my understanding is the schools are County property is that accurate the schools are yes the schools are yeah the roadways are so the roadways outside of school for instance I think counselor Jones is in Second Avenue of County Road yeah so there's County Roads throughout all I'm asking is are you absolutely sure that the places you intend to put this is City owned roads and not County Roads there's there are County Roads that's within the city mayor so we can enforce the traffic laws on those County Roads okay so if it's in the city even though it's a county road we still have the ability to put these signs without getting permission from the yes sir we will get permission though and that's part of the whole permitting process but yeah like Chief said it's within the jurisdiction of the city of Wilson could enforce that we do all the permitting so that you get um you don't have to worry about getting the permitting done we do all that process for you to get that start and you had a very impressive dissertation about you took away all these yet you still had an increase in violation yes and again that's our uptime on our videos so again we have a we have our own Personnel again Florida residents that work in our Florida Office are in your camera systems at least two times a day if you guys notice there's a problem in one of your camera systems before we do there's a problem okay because our goal is to make sure that if we identify an issue we're we're making sure it's getting rectified in whatever way necessary and that could even go into you have storm and you may not have noticed it yet we may we may go over there and say Hey or you may have some trees or or Shrubbery growing into the camera view it may not be an issue at the time but we're going to let you guys know hey this is going to become an issue down the road so those are some of the things that we will do to partnership with your city so you guys can get that taken care of so there's no downtime there either so you're saying that your company will have somebody at every one of these cameras twice every day at least two times a day you will have somebody come into your camera systems if we're talking about two school zones that would be four cameras you would have somebody in your systems at least twice a day checking to make sure that they are operating and functioning properly That's not including the people the Florida residents that are in there approving violations as well so they're they're still you still have other people that are approving violations you also have people in the call centers that may go into your cameras as well if somebody calls in and wants to review something along those lines but yes we jump in and we make sure that the as close to a live feed as we can get based on cell phone coverage and things along those lines that those cameras are up and running at least two times a day okay I'm sure my Council will be very interested okay and I'm going to get into that too real quick on investigative benefits um we have helped other uh jurisdictions solve uh criminal acts this was in Tennessee uh the family I'm not showing this to impress you on our video quality either um we have 10 days where you get High defition video and up to 30 days which you can actually increase for standard definition um this is a standard definition okay and I show it to you again not to impress you but to show you that at some point you're going to actually still be able to read the tag number okay that is a gun sticking out the window basically the suspect shot into this Cadillac the victims of this crime did not see the Bullet Hole they heard the shot but did not see the Bullet Hole till probably about a week later uh till and then the time uh the Chattanooga police department got with us it obviously was outside the high def time but we were still able to help them and assist them in locating the suspect vehicle get them a tag number and obviously the evidence that the Bullet Hole is also in them so there's other benefits to this as well we have 247 cloud-based reporting that goes along with every single one of our cameras um as as part of the program as well um again this is Florida this is Bel ale some motor he lived uh but this is right here in Florida he actually lived public awareness camp campaigns we do that for you as well okay we want a partnership with your city okay we don't want any of your citizens to be surprised about hey this is what's happening okay we want them to know we want them to get the Buy in we want them to slow down in school zones okay so we start that process through the public awareness campaigns okay and we do that we provide trifolds we get on our own websites and we put that in there um and we provide you those same materials to either put on your own website or modify them as UC see fit um and then therefore we're we're getting that partnership in there and there's also a 30-day warning period as well and we usually see a very significant drop and and again we want that Community Buy in and what you're going to see with the speed study which we'll talk about in a in a moment is a lot of the ones on on Southwest 12th Avenue and a chief and I discussed it I don't believe those are citizens of Wilston I believe those are people that are cutting through your city moving very quickly I think what was a top speed 90 miles per hour 93 miles per hour through your school zones where your kids are going to school throughout the day I didn't even look at the speeds outside of school hours I'm just talking about Beacon times and while kids are in school okay so obviously there was a quite a bit of uh of issues there not so much on South Main Street still violations but not nearly um the speeds and not nearly the issues that you saw on basically your cut through and Main Street can also be a cut through from 27 down there if there's a problem on 27 you know they might get routed through there during the middle of the school day you know you don't want those people moving very quickly through those areas either so um the driver review that we do uh we have a website dedicated and like I said before we have our own call center set up they Florida residents that answer the phones um and they're located right here in Orlando in Central Florida um and but person that gets a violation they uh can jump on here they can put in the license plate and the pin they can go in they can see the the same video that the officer reviewed the photos they can uh request for a court hearing right on there they can do the Declaration of non-responsibility if they choose to do so um or they can just pay the fine right then and there we make it as easy as possible for them uh to do all that and we also have a way that they can actually produce other documents so for instance if the vehicle was stolen and it was speeding through a school zone and they have a proper police report that indicate that hey there my vehicle was stolen during this time frame it was entered uh into uh nlets and FDLE and all that stuff um then they can put that in there and we can save the court the court hearing from going through that process and we can go ahead and get that with the permission of the chief and the officer we can get that that violation dismissed um so that that's pretty much it right there as far as that goes now you asked about money um well first if one of Chief's officers were to write a ticket in a school zone for 11 miles per hour and that's our that's our violation trigger speed is 11 miles per hour a lot of people think that's High um 11 over the speed over Beacon speed and obviously during the school time during the regular speed Li time so 11 miles per hour over if it's during school Beacon hours I mean you're talking depending on the county between three and $400 violation with three points on your driver's license okay this is a $100 fine with no points on a driver's license okay so it's a cheaper fine much different from the other programs you may may have had in the past but also for a more serious offense in my opinion so you're getting people to slow down and we've shown that it's worked okay we can show you decreases in any of our speed studies throughout time that it has decreased speed uh in these areas um so these programs do work um and very rarely do we see a violator get a second violation in the same school Z okay very rarely I'm not going to say it's impossible but very rarely cost neutral what