we're looking for a second motion I'll second it so we can move on here all right the election of officers if everyone's in favor hi hi any opposed I'll keep on trying to do what Troy can do congratulations so much okay so number two number three four five six and seven seven be a pool committee update at this time do we want to do this we did approve the agenda after we did I don't know if there's much of an update other than the fact that we have a pool committee meeting immediately following the parkboard meeting if anyone wants to stick around for all sorts of fundraising details I have things pleas please go ahead um okay so at our last U pool committee meeting we had talked about different ways you know to get individuals within the community to donate and one thing was brought up it's like what if somebody donates $1,000 they get a family membership free for the first year if they do 2,000 they get two years membership if they 3,000 whatever $110,000 gets them a Lifetime Family Pool Pass Plus a pool party um so and if you gave $1,000 let's say it's um somebody who doesn't even live here gives $1,000 they could donate that um membership to somebody else so before we say hey everybody this is the what we're doing I wanted to get your thoughts and approval on that before we go forward Brian gudam was at that meeting and he talked about um you know a lot of the the funding comes from for the pool comes from the taxes already um so if seven families eight families whatever however many people donate um get it for free it's not the end of the world so I don't know it's up to you guys too I don't see any wisdom in that choice I think it's a great idea and in looking over some of the numbers from the fundraising efforts to date there's only been literally four different families that have even qualified for that and have gotten over the $1,000 Mark so I think it'd be a great incentive to get the locals to pitch in so I don't think that the income of the memberships would greatly offset the incentive to get some fundraising efforts going I think it's a great idea so now the question is there are some people that have donated that level um I think we need to go back to them and say because you donated at this level here's your membership for correct and if um someone donated or gave the money and didn't want to use the pool pass and wanted to donate it but didn't know anyone how would we get it to someone that needed it um you know that's a good question I I think you could give a list I know there's a I can't remember what organization it is um they donate memberships every year okay ises that stabilize families or no that's kind can't remember we're two years out now so I can't remember but we would just they would keep track of it at the pool somehow I don't know if that was the manager would keep track of it so if somebody needed assistance you you know who it is okay talking to school sches counselors yeah motion that do we no I think they're just okay I just wanted some blessing before we announced it we do have Miranda updated the um donations bricks and pledges so far one thing um Miranda not on here is Ford's additional $20,000 pledge um because what's his face from burbach said that we could go ahead and use that as honey um so we are at 291 um so almost 4,000 or 4,000 $400,000 um raised so were we going to talk about Troy do we uh so burbach says one person from burbach says you got to have 90% funding before you start digging somebody else that we talked to they're like from burbach I don't there's nothing like that you that you have to worry about so I don't know who puts the screws to whoever to say let's start getting these bids and start digging because we don't know if it's going to cost $4.6 million it might cost 3.2 and we've already raised it you know depending on what the bids are um so is it that come back to a meeting yeah that's we' have to do I mean from everything that Brian has said and I haven't seen the actual paperwork from burbach but that was kind of the original agreement when all of the estimates and fundraising efforts and everything began was there was a a verbal agreement that once you raise 90% of the funds then we can lock in the prices then we can start construction we can start doing that type of thing um but based on our fundraising efforts we would like to get started right away with is that 90% of the actual bid or 90% of their estimation of the estimate yep and you can't really lock things in until you've gotten actual bids right and there's nothing that burbach can lock in because they don't know they're not supplying anything correct they're just contractors basically you know so I I think we need to get this horse rolling because we we've talked about in our in our um pool committee meetings if people don't see anything happening it's out of out of mind and we can pound social media and do all these things but they're like really it's a fool really there's nothing happening but as soon as they see things start digging um then we can build momentum on that we can say okay you guys we need x amount more dollars before we can get the the bath house going you know when we need the bath house before we can do it health code says that you have to take a shower no either no nobody does that and the big fear also is is if we do prolong it and nothing does happen a whole calendar year and nothing happens this summer all the prices are only going to go up right we watched that happen already that could be a 10 15% swing and cost along with the loss momentum I did sit in on a um meeting with burbach and Brian was in on it and it was a zoom meeting there there were a couple guys the design guys um and they were we were looking at the bath house and how to design that and best utilize that um there wasn't a lot that