Championship win let's give these guys a round of applause before we that's quite a trophy wow I good work so I'm going to read the proclamation I'm dealing with a head and chess cold so if I um if I start a cough or wee or my voice fails I'll hand it off to Tom Madigan and you won't understand what he says so so anyway so I will try um whereas the 2024 wof Raider peee football team is a 2024 North Bergen Jr Football League Super Super Bowl champion by virtue of its 20-7 win over Oakland in the league semi-final playoff game and its 14 to zero victory over Montville on November 6 2024 at Indian Hills High School in Oakland and whereas this exceptional group of players and coaches completed their regular season with an overall record of eight wins zero losses and ended the season ranked number one in the final nvjf rankings ultimately ending the season with a total undefeated record of 10 and0 whereas the white Raider football teams benefited greatly from the dedication commitment and Leadership of head coach Eric Knight and assistant coaches Daryl bagnolo Steve petreski and Rick hubard these coaches and players live each and every practice and game by their motto one goal better every day and whereas the whiteoff Raider peeee football team team would not have been successful as successful as they were this season without the constant energy and support from the 59 fourth grade cheerleaders they're enthusiastic and exuberant cheering during the games and at halftime gave the team the extra boost they needed to defeat their opponents each and every week of the season and whereas this special group of boys fourth graders Max Benz Reed cero James cheer James Cain Greg feler ER Flanigan Carter Gaton Dirk grun wall Robert Hansen Cole Hensel Cole jerck Michelangelo Lorenzo Luca L lundon lunardon uh Jace mazone Shan mcale Logan Meer Nicholas Ruther Cory Silverstein James Van sluttin Jack yanowski and Brian Z Brady zob sorry Brian uh Brady Z and third front of you should have a revised agenda uh the revised agenda is as follows on page two of the business meeting uh we have our resolution authorizing a renewal of our grant Rider Services uh resolution 855 authorizes a grant uh sorry accepts a grant for the uh Bergen County Historical commission uh they're giving us $1,500 to uh assist in the funding of the zisy House Heritage day take good um resolution 86 authorizes a refund of construction fees tole services this is with regard to the Ridgewood water uh as treatment plant project they were AR originally um charged for their permit fees uh however under the uccc local governments and utilities are exempt from fees so this need to be uh needs to be returned to them uh 87 authorizes reappoints are two representatives to the Bergen County communication Advisory Board 88 authorizes uh it's a resolution we do every year it's a housekeeping resolution it's regarding the reserve for our uncollected tax calculation uh how we're how we're calculating it for the 2025 budget uh resolution 89 authorizes a renewal of our special um our special Ser special councel agreement with uh Jeff Lipkin resolution 90 authorizes uh the award of our concession for spring summer and fall spring summer and fall tennis and golf clinics and camps m uh that came in that bid came in this morning um resolution 91 uh is a little bit of a housekeeping uh end of last year we passed a resolution closing out the morle SI morly Drive sore extension and before we signed the paperwork there started to be some sinking uh in certain areas there so we've called the contractor back um but we're going to hold back the retainage on this we hadn't released it yet so this is actually canceling the close out but keeping the effectiveness of the change order that we EST that we authorized uh via the original resolution 92 authorizes the release of the maintenance bond for our 2023 Road resurfacing project and 93 authorizes change order number one which is a negative about $199,000 and close out of our contract to the tune of $425,000 to the state DOT so they can reimburse us for that that last payment gets reimbursed as well M okay yeah we can't submit the reimbursement until until we pay and the check has been cashed okay so okay all right thank you then we move on we have three ordinances for introduction we have two Bond ordinances the first is for various Public Safety equipments um and the second one is for uh various infrastructure improvements um uh the public safety improvements include radio upgrades the uh replacement for the fire department command vehicle and for code enforcement vehicles um the radio upgrades are for both the fire department and the police department uh and the uh various other infrastructure upgrades include our annual resurfacing project where we are allocating $800,000 towards our project our program this year um acquisition of a new heavy duty dump truck an acquisition of new pickup truck for the DPW and uh funding to complete our document archiving of the uh building and Zoning plans that are in the basement and then finally 2023 is an ordinance that amends 2028 sorry 2028 sorry thank you uh is an ordinance that amends uh our or actually sets our 2025 sore fees for the year there is one motion uh for the Crescent lighting ceremon which will be held on Thursday February 27th from 5: to 8 in front of town hall and that's all I have with regard to the actual agenda and on to the administrator report yes please any questions I believe the the celebration is on the 26th 