does it mean uh Novoa Global we pay for all construction cost engineering cost signage maintenance operation costs your mailings for the violations um your court Integrations we don't add on fees there's not bu print in our contracts okay it's it's simply it is what it is uh we obviously do the public awareness campaign and the press release you have an option which Chief and I have spoken about uh to either do a shared Revenue uh type of transaction or a fixed fee I would highly recommend that you do a shared Revenue because then it is based on each paid violation while the the uh uh fixed fee would still be only for paid violations the issue is with school year not going year round you would basically get a 12month plan where you're supposed to pay this much per camera every single month and then when school's out those will carry over and you'll start every single school year in the rear of where you're supposed to be so the shared Revenue Works in a number of different ways that's much better for the city um and again it is only based on paid violations Okay so we've come up with some other numbers and things along those lines there is nothing that the city of willston will have to pay to get these cameras up and running and to get them going now there is stuff that Wilston will incur cost for um so it's not like hey this is the greatest thing in the world it's too good to be true there is the officer time um and the court costs that are going to be doing that I mean obviously the shared revenue is paying for each violation or that fixed monthly fee but the officer time and court cost you're going to have some attorney fees and things along those lines to look into not only the contract but you're going to need to develop a city ordinance which I have provided um some examples of as well so there is some time that you're going to have to put into this but overall we're going to incur the majority of cost to get the program up and running and for the continuous operation so that the only thing you are doing is paying for um items through the shared revenue on paid violations and that's a big thing the violation has to be paid so it's not like if somebody takes it to court the citation gets dismissed you guys are going to owe Novo Global anything you don't get it you don't get it we're not taking we're not collecting any of that stuff for you on that okay um again Central Florida located I believe we are the correct solution for you um as far as that goes and just a little bit more about us and then we'll be done you have any questions Jeff can you talk about a little bit of the revenue that you talk you spoke about early owner pay violations the 20% 30% whatever it may be yeah so what we've come up with and we base it on um a number of different uh things there um our shared revenue is going to be based on obviously first and foremost the speed study um you guys have kind of come in on the heels of Chiefland who we're under contract negotiation with right now um and because of that and and that partnership that we're building there and as well as a school's own speed study we've come up with some numbers that are consistent with what we're providing a chiefin there as well and what we be looking to do depending on there is there is some options about lprs um being attached to it um and if that's the case and it seems like that's the way we're going um you'd be about $23 per paid violation going into VOA Global out of that $100 fine okay so out of that first1 out of the $100 the first 40 of it goes to State uh goes to County goes to the County School Board goes to uh crossing guards and training and things like on those lines out of that the city will get $60 out of that 60 U we would be taking $23 per paid violation leaving $37 per PA paid violation to go back to the city of willston that can be used for any public safety initiative okay that is the one criteria based on the bill the statute that it has to be used back in the public safety initiatives but that definition is very broad the chief can use it for a number of different options that may relieve some pressure on on his budget the city may have some other options as well um that are just good Public Safety initiatives to help pay for um some of these items as well what was those numbers do you have those numbers with you or what we went over really quick we'll make it really page eight of our packet okay we'll make it really quick page eight are we talking about the um I think that's what I'm looking so I'm I'm gonna steal this one since he's not here um I think those are dollar they could be numbers no those are just numbers those are the violations I did another one which I didn't print out um I can probably put it on there but um so these are just if nothing if nothing changes okay and what you're looking at is obviously each site that we took at we're talking about South Main Street and 12th Avenue and if we just combine them to make it easy for now average daily violations were at 501 and that was when I did a 5-day study and obviously we just we took the average daily violations uh over those 5 days it was 501 violations per day okay and that's at the 11 miles per hour and of so that's that right there so then weekly we take that number we multiply it by five um or we just take those numbers that we had and it was 253 violations and again this is if nothing is done at 11 miles per hour or more um monthly we multiply that daily number by 20 because obviously school's not in session every day of the week um and you're at over 10,000 violations a month and then annually uh multiplying that daily number by 180 days not 365 but 180 days that the kids are in school right now without any intervention you're over 990,000 violations per year okay now what we do and again going back to the warning period the 30-day warning period before we start issuing violations and our public awareness campaigns typically what we see is a 50% decrease almost off the bat a lot of times what we see is th that decrease comes from Mostly citizens okay so the issue that I'm concerned with with Williston is the fact that that's a cut through so getting the word out for those people may expand into actually doing the uh numbers there um May expand into actually the actual violations before people start getting hit and we're okay with Google Maps and ways and those other GPS coordinates putting in there hey there's a speed camera ahead we're okay with it the ultimate goal is for us to slow people down okay and if we can do that then great and we're not going to get everybody we're not going to promise you that there's not going to be a tragic accident but what we can do is we can decrease the probability of that happening by issuing these violations and getting out there usually what we'll see over a 12 to 24mon period is you'll you'll end up seeing a pretty significant decrease I provided those estimates to the chief um including what the what the would look over the next three four five years um as far as um not only what the decrease in violations goes to but obviously what the decrease and what the revenue would be as well um over that time period but what was that Revenue Source you have on the J what was the total amount of revenue generated total amount of Revenue I think it's like $3,700 a month for the number of violations you have okay so well what what we did all right I'm just going to show this to you the chief has it um what we did we took each site um and then we kind of put them together we we did the decrease on the start of the program we did a decrease over longer term which we usually see about a 70% decrease and we usually see about a 70% um May I'll show this to get up um and what we usually see is about another 70% payment rate within 30 days and why we do the payment rate within 30 days is we show what's not going to the UTC level what's not going to the county because we can't really keep track of that that's going to actually be on on the cities to keep track of that and what comes back to them but with that being said uh both sites combined um you're looking at a revenue source to the city of about $363,000 a year just over that um and that's an estimate of course um and I think it's a very conservative estimate because again we're talking about a cut through on Southwest 12th Avenue there that just seems to be a lot of people a lot of people that live outside the city of willston just speeding through your