thank you previous minutes are approved um I'll move into a brief explanation of how the hearing will go uh case cases will be read into the record City staff will provide a presentation and Commissioners will have an opportunity to ask questions of Staff um once Commissioners have had an opportunity to ask their questions we will close the planning portion of the hearing and open the public portion of the hearing anyone wishing to speak for or against a case starting with the applicant may do so we ask that you limit your comments to 5 minutes um when everybody else when everybody from the public has had an opportunity to uh to speak we will close the public portion of the hearing and reopen the planning portion of the hearing where we can ask additional questions or we entertain a motion and a vote um if anybody here thinks they may speak for or against a case if you would please stand and Heather will swear you in all right sounds good um all right moving on to new business case number P 24- 53 request by Paul William Schultz uh revocable trust to rezone a parcel from planned unit development PUD zoning District to single family residential large lot R1 zoning District General location 4020 Country Club Road South the area covered by this request is 6.02 plus or minus Acres all right Heather reyer senior planer for the record uh as you look to the screen this is the future land use map the subject property there is hatched it is currently neighborhood Suburban as well are the other City Parcels adjacent to it um as you look at the zoning map um it is designated as plan unit development PUD and as a part of the Pud that is to the West um other City designations in that area are R1 um and R2 far to the um Southwest all of that that is with white is unincorporated pop County and as you look at the aerial you can see it is the portion of the vacant Outback Oasis Event Center and um some accessory uses on there this is a view looking to the south of the subject property with its uh entrance off a Country Club Road this is as you look to the west down Country Club Road across to the north there are large estate uh single family homes and to the east Paul William Schultz revocable trust is the petitioner and they request the city Arizona parcel from plan unit development PUD zoning District to single family residential large lot R1 zoning District the area subject to this request is a portion of plan unit development which is subject to PUD ordinance 0209 the property located at 4020 Country Club Road South is approximately 6.02 acres and contains the vacant Outback Oasis event venue and Associated Pavilion restrooms and pond curtain PD 2019 allows for up to 5,000 ft² event venue or Clubhouse depicted in the conceptual plan on the subject property the petitioner proposes to remove the commercial use provided in the Pud and return the area to residential use permitted by the R1 zoning district with this request the petitioner intends to develop the parcel with estate siiz Lots comparable to the surrounding Parcels the R1 zoning District allows up to three dwelling units per acre based on 6.02 Acres a theoretical maximum of 18 single family units would be permitted however when R1 development standards infrastructure requirements and the existing Pond located on the parcel are considered it would be unlikely for the subject property to be developed at the maximum permitted density staff's uh review of the petitioner request yields the following conclusions the R1 zoning district is compatible with the immediate surrounding uses and also the city destinations in the Country Club Road Corridor the requested R1 zoning district is consistent with the neighborhood Suburban future land use assigned to the property and this request will likely result in a potential decrease in public infrastructure demands by removal of the commercial event venue Clubhouse from PD 2019 and additionally at this time there is sufficient capacity to support the maximum potential development under R1 therefore staff does recommend the Planning Commission recommend approval of this request and its foring to the city commission for final action stand for any questions you may have Comm any questions um so I recall that being a part of the separate PUD um was some of the um required separation because I believe there was some the change in use then is kind of I guess across the street other than there was one um R1 lot that was close right so the rest was going to be I think commercial for um kind of a a village of like aging so here's this is this PUD that's currently on the property is also the same PUD that's on this one depicted to the West is it it allows for um multifam and Al kind of an aging in place type development as you're talking about along with a 5,000 ft events venue that's depicted on this parcel so only the the of the Pud will remain we're only looking at this parcel um the R1 that shown on there that's a different ownership parcel um so it's not a part of this request I I knew that what I guess what I was looking for is and the word I was searching for was buffer is is a buffer that was around it is because now I guess it's it's R1 and then the ones around it I think are similar in density and is the buffer now just going to be on the subject PUD parcel that's out outside of it you see what I mean cuz there would have had to been a buffer on this but maybe that's everything that's required of the other PUD will remain this property will be rezoned R1 and would follow under R1 development standards okay so only single only single family is allowed so there wouldn't be any buffer to the single family adjacent right it would be the buffer to it and like you know you see what I mean like they it would if if if there was a buffer from this to the other family the buffer require yeah buffer requirements in the Pud to the West remain they're not changing all to go over with you tonight um first one is is we need to um Elizabeth Davis resigned from Planning Commission earlier this this year um she served as a planning commission's representative on the city's affordable housing advisory committee so we need to find a replacement for Elizabeth from the Planning Commission to continue to serve on the affordable housing advisory committee so we need one of one of the nine here to uh see who would like to serve on that committee as a little background they meet quarterly um so it's not a huge commitment um the affordable housing advisory committee um reviews uh our local housing action plan and makes strategies yes ma'am we we have we have someone's that's willing hey I'll do we you twisted I'll zip it here I'll zip it if it'll stop all the explanations I'll do it we we probably should have a formal action on that I will make a motion to appoint Ed Smith to the advisory committee for the affordable housing second all right we have a 25th of November so all right and then the last item I have is just kind of bring up the date on what took place in October um we had a few items on October 1st the agenda um both of those were small scale future land use and Zoning assignments for two small Parcels annexed into the city one was 250 Cypress Gardens Boulevard the ABC liquor store the other one was a vacant lot out on King Road and State Road 540 both of those are moving forward to the city commission will have final action this month and lastly the um two items we had transmitted up to uh Department of florid of Commerce excuse me uh for review those came back those would be the uh water and sewer level of service standards and also the large scale feature land use Amendment for the uh that large parcel that we annexed at South of Lake smart uh North we Avenue Northeast uh both of those were adopted by the city commission last week so that kind of brings us up to date where we are what we did pretty much over the
