##VIDEO ID:MaL9AQEAF1Y## this conference will now be recorded and I welcome everybody to the park board meetings tonight uh thanks for coming I will call this meeting to order and ask for approval of the agenda coming up with the change that we're going to move Mr Mort into in front of unfinished business so that we don't have to keep him here unless you want us that's just for later I'll make a motion to approve the agenda second all in favor I opposed agenda approved we have some minutes from last month month to cover analyze I was mistaken there are three different you Je for approve the minutes from last month's meeting second all in favor I opposed and minute pass for January okay and account payable going to get a reminder on the Pool Engineering bill what uh that is the uh whatever study that whks had to do was it the storm water and stuff like that and she'll take that out of the pool the new pool account I'm pretty sure so we transfer that money over there so that's what that's for gotcha for motion to approve the accounts payable second all in favor I anybody oppos okay we'll pay those bills thank you now we have space for public comment anybody here for public comment anybody yeah okay so my name is Greg Mort I'm here on behalf of the um little thing we started last year called the zro business children's Fair um the idea behind it is we're trying to get kids to be excited about being entrepreneurs um I have a little video would be okay to play that on there that kind of just gives you kind of a little it's only a minute long but it gives you just a little idea about what it is uh last year we we did it inside of the primary gym and uh it was kind of fun my e guys so we have had um 30 kids part partake in it last November and I think we had I don't know 300 people or something show up to it like it went really well a lot of the kids sold out and stuff too so I reached out to Mike and said hey is there a chance we can host one because I want to do two a year kind of for the foreseeable future and kind of keep it going but um I'd like to do one kind of an outdoor venue and one in the in the winter time in in the school so looking at kind of the April May time frame um the date I originally picked was also the prom weekend so that didn't isn't probably a great week and I noticed this Youth Soccer is going on too so I don't have a specific date um I have a couple ideas that would work but just want to kind of present it of what it is and I don't know if I can just work you know directly with you or whoever to kind of finalize that date and see if we can find a spot in the in the Cover Bridge Park and um right now I'm not charging the kids anything to be part of it too so um you know cost I'd like to keep it as as minimal as possible to rent the space too so that's what I got it's adorable million times yes absolutely absolutely I think it's great yeah I'd like to keep it separate from the Cover Bridge Fair too because I think it's good for the kids just to be highlighted by themselves and not you know add noise to what they're trying to do as well so so yeah just let us know what you need from us okay I appreciate it yeah watch out for that soccer traffic that's kind of hard to work around or use it right right great thank you all yeah well done thank you see you later all right I'll entertain a motion to [Laughter] adjourn so sorry I'll move on to unfinished business with a pool committee update is it on the screen um yeah actually well let's talk about fundraising first you had asked there's a couple of sheets missing out of your pack good job getting these online today they look good kind of full scope of the fund unless anything has come in between now or between January 25th and now this is accurate except for um fire brick bread um he did reach out on the um the pool website Facebook page whatever um saying that hey I'm going to be donating he pledged 5,000 up to $5,000 of his profits so then I asked you know any idea where you're at as far as um through the 2024 reply wasn't zro for 25 as well they were 25 so what you'll see on there they already they contributed their 5,000 for 2024 so that's the extra 20 that's how Goa so so the 306,000 is actual money we've received in we still have 195,000 in pledges sitting out there yet plus 4700 bucks in bricks so we're at about well five 56544 12 is the number I came up with so we're over the half a million mark and um we're trying to get meetings set up with bigger businesses to um talk about donations um that's been slow going um I'm keeping on trying to get meeting set up so hopefully that'll get rolling here soon one of the thoughts we had with publishing um did it on Facebook today tonight I just took categories versus Joe Smith donated $48 it's in the category of what um so it lists all the the people and the businesses the thoughts are people will look at that and go oh I'm not on there or oh my friend's on there I better get on there or whatever just kind of spur some Community involvement because I'm at how little there is right now you know just even the things like like you know a paper people aren we we hope this kind of Spurs on a little friendly competition thank you neighbors yeah um right now there's about 60 individuals or businesses that have donated to the effort out of our 4,000 residents um you know it's great we got a half a million dollars in there uh but if we can get other citizens going as well as some of the other businesses that uh that we're going to meet with hopefully we can get to that million dollar Mark pretty quickly uh then we can get this thing rolling we have been talking about starting demo possibly um just to show that things are moving out there we're still in discussions on on how to accomplish that logistically without having a couple big holes or a