school zones so I or that one particular school zone so I that number could actually increase but again it's just an estimate but you are talking about over $350,000 a year that you can put back into other Public Safety initiatives whether it be crosswalks or you know uh officer safety initiatives or you know even doing an overtime bail you know at a festival or something along those lines that money can help pay for any of those public it's very broad term so you can use that for a number of different reasons and it's just it's just money that can be put back into the city for a lot of good ways and one of the good things that Jeff spoke about earlier is that if a law enforcement officer stop you and write your ticket it could be anywhere from $300 to $400 uh plus three points on your license with Nova global system it's a flat $100 bill and no no points on you drive so it actually saves the citizen uh revenue and it saves them money on insurance because they don't get points on their license so that's the neat thing about it yeah you're going to see a lot of different ways of looking at it but the fact of the matter is it's going to slow people down they're not going to want to keep paying $100 but they're also not going to want to pay what they would have gotten if that ticket was done by one of the wills to police officers I've heard about how Ley distributes money along those lines on on violations I think even with those higher violations you're still not getting the same amount of Revenue that you get back uh as you would through this program good job thank you thanks sir other questions uh oh the term uh it's five years is our typical contract term uh and the reason being is it typically takes us approximately three years to recover our money that we put into the program so we don't actually start and then we continuously have the whole back office system up and running for you where you're having people that actually do most of the work throughout the uh the program so yeah our typical term is five years but again I'm not here to get you to sign a five-year contract to be thoroughly honest with you the majority of our Partnerships go well beyond that and that's our goal we we don't want to have a fiveyear term and have it be done we we want you to be partners for years on end and something since we've been here since 2010 that we've done on numerous occasions as well I have a question yes ma'am so since um an officer is not actually stopping a person andag information situations where um person of course and how does that fact it well so the statute is written and this kind of goes back even before red light cameras It Go went back to toll violation statute written so that goes to register on the vehicle register on the vehicle and on our website that I that I showed you there there's a there's a portion where they can actually print out Florida requires a printed out form of a declaration of non-responsibility the owner of that vehicle has the option at that point to fill out a DEC Declaration of non-responsibility to place the uh the violation on the actual driver of the vehicle it is the owner's responsibility to do so um but once he does that we start that process all over again where we issue the violation to the correct driver um and then they have the option of taking it to court or or just paying what happens if somebody doesn't pay the fine if somebody doesn't pay the fine so there's there's a few different ways that that happens so um like I said there's a couple things that the city will have to get done which includes an ordinance okay based on that ordinance you have to also create a way for them to uh have due process under the city ordinance kind of much like a code enforcement um so they will actually come in front of a hearing officer and if they're found guilty under that process then um then it does not go to a UTC which is uniform traffic citation okay they don't pay it there there's collections options that you have but we also um theoa Global under those circumstances will also uh do a registration for work the city of Wilson so that you know usually the most for new attack for is two years so most of the time you're going to see that money at that twoyear Mark um at the very at the most um come in so they're going to have to pay Steve Wilston before they actually get their tax so that there is a built-in process there to help with that and obviously the UTC process is the same um they don't pay it under the UTC that's under the County's jurisdiction at that point but typically they're going to have to pay the fine before they they get everything situated on that end as well so it's just a matter of time time A lot of times before you do that you do have the option of doing collections I said there's no hidden fees one thing that we don't one thing that we can do for you is collections but we don't do that in house we farm that out it's not like it's a hidden fee but if you chose to use us for it I don't recommend doing it there would be a fee attached to that but if you already have your own collection set up comp enforcement that can help or you can just let the registration hold process go through so the city the city of Willis actually send out the fine notice the ticket no no and but will the city of Willis I mean it's pretty obvious that they're GNA have to pay the I guess my question is that all correspondents basically not necessarily so again we will do things the way city of Wilson wants it done we have a back office system set up to do as much or as little for the city will possible the only thing we cannot do is we cannot approve a violation has to be done by an officer or a traffic enforcement uh certified traffic enforcement officer or offer the Violator due process those are the only things that Novoa Global cannot do other than that we can do everything else for you which includes accepting payments and um the system that the entire city will have access to including all of Chief RS officers you can actually print reports everything's transparent you will see all the violations being paid you'll see how it goes out we will have a connection with your Finance uh with your finance department as well so that on a monthly basis the you know once everything's settled within that month the following not that necessarily the first but the following first of the month everything will be transferred over that the city of wion owes um if it's a UTC it would be in Reverse it would that would come in directly to you we can't help that because the county courts are going to pay city wison directly you guys then on those ones that happen to go to UTC maybe they won't depending on how we get it all set up but those would be the only time that you'd actually be paying us out of the money that being paid back from that so that's the only way that it's settled that way but we can do as much or as little as you want the idea is to take the burden off the city we have the system set up we have the court process set up we have this the the electronic system set up so even from an Evidence package standpoint we actually do transmit the whole entire evidence package so not only that the officer can print it out and bring it with them or or do it from his laptop or computer but also so the court systems already have it whether it's D County or your uh your magistrate that you have employed to actually violations okay all right thank you sir thank you thank you Mr Mayor thank you Jeff for that informative uh presentation and gives us something to look at and something to think about so we appreciate your time and your effort that you put into it and hopefully they answered all the questions that [Music] they thank you all right Item B discussion with possible action fire assessment Mr Lamar fire uh good evening Council back earlier this year we had passed a resolution to uh move forward with a fire assessment um to implement a fire assessment inside the city um we're now at that time if you wish to do so um I will tell you that you know coming into this tonight I've done it with a lot of reservation um it's not something I've always looked forward to doing uh me and the mayor actually discussed it several weeks ago and uh he uh he was part of the first time we talked about a fire assessment many years ago and he was opposed to it but now he uh actually called me and said I can't believe we didn't do this a long time ago we are one of the few