we could change um from their perspective um we changed some things um to make it more efficient and then um talking about these slides and and um they were going to put in piping for a slide that we didn't that's you guys didn't approve on the on the um plan so he said we put it or putting the piping in just in case I'm like let's take that piping out give us two bids one that has that in you know two plans one that has that in one that has that out because it wasn't ever approved and will there ever be this bigger slide that comes chances are no you know once you have it built um you don't add a big feature like that so um and then we were looking at moving some things around on the pool so that we can fit the um yeah Mike was in that in that one yeah on that call um rock the rock climbing wall and all that stuff and so I wouldn't say no though I think your guys in were to possibly use funds to fund that slide eventually if I remember right you guys get a lot of should said it could be a line item on there so that you could choose to keep it in or take it out if it's cheaper to put it in right away and have it there before the concrete and stuff goes in it might be a great idea to have it as an option would say don't write it off Poss he's doing both we said do one without and one with so anyway I know that that's like in process I don't know where they are with that they just with the holidays I don't know if they were able to do much I don't know are you having fun with it not So Much Anymore yeah um no I I mean we're not I don't know it's uh I don't I don't know it's frustrating to not to to be told hey fundraise no we're not going to do anything so no get going we have three point $6 million here already so just say yes let's start get these getting these bids going and we can raise as we go so but they would bring up the term like piece meal it out or to like piece it one piece at a time do anyone bring that up like um dig the whole you know what's it called Reservoir y The Vessel The Vessel thank you knew had a v in there yep yeah that's what we were starting to talk about is the the taxpayer dollars putting into use right away obviously in August when the referendum passed that's $3 million worth of progress you know and that's you know 64% of the total estimated cost so we should be able to do more than half the work right there just on taxpayer dollars without doing another thing right and some of those could be in kind donations with some of the you know Demolition and things like that if we can find people or companies that want to donate their labor and kind that comes right off the top that we don't have to use taxpayer dollars for so a lot of those things are kind of the incentive behind that and I think to piggyback on on what the pool committee frustrations are is the fundraising efforts were great but there's a big mountain to climb there when we started looking at this we didn't know if the 64% referendum was going to pass or not we didn't want to get too aggressive um but now in looking back you know the other 36% that's a huge amount to come in and try and fund raise for and even with all the big huge dony day efforts and things like that I mean just collectively if you if you look at that if you take out the the referendum dollars and you take out the operational expenses that the park board moved from the 24 or 25 season to seed that $200,000 in there and you take out the $100,000 of the you know Hansen communication or telephone like it barely moves the needle on on what we've been able to do there like it's it's a significant amount of money that we need to raise so it's tough unless you have a very substantial donor like I know burbach always likes to compare it to Dodge Center and things like that but we don't have a Melius or someone who's just going to walk in and write a blank check so it's kind of tough so the frustration is real after months and months and months and you look back and your bank account has moved like literally 0.1% and you're like it's tough but yeah I think some of that progress that Bretta mentioned when we finally start seeing the old vessel getting bulldozed and we start seeing some groundw work going on we can start doing updates on social media saying hey here we go taxpayer dollars at work now we're going to have a pancake breakfast to help raise money for the slide installation and the bricks and the pavers and I think that'll really help keep things going and rolling it'll be great when it's finally there m that's all I gu thank you might be a great Segway to skip down to selling some of those items maybe shall we move to item C sale of pool items just need permission to um I don't think there's anything there that we want to use and we've had inquiries about we got rid of the umbrellas and we've had inquiries about other things and I don't think there's anything there that's useful for us so we just need permission to be able to sell it the pump for one I think we can get about 3500 wor 33500 um there's somebody interested in that come on entertain a motion and like the lifegard stand Shar too did you have somebody interested in those guys that came and got the umbrella were interested in some stuff so but I mean I think just do a general clean it out sell what's salable why don't we reuse them if somebody's willing to buy them the Lifeguard shares why aren't we reusing them from what I recall when we had an and Company go out and take inventory of what was in good shape and really usable and not usable the list was very very small um Mike had commented that some of the outdated stuff like in the pump house and things like that was probably more valuable to people who can't find those parts anymore hence the 3500 electric pumps and stuff like that but we did talk about would the umbrellas