big hole or do we smooth it out so there's not a big hole so we don't have to have the fencing around it so we're still looking at that but uh uh fundraising committee wise for the small group that they've got they're doing a great job gotten quite a way they've gotten quite a ways so we'll keep at it keep up the good work agreed and thank you I can't remember Shannon are you part of the fundraising side of things from burbach yes I am and yeah I just want to say congratulations for hitting that half a million that's a big deal um and so yeah you I BR here talking yeah um just speaking of getting more Community involvement and you said things amped up on the Facebook page I did see you posting today and that's good and if there's anything you want me to design like post-wise to help you know if you want some specific layout for what you mentioned doing like a shout out for the categories I can absolutely do that and as well as if you want help like brainstorming some you know ways to get the community involved can look back and see you know past um days that we've you know helped amp amp up the spirits here and hopefully you know going into the spring and the warmer months you know being able to get out and involved a little more will help as well yes to all of that if you want to come up with a whole bunch of posts I would absolutely love it he yeah absolutely can do that and the ways to um to donate uh because you have our our uh the website for The Brick markers right and all of that yeah I should I should have it somewhere so yes as many post send me do it and any other ideas would be helpful great I will do that for you you have her contact information Shan or I mean br yeah good all right okay good good any and and then I do have the Jordan who is working on the pool design or project manager for the pool design is on too I invited him tonight if you guys want to get more into this and see the uh where we're at with the design of the pool and not sure if you guys had any chance to review it um if not that's fine um I got a couple updates that I can give you uh regardless um we did get the geotechnical report um the final one I should say uh so we'll be working on getting some um requests for proposals from a couple different firms to um to get our structural engineer on board so um that's what's in front of us um been changing up some of the Design Concepts I know in our previous design meeting um talked about moving the um admissions St area towards the pool side we were able to do that I'm not sure if that version of the plans shows it so um I've got it Jord Jordan I've got it on one of our big screens here so I'm kind of scrolling through as you talk about okay yeah um so I'm not sure if you see the bath house we uh switched the electrical room over um and swapped it out with the attendant room kind of changed the size of everything and um made it work out so I'm glad that idea was brought to us and we just had to play with it a little bit and um hopefully that will make more sense um layout wise yep it's well I spoke with an earlier today too and she loves it uh her only request is maybe we can do one of those split doors so they can have the top half of the door open uh sure I mean yeah we we've been talking around about um entrance into that uh rooming about a half counter that kind of lifts up um as an option but that door going into there we can see what is available in the market to do a split door I'm not sure if it'll have to be site built or if there's some providers out there for that any ideas our way they're obviously working so looks good uh I'm trying to think if there's anything else um just add into the plans from our previous design meeting and we're getting close and as as we get the structural pages on there we should be pretty close to sending it into the state and and I've got the uh the floor plan up now showing the the diving board and they Incorporated the climbing wall in there yep and still a to get the smaller slide in right here yep we were able to fit uh you know all those amenities that you had on your original concept um to look kind of deep into the the climbing wall and what its requirements were and shifted around the the slope of the uh dive Hopper there to to fit both uh that side that you had on your STS as well as the Ling wall which you guys already have purchased from your previous pool so and then zero depth entry over here and there's going to be three well there's three what do you call them spray nozzles in there yeah uh spray they're like spray features they're um bubblers are kind of like the one foot two foot range it kind of bubbles up and then there there's the jet nozzles that um you know we can do some sort of arcing um sprays and whatnot and then obviously the slide and the oh cut in out but yeah no this uh we're getting there and we're having design meetings what every two weeks one thing that's not on here that um on this particular picture that we talked about at the design meeting are some shade structures and so right uh c103 Brian if you want to pull it up should have the shade structures on there was it C13 C yep I'm in the D's now oh come on come on oh I go from P to D yeah it's not alphabetical order easy it's c for so um what page am I on five one of the almost there 105 104 103 so we have three shade structures uh the larger one uh kind of in gu it be the northwest corner get uh a smaller one in the southwest corner and then um one next to the bath house as well and spread them out the thought by that on that is this is where the little kids will be down here so we put the big one down that way and then spread a couple other ones out levered so they don't take up much space yeah the post will be back by the fence so they won't be out in the walking space gets too busy down this