municipalities in our area that have not implemented a fire assessment um everybody I'm I'm not sure that everybody understands what a fire assessment is um it is a it is a pay pay system to where everybody pays there's no exemptions unless you deem so as a council most of the time uh it would be a like a four 1 C I believe correct term not for profit 501c I'm sorry 501c um churches and things like that but then that money has to be made up out of your general fund which you currently pay for the fire department out of you know but but discussing some of this you know we've had to I had I did a little research and the City of Williston you know has grow is growing 83% faster than any other municipality in our state we're growing faster than the majority of the municipalities in our state of Florida and and you don't realize that until you look around and you're you're putting numbers of the number of houses buil built to the per capita of the people we have you know um when I first got on the fire department many years ago I was on the fire department for two weeks before we got a call two weeks we would go to the county and talk about if we run a 100 calls for the year man that was something you know now if we run 200 calls a month we had a pretty slow month it has changed tremendously um the trucks run all the time 24 hours a day seven days a week uh and and we're very quickly approaching the point to where we're going to have to put permanent full-time firefighters in the firehouse you know and there and we have to have a way to fund that you know um I've looked uh at several different cities and what their funding mechanisms are and how they work um trying to get some comparative numbers uh giving you an idea of you know what other cities are doing there's only city of Williston city of chiefin um and Otter Creek that do not impose the fire assessment inside their city limits in Ley County right now uh those numbers are in front of you I didn't know which way you guys would want to go it is in our budget I checked with stepen again to confirm that it is in our budget to do it this year I think what we were going to do was pull money out of Reserve because we can pay it back with a fire assessment if y'all choose proceed with it excuse me Chief yes sir I want to make sure everybody aware of the term a fire assessment one of years ago when the chief and I talked about this one of my concerns was we got an awful lot of properties that we fail fire code in inspection and at that time we were looking at fire Cod and who was going to be the fire inspector to go around and I told him on that point I said you know we're going to close down half the businesses in Willison uh this is a fire assessment based upon the cost to the city not a code it has nothing to do with fire code violations those are this gentleman right over here's job and responsibility uh this is just an assessment mechanism because in fact I have an email from the chief um they run 174 calls this budget cycle uh and I get these every week uh the fact is Williston is growing just the fact and we cannot and we are we are covering that growth and part of the county with volunteers man right cannot continue to do that sooner or later which is why I reluctantly agreed with the chief about needing to move forward on this thank you yes and I hear them all day long yeah now let me ask you this is for the city I know there's been as you know large growth around the golf course area yes sir is there something is that something the County's going to maybe do that we get up or well the county currently has a fire assessment in place um their current rate is $129 a year residential it's going up they're they're trying to figure out if they're going to maximize that this year or they're going to redo their study um from time to time just like any any assessment you have to re-evaluate where you're at and how much it cost and how much you should charge the Count's already doing it they're going to they're going to go up on it again this year and we'll be part of that system um once again that falls back on your fire chief who happen you know to go and do the negotiation with the county to get more funding uh this year we didn't increase our budget with the county and um to give you a little reason why uh currently to this day the county has already given us $139,000 worth of radio equipment and more to come to meet the new radio system requirements there cheap NOS knows about and when I say that 139,000 that doesn't include what he's got that's just what they've given the prior department so yes yes sir but the county to answer your question overall yes sir the county already does that and we would be getting part of that money okay I have a question yes ma'am um the leevy County Fire assessment uhuh those are only to the people in the unincorporated areas that is correct so they're not currently charging the city that is correct if you live the city limit uh if you remember when they first implemented the fire assessment I actually sat on their board and helped them do that right um and and they mistakenly U assessed all of the people in all of the city limits and then they had to go back and redo the whole assessment because they weren't supposed to do that I remember that it's been a while ago but I do remember okay so it be equivalent it it'd be an extra $129 per resident well but it's not something something that the rest of the residents in Le County are not already paying correct now let let I want to I want to touch on that $129 figure you you once they do the assessment they will come back and you will make the decision on how much you want to charge the PO and they'll give you a minimum amount and then they'll they'll have a maximum amount you can do without redoing the study go ahead is it's very similar to when you do your rate studies so we have to do our rate studies to determine what our appropriate rate is very similar and so far someone will this company answer which um I think a lot of you used to know is GSC government services um Solutions um they are um very well adapt at these kinds of Assessments they will come in they will analyze tons of data that's well above my pay R um and they'll Det DET what is a Equitable portion of fire assessment or residental control Etc and then they'll provide those rates to you which are your their recommended rate um your minimum rate in order to break even on your cost and then they will also um give you Ma they think it's appropriate then make decisions within that that range you can also decide not to um Levy a fire assessment after you get those numbers if that's something that you choose so that that is an option always all right so is the fire assessment only for the resident or is it res in business how do that work no ma'am it's it's oh the amount yeah it the fire assessment actually goes toward uh any nonresidential buildings um you can break it down institutional commercial um vacant land all of that falls under the fire assessment everybody um a lot of times with commercial I'm just for your information only um a lot of times on Commercial they'll put a cap on the square footage so that's how they do it say 005 C per square foot but they'll cap it at 25,000 Square ft that they do that because that way a building like and I'm using them as an example monate boats doesn't get kneecapped with a huge fire Assessment bill yeah it's based on um your property tax role so it's it's all of the properties it's not based res or anything I know in talking with Cory lamb about the old medal school one of the things eating him up for that building is the fire assessment Public Safety assessment I think they call it for baby town and that it's so much for square foot and he has lots just I want to say it's is a lot and I think what you've given us as an example is on page 26 in our packet if want to kind of move there if that just the non-residential in the vacant land is not listed there because you're going to establish that yeah that but I think the highest one in the county is $10 for vacant land I think that's what I saw with $8 couple $8 and $10 I think cheap is the highest in our County at $10 and the non-residential meaning commercial or industrial commercial or industrial or institutional break it some them break it down to individual categories and some them just say non-residential yes I think the lowest was 5 cents and so cidence a great idea all right so um all can