have any value and being reinstalled in some of the brackets and things like that needed to be replaced know if we could buy that there was very few items that were really usable and then where they store them and would they be good in two years because we're talking about two years worth of construction and would that still be done so at that time sound like there wouldn't be a whole lot of value in a lot of that stuff I think the newest thing was probably a don ated Bluetooth stereo or speaker or something in the thing and that was the only thing saying well that might still be good so but I had the same concern is can we take inventory can we take a rough estimated replacement value or depreciated value on what we think we should get for it and then we talked about it being it needed to go to a public auction thing at one time that was a discussion is did it need to go on because when we tried to sell the disc golf baskets it couldn't just go on Marketplace and we couldn't just take somebody we had to give it on like a state auction or some sort of thing so it just all got kind of really hairy and then we were really talking about where do we keep it how do we store it how do we keep it from getting broken while we do store it at the time we're just like let's just start fresh and new and be excited about the new pool more I'll make a motion that we sell the pool items y all in favor all opposed okay let's sell those items we were keeping the climbing wall though was that true that was like the only thing that we were really keeping thanks for tackling that Mike um let's go backwards and do soccer net discussion Just for kicks love the pun that's why you're the pr as of tonight do you want to do that Mike socer netset the discussion was does the park board need to fish soccer nets down there is that part of the park Bo's responsibility is it something that we could talk to Community Ed and ask if they could be willing to split the cost with us so or just get an idea what you guys are thinking so soccer fields are not a year round thing at the park correct I mean I don't see them up and I don't see other kids I mean once the soccer season from Community Ed is over they're literally brought over and held right I would definitely entertain or make a motion to suggest that the community ed maybe see what kind of dollars they have there because it's really not an amenity that we advertise for the park right it's some something we extend to the community and we do that and it's a big part of the community but it's not something like the basketball hoops or the pickleball court or something that we leave up your real if so are we going to start doing that since the park board would be buying them and keep mowing around them and doing them are we G to set up permanent soccer fields I'm going to take the other side and say yeah I think that to provide another option for people to enjoy in that field and to uh support a pretty thriving pretty much thriving soccer fan base down here yeah yeah then offer that and I know it's always uh money we're trying to save for something else so if we're providing the soccer nets for Community Ed then do they rent the fields because this we' before I got here soer a long time it's something they always had down there I don't know how it started um but we work with them I mean they call every year and we get the Nets down here for them they line the fields themselves we don't have anything to do with that I mean the other opportunity that's really being overlooked here is just like with the the boards and things like that there's tons of opportunity for local businesses to sponsor a net or something and then that advertisement stays up you know prgy flooring you know as an example so there's opportunity out there too where I think we could probably get the Nets replaced at no cost to to either party my only fear about keeping up the Nets year round or during the summer months is then it's going to interfere with some of the other events we have going on like the covered bridge Fest um the disc golf course type kind of thing the community ed has always done a fantastic job of as Mike's Point maintaining that getting them up doing their thing and that the season is fairly short I mean within six weeks or whatever it is they're in and out of there and usually the cold sprinkles the whole summer they were but no but I mean they just they they does that fall under any insurance that we carry for the park Kids Kingdom or anything like that no the net replacement here because we lost him in the flood right fran did get some money from Fe wasn't very was ask that M was to be that was in any of the paperwork as a potential loss how much did the Nets cost I think if you were get probably like the on that probably couple a a bit sorry I'm not supposed to speak but I'd be willing to bet that the booster club for soccer um has some money because it's the PM soccer group so that might be another Avenue if you said you know what if you help us buy these then we will store them over the winter and you know whatever you have been doing maybe agreed and with the PM Pro program maybe they want to replace some of the Nets and then the old nets come up and be used for the community ed thing so I think we should definitely reach out to the community ed folks and the pism folks and ask them before we make a motion to start spending the parkboard money I like it I like that discussion will you out Miranda get names um yeah we draft the letter or whatever anything further on that topic can we move to the campground agreement discussion I just imposed a coupley and a couple of examples of some Campground agreements and just discussion I think that's what we talk about I think that one on first page there I think the the idea that it's not