read his uh his administrator report um so we are extending our shared service agreement with Oakland and Franklin Lakes for as needed share sharing of vehicles and Equipment we're entering into a shared service agreement to join the Bergen County New high-speed Fiber Optic internet service this will decrease our monthly cost for internet and allow us to cancel one of our backup providers for internet into each of our buildings the 2024 salary ordinance for the uh unrepresented employees of the town is on the agenda for introduction the rate of increase for 2025 is again 2.75% thanks to the Personnel Finance committees for supporting this introduction and at the year again so that we can avoid retroactive payments to employees and pensions on the agenda for public hearing further consideration is a revised fire prevention code bringing our inspections and fees into compliance with the state regulations and in line with our neighboring municipalities uh the deadline to apply for the state's anchor property relief program has been extended to December 6th if in 2021 you were a New Jersey residence and you owned an occupied a home in New Jersey that was a principal resident main home on October 1st 2021 and 2021 property taxes were paid on that on that home in your 2021 New Jersey gross income was $250,000 you may qualify for the anchor program preconstruction for the roof on the municipal building is going to take place next week uh the contractor has substantially completed the Birchwood Drive freder Court sewer extension we're awaiting temporary Paving for the winter and this will be paav completely by the township next year went out to bid for our last tree removal bid for the year for bids are received and the contract was approve approved I'm sorry was awarded by po to Al tree and shr Care out of North Halen for $12,300 uh Mark D janiro supervised three days of crack ceiling on roads throughout the town thanks to the township committee for funding this endeavor again this year to help us extend the life of our roads we conducted an online auction for Surplus some of the big ticket items uh that were sold were a dump truck for 9,000 a pickup truck for 5,000 a loader for 28,000 a single axle for 9500 and a Paving box for 2000 uh NJ do uh local a 2025 Grant was awarded for 2009 $55 for the improvements to section two of lawland Road um we submitted a Grant application to the Bergen County historic trust fund we applied for 2,000 to support as a brisy House Heritage day with no match requirement we are working on applying for some upcoming grants including the assistance for firefighters Grant Community Development block grant local Recreation Improvement Grant and begin and beginning planning for next year safe routes for schools through New Jersey DOT as of yesterday Leaf Crews have moved into District three districts four and five should Place their leafes curbside as soon as possible Leaf crews are working tomorrow and Friday upcoming events Santa will once again visit wof escorted by the fire department and Friday December 6th with a rain date of Monday December 9th at 5:15 at CER Hill Plaza 600 p.m. at wof shopping center 6:30 p.m. at Boulder Run Shopping Center and 7:15 at town hall for the arrival and tree lighting the 16th annual Toys for Tots orientation toy train will once again make a stop and wof on December 14th at 11:05 a.m. sharp and the annual manora lighting will be held this year on Sunday December 29th and that concludes Matt's report uh Township committee reports uh Tim do you want to start sure I'll start uh Ramapo Indian Hills board met and uh the superintendent had brought up the block schedule at the meeting um it proposes to start 45 minutes later uh and go from eight classes to six classes so they would start instead of the 7:35 that they do now they'll start at 8:20 and they'll end at 310 instead of 239 like they currently do that will be voted on at their next meeting which is December 16th um the girls soccer team finished ranked number three the men the boys soccer team unfortunately lost in the states final against um oh I forgot what um I can't remember the name of the the te team they lost to um football team lost in the finals of the group four um yeah group four North uh to Philipsburg wasn't pretty it was cold it was rainy I was on Friday night um took a while to get there with all the traffic going there but unfortunately they came up short um the next uh meeting of the design review board will occur next week um they have to deal with the application of the Cedar Hill shopping center um which is proposing uh another concrete pad to accommodate three retail stores uh that will be near Blum court on the left side of the building so they will hopefully get the review of what it'll look like uh and be able to present it to uh the planning board and that's all I got thank you uh Roger yeah I'll be brief uh because my voice uh everything with the k38 school district is is fine DPW is continuing the leaf pickup I I'm I'm in section three so I know they uh they're doing a great job it's looking really good and they're moving along and a