yes okay welcome everyone wind Township Board of Education regular meeting today is Wednesday August 14th 2024 public notice of this meeting was given to all board members and Associates in the notice dated January 5th 2024 adequate and electronic notice of this public meeting has been provided specifying the time place and manner in which this meeting is being conducted it was advertised in The Courier Post posted in all schools the administration office the the municipal building the library the BL duuple Center X acres elmtown and the wins Township Post Offices in this is our mission statement the mission of the winow Township School District a large diverse and growing Community is to educate all students to become independent lifelong Learners critical thinkers and caring and competent members of their Community The District in partnership with the community and in the climate cooperation and mutual respect will provide an academic environment which values excellence and diversity encourages students to strive for personal excellence and assist them in acquiring the knowledge skills and attitudes necessary to contribute positively to a rapidly changing World roll call goals student achievement continue to implement best practices for delivering instruction to students utilizing all available and appropriate instruction models this shall include a devel to increase the graduation rates B increase chronic absenteeism C increase in benchmark scores and fourth grade ELA by the end of the year D accountability for All District staff and stakeholders two increase parent caregiver engagement in education by providing opportunities for two-way communication with District stakeholders implement the culture and climate survey three Market our strength and achievement to all stakeholders to increase capacity for greater parent caregiver and Community Support a work with Communications Consortium B continue with our public relations and marketing plan C continue to work with the various advisory committees um in the district and D focus on refining our communication methods and messages to better Market our school and District thank you Mr moving now extreme achievements and stuff that's going on with our athletic department a good summary of of the what's happening this summer okay thank you moving now um give be a report from our citizens advisory committee good evening everyone evening C citizens advisory committee meeting minutes for August the 1st 2024 the meeting began at 7:15 p.m. on Thursday August 1st 1st 2024 in administration building in attendance for Diane McKenzie Christy wuli and Tom Marcy Thomas absent St Crooks W GL Rosemary Hoffman me Hogan veras and Greg W for Leon Rita Martin was present old business the CAC is very appreciative of the board's action on a CAC recommendation to revise the usage of the bus transportation to include local organizations and those permitted to rent a bus and also to open up the availability of the usage to include more days the CAC um was also um presented by other parents in regards to the suspensions that were um given to the students and and the parents were still in awe and not understanding as to how they can get that rectified if it's possible to get it rectified um restorative practices will be Revisited at our September meeting comprehensive review fall from the fall survey it was reported that the committee were informed in each school to develop goals the group is asking for the status of these committees and if the goals are aailable to the public new business the graduation ceremony at the high school was discussed those present at those present at the graduation this year were very complimentary of the program and and its organization however it was suggested that there needs to be more security example additional Personnel temporary fencing Etc present so that the crowd can be effectively contained in specific areas a metal detector at each entrance gate was also suggested number two a short discussion was also held on access to our building and safety issues concerning this access number three it was a suggestion to be discussed at the September meeting that the Board of Education consider having a student advisory committee comprised of student representatives from various groups at the high school in addition it was further suggested that a teacher advisory committee be be formed through its Union to meet with the Board of Education number four concern about the number of Staff leave in the district each year was also um discussed respectfully submitted Marcy time substitute recorder and that concludes the cac's meeting um that we have do you have any questions just um just one question M CL with rejoice under old business uh the comprehensive review um and you and the uh CAC is saying is reported that the Committees were being formed in each school so what CAC is saying you would like to know the status of these committees and the goals yes Dr could you information on that and will it be um accessible to the public it's more so for the public um CAC is just representing the public so it's more so for us to be able to find out um what's happening and what's the stage of how everything is being accomplished and are we meeting any of the goals that they put on there okay that's absolutely reasonable under new business um M um the graduation ceremony I I only interject when I have a legal issue absolutely so uh Madame President um let me make sure okay I I just items of security um either or graduation or access to the buildings are stuff that really should be discussed in executive session um or privately with the superintendent um so we can rece certainly receive input the public on their concerns but any remedies or things that we're doing the security issues are strictly confidential and um as Dr car know she's shaking her head uh they're kept confidential for a reason which is we don't want folks to know what our security plan is um we appreciate the input when we thank you for the input um but I don't want to I want to make sure we're not engaging in an open discussion on security measures that are or are not taking place that's a discussion that can be had directly with uh I would suggest Dr poti the other other thing I wanted to discuss is with regard to the teacher advisory committee meaning directly with the board um the teachers need to meet and their representatives need to meet with the superintendent the only time we meet directly and we have staff there with the teachers is during the union negotiations because the orderly flow and state law and our policy requires that the teachers go through a chain of command not directly to the board in fact Terry Lewis from I'm sure I'm sure school boards would tell you that that's not something that's really permissible direct board contact with teachers discussing outstanding issues in the absence of the superintendent or without first having gone to the assistant superintendent building principal assistant superintendent then the superintendent so there's some reasons