26th I'm going to check my email but I think that's correct well n checks on that I'm going to move I thought it was the 27th what do we have I think they changed I think they changed oh did they when we first got it I put it in my book but that doesn't mean anything just a reminder for those that are here uh we do have assisted listening devices reach out to Nancy if you need one okay as you can see from the scaffolding on the roof on the around the building the roof replacement project has begun it's expected to be done around the end of March um we've submitted our grant for the 2025 local Recreation Improvement grant for Community Park improvements in the amount of $100,000 with match of $25,000 from our own open space trust fund and this project is specifically for the rehabilitation of the baseball field at Community Park uh we are in the planning stages for the 2025 Bergen County open space trust fund Park Improvement Grant letters of intent are due in March and the Grant application is due in April we're looking into the New Jersey historic trust 2025 preserve New Jersey historic preservation fund which encourages the careful planning for restoration rehabilitation and preservation of certain historical resources we have several POS uh spots in the town that may be eligible our deadline to apply for that is April 24th the New Jersey League of municipality's Lewis Bay second scholarship application Lewis Bay the second scholarship application uh information has been shared with the Ramapo Indian Hills guidance departments uh it appears on our e newss and is on the front page of our website applications are due to Mayor Boon by March 7th the theme for this year's essay is what I like about my hometown and it seeks to advance the verd of elected and volunteer members of the municipal government uh an update from some updates from the clerk's office animal licensing for 2025 is Ono the clerk's office is currently licensed 412 dogs and 26 cats the sale of parking permits for the parking ride at Cornerstone Church is ongoing we have sold 96 tags this year so far the tax assessor's office has signed the 2025 tax list and the white postcards are forthcoming uh for those that keep asking about them I just wanted to see if I got the message not sorry reminder that our first quarter GIF safety meeting will be on February 25th at 9:30 this Friday we are going out to bid for the concession contract for our summer soccer and baseball camps last Thursday we had our kickoff meeting for the Centennial planning committee I'm leaving that to Mr Lane and Mr melel to provide more details and that finally that this is a reminder that the first quarter tax bills and the first half sore bills are now due you can pay them through next Monday the 10th without an interest penalty and that is all I have thank you Matt second turnip committee reports Pete could we start with you sure thank you mayor um I just want to give an update on our commitment to safety here in with our residents and this is pertaining to the um what we've been working on along wof a and by Spring Meadow um we've been in a speed study with the county over the last few months and um we do have an update on that they have agreed to lower the speed limit from Cedar Hill to Russell from 40 to 35 miles an hour which makes it in line with the um speed limit from Cedar Hill down wov a to Waldwick which is currently 35 so now it's all going to be one speed so it's not slower speeding back up right um from Parmley to no from um Frankland to Greenwood they've only gone out because it goes back down to 30 so they've agreed one street over each way to that speed limit to go down to 30 mph over there and now we're just waiting for the final piece of it from par Parmley over to Godwin reducing the speed limit there so um you know we've uh over the last few years we've um have a big commitment to safety here in town especially on our streets and around our schools we finished our program installing all the safety signs and speed calming signs first around all the schools and then around all key intersections around town where we advised by our traffic officer and police department um so it just this is just another part of our our commitment to uh safety around town and that's all I have tonight can I ask you a question does that is that inclusive of Russell a or no if this is only wov a oh it's only W this only W right now yeah thank you Pete Tom okay few things uh Roger Rudy and I attended the kickoff of Temple Beth Ran's 50th Anniversary this past Sunday they had a terrific concert with a group called the MAA beats we really enjoyed it was terrific and it was very very full and we appreciate the warm welcome and being part of their kickoff for their 50th Anniversary this year uh W board meeting I would attended last evening much was discussed including the many upcoming camps and Sports Camps and spring Sports and Clinics some of which we have on the agenda so very active A lot's going on uh very high participation rate which is good so we see a lot of kids we're actually seeing more kids being involved in our recck Sports uh and Clinics uh which is um terrific I attended the uh a budget meeting a couple of weeks ago uh where we finalized Capital needs for 2025 I also attended the seniors meeting last Tuesday they gave us the rundown for the year they were all excited they're actually growing with members as well so even though a couple have dropped out uh didn't make it to this calendar year they've