vote on whether or not you want to move forward and then we can work with um answer to get all the details put together bring back a contract that kind we just make a motion to proceed with you don't need resoltion make that corre yeah there'll be a a formal contract will sign thing it'll be very all right I would make that motion that we re with the study with answer all right got a council of the city of Williston Levy County Florida establishing authorization for the city of Willison to purchase a utility bill Printing and postage Services through VMS direct and providing an effective date Selena the accounts manager so with the new software that we are implementing um for utility billing um they offer they suggested a few different companies to use Print and Mail our bills for us we currently do have that service through a vendor um but they don't do quite as the fanciness of these other ones do so what it looks like is when we create our bills we would upload a file to them and then they print the bill and mail it um they also would do any of our inserts that we do um and they also would do like if we have to do like a mass email or anything like that they do all that um so they there were some samples in there um that they did and So currently our bills are kind of boring um and this they will be able to work with them to get um like a nicer looking bill they they will help us design a bill um it takes a few weeks um to work with them to get the data files correct and things like that we want to get this um approved and set up with them and that way we can get all that taken care of and then we'll be able to roll out our utility section of the new software um which is the last and final part of it um that we've been all been working on so um that's why I brought this to you challeng so are you already in the process of are you already in the process of um installing this software we we bought the software last year um and we have it rolled out in three phases uh one being a finance um the other one is um billing like a receivables billing uh business licenses is um code enforcement and permitting and then the Final Phase is utilities so yes we are currently rolling it out so how much of our I mean are we doing 80 90% of billing through the mail fill or how much of our mailing out do we have versus our online I want to say that we create around 1,700 50ish bills a month actually on the one um anyways and then uh we print I think there was an option to to opt out if you got your bill Electronics so we I create around 1,700 and something bills I can't remember the exact number on this particular um month which was August of this year we actually physically mailed 1,612 um the current company that's doing it now I pretty much just upload an a PDF to them and they charge just like 20 cents a copy plus postage but going through one of these bul mailers we get a discount rate on the postage um but they're currently charging us 20 cents and that includes the paper Bill the envelope to mail it out and our return envelope um also um the other company that um that I looked at there are around um it's like 16 cents a bill so it's going to save us a little bit of of money and have a nicer service um I think it'll look more professional so how much money would it save us not to send aelf self- addressed return envelope um for examp example I get five utility bills the place where I work and if I use one of them it's a miracle I just usually bring them the return envelopes are um 2.5 cents a piece so two and a half cents each so it wouldn't save a whole lot but it would save right a little bit maybe 80 but I will say that a lot of our customers um they use them okay and I think that they would be upset if we did not provide those for them I know there's a lot of people that pay online but there's a lot of people that don't right and with with the new software too I mean there's going to be better options for paying online and and such so I mean things are going to look a little bit different once we get everything rolled out and and and actually using the software so at 1,750 Bill U utility bills that that beat $43 a change not not a whole lot not worth yes sir yes sir I can't tell you how excited it makes me to know I'll have a more colorful utility there uh but my real question is that citizens that call me up and say I didn't get my utility bill until today and it's due next Monday and it's it's a Friday when they're getting the bill is that going to improve unfortunately we cannot control the post office so it's not going to improve I can't control the post office I get them to the printing company in a timely manner and the bills go out on the 25th and um what happens once they hit the post office unfortunately I'm is completely out of microne when they call me I tell to get online and look at exactly I mean we have multiple options you can geta email computer I'm right in there and tell them to get on that computer yeah I know they can always call us we always there you know customer service we I can't tell you how many times people will call and say I haven't got my bill yet can you tell me how much it is or they have gone online to to view their bill how much time does a resident have between the billing cycle like when the billing cycle end until their their bill is due so the bills go out on the 25th of the month um obviously depending on weekends and such if the 25th falls on the weekend I try to get them out the Friday prior um if time permits because we have a good two weeks of meter reading and doing all the reporting and everything creating the bills getting them sent off but and you know so hopefully if they do go out on the 25th hopefully you're getting them within a few days um and then they are due on the 10th of the following month so they get a good what 15 days so the building cycle is from the 1 to the 30th or is it no um we start meter we start meter reading temp typically around the uh like the second week like this month we started on the fifth so and then with usually a 30 we try to keep it as close to a 30-day cycle as we can um so I mean it just kind of varies depending on um weather and conditions and Staffing and and such so if if if the meter R between the fifth and the 10th then it takes approximately 15 days to 10 days to do the bill well it does because they'll go out and they'll read a read and then if there's any rechecks that need to be done just to confirm information um and then yeah it takes a few days to get through the data go to City Hall Jackson bill so that it could come back to I mean currently the company we're using they're mailing out a Tampa but even if we mailed them here in the city of Williston I could walk them next door and drop them off and they'll go to Jacksonville or Orlando and then come back here so this is a good thing this is a great thing of the Dos grant that we're still working on for the overall project but this is a smaller grant that we went after for fer app that we were we were awarded for $50,000 and it included a few things um remember you guys just approved for me to go after2 200,000 for both the the other two parks in town um this is not related to any of that this is the one that I did last year I know the contract took a while to get here but that's kind of how they go sometimes so we're just going to tack this on to the bid that we sent out for the Doos project that we're already working on and we're going to get some picnic stuff um we need a new sign anyway so we put that in there going to work on the baseball fields we're going to work on the playgrounds a little bit and um we're g to work on the facilities for the picnics so 50,000 is not going to go very far Walt told me and he explained to me that I won't be able to do much but at least it's something and then in two years we're going to go after ordering and planting of 250,000 trees at a time but here we are little forry there huh yeah a little bit so um this is the recommendation for award from the U division of Forestry they did the bidding process for the hand planting of these 250,000 trees um there is a fiscal impact associated with this one that will be coming out of the airport fund of $30,000 $3,960 it's pretty cheap for 250,000 Tre that's and hand PL and knowing how much money they'll bring in the future just have to wait on just you know 15 years or so yeah I move resolution 2024 d122 get there second I second all gr Ranch David