Fant there's question Tim of the assment and assments year or next year and Mr I don't know this okay to bring this topic at this time but I think staff is feeling since a large portion of project will not start this year that we poten assment here next year rather than this year so just just just throw out there asking for any counil action but at least getting it out there that that will be a topic that we want toast share with you discuss I do have a question about that um will we be taking the bonds out before the assessment hearing and will we be able to float any correct so we we've done as a council if you remember you passed a reimbursement resolution so we do have the ability before the project starts is we'll have a bond sale most likely at our next council meeting so um we shouldn't have any issue in regards to utilizing any of our own cash for this we should receive our bond proceeds by then but I think as Mr Ericson stated in regards to the assessments right now we're probably um looking more at next year due to the construction not being continued and also that we don't have to actually pay that make that first Bond payment until 2026 so those upon but it's still we can float it until the assessment correct yes we can okay yes thank you you're welcome any other questions seeing none we'll move on to new business number 13 to consider approving the Scout project application from Troop 57731 for the construction of a little Free Library at Ashton Park Mr McFarland are you taking this one I will be doing a quick intro before a presentation um so the city did receive a uh Scout project application from Girl Scout Troop 57 or 57731 um it is for a little library and then some various other maintenance activities in the fall and the spring um staff has reviewed the application and is recommended it for approval um furthermore uh Public Works is currently working to determine the best possible spot for that and if this was approved we'd work with the uh Girl Scout Troop to to find that they are here and ready to present for you guys so I'll I'll introduce them let them introduce themselves I should say all right come on up is everybody speaking looks like of the speaking part okay that's awesome would our all right that was very good that's hard to be upfront in presenting so good job uh Council we'll start um with we'll start with down a couple of month a few a couple of months ago by a couple of big girls and the big girls found it very difficult to get in there and lop and cut and the whole bed so and I don't know how well these these girls are going to be able to do that would it be possible the city can go in there and take care of that vegetation because right now it's growing back anything yeah we'll uh get over there to take a look at that and see what we can do to help out okay absolutely also the sand or whatever is under the play equipment yes is just to terribly weedy can the city take take care of that Watershed district and property owner Andrea valrath property ID number 21107 3.00 I'm only gonna read that once and then we'll shorten it up so Fred that's you okay sorry Mr wack from dist questions okay so they're requesting a resoning um of 24989 Heath Avenue um go ahead so this is located on Heath Avenue just a little bit north of the Liberty ponds development um just south of the Highway 8 um intersection um it's currently Zone agricultural it has a house on it and an accessory structure and the company has a plan guides it as a semi- rural neighborhood which would be that R1 or R2 District um next so this also includes a sketch plan but that's not of your you don't need to worry about that today um you'll look at that prary plat later um but they're again requesting that resoning from agricultural R1 and the reason for that is to create a lot they can um construct a iron sand or an iron filter on um to remove phosphorus from storm water um and they will be doing that on the parcel is called outlawed a on there both Parcels would comply with the R1 requirements if they're subdivided like that and then also part of Heath Avenue would be dedicated to the city right know the PRI line goes to the center um the zoning requirements um both Parcels would meet those requirements um next standards for resoning the Planning Commission um heal the public hearing um we find that the application is Meeting those standards so they recommending approval of the reone and I think that's so on the sketch plan even though I you're not really looking at that tonight just for some information um the lot that they're recreating is an out lot um since there's no people living there using the property there would be no Park dedication um the par will be used for drainage um by the Comfort Lake Forest Lake Watershed District um as a as a storm water Improvement project and as I said before plan commission is recommending approval of the resoning I have no questions I was in that meeting and it was a good presentation so um we'll start with um member Jager no questions I think it's a good idea and you know when we talked about the zoning this would be an appropriate corre rezone all right member ler no questions member onad this is uh where we're the the county is looking at putting the underpass near there but but South about a quarter mile or so okay and that this wouldn't interfere with that change okay that's yeah that's remember sh I had no question question all right sounds