attracted some new members and they're very vibrant so we're excited about that and then I look forward to uh this Thursday we have a meeting uh to kind of kick off the plan and the layout of the Centennial 2026 uh calendar that's all I have to report thank you thank you Tom Roger well I'll lead off with the Centennial committee which is myself and Mr mó uh we've had a number of meetings so far so I would say to the public that uh uh stay tuned that there'll be some save the dates coming out we we got some big plans for next year which is going to be our 100th anniversary of woff as Tom just said a lot of it will be centered around the calendar that you'll be working on Tom and all of the particular dates that have historical value in each month of of the year and uh I think uh everybody' be very pleased once we get this thing off the ground and we have the dates uh just a general public service message if there's anybody that would be interested in working on the sentennial in in some form once we have all of the plans laid out we have received one uh volunteer form so uh if there's anybody listening out there if you'd like to participate in that uh or any of us know anyone please bring them to Peter I and we'll get them uh lined up um let's see roundo Indian Hills School Board everything I had attended the uh RoR I think I've already reported on that I believe that uh the their liais on top B Dany will be here at our 8:00 uh session and uh we can welcome him and I'm the liaison from here uh DPW obviously uh salt snow removal minimal thank God uh historic preservation there'll be no meeting next month because there's nothing uh before the board to look at uh the last thing we did look at was The Brownstone on the corner and that's all been resolved uh on Sha tree commission uh second Public Service Announcement if there's anybody that knows anybody that would like to be a participant on the shade tree commission please let uh myself know Nancy here at town hall or anybody and we'll take a look at that uh now it's my first fire commissioner report so I'm really uh I'm really pleased to the about this so uh the department responded to 73 calls for service in January that range from building fires cooking fires motor vehicle accidents motor vehicle fires Hazmat spills Co alarms like a lot of them and uh fire alarms we received Mutual Aid once during the month for a fire in town we received automatic aid twice for High Life Hazard buildings in town the department Prov provided Mutual aid for three structure fires in neighboring communities we also responded to four automatic Aid calls for Life Hazard buildings in bordering communities on the trading side uh Monday night there was drills focused on uh engine company operations and ice ice rescue and uh last night I had the pleasure of going down as zisy Pond to watch uh how they would save somebody's life in the event they they went through the ice and the only comment there is uh is please do not go on that ice there's there's areas that you'll you'll fall through and we don't even though we have trained people we don't want to have to be using them for anything like that and there's various ponds throughout the town Pete by you uh you know you guys know where they're at uh the the uh ice training was also conducted on one Sunday and two other Monday nights so uh it's taken very seriously and uh it's it's it's something to watch how how they can do this uh there was a joint training session with whiteoff ambulance Squad and the whiteoff police department where they conducted again the it was a participation amulance Corps police with the ice rescue because usually a police officer would be there first so they have to be trained exactly how to try and save somebody that went into the Ice uh let's see the and finally as of January 31st the white fire department logged 1,948 024 Personnel hours for meetings uh uh calls meeting and training and that's all I have Rudy thank you Roger mayor sorry May um before I start I actually want to say we forgot to thank the parents in the proclamation for the peeeee football team because I think uh especially the moms that have to clean the laundry and the dirty clothes so good point um good point uh I wanted to start off by uh a short report for K through 8 Board of Education um they had their reorg meeting on January 13th uh LC CIA is board president Frank Barber Gallow is Vice President um they also swore in the incumbents kathle greeny and georgino uh Georgina Nico um on uh their meeting on January 22nd they awarded a bid for the roof replacement at coolage in Washington School um to Lamar Roofing um Board of Health again Mike was uh elected as chair um just to again a public service announcement rabies clinic is March 15th from 1 to 3 and it's drive-thru um planning board uh we uh elected Rob fortunado as chair Sarah Caprio as Vice chair um some of the applications were carried to February so not much went on that day but um I think Rudy you may have mentioned this that the board approve construction of a Ridgewood water pfas treatment um at Cedar Hill um environmental committee um I just want to quickly because I think they are overlooked at sometimes that all the achievements they've done in 2024 I'll just briefly go through it I won't go through everything but um they're actually they have a junior commissioner program and they're interviewing actually they were interviewing today for three high school students um uh environmental committee does a