day and a half and um it was a it was a very good uh League meeting this year many enlightening things on the floor I spent a lot of times on the floor and uh was some really interesting discussions with other Township officials uh during the day and a half half I was there so I'm glad I went took the time out to do that last Sunday um I had the opportunity along with two of my colleagues to uh attend the uh Interfaith Thanksgiving service that was held at um at the uh Church reform white cof reform church hosted by uh Reverend Andy casban and um it was a really really terrific event there was a lot of people there was very well attended and just for the record I just like to note those that attended and uh made contributions Abundant Life Reformed Church Advent Lutheran Church Cedar Hill Christian Reformed Church Church of St Elizabeth's Cornerstone Christian church Faith Community Christian Reformed Church peace Islands Institute Temple Beth ran and again as I mentioned was hosted by the white cof reform church we thank them for bringing everybody together and having such a meaningful program uh for all of us and then the uh last thing is I just want to throw this out the uh for our colleagues here uh the county has uh notified weof that uh a revaluation of the township um and that comes from the county based upon our assessment ments uh they want to do next year 2025 2026 um it's my recommendation and um the recommendation of our administrator and our other member of the budget committee that we uh defer it to the years 2026 2027 rather than 2025 2026 I just want to be on the record let people know the counties want a reassessment and to get some feed feed back from a colleague so would you like to comment now sure I would um defer it out as as far as possible um next year is too soon to do it there's a large cost that we need to uh plan for hug huge um the following year is our 100th anniversary year that's not a good year to do it so if we could push it out to 2027 that would be just fine in my book do we have the ability to do that yeah do we re EST it we have to request it yeah they should be able to move it from 2025 because that's literally in a couple weeks right well 2025 becomes 2026 2026 becomes 2027 yeah I I well Tom and I spoke and I agree with the recommendation to defer it out also we can make that request I think I think I I would suggest making a request I think it's the 12th or 13th somewhere around there but we're all in agreement I agree with what you SU so we're looking at 2027 to 28 then is what we're planning board on the 13th we um it was a short meeting we um we approved a completeness um for the application of I think it's 344 Everett which is at the corner of Everett and Highland they're going to redo the building um there was a positive um recommendation from design review who evidently is having a busy month yes I mean they a busy F right a long time um Board of Health was on the 14th um there was a a pretty good presentation by some experts in the um in the area of memory care and dementia and Alzheimer's actually they they they made a pretty good presentation they were from a couple of different agencies um the environmental commission met Monday night the 18th um and it was just pretty much proor of the uh but on the four on I I know it's uh December 14th they're rededicating the signs on Russell Farms park I think we had a grant to redo them and they're done and weather permitting and I forgot I didn't write down the time n I'll get it to you maybe we can put it up there on on the website so everyone can see it I wrote it down let me look at up um I too at attended the uh League of municipalities in Atlantic City it was a good event um I attended a session on the Right to Farm Act which was it was entertaining if not too informative I'll just say that okay it was I I learned something but not an awful lot it's and there's a lot of even even in that sphere there's a lot of moving Parts um I too attended the Interfaith service this past Sunday at uh White reform church thank you thank them for hosting it and thank all those who participated in this service it was really a a very good service it really was some of the some of the um the statement or the speeches that were made and the prayers that were made were really really quite quite good and very appropriate um I too would like to wish everyone a happy and a healthy Thanksgiving be thankful for all we have and finally I want to wish our attorney happy anniversary today is Dave's anniversary y happy anniversary married to my Uhn to my cousin's daughter Christin and I wish him many more happy years of marriage re up for another 36 there you go there you go I wasn't going to say resolutions that's on for tonight the mayor mentioned the uh shared service agreement with Bergen County for the um spe uh highspeed Fiber Optic internet services I did review the shared service agreement it's and I am comfortable in saying let's go ahead and pass the resolution there's a couple technical things we still have to review uh before it gets signed but the substance of it is fine it's going to save