good so we need a motion to approve I'm not going to read it all I opposed so approved number 15 on our agenda to consider p a purchase order for a 2025 Dodge Durango um Chief Bower is that you that's me um mayor IIs members of council uh looking to sign a purchase agreement for a 2025 uh Dodge Durango to um replace Squad 20204 if you remember uh back we had purchased um it was a challenging period of time to try and acquire Vehicles we had purchased this vehicle um towards the end of 2022 from uh our Outfitter uh because that's what ail was available um as of right now it has just under 52,000 miles on it um in our CIP plan it was slated for replacement in 2025 um the the way they're doing this now is you have to sign a purchase agreement prior to whenever that purchasing window is open um you're not necessarily committed to it until they get a VIN and tell me that it is ready for delivery if budget changes anything does change towards the end of the year we could always back out of it but we do need to sign a purchase agreement when they have that available um and it's just signing a a document it's but we wouldn't U we're not necessarily on the hook for it moving forward if necessary uh the provider through the state contract for Dodge vehicles is Burnsville Dodge um on the state contract the price of that vehicle is $41,000 and [Music] that we would incur in 2025 the total amount for upfitting and vehicle cost in the preliminary budget documents was set CIP documents of 66,000 um which would cover the cost of vehicle and upfitting cost that we anticipate for for 2025 for this vehicle um we would anticipate it would be delivered second quarter of 25 um and at that time we would evaluate the ongoing vehicle needs for the city and whether or not 20204 would be allocated to a different department or sold or auctioned off at that point um looking to authorize submitting a purchase agreement for this 2025 vehicle uh Dodge Dango from Burnsville Dodge in the amount listed $41,900 but at the time that the um new one is delivered sure I would anticipate I would guess we're closer to 70 some some 70 some th000 um we do have an extended warranty the warranty on the Dodges is not as good as the one that we had had if you were familiar with one on the Fords before that was a bumper to bumper um it it just in inherently is not uh as comprehensive so um we for sure don't want to be keeping these as a police vehicle beyond the 100,000 miles um but that's also why I listed in there that this might be an allocation um you know there there are other vehicles within the city that have significant amount of miles on and they're much older and we may repurpose this to replace one of them one that's in Building Inspections or Public Works might be a possibility so that's why I kept it up open-ended at this point okay because that doesn't seem very high mileage to replace a car sure and what we're saying is that in you know we're ordering if we place the order now we're six months at least from being able to obtain that um and also we have other vehicles that are higher mileage uh how many miles is have on it 116,000 116,000 on the vehicle that he's driving um that may make sense at that time to get rid of that vehicle move this to that rather than um purchasing a complete new vehicle that that's a possibility there's one option um so we want to keep that open-ended okay all right member Jer member um let's go member lcer next I have no questions M instead the vehicle that uh Mr Reeves is driving that's ,000 that was formerly a a Pursuit vehicle yes correct so the worst and hardest mileage was in that first 70,000 so I hope so yeah I hope so it to yeah yeah oh well then yeah so that that that vehicle is is probably more than the average car at 160,000 miles AB so it makes sense replace that one if that's the one we if that's the one that's determined that it makes sense at that point yes we would but we just want to keep it uh depending on what the needs are at that point we would reevaluate at that point Yes sounds like a good idea yeah okay member chilling no questions okay I have none either so we need a motion to approve uh the purchase order for a 2025 Chief B yes um May Ron and members of council um ditto on a lot of what I said um but we're looking at replacing Squad uh 2011 which is the unmarked Ford F-150 that was purchased in 2020 um has just under 73,000 miles um it has been to assigned to the Chief's position since it was purchased um again looking at warranty coverage we want to try and not retain these vehicles within at least within the police department is over that 100,000 miles if possible um when those are going to be the hardest uh miles on them um like I said same same story with the how to how to acquire them um I'm looking to replace this with a more fuel efficient vehicle but also provide that space um this has a four-cylinder turbo in it so affording us a better fuel economy it would be an administrative vehicle so it does not require the same cost throughout fitting as that Durango um um we have 66,000 allocated tentatively in the budget or CIP for next year um I don't believe we would that we wouldn't come even half that amount um so we could adjust that as we go along here but um the vehicle would be purchased through sax and Fleet Services through the state contract um cost of that vehicle on the state contract was $ 38562 um ballpark just super rough estimate