way with the diving board and the slide all that this will be green space is what we're envisioning now yeah there because future bigger slide if we keep fundraising we go right here and then so this will be some green space grass have to bag that Mike changed it up for you um move those that fence out where your your green space like you said you're saying it just whenever you mow grass just have to keep an eye on your strainer basket that's about it this is all deck all the way around design ideas were presented and there was good communication and there's there's a back and forth going on anything that we can adjust or help with yeah no we tried to I've been including Troy on the meetings and he can make it um he can and then Mike and I and Brett has been there and just started coming um or joining those meetings kind of between her little kiddos at the at the school we do about what 11 o'clock in the morning so yeah it's been good communication things going well I think it's it's shaping up nicely so I was in on the last one that was there my mic wasn't working on that stuff my main question I had and I didn't want to derail the quote unquote design meeting but I thought all this was all finalized long before we even went to the referendum because we had several design iterations that came across through parkboard meetings way back last fall last summer and at that time we had just decided that whatever version 26 or whatever we were at was locked in and that's where we were at based off of the price so I was just a little bit confused and taken aack at the last meeting on Tuesday or whatever it was last week that we were still going through quote unquote changes like where the fence was going to be and where this I can understand moving a room or something around in the mechanical building but I thought the overall design was completely locked in we didn't have this type of flexibility so it sounds like we still do obviously well all all of our design or conversations in those design meetings are definitely budget you know constrained we're not uh we're looking at what is in the opcc and trying to maintain within the opinion of cost um you know and I think the original concept except you know the fence was uh you know about wide and overarching we kind of tucked that in so there's cost Savings in certain areas and I think for the most part I Brian you can in I mean it's pretty much the same the same pool vessel um same size Bath House same layout um it's a couple things here and there we're not trying to redesign it by any means no no and I appreciate that I guess what I was getting at is I thought we were a lot closer to being able to put the final stamp on the corner of this thing and go off for bids or whatever we needed to to to say let's let's move forward to this I didn't realize that I thought when we had talked last time that when we went to phase two or something like this was all kind of locked in and we were set to go so how how far do we got to go before we can finally start getting some bids or getting you know know building permits and approval to proceed sure um so in the first I think phase one was more or less concept stuff so when we get into phase two we're actually building these plans each sheet there um go through we have to put together and as we were're putting them together um there's things that are arising that we have questions on you know the fine details um which really we try to answer in the and the design meetings um so right now we're in the midst of building the plans to send it to the state um we had the geotechnical um report sent in like I was talking about earlier um what that has to do is the do with is the structural um soundness of your your pool vessel the maintaining its its foundation make sure it doesn't move in the future down the line on you so um getting the structural engineer on board they're going to take a look at it um in their plans and make sure everything's sound for your facility um hopefully that'll be you know within a month and then send in the plans and the project manual which the they would like to be excellent any idea of what potentially could be a showstopper at this point I know Mike or somebody brought up at our last meeting about the Limestone or just overall soil drilling out there is that a concern at all um I mean we haven't seen uh anything drastic that's going to you know add to the cost um we'll kind of know more once we get the opinion from the structural engineer but from what I'm gathering and what I've read from the report is bedrock is fairly shallow which is good um it's the uh material above it um needs to be um fined or removed to ensure the the stability of the vessel so there's a there's a positive and then there's um whatnot it should be canceled out excellent well definitely appreciate all your cooperation on effort [Music] and that that's really the only thing is the geotechnical stuff everything um be accounted for on the opinion of cost should be no other hidden prizes go ahead [Music] FR yep right here so the deck will be back here that line and then this will be green space [Music] yep well we talked about that and like Jordan said the the new pools have a quite a bit better collection system than than the old pool so it shouldn't be a big issue and you know we could um pick the grass up the Pine Island pool has it and it's actually really nice because if they run out of chairs then you can sit in the grass and not on the concrete that's kind of nice that's so we envision towels are out there sitting on the on the grass laying on the grass I mean I just had a pool at home and the kids ran on the grass mess Island never seemed dirty like there was never grass FL around whatever the you go through something like Turf well much Turf but I know it ca a