a lease probably makes more sense to me if you read it that is an agreement and camper is not a tenant so there's I think some things we could pull from here and there and make that agreement what you guys would like to see you know one time too Brian had mentioned about possibly asking Matt to look at some of that is that still an option or do we need to or yeah we we can y if we just got an idea of something that you guys are interested in and we can kind of revamp it so the wording is a little better then we can take it to the City attorney koi and Wilma is a very cool name for Campground any input from Mr Holst Mrs Hol on the agreement or anything worth running by them we can they had in a previous meeting brought in one that I thought that she liked that she had in some previous minutes to it for me personally I think as long as the City attorney is happy that really is the final checks and balance for me I agree and the nice part about an agreement whether it's not a lease or whatever it is it's definitely fluid and it's something that isn't written in stone and it's not a contract that we can't change from month to month if something does arise or situation needs for an amendment but it won't be long and camping season will be upon us because I think the states now have opened up that you can start making reservation at the states right first of the year are we accepting reservations already Miranda we don't not even for our new seasonal sites oh yeah so how do we want to go about putting something together to get it to the lawyer then do we just want to I think if everything looks close I mean like I said the wording is is we could get that wording a little closer on some of as far as what's stated in there and then I think can really just take the so many time the wording on which because we've seen about 12 different copies of different stuff I mean do we have our Park Board one that we have that's why this is more I mean we we we've got some time on it too Mary you know if you guys want to take it back and look at it and make some corrections to it we can put it on the next meeting do we have a copy of the one that um the hosts like do we know which one that was rules or was that actual that was just the rules I think that was just the rules I don't know if they ever came in with an agreement or find something else online that maybe you want to look at this is just a couple examples or combination I like the name of Ky and Wilma but when you look at it it is very wordy I mean it's just paragraph after paragraph after paragraph and I can't wrap my brain around that so if you like the content of it you can have the lawyers simplify it too okay I mean ultimately this is just the agreement for the seasonals the 12 and have we like in this the one the period of use have we set a date that they can actually move in do we have that written down anywhere we don't ever have a hard date but but I think I think we're getting to that point where it's a good idea and especially on the closing date because everybody likes to stretch it out a little bit too much and we have trouble getting it shut down when it's cold I'd like to see a little more of a c dates put on there so like for that those dates then can you come up with the dates from your guys' standpoints at works for shutting it down and opening it up yep and then does Kim care if um like on that campsite fee so the fee would be 1430 from 1300 yeah 1430 so do we request have do we want that all up front or do they do it month to month or so the way that Donnie currently does it at the end of the season he asks for a deposit I think it's $200 and then when they P their camper in the next year they have to pay the rest the next year yeah like the next season when they pull their stuff back in oh when they come in at the start of the Season yeah okay so we should have that in there then what we do there for the campsite fee in the deposit so deposit with then the balance due upon arrival and then we can take that late payment fee out since it's on arrival and then they are going to be paying their own but they're going to have their own meters year so we'll have something in there for the electricity y D's close was a list of rules and there was a nice liability waiver at the end of it that she liked so maybe if we could in there you might want to put in there if the um the deposit is refundable at any certain time like within 6 months of the opening date if they want to cancel will they get it re back or is it non-refundable so I'm just to think about that waya that damage due to their to their camper by any trees falling on it Natural Things that we're not responsible I think there's a deal in there for Insurance liability got it okay M oh the winter storage we we don't they have to pull out or do they yeah um if you guys have time for some due diligence to to look at the old email from September's meeting is where Judy's list is and uh September September 9th okay and if you guys want to compare anything and send your notes to the parkboard email or my email that'd be great will you s that email to me sure oh that's that's the wrong one that's my cat yeah and otherwise um if that's something for you to go on Mike for now is that okay look at it I'm just resend the whole group uh if there's nothing else you guys want to discuss on that I can entertain a motion for anything next why you laughing me I'm I'm not laughing at you I'm laughing at Troy's reactions to anything that has to do with entertaining motions because it's just I one of these days I'm gonna just record it and then it's just gonna become a meme or a gift of just you entertain I'll make a motion second anyone else want to all in favor I imposed weour this meeting thank you very much for your work everybody thank you Mr President