would be about 7500 for upfitting that was just a rough estimate they provided for me and we would address that when it comes in um uh again this doesn't need the cages doesn't need all as many uh as much upfitting costs again looking at second quarter of 2025 um and same deal we would reevaluate where this pickup truck may be allocated that might be um one that goes to um Public Works it might be retained we're just not sure where this would go at that point we want to keep that flexibility open at that point as well okay questions from Council will start with member onad uh no I don't have any questions I don't want to blob easy one at him again okay that sounds great uh member ler no questions member joerger was this the same truck in the parade this was okay and then what do you estimate the mileage on it when you get when you get the new one uh let's see another 6 months probably closer to where we've had some individuals from the Liberty ponds HOA come to the council and regards to um the current status of their um Community septic system we have met with the HOA discussing a little bit of the funding options through the state of Minnesota through mpca Department of egg um some of those so we'd like to schedule a work session with the council to receive some direction and have some a little more in-depth on some of those programs and potential funding options um this will just probably be the start of this process but we'd don't at least get moving on it and try to get like iess said some direction from the council where we want to proceed um through this as the HOA has been now inquiring about where we're at in this process would anticipate you might have some other members was selling books for their friends in the library and when we do that the books are all donated so all and the the land is we borrow it from the church and so all the funds that we raise goes to support Library programming such as we were hearing another one I had I was working on with the librarian and so thank you all for coming and thank you all for watching uh member ler I also attended Stage Coach days um it seemed well attended it seemed like folks were having a really good time so a huge thank you to the Fire Relief Association as well as City staff um for making that um a thing and then I also attended the joint sewage commission meeting last night uh as well as the work session earlier tonight thank you uh member onstead uh I attended the the parade on Saturday the stage coach Days parade and uh it was a really well attended a lot of people on the parade route it was it was fun to see uh I sat with uh the city uh and tried to answer and I brought my dogs with to answer questions about the dog park and uh to the best of my ability and uh and then I just got back into town from Washington DC I was out there uh trying to meet up with a state senator and a state representative to ask ask about funding and keep our public safety building on their minds going forward thank you um I attended the Planning Commission I also apped um attended the Joint Sewer Commission I attended the stage coach day um again it to your point member Luger it was a great event well attended um thank you to staff um also for attending or staying at the booth and when I was there there were quite a few questions about bricks um for the veterans memorial and the dog park as well theying of the dog park so maybe Grant you could just talk real quickly about what some people what some residents were asking about yeah sure um the city of ban was at the stage coach Day event uh we had our own tent uh set up next to public safety um and the large fire truck for for kids if you guys saw that um we were highlighting Railroad Park and the current progress as well as uh uh promoting the fact that we still have bricks uh to sale so they still are um there uh Open Spaces are there we just put in in that second phase of the history walk um a bunch of those additional um spaces as well where we'll put in those donor bricks and also the veterans bricks as well um but just a lot of people were coming up asking about if we were still doing it yes we are um we do order them um once we get enough to be received so if you do order a brick now it won't be immediate but once we hit that certain threshold we'll buy more bricks to then be put into the park and we're going to continue doing that as we work on phase two and phase three but uh that was really exciting um we also had the name of the dog park contest that was being promoted um a lot of kids came up with uh with IDE ideas for their their name um I won't give them away but a lot of classic ones you think of and a lot of ones that were sentimental to them too so I think it's going to be really fun to to go through that um we're still soliciting names so um if you guys know anyone in the community great group people to know people so uh promote the fact that we're still taking them in we are currently waiting to see if we're going to get in the digital backpack um with the Forest Lake uh Area School District I think that's just a great way to to get a hold of additional kids so um we're just waiting to see what we get and starting next week we'll we'll start reviewing those names and moving forward but very excited fun I also know that quite a few people um were happy with the Veterans Memorial and then that second half they made a lot of great comments about how when they come into the