lot having such long sure yeah I know that's very just to me with clipping in there and get there no running replace your divots that work my mind it just didn't seem like a great idea we we talked about the exact same thing when we were talking through this and they set be an issue but also then because we don't know if that what bigger water slide will be there then we have to dig up and the fencing cost so don't way y yeah it's less fence this way do these guys have pools like that I don't know Jordan do you have you pools where there's grassy areas yeah a lot of our pools are um you know have some sort of area for grass I mean we' we've dealt with Turf too but you know a lot of places don't really mind it I think as long as you keep it well seated and uh maintained there should be no issues with you know dirt or anything onto the to the concrete so do we know what our current deck Spas is square footage wise compared to our current pool how much did we shrink or grow um I got the P up too but I'm not sure if we have that on the schedule anywhere oh good I know we had in some of our concept stuff about the capacity of the pool and what percentage it decreased versus the the deck and so forth yeah been keeping an eye on it so I know Austin Pro or CAD guide is uh keeping track of it so he should know that number off top of his head I just don't right now sure all good there's an area in our current pool back corner that never ever gets used right has so there's a lot of space that's oh looks really good want to show you the 3D modeling of the mechanical equipment here it's there we go oh all that stuff in the mechanical room trying to traumatize Mike or yeah all brand new it looks intimidating but I promise you it's simpler to maintain and operate um we didn't really get this answer in our design meeting but as far as your supplier for gas chlorine or liquid chlorine I don't know if there's a anyone in attendance that that knows how easy it is and if they want to maintain that or switch it over to liquid push the button yeah we're still discuss that um we got Hawkins we deliver our cing now so I was going to give Dan a call and talk to him about that yeah the discussion has been I think most new pools are going to liquid chlorine is that right yeah um Swift the training of Staff um on the gas choring system and you know the some of the safety hazards involved they have to be well well versed in it and there's additional storage uh needs soing to liquid is um it's a lot more simple on some of your younger staff members that might be swapping or you know attending to the the chlorine levels or the chemical levels in the pool so and we're a little bit unique because all of our staff is trained on gas so right now we're good they're all knowledgeable but as staff changes over in the future um could be some advantages for liquid but um go to liquid there's probably training for our current guys on that so our current staff on that but so we'll continue to discuss that that's fine right good good all right well thank you so much for your time Jordan and Shannon yeah no problem yeah sure it's really important that we see these things so it does mean a lot yeah uh feel free to skim through those plans if you ever have any questions um Let Brian know and he'll bring them to me or we can join the next meeting yeah that's great thanks for that time again okay we'll move on to soccer net discussion if you want to just jump into the next topic oh want Campground oh yeah I guess I'm trying to trying to skip again I like where your heads at you want to adjourn after the first thing C Campground is the name agreement sorry yeah Mike and I and Miranda got together put together these agreements and then uh I sent them to Mike flare our City attorney and um there's three different ones and uh so there rule there's Campground rules all revamped based on a number of different examples and comments that have been made and then there is a seasonal camping agreement um and then there is just the the general camp camping user agreement um again the we had a good draft of all these and our City attorney Morgan and Mike they looked at it and made some changes in there and and added some legal terms and some things that need to be buttoned up they said to liability type things so this is what we've got and I think without was we've got a little bit of time so take some time to read them and and come back with questions will put it back on the agenda in a month or so because there's a lot of lot of things there the campground rules went to what two two pages two and a half two and a half pages um and part two three and part of that is because we have to refer to those on the camping agreements and so they need to be pretty comprehensive we're not repeating them all within the camping agreements because most of those things should be General Campground rules anyway uh the seasonal agreement contains all that language of how much when to pay what you can can and cannot do on your site that type of stuff and the general camping agreement is just that General camping articulates some of the charges for U you know electricity things like that that we're adding into the the deal we get a copy of these to the Hol what's that done do we get a copy of these to Mr Hol not yet I just got these today so you've got the I think it'd be important definitely to get them a copy oh absolutely yeah because we refer to the camp host a lot of times in here the other thing we talked about we're GNA get Donnie and AED to have out there as well cool probably a good idea I think yeah we've got an extra one of those Mike's got one somewhere that we can take down there so that's great anything else Mike there might be a little bit of chat GPT in these things too is that right and other agreements and