Miler of their land lease on the airport property K is not here so Mr bagle airport man yes sir so um we entered into a land lease with blue grer Ranch U and they were planning on putting a cattle processing uh facility right beside DNN equin Services um and since signing or since signing the lease they discovered that they were allowed to do this on a separate set of land or separate piece of land that he already owned that was in the county um so he's asked to be released from this land Lea um the airport is fine with this our request is that he pays up to the point where we initiated this conversation which I believe was June U and then paying for the the survey of the plot okay so you don't have a resolution in front of you because we just sort of need your direction on how you'd like us to go technically there's still time remaining on the lease so we don't have to let him out um like said like Bon said the airport doesn't have an issue with it I'm sure there are plenty of people who we could find to to take over the property so how much time how much time is I would say at least a couple of years I I don't remember right off I think three or five years yes do you have somebody who will be willing to go right into that spot probably not right into it um it's it's not necessarily in the best location it was a location that he um picked out which is why we want him to pay for the survey um he he picked it out that it was right next to it and it was accessible for another piece of property that he owned he would be able to walk you know basically from his farm through you know a piece of the airport property that's outside the fence and you know walk his cattle right there I I don't think that anybody else would really you know jump at it but I'm not too concerned about probably most want to expand into it possibly and I can talk to uh you I can talk to the guys over at DNN and see they he said he's been pretty busy so we have a land lease on hand and you know the I know the we're talking about getting the natural gas over there it's possible that he could expand into that one you know expand that land Le that we already have put up another facility and you know really get to move that's probably what I see Happ is there a clause anywhere that talks about breaking of a Le yeah in the contract we could hold it through it yeah I don't have the exact terminology in front of me I I can get it um but generally speaking our leases say that under certain conditions if there's violations of the lease then there are certain ways that we can go about terminating the lease certain ways they can go about terminating the lease um we can all agree to terminate the lease um but outside of those circumstances termination generally is associated with at least some kind of Fe Le in our there's no such thing as the short airport leas unfortunately you got to read through them it's a 10year contract of 2033 I'm okay with letting out of it it's just a small quot of land um and I think that somebody in the surrounding area may actually happen often no ma'am it's the first one that I've seen honestly um I I think he kind of jumped the gun a little bit on his side um coming to us and asking for asking for the land leas without having you know his contractor ready without it building ready um I think it's a a good learning opportunity for me and for the airport staff to to do a little bit better vetting on our side um and you know that's it's kind of how I look at it I pre survey out of it we well yes ma'am we did and you know that's that does make it a little bit more desirable for somebody else who's looking for just a small you know one acre plat that's that's ready to go in the industrial park um but you know that's that's about all we get out of the concept up this for him to take cows from one property use this property to get through to the what did you call it the relocation Center no sir it was a processing facility processing center a getting closer to the slaughter house aren't kind of yes sir so I just have one word from the cows eat more chicken right Mr President if I may Mr myar um this was not his fault at all they had some changes going on at the county we were trying to work with them to explain to the county that he was allowed to do this on his own property and he did jump the gun a little bit just because he really wanted to start this business um but he it this wasn't his fault so I just want you you guys to know that this was a government slowdown on his part and um that's why it didn't work out the time didn't work out that well for him but as far as the property itself utilities is planning on bringing gas to DNN equin and I'm sure in the future you guys will find a manufacturing business um bet and will find one that needs that gas and this was never going to use gas so this is actually probably better in 10 years than it would be to have a cow slaughter Farm there ready to use because it's already surveyed correct we can just get the gas there we will no we've we we're doing it it's going to happen just don't know when but if he pays the the um if he pays um the amount that you're talking about survey in um back up until June um the airport's not out any not really I mean we yes we're we're not going to receive any more Revenue you know moving forward but no we we haven't expended any any money he was paying $582 okay so I'm fine with you bringing us a resolution okay um so then what I would request is authorization to move forward on that President thank you very much and I appreciate attend me all tonight um as I spoke one of yall yall know that it my desire to go ahead and retire so this is the uh the public U beginning of that process and um I wanted to give y'all plenty of opportunity to talk about it and basically um to figure out a process of you know how we can deliver the uh the next city manager to the city and then I know Brooke has done some work and I'm just going to let her roll in unless she has some direct questions to me I'm just stand by online M will you gave us the the books for on the Das is a binder for each of you um so myself and Miss Wright um have sat down and kind of gone through some processes of the hiring of a city manager um from past practices I've reached out to other municipalities for some processes what I have found um in my time in HR that there's a little bit of black documentation to help us through some of this stuff so um in your binders um the first um document inside of it is icma the recruitment guidelines for the selection of a government administrator um if you're not familiar with icma it's the international city and county management association um this is a Association um M right correct me if I'm wrong but this is you know a highly sought after um Association to be a part of it's um gives you a very good basis of some qualifications for city managers so that kind of gives you a little bit of Light reading to understand you know what kind of processes they recommend um in some different situations dealing with either contracts the hiring process negotiations things like that um under your first tab is going to going to be um a tenative timeline one of the um the we don't want to delay in um moving forward with getting this process started um so there's a tenative timeline in the manuals that um currently there is only one um call for a special meeting which would be the interview um process for the applicants the rest of these which we can obviously look at um as far as your selection process um for your short listing um we can change but what we kind of looked at is either adding on or um going before um your normal scheduled council meeting to do these um short listing and conversations that we need to have um if you don't want to go that route then we will need to come up with some dates for special meetings the problem that we'll run into is going to be there are some conferences scheduled that um the council will not be here for we also have two holidays in the process so um this seemed to be the most applicable way to move forward um again it's just tentative it's you know just a kind of a timeline that we need to look at um if everything in this book there are um the job description and the job hosting I believe that there's a couple things that I would absolutely love your input from the council um this the same one we used before that that's where the lack of documentation is at um yes ma'am the two job descriptions