legally why we can't do things but I just want to make sure I I apprec certainly appreciate these suggestions as I know the board does for transparency purposes and communication all has a lot of good things but there's certain things just by law that um is at a kill through that we cannot do just want to make those points thank you points well taken um Mr do you have so yes I would like to dis respond um to the um in regards to the security we are totally aware that the protocols that the school comes up with and how to handle the protocols are totally out of our reach and they should not be discussed in the public because they I just didn't know where it was going right it was one here was they they recommended not recommended they suggested that possibly during the graduations that they have off fence put out like that's not a secret thing you know um that they add extra security that's not a secret thing you can absolutely talk about those things and again I had no trouble with that I just didn't know where Mrs pitz was going and I want to get it out there before she fully responds okay perfect it's per it's it's very appropriate suggestion for anything further okay thank you thank you and excuse me m GL you talking about the culture and climate survey I believe that's what they're talking about I believe talking about clate survey because I do recall that after um you posted the results from the culture climate survey right and then at one of the board meetings you did discuss that you were going to reach talk to get you the schools and they were going to have goals so we would like to know where that stands and how we're going into a new school year how are we going to make sure that whatever our alls were from last year's school year that we don't bring it into this year's school year we make some move um movement I just wanted to make sure that was the survey you were referring to yes sir okay all right thank you moving now board members uh committee reports education committee you report out of the education committee no no report of the education committee at this time thank you m m um marking committee report no report at this time but there were several items that I needed to put uh to the board that I didn't realize required board approval from my report last uh board meeting um one was in regards to participation in the township newsletter um I know that's something that we had discussed and everyone seemed in agreement but um I know the deadline to submit for the issue has passed um but we wanted to look at uh going into the spring and continuing that if um I would like to present a motion for the board to approve uh that particular item a motion for the board to approve participation in the township newsletter yes uh Madam president uh this time there's a cost Associated that's why in previous years it wasn't any cost to the district I think M correct me if I'm wrong I think it like $700 something like that yeah per issue per right so that's why you need more so $700 is what we would have to pay yes to the township yes I think the board will discuss that weely discuss that uh because I do recall previously when we did um have a discussion I think Mr Davis you gave us some information with regards to what happened um previously when we did have something and it had to do if you could just elaborate on that a little bit for those who are here I I can address the issue for example Mrs NE has indicated that we've already missed the deadline for the fall issue that's pretty much the the the problem that we have one um let's say it was the deadline was June or whatever or July most of everyone is on vacation back and forth two in previous years when we did try let's say for example we gave them information and by the time the issue came out that information was already old uh we've already posted on our website people already knew about it but by the time they receive the issue they're saying well we already know about this so the timeliness of the information so um we are hoping that once we get Mrs Perlo on board that she can assist us with this but um again let's say for example their winter issue I don't know what the timeline is so we provide them with information let's say as we begin um school with all the information we have opening of school back to school nights and things we think parents would want they've already happened by the time you get that issue so we need to figure out what kind of information is timely regardless to whatever we put out maybe things that parents want to know about in The District maybe we can give them some schedule of activities or events that's going on that we already scheduled months in advance those kinds of things but pertinent information where we ran into that issue it always boil down to the timeliness and by the time the community receives it it was already outdated and we had already posted it on our website and it had already occurred so that's the issue we normally run into but at this point maybe we can come up with a a a plan where we can approach that Identify some items that need that you know it's more timely U Mr D do you know when the next issue normally come out because I know they do maybe what three a year something like that I think the price that I was quoted on it was just the fall and the spring so two issues um I know we discussed it at the marketing meeting last month because we were talk Mr Davis and I were talking about that time crime issue and we were thinking about just putting things you know similar to what the newsletter that we put together for for our marketing materials like a did you know about Winslow that way it didn't matter when it was it was just you know good news about the district and it wasn't you know time sensitive information so certainly a board members that our Retreat Saturday that uh you can put that down on the agenda so that we could discuss that and come to a um a a reasonable um decision with the go to that okay and then I'm sorry the two other items that I wanted to submit for board approval uh were the purchasing of the marketing materials for the Winslow newsletter and the pom poms that were used for National Night Out and for Winslow Family Day now M you said the the cost of purchasing a newsletter the one that was at our table at uh J and that was that was not um that was not produced from the district no I produced that okay and so you produced that at a cost to you without the board realizing that yes so when I talked to Miss Bo she said that that actually needed to come towards a motion to the board so that I could be reimbursed okay board members we need I need to hear from you because this is something that was not previously well we really did not know that there would be a cost and so what What U are there comments now what how indeed would the I have a comment okay Mr I mean if we're going to set a precedent on that I mean there there's a lot of things that everybody did um Miss Peterson I know she spent some money and I got a a whole laundry list what