all kinds of all kinds of input went in there again Mike yeah yeah it's pretty Common Sense stuff didn't have to reinvent the wheel because these Agreements are out there it's just kind of tailoring to our uh our situation any update on the bath [Music] house cuz we still have to demo the old one correct and [Music] set nice I was thinking too we might be able to coordinate if we end up getting it resolved where we can do a lot of the demo ourselves on like the existing mechanical room for the pool and the bath house and stuff like that to coordinate you got three buildings in the same exact site kind of going on and that same thing might if we're going to hire someone to do that demo well if it's all coming in we had talked at the pool meeting too about potentially the city guys being able to do some of that stuff if we're like we did with the bath house down below in the lower Park taking that all down if we take down some of that bath house back there if we can go after the mechanical room or yeah Mike and I had that conversation this a little bit more involved than that was yep you know because uh there's a lot more a lot more things in these buildings than there was that little bathroom so I I think we're thinking that we probably want to hire that done are we not Mike [Music] we got so I yeah grapple that yep I think if we did demo the pool we kind of want to do the whole thing and the vessel and and either do enough grading or we don't have to have it protected with a fence or just fill in where the buildings were with fence I don't know we're still talking about it but um the committee thinks it's important and so do we that we show some progress out there absolutely just to get uh you know donations Drive the donations a little bit more so we'll keep talking about that and the logistics of of of that as well and and whether or not it's got to be competitively bid or if that part can be awarded you get into a little bit of a sticky situation when you've got a $4.6 million project and you award a piece of it uh someone could say well wait a minute that's part of a bigger project that needs to be competitively bid if you're competitively bid then that's a whole bid document and yeah it's a it's a whole to do then so we'll see yeah that's why that line item on the probable cost I think it's called demo and excavation is the on line item and that's why you know because they're right there they're going to demo and then excavate so but we'll keep hashing it out and bringing it back to the parkboard just see what you want to do build build build just build get the Jer actor crew lined up excuse me okay is everyone satisfied with that discussion yes yeah okay moving on to the Dugout fencing I'm just kidding soccer net soccer net talks last month we agreed to go forward with great I bet you pism has probably got some old Nets too that they would donate gift so they could buy new for their youth program or something too if you just need a couple so I'm sure Jen's coordinating with them as well a y okay well thank you Mike and Jen what you going to go to Dugout fencing for real now nice so in the spirit of sports and spring a couple of the baseball guys have already been contacting me as the Park Board member asking what date do we think we're going to have the dugouts enclosed and finalized I know one of them that's really anxious for that to is their treasur of the booster club because he's got to finalize the paperwork with Target to get their final plaque and all their um media um payouts so that they can get their slice of the pie and get a plaque put up on the back there so the last piece of the puzzle that we're missing for this is to put the fencing back in so we peeled back the foul fence pole and you'll see a a picture that I included in the email there in that memo but it's just completely wide open right now so we need to put the foul fence post back on the front of the Dugout which goes all the way to the end almost to the concrete there and then we need to enclose at least two of the three sides there so what I did is just went out to Menard's and just did a quick little fence Builder thing right on their website just 8 ft back 24t just a little L-shaped racket there so that's just Menard so we can go downtown or we can go to P Island lumber or wherever we want to actually purchase it but if we go to Menard's all that there including the post the top rail the Caps the quickr all that stuff it was essentially $845 51 cents just to complete the fencing per Dugout so if you took that times the four dugouts looking for permission to proceed and at least getting the materials lined up for all four dugouts at 3,000 $382 and then we have the volunteer crew that will install it all and get it all put up this spring before practices start I would suggest if somebody's going to make a motion on the materials cost to round it up a little bit well not to exceed number we've done that one Council before just in case there's some you know who knows if some ties were forgotten out of there or whatever or caps you never know what perfect sense we got to follow this through to the end hey appreciate it I know the baseball booster club and a lot of the kids put in a lot of time building those things and putting it together like this it's going to be really exciting to see that being put to good use all summer long it's a very very busy spot out there so I think it's going to be great I'm hoping that once it gets all said and done one of the contingencies I said earlier for twins is that they want some sponsorship or something in the paper and something like that too so once it's all finally said and done and all that stuff and the kids are having their first practice we'll get out there and take some pictures or something and maybe put a little ad in