that you have one is seems to be a little bit more complete than the other the last job description is a very indepth very very detailed six or seven pages of a job description which um is really you know it's really intimidating when you go to read it um so the second or actually the first draft is kind of you know where we're at um it kind of gives you just the the overall view of what the job description is and also encompasses the city Charters um definition and responsibilities for the city manager M Brook yes sir I ask you absolutely has the job been posted no sir it has so we haven't we no sir we have not done any of that we waited until it was brought in front of the council tonight so there's been some ambiguity about when the you know he's trying to be as kind as he can about when he wishes to be gone or when he will be gone and his conversation to me was I want to work with the council to do what is best for the city absolutely but that doesn't give you a date it it kind of does um it does well um Mr Bard and myself had um spoken earlier and based on this tenative timeline this will work within his timeline what is his timeline because I have not been I would absolutely love to hire a skate manager by January 21st okay now we we got at least a shot in the dark I think he said 90 days yeah he's and he will I mean he's very willing Terry if You' like to chime in to very willing to help in this process so um this timeline you know kind of it really goes off of what your currently scheduled meetings are so it doesn't really pull you outside of that especially with the holidays but it gives us enough time that we can meet some deadlines as far as we have to advertise within the city for five days first for any applicants um who are currently employed and then after the five days then we can move to posting it outside um on different application on different what applicant application so you're looking at like indeed government go um jobs um icma FL League of cities those different platforms to be able to um look for a other City well not other cities but other applicants that meet qualifications that we're looking for other cities would yeah sure be that other city managers yes I'm not talking about City Jam no I understand I understand yes it's just a it's just a way to have our job description out there for people who are looking on those sites for jobs that they're qualified for okay thank you I know half the battle before was coming up with the job description um and I know we tweaked it in a meeting a time or two yes ma'am so I I may have that on my computer um I mean I actually just put my computer away I know I have all the applications on there from I I've seen a lot of those um made an Excel spreadsheet that and had them all and I hate to tell yall this but we had like 115 applications that we had to go through last time absolutely it was ridiculous yes um and I know I probably shouldn't say this out loud but icma is probably not one of my favorites and that I U I'm that International uh city manager yeah well the organization is fine we've had one IC certified city manager that I'm aware of not my favorite uh We've also had another who was a member of the organization but was not certified by them but attended all their training um he was I liked him a lot others didn't necessarily he was very good physically conservative person which was as as is Mr Bart which is great for us I think because it keep us in budgetary line um and he makes sure the revenue is there in order to get us where we need to go when we want to go so advertising it on icma is one thing but I don't think that they have to be IA certified and I agree that is one of the um the guidelines so when you look at the job posting template the highlighted sections are kind of where I would like some guidance from you of course we haven't read that from yet no no ma'am that's in the front half right yes ma'am it's under um the probably the second tab job descriptions and posting oh I in that part so the first page that you'll come to is the job hting template oh yeah so we've come up with um you know the first part of it you know obviously the preferred qualifications are going to be you know this is what we currently have um from the last job hosting if you are good with it then we'll we'll run with it and post it I think the dollar amount is a little high so that is our top end based um that was conversation that I had with um the great level yes yeah that is the that is the top line with with the great level that the city manager fits into great I thought you said the gr bubble oh no I will I will say in the past too we've had people come in seeing that and we actually offered a job to someone who said no if you're not giving me the top I'm not I don't want it well that is the the and we wasted our time and he walked away yes and that is the max where we are comfortable at um a discussion with Mr Bloom um I don't think I'm comfortable with that well that I mean well if it's going to get us somebody who has experience who has actually worked as a manager which is what we need we don't need somebody who has never work as a city manager I want to agree when you put your high water mark out there they're going to feel that they hav't got that you don't yeah that's exactly better to give them more than to argue with them to come down so give them your bid level or your low level and let them say no I'll do it but not that amount of money and then you can enter into negotiation without and if you're only giving them the 91,000 and then you go lower than that insult but if you give them a range there's no way that you insult anybody because they know that they started because this is the starting salary now this is the highest am 20 years of experience correct so this is our starting salary this is our highest salary so therefore you're going to be somewhere in between now as they are filling out their application they know that so therefore and this is our starting salary no no that's not what it says because you have EX's in front of that 91,000 so the previous starting so they haven't even put a um amount in there no in in the previous um documents that we have the starting was 65,000 so I mean that's kind of you know and this 91 must have been with that is our our absolute top in with C CF with the current city manager so we could start here KN we have the cushion yes sir to be able to go up yes based on your qualifications and that's what a lot of this says is you know based on your qualifications or the the doq is determined on qualifications so that's where you're you're we just started so we just started we just started talking about it so we can take these books home absolutely except she wants to post it tomorrow if you look I would love to start yes but what I need is I need some direction and um you know I we can we can come up with a salary range or a starting range that you're comfortable at and I can start it tomorrow and after 5 days then we can push it externally and then you know go from there and then that gives you enough time to review over all of this material for your next meeting on December 3rd no I'm sorry November 19th which would be your next regular council meeting right but if you want to do a special meeting before then you can yes we just put the 19th there but if you like to have a a special meeting before the 19th just to discuss this then we can absolutely do that I just you know I understand that you know schedules are are crazy and holidays are coming so if we already had our prescheduled meetings then it was going to be um if we get the decision made the application requirements um or job requirements should say to you by November 19 y on the night of the if you approve it on the night of the 19th the 20th I can put everything together and start posting y okay and do we feel like six weeks from the close we feel like we're going to get an adequate applicant pool during that time I'm hoping okay um fingers crossed I would like to stop have the deadline for December 31st which will give myself enough time to put them all together get them to all the council for your reviews so we can start the short listing um process by January 7th which would be your first meeting in January or we can again go and schedule a special meeting to do it all in and let me just say the problem put it on indeed because last time we got people who worked at McDonald's Absolut we