composting composting Workshop Every Spring and fall um at Russell Farms um we also host the our environmental commission hosts the recycling and shading events for residents both spring and fall um this is new um there's a new poly container at the wov recycling center for styrofoam recycling um environmental commission hosts Arbor Day events flow green Film Festival annual team up to tidy up day annual fishing derby um every year in June um they just did the educational signage at Russell Farms community park I think you mentioned the ceremony that they had um they installed a tracks bench at the wof library by recycling 1,000 pounds of single use plastic bags and um we are also a member of the sustainable Jersey and um which you have to renew your certification every three years so they're currently working on that to um be able to actually apply for Grants so that's that's all I have thank you m okay on um Thursday the 30th along with uh Tom and Pete and Roger I attended the YMCA annual meeting and administered the oath of office to their new officers um Frank Cate once again God bless him is pres we noted that at the meeting um and uh on Sunday the 2nd as Tom indicated um he and Roger and I attended the kickoff of the 50th anniversary of Temple Beth rashan on Russell a and it was a great program they had a lot of a lot of energy in that in that Entertainment Group really really really a lot really good really good um that's kind of it I um I received an invitation I don't know if if others did but I received an invitation from Rabbi Prower at the temple manual in Franklin Lakes for their annual um President's Day reading of the Gettysburg address at the synagogue on High Mountain Road on the 17th at I think it's 8:30 in the morning I will be attending I'll get all of you a copy of it I don't there anyone else get it yeah we got it oh you did get it okay did you get it yeah okay all right so I will be there um um and um I want to pick up on Matt's comment about the slate roof going on here and I'm going to tie it into report may just me I didn't know they're putting a new roof on coolage school it's interesting that roof uh coolage school had a slate roof on it and uh they made a the board made a decision back in the early 90s to replace it with shingle and here we are putting another roof on it 30 years later so um uh they should have replaced it with slate and it was there was a little bit of discussion whether should be slate or single 35 years just 30 35 years that was a lot of Maintenance um and I think that's all I have okay um Rob U Dave thank you thank you mayor uh just want to bring you up today on affordable housing as you're all aware last week we uh passed a a resolution about our Comm commitment or obligation that was to enter the program and I think it was mentioned if not I'll reiterate it tonight that we needed to do that because if we don't enter the program uh we're going to be subject to billers remedy suits uh they can sue us for exclusionary zoning so even though the state likes to say or fair housing likes to say it's optional it's not really optional so we did that and we're also obviously at the same time involved in that litigation so after the resolution was adopted last week to follow the requirements of round four it was posted on our website it's posted on the programs uh website as well and under the requirements I drafted and filed a declaratory judgment action that had to be filed with the County Superior Court which I did on Thursday as well that's part of the requirements um just going forward just to give some dates um we'll start working on our housing program with our housing uh planner which has to be filed by June une 30th but between that are some key dates uh if any organization or someone wants to object to our commitment number that 277 number they have till February 28th to do that if no one does it defaults to that number if they do then obviously there'll be some going back and forth with our planner with them and then by uh March 31 a decision has to be made as to that's whatever the final number is on that so we probably should be meeting uh with our planner to discuss both what the status of that and start putting together our plan that needs to be submitted by the end of June and at that point we'll go into some other uh Target dates till everything gets finalized but those are really the dates that we need to look at over the next few months and putting together our affordable housing plan um the litigation as you know uh the group that we're in which I believe is actually over 30 municipalities now I understand a couple more joined in the last couple days um we filed numerous motions to try to stay this filing and none of those were successful we weren't surprised but it was worth the try so that's why we adopted the resolution and filed um now we're really star to get to our substantive issues none of those have been addressed yet um I know our lead attorney is kind of working through some of those I think I read through some of our counts of our complaint uh our last meeting we're also looking at the possibility of whether we can bring a federal action under this so he's working with some attorneys in Washington regarding that so we'll see where that goes might be um exactly so that's going so I'll keep you informed of what's going on we do have regular Zoom meetings and as soon as I get some more information about um some of the subs of issues that are going to be addressed off course