the paper with grim suit or something just as a thank you absolutely yes yeah I motion to material cost for the dugouts not to exceed $4,000 second all in favor opposed and we will get that taking we'll get that going thank you so much y I'll work with Miranda awesome nice job very nice out there so nice all right we're going to go into uh Mr Greg Mor I'm just kiding covered bridge Park sign we have some brick work to do some LEDs going in got Disco stroll blade enter here free brisket on Friday afternoons you want to take that one Mike I don't know a whole lot about the sign we talked about something sign just to [Music] give working finish it up I think at some [Music] [Music] point I know the discussion you had was keeping the sign the park signs formalized that they're all the same but I think does bear to consider that the Cover Bridge Park is a different animal it is what people come to town for see that cover bridge and to kind of mirror that on this sign uh you know to be catchy down there of course it would probably be red not blue I would think uh but like I said the colors are not done on there um you know at least it's something to think about um can keep you all the other lesser not lesser Parks the smaller parks um with the same formal format or whatever but you know Cover Bridge Park I think could be different since it is the the Showcase in town but I think oh go ahead mik [Music] so this the sign was deteriorated to the point where we we thought we had to completely rebuild it correct what we were kind of discussing last time that it was kind of shot it wasn't just a new paint job kind of thing which is opening up the discussion for a whole new complete framework and design even though the pillars would be reused we could redo something there I was definitely the one who was definitely an advocate for keeping things standard as I drive through other towns and see things Canon Falls is a great example but literally all their markers are identical and you can definitely tell it's kind of like their signia as you drive through there's East Park there's this park that Park and it just does have a nice continuity and nice FL I agree with Brian that the centerpiece of our entire town is the Covered Bridge Park I for one just like to see that continuity I'm a little bit OCD that way so if my opinion is on the minority I can certainly respect that and say let's make this one special since that's a different part just going to jump into a side topic how are the talks about parks and trails becoming some kind of different group join uh well we had briefly talked about bringing Trails under the park board right making it a park in Trails that's still last That season still hanging out there no I'm that's it's not gone for sure it's just another one of those things that are somewhere on that list with the 326 things or whatever right along with the the uh the capital planning for the park is still on the list too so we got to get together on that but yeah no I think it makes sense to bring the trails under the under the park it would be a restricted fund within the park budget of course for for the trails but yeah I I think that's a discussion we need to have um just to coincide with the design them absolutely well and there I have been approached by several signage uh Consultants about Trail signage as well um you know signs out on the trail saying you know4 miles to the nearest food or you know 0 four miles or or half a mile to the Cover Bridge Park and stuff like that so that gets expensive I haven't brought that to you guys yet anything about Friday's burrito night nope nothing but we can add whatever You' like on those signs in that same vein do we have signs at each one of our smaller Parks like some of the smaller ones we have inside of some of the so there's no real name or signage or anything for those that would be my next question is if somebody sees a new sign on there or in their you know subdivisions are they going to be expecting like where's our sign for Pinewood Park or Sunset Park no all these little neighborhood ones don't they're just kind of neighborhood ones so the only signs we truly do have is East Park and The Covered Bridge Park just those two or I think so [Music] Y correct I'm sure the neighborhoods prefer that stay that way too you get anybody and everybody use on those something yeah Kurt got shush Kurt got shushed off some pickle ball courts in the neighborhood here a while back in Rochester neighborhood pickle ball cards you got to be part of the neighborhood well we have to let p and K know that we're either excited to keep thinking about it or [Music] to seriously say we are thinking about proceeding which I think we are but I'm not going to speak for everybody we don't know cost yet either so yeah yeah that was be my question is is do we have to make a deposit or is there a cost or well I'll this week I'll find that is kind of just got and justed to have [Music] yeah be easier to make a decision with a final more refined design Yeah final rendering to see what it was going to really look like that' be kind nice as well that's a lot of work not do work not more than somewhat interested that's true just to be fair y well but part of the sales job is the rendering for those businesses he does do a great job's he's really good he fixed that one out on 52 oh the campground ones yes that's right yep he does great work and he's got the coolest business cards they're aluminum nice well that does it then because I'm a titanium guy well maybe they're titanium some sort of mle I'm a little deadline for everybody say by the end of February if you have any opinion on it send me a email phone call text whatever and um then I can contact Mike or Brian here and say the park board is going for it I think the two sides of the