pumped gas pump gas the gas station we got all kinds of people I'm not sure indeed is where it needs to go I and I I agree with that just the option well we use indeed a lot for a lot of our job postings and again we we run into those same situations yeah um it's just it was just a a platform that we have used so right you know whatever your will is of where you want to go we we'll go that way and not necessarily do they have to have a fouryear degree no absolutely because their work experience if they're an older person their work experience can far outweigh yes absolutely and that's the way that it's kind of worded to where you have you know the preferred qualifications is The Graduate uh graduation of an accredited four-year college or university with the bachelor's degree in public administration administrate business administration or related subject or and or a minimum of four years experience in progressively responsible management position well that's supposed to be of a local sorry of a local government preferred with municipalities preferred in Florida or any equivalent ation of education and experience so I mean that kind of encompasses that whole range of yes we would like you know yes there's education factors in it but then there's also the experience of of dealing with those and I'll say that's another thing that we got last time is we got applications from Colorado and Arizona and Massachusetts and Minnesota you name it and some of them wanted us to pay their way here to get interviewed if they were in our top five or 10 um but the main thing is if they've never worked in the State of Florida they don't know the statutory budgeting element for the State of Florida they don't know what the Sunshine Law is they have no clue what Sunshine Law is that's a big element of their job absolutely is um and there are there are other things as well that are important that if they work in a Florida environment is so important and and I don't have any issues and it's going to be a lot of the direction in which way you want to go but screening through a lot of these if that is something that the council wants I mean I can take that on and go through them and kind of give you you know the ones that you know fit the criteria of what you're looking for so yes you're not looking at the like you said the ones that you know have a nothing against it but working at McDonald's and trying to transition to a city manager right um so we got a lot of those last time yes ma'am and again we can I can do that that I can bring them together and give you um all of that because that's kind of where the rest of the binder goes to is um one of the suggestions that other municipalities have done is just like you said you put yours on a spreadsheet so we would give them numbers as they come in and have them on a spreadsheet which allows you to during the short um short listing process um during your conversations you're not trying to flip through and trying to figure out which one you're talking about you have a spreadsheet that gives you all the information you put your notes on it and then if you choose to put them on a short list you already have your notes together um and then it goes into the short listing process of you know how we would look at the short listing um going through the voting of it and then offering um sorry scheduling the interviews and then going through the negotiation processes so are we going to be part of the interview process oh yes ma'am you are it's all you yes ma'am um that is you know that's where I have um in the tenative budget there's a week like the 13th I think or the 17th or something like that that where it looks like that would be a good week um of what to do interviews to schedule your interviews of what month January January yes ma'am so it would um give you enough time to review over them we can have some special meetings to discuss um review over and whatever you need to do and then that week would be your interview which would then lead us into the end of January where we're already in the negotiations in the meeting by January 21st which is your last meeting in January that you're bringing on a new city manager so what you need from us either establish in a second meeting or if you guys are comfortable tonight making I mean how's that word that can we make a decision kirston on the job posting without it's just a discussion with possible action so yes yeah I mean absolutely okay so um if we want to look at if you're good with the preferred qualifications the way that it's written then we're good there um the salary range we can put you know the starting salary and we can have that room to negotiate where does that grade level hit now is it more like 70 yes ma'am not anymore I'm sure it's moved up it's probably around 70 75 probably 70 I mean I was so comt I would be more comfortable with having we down and discuss the information as far as the qualification I'm not so um so if we can do that after yes so the week uh and we may have to do it on an off other than a city council so are youing okay with that are you saying you want to do it before the 19th she's I know and I understand where you're at um unless I just unless you want to do something Friday I am gting for whatever you guys can do I mean oh yes ma'am you done put it out there we're meeting Friday um Monday sure Monday is the holiday oh okay and you're going to have to have enough time we leave we leave to go to Tampa well can we can we meet the 18th that Monday are youa 18 calendar um maybe the 18th just make no we'll just be coming back on the 17th on that okay again I mean if you want to bring it together on the 19th at your council meeting um we can discuss it and make a decision then um we can you know try to if if our council meeting does not have um agree 15 and I think 15 letters of the alphabet then maybe we can do how muchu do you have it's going to be heavy going to be heavy yes so maybe 30 minutes early before the meeting is that that's hard for some of us like we say about Monday I mean and we can I mean are you comfortable with putting it closer to the front of the agenda so we can have that conversation I mean obviously if it runs later or not I mean I get it but that to the account whatever your will is it's still take time yeah it's going to be a long meeting unless you go through the resolutions at the front of our agenda here night and I understand that so gent here night it may please yeah I'm sorry yes I think what might be helpful is if if we do have it on the meeting on the 19th if all of the council members can go through and just make any line item so strike through add in send it to Brooke beforehand she can Implement all of that and then she can put it out um in the agenda and you probably and you probably won't but I think that there's potential that you will agree on some things that we might otherwise spend significant time discussing only to realize that we spend 15 20 minutes discussing something and we're all saying the same thing um so I think that that will be one way that we can we can sort of cut down on that is if everyone can get their edits their thoughts um to Brooke and then she can put those out there as as redlines and edits and then everyone will be able to sort of have the discussion on things that don't AG on at the meeting and we're strictly talking about the job description the job descript between that and the post I mean and that's and if we if we look at the 19th then the next day we'll we'll post it based on your recommendations do you feel comfortable doing the internal posting I can if you're if that is what your will is I can go ahead and I I say no because if we're changing the um qualifications then they're not having a fair shot or somebody I think we're try to do but I think 18 and I just want to I just want to say before like kirston said if you are going to make changes and send them to Brooke I'm going to need them by Tuesday please Tuesday the 12th in order to get it on the agenda and what if we do the 18th well you can agenda we end up not then we can just take it off so the 12th is what Latricia deadline is for for her to put the agenda together to get it out to you so if you provide it to me before that hopefully for then then I can put it and give it to leg be on the agenda but they won't be it in the packet if you give it to me after Latricia deadline it will not be in the packet right but we're the one that's talking