us money we can get rid of one of our backups it's a good agreement we just have to fine tune a couple of the teex techncal things really review them uh before we sign it so it may not get signed even for the next couple weeks but I feel comfortable telling the committee here to go ahead and uh pass the resolution uh just want to give you an update on the lawsuit that we joined in on the Mount Laurel um round four um for those of you uh in the public that are not aware of it we joined in with the burrow of Montville which was the lead on this and about 20 plus municipalities have joined in um basically there's number of claims but I'll boil it down really to two we're asking for a declaratory judgment um to say that the Mount Laurel Doctrine does not require this round four and exceeds the general welfare Clause as really an unfunded local mandate those are really what we're getting at with this round four the State has yet to file responsive pleading we gave them a couple weeks to do it then they went to the court to ask for more the court seems a little aggravated with them because they haven't responded yet uh so the court has now put an order out there they have to respond with a response of pleading by December 6 which is also the date that they have to file if they're going to opposition to an order to show cause that we filed we asked for an order to show cause to hold this in a stay because it's going to basically cost money time and effort because by the end of January we got to certify a number uh that we're agreeing to and then six months later come up with a plan as to additional affordable housing I don't know where that motion is going to go but there's an oral argument on for the 20th of December it's public it's Zoom I'm going to go on zoom and watch it so I can let everybody know but really by the end of this month or end of December I should say we should know really where this litigation is going and I think since the same date for their opposition and the responsive pleading kind of indicates even if they filed a motion to dismiss as their responsive I don't think the court is going to grant that the stay I'm a little more worried about but we'll have to deal with that after we hear the uh answer so that's where and this is down in Mercer County yes yeah so that's where that's at with that litigation but I think it's you know we're getting the other municipalities are joining in I think there's a few others that are starting to think maybe they better jump on the bandwagon with us because it's a good cause uh to at least go to the state and say listen we need to more time to figure this thing out I don't know if there's any other questions about it or no just keep us up to thank thanks for the update Dave evening Janet Tumi here um I wanted to re uh to tell you about an incident that happened about three weeks ago um for some reason and this is only a few times I've ever done this I was walking past harder's jewelry store toward Spring Meadow and um if you remember that's Spring Meadow Drive is the uh one in front of our condominium ass Association by the way it's easy to almost lose a toe if you walking on that um that area because the cars come down from uh ramsy very fast and very near and I shouldn't be walking there really but um at any rate I I have only done that twice probably uh but I was I stopped in front of spring Meadow Drive because I saw two young boys across the street in front of St Elizabeth's um property and they had bikes and they were going to cross the street and I was kind of uh concerned about that and um there wasn't any traffic coming they were very good they were looking and they looked down here and there W wasn't any traffic and they looked up toward Ramsey wasn't any traffic and they started across the street well a car came out of nowhere quick down the street from ramsy and he saw them but at the last minute he saw them and he he put on his brakes and the car bumped up and then it bumped up again you you know how fast he was going and uh he didn't see the kids and um later on when we Hugh and I my husband and I were're coming down from that area Ramsey you can't see that part of the street you can only see the entrance of Spring Meadow that man couldn't see that there were two young boys there and um but I had never been so close to an accident in that area so I'm wondering about the speed limit there and I know that's been an issue and and um and what maybe they're going to decide to do and I haven't mentioned it in many weeks because I know I hope that everybody is in favor of that you know getting that taken care of uh but it was almost a terrible accident so and I'm sure um that's been happened several other times when nobody has been there fortunately nobody has uh been in an accident there but I thought i' better tell you that because it is something that is a big problem I think thank you and also I want to thank you all you people who give your time and energy and I see all your reports you do a lot every day for our town and I think you're wonderful so I wanted to especially thank you at this Thanksgiving
